He is only the fourth man in Olympic history to successfully win back to back Olympic titles. The others were Great Britain’s Douglas Lowe (1924/1928), American Mal Whitefiled (1948, 1952) New Zealander Peter Snell(1960, 1964). Moments after racing to a second Olympic

gold medal, the chief police inspector (traffic) dedicated the win to his Kenyan fans and the country, paying tribute to the huge support he has received. The only one to keep close was Taoufik Makhloufi, the 1,500 gold medalist at the London Games four years ago. Between the two middle distance champions, Rudisha never gave the Algerian a chance and won in 1 minute, 42.15 seconds, over a second of the time he set at the Olympics four years ago. Why I want CS Wario sacked — Kaluma TUESDAY, AUGUST 16, 2016

The dwindling sports fortunes in the country coupled with poor results, mismanagement and recent poor handling of Team Kenya representing the country in Rio de Janerio Olympics may cost sports Cabinet Secretary Hassan Wario his job. A petition has already been filed in Parliament by Homa Bay Town MP Peter Kaluma seeking the censure of the sports and culture Cabinet Secretary for gross violation of Article 73 of the Constitution, the Leadership and Integrity Act and section 8 of the Public Officers Act. In the petition, Kaluma argues that Wario has perpetuated mismanagement of sports at the Ministry and has brought shame and dishonour to the nation as demonstrated in the fiasco at the ongoing Olympic Games in Brazil. “The Cabinet Secretary through acts of omission or commission has exhibited gross violation of Article 73 of the Constitution, the Leadership and Integrity and Act and section 8 of the Public Officers Ethics Act. Concerned that the continued mismanagement at the Ministry of Sports, Culture and

Arts has brought shame and dishonor to the nation as demonstrated in the current fiasco at the country’s Olympics camp in Rio de Janeiro and the debacle that culminated in the passage of the Anti-Doping Laws, this house resolves that in accordance with the provisions of article 152 of the Constitution, the President should dismiss Hassan Wario from the position of the Cabinet Secretary for gross misconduct and violation of the constitution,” reads the petition by Kaluma. In an interview with the XNews, Kaluma said the country has suffered a lot of shame under the leadership of Wario and President Uhuru Kenyatta should relieve him of his duty immediately. “All sectors in sports from our football teams, volleyball and now the athletics team have been registering very bad performance since Wario took over the mantle at the sports ministry, we can’t continue this way, we must restore our glory and pride as far as sports is concerned,” Kaluma said. “We read just the other day that even training kits of the athletes are being

sold, we witnessed travel fracas of our athletes, surely things cannot continue like this,” Kaluma added. State House Spokesperson Manoah Esipisu on Sunday said the government is waiting for a brief of the exact scenario at the Rio de Janeiro. “We would like our athletes to focus on what is at stake in Rio and secondly, we would like our officials to know why they are in Rio. They are there to ensure they perform,” he stated. “We do have government officials down there and we are waiting for their reports.” “The President will be interested to know specifically what shenanigans have been going on and if that has undermined the Kenyan athletes. Obviously, everything has to have

consequences,” he warned. Kaluma said Wario has nothing to show since he took over at the sports ministry. “It seems to me that the money given to the ministry doesn’t end up in the right places,” The legislator said he will wind up collection of signatures today and present the petition to the office of the speaker so that it can be allocated day of debate. Standing order 66 requires that a motion seeking removal of a Cabinet Secretary to be supported by at least one quarter of the all Mps by appending their signature. He said he will talk to Mps from both political divide to support the petition. “I will talk to the MPs to put party issues a side and help this country,” @sam_x254 Kaluma said.

Members of Parliament want the Kenya Medical Research Institute (Kemri) investigated over alleged misuse of funds. The parliamentary Committee on Health specifically wants Ethics and AntiCorruption Commission (EACC) to investigate a mortgage scheme that was being run by Kemri through Family Bank. The committee chaired by Kitui South MP Rachael Nyamai said 19 bank accounts held by Elizabeth Anne Bukusi, the then deputy director at Kemri, should be investigated. The MPs said action should be taken against anyone found culpable of mismanagement and misappropriations of funds. The committee scrutinised the petition by a Peter Orowe Nyambok who alleged the funds were being misused at Kemri. The petitioner alleged that money was lost in a programme involving Kemri, Centres for Disease Control (CDC) and the Institute of Tropical Medicine and Infectious Diseases. Kemri and CDC had a collaborative agreement and which the petition says led to the loss of Sh7.2 billion. The board invited Auditor-General to audit the loss but the audit did not directly point to the loss of funds but found systemic weaknesses in the deal which the Kemri board moved to address. The co-operative agreement shows that CDC, a US-based institution, funds Kemri activities. @wilson_x254

State mulls plan to construct special clinics in slums The Ministry of Health will set up 20 special clinics in urban informal settlements within Nairobi, Kisumu and Mombasa Counties to strengthen health system emergency preparedness. The special clinics are part of the slum upgrading programme by the National Government expected to benefit more than 1.7 million Kenyans in the three counties. The facilities which consists a fully equipped 40 feet container, with two consultation rooms, a laboratory, a pharmacy and a tent as a waiting area will be managed by the National Government for a period of two years before being handed over to respective County governments. The revelations were made by Health Principal Secretary Nicholas Muraguri during a multi-stakeholder joint appraisal meeting to review the implementation progress and performance of GAVI’s vaccine, cash grant support and its contribution to improved immunization outcomes. “Since every slum in Nairobi has two clinics, we will work to ensure that the clinics are open after hours and during

weekends, to give optimum service,’’ Dr. Muraguri said. The PS said that the aim of the project is to complement the County governments’ and improve access to health services by segments of population at risk. “Due to the limited public space the clinics will be set up within the radius of churches, mosques, chiefs’ camps and schools,” he added. Available data shows that the government own 30 percent of health facilities within Nairobi County. Kisumu County is expected to 13 special clinics to serve a population of 128,923 while Mombasa County will receive 17 special clinics to serve a population of 148,148. “We want to step up infrastructure, human resource and drug supply in order to optimise these small clinics so that our people can benefit. We will therefore give Counties a two-year grace period for them to budget and absorb them,” said the PS. The World Health Organization Representative, Dr. Nathan Bakyaita lauded the government’s initiative to

Sapit supports IEBC law on election cash

The Anglican Church of Kenya Archbishop Jackson ole Sapit has hailed a decision by Independent Electoral and Boundaries Commission (IEBC) to cap political aspirants and party expenditure in 2017 General elections. Ole Sapit said the poll team verdict is a commendable, adding that it tames excessive use of cash and deter electoral malpractices such as voter buying and bribery. “Although campaigns are expensive, diligent use of resources should be encouraged to ensure that Kenyans elect leaders of integrity,” Sapit said. “I concur with IEBC to cap the spending because assessing leadership through bribery is not the way to go for this country,” he added. IEBC has capped presidential contenders’ spending at a maximum of Sh5.2 billion, Members of Parliament Sh33 million, and governors, senators and woman representatives to Sh432 million. Spending by members of county assemblies has been capped at Sh10.3 million. The poll team new rules have also limited political party expenditure during the elections to a maximum of Sh15 billion and single-source contributors to political parties to Sh3 billion. The ACK head said while the proposals look good for the country, he wanted the electoral commission to make sure that they will be observe to the letter during the electioneering period.

Trump to form committee ‘on radical Islam’ if voted president Republican presidential nominee Donald Trump has said he will introduce “extreme vetting” of immigrants and set up a new “commission on radical Islam” if he wins the US election in November. In a foreign policy speech on Monday, the billionaire businessman said the goal of the new commission would be to “expose” networks within the US “that support radicalisation”. As president, Trump said, he would ask the state department and department of homeland security to identify regions of the world that remain hostile to the US, and where screening might not be sufficient to catch those who pose a threat. “We should only admit into our country those who share our values and respect our people,” he said from Youngstown, Ohio. “In the Cold War, we had an ideological screening test. The time is overdue to develop a new screening test for the threats we face today. I call it extreme vetting.” As part of the plan, Trump, who has previously called for a ban on Muslims entering the US, said that he would “temporarily suspend immigration” from countries that have a history of “exporting terrorism”. He said that every year, the US admits 100,000 permanent immigrants “from the Middle East”, and hundreds of thousands more temporary workers and visitors from the same region. “We will stop processing visas from those areas until such time as it is deemed safe to resume based on new circumstances or new procedures.” Outlining his policy to fight the Islamic State of Iraq and the Levant (ISIL), Trump also reversed an earlier position, promising that he would work with NATO allies to defeat the armed group if elected. “We will also work closely with NATO on this new mission,” said Trump, whose previous remarks about the organisation earlier this summer drew heavy criticism from US allies, and even some of his fellow Republicans. Trump, who last week called US President Barack Obama “the founder” of ISIL, also attacked his Democratic opponent Hillary Clinton for enabling the rise of the armed group, which is also known as ISIS. Sticking largely to prepared remarks and reading from a teleprompter, something he rarely does, Trump also criticised Clinton’s record as secretary of state and said she lacked the judgment and character to lead the country.

Guantanamo Bay: US in largest detainee transfer under Obama

RThe Guantanamo Bay prison is located on an American naval base in south-eastern Cuba. Former US President George W Bush opened the jail in January 2002 to accommodate foreign terror suspects.

The US says it has sent 15 Guantanamo Bay detainees to the United Arab Emirates - the largest single transfer during President Barack Obama’s administration. The Pentagon says the transfer of 12 Yemeni nationals and three Afghans brings the total number of prisoners down to 61 at the US facility in Cuba. The released inmates had been held without charge, some for over 14 years. President Obama wants to close the prison before he leaves office. The White House also wants to transfer the remaining inmates to the US - but has been blocked by Congress. Mr Obama believes Guantanamo Bay fuels the recruitment of jihadists and creates stronger antiUS feelings. In a statement on Monday, the Pentagon said: “The United States is grateful to the government of the United Arab Emirates for its humanitarian gesture and willingness to support ongoing US efforts to close the Guantanamo Bay detention facility.” In April, nine Yemeni prisoners were sent to Saudi Arabia. The Guantanamo Bay prison is located on an American naval base in south-eastern Cuba. Former US President George W Bush opened the jail in January 2002 to accommodate foreign terror suspects after the 11 September attacks in 2001. The facility, which costs $445m (£345m) to run annually, one point held more than 700 detainees. In February, the White House presented a plan to Congress to close the camp. But many Republicans remain strongly opposed to bringing inmates to the US, saying they are extremely dangerous and do not belong in civilian prisons. Ed Royce, the Republican chairman of the House Foreign Affairs Committee, condemned the latest releases, saying: “Once again, hardened terrorists are being released to foreign countries where they will be a threat.”

Zambia’s President Edgar Lungu declared election winner Zambia’s President Edgar Lungu (pictured) has been re-elected, according to official results, which are being challenged by the main opposition party. The electoral commission said Mr Lungu had secured 50.35% in Thursday’s vote, just over the 50% threshold needed to avoid a second round under a new electoral system. His main rival, Hakainde Hichilema, who alleges electoral fraud, won 47.67%. Earlier, his UPND party withdrew from the ballot verification process. Thousands dressed in the green and white of the Patriotic Front celebrated on the streets of the city. Some carried makeshift coffins with opposition leader Hakainde Hichilema’s name on them. But the declaration by Zambia’s electoral commission announcing

Edgar Lungu as president-elect wasn’t welcomed by all. Mr Hichilema described this election as a sham which did not reflect the will of the people. He plans to petition the constitutional court to challenge the result. He may well be going at it alone because of the fluidity of Zambia’s political landscape. The shifting of political allegiances, which in other parts of the continent would be seen as a betrayal, would mean those who left the Patriotic Front may go back to President Lungu, begging to have their old positions back. T h e

UPND has accused the electoral commission of colluding with the governing Patriotic Front (PF) to rig the result. “We have evidence to the effect that the votes for Hakainde Hichilema have been deliberately reduced in collusion with the Electoral Commission of Zambia,” UPND lawyer Jack Mwiimbu told journalists. “We have confidence that the constitutional court will rise

above board and declare the results a nullity.” The PF has rejected the allegations. Election officials also denied the fraud claims, saying the slow publication of the results was because there were five different votes on Thursday - for president, parliament, mayors, local councillors and an amendment to the constitution on changes to the bill of rights. Mr Lungu defeated Mr Hichilema in the previous election, last year, by less than 28,000 votes. This time, his margin of victory was about 200,000 votes. Last year’s election was held because President Michael Sata died in office, the second time a serving leader has died in Zambia in the past five years.

Counties seek RBA approval to adopt new pension scheme Counties have submitted a proposal to the Retirement Benefits Authority (RBA) seeking to adopt a new pension scheme to serve county workers. Counties are seeking to adopt the County Pension Scheme as the new owners and sponsors and to take charge of the affairs of the scheme through a constituted and representative Board of Trustees. Chairman, Council of Governors, Peter Munya said counties are expected to submit their nominees for the County Pension Fund Board, to facilitate appointments within the shortest time possible. “We have been engaged in reviewing the structural framework of the retirement benefits schemes serving the county governments with a view to creating one strong entity to serve all county workers across the 47 counties in the long term,” said Munya. “We have continued to engage with the County Public Service Boards, the County Assembly Service Boards and the County Secretaries, among other stakeholders; to ensure that this process is seamless,” he added. Munya said Counties have taken decision as counties to enrol all employees into the scheme starting June 2016 and anticipate an even more rapid growth of the scheme and consequently more benefits for their employees. Ministry of Health launches first-ever global adult tobacco survey report Kenya’s Ministry of Health has today launched the first ever global adult tobacco survey report in a bid to combat an epidemic that is responsible for numerous deaths and health issues across the country. Cabinet Secretary for Health, Dr. Cleopa Mailu says that smoking is the single biggest preventable cause of death. It is estimated that 6 million lives are lost annually due to tobacco use and exposure. More than 80 per cent of those deaths are in low and middle income countries. In Kenya, approximately 2.5 million adults (11.6 per cent) use tobacco. To effectively combat the tobacco epidemic, the World Health Organisation (WHO) and CDC recommends that countries utilize the WHO Framework Convention on Tobacco Control (WHO FCTC),

a global health treaty and the MPOWER package which is a set of six proven effective tobacco control strategies. The two documents point out the need to have an efficient and systematic surveillance mechanism in any comprehensive tobacco control program. “It is for this reason that the Ministry of Health prioritized the implementation of Global Adult Tobacco Survey (GATS) in Kenya,” the Ministry said in a statement. “We need to enhance the ban on sale by single stick, increase taxes and enforce pictorial health warnings. We shall work with relevant agencies to enforcement the tobacco,” the Ministry said in a statement this morning. @Dennis_x254

IMF and World Bank in move to lower diaspora transactions The International Monetary Fund (IMF), the World Bank, the Africa Institute for Remittances and leading African diaspora organizations have launched an initiative dubbed the ‘Nairobi Action Plan on Remittances’, in a bid to bring down the cost of transactions for Africans in diaspora. It is estimated that the campaign would reduce remittance costs to Africa to as low as 3 per cent by the year 2020 down from the present 20 per cent currently being incurred. The move follows recent revelations that Africans abroad face the highest transaction costs in the world despite the fact that they send home close to Sh4.05 trillion in remittances every year, World Bank data estimates that Africans pay, on average, 9.5 per cent of the total transfer sum in fees, reaching as high as 20 per cent in some corridors. The global lender says that such disproportionate costs not only represent a heavy burden on hardworking Africans, but are also a barrier to productive investment back into their home countries. “We regret the fact that remittance costs to Africa are significantly higher than the global average, and that costs within African countries are amongst the highest in the world; we acknowledge that this is a form of development infamy and highlights the urgency for immediate action to be taken for Africa to become a continent where remittance costs of all types and kinds are permanently low,” reads the Nairobi Action Plan on Remittances. @enock_x254

STANLIB Fahari Real Estate Investment registers impressive half year return

STANLIB’s Fahari I-REIT has registered an impressive 6.5 per cent interim half year return following its successful listing on the Nairobi Securities Exchange (NSE) last year. The performance shows that the I-REIT, the first such security in the region, is on course to deliver full year distributions to investors. The STANLIB Fahari I-REIT semi-annual report, together with the unaudited financial statements for the STANLIB Fahari Real Estate Investment Trust scheme, have been compiled in terms of Schedule 5 of Regulation 101 (3) of the REIT Regulations. The first half year financial report filed with regulators by STANLIB Fahari I-REIT states the 6.5 per cent consists of growth in both capital and rental income during the first six months of its financial year. There is no gearing at present. That is, the I-REIT is not yet exposed to debt. This minimises interest rate risks. The I-REIT has registered headline earnings

of 23.19 cents per unit driven by revenue of Sh117.9 million and comprehensive profit of Sh53 million. STANLIB has substantially completed the acquisition of three assets since its historic listing in November 2015, which raised Sh3.6 billion against a target of Sh2.6 billion. The three properties are the Greenspan Mall, Bay Holdings and Highway House. Its Investment property is now valued at Sh2.4 billion. The forecast for full year performance looks promising in light of the low total vacancy rate of five per cent. The Greenspan Mall has already achieved an occupancy rate of 94 per cent and both of the other two properties (Bay Holdings and Highway House) are fully let. The REIT manager is counting on the low vacancy rates to grow the income and deliver distributions to investors. They also have a very deliberate strategy to ensure that they maintain sufficient liquidity to pay out distribution to

investors in line with regulations. Some 69 per cent of the Fahari I-REIT’s assets are properties while 31 per cent are in cash and near cash form, underlining its commitment to maintaining sufficient liquidity to facilitate payments to investors when they are due. Cash management and liquidity management are part of a broader REIT strategy that also includes portfolio management. The STANLIB Fahari I-REIT has already given investors exposure to a diversified pool of three strategic properties for long-term growth. Greenspan Mall in particular stands out in the portfolio for its long-term potential. Situated on 9.5 acres within the densely populated middle income area of Donholm it has a diversified tenant base that includes high end clients such as Tuskys Supermarket, Ecobank, Standard Charted Bank, National Bank, Bata, Chicken Inn and Pizza Inn. @kevin_x254

Equity Group Sh8.225 billion scholarship benefits 329 Equity Group’s move to airlift students to global universities has reached 329 scholars with a total scholarship value of Sh8.225 billion ($82.25 million). Reports from Equity confirm that 64 of the 329 beneficiaries are from the 2016 airlift and have set off to their respective universities in different parts of the world. The 64 scholars are part of a group of 605 scholars earlier selected to join the Equity Leaders Programme (ELP) in 2015, having excelled as scholars in the lender’s Wings to Fly Programme in KCSE the previous year. The ELP program has recorded an increase in the number of scholars gaining admission to global universities annually with 2015 and 2016 accounting for 129 admissions after benefiting from a MasterCard Global Scholarship fund of $500 million (Sh50.753 billion) launched in 2014. Speaking at Equity Centre in Nairobi at a ceremony to see off the class of 2016 scholars, Equity Group CEO and Executive Chairman of the Equity Group Foundation, Dr. James Mwangi advised the scholars to focus on academic pursuits, leadership training, networking and global exposure. He reminded them that they had earned themselves the opportunity to study alongside the best brains in the world. “Be proud of your identity and your roots. You will be differentiated by your values, culture and belief systems. You will meet and interact with other global citizens from different cultures and socializations. Always remember that they are not necessarily better than you, they are just different. BIZ BRIEFS State moves to rescue Uchumi with Sh1.2 billion cash bailout Uchumi Supermarkets has received a cash injection of Sh1.2 billion from the government to repay debts owed to suppliers and stock its stores with goods, the retailer’s CEO Julius Kipng’etich has confirmed. The government, which holds a 15 percent stake in the company, approved the cash injection at a cabinet meeting last Thursday to rescue the chain after it posted heavy losses. Uchumi, Kenya’s only listed retailer, fell into disarray following an audit that uncovered the loss of funds raised through a rights issue. The retailer also lost many of its suppliers as it was unable to pay them their dues. Uchumi, through newly-elected managers, opted for the emergency government bailout to turn the company around.

More than 2,376 ELP scholars are still pursuing their undergraduate degrees and will soon be graduating in various disciplines in local and international universities. @enock_x254

Little Cab denies trademark dispute, plans to branch beyond taxi business Little Cab, the country’s newest taxi service, has denied claims of an alleged trademark dispute over the use of its company name. The company, through its Marketing Department, told X News that it changed its name to ‘Little’ because the firm plans to branch beyond its taxi business, and not because of a legal battle concerning the use of the Little Cab trademark. Late last week, a report from online technology magazine ‘Techweez’ claimed that Little Cab may have already been registered as a trademark by an outside party and that Safaricom may not have the rights to use the name. It further stated that the dispute had been taken to court as the un-named plaintiff sought to stop Safaricom from trading in that name. The report came just after Little Cab confirmed plans to re-brand the app, which will now go under the trade name ‘Little’.

“The change from Little Cab is because it was restricting to just cabs and as our business grows, we will be looking into growing beyond taxis,” Little Cab Head of Sales and Marketing, Maureen Chege told X News during a recent exchange. “We do not have any court case. We do not have any disputes,” Chege said. Little had not yet elaborated on the aforementioned plans for expansion and Safaricom’s Heads of Department were not available for comment at press time. Telecoms operator Safaricom launched the ridehailing app in early July to compete with Uber, a multinational online transportation network company with operations in Kenya. Little Cab, which was developed by Nairobi-based software developer Craft Silicon is jointly run by both Craft and Safaricom. @Dennis_x254

Agriculture Cabinet Secretary Willy Bett has commended the government for heavily investing in agriculture, which the CS has on various occasions described as the backbone of Kenya’s economy. Speaking during the Agricultural Summit held at State House Nairobi, on Monday the Cabinet Secretary said since 2013 the Government had spent more than Sh25.6 billion on the fertiliser subsidy programme. The programme now reaches 1.5 million farmers every planting season and the Government wants to continue expanding the project until all farmers are covered. In the areas covered, maize production had grown from about 35 million bags to 42 million bags annually, and the cost of production fallen by 40 per cent, from Sh2,800 to Sh1,800 per bag.

Motorist Association rebukes NTSA over crackdown on cars

An ongoing crackdown directed by National Transport and Safety Authority (NTSA) should be stopped until the government addresses various irregularities in the industry, the Kenya Motorist Association has said. Chairman of the Association, Peter Murima said in a statement on Monday that the NTSA has failed to address the real fundamental cause of record high road crash fatalities. He claims the agency has developed a tendency of blaming drivers wholesomely while they intentionally sweep under the carpet government’s contributory negligence and failure. He termed this as reactionary and diversionary. Murima mentioned rampant corruption as another major factor that will continue to ensure NTSA road safety efforts fail.

Hass Consult launches high-end develop Hass Consult has announced the much anticipated launch of Montave, a high-end mixed use development that will further change the skyline in Nairobi’s Upperhill area. Towering at 40 floors and 160 meter high, the development is set to deliver Nairobi’s most prestigious address, offering the best in luxury, practicability at a convenient and central location. Montave is a proposed development that presents an intricate mix of shopping, working, visiting, living and leisure at 3.54 acre site in the Upperhill financial district of Nairobi, Hass Consult said in a statement. HassConsult, Kenya’s leading Real Estate Consultancy, has been appointed to direct the design, construction and management of Montave whose developers include an consortium comprising local and foreign investors. “We have designed Montave to meet a distinct market gap. While Upperhill holds a third of the city’s commercial property, there is very little supply of residential, retail and entertainment facilities in the suburb. We see this as a way of bringing vibrancy to upper hill through a mixed use development that encompasses all lifestyle components in effect trying to revolutionize the offering of

commercial zones to meet the needs of a more social and connected audience” said Sakina Hassanali, Head of Research and Marketing at HassConsult. “Montave will afford users the most panoramic view of Railway Golf Course and Uhuru Park, the only development that will show the greenest of Nairobi at such a high level. The building also features a rooftop helipad -the first of its kind in a mixed-use development in the suburb,” added Ms. Hassanali. “In total, Montave will offer 1 million square feet space, 20 per cent of which will be retail space carrying approximately 60 outlets including supermarket, restaurants, fashion stores, convention centre and exhibition hall,” she said. The project sits on a Sh1.83 billion piece of land nestled at the junction of Lower Hill Road and Haile Selassie Avenue, fronting Kenya Railways Golf Course with a view of Uhuru Park and the City Centre. It is served by major road arteries making it is easily accessible from any node in the city. The location also sits at the doorstep of the Central Business District (CBD), the Community Area administrative node that hosts the law courts, government offices and

the city’s health belt that is served by Nairobi and Kenyatta hospitals and affiliated healthcare providers. Upon completion, the building will house one, two, and threebedroom apartments, penthouses, a commercial tower, shopping mall, mini-theatre, resident lounges, business lounges, convention center, an elevated park, a grand piazza, a 30 meter infinity pool twenty stories high and health club – all designed to the highest in global standards. The combination of all these property types will augur well for homebuyers looking for value and style. The assured constant flow of human traffic makes Montave ideal for investors looking for commercial space. “Market demand is highest for developments that have enveloped high-end commercial, retail and leisure offerings on one site as they are able to attract a strong footfall. Such properties will command price appreciations of up to 40 per cent on top of average market rates,” said Ms. Hassanali. Construction of Montave is expected to begin in the second half of 2017 and is expected to be completed within three years.

Airtel and Global Peace Foundation host Leap Hub Innovators Boot Camp In partnership with Global Peace Foundation, Airtel will be hosting the LEAP Hub Innovators Boot Camp dubbed ‘Raising Moral and Innovative Leaders for Economic Growth’. The Boot Camp, which will run until tomorrow, August 17, will expose up to 60 Leadership and Entrepreneurship (LEAP) Hubs Students from 13 schools to mentorship and constructive criticism which will nurture their best ideas for investment opportunity. The Global Peace Foundation partnered with Airtel Kenya in July last year to support 41 schools in the Leadership and Entrepreneurship Hubs program with provision of free internet connection. Through the partnership, Airtel will offer free internet connection to students within the program who use the internet to access online resources and tools that help nurture and develop their business ideas. The support is part of Airtel’s ongoing community program- Internet for Schools designed to provide internet connectivity to millions of students in the country ensuring that they are able to leverage the information, access and content that the internet provides. Speaking during the July event at Mary Leakey Girls High School, Airtel Kenya CEO Adil El Youssefi lauded the achievement of the program noting that such an initiative is a lifetime opportunity to sustainably nurture business ideas, serve

communities and reduce unemployment in the country. “Our youth are the leaders of the future and there is no greater investment a nation can make than invest in its mushrooming youthful population. Through joint efforts with all the partners, I am convinced that LEAP Hub program will continue to create a platform for Kenyan youth to unlock their potential and hereby urge the youth to take advantage of this opportunity and make the most of it. Through our Internet for Schools program, we have so far connected 167 schools across the country impacting over 250,000 students to-date, with a plan to connect at least 1 million students to the internet,” said Mr. El Youssefi, who was speaking during the launch of the partnership. Students participating in the LEAP Hubs program continue to go through leadership and entrepreneurship training focusing on business plan development, financial literacy and critical 21st century skills that will empower them to be self-reliant job creators as opposed to job seekers. The program has so far reached out to 15 schools in Nairobi, Kiambu and Machakos County and is expected to expand to other parts of the country in the coming months with an expected growth of 40 schools in the first year. @Dennis_x254

Ministry launches Sh50Bn project to supply 13,000 schools with safe water The Ministry of Water has embarked on a Sh50 billion project to ensure all schools in the country are connected to safe water supplies. The project comes hot on the heels of the Nationals Schools Electrification Project, which has now achieved its target, to connect all schools with electricity. It also comes at a time when only 9,000 out of more than 22,000 schools in the country have water supplies. The pilot of the ambitious project has already been launched in the three North Eastern counties where 50 schools are targeted. The Government has set aside Sh1 billion to kick start the project, which is estimated to cost Sh50 billion nationwide. The first school to be covered in North Eastern was Wajir Girls Secondary School where the project was commissioned by President Uhuru Kenyatta in May when he visited Mandera, Wajir and Garissa counties. Water Cabinet Secretary Eugene Wamalwa revealed the details of the ambitious project when he spoke at the State House Agriculture Summit Monday. The CS said the Government’s policy is to increase the number of Kenyans

with access to clean water supplies by 10 million within the next three years. “The first place to start from is water for schools. The President issued a directive in January and the project is underway,” said the CS. He said many development partners are ready to partner with the country to improve water, sanitation and hygiene in schools. Wamalwa said the Saudi Development Fund donated Sh500 million and that amount has already been committed to connect the schools in North Eastern with safe water supplies. He said the connection of power makes provision of water supplies easier. The CS said safe drinking water supplies to schools will increase the overall access to water since neighbouring homes will also be connected. “The water supply in Wajir Girls serves 600 students, the teachers and the neighbours which adds up to almost 1000 people,” said the CS. Wamalwa spoke at the summit where he joined Agriculture CS Willy Bett and other senior government officials who discussed the Government’s efforts to transform the agricultural sector.

in the fight against corruption in Kenya which include Law enforcement, prevention, public education and promotion of ethical standards, conduct and integrity as provided under chapter six of the constitution,” he stated. The Commission’s Deputy CEO Michael Mubea stated that the probe will ensure all operations are done in a transparent manner with a view to attracting investors and improving the country’s economy. “All organizations work within explicit and implicit systems, policies procedures and protocols intended to ensure fair and transparent governance. It is however wrong to assume that these systems are sufficiently clear and workable to achieve the desired results and that all members of staff are familiar with them,” he said. Lands Cabinet Secretary Jacob Kaimenyi welcomed the initiative and stated that the Ministry will fully implement the recommendations by the probe team. “When people want to invest in Kenya and they want to buy land, they must be sure that the title of this resource is secure so that we do not see in places written that ‘This land is not for Sale,’ it is as if every other Kenyan is a thief and that is terrible. We are the people who can change that image,” he said. The review will take the form of an examination where the team will study, re view, analyse and report on all identified loopholes in the systems of work.

Nigeria Seeks Sh710 Billion to Kick-Start Mining, Steel Industry Nigeria is seeking investments of $7 billion (Sh710.5 billion) in mining and steel over the next decade as it seeks to develop gold and iron ore extraction industries to diversify its oil-dependent economy. “One of the government’s priorities is to meet its annual steel demand of 6.8 million metric tons, from a current output of 2.3 million metric produced mainly from scrap iron,’’ Nigeria Solid Minerals Development Minister Kayode Fayemi said. He said about $5 billion (Sh507.5 billion) will kick-start the mining sector saying that the country will in the next five years have started production of iron ore, lead, zinc bitumen, nickel, coal and gold at a serious scale. Companies that have considered investments in Nigeria’s mining sector include Lagos-based Multiverse Mining & Exploration Plc and Kogi Iron Ltd., based in West Perth, Australia, Fayemi said. Business owners confirm that boosting mining output, along with developing agriculture and infrastructure, is part of plans to broaden the economy of Africa’s second largest oil producer, Bloomberg reports. Crude accounts for around 70 per cent of the OPEC member’s revenue and for 13 per cent of gross domestic product, according to Finance Minister Kemi Adeosun. Slumping global oil prices, from over $100 (Sh10,150) a barrel of Brent crude in 2014 to under $50 a barrel currently, and reduced output due to militants attacks on pipelines in Nigeria’s Niger River delta, have squeezed state finances and caused a chronic dollar shortage. Fayemi will this month present a mining plan to President Muhammadu Buhari and later a bill proposing the creation of a regulator for the sector. “Currently, the ministry does everything: licensing, monitoring, inspection, and it shouldn’t be like that. Prospective investors have expressed concern about an uncertain regulatory environment,” he said. However, an autonomous agency would be better positioned to focus on performance and efficiency of the sector, according to the minister. The new legislation will include incentives such as allowing full foreign ownership of mining projects in order to attract investments, Fayemi said. Nigeria will also require about $2 billion (Sh203 billion) to revive Ajaokuta, a steel complex which was supposed to have an installed capacity of 5 million tons of steel a year. Situated on the Niger River, in Kogi state, its construction began in 1979. enock_x254

Africa’s biggest Apple-watch seller readies move to banking Discovery Ltd., the health-insurance administrator that has sold nine out of every 10 Apple Inc. watches in South Africa has hired a team of bankers as it steps up efforts to create a new lender. “We’re flat out with the infrastructure and the regulatory process for banking,” co-founder and Chief Executive Officer Adrian Gore said in an interview in Johannesburg on August 12. “We’ve got the capital, we’ve hired bankers, we’re building substantial systems. We want to make an offering that’s relevant and can win market share.” Gore, 52, started Discovery as a private health insurer in 1992 and has since expanded into investments, credit cards, life insurance and property and casualty cover. With partnerships across the U.S., China, Europe, Singapore and Australia, Discovery has access to a network of more than 200 million customers it can tap for its Vitality loyalty program, which offers discounts to people who keep fit and eat healthily in a bid to lower claims against its policies. Discovery offers Apple watches -which sell from 6,000 rand (Sh45,800) on South Africa’s iStore website -- via Vitality to members who have a credit card through the company for a one-

time fee of 350 rand. Customers who maintain and increase their exercise regimes over the next two years won’t have to pay for the watches, while missing their goals means having to make monthly payments depending on how much they fall short. “We’ve distributed more than 30,000 Apple watches,” said Gore, who wears one himself and is known to walk at least five flights of stairs to his office, where a range of dumbbells lie near his desk. Discovery, which has alliances with insurers including AIA Group Ltd. and Ping An Insurance Group Co. of China Ltd., eventually plans to offer the Apple-Watch program in the U.S., Asia and the U.K., he said. Banking may boost future earnings, the CEO said. A year ago, Discovery said it wanted to build a lender after buying control of its credit-card unit from FirstRand Ltd., Africa’s biggest lender by value. It hired former bank executive Barry Hore to head the team and has applied to the central bank for a license. Five lenders control more than 89 percent of South African banking assets and at least 16 other companies and 15 local branches of international banks offer services from private banking to wealth-management services and

unsecured lending. The company’s Discovery Card unit has more than 250,000 customers. “We’re looking at the modern and traditional structures that people need,” said Gore, declining to disclose what kind of bank the new lender will be. “We’ve got a good embedded base with Discovery Card. We’re comfortable that we’re heading in the right direction. It will take a year or two to get it into the market.” Discovery’s 25 per cent equity stake in Ping An’s health insurance unit is another of Gore’s ventures that may contribute to earnings as the demand for private-health insurance in China grows. The surge in China’s medical bills for its fast-aging population represents vast potential, the Boston Consulting Group said in June. The consultancy forecasts that payments from commercial health insurance will grow at a compounded rate of 26 percent each year through 2025. “Private health insurance is nascent in China,” Gore said. “If there’s a hard landing that may be different, but as long as the economy is buoyant, the demand for health insurance will grow. There will be big winners in the health insurance space in China. I believe we’re on the right course.” Not all investors are convinced about Discovery’s various initiatives. The stock is down 4.9 percent this year, which, if sustained, will mark only the fourth time the shares have declined on a yearly basis since its initial public offering in 1999. Four out of six analysts rate the stock a sell, according to data compiled by Bloomberg. Ventures like banking, the move into China and expanding Vitality globally will “take three to five years to get going and five to 10 years to make a profit,” Gore said. “Some of the seeds being planted now may only bear fruit by the time I have my retirement party.” Dennis_x254

GM CEO tells jury company botched fatal ignition flaw

General Motors failed to designate a flawed ignition switch linked to multiple deaths and injuries as a safety concern, Chief Executive Officer Mary Barra told jurors at a Texas trial. GM engineers in 2004 and 2005 “misdiagnosed it as a customer satisfaction issue and not a safety issue,” Barra said in a video deposition given last year and played at trial by lawyers for the plaintiff. “A series of mistakes were made over a period of time that caused the ignition-switch defect,’’ Barra testified. “This had tragic consequences.’’ GM recalled 2.6 million vehicles with the flawed switches which, if jostled, can unexpectedly shift into the off position. Once power is switched off, vehicle safety systems -- such as power steering, power brakes, air bags and seat belt pretensioners –- no longer function as designed. A Houston family claims one of these

defective switches caused a fatal car crash in 2011, which resulted in then19-year-old Zachary Stevens being charged with manslaughter for the death of the other driver. That charge was dismissed because the accident involved a recalled car, his lawyer told jurors. Stevens seeks compensation for lingering brain injuries and the cost of defending his criminal prosecution. By classifying the flaw as a customersatisfaction problem and not a safety defect, GM avoided having to notify regulators and the public of the defect and recall millions of cars for repairs. GM claims the flawed ignition switch had nothing to do with Stevens’s crash, which company lawyers told jurors on Aug. 9 was caused by the teenager’s reckless speeding on a rainslicked country road. GM has argued in trial that the reason for the dropped prosecution isn’t known. Barra took the top job at GM in January 2014,

three weeks before the ignition-switch scandal made headlines around the globe. She testified four times before Congressional committees that year, drawing praise for her candor and commitment to changing what lawmakers criticized as GM’s “culture of secrecy.” Hundreds of lawsuits remain, with more than a dozen set for trial in the next 12 months, according to court records. The next trial begins September 12 in federal court in New York, brought over a 2011 crash of a Cobalt in Virginia. Barra was asked in the deposition about the “statement of facts,’’ a legal document that spells out GM’s admissions that accompanied the company’s settlement of the federal criminal investigation. While jurors have been told of the settlement, they’ve not been advised that it was a criminal case. kevin_x254

Combat concealed in dance

W

hen we think of Capoeira the first thing that comes to mind is pleasantly muscled people performing acrobatic moves in white linen trousers to a repetitive beat. Although that is the image that comes to mind, Capoeira is actually a deeply spiritual art that requires many years of practise to master. It is African in its origin, from Angola and Congo specifically. The dance was created by slaves who were shipped through the Atlantic Ocean and made their way to Brazil. At one time being outlawed by the colonial government in Rio, Capoeira has survived through the times despite the hardship its initiators faced. In this way Capoeira has served as a method through which history has been preserved. The dance is usually perceived as a game not necessarily a fight therefore it is ‘played.’ It embodies many attributes from martial arts to music to acrobatics. The main idea behind Capoeira is to defeat an enemy while at a technological disadvantage. This also traces to its roots back to slavery where players developed techniques for self-defence using whatever they had at hand such as blades and covered their motives in dance and music. Capoeira is usually performed in a roda, a circle created by capoeiristas where music and clapping of hands accompanies the act. During performances no real combat takes place and the purpose of the action is to display skill. Capoeira has gone on to inspire modern music and dance such as break dance and hip hop.

You need some focus. I’m not saying that you don’t have a chance at it but you need to do your research. If you’ve decided that you want to be a dancer then get into the business of it. Don’t just dance because it’s the fun thing to do in the moment, take it seriously because you basically have no backup plan. Figure out your path as you move from job to job because there are plenty of people out there who can dance too. Take some dance classes and get some credentials if you don’t really want to go to a regimented school, just get a real plan. Your parent’s apprehension is valid because you are still very young and are embarking on this journey alone. Don’t let them down in the end and make your moves wisely.

There’s absolutely nothing with being in a healthy relationship. It can be a wonderful experience but being single is also one of the greatest things in the world and here’s why; NO RELATIONSHIP DRAMA

Most relationships, even the more relaxed ones inevitably suffer some ups and downs. Some fights in a relationship are necessary in order for growth to occur but in many cases drama is just arbitrary and needless. When you are single none of this applies to you. You are free from the stresses and obligations that relationships impose on people. You can also sleep easy knowing that there are no pending arguments waiting to be had.

VALENTINE’S DAY IS NOT A MINEFIELD

You don’t have to bend over backwards on Valentine’s Day trying to please someone. Which means at the end of the day there won’t be a need to assess your performance according to how happy your partner is. If we really dig deep into it you’ll also save a ton of money and keep your sanity intact.

YOU CAN DO WHATEVER YOU PLEASE

This has to be the absolute best thing about living the single life. There’s no need to check in with someone every time you want to go out alone or come in late or even when you just don’t feel like dealing with your phone. When you are single you are free to do this and

so much more. You can flirt with whomever you want, call whomever you want and go out with whomever you want without worrying about another person’s feelings.

YOU HAVE TIME FOR YOUR FRIENDS

Remember when you used to spend hours just hanging out with your best buddies doing nothing in particular? You can do that again. Being single has provided you with the option of working on your friendships and building better relationships with your pals in that way. Being attached to someone might take this luxury away as that time wold have been invested in your partner.

YOU GET THE BED TO YOURSELF

It would be hard to ignore the downsides of sharing a bed. Not only is overheating a real risk but getting squeezed and your limbs falling asleep are also downsides to sleeping with someone. When you are single you stretch out and sleep in whichever fashion you please. Not to mention the free air circulation and ultimately a better sleep pattern. The bed is all yours and nobody can take that away from you.

REASONS

Makhloufi ran an Algerian record of 1:42.61 and Clayton Murphy of the United States set a personal best of 1:42.93 for bronze. When the race started, Rudisha eased forward but only for a moment. His teammate, the fast improving 20-year-old, Alfred Kipketer who won the Kenyan trials had other ideas. He dashed forward and from Rudisha’s veiled reaction, it was clear that this was not part of the pre-race script. Kipketer lapped in 49.23 seconds. But there was no slowing down. That’s when Rudisha decided to open up and close the gap. Rudisha did take charge of the race in the at the 500m point and held on to win his second Olympic gold not in a new Olympic record but in a world leading time. Kipketer faded to seventh in 1:46.02. Rudisha had endured a tough period just after running the race of his life at the London Olympics in 2012, where he broke the record, battling injury and recovery from surgery to get back to shape. “I dedicate this win to all my fans all over the world and above all to my country; Kenya. To all those who woke up at 4am to watch the race and for all your steadfast support throughout the years,” Rudisha posted on his official Facebook page after the race. The World Champion and now double Olympic Champion had told Capital Sport prior to leaving for Rio that he was feeling in the best shape since 2013 and was ready to defend the title and ink his name in Olympics history. After the race, Rudisha told reporters; “Running 1:42, it’s just fantastic. I had no doubts before. It is great to win such a big competition, my second gold. It’s so great. I am so excited. It is the greatest moment of my career.” Turning to the injury problems that have bedevilled him in recent seasons, Rudisha said: “It’s been very difficult. I have stayed focused and positive. My coach has been great and given me hope.” Rudisha’s gold is Kenya’s second after marathoner Jemimah Sumgong made history on Sunday winning Kenya’s first ever Olympic gold medal in

the women’s marathon. Kenya now has five medals with Paul Tanui and Vivian Cheruiyot having won silver in the men and women 10,000m while Hyvin Kiyeng won a silver as well in the women’s 3000m Steeplechase.

Kipyegon only faith in the metric mile TUESDAY, AUGUST 16, 2016

For the second year running, Faith Kipyegon will be the sole Kenyan 1500m runner exposing the country’s depth in the women’s race which is bursting with fresh talent in the men’s race. Kipyegon, the world leader and Kenyan national holder was the only Kenyan who survived the tricky semifinals. She will once again face world record holder Genzebe Dibaba of Ethiopia who defeat her to Silver in last year’s world championships. The race wil happen in the early Wednesday morning. You could make an argument that Kipyegon deserves to be the favorite. Unlike Dibaba, there’s no uncertainty about her health and her coach hasn’t been arrested in a drug investigation. Remember, she was second in 2015, and though Dibaba’s .87 margin of victory was large, Dibaba is almost certainly not as good as she was last year when she broke the WR and Kipyegon is better than she was last year This will be a contrasting race compared to the one in 2012 London Games which has unfortunately gained the reputation as being one of the most tainted in Olympic history. A staggering six of the top nine athletes competing four years ago were

disqualified for doping violations. The problems began even before the first heat in London. Moroccan Mariem Selsouli had been officially entered for the Games, but was then provisionally suspended after testing positive for a diuretic at the Paris meeting in July 2012 when she had set a world leading time of 3:56.15. Second in that race in 3:56.62 was Turkey’s Asli Cakir Alptekin, who as a junior had been banned for two years for a doping violation, but was free to compete in London thanks to the ruling which also allowed American Lashawn Merritt to contest the men’s 400m despite having served a similarly serious ban. After a lengthy process, it was confirmed in August 2015 that Alptekin’s Athlete Biological Passport had shown an abnormality dating back to July 29, 2010. The IAAF duly disqualified all her results from that date. Bulut is therefore the winner of the 2012 Olympic final, but not yet the Olympic gold medallist. Bulut has also had discrepancies show up on her biological passport which could lead to her losing her Olympic and European medals, and all medals and records from 2012 to 2016. The IOC has yet to publicly confirm

Costa’s late strike hands Conte debut win

D

iego Costa’s late strike gave Antonio Conte a dramatic winning start as Chelsea manager as his side secured a season-opening victory over West Ham. The Spain striker found the net from 20 yards in the 89th minute to spark wild scenes at Stamford Bridge, with Conte celebrating among supporters. Eden Hazard had put the Blues in front from the spot after Michail Antonio fouled Cesar Azpilicueta. James Collins levelled for the Hammers, but Costa’s finish settled it. After a disastrous start to last season, which led to Jose Mourinho’s sacking in December and a 10th-place finish, Conte’s arrival at Chelsea will at the very least inject passion and animation into a side routinely accused of lacking commitment last term. The former Juventus coach, where he won Serie A three times, is fresh from taking Italy to the quarter-finals of Euro 2016, where he displayed tactical nous alongside animated touchline antics. And Chelsea supporters hugged their new manager in delight as he sprinted along the front of the stands following Costa’s low shot had crept into the net. But the 27-year-old had been fortunate to still be on the pitch when, having already been booked for remonstrating with the referee, he escaped a second booking when he caught Hammers keeper Adrian high up on the shin with a late challenge. The question of whether Chelsea can mount a strong title challenge will still remain after this display, with the Blues dominating possession but failing to finish off

the visitors until late on. But the all-action, energetic performance of £30m midfield signing N’Golo Kante - who won the title with Leicester City last season and the vibrancy of Hazard, were positive signs. Belgium winger Hazard looked particularly sharp and creative, following an impressive European Championship for his country. However, Conte is likely to pursue further signings, with striker Michy Batshuayi - a late substitute - the only other new arrival. West Ham have brought in eight players over the summer and three of them started - Arthur Masuaku, Havard Nordveit and Andre Ayew. Striker Ayew, a £20m signing from Swansea, had a miserable night as he limped off in the first half with a thigh injury. And manager Slaven Bilic is likely to have also been disappointed with the performance of his side, who struggled to get a foothold in the game and did not produce a shot on target until Collins lashed home a loose ball after a 77th-minute corner. “When you lose a game and concede late, of course you are disappointed. Apart from the first 15 minutes until we equalised, they were much better than us. “They were better on the ball, in pressing and much more aggressive than us. They had the individual class of Eden Hazard, Diego Costa and Willian. “We came back into the game. We played well after 1-1, but we made the mistake in the middle of the park. We gave the ball away and conceded a cheap goal,” said Bilic.
