Youth Fund probe: MPs give green light for investigation of former boss Members of Parliament have today adopted a report that seeks to investigate the immediate former chairman of the Youth Enterprise Development Fund Board Bruce Odhiambo over financial misappropriation. The legislators want Odhiambo and the fund’s former CEO Catherine Namuye to answer to charges of diverting public money in what was payments for non-existent services delivered to the board. The former music producer is accused of facilitating the loss of Sh180 million from the kitty meant for empowerment of youths through financing of development initiatives. The National Assembly’s Public Investments Committee has been investigating the loss of the said money from the fund. CONTINUED ON PAGE 2

Treasury Cabinet Secretary Henry Rotich yesterday absolved his Ministry of any wrong doing in the loss of Sh791 million from the scandal-ridden National Youth Service (NYS). Instead, Rotich attributed the unfortunate loss of public funds to lack of clear legislation to guide transfer of public funds from government ministries and agencies to various contractors. Appearing before National Assembly’s Public Accounts Committee (PAC), The CS told MPs that NYS had opened three banks accounts without the authority of the Treasury but has since ordered for its closure. The CS told the committee that with Public Finance Management (PFM) Act in place, State agencies will be barred from operating bank accounts without the ministry’s approval. “Now that a law had been put in place, we do not expect such lapses in future. Those who violate will be dealt with,” Rotich said. However, he was put to task when he stunned the Nicholas Gumbo (Rarieda) led committee that Treasury had no prior information of the existence of the three NYS accounts, admitting that there would more ‘illegal’ accounts opened and operated by government ministries, departments and agencies.
