Nairobi MPs up in arms over Wamalwa entry into city Governors race
The entry of Water Cabinet Secretary Eugene Wamalwa to the Nairobi gubernatorial seat and the consequent endorsement by a section of Central Kenya legislators has sparked a fierce protest by some Jubilee leaders and party officials in the city. While they welcomed his bid to wrestle the seat from Governor Evans through the Jubilee ticket, MPs John Njoroge (Kasarani), James Gakuya (Embakasi North) and Bernard Mutura (Makadara) have said they will not allow any candidate to be imposed on the Nairobi electorates. “We, the Nairobi MPs including Maina Kamanda (Starehe), Rachel Shebesh (Woman Rep) and John Ndirangu (Embakasi CONTINUED ON PAGE 3

ormer Prime Minister Raila Odinga should go ahead and contest for the presidency in next year’s general elections according to the opinions of a majority of Kenyans. A new poll released by Ipsos Synovate today shows that 60 percent of Kenyans want Mr Odinga to continue in active politics and even be on the ballot in 2017, if he so wishes. The poll also showed that Mr Odinga remains the best bet for the opposition to run against President Uhuru Kenyatta in 2017. However, a section of his supporters felt he should pass the baton to any of his co-principals in Cord, Kalonzo Musyoka or Moses Wetangula. “34 percent of the respondents wanted Raila Odinga to actively remain in his ODM party and even contest for the presidency if he so wills while 26 percent felt that he should not contest the presidency but should remain in his political party,” the report revealed.

Seeking sex for the disabled The Kenya National Commission on Human Rights (KNCHR) wants amendments to several legislations which they say are in contravention of the rights of persons living with disability in the country. Among the changes they want the National Assembly to effect is on the Marriage Act and the Penal Code that presumes that any person with
a mental health condition cannot consent to sex. They also want the Law of Succession that limits the rights to inheritance, the Mental Health Act and the Criminal Procedure Code that allows courts to sentence such persons at the president’s pleasure quashed.

New poll says majority supporters still want Raila to run for President in 2017 TUESDAY, AUGUST 2, 2016

On the contrary, a further 35 percent wanted the opposition leader Raila Odinga to retire completely from active politics. Addressing the media a press conference today at their headquarters, Dr. Tom Wolf, the lead researcher, said the statistics were as a result of some of the suggestions and utterances of some cord leaders who have either supported or told the opposition chief to support someone else. “The indicators reveal a pattern, some cord supporters feel that Raila Odinga should still contest in 2017 elections or support another candidate to increase the chances of the coalition capturing power,” said Dr. Wolf. Mr Odinga has been in recent weeks involved in solidifying his support base with the ruling Jubilee coalition threatening to eat into it. Only last month, Odinga pitched tent in western region for a week to woo his supporters against encroachment made by Jubilee

leaders. Mr Odinga was also on a firefighting mission in the area following the threats by former ODM Secretary General Ababu Namwamba who quit the party.
The Budalang’i lawmaker has been joined by his Funyula counterpart Paul Otuoma and Siriasia’s John Waluke in criticizing Mr Odinga and threatening his support in western.
And while camping there, Odinga urged his supporters to register in large numbers as voters in readiness for 2017. The ODM Party leader has also faced simmering opposition from
his co-principals in Cord with both Musyoka and Wetangula gunning to be the coalition’s flagbearer in 2017 to face President Kenyatta. And the polls conducted between June 4, 2016 and June 18 2016 will come as some relief for the former Prime Minister who is preparing to make a fourth stab at the Presidency. A total of 2,067 people were interviewed with a margin error of +/-2, with the results suggesting the political environment had become increasingly uncertain, particularly on the Opposition side. Specifically, Jubilee has increased its efforts to make in-roads into CORD areas, where a number of MPs have ‘moved’ closer to the ruling coalition. “Nearly one-in-five Kenyans with a CORD MP felt that such individuals have done so for greed, development and to increase their re-election chances,” the report said. @hillary_x254

Central) are against the idea,” said The Chairman the Nairobi Jubilee Parliamentary Group John Njoroge. “We have elected leaders in this county who will chart its political cause. No candidate will be imposed on us and all candidates will be subjected to a competitive nomination process,” he added. Gakuya accused Kabete MP Ferdinand Waititu of wanting to plant his political project on Nairobians, and told the former Embakasi lawmaker to concentrate on Kiambu politics. “The people of Nairobi rejected Waititu. Let him stop interfering in Nairobi matters,” said Gakuya. On Sunday, at St Peter and Paul Catholic Church, in Kiambu, MPs Kanini Kega (Kieni), Ferdinand Waititu (Kabete), Jude Njomo (Kiambu Town) and Mpuru Aburi (Tigania East) endorsed Wamalwa for Nairobi’s top seat. “Wamalwa is a friend of President Uhuru Kenyatta and his deputy William Ruto. We know if he wins, we are going to feel the benefits in Kiambu. We can’t let this seat go to the Opposition again,” Mr Waititu said. But Nairobi TNA officials led by Chairman Gitonga Njoroge angrily dismissed the endorsement saying Wamalwa should not wait to be endorsed by anyone but instead work to sell his manifesto to the people of Nairobi. “We categorically dismiss the purported endorsement of Wamalwa by a section of political leaders from Central Kenya,” Gitonga said. “They cannot decide for Nairobi since it has leaders who can meet, discuss and make informed decisions on behalf of their people through the right forum,” he added. Mr. Gitonga explained that they were not against Wamalwa’s candidature but were calling for fair treatment of all the candidates who have expressed interest in the Nairobi governorship. Equally, supporters allied to Dagoretti South MP Dennis Waweru, who is among the seven candidates seeking the seat through the Jubilee ticket, joined the fury condemning Waititu’s team for “unprocedurally” endorsing of the Water CS. “Endorsing the CS only meant he is a weak candidate and cannot mount a successful campaign without assistance,” said Dagoretti South TNA treasurer Mary Njuguna. But later Wamalwa got a backing from the Former Westlands MP Fred Gumo who came out strongly to defend the minister. While addressing the media later in the evening, Gumo said that Nairobi City County belonged to every Kenyan and it is a democratic right for anyone to seek any elective seat in the capital. More than 20 Nairobi TNA Members of County Assembly members also welcomed Wamalwa’s endorsement, saying they will support will support whoever gets the Jubilee ticket. @hillary_x254
Seeking sex for the mentally ill Continued from page 1
Speaking during the launch of the legal gaps for persons with disability KNHCR deputy CEO Shatikha Chivusia noted that the legislation are against the provisions of article 12 that calls for a distinction between mental and legal capacities of the disabled persons. “All the violations we have highlighted are against the provisions of article 12 as they are based on a medical model that does not differentiate mental and legal capacities,”
Commissioner Chivusa said. She clarified that whereas mental challenged persons failed to have decision making capacity, they had the right to legal standing as guaranteed under article 27 of the new constitution. The article provides for equal protection and benefits which the commission says are continuously grossly violated including the right to vote, access a bank account, access medical facilities and tap from the insurance policies. “The law guarantees recognized legal
capacity whether one is mentally ill or not,” added Chivusa. According to KNHCR, many institutions in the country only rely on court interpretations to make decisions which to a large extent continues to devour the rights of the disadvantaged. “The justice, health, financial and county government rely on court interpretations and informal guardianship mechanisms to determine the legal capacity for persons with disabilities,” she added.

US Election: Trump calls Clinton ‘the devil’, claims November vote could be rigged US Republican presidential candidate Donald Trump has claimed that there is a possibility of the election being “rigged” as he tried to divert attention away from a disastrous week for his campaign by also labelling his rival Hillary Clinton as “the devil” in the face of continuing fire from his own party. Speaking at a rally in a high school gym in Pennsylvania, Mr Trump also attacked Bernie Sanders for capitulating to Mrs Clinton in the Democratic race. “He made a deal with the devil,” the tycoon said. “She’s the devil,” he added in reference to Mrs Clinton. Earlier at a campaign town hall in Columbus, Ohio, Trump said he feared that the election would be “rigged,” in an unprecedented statement for a major party nominee in modern history. “I’m afraid the election is going to be rigged, I have to be honest,” he told the crowd. His comments come amid growing criticism from a range of figures and organizations from across the political spectrum from John McCain to Barack Obama to the Veterans of Foreign Wars who have all slammed him. In response to an emotional attack on him by the parents of 27-year-old army captain Humayun Khan, who
died in a suicide bombing, Trump had claimed to have made sacrifices equal to their son. Former Republican candidate John McCain became the latest senior Republican to criticise Mr Trump for his attack on the parents of US Army Capt Humayun Khan, who was killed by a car bomb in 2004 in Iraq, at the age of 27. Senator McCain, a veteran of the Vietnam War, said in a strongly worded statement that Mr Trump did not have “unfettered licence to defame the best among us”. The soldier’s parents, Khizr Khan and his wife Ghazala, told the BBC it was time to stand up to Mr Trump but he accused them of “viciously” attacking him. Mr Trump had caused controversy by suggesting Ghazala Khan had been prevented from speaking alongside her husband at the Democratic convention last week. President Barack Obama made an implicit dig at Mr Trump, saying: “No-one has given more for our freedom and our security than our Gold Star families” while South Carolina Senator Lindsey Graham, Mr Trump’s former primary opponent, said: “’Unacceptable doesn’t even begin to describe it.” Trump was also condemned by top Republican figure and House Speaker Paul Ryan who said any criticism of Muslim

Americans who serve their country was unwarranted. Former Florida Governor Jeb Bush called Trump’s remarks “incredibly disrespectful”. And the Veterans of Foreign Wars President Brian Duffy
said: “Election year or not, the VFW will not tolerate anyone berating a Gold Star family member”. It is not the first time Mr Trump is brushing the Muslims the wrong way. Pew Research Center’s 2014 Religious
Landscape Study found that 0.9% of US adults identify themselves as Muslims. A 2011 survey of Muslim Americans, estimated that there were 1.8 million Muslim adults (and 2.75 million Muslims of all ages) in the country. That survey also found that a majority of US Muslims (63%) are immigrants. The Republican candidate had already described the decision of Mr Sanders to back Mrs Clinton at the convention as a “deal with the devil”. However, his remarks last evening in the gym in Mechanicsburg, Pennsylvania, were the first time he went so far as to specifically equate Mrs Clinton with the devil. In another development, American billionaire businessman Warren Buffett challenged Mr Trump to release his tax returns. Mr Trump has said that they cannot be made public until the financial authorities have completed an audit. But Mr Buffett said there were no rules against showing tax returns and allowing people to ask questions about them. Speaking at a rally in support of Mrs Clinton, Mr Buffett said he was under audit as well, adding he was prepared to meet Mr Trump “any place, any time” to go over each other’s tax returns.
Kaimenyi brings in EACC to help fight graft at Lands ministry Lands Cabinet Secretary Jacob Kaimenyi has now roped in the Ethics and Anti-Corruption Commission in a new bid to fight graft in his ministry. Prof Kaimenyi has already held a consultative meeting with EACC officials as he seeks to weed out the vice in the ministry currently ranked as the third most corrupt. The CS chaired the Friday meeting which was the first in a series of meetings which be held by the two institutions with a view of adopting the best practices in the fight against corruption in the ministry whose service delivery has been adversely affected by the vice. The EACC team in the talks was led by the body’s Deputy Director, Mr. Michael Mubea. The joint meetings will culminate in the launch of both a lifestyle and an internal systems audit in two weeks time. ‘‘We must all be concerned when our ministry is ranked number three in terms of having the most corruption cases in the country,” Prof Kaimenyi said.
Lands Cabinet Secretary Prof Jacob Kaimenyi (center) during the meeting with EACC officials last week.
The Lands CS said the move was aimed at getting rid of the tag ‘one of the most corrupt to the least corrupt ministry. The Lands CS called for transparency and
equality when delivering services to Kenyans. ‘‘We are all equal but our actions create inequality,’’ he said adding: “How do files and documents in our custody disappear? Kenyans
have entrusted us with their documents for safety, let us not punish them because of our greed. Let’s strive to be trustworthy.” In his remarks, Mr. Mubea assured the ministry officials that his organization was not out to victimize anyone but was only interested in ensuring that operations at the ministry met the required standards for the benefit of all Kenyans. The EACC deputy director was quick to point out that his organization recognized the many challenges facing the ministry including existence of manual land records and lack of physical infrastructure in general. He however expressed concern at the lack of transparency in as far as the movement of documents in the land registries across the country and also at the large number of land brokers at these registries. Mr. Mubea assured Prof kaimenyi that EACC had set aside adequate resources to ensure that the audit exercise was a success. @peter_x254

Ministry urges more women to venture into the banking sector
Treasury Cabinet Secretary Henry Rotich has urged stakeholders in the banking industry to enrol more women in the banking sector saying women are the back-bone of rural economies in Kenya. “We encourage financial sector to explore opportunities to bring unbanked women into the sector to see that gender balance at workplace is enhanced,’’ CS Rotich said. The CS urged stakeholders to exercise high standards of integrity especially when hiring CEO’s in their banking institutions saying that men have over time predominated in the sector. ‘’The two-thirds gender principle currently being exercised in the public sector should be an option to be considered by the banking and financial sector if we are to nurture a climate conducive for the growth

Rotich was speaking during an event dubbed Leading Women in Banking and Finance today morning. Data reveals that 2.5 billion people globally, most of them being women, do not have a formal account at any financial institution where access to affordable financial services is linked to overcoming poverty, reducing
income disparities and increasing economic growth. Further statistics confirm that borrowing from friends and family remains the most preferred source of credit to women where over 55 per cent rely on informal forms of credit to meet their financial needs. KBA CEO Habil Olaka confirmed that women account for just 12 per cent of representation in banks’ boards while the insurance sector has only 15 per cent representation hence the need to set an initiative that would lure more women in the industry. “There are real possibilities for banks to steer long-term organizational performance by increasing both the attraction and retention of women as well as providing more opportunities for them to advance,” concluded Olaka. @enock_x254

KFC invests Sh355 million to fund 2016 Kenya expansion American fast food company, KFC plans to invest around $3.5m (Sh355 million) to fund its Kenyan expansion in 2016. The fast-food chain will likely open three more branches in Kisumu, Nakuru and Nanyuk and a drive-through outlet along Thika Road in Nairobi by the end of the year. KFC first opened its doors briefly, in Kenya in the 1970s. It then reopened in Nairobi in 2011 and has at least 10 operational outlets across the country. In September last year, KFC announced plans to expand into Western Kenya. The firm will invest Sh200 to expand into Kisumu, Eldoret and Nakuru. The move was encouraged by what the group terms as underlining growing investor confidence in the local economy. The announcement came just after the opening of an eighth branch along Mama Ngina Street Wednesday. The branch hosts over 70 people and targets the busy workers around the street. “We are confident of the Kenyan market because our businesses are so far doing good and paying off, we are planning an expansion later in the year,” said Kuku Food General Manager Justin Melvin. Kuku Food holds exclusive rights for KFC in Kenya as he commented on the move. KFC’s recent announcement follows a move by the fast-food franchise to shut down all its 12 outlets in Botswana. The provisional liquidation drive, which was announced in early June, brought to an end a two-decade operation in the Southern African nation. VPB Propco, franchisee for KFC Botswana, said it had been trying to the sell the restaurant chain for the past year. @Dennis_x254
French supermarket chain and Carrefour to rival Nakumatt as battle for retail market intensifies French supermarket chain, Carrefour, has opened its first outlet at Nairobi’s Hub Karen Mall. This brings to 57 the local and international brands in the mall. Carrefour’s entry is expected to intensify competition, especially for local market leader Nakumatt. Carrefour is also the anchor tenant at Nairobi’s Two Rivers Mall. Majid Al Futtaim, a leading retailer with operations across the Middle East and North Africa, in May announced plans to open its first Carrefour hypermarket in Nairobi. The plans have since come to fruition. At the time, Carrefour’s entry into the Kenyan market marked a significant milestone in the Company’s massive expansion plans into the African continent and is set to create employment opportunities for hundreds across the value chain. The hypermarket is already working with more than 480 suppliers, local manufacturers, producers, and farmers across Kenya.
The opening represents Majid Al Futtaim’s first operation not only in Kenya, but in Sub-Saharan Africa as well. “At Carrefour, we are committed to offering the best price and best merchandise in a pleasant shopping environment because we are in the business of creating great moments for everyone everyday,” Franck Moreau, Country Manager, at Majid Al Futtaim – Retail Kenya said in an earlier statement. “We want to meet the needs of our customers who are in pursuit of a shopping experience that will leave them happy and coming back for more. We are also pleased to see the benefits of Carrefour’s presence in Kenya through job creation and support for local producers. We have so far recruited just over 200 staff members at the Hub hypermarket and by the end of 2016 Carrefour Kenya will have a solid staff base of 500,” he added, commenting on @Dennis_x254 the move.

Jambojet begins operating all of KQ’s sch flights to Malindi, Ukunda, Lamu and Eldo TUESDAY, AUGUST 2, 2016
National carrier, Kenya Airways (KQ), has this week began a drive to let its subsidiary Jambojet operate all its scheduled flights to Malindi, Ukunda, Lamu and Eldoret. The airlines signed a code sharing agreement that took effect yesterday (Monday August 1, 2016) to ensure that passengers booked by KQ fly with them from Nairobi to the coastal resort town and vice versa while having their tickets and bookings accepted. Under the agreement, Kenya Airways will put the ‘KQ’ designator code on the Jambojet flights on the aforementioned destinations, allowing the flyer to sell the Jambojet network to passengers coming from across the world. The deal coincides with a capacity optimization drive within the Kenya Airways group that will see Jambojet grow its presence in Malindi. “This agreement will contribute to our growth as a low-cost carrier and with the increased number of flights, we will further improve our service offering to our customers travelling to Malindi,” Jambojet CEO, Willem Hondius said in a statement. The announcement comes just as Kenya
Airways plans to this month increase operations on its Nairobi to Amsterdam route. The overall frequency of flights will increase from 7 to 9 days a week. KQ dominates the East African skies and provides an air link to West Africa, flying to key destinations there. Kenya Airways, of which the government of Kenya controls a 29.8 per cent stake, is among the few and leading air carriers connecting the African continent to Europe and America, attracting tourists to East Africa. KQ’s latest move also comes just as the African Union (AU) Commission aims to establish a single African air transport market by 2017, but implementation of the Yamoussoukro Declaration, signed in 1999 to effect this has been slow. African states prefer to sign bilateral agreements with Middle Eastern and European states instead of opening their airline markets to regional competition. “There is no use in having a single African sky if you don’t have any aircraft to actually fly in it,” said South African Department of Transport’s Acting Deputy Director-General, Johan Bierman.
Urbanisation, population growth forces indigenous people out of ancestral land, reveals UN report The rapid growth of urban areas has taken a toll on the ancestral lands of pastoralists, new data from the United Nations (UN) has revealed. Based on recent numbers from the UN and the country’s Statistics Bureau, Kenya has undergone unprecedented urban growth, which has led to an increased demand for land, further exacerbated by a growing middle class population. At the time of independence, in 1964, about 8.5 percent of Kenyans resided in urban areas, according to United Nations data. This figure had risen to 16.7 per cent by 1990 and by 2015, one in four Kenyans lived in urban areas. The UN projects that by 2030, almost a third of Kenyans will live in urban areas, rising to 43.9 per cent by 2050. A push by middle class Kenyans to own property amid soaring land prices has led financial institutions, developers and speculators to target land in satellite towns around Nairobi, experts said. “The conflict caused by urbanisation is not just because of grazing for animals ... the most painful part is taking land through fraud,”
said Letuati Nackson Ole Umash, Chairman of Lerelo Emaa, a community-based organisation that advocates for the rights of the Maasai. Current models of urbanisation pay no attention to human rights, resulting in gross inequalities, social exclusion and violence, said Umash, adding that zoning should be compulsory to ensure fields are reserved for grazing. Land Policy Initiative Chief of the African Union Commission (AUC), Joan Kagwanja states that Kenya has been operating without a national policy framework for urban development. Land governance issues remain complex despite planning and local government laws that guide urban planning and management in Kenya, she added. “What we need is to maximise benefits for the Maasai community while mitigating the risks such as loss of their culture, rights, and livelihoods and minimising the negative or unintended consequences of urbanisation,” she said.
“We are looking at Kenya Airways in that regard. We are also looking closely at our own airline, SAA, to see what they can come up with. We are positive that we could (make this kind of investment) although that is not within the Department of Transport’s mandate,” he said. Late last month, KQ had posted a loss (after taxes) of Sh26.2 billion for the year ended March 31, up from Sh25.7 billion the previous year. KQ also posted a pre-tax loss of Sh29.71 billion for 2015, brought on by the high cost of renewing its fleet as well as a fall in tourist numbers, which took a nose dive during the last financial year. KQ, however, managed to narrow its pre-tax loss by 12.2 per cent in the year to March, CEO Mbuvi Ngunze said this morning. “Our operating loss has gone down by 75 per cent from Sh16.3 billion to Sh4.1 billion,” Ngunze noted. Speaking in Nairobi during a press briefing, he added that gross profit for the FY 2015/2016 went up by 42 per cent while operating margins improved by 11.3 per cent during the 2015/2016 Financial Year. @Dennis_x254
Under the agreement, Kenya Airways will put the ‘KQ’ designator code on the aforementioned destinations.

Treasury to sell five treasury bonds in bid to redu The Government plans to offer five Treasury bonds for sale in the first quarter of its 2016/17 (July-June) financial year, with tenors ranging from two years to 15 years, the National Treasury has said. The Ministry of Finance said it had shifted to publishing a quarterly rather than monthly issuance calendar as part of reforms meant to increase liquidity, deepen the bond market and reduce interest rate spreads. The Treasury said in a statement issued on
Monday that the Central Bank of Kenya (CBK) aims to sell an unspecified amount of 10-year bonds in August and two-year and 15-year bonds in September. It sold five-year and 20-year bonds in July. The central bank will also sell 91-day, 182-day and 364-day Treasury bills on a weekly basis. Fixed-income market participants welcomed the new quarterly issuance calendar, saying that if well managed, it would help keep interest rates stable.

Uhuru under pressure over Bill seeking to cap lending rates Pressure continues to pile on President Uhuru Kenyatta over a Bill seeking to cap lending rates after the Central Bank of Kenya (CBK) yesterday cautioned the Head of State not to ascent the Bill into law. CBK says the Bill seeking to regulate interest rates that are applicable to bank loans and deposits would include; inefficiencies in the credit market, credit rationing, promotion of informal lending channels hence undermining the effectiveness of monetary policy transmission. “While appreciating the underlying sentiments about the need to lower the overall cost of credit, we continue to express concern on the adverse consequences of capping interest rates,” warned the bank in a statement. It said it will continue working with the National Assembly, the Government, the banking industry, and other stakeholders to find an appropriate solution that sustainably reduces the cost of credit. The Banking (Amendment) Bill sponsored by MP Jude Njomo received 100 per cent support from the National Assembly, has raised different reactions ranging from Banking institutions, borrowers, politicians among others. Cord leader Raila Odinga over weekend asked President Uhuru Kenyatta to sign the bill that caps bank’s interest rates at 4 per cent above the Central Bank rate without further delays saying the signing of the Bill into law will save millions of Kenyans suffering in the hands of a barely controlled banking regime. “We expect the President to act in the interest of suffering Kenyans and sign this Bill into law without further excuses and unnecessary delays,” Raila said. However, the Kenya Bankers Association (KBA), on their part, urged the head of the state not to ascent to the

Hardee’s parent company, CKE Restaurants Holdings, also revealed that it is currently in talks with an investor to open more stores in Ethiopia. The franchise is one of the latest international brands planning to branch into the Kenyan market as more entities move to cash in on the country’s growing middleclass. Hardee’s franchises are located in countries in the Middle East and Pakistan, most being owned and operated by franchisee, The Americana Group. The Americana Group opened the Middle East’s first Hardee’s restaurant in Kuwait in June 1980.

President Uhuru Kenyatta. The Banking (Amendment) Bill is awaiting his signature. Bill saying small borrowers will be hit hard should the Bill become law. According to KBA CEO Habil Olaka, while the proposed Amendments were introduced with good intentions for the public, the move to regulate the cost of loans stands against the tenets of a free
market economy. “At first glance, capping interest rates looks like something that will benefit consumers; however, on the contrary, it will disadvantage the very consumers it seeks to protect,” Olaka said. @enock_x254
Kenya, France ink Sh3.63 billion power deal More Kenyans are set to be connected to the national power grid following the signing of a Sh3.63 billion deal with France. The deal will provide funds for a minigrid retrofitting project that will be implemented by Kenya Power and will see the installation of 9.5 megawatts (MW) of additional power in the Northern Kenya Counties. The project is expected to reduce the average cost of electricity production of mini-grids by an average of 20 per cent, contribute to the improvement of energy security of supply of Kenya, support economic development by promoting more reliable electricity service as well as reduce greenhouse gas emissions associated with the combustion of diesel. This new project will further contribute to the long-term partnership developed between the Kenyan authorities and

AFD in the energy sector. President Uhuru Kenyatta and French Foreign Minister Jean-Marc Ayrault witnessed the signing of the Credit Facility Agreement in State House, Nairobi where Energy Cabinet Secretary Charles Keter signed the agreement on behalf of Kenyan government. The projects will involve the setting up of mini-grids in 23 sites including Banisa, Baragoi, Dadaab, Eldas, Elwak, Faza, Habaswein, Hola, and Hulugho. Other sites that will benefit from the funding are Kiunga, Mandera, Maikona, Merti, Mfangano, North Horr, Laisamis, Lokichoggio, Lokiriama, Lokitang, Lokori, Rhamu and Takaba. The funding is a major boost to the government’s efforts to ensure accessible, affordable, and reliable power to Kenyans given that the
counties will also get an additional 0.6 MW generated by wind power. Since 2013, the government has doubled the number of citizens connected to the grid from around 13 million to some 25 million. In the last two years, over 14,000 schools have been connected to electricity, which means 23,000 are now connected to power. Over 40 new substations have also been commissioned since the Jubilee Government came to office, raising power generation from 1,765 MW to more than 2,422 MW. Since the beginning of its activity in Kenya in early 2000, AFD has committed over €800 million (Sh90.7 billion) in loans to the Kenyan power sector spreading across the entire industry value chain. @enock_x254

Nigeria resumes paying militants as fighters take on gangs sabotaging oil pipelines Nigeria has resumed payments to former militants in the country’s oil-rich Niger River delta as the military targeted gangs involved in sabotage of pipelines. The move comes just as the nation’s government responded to sustained attacks on infrastructure that dragged crude production back to an almost 30-year low. Paul Boroh, Coordinator of the so called Presidential Amnesty Program, told former militants that their delayed stipends would resume on Monday, his office said in an e-mailed statement. He also assured them that “President Muhammadu Buhari appreciates their patience” and attaches much importance to the amnesty, according to the statement. Nigeria’s government is trying to engage militants and other stakeholders to establish a ceasefire, Minister of State for Petroleum Resources Emmanuel Kachikwu said in a meeting broadcast on state television. Oil production has dropped to 1.4 million barrels a day, he said, close to the May average that was the lowest since 1989, Bloomberg reports. After several years of relative calm, Nigeria’s oil wells and pipelines are being blown up again by a rebel group that says it wants to expose corruption and earn justice for impoverished local communities. Attacks resumed after Buhari ended security contracts and payments that had turned earlier militants into protectors. The return of violence has worsened economic problems in Nigeria, where oil accounts for twothirds of government revenue and almost all exports, says Bloomberg. Talks between the government and the Movement for the Emancipation of the Niger Delta started last week, but the group claiming responsibility for the bombing of pipelines and platforms this year -the Niger Delta Avengers -- did not take part in the discussions. Nigerian military aircraft attacked hideouts in the creeks used by criminal gangs that steal refined petroleum products near the commercial capital, Lagos, Rabe Abubakar, Defence Headquarters spokesman, said by phone from the capital, Abuja Monday. The interruption of the policy of amnesty payments to rebels had been temporary, Boroh said. “The hiccups in the payment of their stipends are already being addressed” and Buhari has promised to invest heavily in the region, he said in the statement. Chinese furniture fashion demand wreaks havoc on West Africa forests West Africa’s logging industry is facing a tumulous time with confusion over permits, illegal harvesting of trees, seizures of trucks, and finally, a blanket ban on rosewood exports in 2014. The region’s timber sector has plunged into chaos following China’s growing demand for its rosewood trees. “We simply had no idea; for decades, the trees were just there,” said Jean Yves Garnault, the Ivory Coast’s Principal Adviser on rosewood. “We only realized its value when we discovered that the wood is fashionable in China,” he said. Soaring Chinese demand for rosewood has spurred a largely illicit trade in West Africa worth at least $1.3 billion (Sh132 billion) since inception, according to advocacy group Forest Trends. The demand is decimating forests and heightening tension as governments find that export bans simply prompt dealers to divert truckloads of timber to ports in neighbouring countries, Bloomberg reports. Seven of China’s biggest suppliers of rosewood logs by volume are in Africa, with Nigeria topping the list and Ghana ranking third. Gambia, even if it’s 86 times smaller than Nigeria, is fourth because it illegally ships rosewood from neighbouring Senegal, according to activists and the Senegalese government — part of a cycle in which illicit trade moves opportunistically from country to country. Rosewood is coveted in China, the world’s largest consumer of the wood, because it’s used to make antiquelooking furniture with intricate carvings fashionable among middleclass consumers. Importers initially turned to nearby forests, but when South East Asian stocks were almost depleted, traders in 2009 began eyeing West Africa, home to a more affordable
Loggers loading rosewood onto a truck. variety. “What happened is a combination of the species being over-logged in southeast Asia to the point of endangerment, and more Chinese consumers having the budget and appetite for rosewood,” Naomi Basik Treanor, a researcher for Washington-based Forest Trends, said by phone. “African rosewood has that lustre but it’s cheaper, so it’s in high demand.” Pterocarpus erinaceus, the scientific name for the tree that’s 15 meters (49 feet) high, can survive protracted droughts and grows in semi-arid savannas from Senegal to Central African Republic. Its grey bark is used for medicinal purposes, and the leaves, once dried, are popular with sheep farmers as fodder. Most West African countries have imposed export embargoes on rosewood, an umbrella
term for more than 30 species of the red-hued hardwood, with some bans going back decades and many revised regularly. Togo issued the most recent prohibition in June, as the government announced a 10-year stop to logging. During a summit in Guinea Bissau in March, 11 West African countries agreed to urge China to restrict imports. But regulation hasn’t stopped illegal logging and shipments continue unabated. Volumes of Chinese imports of West African rosewood logs surged 30 percent between January and May, according to Chinese customs data compiled by Forest Trends. The value of the imports rose 19 per cent, it said. Weak rule of law and opportunistic traders mean that exports from one country often originate in another. To circumvent bans, logs are smuggled
across borders or cut into blocks and labelled as generic timber. That accounts for hugely volatile import data, such as a 100 percent collapse in exports from Guinea Bissau and a 350 per cent surge in exports from Ghana since last year, the Chinese data show. The government’s tough stance and soaring demand have spawned vibrant cross-border traffic, with Senegalese smugglers using horse carts to carry logs to warehouses in the Gambia, according to aerial images shown to reporters in May by conservationist and former environment minister Haidar el Ali, who used drones to film the evidence. “The Casamance forests will be damaged irreparably within the next two years if the illegal trafficking toward Gambia continues at its current pace,” he said. “There’s a blatant ‘Who cares?’ attitude that is just mind-boggling.” @Dennis_x254
South Africa’s sins forgotten as rand recovers following Britain’s vote to leave EU
South Africa’s Presiden Jacob Zuma.
South Africa’s currency, which was forecast to perform the worst in emerging markets this year, is also the one benefiting most from the clamor to boost returns in the wake of the U.K.’s vote to leave the European Union (Brexit). South Africa’s rand has strengthened 4.9 per cent against the dollar since the day before the U.K. voted to leave the European Union on June 23, the most among 31 major and developing-nation currencies tracked by Bloomberg. This brings the currency’s gains this year to 11 per cent, trailing only Brazil’s real and the yen. Yet analysts still see the currency giving up those gains through the rest of the year. Bloomberg experts say the odds are stacked against the rand. Africa’s most-industrialized economy contracted in the first quarter amid a slump in commodity prices and the worst drought on record, and the country may have its credit-rating
downgraded to junk in December. A municipal election on Wednesday is adding to political risks after the country’s President Jacob Zuma roiled markets in December by firing a respected finance minister. For now, that hasn’t deterred the wall of money seeking returns as developed-nation policy makers keep interest rates low to stimulate their economies. “Investors are not paying attention to the underlying fundamentals or the possible risks but just diving head-first into the pursuit of returns,” said Peter Rosenstreich, Head of Market Strategy at Swissquote Bank SA in Gland, Switzerland, whose strategy is to “invest with the markets.” “It’s whitewashing a lot of emerging-market sins,” he added. Foreign investors bought a net 9.1 billion rand (Sh66.1 billion) of South African bonds in July, bringing inflows this year to 50.2 billion rand, compared with 13 billion rand (Sh94.4 billion) in the same
period in 2015, helping to prop up the currency. South Africa’s central bank has raised its policy rate twice this year to 7 per cent, offering attractive returns for investors who borrow dollars to buy higheryielding currencies. The rand returned 6.7 percent for carry-trade investors in July, more than double that of the nextbest currency, the South Korean won, data compiled by Bloomberg shows. “It’s mainly about the carry trade,” said Piotr Matys, a currency strategist at Rabobank in London. “The rand is one of the most liquid currencies and one of the highest yielders. Such a combination makes it very attractive in the current ultra-low-yields global environment.” The rand’s 25 per cent plunge against the dollar last year helped boost exports, with a record monthly trade surplus in May followed by another higher-thanexpected positive balance in June. @Dennis_x254

Ingwe to face Stima, Ulinzi v Chemelil as Gor gets Nzoia in GOtv last 16 draw AFC Leopards have been landed a relatively tougher draw after they were paired against Western Stima in the GOtv Shield Cup round of 16 draw. League champions Gor Mahia however landed a comparably fairer pairing as they will face second-tier side Nzoia United. The National Super League side is however expected to give coach Jose Marcello Ferreira another tough encounter as he seeks to push Gor Mahia to a trophy that has evaded the Green Army since 2012. Ingwe coach Ivan Minnaert has meanwhile urged his side to focus as they seek to win the cup they last won three years ago. Leopards beat Kakamega Homeboyz 2-0 last weekend to progress from the round of 32. “We are now playing better. I like how we played on Sunday and it shows there is some progress and hunger in the team. This cup is important to us and we are taking it one match at a time,” Minnaert said. The Belgian tactician has insisted the team has to go all out and win the Shield as he eyes playing in the CAF Confederation Cup next year, a tournament which is a preserve of all domestic cup winners from across the continent. “Western Stima is not an easy opponent and we respect them plus all other teams we play. But for us, we have to keep the winning mentality and go out there to seek for a win. It is not easy but we have to fight,” Minnaert said.
AFC Leopard fans react during a past league match. The team has been handed a tied against Western Stima in the GOtv Shield cup last 16.
Defending champions Bandari who left it late to beat Nakumatt FC 2-1 have been handed a tricky fixture against second tier side Bidco United, 5-4 winners on post-match penalties over Wazito FC in the previous round. Stand-in coach Ken Odhiambo is optimistic the team can still go on and
defend the title, but has called on his charges to up the ante especially after surviving a surge from the National Super League leaders Nakumatt. “That has been our objective and we promised to work hard in each match to see to it that we defend the title. It is not easy because every team is tough
and we ought to work harder. It was great seeing the fighting spirit in the team and hopefully we can push on,” Odhiambo said. Ulinzi Stars, who beat Muhoroni Youth 2-0 to sail to the last 16, have been handed another tough test against fellow Premier League side Chemelil
Sugar. The military side last year saw their journey end in the quarters at the hands of eventual champions Bandari and head coach Robert Matano wants his men to carry even further and win the cup which has never found its way into their trophy cabinet. “It was a decent match. We played well, used our chances and remained disciplined in defense. We move step by step and hope to get to the final,” Matano said after the match in Kisumu. Tusker FC who have won the title three times, their last being in 1993, have been set up against third-tier side Zetech University, facing former coach Sammy ‘Pamzo’ Omollo who now handles the university side. The tactician is already relishing the prospect of facing the side he both played for and coached and believes his young guns have enough bullets to take down the brewers. “It is a tough match no doubt but I am always pleased to play against Tusker. There is some good connection between us. I have confidence in my young boys because we have been performing very well in the league and hopefully we keep the same form,” Omollo said. Zetech is the lowest ranked team among the final 16 teams.
GOtv Shield third round full fixtures Zetech University v Tusker FC, Timsales/ Posta Rangers v Agro Chemical, Western Stima v AFC Leopards, Thika United v KCB, Nzoia United v Gor Mahia, Ulinzi Stars v Chemelil Sugar, Modern Coast Rangers v Kariobangi Sharks, Bandari v Bidco United.

‘Bad boy’ Ochomo to face disciplinary committee again
Muhoroni Youth striker Wycliffe Ochomo is escorted to the dressing room after receiving a red card in a previous league match. Ochomo has been summoned by the disciplinary committee to answer to charges of unsporting behavior.
Muhoroni Youth striker Wycliffe Ochomo will this week appear, for the second time, before the Independent Disciplinary and Complaints Committee (IDCC) to answer to unsportive charges against him. This follows claims that he assaulted a Bandari FC’s first aider in his club’s week 19 clash against the Mombasabased side two weeks ago. Earlier in the season, Ochomo appeared before the committee after being accused of engaging in unsporting behaviors of ‘finger in the bum’ towards defender Joakins Atudo during the club’s opening day match against Posta Rangers. According to the league’s body, Ochomo’s acts are contrary to Rules 6.1 and 7.7 of the Rule of Kenyan Football and hence he is expected to appear before the disciplinary body on Thursday 4 August to show
why he should not be punished The Kenyan Premier League has also instituted proceedings against Ochomo’s club Muhoroni Youth based on the same game played at Mbaraki Sports Club on July 24, where a club official is alleged to have attacked a ball boy at the closing stages of the match and was joined by the club’s team manager Elly Odhiambo, and goalkeeper coach Douglas Ongoro. The league body claims that the Muhoroni Youth technical bench officials entered the field of play during the game claiming they were being pelted with stones when that was not the case. This conduct is contrary to Rules 3.3, 3.4 (a), 6.1, 7.1 and 7.7 of the Rules of Kenyan Football. In an interview, the former Congo United, Gor Mahia, and Ulinzi stars stout forward said many times he is the
victim of poor judgment from referees from isolated cases in the past. “Yes I have been on the wrong side of the law in the past but that does not define Ochomo. I am a very professional player who works with laws. As required I will appear before the committee and air my side of the story,” he said. He claimed that the ‘taken out of proportion’ Atudo case denied him an opportunity to go play professional football in Bahrain. “After pictures circulated on the internet of the incidence with Atudo, no club wanted to associate with me. It was unfortunate and I had to forgo my desire of playing professional football,” said the Sportpesa Premier League top scorer. @amos_x254

New changes announced as Ndakaini Half Marathon enters its 13th year This year’s UAP Old Mutual Ndakaini Half Marathon will see elite runners have their names displayed on their race bibs in place of numbers at the 13th edition scheduled for September 10 in Gatanga, Murang’a County. The usually serene Ndakaini trading center in the outskirts of Nairobi will be thronged by over 3,000 runners as organizers seek to better the marathon’s standards by introducing an elite start point. Participants will tackle a course that will take them around the scenic Ndakaini Dam that lies about 80 kilometers from Nairobi City at an altitude of 2,040 meters above sea level with this year’s theme being ‘Run For Life In Good Company’. “We continuously seek to improve the marathon standards each year, with a view to attaining international standards. As is the Group’s practice we are continuously looking to innovate in all our activities. Two years ago, we were the first to introduce the electronic timing system using RFID chip,” UAP Group MD General Insurance, James Wambugu stated.
“The chips have proved to be tremendously accurate in time monitoring. The race will start and end on the road as implemented last year to improve the terrain for the runners,” the MD added. As its tradition, the race will feature the main 21km race, 10km and 5km with registration going for Sh 1000 for individuals and Sh50, 000 for corporate teams “The health benefits of the marathon cannot be overlooked, besides the role of water in the equation of health, physical fitness is key. The UAP Old Mutual Health business is proud to be a sponsor of the Marathon. Our contribution demonstrates our commitment to matters of health and spans beyond partnering with Kenyans to provide health insurance solutions,” Group MD Health, Isaac Nzyoka said. The Ndakaini Dam supplies over 70 per cent of Nairobi’s water and is an important installation for Nairobi residents. It is an all-inclusive marathon which brings together persons of all ages and walks of life.

Barca’s Alex Song joins Rubin Kazan
R
ussian club Rubin Kazan have signed Barcelona midfielder Alex Song on a free transfer. The 28-year-old former Cameroon player had been expected to join Rubin on loan but has signed a permanent deal after terminating his Barca deal. Song, who left Arsenal to sign a five-year deal with Barcelona in 2012, made 65 appearances for the Catalan club and scored one goal. He had spent the last two seasons on loan at Premier League side West Ham. Elsewhere, Leroy Sane is close to completing a move to Manchester City from Schalke for a fee of £37m plus add-ons. The Bundesliga club announced on Monday that the midfielder was in Manchester and had not joined their pre-season training camp in Austria. Reports say Sane underwent a medical at the Etihad last evening. City manager Pep Guardiola confirmed on 21 July he wanted to sign Sane. The 20-year-old was in the Germany squad that reached the semi-finals at Euro 2016, having made his international debut in November. He told Schalke sporting director Christian Heidel earlier this summer that he wanted to leave the club, according to German media. Sane, a product of the youth system at Schalke, made his senior debut for them in April 2014. He scored eight goals in 33 Bundesliga appearances last season as Schalke finished fifth, missing out on Champions League qualification for the second year in a row.
In other transfer news, Southampton have signed Crystal Palace goalkeeper Alex McCarthy for an undisclosed fee and French rightback Jeremy Pied on a free transfer. McCarthy, 26, only spent one season at Palace, following a move from QPR last summer, and signs a three-year deal with the Saints. Pied, 27, played for new Southampton boss Claude Puel for Nice last season, as well as working under him at Lyon. He has signed a two-year contract with the south coast club. The Saints have now made four signings this summer, following the arrivals of Nathan Redmond from Norwich and Pierre-Emile Hojbjerg from Bayern Munich. McCarthy, who only played seven times for Palace, will compete with England international Fraser Forster for a first-team place at St Mary’s. “The club is known for producing young players and they’ve had successful seasons,” the former Reading keeper said. “There’s the Europa League to look forward to this season, so there are going to be a lot of games.” And finally, Swansea defender Ashley Williams could be moving over to Godison Park for £10m. The Wales and Swans captain is reported to be close to agreeing a move to Everton after eight years at the Liberty Stadium. A spokesman for the Welsh club declined to “comment on speculation” about the 31-yearold central defender.
