MPs Peter Kaluma (Homa Bay Town) and Olago Aluoch (Kisumu West) held that the scheme to oust Kinisu is a ‘systematic smear campaign by Jubilee stewards targeting’ Kinisu’s character and the integrity of the anti-graft body. In separate interviews with X-News, the two MPs who sits in the Committee on Justice and Legal Affairs said they read mischief in the actions of the petitioner and how their jubilee colleagues have handled the petition. “It is totally a well-orchestrated political mischief by jubilee government out to scatter the war on corruption,” Kaluma said. “It can’t be business as usual that when a petition is brought against the head of EACC, he/she is sent home. No. We will not operate like that, because we know we will end up destroying people’s careers. The petition had no merit,” he added. Kaluma has promised to marshal his colleagues in parliament to shoot down the report arguing that is untenable and rests on flimsy grounds. Mr Kinisu has found his eight month tenure as the head of EACC rocked by a scandal in which his family firm is being investigated for suspicious dealings with NYS.

But Kaluma argues that the woes facing EACC can only be resolved if the new commissioners who took office together with Mr Kinisu sack the entire secretariat of the anti-graft agency. He claimed that Kinisu’s attempt to have a lifestyle audit among EACC staff might have contributed to his current predicament. His sentiments were backed by Olago Aluoch who asked Parliament to rise to the occasion and defend independent and constitutional offices like Ethics and Anti-Corruption Commission

(EACC) from individuals and welloiled cartels out to defect war on graft. “In my view, the petition ought to have been thrown out for lack of merit and failure to satisfy the provisions of the constitution,” he said. “We can’t always be disbanding and building institutions and its leadership. They held that the evidence adduced before the committee confirmed Esaki Limited in which Kinisu has interest was never under investigations by EACC at all material times. The opposition MPs said Mr Kinisu disclosed his interest in Esaki Limited in the meeting of the commission held to deliberate on the letter from Bunge la Mwananchi. They argued that the officials of Bunge la Mwananchi had sworn affidavits disowning the complaints it raised on Mr Kinisu and that there was evidence of attempts of extortion and blackmail on the chairperson to leave office. “The petition does not meet the threshold of ‘serious’ violation of the Constitution or other law and or ‘gross’ misconduct on the part of the chairperson of the commission under Article 251 of the Constitution,” the eight MPs said in opposing the majority views of the committee. @hillary_x254

Ex-President Kibaki discharged from S. Africa hospital

Former President Mwai Kibaki has been discharged from a Johannesburg hospital where he was admitted more than a week ago. A statement from State House sent by the family of the former president said he was discharged on Tuesday. “(Former) President Kibaki is in jovial and high spirits,” the statement issued late Tuesday states. “He will continue to recuperate for a few more days before returning home.” There were no further details from the family or State House on the nature of his illness or treatment he received in South Africa. But a South African source was quoted by the Nation saying that doctors at the facility located the clot in good time while it was in a relatively safe part of the body. The former leader underwent a surgery in the South African facility, Netcare Sunninghill Hospital, to remove a blood clot in a vein in his neck. Opposition leader Raila Odinga has called on African lawmakers to hold their respective governments to account on matters of public funds in order to avoid unnecessary loss of money. Speaking during the Second Annual General meeting and conference of African Organization of Public Accounts Committees in Nairobi, Mr Odinga said MPs can make a difference both individually and collectively to curb illicit financial flows. “Parliament has a jurisdiction and duty to oversee performance of the revenue authorities of our countries and therefore as Members of Parliament you can make a difference, individually and collectively to curb illicit financial flows,” he told the legislators at Panafric Hotel yesterday. He said parliament has a fundamental role to play in addressing pilferage of funds particularly because revenue authorities should be independent of the executive to avoid excessive interferences. “Although the technical capacity of revenue authorities has been substantially strengthened over the last decade, revenue collection has been inadequate in many African countries,” he said. He pointed out that in Kenya, corruption has become more rampant than has been in many years.

He accused parliament of not fully exercising its mandate in being a public watchdog on matters of finance. “Parliament has not fully exercised its mandate as a guardian of sanctity of public finances. MPs are too divided along party lines to stand up for the public good,” Odinga said. “We have seen MPs defend blatant theft of public funds and other acts of corruption just because of party affiliations. We need to overcome that divide and act as true watchdogs on behalf of the public,” he added. The Cord leader challenged MPs especially those in the Public Accounts Committee to

expose mega corruption in the government without fear. “In Kenya, the Public Accounts Committee has regularly exposed financial irregularities including mega corruption even during the difficult days of single party dictatorship,” the former Prime Minister noted. As at 2011, Odinga said Kenya had lost at least Sh160 billion through illicit financial practices. “I know the figure has grown by now. Some of us say African governments lack the capacity and collaborative networks necessary to identify and reduce illicit financial practices,” he said. @sam_x254

Eastleigh traders close business premises to protest against City Hall over hawkers menace The business community in Eastleigh have today made good their threat to close down their businesses over claims of unfair competition with hawkers who they claim to have invaded their environment. The traders kept away from their premises with their stalls remaining closed as they protested what they called unfairness by City Hall which they accuse of neglecting their plight. Led by chairman Ibrahim Hussein (pictured far right) the traders also want the garbage menace in the area addressed. They accused City Hall of tolerating the hawkers and failure to pay them back with the necessary services despite the high taxes they pay to the county government. They have vowed to stay away from their premises for three days until their grievances are heard and responded to. “The closure shall continue up to Friday or even extend until the governor (Dr Evans Kidero) hears our plea to evict the hawkers,” Hussein who was flanked by the mall owners said at a press briefing in Eastleigh today. He said they had booked a meeting with Governor Evans Kidero later today to discuss the issues. A spot check by X News at the vast and populous community showed that more than 50 malls had closed their doors. Some banks and supermarkets had also closed with tension building up throughout the morning hours. Some of the prime malls include the Bangkok known for wholesale in men’s attire,

Two die in Kiambaa accident as bus rolls on Mombasa Road

Two people were killed today morning and 44 others injured in two separate accidents. In the first incident, a bus travelling to Nairobi rammed into a trailer on the Naivasha-Nairobi highway killing two people. 26 others were left injured in the accident that involved more than one vehicle. According to Traffic Commandant Jacinta Kinyua, the trailer also rammed into another truck in the incident that occurred in Kiambaa area at about 1.30am. “All the vehicles were travelling in the same direction towards Nairobi, when the accident happened,” she stated. The injured were rushed to the Kikuyu Hospital with multiple injuries. In the other accident, a bus rolled on Mombasa Road near Capital Center in Nairobi injuring dozens of people. Rescuers said at least 18 people, including three children were seriously injured after the driver lost control of the bus forcing it to roll. According to the St John’s Ambulance, the bus was heading to Mombasa from Nairobi when it lost control and overturned. Casualties of the early morning incident were rushed to Kenyatta National Hospital for treatment. Seven of those injured are in critical condition, authorities say. www.capitalfm.co.ke

County Government seem to be encouraging this hawking activity which is very unfair to us.” But the hawkers have vowed to stay put claiming their market area was grabbed and sold to one of the mall owners leaving them with nowhere but the streets to operate. “Our market was grabbed and sold to one of the rich men who are now forcing us out. We are here to stay unless they show us where next,” said Peter Kamau, a show retailer who claims to have traded in the area for more than six years now. President Uhuru Kenyatta Tuesday urged his South Sudanese counterpart Salva Kiir to implement reforms to consolidate peace in the country. President Kenyatta said this in Juba as he became the first Head of State to visit South Sudan after the recent clashes that led to the loss of life. He urged President Kiir to implement reforms including security arrangements provided for in the Comprehensive Peace Agreement. President Kenyatta said his visit, besides focusing on the peace process, was also a show of solidarity with the people of South Sudan. “We are here to offer the people of South Sudan our support both moral and material,” said President Kenyatta when he addressed a joint media briefing with President Kiir at State House in Juba. President Kenyatta urged

President Kiir to spare no efforts to ensure that the people of South Sudan are spared the agony of endless conflicts. “You did not fight for independence to fight each other. We will continue encouraging you to ensure there is peace in South Sudan,” said the President. On his part, President Kiir said the Kenyan leader’s visit was symbolic as it shows that the regional leadership has not forsaken South Sudan. “President Uhuru Kenyatta’s visit is the first by a Head of State after our crisis and it shows the regional leadership is with us,” said the South Sudanese leader. President Kiir said the country is calm and that the government is running smoothly. Barclays, KCB join Co-operative Bank in complying with cap law Barclays Bank of Kenya (BBK) and Kenya Commercial Bank (KCB) Group have reduced their interest rates to 14.5 per cent, a move that is applicable to all new loans. The announcement comes days after Co-operative Bank lowered their lending rates to 14.5 per cent, bringing the total to three banks that have already complied with a new banking law signed by President Uhuru Kenyatta. Currently, less than three weeks remain before the law comes into force in accordance with the Constitution, which gives 21 days for any singed law take effect. Most lending institutions are still waiting for guidance from the Central Bank of Kenya (CBK) on existing loans once the law is gazetted. Barclays Bank has however, increased interest rates applicable on new ‘Zidisha’ savings accounts and new term deposits to a minimum rate of 7.35 per cent. The new law capping interest rates to no more than 4 per cent above base rate set by the Central Bank, which is currently at 10.5 per cent, could usher in fundamentals changes in the financial sector. Most industry players say banks that lend primarily to SMEs and the subprime segment will be the most affected because majority of their clients do not fit into the 4.0 per cent risk premium. “Banks that lend primarily to the prime individual and corporate commercial segments will be less affected because they have the most clients that can fit

within the 4 per cent risk premium,’’ says Cytonn Investments CEO Edwin Dande. Banks with large retail bases such as Equity Group and Co-operative Bank were the worst affected, both losing 20.3 per cent and 20.6 per cent, respectively, while the least affected counters were for CFC Stanbic and Standard Chartered,

Pambazuka Lottery moves to reduce post-natal infections

The Pambazuka National Lottery, a Kenyan lottery established in 2016 aimed at introducing world-class best practices into the local Market, under its Good Deeds initiative is seeking to reduce the risk of puerperal sepsis infections among new mothers. The Lottery seeks to achieve its goal with a donation that has so far seen over 1,800 new mothers across the country benefit from a two months’ supply of post-natal care products. The move comes just after the World Bank, through the World Health Organization (WHO), revealed that puerperal infections are the sixthleading cause of death among new mothers. In Kenya, puerperal sepsis accounts for approximately 15 per cent of maternal deaths and the challenges of providing comprehensive postnatal care in the country still remain. A puerperal infection is a condition that occurs when a new mother experiences an infection related to giving birth. Dr. Gitau Kagona, Medical Superintendent at Moi Referral Hospital, Taita Taveta County says the postnatal period is a vulnerable time for the mother and the baby since both are prone to various infections. “Puerperal infections are common around the time of childbirth due to poor hygiene practices and in severe cases can be life threatening,” explains Dr Gitau. The Pambazuka National Lottery team has so far visited 37 hospitals in 37 counties, the latest beneficiaries being Moi Referral Hospital and Machakos Level V Hospital, among others. @enock_x254

Kenya Reinsurance Corporation sees gross premiums jump 14pc to stand at Sh7 billion Kenya Reinsurance Corporation has today announced a 14 per cent growth in its gross written premiums for the half year 2016 to stand at Sh7.09 billion up from Sh6.2 billion. The Corporation attributed the growth to its implementation of its strategic plan as well as overwhelming support from clients across its market base. Kenya Re’s overall pre-tax profits grew by 4 per cent from Sh 2.125billion in June 2015 to stand at Sh 2.212 billion in June 2016. “This impressive growth in profitability resulted from strong investment returns and reinsurance premium growth,” said Kenya Re Managing Director, Jadiah Mwarania. Mwarania added that profit after tax also grew by 4 per cent from Sh1.502 billion in June 2015 to Sh1.564 in June 2016. Through the implementation of the group’s five year corporate strategy, Kenya Re has managed to maintain financial stability,

improve on business processes, enhance business development, manage risks and strengthen institutional capacity. Speaking during the briefing, Kenya Re Chairman, Mr. David K. Kemei said that the Corporation is committed to achieving sustainable growth in profitability and creation of value for its shareholders. “We recognize and appreciate that this year’s half year financial results 2016 was driven by the implementation of our five year corporate strategy in a bid to achieve our goals and contribute to the economic development of the country, ” said Mr. Kemei. The Corporation’s asset base also increased from Sh35.954 billion in December 2015 to Sh38.009 billion in June 2016 indicating a 6 per cent growth. Meanwhile, shareholders’ funds grew by 6 per cent to stand at Sh23.257 billion in June 2016 from Sh21.933 billion in December 2015. The Corporation

currently has a footprint in three countries with Kenya accounting for the biggest share (48 per cent) of its operations. AfDB chief urges Africa to deal with rising international debt

The Head of the African Development Bank (AfDB) has urged the continent’s governments to boost tax revenue and steer clear of international borrowing as the region grapples with its worst economic slump in more than a decade. Akinwumi Adesina says that he expects the downturn in Africa, which has been triggered by a slump in commodity prices and a slowdown in China, to last for up to another three years. Africa is facing a debt “challenge” rather than crisis, he said, but warned that “there has to be a lot more fiscal consolidation.” During a period of prosperity known as the commodities boom, Africa was home to many of the world’s fastest expanding economies. But growth in resource-dependent nations has stalled with Nigeria, Africa’s top oil producer and most populous country, sliding into its first recession in more than two decades. The International Monetary Fund (IMF) projects that Sub-Saharan Africa’s gross domestic product (GDP) will grow at 1.6 per cent this year, a sharp decline from 3.5 per cent in 2015, and well below the average of 5-7 per cent over the past decade. Many nations are struggling with dwindling revenues, rising debt and wide budget deficits in the low growth environment after taking on foreign debt during the boom years. Zambia, Ghana and Mozambique were among a raft of African states that took advantage of low global interest rates and high commodity prices to issue billions of dollars of debt as international investors hunted for yield. The AfDB has revealed that African governments sold $12 billion (Sh1.2 trillion) worth of Eurobonds last year, compared with about $26.5 billion (Sh2.7 trillion) they sold between 2006 and 2014. The weakness of many African currencies has meant debt service costs have soared in local currency terms,

Mr Adesina, who took over as the Bank’s President in September last year, said that expanding the tax base and improving the efficiency of tax administration would be the easiest ways to boost public finances. He said the tax-to-GDP ratio in subSaharan Africa was about 14.5 per cent, compared with more than 30 per cent for most developed nations. “So a lot more needs to be done to expand the tax base in Africa. Today

it’s about $500 billion (Sh50.7 trillion) a year for the region, which is much better than it used to be, but we need to expand that,” he said. The former Nigerian Minister of Agriculture and Rural Development said not only was it risky for governments to borrow overseas because many African currencies are weakening and the US Federal Reserve appears set to raise interest rates again this year, but also unnecessary. “Instead of African countries running off to raise a lot of Eurobonds, I think

there’s huge amounts of capital available more locally that we must tap for Africa’s development,” he said. Tatu City signs partnership deal with electricity distributor Kenya Power Kenya Power and Tatu City, the mixeduse, mixed-income development near Nairobi, have signed a partnership to deliver power to Tatu City’s residents and businesses. Implemented in stages, the partnership will see the construction of nine initial substations over three years, sufficient for power demands for the Kijani Ridge residential area, the central business district and Tatu Industrial Park, as well as infrastructure such as street lighting and the project’s water pumping station. The second stage of the agreement will inaugurate a 110MVA substation,

switching stations and a distribution network for power demand levels as Tatu City grows towards its estimated population of 100,000 residents, with tens of thousands of day visitors. Speaking after signing the deal, Nick Langford, Kenya Country Head for Rendeavour, Tatu City’s owner and developer, said Tatu City’s current stage of development requires increased power supply for major residential and industrial projects. “Early this year, Tatu City engaged Power Engineers, one of America’s largest power consulting engineering

firms, to guide Tatu City on its power requirements,” Langford said. Tatu City’s first residential phase, Kijani Ridge, has received strong interest from the market, with more than 70% of plots sold. “We have always placed a premium on Tatu City’s infrastructure, and we are pleased to have agreed a comprehensive power solution with Kenya Power.” More than a dozen companies have announced plans to move to Tatu Industrial Park, including Dormans Ltd, Kim-Fay East Africa Ltd, Maiden Lane, Bidco, Chandaria Industries,

and global consumer giant Unilever, which will build its manufacturing facility within Tatu City’s 420-acre light industrial zone. Amref partners with Japan to boost health industry

Amref Health Africa, the continent’s largest non-governmental health development organization, has partnered with Japanese investors to explore areas of cooperation within the country’s medical care sector. The Japan Center for International Exchange (JCIE) yesterday co-hosted a roundtable discussion with Amref Health Africa to discuss the role of private sector in health development investments in Kenya. Over a dozen top tier Japanese companies from a cross section of sectors attended the roundtable. Local businesses were also in attendance, including Safaricom and Equity Bank. Also in attendance were representatives from the Japanese government, representatives from Japan International Cooperation Agency (JICA) and Chair of the British Chamber of Commerce. JCIE, which is a non-profit organisation dedicated to strengthening Japan’s role in international networks of dialogue and cooperation, seeks to leverage on Amref Health Africa’s six decades of experience in Kenya to gain insights into the Kenyan health situation. One of the key talking points at the roundtable was the need for partnerships in Kenya’s health sector. Panelists went on to discuss the partnership models that work in Kenya. The delegation included representatives from pharmaceutical firms, manufacturers of diagnostic equipment, medical supplies and vehicles and technology solution providers. They have been in Nairobi for the just concluded TICAD (Tokyo International Conference on Africa Development) conference. At the roundtable event, it emerged that Amref Health Africa was the ideal knowledge partner for corporations getting into health because of its track record of successful partnerships and its vast networks in the grass roots. “Our community health workers and volunteers ensure that we have active linkages with the communities at the grass roots. This has been indispensable in getting accurate insights on the Kenyan health situation and building public good will,” said Dr. Githinji Gitahi, Amref Health Africa Group CEO. “Consequently, we are also acutely aware of the health challenges and opportunities in Kenya,” he added. The diversity of companies at the roundtable with respect to their different industries reflects the fact that investing in health does not need to be limited to companies operating in the health industry, Amref said in a statement. Kenya’s vehicle market is still dominated by second-hand imports new data has revealed. The Kenya Vehicle Manufacturers Association has found that though some consumers would like to purchase vehicles directly from

the showroom, prohibitive pricing and expensive taxes are making it difficult for many potential buyers. The Association has discovered that the number of new vehicles sold in Kenya dropped 30.2 per cent in the

first six months of this year from the same period last year mainly due to high lending rates. Most buyers of new vehicles, like light commercial trucks, rely on asset financing facilities by banks and interest rates were as high as 24 per cent during the period. Kenya’s car market is dominated by low-priced second-hand imports from countries such as Japan, but investors monitor new car sales to gauge the health of the economy. Vehicle assemblers, including GM, sold 6,946 cars in the period, down from 9,953 in the first half of last year, The Kenya Vehicle Manufacturers Association said. Sales were not expected to pick up soon due to political uncertainty over an election set for next August and a new 20 percent excise duty on new

vehicles imposed by the Treasury last month, the association said. The CMC motor group urged the Government of Kenya in late July to boost demand for locally assembled car manufacturers by reviewing the country’s tax regime. CMC Holding CEO James Kass, urged the Government to offer favorable tax breaks to promote the local assembly as a means of spurring innovation, youth employment, and skills transfer. “With 20 per cent tax excise duty breaks on large trucks and buses imposed by the Government, I don’t think it will be possible for people who bring in fully assembled vehicles especially the large trucks and buses to survive. What this move will do is to bring prosperity, employment, trust, and encourage

Kenyans to buy Kenyan,” said Kass last month. The group wants to up their investment in a 3-acre assembly plant situated in Thika at the Kenya Vehicle Manufacturers (KVM) plant. The group has plans that will see 75 percent of all their sales of heavy commercial vehicles in the next 3 years assembled locally. “With the population of Kenya standing at 45 million, majority of them under 35 years, the Government must look at ways to create local employment by encouraging local assembly plants. Unlike with our distant cousins in the diaspora where different standards and measures of beauty exists. It would be an understatement to say that black people in the West have had a hard time attempting to reclaiming their identity. So when the ‘Natural Hair Movement’ took hold over 6 years ago we didn’t really see it as an opportunity to take back what was lost from ourselves but more as an opportunity to take better care of our hair. Children in school are usually subjected to rules that govern their general appearance. It might be that the existence of these rules are remnants of colonization but in some cases, they do help. Controversy arose in Pretoria Girls High in

African country. How does this make sense?’ Apartheid might have been abolished over 20 years ago but clearly 20 years is too soon. South Africa still has one of the most complex systems of race relations in the world and Pretoria Girls High expressed this to the fullest. The school was a whites-only institution during the Apartheid Era and the effects of this dark past are still apparent today. We might not necessarily have the same situation as South Africa does but we do abide by the same rules as them. Rules that we had no hand in writing. As the world changes hopefully our own standards and measures of what is considered ‘right’ and what is considered ‘wrong’ will change too.

The bag allegedly contained at least one gun and other weapons, as well as unidentified drugs.

Stars hold Uganda Cranes in Kampala friendly

H

arambee Stars extended their unbeaten run to four matches after holding out hosts Uganda in a barren stalemate in their international friendly played last evening at the Nelson Mandela Stadium, Namboole, in Kampala. Stars went into the match boasting of a win and two draws in their last three matches and ensured coach Stanley Okumbi got a fairly fine result against the much-fancied Uganda Cranes. Okumbi went for a 4-2-3-1 formation with Zesco United forward Jesse Were leading in attack while regular hitman Michael Olunga started on the bench. Francis Kahata operated behind the striker with captain Victor Wanyama patrolling the midfield alongside Antony Akumu. Both teams were using the match as build up to their respective 2017 African Cup of Nations Qualifying matches this weekend. Uganda host Comoros at the same pitch on Sunday in a match that could secure them their much needed ticket to the Nations Cup after almost four decades while Kenya will be traveling to Lusaka to face 2012 champions Zambia on Saturday in a dead rubber encounter. Both coaches fielded their best teams in the important FIFA friendly with Uganda head coach Milutin ‘Micho’ Sredojevic eager to give his best 11 an opportunity to open up their muscles ahead of the allimportant tie over the weekend. The only first team absentee on the match day squad was goalkeeper Dennis

Onyango who plies his trade with Mamelodi Sundowns in South Africa as he had not yet arrived in camp. Regular starters Joseph Ochaya, Faruku Miya and Tony Mawejje started the match on the bench with Gor Mahia’s Godfrey Walusimbi drafted at left back while Moses Oloya and Khalid Aucho were left to battle in midfield with Tottenham Hotspur midfielder and Kenyan skipper Victor Wanyama. Okumbi slightly tweaked his back line with the return of David ‘Cheche’ Ochieng, preferring his partnership with David ‘Calabar’ Owino at the heart of defense while Musa Mohammed played on the right. The first half was a cagy affair with none of the two sides affording even a single shot on target. The game was reduced to half chances, a chunk of the contest being in the midfield. In the 22nd minute, Emmanuel Okwi slalomed his way past three Kenyan markers on the right, drove into the box but stumbled when he was almost pulling the trigger, with his appeals for a penalty falling on deaf ears. Wanyama had Kenya’s first opportunity with his shot from 25 yards out after Eric Johannah rolled in a free-kick. Cranes Captain Geoffrey Massa had the best chance in the opening half with his well taken free-kick from the edge of the box going just inches wide. In the second half, Micho brought in five new faces, Kizito Luwagga, Mawejje, Miya, Ochaya, and Geoffrey Sserunkuma

swapping places with Massa, Walusimbi, Okwi, Yunus Ssentamu and Nicholas Wadada respectively And Okumbi responded to the change by withdrawing Kahata for Danson Kago. Miya had the first chance for the Cranes in the second period, with his weak volley from a Moses Oloya cross being easily picked up by Boniface Oluoch in the Stars goal. But from then, it was the hosts who seemed hungrier and pressed more for goal. Substitute Kago had an effort in the 53rd minute but his shot from the right went wide. Johannah was then put through by Were five minutes later only for his effort at lobbing the ball over the advancing keeper go to waste as the ball bounced wide. In the 65th minute, Aucho was called into a goalline clearance after Ayub Timbe had beaten the Cranes keeper on the right having been fed through by Wanyama who overpowered Mawejje in midfield to steal the ball. Three minutes later, Were again set up Johannah but he was brought down on the edge of the box by Murshid Juuko for a free-kick that Timbe glossed over. With the clock ticking, Okumbi brought off Erick ‘Marcelo’ Ouma replacing the Gor Mahia defender with Aboud Omar while new boy Joshua Lelan earned his first cap, coming on for Musa Mohammed. Fierce rivalry is expected when Kenya’s Starlets play their counterparts from Uganda in this year’s women’s Council of East and Central African Football Associations (CECAFA) tournament from September 11-23 in Kampala. Starlets have been drawn in Group A alongside the hosts with Burindi and Zanzibar as the other opponents in the pool. Group B has Ethiopia, Tanzania and Rwanda. The national team held its first training session at Kasarani Stadium yesterday. The Starlets regrouped as a team for the first time in three weeks after their 2-0 loss to Spanish side RDC Espanyol in the play-off match of the COTIF Women Football Tournament and will camp for eleven days before traveling to Kampala on September 9. Team Manager Doreen Nabwire said the international experience at the COTIF has been a helpful exposure for the team and will go a long way in ensuring they put up a good showing in Uganda. “We needed to travel more and gauge how we perform against top European sides so right

now we are a better team. The teams we played at the COTIF tournament in Spain were more established and play a more technical game than we are used to,” Nabwire stated. She commended the ladies for showing up in good form after the break saying that most of their focus will be on polishing up on game situations and tactical approaches. “Although we were not in camp they have clearly been training well with their respective clubs,” she added. The Starlets enjoyed a fine tournament outing in Spain, where striker Esse Akida Mbeyu emerged the top scorer after hitting the back of the net five times in two matches. En-route their fourth-place finish, the team beat Portuguese league champions, Benfica 3-1 before hammering Espanyol 3-0 in their Group B fixtures. The Starlets are building up for their maiden appearance at Africa Women Cup of Nations (AWCON) finals that is scheduled for November 19 to December 3 in Cameroon. @amos_x254

Ghana captain Gyan to join Reading on loan

Ghana captain Asamoah Gyan is set to join Reading on a season loan from Chinese side Shanghai SIPG. The 30-year-old former Sunderland striker was scheduled to have a medical with the Championship side late Monday. Gyan (pictured right) scored 10 Premier League goals for the Black Cats during a two-year spell from 2010, before moving to Al-Ain in the United Arab Emirates. He joined Shanghai in 2015 and - at the time became one of the highest-paid footballers in the world. Elsewhere, West Brom have signed Belgium midfielder Nacer Chadli from Premier League rivals Tottenham on a four-year deal for a fee reported to be £13m. The 27-year-old joined Spurs from Dutch side FC Twente for £7m in July 2013. Rooney to quit England duty after 2018 World Cup

England record goalscorer Wayne Rooney will retire from international football after the 2018 World Cup in Russia. The Manchester United forward was speaking to the media for the first time since new England manager Sam Allardyce confirmed he would keep the 30-year-old as his captain. “Come Russia I feel that will be the time to say goodbye to international football,” said Rooney, who has scored 53 goals in 115 England appearances. “My mind is made up.” He continued: “It’s still two years away. I started playing professional football when I was 16, and started playing internationals when I was 17. Fifteen years is a lot. I’d be 34 by the next tournament. “I’ve had a fantastic international career so far. I’ve enjoyed every minute.” If he plays in Sunday’s World Cup qualifier in Slovakia, he will break David Beckham’s record for the most capped outfield England player. “Russia will be my last opportunity to do anything with England so I’m going to try to enjoy these two years and hopefully I can end my time with England on a high,” Rooney said.

Manchester City goalkeeper Joe Hart will has joined Serie A side Torino after completing his medical at the Italian club yesterday. The Football Association had given Hart permission to leave the England camp on Monday so he could travel to Italy. Hart, 29, has found playing time at his club limited with new manager Pep Guardiola preferring Willy Caballero ahead of him. And the arrival of Chilean keeper Claudio Bravo from Barcelona last week means Hart has now officially been relegated to the third choice. Guardiola already told the England international that he is free to live the Etihad. A deal is now likely to be completed before the 31 August transfer deadline, with Hart then rejoining the England squad for Sunday’s first 2018 World Cup qualifying match in Slovakia. Last week Everton boss Ronald Koeman ruled out a loan move for Hart after strong rumours linking him with the Merseysiders. Hart is yet to feature in the Premier League under Guardiola, with his only appearance this season coming in the second leg of their Champions League qualifying match against Romanian side Steaua Bucharest. That match was as good as won with City having a 5-0 away lead from the first leg. Officials at the club have vowed to help the 29-yearold “find the best solution” in order to keep his international place. City are paying some of Hart’s wages to allow him to move to Serie A for the season, though the amount is not known.

Paris St-Germain defender David Luiz could be in line for a shock return to Chelsea with the Premier League club reported to have offered £30m plus add-ons for the Brazil international. Luiz (29) left Stamford Bridge for Paris to join French champions PSG two years ago in a £50m deal which was a world record fee for a defender. But reports in England indicate that discussions are ongoing with Luiz reportedly keen on a return to West London. New Chelsea boss Antonio Conte has made it clear a centre-back was top of his priority list with moves for Alessio Romagnoli at AC Milan and Kalidou Koulibaly from Napoli falling through so far. Reports in France indicate that the former Benfica defender has fallen out of favour with new boss Unai Emery and he was susbstituted in their 3-1 loss to Monaco on Saturday. Luiz was at fault in that match gifting the home side with a penalty. And with Chelsea’s £30m bid for Romagnoli having been rejected, and that there was a “90 per cent” chance of Koulibaly not moving, Antonio Conte has now turned his focus to the Brazilian. David Luiz’s return to Stamford Bridge will cost Chelsea £32m, the Daily Mail reports. Chelsea first purchased Luiz in January 2011 from Benfica for £21m. In his three-year stay in west London, Luiz made 143 appearances for Chelsea in all competitions, scoring 12 goals.

In other developments, Arsenal midfielder Jack Wilshere, 24, is set to complete a seasonlong loan deal with Crystal Palace. The Gunners received 22 offers from clubs in England and in Europe for Wilshere according to reports in the Daily Mirror. Alternatively, Wilshere could join AC Milan with the Serie A club wanting to complete a season-long loan deal with a £30m option to buy the player, the reports add.
