he Independent Police Oversight Authority (IPOA) has today pointed an accusing finger at the Inspector General of Police for obstructing its efforts to investigate rouge police officers. The authority has said IG Joseph Boinnet issued directives that it should not be allowed to carry out any investigations unless authorized by his office. While addressing a press conference in his office, IPOA chairman Macharia Njeru also claimed that his team has received threats and have been barred from accessing police premises or any form of data that they may require to conduct their investigations. “We have established that there are clear order from the Inspector General to obstruct the work of IPOA and teach us a lesson,” said Macharia.

National schools will be ranked separately from County and Sub-County ones according to the provisions of a new Bill passed by Parliament yesterday. MPs approved the Bill that
seeks tore-introduce ranking of schools which was abolished in 2014. It is only awaiting President Uhuru Kenyatta’s signature to become law.
The lawmakers overwhelmingly passed the amendment of the Kenya National Examination Council Act giving it a much broader clustering. They want the National schools ranked on their own since most of them enjoy massive resources that are not accessible to other institutions at the county levels. CONTINUED ON PAGE 2

Hasten exit package for IEBC bosses, says clergy THURSDAY, AUGUST 4, 2016
The Joint Parliamentary Select Committee on electoral reforms has been asked to hasten the process of coming up with an exit plan for the Independent Electoral and Boundaries (IEBC) commissioners. National Council of Churches Secretary General Canon Peter Karanja urged the committee to quickly draft the exit plan so that the process of recruiting new commissioners can start in earnest. “The joint select committee must draft that exit plan quickly and we ask Parliament to support the agreement for fresh agreement to begin early enough,” he said. Karanja lauded the move by the commissioners to voluntarily vacate office and putting the interest of the country first. The church was among the early organisation that expressed their dissatisfaction with the current electoral chiefs in conducting next year’s general elections. Mombasa Senator Hassan Omar also urged the committee to work on its final report very fast as the new commissioners must be ready to conduct next year’s August elections. “The committee now must to do its work very fast, the high mountain has been surmounted and the new commissioners must be well prepared and ready to conduct next year’s elections as any extension of the life of current Parliament even for a day is illegal,” Omar said. Kiminini MP Chris Wamalwa said the biggest task now is the formulae that will be used to appoint the new commissioners in office. “The task ahead of appointing the new commissioners is the most difficult one maybe we should go the Inter-Parties Parliamentary Group (IPPG) way,” Wamalwa said The joint select committee starts its work today on a crafting a political agreement

The Committee has until August 12 to present its report recommending farreaching reforms in the electoral reforms. Among the key agenda that the committee is also set to craft is the exit package of the current Electoral Commissioners who yesterday voluntarily agreed to vacate office to give way for a political agreement between the coalitions.
The committee co-chair and Meru Senator Kiraitu Murungi said the committee still has a lot of work to do as their deadline clock comes closer. “We want to thank everyone that has been part of this process, however for the committee and the secretariat, your work has just began. The Secretariat will now shift through the numerous proposals we received as we write the reforms that needed to be undertaken in the electoral commission,” Murungi said.
Special Sim Card to tame cyber crime in the offing The Government is contemplating introducing a raft of measures to increase surveillance against increasing cases of cyberrelated crimes in the country. The measures which include the introduction of special SIM cards that can capture the biometric data of individuals have been mooted in the wake of revelations that the country suffers more than 10, 000 cyber-attacks every day. Speaking in a Nairobi Hotel during security cyber conference yesterday, Communications Authority Director General Eng. Francis Wangusi disclosed that new sim cards help track and identify mobile users using their biometric information. “We are now thinking in terms of getting a sim card that will show your physique, your biometric data and identification card , through that we will able to have storage of very Kenyan that is here,” said Wangusi. He further explained the authority was working with other stakeholders to establish a command centre to monitor cyber related activities. Defence Cabinet Secretary Raychelle Omamo said enforcing agencies were ready to tackle any criminal elements using cyber-space to carry out their illegal activities in the country. Ms Omamo said a team of multi-security agencies has being set up to deal with emerging trends where
terrorists and other villains conspire to use cyber-space to commit crime in Kenya. She said Kenya will not leave anything to chance in protecting its territorial sovereignty. The Cabinet Secretary noted that to counter the challenges of terrorists using the internet to radicalize or plot attacks against their targets among other organized crimes, there is need for all security organs to take a collective responsibility. “The need to improve our cyber security posture is a key issue. The most important is the development of a national cyber security strategy 2014 which focuses on capacity building and cyber security awareness”, the CS said. Omamo said the government is on the lookout for internet users warning crimes that stern action will be taken against cyber bulls and cyber terrorists. In a conference that brought together key players in security matters, Chief of the Kenya Defence Force General Samson Mwathethe said cyber-crime if left unchecked, is likely to result to more damage to the country’s security than any other kind of warfare. Kiminini MP Chris Wamalwa who sponsored the Bill said there is need to restore the academic glory that comes with ranking of schools hence the introduction of the Bill. “We want to bring back the glory of academics back into our schools. However it will not be done as before as this time we
have different categories to accommodate all schools,” Wamalwa said. He added that the categories are meant to appreciate the potential of all schools by taking the focus beyond academics alone. Among the factors that will be put into consideration this year should the Bill be signed into law include facilities and resource allocation of schools, staffing and other co-curricular activities like drama. Wamalwa said ranking of schools is part of right of information that will assist the government in coming up with planning policies for all schools. “The re-introduction of school ranking will only help the government in planning it has nothing to do with embarrassment of schools that are considered not to be
education powerhouse,” he said. The legislator argued that by including activities such as sports and drama, all schools will be given a fair chance to shine. The government has now been tasked to come up with structures on how they will include the co-curricular activities in the new ranking system. Current education Cabinet Secretary Fred Matiang’i had ruled out opening any discussion on the re-introduction of the ranking system that was abolished by his predecessor Jacob Kaimenyi. KCB survives tough environment to register Sh15.1bn pre-tax profit Kenya Commercial Bank (KCB) Group, the country’s leading bank in terms of assets, has today announced its half-year results of 2016, posting a pre-tax profit of Sh 15.1 billion, a 14 per cent increase. The group attributed the growth to a strong show from new business lines and a tight cost management structure. Speaking at a Nairobi hotel during the release, Joshua Oigara, KCB Group CEO and Managing Director, attributed the improved earnings to sustained operational efficiency, adding that the group’s unrelenting strategy to grow non-funded income was bearing fruits. “We are seeing a consistently growing business that is anchored on improved efficiency, diversified sources of income and a strong loan book growth,” said Oigara. According to him, this helped the business shrug off a harsh economic and political environment in the international business to post the impressive results. According to the results, total expenses were up by 6 per cent, in line with inflation, bringing the Cost to Income Ratio down from 48.6 per cent last year to 47.9 per cent, well below the industry average. “We are very happy that inflation has been well managed as Kenya’s economy continues to grow stronger,” added Oigara. The bank posted a 16 per cent growth of net-interest income, driven by a
stronger asset book and better yields while interest income surged 22 per cent during the period. “We have in place a model to guarantee sustainable growth for our business, riding on adoption of technology, supporting small and medium enterprises and tapping into strategic partnerships,” said Mr Oigara. He added that cash withdraws stood at Sh 12 billion as the Group’s lending rate dropped to 17.99 per cent from 26 per cent in November last year. ATM transactions also decreased due to many digital platforms in place like M-Pesa. “Our Revenues went up but

In an analysis dubbed the Bank Supervision Annual Report 2015, it has been revealed that Nairobi County registered the highest number of new branches where it registered 38 branches, followed by Machakos and Mombasa which registered 7 branches each. “A total of 19 out of 47 counties registered an increase in the number of bank branches. This was lower compared to 28 counties that registered increased bank branches in 2014,” read the report. However, adoption of alternative delivery channels such as mobile banking, internet banking and agency banking slowed down the physical expansion of bank branches. For the period ended December 31, 2015, there were seven large banks with a market share of 58.21 per cent,
12 medium-sized banks with a market share of 32.42 per cent and 21 small banks with a market share of 9.24 per cent. The report shows there were shifts in market share positions for the banks in the three peer groups where banks in large peer groups increased their combined market share from 49.9 per cent in December 2014 to 58.21 per cent in December 2015 mainly attributed to Diamond Trust Bank and Commercial Bank of Africa moving from the medium peer group to the large peer group during the period. The two banks moved to the large peer group mainly due to their increased deposit bases where Diamond Trust Bank’s deposit base increased mainly in the last quarter of 2015, following the placement of Imperial Bank Ltd under receivership. The loss was driven by lower tea prices, lower livestock sales and the delay of macadamia sales. Kenya is the world’s leading exporter of black tea and the commodity is the country’s leading source of foreign exchange. The Kenya National Bureau of Statistics reports that the country’s level of tea production recovered from a contraction of 27.2 per cent experienced in the first quarter of 2015 to record a 71.1 per cent growth by June 2016, owing to favourable weather conditions that characterised the quarter in review. Kakuzi, which was detrimentally-affected by low tea prices, has since adopted amendments to a set of guidelines dubbed the International Accounting Standard (IAS) 41 – Agriculture, in a bid to stem

Gender Ministry allocates Sh400m to sanitary towels programme

The government has allocated Sh400 million to the country’s sanitary towel programme in the 2016/2017 budget in a bid to reach hundreds of thousand girls in the 47 counties, Principal Secretary for the Ministry of Gender Affairs, Ms Zeinab Hussein has said. The initiative, dubbed ‘Always Keeping Girls in School 2016-2017 program’, will see over 12,000 primary school girls receive free sanitary pads and puberty education for one year. Speaking during the official kick off for the drive, Zeinab said over 1 million children are still out of school in primary schools due to a lack of sanitary pads. “Research has shown that 90 per cent of girls stay out of school during menstrual days to avoid embarrassment, stigma and intimidation from their peers. This has contributed to poor performance among girls in higher primary classes of 5, 6, 7 and 8. Absenteeism may not end any time soon unless measures are taken to address the sanitary towels problem,” she explained. Through its partnership with Procter & Gamble (P&G), the Ministry has been able to reach over 100,000 Kenyan school girls providing over 8 million free sanitary towels and puberty education. P&G further announced its increased commitment to help reduce school absenteeism in girls through the provision of over 790,000 sanitary pads through a programme that aims at ensuring their continuity in school. Always Brand Manager Ivy Kimani said that in over 70 schools that the programme had been rolled out in, there were zero cases of pregnancies reported during the period. “As a company, we continue to invest in not just providing the girls with free sanitary pads, but we go a step further and are now providing them with
underwear as well as life skills through our mentorship program,” she said. The programme, which primarily targets girls from underprivileged areas, will also focus on educating them on health issues, building their self-confidence and teaching them the importance of budgeting and saving. It is partly a response to a study
conducted by the Rockefeller Foundation, which revealed that 500,000 girls in Kenya miss at least four days of school every month as they are unable to afford sanitary pads and do not always understand the changes their bodies are going through. Ms Kimani described the programme as a wild success as it exceeded its
target of supporting 10,000 girls. The multinational consumer goods company, which has become a household name in the country, will buy one pack of sanitary towels for the girls for every ‘Always Duo’ pack bought by Kenyans through the ‘Stand up and Keep a Girl in School’ campaign that began last month. @enock_x254

USAID calls on Kenya government to reduce reliance on donor support in health and education sectors The United States Agency for International Development (USAID) has called on Kenya’s government to reduce its reliance on donor support to bolster the country’s health and education sectors The agency, which is primarily responsible for administering civilian foreign aid, has argued that sustainable transformation of Kenya’s governance and economy requires Kenya to strengthen country ownership of its institutions and systems. A report from USAID Kenya dubbed the Country Development Cooperation Strategy (CDCS) has revealed that even though Kenya’s health and education sectors are allocated the largest share of the budget, impact the lives of nearly

every citizen, and employ the most government workers, donor assistance has been overly important in supporting effective service delivery. USAID/Kenya’s health and HIV/ AIDS budget alone is equal to approximately 50 per cent of the budget for the entire Ministry of Health. In May this year, the National Treasury confirmed that over the next one year, the Government will spend: Sh339 billion on Education and Sh60.3 billion on Health out of a total budget of over Sh2.479 trillion. “The historic changes taking place in Kenya, combined with the aspirations and increasing capacity of its people, demand a transformed USAID/Kenya relationship with Kenyan institutions and society,” said the analysis.
The organisation has stated that USAID/Kenya’s efforts to foster country-owned and country-led responses are a fundamental shift in orientation towards achieving sustainable social sector outcomes concurrent with Kenya’s ability to support and achieve better health and education for its own people. This shift involves moving away from providing aid to investing in and using Kenyan systems and organizations, empowering youth to promote social and economic development, emphasizing mutual accountability and transparency, and improving coordination with government, civil society, private sector, and other stakeholders. CDCSs are systems that incorporate:
Presidential Initiatives, U.S. government policies and strategies, as well as USAID policies and strategies. They rely on thorough analysis and division of labour to set and achieve ambitious goals and objectives in close collaboration with host governments and citizens. USAID experts have stated that increased Kenyan responsibility for its education and health sectors is integral to the achievement of the Country Development Cooperation Strategy (CDCS) goal. “However, there is currently a lack of clarity regarding national and county roles in those systems, and civil society and the private sector are equally unclear as to who is responsible for what,” says the report. @Dennis_x254
A set of new banking industry reforms will ensure the sector remains stable, the Central Bank of Kenya (CBK) has affirmed. Some of the reforms and initiatives planned include the enhancement of CBK’s end to end onsite surveillance processes to ensure efficiency and effectiveness and the improvement of the consolidated supervision framework for effective surveillance of banking groups. Other reforms include the development of an improved framework for identification and supervision of domestic systemically important banks, a strengthened risk based supervisory framework for anti-money laundering and combating financing of terrorism and the development of an effective crisis management framework.
Nairobi southern bypass nears completion Construction of the Nairobi southern bypass is nearing completion with the road accessible from the junction of Mombasa road interchange at Ole Sereni all the way to KabeteLimuru road at Kikuyu town. The Kenya National Highways Authority (KeNHA) says the contractor is finalising erecting wall barriers along the bypass adjacent to Kibera. The wall barriers are intended to protect and prevent nearby residents from crossing the highway. KeNHA said in a statement that works in most sections of the bypass is completed with the contractor just winding up. Other final touches undertaken in finalising the bypass is landscaping to beautify the entire section before it can be launched formally.

Infrastructure development projects drive up land prices in satellite towns THURSDAY, AUGUST 4, 2016
Land prices in satellite towns have risen by 8.1 per cent in the second quarter of 2016 and 15.3 per cent over the year, the latest report by real estate firm Hass Consult has revealed. This represents the first double digit annual growth since 2014. The announcement of the planned construction of the Western Bypass has seen land price hikes in neighbouring Limuru and Ruaka as land owners position themselves for higher demand. This is according to Hass Consult’s Quarter 2 Index for 2016. Based on the data, Ruiru recorded the highest asking price
increase in land at 19.8 per cent amongst satellite towns followed by Limuru at 14.5 per cent, Juja at 13.6 per cent and Ruaka 11.3 per cent. On average prices in the 18 Nairobi suburbs increased by 2.5 per cent in the second quarter of 2016. Muthaiga was the best performing suburb with prices increasing by 13.1 per cent while Upperhill had the most expensive land with an acre going for Sh517 million per acre. Kitisuru was the worst performing suburb recording an average asking price decline of 0.3 per cent “With average price for land
now at Sh178million per acre, investors are now opting to buy property which they can rent out in the short term and sell in the long term. Most investors are opting to buy properties which are easier to offload than an acre whose high price makes it harder to find immediate buyer,” said Ms. Sakina Hassanali, the Head of Marketing & Research at HassConsult. Properties in Nyari Estate in Nairobi, for instance, have appreciated 10 times more than land over the year ending June 2016 owing to its closeness to many diplomatic establishments including a host of embassies,
the UN Headquarters Complex, and in close proximity to the US Embassy. “Other areas where property continues rally ahead of land include Karen, Kileleshwa, Langata, Gigiri, Lavington, Parklands, Spring valley and Eastleigh,”said Ms. Hassanali. The Q2 Hass Index states that detached houses recorded the highest increase in houses prices at 5.2 per cent in the last three months, followed by apartments at 3.6 per cent and Semidetached houses at 0.7 per cent. “With most of the existing standalone houses in high development areas like Lavington, Spring Valley,
Loresho and Kileleshwa among others having been converted to apartments, there are less standalones houses within the suburbs hence current demand has been able to maintain the high prices and rents,” said Ms. Hassanali. The standalone houses also recorded the highest increases in rental prices at 2.2 per cent followed by apartment at 1.4 per cent while semi-detached houses didn’t record any changes in asking rental prices in the quarter. The continued demand for houses in Karen saw it record the highest house price increases in the suburbs at 5.5 per cent followed by Nyari Estate at 5.4 per cent, Kileleshwa and Spring Valley at 5.3 per cent. Contrary to property prices in the city, Nairobi-14 satellite towns recorded the lowest housing prices at 2.9 per cent since August 2015 due to asking price correction. Thika recorded the highest fall in house prices
followed by Kiserian, Mlolongo and Kiambu. Traffic hit Mlolongo recorded the highest fall in rental prices at 10 percent in Q2. Rental prices also fell in Tigoni, Ngong, Ruaka and Thika as more completed units join the market. Land remains the best investment avenue in the satellite towns with annual growth rate of 15.3 per cent compared to 12.6 per cent in property. The performance of the real estate sector can further be enhanced by commercial banks lowering rates. The reduction in the base rate by the Central Bank of Kenya should give an impetus to developers and home buyers. “The ongoing and accelerating strength in the market can be sustained if banks reduce rates for mortgage takers and developers which ought to happen following the Central Bank of Kenya’s move to cut its benchmark interest rate to 10.5 percent in May,” said Ms. Hassanali. @enock_x254

Real estate company, Superior Homes has announced plans to list on the Nairobi Securities Exchange (NSE) in the second half of 2016. The firm’s Managing Director Ian Henderson has said that the move is part of the company’s strategy to expand capacity and grow its business to the next level. Funds raised by the billion-shilling company from the market will be used to start new real estate projects in the country. Superior Homes will list on the Growth Enterprise Market Segment (GEMS) of the NSE. GEMS are primarily designed to offer a regulatory and trading environment to meet the need of Small and Medium Enterprises. They can be used to tap the capital market and vast pools of lower cost capital. In a recent opinion poll conducted by Ipsos it was reported that current President Uhuru Kenyatta was the favoured candidate to lead the country. 41 per cent of the sample opined that the President had upheld the Constitution and was working toward fighting corruption. This same survey, although, found that Raila Odinga was the next best candidate, 35 per cent of respondents held the opinion that the former Prime Minster should retire from

Classic 105 breakfast show host Maina Kageni will be discharged from hospital today after he underwent a successful knee surgery last night. The celebrated radio show host was involved in an accident in Kajiado as he went about his ‘Tembea Kenya’ initiative that seeks to foster domestic tourism in the country. Maina Kageni, was admitted at the Aga Khan hospital in Nairobi following the accident where doctors recommended that he undergoes surgery to avoid any future complications. In the description for the project all that he wrote was ‘Basically I’m just making potato salad. I haven’t decided what kind yet.’ For some this reason this heartfelt plea really spurred people on to give to their heart’s content because the campaign received $55,492 in the end even though his initial goal was $10. He did host a large potato salad party for charity with the money and gave quite a large portion of it away. WORLD’S LARGEST JOCKSTRAP A project by Artist Michael Barrett is described on

Zlatan Ibrahimovic made his first Old Trafford appearance for Manchester United as captain Wayne Rooney’s testimonial against Everton ended 0-0. England forward Rooney, 30, played 52 minutes before going off to a standing ovation from the 58,597 crowd. Former Paris St-Germain striker Ibrahimovic, who joined in July, was replaced in the 65th minute. Defender Eric Bailly, a £30m signing from Villarreal, also made his home debut on an emotional night for Rooney. “Tonight is a night myself and my family will always remember,” he said after the game.
Former Manchester United managers Sir Alex Ferguson, who signed Rooney from Everton on 31 August 2004, and David Moyes - who managed the England captain at both clubs were present. Man City sign Brazilian winger Gabriel Jesus Manchester City have signed 19-yearold Brazilian winger Gabriel Jesus from Palmeiras for £27m plus add-ons. Jesus has agreed a five-year deal but will stay with Palmeiras until the end of the Brazilian season in December. City regard the player as the best young talent in South America and fought off interest from Barcelona. Jesus was voted the best newcomer in the Brazilian top flight last season and is part of his country’s squad at the Rio Olympics. He has scored 26 goals in 67 first-team appearances for Palmeiras and is the top scorer in the Brazilian Serie A this season - but is yet to make his senior international debut. The add-ons in the deal are believed to be worth £4m, depending on his
success at Etihad Stadium. “We have many great talents in the team and a fantastic manager in Pep Guardiola that I can learn so much from,” said Jesus. “I’m looking forward to showing the City fans what I can do and I think we’ll have a great future together.” Jesus is capable of playing across the forward line and further boosts new manager Guardiola’s attacking options following Tuesday’s £37m capture of Germany international Leroy Sane from Schalke. striker Diafra Sakho is close to completing a £15m move to Premier League rivals West Brom after having a medical at The Hawthorns. Sakho has spent the last two seasons with the Hammers, scoring 15 league goals in 44 appearances, although he has suffered several injury problems. The 26-year-old’s fee would be a club record for the Baggies. His arrival could result in West Brom selling striker Saido Berahino, who is a target for Crystal Palace and Stoke. Harambee Starlets’ impressive run at the COTIF invitational women football tournament came to an end in the semifinal after losing to hosts Real Betis 2-0 on Wednesday night. Starlets had hoped to jump yet another hurdle after beating Portuguese champions Benfica 3-0 in the opening game and tournament favorites Espanyol 3-1 in their second match. However, a determined, tactical and resilient Betis side managed to quash their dreams. The Spanish side, just recently promoted from the second tier (Segunda B) into the Premier League were dominant in most of the match as they showed their steel despite finishing second in their group. They were wary of the impressive Kenyan side, making their debut in the tournament and having topped Group B. Their biggest headache was getting Kenya’s top goal poacher Esse Akida off the game knowing she would single handedly destroy them as she already has five goals in the tournament. The Spedag forward showed some of her skill early in the match just after 20 minutes, running through on goal but her effort went wide. The Spanish side came to life in the second half, having made a massive five changes to their first half team and Kenyan keeper Vivian Akinyi was forced to be on toes, keeping out attacks from the hosts. Betis forward Rosita was the main threat going forward and she forced Akinyi into a save with her heel after stringing together a nice move from midfield. The impressive midfielder then teed up team mate Paula Moreno, but the latter’s shot went wide with Akinyi having covered her goal well. She however made amends in the 65th minute with a fierce shot from the edge of the box that looped over Akinyi. Going down for the first time in the tournament, David Ouma’s girls launched attacks to try and get back into the game, but Betis responded by on counters and opening up the field. With 13 minutes left on the clock, Betis finished up the game with Maria Bernal finishing from inside the box. Despite a late surge by the Kenyans, Betis managed to defend well and progress to the final. They will now meet the Venezuelan national team who beat Espanyol in the other semi-final. Starlets play Espanyol, for the second time in the third and fourth place play off on Thursday night.

ummer signing N’Golo Kante made his first appearance for Chelsea as two goals from Oscar saw the Premier League side beat AC Milan 3-1 in Minneapolis. The International Champions Cup friendly was the first sporting event to be held at the new $1.1bn (£830m) home of NFL side Minnesota Vikings. Bertrand Traore headed the opener for Chelsea before a Giacomo Bonaventura free-kick drew the Italian club level. Brazil midfielder Oscar’s brace sealed it for Antonio Conte’s side. Kante, who left Premier League champions Leicester for a fee in the region of £30m, came on as a second-half substitute.
