IEBC to conduct Jubilee primaries

T

he Independent Electoral and Boundaries Commission (IEBC) will conduct primaries within the yet to be formed Jubilee Party to ensure fairness and transparency in the process, President Uhuru Kenyatta

has said. A total of nine parties have expressed readiness to fold and join the party on which Mr Kenyatta will seek re-election next year amid fears of a competitive and high stakes battle for party tickets.

While giving directions on the events that will lead to the launch of the party next month, President Kenyatta assured members that the nominations will be free and fair. “Our party nominations will be conducted by IEBC to guarantee fairness and transparency in the process,” President Kenyatta said during the event at State House, Nairobi today. “Let no one seeking an elective post be part of the electoral process,” he added. Nacada CEO Okedi arrested in graft probe

The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) Chief Executive William Okedi was today morning arrested by detectives from the Ethics and Anti-Corruption Commission to answer to charges of corruption. The beleaguered CEO was arrested by seven detectives from the antigraft agency at his offices at the NSSF plaza in Nairobi. Okedi along with other five senior officials face charges of abuse of office and flouting of procurement regulations among charges. The Nacada boss was last week expected to answer to the charges together with the other managers of the anti-drug agency but failed to appear in court. The others accused in the Sh12 million scandal alongside him are tendering committee chairman John Muturi, procurement officer Antony Munyui, Zeka Wekesa, George Murimi and Florina Mwikali. The plea case was subsequently pushed to August 17. Okedi and his co-accused are alleged to have flouted procurement laws contrary to the Corruption and Economic Crimes Act. It is also alleged that he failed to ensure that his agency, Nacada, procure a consultant to manage funds entitled to the alcoholic drinks control fund.

The pilot for the project will commence in Langata and Kileleshwa areas in the next one month. The whole project will cost Sh4 billion. “Due to expediting of approvals by the County Government officials, Safaricom has been able to lay out 1,300kms of fibre in the County. The same approval process ensured that Safaricom was able to roll out the Police Service cameras which continue to ensure the City is a lot safer than it was in the past. Currently 70% of buildings in the city have been connected to the high speed fibre,” Kidero added.

Senator wants governors’ lifestyles audited

Murang’a Senator Kembi Gitura has petitioned the Ethics and Anti-corruption Commission (EACC) to conduct a life style audit on all the 47 governors to unravel the wealth they have acquired while in office. Gitura said cases of graft in the counties are escalating and if not checked properly, the county bosses will impoverish residents. “It is important that a proper audit is done on the governors to establish how they have accrued such wealth within such a short time,” he said Hehas alleged that some governors are living expensive lifestyles and have even invested greatly in different parts of the country within a span of three years. The senator said some governors lived very humble lives before becoming governors but have suddenly become extravagant. Gitura who is also the Senate Deputy speaker, lauded devolution but condemned county chiefs for allegedly embezzling funds meant to spearhead development at grassroots. “As senators we are entrusted with the responsibility to ensure money sent to devolved units is well utilised and governors should not think we are harassing them. Senators only want to ensure transparency and accountability of public money,” he noted. Poverty and water the most pressing needs facing Nairobians

Poverty and water are the most pressing problems that Nairobians want Governor Evans Kidero to urgently address. According to a poll released yesterday by TIFA Research Limited, 54 and 53 per cent of Nairobians are more concerned about the two issues respectively. This comes at a time that the county bosses have accused senators of failing to approve the schedule for the disbandment of cash to the counties for the current financial year, saying this has caused a crisis for the county governments. The committee, which has been in a marathon question the 47 county executives and their respective county assemblies, will this Friday conclude the grilling sessions in respect to the 2013/2014 audit reports by the auditor general Edward Ouko. After Friday, the committee will retreat from August 16 to write its reports whose contents will then be debated in the House. But it emerged that some counties are yet to either submit required documents to clear outstanding queries flagged by the Auditor general or are yet to satisfy the committee even with documents available. Yesterday, the Senators put county chiefs on notice saying they will not in any way entertain non-submission of documents. “There is no option about this issues, some governors will find themselves weeping once we complete writing our reports which must be used as a basis for their clearance from the IEBC before defending their seats next year,” said Nyamira Senator Kennedy Mong’are. Nyeri, Nandi, Murang’a, Kisii, Bungoma, Kirinyaga, Siaya, Migori, Busia, Kilifi and Wajir are the county executives scheduled to appear before the watchdog committee between Tuesday and Friday to answer to audit quires before the committee winds up.

Taiwan protest at forced deportations from Kenya to China Taiwan has protested against the “forced” deportation of its five Taiwanese citizens who were acquitted of charges of organised crime from Kenya to China. Taiwanese officials said the five were flown to China despite a Kenyan court order for them to return to Taiwan. Chinese authorities said they were suspected of telecoms fraud which targeted people in mainland China, and should be tried in China. Taiwan does not have formal diplomatic relations with Kenya. The five were on Friday, along with 35 Chinese nationals, acquitted of allegedly running an unlicensed telecommunication system on the grounds that the prosecution had failed to prove their involvement. In April, Kenyan authorities handed over 45 other Taiwanese people, suspected of conducting telephone scams, to Beijing. Taiwan labelled the incident “extrajudicial abduction”, saying they had been forced on board a plane by Kenyan police wielding rifles and tear gas. At the time, Chinese authorities praised Kenya for supporting its “oneChina policy”. Beijing views Taiwan self-ruling since 1950 - as a breakaway region that must be reunited with the mainland.

‘Nearly 100’ killed in Ethiopia protests Nearly 100 people were killed in the weekend’s protests in Ethiopia as demonstrators clashed with security forces in different parts of the country, Amnesty International says. The rights group says the most deadly incident happened in Bahir Dar, where at least 30 people died on Sunday. The authorities have said seven died in Bahir Dar and that security forces were reacting to violence from protesters. There has been an unprecedented wave of protests in Ethiopia in recent months. People in the Oromo and Amhara regions have been complaining about political and economic marginalisation. Amnesty says that 67 people died when “security forces fired live bullets at peaceful protesters” in different towns and cities in the Oromo region over the weekend. There were clashes between security forces and protesters on Sunday in Bahir Dar, the Amhara regional capital. Opposition activists have given similar figures for the number of people killed. The government has blamed “nearby and distant foreign enemies and social media activists” for defying warnings about holding unauthorised protests, the government-affiliated Fana Broadcasting Corporate (FBC) reports.

Republican security experts attack Trump, say candidate is reckless An open letter signed by 50 Republican national security experts has warned that nominee Donald Trump “would be the most reckless president” in US history. The group, which includes the former CIA director Michael Hayden, said Mr Trump “lacks the character, values and experience” to be president. Many of the signatories had declined to sign a similar note in March. In response, Mr Trump said they were part of a “failed Washington elite” looking to hold on to power. The open letter comes after a number of highprofile Republicans stepped forward to disown the property tycoon. Mr Trump has broken with years of Republican foreign policy on a number of occasions. The Republican candidate has questioned whether the US should honour its commitments to Nato, endorsed the use of torture and suggested that South Korea and Japan should arm themselves with nuclear weapons. “He weakens US moral authority as the leader of the free world,” the letter read. “He appears to lack basic knowledge about and belief in the US Constitution, US laws, and US institutions, including religious tolerance, freedom

when he made the remarks about hacking his rival’s emails. Missing from the letter were former secretaries of state Henry Kissinger, George Shultz, James Baker, Colin Powell and Condoleezza Rice. Some of the latest letter’s signatories plan to vote for Mr Trump’s Democratic opponent Hillary Clinton while others will refuse to vote, but “all agree Trump is not qualified and would be dangerous,” said John Bellinger, a former legal adviser to Ms Rice who drafted the letter. The open letter follows a fresh round of Republican defections in the wake of recent controversy surrounding Mr Trump. KCB to shut down outlets on Friday for new system upgrade Kenya Commercial Bank (KCB), the country’s largest lender by assets, will temporarily shut down all its outlets across the region starting Friday for system upgrades. The bank has been grappling with system hitches from time to time in the recent past with the latest snag experienced last week when some branches could not process cheques. “All KCB branches across the 6 markets we operate in will be closed from Friday August 12, 2016 at 1500 hours to Sunday August 14 2016 at midnight for system upgrade,” the lender said in a statement.. 17 per cent of young people in dire need of jobs, training Seventeen per cent of young people aged between 15 and 24 years have no jobs, lack education and have no marketable skills to speak of. A study of the globe’s youth population has confirmed that though Kenya is not the country bearing the greatest burden in terms of youth unemployment, reforms are still needed to keep the crisis from worsening. The research found that one third of the world’s 1.8 billion young people are currently neither in employment, education or training (NEET). Of the one billion more youth that will enter the job market in the next decade, only 40 percent are expected to be able to get jobs that currently exist. The global economy will need to create 600 million jobs over the next 10 years – five million jobs each month -- simply to keep pace with projected youth employment rates. Reversing the youth employment crisis is a pressing global priority and the socio-economic cost of inaction is high, says a new report. The analysis, titled ‘Toward Solutions for Youth Employment’ found that South Africa had the highest number of NEETs on the continent, with 57 per cent of young people in a state of disarray. The report was released by Solutions for Youth Employment (S4YE) – a multistakeholder global coalition established to improve youth access to work opportunities. This coalition is a partnership started by the World Bank Group, Plan International, the International Youth Foundation (IYF), Youth Business International (YBI), RAND, Accenture, and the International Labour Organization (ILO).

Inadequate access to finance holding back private sector, World Bank says Inadequate access to finance and banking services is holding back the country’s private sector, making it difficult for enterprises to thrive in the current tough economic environment, a new World Bank report has revealed. The report indicates that credit facilities are mostly channelled to a smaller number of large firms, blocking a large number of private firms from accessing loans. “While a smaller share of firms encounter difficulties obtaining credit than in comparable regions, large numbers of firms have disconnected from the banking sector altogether and by doing so they lose growth opportunities,’’ the report said. The study, which analysed detailed information on more than 6,000 private firms in the manufacturing and service sectors, further showed that large firms have higher labour productivity thus

tend to over-rely on capital as a response to distorting incentives. Furthermore, smaller private firms face stiff competition from those wellestablished leading to their collapse or stunted growth. “The region’s exporters are numerous but small, with labour productivity gains concentrated in large ‘superstar’ exporters. While nearly a third of firms in the region engage in basic forms of innovation, innovative activities are associated with certain supporting conditions: human capital, access to knowledge, and access to finance. While better-managed firms are more likely to benefit from innovation, poorly managed firms are more likely to benefit from improving their management practices,” highlighted the report. The survey noted that other key constraints in the business environment hindering the growth of private sector

include tough business environments, political instability, corruption, and unreliable electricity supply. It also revealed that innovation and growth were constrained by barriers to trade and a scarcity of appropriately trained workers. To improve the business environment, especially for smaller private firms, the reports suggests that young private firms should employ more women and youth to help them grow faster and have easier access to credit. The report has touted the private sector as a significant driver for growth and rising prosperity across economies if effective policies are put in place to address key challenges across the region. First Lady, Ministry of Health partner in fight against breast cancer H.E First Lady Margaret Kenyatta and Cabinet Secretary for Health, Dr. Cleopa Mailu today presided over a handover ceremony for a breast cancer diagnostic machine at the Kenyatta National Hospital in Nairobi. The move is part of an ongoing initiative by the First Lady and the Ministry of Health’s to combat the disease. The ceremony comes just as cancer has been cited as the third leading cause of death in Kenya, after infectious diseases and cardiovascular diseases. It causes 7 per cent of total national mortality every year. In 2012 an estimate of 38, 544 new cases were diagnosed with 26,941 deaths. Kenya’s banking sector has seen an 8.73 per cent jump in customer deposits Sh2.29 trillion in December 2014 to Sh2.49 trillion in December 2015, the Central Bank of Kenya (CBK) has revealed. The growth was attributed to increased deposit mobilization by banks as they expanded their outreach and leveraging on mobile platforms to mobilise lower cost deposits. Gerald Nyaoma Director of the CBK’s Bank Supervision Department said the sector’s pre-tax profit decreased by 5.03 per cent from Sh141.1 billion in December 2014 to Sh134.0 billion in December 2015. The banks’ income increased by 9.1 per cent in the period ended December 2015.

CBK boss promises more transparency in Central Bank of Kenya Governor Dr Patrick Njoroge has vowed to promote more transparency within the financial services sector following the release of a report that highlighted key hurdles facing the industry. The CBK head has promised the public that going forward, the sector will be held to a higher standard than it has in the past “2016 will be a year of transition seizing on the lessons and challenges in 2015. In this regard, CBK is working towards ushering in a new normal in the banking sector underpinned by three key pillars; Greater transparency, which is supported by accurate data; Stronger governance with clear demarcation of responsibilities, greater accountability, fair market conduct and stronger supervision,” Dr Njoroge said in a recent address. He explained that the third pillar will involve effective business models, aimed at strengthening the resilience of banks, reducing costs and supporting innovation. “The three pillars will underpin the emergence of a stronger, resilient banking sector to finance

Kenya’s developmental aspirations pursuant to Vision 2030. This will in turn support Kenya’s aspiration of being an international financial centre,” the Governor added. Despite banking sector stability and resilience in 2015, two non-systemic banks, Dubai Bank Limited and Imperial Bank Limited, were placed in receivership by the Central Bank. in the second and third quarters of 2015. CBK’s actions were necessitated by unique circumstances in each of these banks. Dr Njoroge stated that these actions were aimed at protecting the interests of the depositors, creditors and the wider public. CBK and the Kenya Deposit Insurance Corporation, the Receiver Manager, worked closely to resolve the two institutions. CBK commenced efforts to upgrade its supervisory regime and human resource capabilities. “Further, the scope of external auditors of banks was expanded to require them to conduct additional work in assessing reliability of banks’ information, communication and technology systems,” said the Governor.

In November 2015, CBK issued a temporary moratorium on licensing of new commercial banks to allow existing banks to review their business models and consolidate their operations while CBK strengthens its supervisory regimes. This, said Dr Njoroge, is expected to lead to a stronger and more resilient banking sector. “The impact of the adverse global developments on Kenya was minimal due to the diversification of its economy and a stable financial sector. As a result, the key macroeconomic indicators remained relatively stable and supportive of the growth in 2015. Overall inflation eased from 6.9 per cent in 2014 to 6.6 per cent in 2015 mainly due to lower prices of energy and transport. The Gross Domestic Product is estimated to have expanded by 5.6 per cent in 2015 which was an improvement compared to a 5.3 per cent growth in 2014. This growth was mainly supported by a stable macroeconomic environment and improvement in outputs of agriculture; construction; finance and insurance and real estate sectors,” Dr Njoroge said. @Dennis_x254

US consumers could pay Sh253 billion for power plants that never get built

U.S. electricity consumers could end up paying more than $2.5 billion (Sh253.8 billion) for nuclear plants that never get built. Some of the country’s utility firms, including Duke Energy Corp., Dominion Resources Inc. and NextEra Energy Inc., are being allowed by regulators to charge $1.7 billion (Sh172.6 billion) for reactors that exist only on paper, company disclosures and regulatory filings have revealed. Duke and Dominion could seek approval to have ratepayers pony up at least another $839 million (Sh85.2 billion), the filings show. The practice comes as power-plant operators are increasingly turning to cheaper natural gas and carbon-free renewables as their fuels of choice. The growth of these alternatives is sparking a backlash from consumers and environmentalists who are challenging the need for more nuclear power in arguments that have spilled into courtrooms, regulatory proceedings and legislative agendas, Bloomberg reports. “Anything that hasn’t gotten off the ground yet isn’t getting built,” said Greg Gordon, a utility analyst at Evercore ISI, a New York-based investment advisory firm. “There is no economic rationale for it.” Only two of 18 nuclear projects proposed since 2007 are under construction. Nuclear developers have sunk at least $1.2 billion (Sh121.8 billion) of their own cash into proposals where they aren’t allowed or won’t ask to recover expenses from consumers, the disclosures and filings show. At least seven states including Florida allow utilities to collect nuclear licensing and planning costs from customers before any construction begins. In the US states of Virginia and Florida, utilities are seeing increased scrutiny of their plans. The Virginia attorney general has raised concerns about the rising expense of Dominion’s proposed new reactor at its North Anna facility, estimating the total cost at $19 billion (Sh1.9 trillion). “If Dominion proceeds on this ruinous path, it will extract $6 billion (Sh609 billion) to $12 billion (1.2 trillion) in needlessly higher energy bills,” said Irene Leech, president of the Virginia Citizens Consumer Council. Toshiba to work with Djibouti to develop geothermal power Toshiba Corp., the world’s biggest supplier of geothermal turbines, plans to work with the government organization responsible for developing geothermal power in Djibouti, to promote the energy source. The Tokyo-based company and the Office Djiboutien de Developpement de l’Energie Geothermique, or ODDEG, signed a memorandum of understanding to develop the African country’s geothermal resources and provide training for plant workers, Toshiba said in a statement on Tuesday. Toshiba will help ODDEG put together guidelines for plant operation and management and for developing and supplying generation systems, according to the statement. Djibouti, which currently relies on thermal power plants at home and hydro electricity from Ethiopia, has

plans for about 50 megawatts of geothermal power projects, Bloomberg reports. Toshiba has supplied equipment for projects in countries such as the U.S., the Philippines and Iceland, the company said in the statement. In December, Toshiba concluded a similar agreement with Tanzania Geothermal Development Co. Japan has an established presence in Africa with a keen focus on geothermal power. The Asian nation has already made deals with countries like Kenya in a bid to generate revenue while developing the latter’s power sector. The Japanese Embassy confirmed in March this year that collaborative initiatives between the two nations were already in place. “Various areas have been identified for the areas of cooperation, which

s with all things Brazil, bossa nova music is a product of the fusion of multiple sounds and cultures. The characteristically idyllic, sleepy tone of the music is the creation of the union between samba and jazz and is sometimes termed as ‘Latin jazz’. Gaining fame and popularity in the 1950s and 60s bossa nova remains one of Brazil’s most admired exports. Although in modern times bossa nova’s extreme nonchalance has actually been part of its desmise in popular culture. As rock and roll took hold of audiences and the genre’s supporters waned bossa nova was prceived as ‘old people music.’ This does not mean that it still does not hold a special place in the musical history of Brazil. Ayimba’s side are in a tough pool that has New Zealand, Great Britain and Japan. Shujaa will take on Great Britain in their first pool match at 6pm today before facing heavyweights New Zealand at 11.30pm. Kenya has had mixed fortunes against New Zealand but has proved to be one of the sides able to take down the All Blacks by their horns. But a tougher challenge is expected against Great Britain which is composed of top players from England, Scotland and Wales as well as Japan who beat them in the series in the just concluded season. “It is a tough group and we’ve got to be very clinical to stop it and go to the next stage then see what is in store for us,” Ayimba said. They will end their introductory assignments against the Asian representatives tomorrow morning. “We are going for the gold. We said over the last eight months that this is something we are

looking to do. Like I said when I came back, the series was going to be our training ground for the Olympics. We peaked at the right time going into the end of the season and we want to carry that moment right from our first match,” the coach noted. Despite the fact that it is a team sport, Ayimba is expected to count heavily on Mwamba and Kenya flyer Collins Injera who is expected to be a game changer for the team. Injera, a household name, has blazed international trail since 2006, and is currently the all-time leading try scorer on the HSBC World Rugby Sevens Series with 235. Jamaica’s Usain Bolt defended athletics’ future at an unconventional news conference in Rio featuring a dance troupe and a rapping Norwegian. Amid the razzamatazz the sixtime Olympic champion made a serious point about the future of the sport. The run-up to the 2016 Games was dominated by Russia’s doping scandal, while American rivals Justin Gatlin and LaShawn Merritt have served drug bans. “People should have faith. We’re weeding out the bad ones,” Bolt said. “I think we’re going in the right direction,” said the 29-year-old. But he added “nothing is guaranteed” when asked whether the sprint races at the Games, which start on Saturday, would be drug-free. Bolt, who said in February

he would retire from athletics after the 2017 World Championships, confirmed this would be his last Olympics. The sprinter, who holds the 100m and 200m world records, also said he was aiming to become the first man to run under 19 seconds in the 200m. He could leave Rio with a third successive Olympic treble after winning the 100m, 200m and 4x100m relay titles at Beijing in 2008 and again four years later at London 2012. “The 100m is never stressful,” Bolt said. “For some reason, when I get to the 200m, I’m always a little bit nervous. I always wanted to run sub-19. It’s going to be hard, but you never know.” Bolt’s news conference on Monday was held at the Cidade das Artes, the home of the Brazilian Symphony Orchestra and the largest theatre in South

America. The world’s media queued for more than two hours before the start - and when the event did get under way, there were fewer empty seats than at many of the actual events. Given the significant media appeal of the world’s fastest man, it was perhaps to be expected that the news conference would be far from ordinary. A Norwegian journalist declined to ask a question instead proclaiming his love for Bolt before rapping a song in his honour and then blowing him kisses while samba dancers joined the sprinter on stage and danced with him. “I like to entertain, because that’s what people come out to see,” said Bolt. “I try to entertain and make it different. Pogba rejoins Man Utd for record £89m P

aul Pogba said “the time is right to go back to Old Trafford” after completing his world-record £89m transfer to Manchester United. The 23-year-old midfielder returns after four years away, having left United for Juventus for £1.5m in 2012. Pogba, who signed a five-year deal, added: “This is the right club for me to achieve everything I hope to.” Manager Jose Mourinho said the France international could be “the heart of the club” for the next decade. United will pay the Italian champions 105m euros for Pogba, plus 5m euros (£4.5m) in performance-related bonuses and other costs. It surpasses Wales forward Gareth Bale’s £85m move to Real Madrid from Spurs in 2013 as the biggest transfer deal in history. The announcement was made just after 00:30 BST, with a glossy video showing the player with a red devil marked into his hair - emerging from the shadows. It was followed by a series of sponsor videos, including one with English rapper Stormzy. Pogba, who helped hosts France reach the Euro 2016 final, has won the Serie A title in each of his four seasons at Juventus. He is Mourinho’s fourth signing at United, after Ivory Coast defender Eric Bailly, former Sweden striker Zlatan Ibrahimovic and Armenia forward Henrikh Mkhitaryan. It will be the first time in 20 years an English club has paid a world-record fee - Alan Shearer’s move to Newcastle United from Blackburn Rovers for £15m was the last. Pogba joined United from French club Le Havre in 2009 as a 16-year-old, but made just a handful of appearances before his contract expired in July 2012. He has made 178 appearances for Juventus, scoring 34 goals, and helped the club reach the 2015 Champions League final. The Serie A side had offered him a new contract, while Real Madrid were also

interested in signing him. Pogba said his mum has told him he would return to Old Trafford and that it was his “destiny”. Speaking to MUTV he added: “I just came back to Carrington. It was like I’d just come back home. I just went for a holiday.” The move has rumbled on all summer, with the back pages of the newspapers featuring reports of deals done, deals delayed, counter-bids from big-club rivals, denials and intrigue over agents’ fees. At Mourinho’s first Old Trafford news conference on 5 July he said he wanted to sign four players and had secured three. Many believed the fourth was Pogba. But it has taken more than a month since then for the Portuguese to get his man. On 9 July, United finally declared their official interest but there were rumours the player preferred a move to Real Madrid. Following’s France’s Euro 2016 final defeat by Portugal, Pogba went on a long holiday to the USA. His agent Mino Raiola stoked the flames by saying a number of clubs were interested in his client and continued to deny a deal with United had been agreed. On Saturday, Juventus boss Massimiliano Allegri summoned Pogba to training, but just a day later United announced the player would have a medical - with the hashtag #POGBACK - and on Monday he arrived in Manchester. But it took until the early hours of Tuesday BST for the deal to finally be concluded, a delay that Pogba called “annoying”. Writing on Instagram he said: “This transfer took so long because it was a huge decision and involved lots of thinking and work.” Pogba claimed he left the club “frustrated” and “disgusted” because former manager Sir Alex Ferguson did not play him. Ferguson said he “distrusted” Pogba’s agent, Raiola, and alleged an agreement with Juventus had already been made.
