The Coalition for Reforms and Democracy (Cord) risks experiencing massive voter apathy if it fronts only one candidate in all elective positions in the next general elections. Kakamega Senator and Ford Kenya Deputy party leader Boni Khalwale warned that presenting only candidate will discourage other voters whose candidate did not made it to the ballot from coming out to vote. The massive voter apathy according to Khalwale will have negative impact on the number of votes for Cord presidential candidate. “When a candidate belong to Ford Kenya or Wiper don’t make it to the ballot after the nominations, then his supporters are highly not likely to turn out during the final voting day,” Khalwale said. Addressing a press conference at Parliament Buildings yesterday, the Kakamega Senator said the same process made the coalition to lose parliamentary seats to other parties in the last general elections and the same mistake should not be repeated this time. “Our ultimate goal to form the government after the next general elections and therefore we should learn from the mistakes that we made in 2013,”Khalwale said. “If many voters don’t turn up on the voting day to cast their ballot for their MP, then it means even the final presidential votes of our candidate will be affected,” he added. Siaya Senator James Orengo however warned that going the Ford Kenya way might cost the opposition many seats and said the coalition will go for joint nominations and present only one candidate on the ballot. The term of a special committee set up to probe the rising cases of school fire has been extended by six weeks. Education Cabinet Secretary Fred Matiang’i said the committee asked for more time in order to present a thoroughly researched report. “The team said it needed more time to thoroughly analyse the data it has collected since it was appointed in July,” Matiang’i said in his office yesterday. “The team was to complete and submit its report last month but after having a meeting with them, I feel there is need for more time so that we can have a well-researched report that can help us get lasting solution to this problem,” Matiang’i said. The committee, established on July 19, was tasked to investigate the causes of arson attacks in various schools that led to destruction of property worth millions of shilings and closure of over100 schools. More than 100 students and scores of teachers were also arrested and charged after a trend that saw the ministry restrict transfer of students affected in the unrest. The committee is expected to probe all cases of school fires during the second term of 2016 as well as review recommendations of

Kenya loses SH45 billion annually due to accidents
Kenya loses approximately sh45 billion annually excluding the loss of lives as a result of road accidents. In addition the country also loses at least 3,000 people annually from road traffic accidents, with nearly half being pedestrians. Statistics released by the NTSA show that 814 pedestrians were killed between January and September 20 out of the total 2180 deaths reported with passengers and motorcyclists among others leading victims accounting for 538 and 519 mortalities respectively. According to the NTSA statistics, drivers and pedal cyclists accounted for 255 and 254 deaths respectively. Pedestrians are the most vulnerable road users in Kenya, a recent report by the National Transport and Safety Authority (NTSA) has revealed. However, the report shows the number of pedestrians killed had declined compared with the same period last year, when 917 deaths were reported. Speaking during the launch of the report at a Nairobi Hotel yesterday, NTSA Director General Francis Meja attributed the drop in pedestrian’s fatalities to the erection of guards’ rails and increased use of designated crossing points. “The authority is confident that these numbers will even out by the end of October and thereafter we will work towards reduction by the end of 2016 compared to 2o15,” he said Meja explained that there has been a steady drop of fatalities from February to September 20, when the report was compiled from 17.5 per cent to 2.6 per cent to date. Generally, the report said that the road fatalities shot up from 2125 in 2015 and 2180 as at Tuesday this week. This year only the road fatalities rose by 2.5 per cent between January and September 20 compared to same period last year. 400 pupils die annually due to road accidents-report indicates
More than 400 school going children die annually through road accidents in the country this is according to a report by the Association for Safe Road Travel (ASIRT). The report released today at a Nairobi hotel shows that most of the accidents happened in urban areas compared with rural settings due to the high number of vehicles in urban centres compared to the rural area. Close to 70 per cent of the children rural areas walk to school unescorted by an adult leaving them prone to unruly boda boda operators. Speaking during the launch of the report, ASIRT executive director Bright Oywaya accused the National Transport and Safety Authority(NTSA) for doing little to address the school transport system saying they concentrated only on public transport services. She said most of the policies in the Traffic Act,2014 had been flouted leading to increased negligence by most schools. “NTSA mostly run after PSV and rarely focuses on school transport system. No wonder most schools do not care about the safety of children,” said Oywayo. She lamented of schools that buy worn out vehicles and employ unqualified drivers to cut cost at the expense of safety of the pupils. They now want parliament to pass the Traffic (amendment),2014 to ensure the laws needed to protect school going children on their to and from school.

DNA hints at earlier exodus of modern man from Africa Hints of an early exodus of modern humans from Africa may have been detected in living humans. Present-day people outside Africa were thought to descend from a group that left their homeland 60,000 years ago. Now, analysis of nearly 500 human genomes appears to have turned up the weak signal of an earlier migration. But the results suggest this early wave of Homo sapiens all but vanished, so it does not drastically alter prevailing theories of our origins. Writing in the academic journal Nature, Luca Pagani, Mait Metspalu and colleagues describe hints of this pioneer group in their analysis of DNA
in people from the Oceanian nation of Papua New Guinea. After evolving in Africa 200,000 years ago, modern humans are thought to have crossed through Egypt into the Arabian Peninsula some 60,000 years ago. Until now, genetic evidence has shown that every non-African alive today could trace their origins to this fateful dispersal. Yet we had known for some time that groups of modern humans made forays outside their “homeland” before 60,000 years ago. Fossilised remains found at the Qafzeh
and Es Skhul caves in Israel had been dated to between 120,000 and 90,000 years ago. And in 2015, scientists working in Daoxian, south China, reported the discovery of modern human teeth dating to at least 80,000 years ago. An additional piece of evidence recently came from traces of Homo sapiens DNA in a female Neanderthal from Siberia’s Altai mountains. The analysis suggested that modern humans and Neanderthals had begun mixing around 100,000 years ago - presumably outside Africa. CBK warns of dip in credit growth among private sector players A continued slowdown in the growth of loans being witnessed across the private sector is likely to hurt the economy, Central Bank of Kenya (CBK) Governor Patrick Njoroge has warned. The Governor noted that the sector may not bounce back despite CBK’s move of lower the Central Bank Rate (CBR) to 10 per cent earlier this week. “Credit to the private sector rose by a dismal 8.6 per cent in June year-on-year, much slower than the CBK’s target of 15.3 per cent, and slowed further to 7.07 per cent in July,” Njoroge said. The CBK boss further attributed the slowdown to the new banking law, saying capping interest rates at 4 per cent above the CBR has ‘complicated’ the monetary policy. “We are not sure how banks will behave going forward but there is a possibility that risky borrowers could be cut off, and this may lead to a huge decrease in private sector credit,” he explained. The latest numbers indicate a drop from 17.8 per cent as of December 2015 to 7.1 per cent in July 2016, which threatens to undermine economic growth. Njoroge however says the CBK is monitoring how the new law is affecting the monetary policy and the general economy. “It is still not clear why there is a huge decline in the growth of private sector credit. It could be due to a data issue. Maybe the numbers are wrong. It could also be a slowdown of the economy which other metrics don’t support. We have also seen a delay of payments to suppliers as the large corporate are asking for longer payment periods to

He was speaking during the 9th annual Africa Investors (Ai) CEO Investment Summit in New York, where he was named the 2016 International Business Leader of the Year. Decline in fuel prices prompts Vivo to set up 23 million litre diesel tank Consumers are set to benefit from a 23 million litre diesel storage tank courtesy of Vivo Energy Kenya that has been opened at the company’s Mombasa terminal. The tank boasts the largest diesel storage capacity in the country by one oil marketer. The opening of the tank would ensure availability of diesel in each and every part of the nation thus reducing the price of the product, economists have said. The firm has also opened a 5 million litre petrol storage tank, bringing the company’s total diesel storage to 53 million litres whereas petrol storage remains at 29 million litres. “Additional storage will enable Vivo Energy Kenya to support its rapidly growing retail business which has witnessed a 54 per cent growth over the last three years. It also increases flexibility to support inland markets like Uganda.” said Vivo Energy Kenya

Asian healthcare giant opens Sh252 million facility in Kenya Columbia Asia, one of the largest and fastest-growing healthcare companies in Asia, is expanding its operations to Africa to serve a rising demand from the continent’s middle class for affordable, modern and efficient healthcare facilities. The company’s first facility in Africa – a 5,300-square-foot multispecialty clinic and diagnostic center – opened this week in Nairobi, which is home to more than three million people and in the midst of a surge in foreign direct investment. The clinic is operating under a new brand, Columbia Africa. Columbia Asia, part of Seattle-based Columbia Pacific Management, has 27 hospitals and one clinic in India, Malaysia, Vietnam and Indonesia, built with a business model focused on serving a rapidly-growing middle class with modern and efficient multispecialty facilities located close to where patients live and work. The new clinic in Nairobi specializes in family medicine, internal medicine, pediatrics, gynecology, general surgery, orthopedics, ophthalmology and dental care. The facility offers health checks, as well as telemedicine to allow patients to consult with specialist doctors at Columbia Asia hospitals. The investment worth Sh252 million ($2.5 million) is located on G-02 Ground Floor, Park Place, 2nd Avenue Parklands, Off Limuru Road. Real estate developers urged to target lucrative, untapped mortgage market Kenya’s real estate developers have been encouraged to tap into a largly untapped, yet potentially lucrative market segment that has been locked out of the housing loan industry. Investment analysts and real estate companies, including Cytonn Investments, have noted that the country’s mortgage market is still gravely underdeveloped despite constant reminders that housing needs to be affordable. Even with a growing middle-class, recent data from real estate leader HassConsult has found that consumers prefer to pay rent rather than take a mortgage.
This is not a choice they make themselves but a situation they are forced to accept because the cost of owning a home is still too high for most Kenyans. Less than 10 per cent of Kenyans can reasonably afford a mortgage. “Unlike its American and European counterparts, Kenya could easily digest more debt in its property market. Kenyatta’s recent move to sing into law a Bill that will put a cap on interest rates, this is likely to change. Nonetheless, there is still the issue of low incomes coupled with a recent analysis from the Central Bank, which warned that some banks may be reluctant to dish out loans to ‘risky’ borrowers given the new low interest rates. In 2015, industry players extoled the introduction of the Kenya Banker’s Reference Rate (KBRR) in view that it will help grow mortgage assets in the country. Since its introduction last year by policymakers at 9.13 per cent to act as the new base rate of all commercial bank’s lending rate and a later revision this year to 8.54 per cent, mortgage uptake in the country still remains low. “The local housing market faces myriad challenges among them the yawning deficit now estimated to stand at an annual demand of 300,000 housing
units against supply of a paltry 60,000. The mortgage rates remain high for majority of Kenyans to afford,” Ojijo said. In the country mortgage rates average at 17 per cent, with some financial institutions reported to have rates as high as 22 per cent. With the demand for housing units of more than 200,000 per year and growing, there is therefore an urgent need to increase the supply of new and affordable housing units. “The government will facilitate delivery of 300,000 housing units by 2017 and as a means of addressing the funding gaps in the public sector, the government has embraced Public-Private Partnerships to leverage private sector funds both internally and externally,” Acting Cabinet Secretary for Land, Housing and Urban Development, Fred Matiangi said in an earlier address. @Dennis_x254
World Bank, United Nations move to help Kenya address slum crisis The World Bank and the United Nations have reaffirmed their commitment to help Kenya deal with its informal settlements crisis. The World Bank, through its Kenya Informal Settlements Improvement Project (Kisip), which was approved for financing in 2013, said in a statement that efforts are underway to provide decent housing for thousands still living in dilapidated structures. The objective of the Informal Settlements Improvement Project is to improve living conditions in informal settlements in selected municipalities in Kenya. This will be achieved by enhancing security of tenure and improving infrastructure based on plans developed in consultation with the community. “This project has 4 components. Component 1 focuses on strengthening institutions and program management by supporting institutional strengthening and capacity building of the Ministry of Housing, the Ministry of Lands, and the selected municipalities. Component 2 enhances tenure security by supporting systematization
and scale-up of ongoing efforts to strengthen settlement planning and tenure security in urban informal settlements. Component 3 will invest in infrastructure and service delivery. Component 4, planning for urban growth, will support planning and development of options that facilitate the delivery of infrastructure services, land, and housing for future population growth,” the Bank said in a statement. Over the years, the government of Kenya has experimented with different settlement development policies and strategies, ranging from forced eviction, resettlement, site and services schemes and upgrading . Until 2000, when the UN member countries developed and adopted the Millennium Development Goals (MDGs), which focus on slum upgrading/ improvement, forced eviction was the dominant form of slum eradication in Kenya. Amref calls on private, public sectors to help implement SDGs
Gaps in funding and knowledge across Africa have highlight the need for partnerships in implementation of sustainable development goals (SDGs) that touch on health. This is according to the latest report from medical care provider, Amref Health Africa, which convened a regional conference in Nairobi to discuss possibilities of partnership between the public sector, the private sector and the civil society. The robust panel discussion, which took place yesterday, drew views of public sector players and private sector players, including industrialist Dr. Manu Chandaria. The outcomes of theconference will be integrated into an agenda for the Africa Health Agenda International Conference slated for March 7 to March 9, 2017. Amref Health Africa hosted the regional pre-conference event to showcase strategic areas it will focus on implementing the United Nationsbacked Sustainable Development Goals. The Nairobi-based health NGO, which is the only indigenous international health NGO headquartered in Africa, will concentrate its efforts on four of the 17 core SDGs: nutrition and food security (SDG 2); health (SDG 3); gender equality (SDG 5); and access to safe water and sanitation (SDG6). “Our focus is on the four core areas, but we need to leverage on partnerships to get the job done. Partnerships are envisaged under SDG 17” said Dr Githinji Gitahi, Group CEO of Amref Health Africa. Dr. Gitahi was speaking as he moderated a high-level panel discussion on implementation of the health-related SDGs in Africa. Panelists included, Brigid Wachira, General Manager of GlaxoSmithKline Kenya, World Health Organization representative in Kenya and senior government officials from Kenya, Uganda and Tanzania.
“Health spending accounted for 5.1 per cent of Kenya’s national budget in 2001/02. This increased to 6.8 per cent in 2013,” said Elkana Ong’uti, Chief Economist at Ministry of Health, Kenya. However, the current spending significantly undershoots the recommended 15 per cent of GDP for health spending in Africa. This signals the need for partnerships with private sector to plug the funding gap. The Kenyan Constitution provides policy framework for partnerships through the public private partnership act. “Private sector needs to understand how to do well for society while doing
good for shareholders. It needs to start embedding SDGs into their business plans,” said Dr. Githinji. Industrialist, Dr. Manu Chandaria, who was present at the meeting, stressed the importance of partnerships that can drive knowledge transfer to ensure that the locals on the ground understand the SDGs. “We should change our approach so that local populations own the agenda,” said Dr. Chandaria. Besides showcasing opportunities for partnership, the event acted as a curtain raiser for the Africa Health Agenda International Conference slated for March 7-9, 2017 that will bring together global participants to discuss a
wide range of health issues, key among them the implementation of the SDGs through partnerships and integration of community health workers into the formal health system. SDGs are a set of 17 aspirational “global goals” with 169 targets accepted unanimously by world leaders in September 2015 that will set the tone for the global development agenda over the next 15 years through to 2030. Nairobi County to support over 1.6 million Jua Kali artisans Nairobi’s County government will in the near future, put up street lights in every corner of the County in a bid to make the jua kali sector a 24 hour economy, Nairobi Governor Evans Kidero has said. Speaking when he held bilateral talks with Jua Kali sector leaders this morning, Kidero affirmed that the County government would also help the sector in terms of innovation, access to affordable funds, sales and marketing of their products, among other measures. He said all the promises he has made will be accomplished once the national government clears the debt it owes the county. “Once the National government pays us all our dues, we shall allocate part of the kitty towards the Jua Kali sector to help it thrive,” said the Governor. He said he will be consulting other stakeholders to put up a training institute to help artisans not only make useful products, but also aid them in promoting and marketing their goods. He was responding to National Chairman of the Jua Kali sector, John Muhoro’s request to the county government to support the sector. He had urged the government to help artisans access affordable loans. Commenting on the same, Nairobi Deputy Governor Jonathan Mweke said the County government does not employ but creates a conducive environment for employment opportunities. “The county government doesn’t employ people but creates an environment that supports job opportunities,” he said. Nairobi alone has the highest number of Jua Kali artisans, which currently stands at 1.6 million people and is ranked among the leading sectors in terms of job creation. Only 50,000 Nairobi residents, out of a population of more than, one million are in formal employment.
