IEBC: We don’t have powers to bar candidates MONDAY, SEPTEMBER 26, 2016

The Independent Boundaries and Electoral Commission (IEBC) has no powers to bar candidates from contesting any elective seat. The commission’s chairman Isaack Hassan today told senators that clearing of candidates who have adversely been named in graft cases is a prerogative of the Ethic and Anti-Corruption Commission (EACC). Senators are reportedly preparing a Bill that seeks to have those adversely mentioned in graft reports including those from the Parliamentary Accounts Committees and the office of the Auditor General to be barred from contesting any elective seats. But Mr Hassan said they do not have the powers to bar candidates. While appearing before the Senate Public Accounts Committee today, the IEBC boss said the commission can only bar a candidate if the individual has been convicted by a court of law and all appeal avenues have been exhausted. “For now we cannot bar any candidate based on parliamentary report of any financial impropriety or the report of the Auditor General. We can only bar an individual if he has been convicted by a court of law,” Hassan said. In a move aimed at Governors, Senators

wants the electoral commission to bar all accounting officers with financial queries from contesting in the next general elections. Kiambu Senator Kimani Wamatangi said all accounting officers entrusted

with managing public funds should be properly put to account before being allowed to participate in the general elections. “The accounting officers must be made to account for every public shilling

that was under them during the entire period of their reign before being allowed to contest for a seat in the next polls,” Wamatangi said. Wamatangi said the committee is drafting a bill which is at an advanced stage to introduce an additional requirement that all accounting officers to be cleared by parliament before being allowed to vie. “The Bill is at advanced stage and it’s currently with our legal team. We shall then present it to senate for debate,” Wamatangi said. Hassan however said currently the law does not allow IEBC to bar candidates based on such grounds. “I urge parliament to empower EACC as it is the body mandated to clear candidates on integrity issues and not IEBC. For us once a candidate has been presented with a nomination certificate we will clear him,” he said. “We don’t do any vetting on candidates that is done by EACC through candidates filling the self-declaration form,” added IEBC vice chairperson Lillian Zaja. Trans Nzoia senator Ole Ndiema however urged the electoral commission to do background checks on documents presented by aspiring candidates before clearing them.

Meanwhile, Mr Hassan has said they are ‘busy packing and ready to leave’ office even as their exit package is being looked at. He however remained tight-lipped whether they will finally vacate the office by the end of this month as proposed in the report by the Joint Parliamentary Select Committee that midwifed their negotiated exit from office. Mr Hassan who not accompanied by any commissioner told the committee that the commissioners are busy packing in readiness to leave office. The chairman expressed concern that the smooth transition and handing over envisioned in the Joint Select Committee report may not now be realized owing to the strict deadlines. Kisumu senator Prof Anyang’ Nyong’o who chairs the senate’s Public Accounts Committee urged Hassan and other state offices to work tirelessly and ensure that election date is not postponed. “There is much at stake and we cannot afford to push the election date. I urge State agencies including Treasury and Office of the Attorney General to work even for 24 hours to ensure that we hold elections in August next year,” he said. @sam_x254

President Uhuru Kenyatta is confident of an amicable solution to the on-going blame game between the National Treasury and Salaries and Remuneration Commission (SRC) over the delayed tabling of a sendoff package for eight Independent Electoral and Boundaries Commissioners (IEBC) and their Chairman Isaack Hassan who agreed to vacate office. State House Spokesman Manoah Esipisu on Sunday dismissed reports calling for the President to intervene in the matter, following fears that the squabbles may delay the recruitment of the new IEBC officials in time for next year’s General Election. “Treasury CS Henry Rotich already said that there are going to be discussions next week, which really means that there isn’t any need for the President to issue any directives when work is already being done,” he said while fielding questions from journalists during his weekly briefings. Rotich had on Saturday confirmed that negotiations with the Attorney-General and the IEBC commissioners are ongoing and will soon agree on a package. The CS said the talks were focused on how to source the monies for the send-off package with some leaders proposing the poll chiefs be paid from the Contingency

The blame game on the stalled IEBC reforms was ignited by National Assembly Speaker Justin Muturi after he accused the two agencies of stalling the recruitment of the new IEBC officials by failing to submit a proposed send-off package a month after Parliament adopted a report by the Joint Parliamentary Select Committee which drafted the electoral reforms roadmap. SRC sought to wash its hands off the matter by claiming that it is the Treasury which has not tabled a proposal on a send-off package.

But the National Assembly Speaker has insisted that the Sarah Serem-led team, which is constitutionally mandated to give guidelines on perks awarded to holders of public office is to blame. CORD leaders have threatened to resume street protests if no direction is given by Monday ahead of the Friday deadline. “If there is nothing done by Monday, we will do what we do best—street protests,” Orengo said on Saturday. Gatundu South Member of Parliament Moses Kuria, is also worried that unless the process is hastened, the current commissioners may be obligated to oversee next year’s General Election if they do not vacate office by Friday next week as outlined by the joint parliamentary committee that drafted proposed electoral reforms. “It is my hope that the speakers will convene an emergency seating of the two houses to create the oversight committee,” he wrote on his Face book Page, soon after Muturi issued his statement from Iran. Hunt on for matatu driver in Lang’ata road accident

A manhunt is underway for the driver of the Rongai matatu which overturned on Lang’ata Road yesterday, killing at least four people and injuring dozens others. Nairobi Traffic Commandant Leonard Katana said today that they are closing in on the driver who fled from the scene of the accident. “We are looking for the driver of the vehicle who is still at large but we are closing in on him. It is really sad when four people die as a result of reckless driving,” Katana said. He encouraged passengers to be alert and speak out especially if the driver of the vehicle they are in is speeding. “Passengers in these PSVs need to speak out. If a driver is speeding, he should not be allowed to do so. We all have a responsibility to ensure that drivers operate their vehicles responsibly,” he said. Police and witnesses said the accident occurred when the bus from Rongai overturned near Lang’ata Police station on its way to the city centre. The cause of the accident remains unestablished but witnesses said the bus may have been on a high speed and trying to avoid hitting another vehicle when it overturned. Images circulating on social media showed passengers in blood-soaked clothes being rescued from the bus before police arrived. At least three buses from the Rongai route have overturned on the notorious road since June last year, raising concerns on their safety record. In August, a pupil from Victorian Academy, Meru died and several others were injured after a bus ferrying them to the music festival overturned on Lang’ata Road.

The Law Society of Kenya and the Supreme Court have today expressed support for Chief Justice designate David Maraga saying they are ready to work with him. While speaking at the Millimani Law Courts after the launch of the Legal Awareness week, LSK president Isaac Okero said Justice Maraga has the grasp of law, understanding of the courts and experience needed to spearhead the judiciary. His sentiments were backed by acting president of the Supreme Court Justice Mohammed Ibrahim who said the bench is ready to work with Justice Maraga. Maraga was nominated by the Judicial Service Commission (JSC) last week to succeed Willy Mutunga as the next Chief Justice. “Justice Maraga has the grasp of law and experience to lead the third arm of government. From the JSC interview no one else matched his credentials based on intelligence. He is a man that the LSK is ready to work with,” said Okero. “I have worked with him at various levels and am happy that he has been appointed to head the highest court in the land. I am ready to work with him and extend our legal mandates together,” Justice Ibrahim asserted. On the awareness week, Okero noted that all lawyers will focus their attention on legal aid to all Kenyans especially on land, succession, family law

matters and human rights violations. The services will be extended to prisoners and offer free legal representation. “This year we shall extend our free services to remandees and convicts in all prisons to enlighten them constitutional provisions including the procedure of plea bargaing and ability of self-representation,” Okero who was flanked by tens of lawyers said. Hundreds of eagerly awaiting Kenyans from all walks of life filled the court precincts ready to receive legal aid. Justice Ibrahim underscored on the need for alternative conflict resolution away from the normal court process saying that it would go a long way to reduce backlogs in courts. “Litigation have never been very effective in managing conflicts going that they have been inaccessible by the majority poor. We need to use out of court mechanisms,” expressed Justice Ibrahim. He added: “Through alternative dispute resolutions the courts will partner with LSK and other actors, in the justice systems to promote out of court processes.” Other lawyers led by Nairobi LSK chairman Charles Kanjama appealed to the government to urgently operationalize the National Legal Aid Service through the gazzetment of the full board, recruit necessary staff as well as provide requisite funding @wilson_x254

Mwende heads to South Korea for artificial hands Jackline Mwende, the woman whose hands were chopped off in Machakos allegedly by her husband, has left Nairobi today for South Korea to be fitted with prosthetics. Doctors who were treating her at the Kikuyu PCEA Hospital recommended that she be flown out for specialized treatment since the prosthetics needed are not locally available. And today, Ms Mwende left Nairobi in the company of a doctor from Kikuyu PCEA Hospital for Korea to get artificial limps. LG Electronics, a South Korean firm will cater for both the travel expenses and hospital bills. At the Kikuyu Hospital, doctors operated on Mwende to shorten the bones on her wrists and created a “muscle flap and rounded it” to make it easier for the prosthetics to be attached. She was also treated for infection in both arms. The prosthetics, once fitted, are expected to coordinate with her upper-hand muscles to enable her to feed herself, carry some objects, turn on electric switches and perform other light chores. The limbs are designed to mimic the human anatomy as they rely on naturally generated muscle energy for movement. The myoelectric prostheses in Korea is expected to take ten days before Mwende (pictured below) travels back to Kenya. Kikuyu Hospital will then continue with reviews for her.

City Hall debt row with government escalates as State says it won’t pay The national government and the Nairobi City County government are set for another round of legal battle after the state said categorically that it will not pay a debt of Sh65 billion owed to city hall in accrued land rates. Interior Cabinet Secretary Joseph Nkaissery said the national government does not owe the City Hall any money and asked Nairobi Governor Evans Kidero to ‘stop lying to the public that the national government owes the county any arrears’. “How can the county government demand payment from the national government, which is superior to it?” Nkaissery said on Citizen TV yesterday. He said it was improper for the county to demand payment from the national government yet the latter had a greater assignment of serving the public including the devolved units. Dr Kidero last week asked the national government to pay the debt or he returns to court to force the state into doing so. According to the governor, the national government had deliberately refused to honour the courts directive to pay the money to the county. As such, Dr Kidero wanted his lawyers to go back to court and ask the judge the force the state to pay the dues which have

Ugandan police have blocked gay pride celebrations from happening in two resorts outside the capital, Kampala. Gay rights activist Frank Mugisha said more than 100 LGBTI people tried to participate in the celebrations in Entebbe near Lake Victoria. France to dismantle refugee camp French President Francois Hollande says the controversial makeshift camp known as “The Jungle” in Calais will be completely dismantled. During a visit to the northern city today, Hollande said France will carry out a “full and final” dismantlement of the camp, where thousands of displaced people live in squalid conditions. “From now on our objectives are clear;

to guarantee the security of the people of Calais, maintain public order and ensure for the migrants and refugees conditions are dignified,” Hollande said. Youth set to benefit from Sh5bn USAID programme

Kenya is set to benefit from a $50 million (Sh5 billion) deal dubbed the Young African Leaders Initiative (YALI), a United States Agency for International Development (USAID) programme that seeks to foster leadership opportunities for African youth. YALI also seeks to encourage young Africans to excel in business, civil society and public administration in their respective countries. In order to set the drive in motion, Rendeavour, Africa’s leading urban developer, signed a Memorandum of Understanding with the US Agency for International Development (USAID) to support and grow young African leaders. The government, through the Ministry of ICT, has announced the distribution of 1.2 million laptops to 23,000 primary schools across the country. ICT Cabinet Secretary Joe Mucheru says his Ministry is working extra hard to ensure they distribute the digital learning devices by December 2016 to ease the commencement of learning in January 2017. The CS said Standard One students would start using them once the new year begins. The project is fully funded by the government and is being jointly implemented by the Ministries of Education, ICT, Energy and Industrialisation. The CS confirmed that last month, the Government received the first batch of the 1.2 million digital literacy devices with the cargo from China containing 5,000 devices. The deliveries are expected to rise to 30,000, at least on a weekly basis under the Digital Literacy Programme. He said investing in ICT skills is the only way the country and the entire continent can create job opportunities among the youth. “For Africa to adequately prepare as an emerging economic powerhouse, it is important to invest in empowering the youth with ICT skills,” he explained. Maisha Microfinance Bank launched as new lender moves to target SMEs A former influential Moi-era businessman Jared Kangwana has teamed up with his business counterparts to open Maisha Microfinance Mank (Maisha MFB) targeting only small and medium-sized borrowers. The move comes just after economists have warned that a new law to cap lending rates at 14 per cent could lock out a majority of small borrowers. Speaking at the bank’s launch ceremony in Nairobi last week, Maisha MFB CEO Ireneus Gichana said the micro-lender would seek to link the existing financial inclusion gap being witnessed in both the sector and the country at large. He confirmed that the newly launched institution will advance micro loans as low as Sh10, 000 and up to Sh350, 000 with a turnaround processing time of two days. The Central Bank of Kenya licensed the lending institution, which surpassed all the necessary requirements, having an initial capital of Sh90 million. The CBK sets Sh60 million as the base starting

NHIF eyes 12 million in informal sector MONDAY, SEPTEMBER 26, 2016

The National Hospital Insurance Fund (NHIF) will next month embark on a vigorous registration drive targeting an estimated 12 million people in the informal sector who are yet to enroll in the social health insurance cover. NHIF CEO Geoffrey Mwangi has revealed that the Fund has so far recruited 3.5 million people from the formal sector and a further 2.5 million in the informal sector and is now planning to expand its membership. “This will facilitate the realisation of Universal Health Coverage and protect Kenyans from out-of-pocket expenses which are incurred in accessing treatment,” Mwangi said. The move by the Fund follows a recently rolled out affordable care package for those in the informal sector, allowing them to contribute Sh 500 per month or Sh 6,000 per year. The Fund has also increased inpatient and outpatient benefits for members who can now access dialysis, chemotherapy, radiotherapy and theatre services. “We have been going round doing a lot of campaign and the message has sunk but we still need to keep telling people so that, those who are still out there can come on board. We will start the campaign on October and run it until December because every Kenyan should have a health insurance

package,” Mwangi noted. At the moment, members in the formal sector contribute on a graduated scale rate that is calculated at 2.5 per cent of one’s income but capped at Sh 1,700. This translates to a minimum of fee of 150 a month for those who earn less than Sh 6,000 per month to a maximum of Sh 1,700 a month for those whose monthly take-home is above Sh100,000. “Going forward it should be an employer-employee contribution so that we are not limited from offering some benefits to our members,” Mwangi observed. Under the increased benefits, members can access maternity care packages where the Fund reimburses Sh10,000 for a normal delivery and Sh30,000 for any delivery via Caesarean Section. However, this is only available in 2,000 health facilities that have been contracted by NHIF. To increase access to mental health services, NHIF has rolled out a rehabilitation and drug/substance abuse package. Africa should open its borders, support infrastructure development, says ECA boss Regional integration in Africa can support trade through the development of transboundary infrastructure, Economic Commission for Africa (ECA) Executive Secretary, Carlos Lopes has said. Lopes has called on sovereign wealth funds to support African development by investing in sustainable infrastructure which, he said, is the growth story of the future. “Africa has suffered too long from unnecessary high cost of capital due to perceived investment risks rather than the reality on the ground,” said Lopes. The latest report by Moody’s Investors Service (the bond credit rating business of Moody’s Corporation) on defaults and recovery rates for projects financed by bank loans shows that defaults from North America, Europe and South-East Asia accounted for 76.9 per cent, while only 7 out of 223 projects in Africa defaulted, about 3 percent. Launching ECA and NEPAD Agency’s publication dubbed “16: Infrastructure Projects for African Integration” at the NASDAQ Stock Exchange, Lopes said the 16 infrastructure projects profiled in the publication were selected by African Heads of State based on the priorities of the continent and their potential impact for regional integration. The report outlines 16 infrastructure projects capable of enhancing Africa’s

regional integration in the framework of the Programme for Infrastructure Development in Africa (PIDA) and the Dakar Agenda for Action to increase private sector investment in regional infrastructure. Lopes said the immediate challenge for Africa was to ensure that its infrastructure is sustainable, taking into account the impact of climate change and to increase intra Africa trade, which, he said, could be misleading on three grounds. First, Lopes said, the trade data constitutes an African average, which includes all subregions of Africa including North Africa’s large economies with intra-Africa trade of about 3 per cent, and East Africa with intra African trade of about 26 per cent, equivalent to that of Southeast Asia. Second, he said that the trade figures grossly underestimate the informal economy in many African countries and third, there were no quality statistics which take into account transboundary sophisticated transactions such as transboundary banks and telephone roaming, which makes Africa one of the most integrated regions. The meeting was attended by about 70 investors and sovereign wealth funds as well as Dr Mukhisa Kituyi, Secretary General for UNCTAD, Andrew M. Herskovits, Coordinator for Power Africa. @enock_x254

State ponders using drones to deliver drugs to remote areas

Kenya’s Ministry of Health is exploring the possibility of using drones to deliver medical products to patients in the case of emergencies. Health Cabinet Secretary, Dr. Cleopa Mailu has held a meeting with ZipLine Logistics Company to explore possibilities of using the unmanned aircraft that can navigate autonomously, without human control or beyond line of sight. During the meeting, the CS cited the need for multi-agency involvement bringing on board the Ministries of Interior and Security, State Law Office,

Transport, Health and the Kenya Medical Supplies Authority (KEMSA). He said an inter–sector meeting will be held in the next three weeks to discuss the viability of the technology, which will also be launched in Rwanda on October 14, 2016. The ZipLine meeting was held at the side event of the 71st session of the UN General Assembly. Zipline is a Silicon Valley-based logistics company that designs, manufactures, and operates small robotic aircraft to deliver essential medical products such

as blood, vaccines, in hard-to-reach communities. The company seeks to partner with the Ministry of Health to use this technology to improve healthcare access. Kenya has about 9,600 active health facilities, out which about 2,485 (25 per cent) are in arid and semi – arid lands (ASAL) counties that have sparse population. The use of drone technology in health has the ability to distribute commodities over vast expanses that may have poor

infrastructure in an efficient way in terms of cost and speed of delivery. The commodities may include life-saving medicines such as vaccines, and antisnake venom that can be sent to far flung sites that may not have cold-chain equipment. The CS acknowledged that the technology is viable but regulations are required to guide the use of the technology in Kenya including development of central stores in counties where drones can be launched with products for health facilities. @Dennis_x254

European traders flooding African market with toxic fuels, says report

European oil companies are exploiting weak African fuel standards by selling toxic diesel and gasoline across the continent, the latest report by a Swiss corporate watchdog has revealed. Dubbed the ‘Public Eye’, the report says that European oil firms are using an illegitimate strategy to boost profits hawking so called ‘African quality fuels’ that have devastating health and environmental impacts across many sub-Saharan states. Focusing on some companies in African countries, reportedly partly owned by Swiss companies, the report establishes that they import contaminated diesel which contains high levels of sulphur content for bigger profits. “Swiss commodity trading companies take advantage of weak fuel standards in Africa to produce, deliver and sell diesel and gasoline, which is damaging consumers’ health,” read the report in part. “Their business model relies on an illegitimate strategy of deliberately lowering the quality of fuels in order to increase their profits.” The data reveals that these oil companies are using a common industry practice called blending where they mix cheap but toxic intermediate petroleum products to make what the industry calls “African Quality” fuels. The final products contain high levels of sulphur as well as other toxic substances such as benzene and aromatics, which according to scientists, increase outdoor air pollution, causing respiratory disease and premature death across the continent. Around 50 per cent of the fuels imported to Africa come from Amsterdam, Rotterdam and Antwerp, collectively known as the “ARA” region. @enock_x254

Ministry moves to ensure universal health coverage by 2030 The Ministry of Health has endorsed an ambitious plan to ensure that all Kenyans have access to universal health coverage (UHC) within the next 14 years. The initiative, dubbed “UHC in Africa: A Framework for Action”, was launched last month at the Tokyo International Conference on Africa Development (TICAD 6) in Nairobi. It is a tool to accelerate progress towards Universal Health Coverage in Africa. “Historically, health systems globally have been striving to deliver on desirable goals that protect and promote health for sustained social and economic development,” Cabinet Secretary for the Ministry of Health, Dr. Cleopa Mailu said in a recent address.

“As stated in the Framework, we believe that the primary reason of investing in UHC is a moral one: it is not acceptable that some members of society should face death, disability, ill health or impoverishment for reasons that could be addressed at limited cost. The Framework offers actionable strategies that translate the political momentum to effective health system reforms to achieve UHC goals and SDGs,” Dr Mailu explained. The Cabinet Secretary was speaking during the recently-concluded Universal Health Coverage Side event on “Acting with Ambition: Accelerating progress toward UHC by 2030”. “We all recall the 1978 Alma Ata Declaration where 134 nations signed up to “Health for All by the Year

2000” as an affirmation of access to basic health services as a fundamental human right. Health for All by the Year 2000 was to be realized through a primary health care (PHC) approach,” the CS told a forum at the event. “However, by 2002, and even more than a decade later, many people in resource-poor settings still do not have equitable access to basic services. In many places this gap is widening,” Dr. Mailu said. The Cabinet Secretary explained that Primary Health Care did not achieve its goals for several reasons. Dr. Mailu stated that globally and locally, the momentum for ensuring equitable access to quality health services has been renewed and sustained through long standing high-level commitments

to Universal Health Coverage (UHC). “Moving towards Universal Health Coverage; which implies that all people have access, without discrimination, to nationally determined sets of the needed promotive, preventive, curative and rehabilitative health services, is a major component of the global agenda for Sustainable Development,” the CS added. Dr. Mailu stated that as a country, Kenya has integrated UHC as a goal in the National Health Policy 2014 – 2030 operationalized through five yearly Medium Term plans. As such, the theme for the Kenya’s Health Sector Strategic and Investment Plan 2014 – 2018 is “Transforming Health: Accelerating attainment of Universal Health Coverage”.

Within this framework, Kenya has committed to health system reforms that target improvements in availability of health infrastructure, training for health workers, health information management and equitable health financing systems, among others. The Health Ministry has noted that recently, Kenya launched a Health Data Collaborative; a common platform for health information, including research data for players in the health sector to facilitate evidenced based policymaking, planning, monitoring and evaluation. ell us about yourself My kind of music is a mix of reggae, Zouk, jazz and urban music. I like to call it ‘Afro Klupa’ which means Kenyan live urban performance art. The name came up because I could not find where I fit in properly in terms of music `labels’ that caters for all the categories I indulge in musically so I made my own [giggling]. I call it ‘performance art’ because all my performances are live. How did you get your start in the industry? Music was inborn I’d say, but I realised it was something I would want to indulge in, when I was in high school, and I had started doing it as a subject. I first fell in love with the piano. I even have videos on YouTube when I was back in school playing some pretty awesome pieces and then later on I realised I could sing. But when I finished high school, I thought music was not a career. It is not something that is encouraged in this society to have music as a full time career. And so I did Media Arts and even did internship at one of Kenya’s big stations as a video editor but still I didn’t feel like I was doing what I liked. I took a leap of faith and auditioned for Sauti Academy’s one-year vocal programme headed by Natalie Lukkenear. And when I got in, I even stopped everything else for the one thing I loved, music. From there the rest is history, I graduated from Sauti a year ago and music is all I do, not because I did not go to school but out of choice. What would you say is the message of your music? The message of my music would be simple… live, love, listen and respect What inspires you? The people who influence my music keep changing as my music also goes through a sort of metamorphosis, but locally I would have June Gachui, Muthoni The Drummer Queen and Simply Susan are among the people I really look up to and internationally I would have Richard Bona and funny as this sounds, the former Nickelodeon actress Ariana Grande just to mention a few. But I believe in every artiste there is always something we could learn and emulate, story of the wheat and chaff. What are you working on currently? As for now I’m recording a single that will be out sometime next year but other than that it is just me and my live performances. Are there any artistes, both established and new, that you would love to work with? I would want to work with all the artistes in the world, but since that is not possible, among the top of my list would be Ariana Grande, Beyoncé, MDQ, Beatenberg, June Gachui , Phy, and Bensoul . What can I say? I am a big girl with big dreams. Do you ever listen to your own music on your playlists?

I do listen to my own music once in a blue moon, and it’s probably because I need to sample it for someone or I am watching my performance to see what I failed on and what I need to improve on, as well as what I succeeded in doing. But other than that I would definitely cringe listening to myself. Which stage would you just love to perform? I do not choose stages or events, there is none too big or too small for me I will perform both to the best of my ability but I have been crushing on the Coke Studio stage, to see myself there would be a dream come true.

Charlie Austin scored his fifth goal in four appearances as Southampton condemned West Ham to a fourth successive Premier League defeat. Austin broke the deadlock in a cagey encounter with a side-foot finish following Ryan Bertrand’s pull-back. Dusan Tadic made it 2-0, collecting a pass from Austin and rounding Adrian before finding the empty net. James Ward-Prowse’s low finish consigned West Ham, who had just one shot on target, to defeat. The facts are damning for the Hammers. They have lost five of their opening six games in a top-flight season for the first time in their history and are 18th in the table having conceded 16 goals. Southampton, meanwhile, have won four matches in a row in all competitions and are up to eighth. Having selected a midfield comprising Oriol Romeu, Pierre-Emile Hojbjerg and Steven Davis, Southampton’s primary aim was to contain while looking to utilise the pace and skill of Nathan Redmond and Tadic on the counter-attack. Such a tactic is dependent on the presence of an efficient striker capable of capitalising on relatively few chances, and in Austin the Saints have just that. The 27-year-old’s strike - a well-taken first-time shot from inside the box that found the bottom corner - was the first shot on goal by either team and continued his superb recent form. Rooney not affected by being dropped Manchester United captain Wayne Rooney has not been affected by being dropped and is still the “main man” at Old Trafford, says defender Chris Smalling. Striker Rooney, 30, was left out of Jose Mourinho’s starting line-up for the 4-1 win over Leicester on Saturday. Asked if Rooney appeared down when he was told, Smalling replied: “No.” The England centre-back added: “He was the same before the game when we were all getting ready.
