City Hall now threatens to clamp down state agencies Nairobi Governor Evans Kidero has threatened to clamp down national government departments and agencies over an accumulated debt of Sh65 billion in land rates arrears owed to City Hall. In what may turn out to be the worst confrontations between the two levels of government, Dr Kidero said they will run a gigantic crackdown exercise that will cripple delivery of key services in the said government departments and agencies. The targets offices include that of the President (OP), the Office of the deputy President, Jogoo House, National Treasury and Department of Defence (DoD) among others.

Ps query Sh18bn tender ‘irregularly awarded’ to Swiss firm Lawmakers yesterday put Public Procurement Regulatory Authority (PPRA) Director General Maurice Juma on the spotlight over the direct procurement of a Sh17.7 billion e-tax tender that MPs claimed was awarded irregularly to a Swiss firm. Public Investment Committee (PIC) Chairman Aden Keynan and his colleagues accused Juma of not ensuring compliance to the law in the award of the Excisable Goods Management System tender. The PPRA chief run into trouble with the MPs after he struggled to explain whether at the time of the procurement, the controversial contract that has set the Swiss firm on course to earning billions of shillings from Kenya every year, met the set legal and procedural requirements. Kisumu West Town MP Olago Aluoch kicked off the debate after he alerted him that the Committee was in possession of documentation that the company was not registered in Kenya at the time it entered into the contract. Querries raised on Sh18 billion tender
From Page 1 Keynan ordered Juma to take oath and later threatened to declare him a hostile witness after he ruled that the PPRA chief was not cooperating and responding in answering queries by MPs. “Mr. Chairman in an ideal situation, if information comes later on that there was some fraudulent presentation of documents, then that particular tenderer under the law can be subjected to debarment proceedings.” “The contract would have been processed through fraudulent means and that one under the procurement law. It cannot be sustained,” he said when he was pressed to state whether the contract is valid. KRA and SICPA Solutions SA originally signed the e-tax contract in December 2012 at a cost that was later renegotiated and increased after a June 2013 legal notice that expanded the scope of goods that would be required to use it. The five-year contract worth Euros 20,341,464 (approximately Sh4.8 billion) was originally to provide 3.55 billion stamps a year but this was later increased to Euros 158,213,898 (Sh17.7 billion at current exchange rates) for 12.87 billion stamps.

Kenyan added: “As a Committee nothing will escape our attention on this particular issue, because I believe from what we have seen this might be one of the worst scandals ever to have happened in the history of the Republic; worst than even Goldenberg, Anglo-leasing and just to remind you that it has a serious security threat. By the action every Kenyan is required to cough up Sh1.50 on top of the excise duty on every bottle for beer, mineral
water, juices and soft drinks. We have computed and out of the 230 entities an ordinary Kenya is going to cough up over Sh160 billion annually. If you compute that over 5 years that company will be getting over a trillion shillings.” The original contract was to produce excise stamps for tobacco products, wines and spirits but the Treasury, through a legal notice number 110 of June 2013 increased the scope to cover beer, bottled water and soft drinks.
KRA entered into a third procurement round in respect of EGMS in January 2015 – this time choosing to directly negotiate with SICPA. The EGMS came into force midJune last year as part of KRA’s efforts to eradicate contraband costing the country about Sh70 billion annually due to collusion among stakeholders who use fake stamps and a lack of enforcement by relevant authorities. He said he did not have prior
information that the Swiss firm, which won an original competitive international tender for EGMS, was involved in any malpractices. The House investments watchdog team is probing the award of the Sh1.50 per stamp tender that the KRA entered into with SICPA, which manufacturers of water, soda and fruit juices have opposed. The Committee is probing the Sh1.50 per stamp tender that the KRA entered into with SICPA, which manufacturers of water, soda and fruit juices have opposed. Previously, the authority targeted large consumers including supermarkets and hotel chains for enforcement of the EGMS but it is now bent on involving manufacturers, importers, distributors and retailers. In June, PIC put KRA Director-General John Njiraini to task over the tender that was awarded a year and a half into an existing contract of Sh2.28 billion (20.34 million euros). The contract was awarded to the Swiss firm prior to the March 2013 General Election. Njiraini told the committee in June that Legal Notice No 110 of June 2013 requires that manufacturers and importers defray the cost of the system. MORE ON THIS STORY www.capitalfm.co.ke

From Page 1 “The County government is concerned that the National government has not been responsive to the constitutional call for collaboration in service delivery. Instead, it has accumulated massive debts owing from its various organs to the Nairobi City County,” Kidero said in a statement to newsrooms. He said the Nairobi City County Government will close entrances and exits to the errant State offices if they do not clear the debts by close of business today. Early this year, City Hall used a garbage truck to block the entrance to State Departments, Kenya Broadcasting Corporation (KBC), Kenya Medical Research Institute (Kemri) and the Kenya Airports Authority (KAA) over millions of shillings owed in land rates. On Sunday, Interior Cabinet Secretary Joseph Nkaissery told Governor Kidero to stop
lying to the public that the national government owes the county any arrears. Nkaissery held that it was improper for the county to demand payment from the national government yet the latter had a greater assignment of serving the public including the devolved units. This was after Kidero had asked his lawyers to return to court to seek help in forcing the government to pay City Hall some Sh65 billion owed in accumulated levies. “The national government owes my government Sh69 billion in parking and license fees among others,” Dr Kidero said. The Ministry of Defence is the biggest defaulter with Sh60 billion, KBC (Sh2.2 billion), Kenya Cultural Centre (Sh1.1 billion) and the Office of the President (Sh63 million) are also some of the government departments and agencies that have accrued outstanding debts.
It also includes, National Assembly, Kenya Railways Staff Retirement Benefits Scheme, Agricultural Society of Kenya, Kenya Railways Corporation, Kenya Power and Kenya Industrial Training Centre are among the city government’s debtors who could wake up on Thursday to dramatic sanctions by the county debt collectors. The land rates owed to the county amount to Sh66.1 billion while the reserved parking debts are valued at Sh390 million, bringing the grand total at 66.5 billion. Kidero revealed that the county has made efforts through
various communications and meetings with line ministries, appealing for debt repayment to no avail. “In the meantime, if there is no immediate settlement of the dues, our demand will be escalated to the next level through legal means and withdrawal of services to noncomplying institutions,” Kidero said. “We have petitioned the Senate to intervene and we expect action when it resumes sittings if this matter will not have been resolved by then,” he added. @hillary_x254

Trump-Clinton debate breaks TV record
The presidential debate between Hillary Clinton and Donald Trump was watched by 84 million people on US TV, breaking a previous record set 36 years ago. Jimmy Carter and Ronald Reagan’s debate in 1980 drew 80.6 million viewers. The viewing figures only count those who watched the debate on the 13 US TV channels that carried it live, meaning the true figure may be much higher. Millions are also thought to have watched worldwide through online live streams or in bars and at parties. The data provider Nielsen said that viewers stayed tuned through the 98-minute debate. Mr Trump told supporters on Tuesday that he knew the debate would have “one of the largest audiences in the history of television” but he “took a deep breath” and “pretended I was talking to my family”. “You just block it out,” he said. In 2015 the NFL’s Super Bowl won the biggest US TV audience to date when 114.4 million people watched New England play Seattle. There are two more presidential debates to come between the candidates - on 9 October and 19 October - before the election on 8 November. On 9 October, Mrs Clinton and Mr Trump will have competition for the attention of the US; NFL teams the Green Bay Packers and the New York Giants will be playing at the same time as the second debate. Overnight polls with small samples were split on who won the first televised debate on Monday, but more rigorous surveys are due in the coming days. On Tuesday, Mrs Clinton said she felt the debate
NTSA told to intensify road safety campaigns The National Transport and Safety Authority (NTSA) has been asked to intensify its road safety campaigns in order to reduce accidents. Transport Licensing Appeals Board chairman John Mututho says there is concern among Kenyans on the recent increase of road accidents which have claimed many lives. “There is need to continue telling Kenyans over and over again about road safety. Kenyans are forgetful and NTSA should intensify safety campaigns to reduce the number of people we lose on the roads,” Mututho said today. He said his board is ready to support NTSA in order to ensure law and order are maintained on the roads. “I still don’t understand why people should die at this age because of over speeding something that has been discouraged over many years,” he said. Mututho also blamed pedestrians and passengers whom he said are continuously putting their lives on danger by crossing the roads in undesignated places and doing nothing when a driver is over speeding. “Sometimes I sympathize with NTSA because they are under a lot of pressure to stop road accidents while the things that lead to accidents are basics that can be corrected by the members of the public. We don’t need NTSA to tell us to stop speeding and drive while drunk and such things,” Mututho said. @sam_x254

He said he felt tempted to bring up “the many affairs that Bill Clinton had”, but held back because the Clintons’ daughter Chelsea was in the audience. “I may hit her harder in certain ways. I really eased up because I didn’t want to hurt anybody’s feelings,” he said. He added that he might “hit her harder” in the next debate. Asked whether Hillary Clinton had got under his skin, Mr Trump said “at the end maybe, at the very last question”. Mrs Clinton brought up the case of Alicia Machado, a former Miss Universe, saying Mr Trump called her “Miss Piggy” after she gained Republican presidential candidate Donald Trump (left) and Democrat’s Hillary Clinton (right) weight. during the first Presidential Debate at Hofstra University in Hempstead, New York, USA, 26 September 2016. Hope as Kenya launches first child TB drug
Kenya has launched the world’s first drug specifically designed to treat tuberculosis in children. The new pill is a combination of three drugs used to treat tuberculosis, mixed in the right dosage, and is fruit-flavoured to appeal to children. Until now, the global TB Alliance says pills designed for adults have been split to get the dosage for children. Every year, about a million children fall ill with TB, which is the world’s deadliest infectious disease. In 2014, an estimated 140,000 children died of TB, according to global figures from the World Health Organization (WHO). Kenya, with nearly 7000 cases of TB annually, is the first country to roll out the new drug nationally, with more countries expected to follow over the next three years. Experts say the new treatment will be more effective because the components have been measured accurately and the pill is not bittertasting. Patients will now get free palatable drugs for the treatment of the killer disease after the government entered into a partnership deal with TB alliance. The new drug dissolves easily in water, making it easier to take every day for the six-month treatment period. This is unlike in the past where the patients were required to take in close to 10 drug tablets daily. “Caregivers can easily give up knowing how difficult it is to give children such medicine,” Kenya’s head of TB programmes Dr Enos Masini said. And on diagnosis, the government will partner with Indian based firm, Mackleods Int, to introduce a gene based diagnosis system away from the tradition spartum led diagnosis. While announcing the milestone, Director of Medical Services Jackson Kioko said the drugs will be available in all public health facilities from Monday next week. “Kenya is the first nation in the world to adopt the new milestones in the treatment of TB.
A child get drug squirted into her mouth as a TB treatment is administered. The ministry of health yesterday launched a new TB treatment drug designed for children that will ensure the treatment of the world’s deadliest infection is made easier.
Even India that is producing the drugs has not achieved it. We shall achieve a free TB country,” Dr Kioko during the launch at Intercontinental hotel in Nairobi. He added:” Now, with the appropriate and accessible treatments, we can make rapid progress in finding and treating TB.” According to the ministry of health statistics, nearly 7000 cases of TB are recorded annually with children at a higher risk of death. Dr Kathure of Nairobi Hospital noted that most of the patients died out of stigma and fear of the ‘ numerous and huge tablets’ that patients shied away from taking. “Previously, caregivers had
to cut and crush multiple, bitter tasting pills in an attempt to achieve the right dosage. This new formulations will ease the stigma associated and make treatment effective,” he stated. World Health Organisation has reportedly said that TB has overtaken HIV and a lot of attention needs to be directed to its treatment. TB Alliance Director Cherise Scotts appealed to the Kenya government to ensure that the program is maintained for the benefit of all. “No one should die of TB, yet for too long, we have not had the medicines to mount a sustainable response. We have one now that the government must sustain,” he said.
ICC jails Mali Islamist for shrine attacks The International Criminal Court has sentenced an Islamist militant who destroyed ancient shrines in Timbuktu to nine years in jail. Ahmad al-Faqi al-Mahdi (pictured) admitted to leading rebel forces who destroyed historic mausoleums at the world heritage site in Mali in 2012. Judges at the court in The Hague found he had shown “remorse and empathy” for the crime. It is the first sentence based on cultural destruction as a war crime. It is also the first time a suspected Islamist militant has stood trial at the ICC. Mahdi - described as a
“religious scholar” in court documents - led rebels who used pickaxes and crowbars to destroy nine of Timbuktu’s mausoleums and the centuries-old door of the city’s Sidi Yahia mosque. The court found he not only offered “logistical and moral s u p p o r t” for the attacks, b u t also took part in the
physical destruction of at least five out of the 10 buildings. However, Mahdi had at first advised rebel leaders not to attack the shrines. Admitting to the charges last month, Mahdi claimed he had been swept up in “an evil wave”. Pleading guilty, he said: “I am really sorry, I am really remorseful, and I regret all the damage that my actions have caused. “I would like to give a piece of advice to all Muslims in the world, not to get involved in the same acts I got involved in, because they are not going to lead to any good for humanity,” he added
It is not only Kenya, which begins rolling out the drug for free from 1 October, where TB sufferers are expected to benefit. More than 20 countries have expressed interest in introducing the pill, says Dr Cherise Scott from the TB Alliance, the global non-governmental organisation that spearheaded the production of the new drug. “The new child-friendly pill will boost survival,” Dr Scott adds. Africa has the highest prevalence of TB of any continent. The global TB death rate has dropped by almost a half between 1990 and 2015, the @wilson_x254 WHO says.

Reduced lending rates might destabilize banks, experts warn The new law capping bank interest rates at 14 per cent only favours large banks, neglecting medium and smaller ones, a new analysis done by Britam Asset Managers has revealed. The research indicates that the move could have severe effects such as lower net interest incomes and could eventually kill these institutions. As a result, large banks will continue to capitalize on their strengths to drive growth in non-interest income, ramping up cross selling of products to existing clients in order to derive maximum value, the data stipulates. “Medium and small banks suffer higher Non Performing Loans due to their higher exposure to riskier Micro, Small and Medium Enterprises loans. Asset quality will be a key focus going forward as banks try to keep cost of risk low to cushion their bottom line,” Britam Asset Managers CEO Kenneth Kaniu said. The report indicates that the so called bigger banks have wider distribution networks, which encourage their customers to carry more transactions, making them more active in driving other income growth from investment banking, stockbroking, bancassurance as well as active trading of government securities. As at 2015, there were seven large banks with a market share of 58.2 per cent, 12 medium banks with a market share of 32.4 per cent and 21 small banks with a market share of 9.2 per cent. Despite controlling 58 per cent of
banking assets, the 7 largest banks command 70 per cent of the sector’s profit indicating that they are able to better their assets and grow shareholder value. “Banks are also expected to increase focus on growing non-interest income to compensate for the decrease in interest income. We expect banks to step up efforts to improve efficiency by making alternative channels, which are more cost efficient, more attractive to
The company highlighted key risks that could materialize from the new rate capping including credit rationing and high inflation. “In the event of consolidation, SMEs could be locked out of accessing credit. Fishing communities move to cash in on reforestation drive Fishing communities in Kenya’s southern coast are protecting and replanting mangrove trees, selling 3,000 tonnes of carbon credits a year to international buyers, for up to Sh600 a tonne. He said large banks are also likely to increase their investment in government securities in the short term due to their attractive risk-free yields as well as seek to grow market share by attracting customers from medium and small banks by offering cheaper loans. “The long-term outlook of credit growth remains uncertain as banks will have to reassess their risk affinity within the new rate,” he added.

Gazi villages - home to about 6,000 people - began working with the Kenya Forest Service and the Kenya Marine and Fisheries Research Institute (KMFRI) to protect 117 hectares (290 acres) of mangroves, or about 20 percent of the mangrove forest in Gazi Bay, states a recent report from the Thomson Reuters Foundation. Besides protecting the trees themselves, the effort aims to improve local fisheries, as many species of fish breed and raise their young in shoreline mangroves, and build resilience to worsening storm surges and coastal erosion, which can be slowed by mangroves. Mangrove forests can also help regulate coastal rainfall, ensuring supplies of water. But mangrove forests are also particularly effective at absorbing carbon dioxide, one of the major drivers of climate change.

Bamburi Cement Ltd, the largest cement manufacturer in Kenya, has begun converting shipping containers to retail shops in an initiative that will see youth groups engage in cement based brick production and the sale of cement. This is in line with the manufacturer’s long term strategy to empower and create jobs for the youth. In this initiative, youth groups will be issued with a shop - which is a converted shipping container to serve the purpose of a Bamburi Cement exclusive retail outlet as well as to house a stabilized block making machine. Through the offer, the groups will also receive brick-making machines, brick making training, guidance on soil analysis and mix design, masonry training as well as sales and marketing skills. Ninety per cent of all young unemployed people in Kenya lack vocational skills, according to a report from the Ministry of Public Service, Youth and Gender Affairs. “Our initiative will impart competitive vocational skills to youth, making them more marketable in the long run and giving them a sustainable future,” said Bamburi Cement Marketing Director, Ms Irene Onacha. Bamburi’s cement-based bricks dubbed Durabric are expected to offer an affordable, ecofriendly building solution to rural communities in Kenya. The bricks are more climate-friendly than traditional bricks because they do does not require firing, which encourages deforestation. The pilot kicked off in Kisii County, underscoring Bamburi’s commitment to spurring development and job creation in rural areas. @kevin_x254
Water scarcity, climate change top on agenda as stakeholders discuss SDGs Water scarcity, caused by growing water demands and changing water supplies as a result of climate change, is threatening to undermine the country’s growth and development, experts have warned. Unless action is taken soon, it could cost some regions up to 6 per cent of their GDP by 2050. To address this massive challenge, the international community needs to look at water issues more comprehensively in terms of water security, and make efforts to better identify as well as assess the linkages to other sectors and issues such as equity. This was an underlying theme of the 12th Meeting of the International Water Resource Economics Consortium (IWREC), titled “Water Security in a Changing World”, which took place in the World Bank on September 11-13, 2016. It was the second time the World Bank hosted the conference, bringing
together key development practitioners and water economists from around the world. The meeting, the largest in water economics, provided a platform for sharing the latest research as well as exchanging major insights from the field. The program included about 50 papers and presentations that covered a wide array of topics, ranging from water pricing and conservation to transboundary, multi-sectoral and economy-wide water management. In her opening remarks, Laura Tuck, World Bank’s Vice President for Sustainable Development, emphasized that in the 21st century, water security has become “one of the top global risks.” The importance of water is captured in Sustainable Development Goal (SDG) 6, which calls for availability and sustainable management of water and
sanitation for all. “If you don’t address the water, you can’t meet the targets for other SDGs either, [which] justifies our top focus on the issue,” Tuck said. The meeting came just as Amref Health Africa hosted a regional preconference event to showcase strategic areas it will focus on implementing the United Nations-backed Sustainable Development Goals. The Nairobibased health NGO, which is the only indigenous international health NGO headquartered in Africa, will concentrate its efforts on four of the 17 core SDGs, including access to safe water and sanitation (SDG6). “Our focus is on the four core areas, but we need to leverage on partnerships to get the job done. Partnerships are envisaged under SDG 17” said Dr Githinji Gitahi, Group CEO of Amref Health Africa. @Dennis_x254
State seeks partnerships to help close healthcare gaps Health Cabinet Secretary, Dr. Cleopa Mailu revealed that plans are underway to establish four cancer centers strategically located across the country using the Public Private Partnership (PPP) mechanisms. Data from the Kenya Network of Cancer Organizations has found that Cancer is the 3rd highest cause of morbidity in Kenya, 7 per cent of deaths per year, after infectious diseases and cardiovascular diseases. Kenya records 39,000 new cases of Cancer each year with more than 27,000 deaths per year, 60 per cent of Kenyans affected by Cancer are younger than 70 years old. The leading type of Cancer in women is Breast Cancer, found in 34 per 100,000 patients, Cervical in 25 per 100,000 patients. Among men, the most prevalent form of Cancer is Prostate, evident in 17 per 100,000 patients, followed by Esophageal, which is found in 9 per 100,000 patients. Seventy to 80 per cent of cancer cases are diagnosed in late stages due to lack of awareness, inadequate diagnostic facilities, lack of treatment facilities, high cost of treatment and high poverty Index. There are only four radiation centers in the country and they are all located in Nairobi – KNH, MP Shah, Nairobi Hospital and Aga Khan. The CS said there are valuable opportunities in partnering with the private sector to bridge the gap in health system strengthening adding that Kenya Public Private Partnership (PPP) targeting Primary Health Care has taken off with the implementing of the seven year USD 380million Managed Equipment Services. “We exploring now other health system domain like service delivery, digitization, hospital management and community health service delivery systems as potential areas to partner

The Cabinet Secretary, however, acknowledged that despite significant investments in the public health sector, health systems challenges such as inadequate human resources, health care financing, essential medicines and medical supplies, the burden of communicable and noncommunicable conditions, inadequate and poorly equipped health facilities still persist. “In Kenya the nurse and doctor
ratio to 100,000 population is 165 and 21 respectively. This ratio is still low considering the dynamic unidirectional nature of health workers migration,’’ said the CS. He was speaking at the primary health care side event at the UN Headquarters during the UN Assembly. To address the challenges, Dr. Mailu revealed that the government has outsourced distribution of commodities to health facilities which is now coordinated through the Kenya Medical Supplies Authority (KEMSA).
To ensure human resource development, “We are now supporting students undertaking courses in private training institutions as an effort to bridge the human resource gap. In particular, the Ministry together with the private sector has established a revolving fund ‘FUNZO’ through the support of USAID to support students joining middle level healthcare training institutions,” he added. @Dennis_x254
Borrowers unable to access loans as KCB works to restore downed M-Pesa services KCB, the country’s largest lender in terms of assets, is still working to fix a technical hitch that has blocked its customers from accessing loans via Safaricom’s M-Pesa platform. The service, dubbed KCB M-Pesa, has been down for more than a week now. “KCB M-Pesa is experiencing a technical hitch affecting loan requests which we are working to restore. All other services are available on KCB M-Pesa and KCB Mobi,” the lender said in a statement. The KCB M-PESA account is a virtual mobile based bank account that is offered exclusively to M-Pesa registered customers, allowing them to borrow micro loans between Sh50 and Sh1 million and save on their mobile phones at highly competitive rates. Interest
earned is up to 6 per cent per annum. The platform offers free deposit and withdrawal services via the M-Pesa system. KCB’s hitch comes just weeks after President Uhuru Kenyatta signed into law a Bill that would cap bank lending rates The new capping law will now see borrowers get loans at a maximum interest rate of 14 per cent and will prompt banks to once again review their internal rates. Equity Bank moved to price mobile loans and credit cards based on the new law while KCB also capped interest on KCB M-Pesa loans. Borrowers have called for an even further cut on the interest rates as most business people say it is the only way their enterprises will grow.
About a week and a half ago, the Consumers Federation of Kenya ordered all lending institutions offering mobile-based credit to cut their interest rate payable on such loans to a maximum of not more than 14.5 per cent per annum saying failure to which they will face the wrath of the law. “All KCB loans are subject to the news laws and the bank is already compliant including mobile loans. M-Pesa loans will be charged a rate of 1.2 per cent monthly and deposits will earn 7.35 per cent per annum,” KCB said in a statement shortly thereafter. KCB’s move made it the second lender to comply with the law after Equity Bank CEO James Mwangi announced that all loans including mobile loans would be capped at 14.5 per cent per
year as provided in the new law which came into effect last week. Commercial Bank of Africa’s M-Shwari announced a 7.5 per cent interest accrued on loans per year. However, it said deposits will earn interest rates of 7.35 per cent being 70 per cent of CBR. Co-op Bank’s Mco-op Cash will be charging a fee of 10 per cent for a monthly loan, 12 per cent for a threemonth facility and 7 per cent for its monthly business loan and secured personal loan. “We are still experiencing a system glitch with KCB M-PESA borrowing services. All other KCB M-PESA services are still up and running,” the lender said in a statement issued just hours ago. @Dennis_x254
Kenya is set to face rising poverty levels and skyrocketing healthcare costs due to drug-resistant infections, a new report has warned. By 2050, drug-resistant infections could cause global economic damage on par with the 2008 financial crisis New research from the World Bank shows that antimicrobial resistance would increase poverty and affect poorest countries the most. Kenya is already seeking global support to curb the crisis. “We need to urgently identify and implement sustainable measures to mitigate any further emergence and spread of Antimicrobial Resistance (AMR),” Health Cabinet secretary Dr Cleopa Mailu said in New York on the sidelines of the United Nations General Assembly meeting that ended on Friday. The Cabinet Secretary added that critical medicines, access to critical medicines and point of care diagnostics is limited, resulting in dire consequences for some of the world’s most vulnerable populations. The CS spoke of the high cost of drugs and weak pharmaceutical policies that govern medicine dispensing. Meanwhile, the World Bank Group analysis titled “Drug Resistant Infections: A Threat to Our Economic Future”, shows that a high-case scenario of antimicrobial resistance (AMR)—where antibiotics and other antimicrobial dugs no longer treat infections the way they are supposed to—could cause low-income countries to lose more than 5 per cent of their GDP and push up to 28 million people, mostly in developing countries, into poverty by 2050. And unlike the financial crisis of 2008, there would be no prospects for a cyclical recovery in the medium term, as the costly impact of AMR would persist. “The scale and nature of this economic threat could wipe out hardfought development gains and take us away from our goals of ending extreme poverty and boosting shared prosperity,” said Jim Yong Kim, President of the World Bank Group. “The cost of inaction is unaffordable— especially for the poorest countries. We must urgently change course to avert this potential crisis.” Key findings of the report are based on World Bank Group projections of the world economy in 2017-2050. Based on the research, by 2050, annual global GDP would fall by 1.1 per cent in the low-impact AMR scenario and 3.8% in the highimpact AMR scenario. Low-income countries would lose more every year leading up to 2050, with the loss exceeding 5% of GDP in 2050 in the latter scenario. There would be a pronounced increase in extreme poverty because of AMR. @Dennis_x254

Ford Motor Company rolls out global driver training programme in Kenya WEDNESDAY, SEPTEMBER 28, 2016
Multinational vehicle maker, Ford has rolled out its global ‘Driving Skills for Life’ (DSFL) programme in Kenya as part of its contribution to the government’s campaign to improve road safety. The programme has been introduced to Kenya in conjunction with CMC Motors Group Limited, Ford’s local distributor, DSFL is Ford’s global road safety initiative and has been applied in various countries around the world. The first training course took place in Nairobi from September 22 to 24. The programme is based on a “train the
trainer” model as part of the company’s road safety campaign. Kenya is the fifth country in SubSaharan Africa to benefit from DSFL, after the roll out of the programme in South Africa in 2014, followed by Angola last year and Nigeria earlier this year. The training is part of Ford’s global commitment to be a responsible corporate entity in all the countries where it does business. Ford launched DSFL in the United States in 2003 and the system has been improved and adapted to suit local conditions in many other global
markets over the years. It is funded by the not-for-profit Ford Motor Company Fund as a proven and effective method of improving driving skills globally, thereby contributing to road safety. “We are very pleased to be involved in this Ford initiative as it ties in with the Kenyan Government’s renewed efforts to improve road safety in the country,” said Mr Wanjohi Kangangi, Managing Director of CMC Motors. “One of the most important developments in this regard has been the introduction, earlier this year, of a new curriculum for driver training and
testing for a driver’s licence.” Kenya’s National Transport and Safety Authority (NTSA) reported that 3 057 people were killed in road accidents last year, which equates to 6.4 fatalities per 100,000 people. This rate was better than the low point of 9.5 deaths per 100,000 people in 2009 but is still very high in global terms. The number of vehicle drivers killed in Kenya in 2015 totaled 339, which was an increase of 26.5 per cent over the figure for 2014. The NTSA has pointed out that 40 per cent of the people killed were pedestrians and that the most
dangerous time of the day for accidents was between 17h00 and 22h00, while most accidents occurred in areas with high traffic density. “This is a disturbing picture, particularly as most fatalities in Kenya involve people in the 20-44 year old age group, which is when a person is at his or her most productive age. We, at CMC Motors, are therefore very pleased that we, in conjunction with Ford, are doing something constructive to assist in the promotion of improving driving skills in the country,” concluded Kangangi. @enock_x254

Doubts as to whether Hilary Clinton’s performance would be up to scratch were soon quashed. She came out with guns blazing and many political analysts agree came prepared to egg on Trump. According to the POLITICO Caucus, an unnamed New Hampshire Democrat had this to say about the debate, “Donald Trump exposed himself to be a clown.” It wasn’t all gloom and doom at the debate though, Al Jazeera reporter, Kimberly Halkett has gone viral after video of her surfaced being pushed out of the way as she tried to get an interview with businessman Mark Cuban. Her response to the pusher was, “Thanks a lot, b***h!”

he first US Presidential debate happened at Hofstra University and it did not give a clearer impression of who would come out on top come election time. First things first, moderator of the debate and NBC Nightly News anchor Lester Holt seemingly let Trump and Clinton run the show. The journalist has been accused of not taking charge of the proceedings and let the two nominees take swipes at each other, after they had already illustrated their points including not touching on important issues. “Where’s Lester?” became a trending topic on Twitter as Trump’s claim on the US-Mexico border wall and immigration ban and Clinton’s leaked email scandal flew under the radar. Jibes at the journalist did not go unnoticed. ‘For the next debate can we have a moderator with a backbone?? ‘ and ’I think it’s clear that based on this performance there will be no babies named Lester in the next nine months’ being a sampling of the online hate Lester Holt seems to be getting. Donald Trump on the other hand was all about the reactions. The GOP nominee, not one to shy off from a good comeback, seemed to have that as his personal mantra for the night. Trump has never been known for being particularly eloquent, or even wording his statements in the best ways, so his performance went as one would expect. He accused Hilary Clinton of fighting ISIS for the span of her “entire adult life” (ISIS has it’s reported origins in the year 1999), he interrupted, pouted and did not fully articulate himself in that staccato manner of speaking he has become famous for. Clinton made the clear distinction between the two when she mentioned that Trump had built his empire from the money that his father had made. $14 million to be exact. Which then Trump termed as a ‘small loan’, money which most people would agree is a fortune. O t h e r members of the conservative troupe have also expressed their disdain with Trump. IT’S NO WONDER THAT AVOCADOS ARE BEING USED IN EVERYTHING, THEIR MILD TASTE AND CREAMINESS ARE ACTUALLY AN ASSET. @christine_x254
Avocados have taken over the world. The highly versatile food item used to be a blip on the radar and famed for its decidedly bland taste but within the last two years has turned into the trendiest fruit on the planet. Here’s why you should add this food onto your menu;
Why
Helps in weight loss
is the missing ingredient in your diet
HOME IMPROVEMENT
Apart from the fact that avocados are chock-full of fibre which goes a long way in promoting good digestion, this fibre tends to make people feel full. Having a little snack during the day with some avocado will make you feel more satisfied than consuming something
containing simple carbs, which would make a person crave more empty calories. In the long term this could help in weight loss as less calories would be consumed in the span of one day.
They are good for your skin
Dry skin can be very sensitive to changes in the environment. Cold weather in particular can be incredibly drying and in distressing to skin. Avocados are high in the ‘good’ fats. Monounsaturated fats which are the healthy alternative to trans fats, help retain moisture on the surface of the skin providing suppleness and flexibly.
Avocados also contain Vitamin E which has become invaluable in skin and hair care as it promotes healing and hydration.
They go great with almost everything
It’s no wonder that avocados are being used in everything, their mild taste and creaminess are actually an asset. They are used in smoothies, on toast, in salad dressings, in pudding, they are used in baking as a substitute for butter and mixed into mash potatoes. You could even grill some avocado for a smoky kick.

Give it time to dry properly and finally, apply an overcoat using the colourless nail polish and leave to dry. This is a flexible project and you can use as many colors as you wish. You can also use crayons or spray paint if you have no nail polish.
How bicycle exercises tone and strengthen your body Bicycles have been around for a long time, their convenience and cost effectiveness makes them a prime form of transportation. Although cars are more common, bicycles have the added advantage of giving you a workout while you move around. So what are the hotspots that riding a bicycle can improve on?
Leg muscles
Since legs are the primary mode of propulsion they are the going to get the most action from the workout. Cycling helps with strengthening and toning of the quadriceps, hamstrings and calves. Not only does this build muscle and burn fat in the lower extremities of the body but cycling also firms up the backside, which is always a plus. Squeezing into some skinny jeans will be a thing of the past once you get up on the bike.
A stronger core
All the balancing and guiding you do will result in a stronger core. It’s the core of the body that provides stability and a stronger core will improve your skills on a bicycle. Better coordination and stronger abdominal, back and shoulder muscles are another advantage of taking up cycling.
Increased endurance
Because riding a bicycle is a low impact exercise, it is easier to practice for longer periods of time than other forms of cardio such as running. It would be a good idea to start off with a set time limit that you could subsequently improve on. Breathing exercises will come invaluable during this time to help you pace yourself.

Sam Allardyce sacked after just one game in charge of England
S City’s Yaya Toure criticizes Fifa for disbanding racism taskforce Manchester City midfielder Yaya Toure says players and fans may “suffer” as a result of a Fifa’s decision to disband its anti-racism taskforce. Toure, 33, was part of the taskforce set up in 2013 to help tackle racism. Fifa secretary general Fatma Samba Diouf Samoura said it “had a specific mandate, which it has fully fulfilled”. Toure, who was racially abused by CSKA Moscow fans in October 2013, said: “Are Fifa being complacent ahead of a World Cup in Russia?” The former Ivory Coast international added: “It will be the fans and players that suffer if Fifa do not get this right. “When I received the letter telling me the Fifa taskforce was to be discontinued I was very disappointed. “The letter listed the good work that had been carried out as a result of the taskforce’s advice and recommendations. “So my question is, after failing to deal with racism sufficiently for decades, why stop when something is beginning to work?” Following the racist abuse he received during City’s 2013 Champions League game in Moscow, Toure suggested that black players might boycott the 2018 World Cup in Russia. Fifa, football’s world governing body, has been criticised for its decision to scrap the taskforce. Former Fifa vice-president Prince Ali bin al-Hussein said the move was “extremely worrying”, while ex-Wales striker Nathan Blake described it as “shameful”. Nick Lowles, chief executive of charity Hope not Hate, told the BBC the move sent out “a really bad signal”. Anti-discrimination group Kick it Out said it was “perplexed”, although later added it had been “reassured” after holding subsequent talks with Fifa. The anti-racism taskforce was established by former Fifa president Sepp Blatter and headed by Jeffrey Webb until he was arrested in 2015 as part of an investigation into corruption. Its recommendations included introducing extra observers at games and tough penalties for clubs whose players, officials or fans are guilty of racism.
am Allardyce has left his post as England manager by mutual agreement with the Football Association after one match and 67 days in charge. It follows a newspaper investigation claiming he offered advice on how to “get around” rules on player transfers. Allardyce, 61, is also alleged to have used his role to negotiate a deal worth £400,000 to represent a Far East firm. An FA statement said Allardyce’s conduct “was inappropriate” and Gareth Southgate will take temporary charge. “He accepts he made a significant error of judgement and has apologised,” the FA said. “This is not a decision that was taken lightly but the FA’s priority is to protect the wider interests of the game and maintain the highest standards of conduct in football. “The manager of the England men’s senior team is a position which must demonstrate strong leadership and show respect for the integrity of the game at all times.” Allardyce succeeded Roy Hodgson in July following England’s disastrous performance at Euro 2016 in France and becomes the national side’s shortest-serving full-time manager. The Daily Telegraph said Allardyce had a meeting with undercover reporters posing as businessmen before he took charge of his first England training session. During the meeting, which was recorded on camera, it is alleged Allardyce said it was “not a problem” to bypass rules on third-party player ownership and claimed he knew of agents who were “doing it all the time”. It was further alleged that a £400,000 deal was struck for him to represent the company to Far East investors and to be a keynote speaker at events. In the meeting, Allardyce also referred to Hodgson as “Woy”, making fun of his predecessor’s manner of speaking, and criticised Gary Neville, one of Hodgson’s assistants. Allardyce met FA chairman Greg Clarke and chief executive Martin Glenn yesterday to offer what he called a “sincere and wholehearted apology for my actions”. He explained it had been “a great honour”
to be appointed England manager in July and that he was “deeply disappointed at this outcome”. “Although it was made clear during the recorded conversations that any proposed arrangements would need the FA’s full approval, I recognise I made some comments which have caused embarrassment,” he added. “As part of the meeting, I was asked to clarify what I said and the context in which the conversations took place. I have co-operated fully in this regard. I also regret my comments with regard to other individuals,” he added Clarke told the BBC he had not been sacked, but they had agreed his position was “untenable”. In an interview on the FA website, Glenn said Allardyce was “distraught” but that “discussing a range of issues from potential contraventions of FA rules through to personal comments frankly just don’t work when you’re the manager of England”. However, Glenn did add that it was a “really painful decision” as the FA believed Allardyce was “a great fit for England manager and we think could have been extremely successful”. Former Blackpool, Notts County, Bolton, Newcastle, Blackburn, West Ham and Sunderland boss Allardyce won his only game in charge of the national team last month. An injury-time goal from Liverpool’s Adam Lallana gave England a 1-0 win over Slovakia in the first of their 2018 World Cup qualifiers. Allardyce was due to announce his squad for the next round of qualifiers on Sunday but now Southgate will be in charge for four matches against Malta at Wembley (8 October), Slovenia away (11 October), Scotland at home (11 November) and Spain in a friendly (15 November) as the FA searches for a successor. Southgate ruled himself out of the running for the England manager job prior to Allardyce’s appointment but the current bookmakers’ favourite may become a contender, depending on results in his caretaker spell. Bournemouth’s Eddie Howe, Crystal Palace manager Alan Pardew and former Hull City boss Steve Bruce are also among the possible candidates. Third-party ownership occurs when investment companies take a stake in the economic rights of players. It was described as a form of “slavery” by Michel Platini, the former president of European football’s governing body Uefa. The practice was banned by the FA in 2008 and by Fifa in May last year. x-Chelsea forward Andre Schurrle hit a late equaliser as Borussia Dortmund came from behind to draw 2-2 with Real Madrid in Champions League Group F. The La Liga side took the lead through Cristiano Ronaldo’s drilled finish after Gareth Bale’s backheeled pass. But Pierre-Emerick Aubameyang levelled after keeper Keylor Navas’s error in which he parried the ball into the face of defender Raphael Varane with the Gabon striker pouncing on the goal-bound ball. Varane then stepped us and restored Real’s lead before Schurrle’s thumping strike three minutes from time ensured the spoils were shared. In Group H, Serie A champions Juventus thrashed Dinamo Zagreb 4-0. Miralem Pjanic, Gonzalo Higuain, Paulo Dybala and Dani Alves were all on target for the Italians. In the same group, Europa League holders Sevilla edged past French side Lyon 1-0 through Wissam Ben Yedder’s second-half goal. Thomas Delaney’s stunning longrange strike helped Copenhagen trounce Club Brugge 4-0, as the
Danish club moved second in Group G behind Premier League side Leicester, who beat Porto 1-0. Bundesliga outfit Bayer Leverkusen thought they were on their way to victory at Monaco in Group E courtesy of ex-Manchester United striker Javier Hernandez’s header, but Poland international Kamil Glik equalised deep into stoppage time. Meanwhile, Sporting Lisbon picked up their first win as they beat Legia Warsaw 2-0. Former Fulham man Bryan Ruiz and Bas Dost were on the scoresheet for the Portuguese side in Group F. Champions League action continues tonight with German heavyweights Bayern Munich travelling to Madrid to face last season finalists Atletico Madrid. In the same group, Dutch side PSV Eindhoven will face hosts Fc Rostov of Russia. French Champions PSG travel to Bulgaria where they face Ludogorets Razgrad in Group A that also contains Arsenal who host Basel in London. City trio miss out with injuries
Scotland goalkeeper Craig Gordon will return to the starting line-up as Celtic host Manchester City in Champions League Group C. Dorus de Vries, replaced at half-time in Saturday’s 6-1 win over Kilmarnock, has not recovered from a chest injury. Midfielders Kevin de Bruyne and Fabian Delph, plus defender Vincent Kompany and goalkeeper Angus Gunn, all miss out for City through injury. Kompany and De Bruyne are expected to be out for up to three weeks. Delph a muscle problem, while De Bruyne limped out of Saturday’s 3-1 Premier League win over Swansea City. Club captain Kompany suffered a groin injury in last Wednesday’s EFL Cup third-round win over the same opponent. De Bruyne and Kompany are expected to return to England on Wednesday after visiting Dr Ramon Cugat’s surgery in Barcelona, where the likes of manager Pep Guardiola himself (pictured), Xavi Hernandez, Andres Iniesta and David Silva have been treated in the past. Guardiola said: “He’s the best doctor in the world and we are so lucky when we have a problem to travel to Barcelona and know his opinion, maybe the treatment. “It’s not big, big injury, so twothree weeks, they’ll both be ready to be with us.” Yaya Toure was part of City’s training session on Tuesday, although Guardiola said last week he would not pick the midfielder until he received an apology from the player’s agent, Dimitri Seluk, for comments made in the media. Gordon will be starting only his second game in the month with summer signing De Vries having returned to training but not being considered fully fit. Celtic manager Brendan Rodgers said: “He trained yesterday and today. He’s still a bit sore, but he’s fine. There’s no need for us to take any risk when I’ve got an outstanding goalkeeper beside him.” City - top of England’s Premier League after winning their first six games - beat Borussia Monchengladbach 4-0 in their Champions League opener. Scottish Premiership leaders Celtic are bottom of Group C following their 7-0 thrashing by Barcelona who play Gladbach away in Germany.
It’s sibling rivalry as Arsenal host Basel The duel between brothers Granit Xhaka and Taulant Xhaka will steal the attention when Arsenal host Swiss side Basel in the Champions League at the Emirates tonight. The Gunners midfielder Granit will face off with his elder brother Taulant who will turn out for Basel. And with Francis Coquelin sidelined because of a knee injury, Granit Xhaka will start in the heart of midfield alongside Santi Carzola. Arsenal boss Arsene Wenger will be without his combative midfielder who was forced off in the first half of Saturday’s 3-0 Premier League win over Chelsea. He said Xhaka will start in place of Coquelin and admitted the game could be a family affair. “Xhaka plays against Xhaka and so it’s a family job, basically. Of course we know Basel quite well. They have dominated the Swiss league for many years with excellent results across Europe as well,” Wenger said. But Taluant said his parents will be supporting Basel when they face off with the Gunners. The siblings have already been on opposing teams this year after Taulant and Albania played Granit and Switzerland at Euro 2016, with the Swiss coming out on top in a 1-0 win in France. Taulant told the Telegraph that their parents Elmaze and Ragip are in London for the match, and that it will be a special occasion for the family. Ragip and Elmaze originally lived in Kosovo, though left in 1990 after Ragip was released from a three-and-a-half-year prison sentence for
demonstrating against the Communist regime. The duo ended up settling in Basel and having Taulant and Granit, and the former says that his parents are supporting the Swiss side against the Gunners ‘for their heart’ - though would be happy if either brother finished as the victor. Taulant also revealed that one of his main concerns about facing Granit at Euro 2016 was potentially injuring his brother, saying: “I was a bit afraid to start with as I didn’t want to injure him.” “To play against Arsenal in the Champions League is a childhood dream. It will be special. We both go into it with the same thoughts; that we need to win and give everything.” Taulant added that he hopes he and Granit can one day represent the same club: “Of course it will be a wish for me that we played together in the same team. I think it could be a wish for him to come back when he has finished his career.” Meanwhile, Wenger will be taking the game seriously having lost ‘winnable matches’ in previous group encounters thus hampering the team’s chances of progressing further as finishing second means getting paired with Europe’s elite teams in the knock-out stages. “We have learnt as well that in the group stage, it is not only important to qualify but if possible qualify as top of the group. That give you many more chances to go forward,” he said. Arsenal are also without striker Giroud who was shown a red card in their first group game against PSG in France.

BETTING HIGHLIGHTS
Leicester rise to the occasion, Spurs win Leicester City beat Porto in their first home Champions League game to maintain the winning start to their first season in E u r o p e ’s premier club competition. Islam Slimani, who had a prolific scoring record against Porto with his former club Sporting Lisbon, headed the only goal from a Riyad Mahrez cross. Porto substitute Jesus Corona hit the post, but the Foxes held on. Leicester lead Group F by two points from second-placed FC Copenhagen, who they meet on 18 October. Slimani, a deadline-day signing for a Leicester club record £29m, tormented Porto so much during his time with Sporting that he earned the nickname “the Dragon Slayer”. In three previous matches in 2016 alone, the Algeria international had netted five times. Here, he met the teasing, curling cross of the excellent Mahrez, diving towards the ball at the back post to head past a reluctant Iker Casillas. It is his third goal in four games for the Foxes, all of which have been scored with his head. Leicester, last season’s surprise Premier League champions, have made an uncertain start to the defence of their title, losing three of their opening six games and conceding four goals in defeats by both Liverpool and Manchester United. Yet the template that brought success last season - a deep, solid backline and pacey counter-attacks - was once again employed with success at a raucous King Power Stadium. After seeing his side leak three goals to corners at Old Trafford on Saturday, Leicester boss Claudio Ranieri preferred Luis Hernandez to Danny Simpson at right-back, but it was
centre-halves Wes Morgan and Robert Huth who impressed. At the other end, Mahrez caused trouble on the right in the first half, Vardy explored the channels and Slimani barely stopped running. “We played with our spirit tonight. The last pass wasn’t always there, but Riyad Mahrez made one fantastic pass for Slimani,” manager Claudio Ranieri observed. Away in Russia, Son Heung-min continued his superb recent form to give Tottenham the first win of their Champions League campaign at CSKA Moscow. The South Korean scored his fifth goal in five games to win the game, slotting in after collecting Erik Lamela’s pass. Spurs were sloppy in their opening-game loss to Monaco but were better in an entertaining game in Russia and could have won by more. Dele Alli also hit the crossbar with a fierce 20-yard strike. Spurs, who travelled to Russia without Danny Rose, Eric Dier, Mousa Dembele, Moussa Sissoko and Harry Kane, had a couple of scares but deserved their win and can now head to face German side Bayer Leverkusen - who drew 1-1 at Monaco on Wednesday - with greater confidence. Son has hit the ground running this campaign, shouldering the goal-scoring burden for his side over the first few months with crucial strikes. He followed up his two-goal displays in the league victories at Stoke and Middlesbrough with the winner last night, another neat finish that squirmed under the outstretched hand of home keeper Igor Akinfeev. “We’ve played much better tonight but it was a tough game as it’s always difficult to play here in Moscow. It was very important for us to get three points here as we were in a must-win position,” Tottenham manager Mauricio Pochettino said.
