A report by Freedom House, a US based lobby, shows that the executive is still struggling with significant political and bureaucratic corruption that have realised scandals including that of the Eurobond, NYS, Youth Fund among others. Authorities have also been linked to continued abuse of civilian rights including extra judicial killings with the state claiming it is fighting terrorism. The Jubilee administration is also accused of disregarding the rule of law where the state has severally disobeyed court orders. “We observed that major concerns lie on corruption, rule of law and human rights violations. ‘PS planned to steal Sh695 NYS millions’
Suspended Deputy Director General at the National Youth Service Adan Harakhe yesterday narrated how former devolution Permanent Secretary Peter Mangiti and former NYS Director General Nelson Githinji frustrated him in the fight against graft at the National Youth Service. Harakhe said the two warned him against making any statement that might cast the ministry in bad light and ordered him to go slow on corruption matters. While appearing before the National Assembly’s Public Accounts Committee yesterday to answer questions over the ongoing NYS scandal probe, Harakhe said the two and IFMIS Director Jerome Ochieng and another official at the Treasury formulated a grand plan to steal Sh695 million belonging to NYS. “Both Mang’iti and Githinji were against the coming in of CID to investigate the matter. They told me to go slow on the issue and allow them to exhaust the internal mechanism before calling the investigators,” Harakhe said. “The two people were determined to

He told me not to worry about anything as he has connections at the CID and that nothing will happen to me if I approve payment of Sh695 million to companies associated with him,” Harakhe stated. “Ben also told me that he is the point man of Treasury CS Henry Rotich,” he added. Harakhe said the following day Mangiti called him and told him that they should meet at Nakumatt Junction at 7pm. He obliged and on reaching the place he found the former PS and Ben Gethi. “They told me to comply and approve
the payment of Sh695 million to companies associated with Gethi or else they will fix me and I will be taken to court and charged for failing to pay suppliers,” he narrated. Harakhe said he still refused to comply and instead went back to the investigators and briefed them of the development. He narrated to the committee how Mangiti, IFMIS Director Jerome Ochieng and another official at the Treasury frustrated him in their efforts to steal the cash. He said at some point Mangiti and Ochieng would hold meeting in Mangiti’s office and they were speaking in their mother tongue, so that other people would not infer what they were talking about. “In one of the meetings that I attended, Mangiti and Ochieng were speaking in mother tongue. I couldn’t get what they were saying,” Harakhe said. Former Chief Justice Willy Mutunga who was invited to the ceremony as the chief guest speaker said the challenges facing the country can only be resolved with proper implementation of the constitution. He noted that there are forces within government and the civil societies that have continually resisted change since the inception of the 2010 constitution. “Some forces are always ready to starve the Constitution of its oxygen hence the disregard of the rule of law. Actually if you are keen to check, the implementation process of our supreme law is always in a hostile mood,” Dr Mutunga noted. He added:” If we applied Chapter 6 to the letter more than 80 per cent of our leaders including religious organisations would go to jail. The challenge is in the implementation.” He defended the judicial independence arguing that a lot had been done to ensure clean jurisprudence.

Senate accused of abetting graft in counties Kieni MP Kanini Kega has lauded the courts for convicting three former Nyeri County government officials after the trio were found to have flouted procurement rules even as he accused the senate of abetting graft in the devolved units. Kega said the senate has become the biggest threat to devolution as they have been letting go of Governors accused of mismanaging county resources. “The court in Nyeri did a good thing that the senate has failed to do over time. I think going forward we should be going to courts and not the senate,” Kega said. The three former officials were last week fined Sh7.9 million each, or face three years in prison for flouting procurement laws and irregularly awarding a tender worth Sh10 million. John Maina (Executive Secretary in charge of Lands and Infrastructure), Martin Wamwea (Finance) and Chief of Staff, Simon Wachira, were handed the fines by Chief Magistrate, John Oyiengo, of the Anti-Corruption court. The court ruled that each of the accused persons pay twice the amount of money that was lost in the offence or serve two years in prison. Further, the suspects were each ordered to pay a fine of Sh400,000 or serve one year in prison, with the court saying the sentences should run concurrently. Kega said people should be made to pay for stealing from the taxpayers. “The money in counties belongs to the people and not individuals and that court decision was the best ever,” said the lawmaker. He expressed disappointment with the senate for letting Nyeri Governor off the hook on his impeachment despite enough evidence presented by the County Assembly. “In fact I have learnt that the biggest threat to devolution are not Governors as I used to think but the senate,” Kega said.
Central Bank offers soft loans for devolved units County governments can now borrow up to five per cent of their budgeted revenue beginning December this year, Central Bank of Kenya (CBK) has announced. The move by the National Government is likely to ease financial strains that have been blamed for slowed operations in counties. Speaking during the Intergovernmental Budget and Economic Council (IBEC) chaired by Deputy President William Ruto, CBK Governor Patrick Njoroge said that the new framework had been agreed upon by Treasury after the Attorney General clarified on the Public Finance Management Act that had previously blocked such services. Njoroge said the limit would make county governments more prudent in managing funds and have enough funding to carry out their programs. “Actually we can provide an overdraft of up to five percent of gross recurrent revenue. In order to do that we, we would also need a guarantee from the Treasury,” Dr Njoroge said. The loans are payable within a year. Council of Governors chairman who led other governors in the meeting welcomed the CBK overdrafts, saying they would avert interruptions in the event of shortfalls or delays.
Pedestrian hit as Rongai residents protest matatu reckless driving A pedestrian was today morning hit by a speeding vehicle in Rongai as hundreds of area residents held a walk-to-work demonstration in protest of reckless driving of public service vehicles plying the route. The demonstration started from Rongai town to Lang’ata Road, the scene of Sunday’s accident near the police station where four people were killed, and several others injured. “We cannot have this kind of reckless driving continue like this,” Patrick Waweru, one of the organiser’s of the demonstration said. The pedestrian knocked down on Thursday morning was rushed to hospital after sustaining serious injuries. He is one the many victims of road accidents on the route where many more others have lost their lives. The protesters waved placards, while others shouted “Enough is enough,” as they walked down Lang’ata Road, with armed antiriot police officers watching from a distance. US deports Rwandan genocide suspect The US has deported a Rwandan academic, accused of being a key figure in the 1994 genocide, to his home country. Leopold Munyakazi’s deportation came after he lost a long-running legal battle to gain asylum in the US. He is accused of wearing banana leaves during the genocide to identify himself as a Hutu, and of organising night raids on the homes of families from the rival Tutsi ethnic group. Mr Munyakazi, a former university professor, has denied the allegations. Some 800,000 Tutsis and moderate Hutus were slaughtered by Hutu militias in just 100 days in 1994. He Munyakazi fled to the US in 2004. Rwanda has since demanded his extradition, saying it wanted to try him on charges of genocide and conspiracy to committing genocide.
Ugandan shot dead by US police pointed object Police in California say they shot dead a Ugandan refugee when he pulled an object that turned out to be an e-cigarette from his pocket and pointed it at a police officer. Dozens of demonstrators have taken to the streets of El Cajon, a suburb of San Diego, in protest at the killing of Alfred Okwera Olango, who was 38. Mr Olango was killed on Tuesday after officers responded to a call from his sister who said that he needed help. She said he was mentally unwell. El Cajon police chief Jeff Davis said Mr Olango died after one officer fired an electronic stun gun and another officer simultaneously fired his firearm several times. Police, who had already acknowledged that the object was not a weapon, confirmed on Wednesday that the object was a three inches (7.6cm) long silver vaping cigarette.
India ‘attacks militant’ bases in Kashmir India’s army says it has carried out “surgical strikes” against suspected militants along the de-facto border with Pakistan in Kashmir. The operation was aimed at preventing a series of attacks being planned by Pakistan-based militants, a senior army official told reporters. The army said “significant casualties has been caused to these terrorists and those who are trying to support them”. Pakistan has not yet responded to the claims made by India. It says two of its soldiers were killed in an early morning exchange of fire with Indian army units on the Line of Control dividing the disputed region.

Obama blasts US Congress for ‘dangerous 9/11 mistake’
President Obama has said Congress made a “mistake” by overriding his veto and pushing through a bill that allows legal action against Saudi Arabia over the 9/11 attacks. He said the bill would set a “dangerous precedent” for individuals around the world to sue the US government. Wednesday’s vote was the first time Mr Obama’s veto power was overruled. CIA Director John Brennan agreed that the bill carried “grave implications” for national security. He added: “The downside is potentially huge.” The Justice Against Sponsors of Terrorism (JASTA) legislation opens the door for victims’ families to sue any member of the Saudi government suspected of playing a role in the 9/11 attacks. Fifteen of the 19 hijackers were Saudi nationals, but the oil-rich kingdom - a key US ally - has denied any role in the attacks, which left nearly 3,000 people dead. While US intelligence raised suspicions about some of the hijackers’ connections, no link
has been proven to support claims that Saudi officials provided financial support to the suspects. Mr Obama told CNN on Wednesday: “It’s a dangerous precedent and it’s an example of why sometimes you have to do what’s hard. “And, frankly, I wish Congress here had done what’s hard. “The concern that I’ve had has nothing to do with Saudi Arabia per se or my sympathy for 9/11 families. “It has to do with me not wanting a situation where we’re suddenly exposed to liabilities for all the work that we’re doing all around the world and suddenly finding ourselves subject to private lawsuits.” But families of the victims and their lawyers have dismissed these concerns. “We rejoice in this triumph and look forward to our day in court and a time when we may finally get more answers regarding who was truly behind the attacks,” said Terry Strada, national chair of the 9/11 Families & Survivors United for Justice Against Terrorism.
Mr Obama suggested that his colleagues’ voting patterns were influenced by political concerns. “If you’re perceived as voting against 9/11 families right before an election, not surprisingly, that’s a hard vote for people to take. “But it would have been the right thing to do.” The Senate voted 97-1 and the House of Representatives 348-77, meaning the bill becomes law. White House spokesman Josh Earnest told reporters the vote was “the single most embarrassing thing the United States Senate has done” in decades. But the measure’s supporters contended the legislation only applies to acts of terrorism that have occurred on US soil - and side-swiped at Mr Obama for his perceived prioritising of relations with Saudi Arabia. “The White House and the executive branch (are) far more interested in diplomatic considerations,” said Democratic New York Senator Chuck Schumer. “We’re more interested in the families and in justice.”
Sudan accused of using chemicals weapons against Darfur children
Dozens of children in Darfur have allegedly been killed by chemical weapons dropped on them by their own government, it is claimed. Amnesty International say the children are among more than 200 people estimated to have been killed by the banned weapons since January. Those affected by the “poisonous smoke” vomit blood, struggle to breathe and watch as their skin falls off. The Sudanese government has said the allegations are baseless.
“The allegations of use of chemical weapons by Sudanese Armed Forces is baseless and fabricated,” Sudan’s UN Ambassador Omer Dahab Fadl Mohamed said, quoted by Reuters. The government in Khartoum and rebels have been fighting in Darfur for 13 years. Yet the conflict and its toll on the western region’s citizens has fallen off the radar since 2004, when warnings of a potential genocide forced the outside world to act.
But a new report into repeated attacks by the Sudanese government against their own people reveals “nothing has changed”, according to Tirana Hassan, Amnesty’s director of crisis research. The human rights group’s eight-month investigation uncovered “scorched earth, mass rapes, killings and bombs” in Jebel Marra, a remote region of Darfur. Researchers also found 56 witnesses to the alleged use of chemical weapons on at least 30 occasions by Sudanese
forces, who launched an offensive against the Sudan Liberation Army, led by Abdul Wahid (SLA/AW) in the middle of January. “The scale and brutality of these attacks is hard to put into words,” said Ms Hassan. “The images and videos we have seen in the course of our research are truly shocking; in one a young child is screaming with pain before dying; many photos show young children covered in lesions and blisters. Some were unable to breathe
and vomiting blood.” Survivors told Amnesty International of the putrid and “unnatural” smelling smoke which filled the air after the bombs were dropped. Many began vomiting within minutes of coming into contact with it. Often, the vomiting and diarrhoea would be bloody, while others were left with “bulging” eyes. Survivors’ eyes were also reported to change colour, as did their urine and their skin, which would then harden and fall off.

Kenya ratifies EPAs as local goods gain access to European markets Kenya will continue to benefit from unbridled access to European Union markets following the government’s ratification of the East African Community-European Union Economic Partnership Agreement (EAC-EU EPA). The Government of Kenya, through the Kenya Mission to the European Union in Brussels, has deposited with the EU the instruments of ratification of the Agreement at the agreements section of the EU Council. The EAC-EU EPA was ratified by the Kenya’s Parliament on September 20, 2016. The handing over ceremony was witnessed by Mme Alda Silveira Reis, Director of DG Trade, Development, Horizontal Issues & Foreign Affairs Council amongst other senior EU Officials. “With the ratification of the Agreement, Kenya will continue to benefit from EU Market Access Regulation No 1528/2007, which governs the EU preferential market access regime for African, Caribbean and Pacific countries that have negotiated Economic Partnership Agreements with the EU,” Foreign Affairs Cabinet Secretary Amina Mohamed said in a statement issued just hours ago. Negotiations of the EAC-EU EPA were concluded by both sides and the text initialled on October 14, 2014. The agreement covers trade in goods and development cooperation. It also contains extensive chapters on agriculture, fisheries and economic and development cooperation. “The agreement provides duty and quota-free access for Kenyan and EAC products to the EU market. It guarantees that the EU will not apply export subsidies on products destined for the EAC market. Through the Agreement the EAC has committed to liberalise the equivalent of 82.6 per cent of imports from the EU by value.
Mining Ministry in search of firm for year-long survey Kenya will appoint a company by December 2016 to conduct a year-long airborne survey to map its mineral deposits, Mining Cabinet Secretary Dan Kazungu has said. Speaking during the ongoing Kenya Mining Forum set to sell Kenya as one of the the most attractive investment destinations in the mining sector, the CS confirmed that the move seeks to attract financiers to the nascent industry. He said the process of appointing the company would be carried out in a transparent manner. “Going forward, new mining licenses will be made online. You do not have to come to our offices. We are expected to talk to investors 30 days after they make their applications,” CS Kazungu explained. The CS said that the Ministry has Sh3 billion in initial funding from the
Treasury in the 2016/17 fiscal year to start the survey, adding that only 4 per cent of the country’s gold reef has been explored. “The proposed airborne survey on the potential of the minerals in Kenya is underway. We are expecting to get a contractor by December who will map out all areas throughout the country,” he told investors on the first day of the Forum. Kenya has proven deposits of titanium, gold and coal and is also understood to hold significant deposits of copper, niobium, manganese and rare earth minerals. Kazungu said the Ministry is planning to hire a consultant in the next month or so to work with geologists in carrying out the first such survey in the western part of the country. @enock_x254

paper, textiles and clothing, footwear, ceramic products, glassware, articles of base metal and vehicles. The Agreement also sets up an EPA Council that will address implementation issues. Kenya Revenue Authority unveils smart app to detect counterfeit products
The Kenya Revenue Authority (KRA) has introduced a new app that uses a Quick Response (QR) Code, enabling distributors, retailers and consumers to authenticate the legitimacy of all tobacco, wines and spirits, among all other alcoholic drinks. The move is part of the wider roll-out of the Electronic Goods Management System (EGMS) introduced to combat illicit trade and seal revenue leakages by enforcing tax compliance and enhancing production traceability. The app is designed in such a way that it helps consumers determine whether a stamp is suspicious, giving the same users the option to report counterfeit stamps to the KRA. “Consumers have a vital role to play in identifying non-compliant products and can protect themselves from potential dangerous illicit goods while assisting KRA and supporting law enforcement authorities in the fight against illicit trade,” KRA said in a statement. The Authority stated that the app is available for download from the Google Play Store and the Apple Store. Since the introduction of the EGMS in 2013, excise revenue grew by 28 per cent in the 2015/16 financial year. During the same period, domestic excise revenue from products controlled under EGMS grew by 43 per cent to additional collection of Sh8 billion, the highest recorded in history. It is envisioned that the use of the application will further enhance the relevance of the EGMS stamps and as a result drive up revenue collection.
Large banks to reap big from new CBK rates The new law that capped bank interests at 14 per cent will only benefit large bank with huge financial deposits, and disadvantage small banks, a recent analysis has suggested. The study by Britam Asset Managers discloses that most big banks have wider distribution networks spread across the country thus encouraging their customers to carry out more transactions through Automated Teller Machines (ATMs) withdrawals, consequently earning more income. Speaking at a press conference in Nairobi, Britam Chief Executive Officer Kenneth Kaniu reiterated that medium and small banks suffer higher non-performing loans due to their higher exposure to riskier micro, Small and Medium Enterprises loans. “Asset quality will be a key focus going forward as banks try to keep cost of risk low to cushion their bottom line,” he said.
The report by the financial and insurance services firm noted that larger banks are more active in generating other sources of income growth from alternative channels such as investment banking, stock-broking, bank assurance as well as active trading of government securities. “Large banks will continue to capitalize on their strengths to drive growth in non-interest income, ramping up cross selling of products to existing clients in order to derive maximum value,” the report read in part. Kaniu held that banks are expected to increase focus on growing non-interest income to compensate for the decrease in interest income. He noted that banks are likely to further increase their investment in government securities in the short term due to the attractive riskfree yields. “We expect banks to step up efforts to improve efficiency by making alternative
channels, which are more cost efficient and more attractive to customers,” the CEO said. “Large banks will also seek to grow market share by attracting customers from medium and small banks by offering cheaper loans,” he added. The firm held that the longterm outlook of credit growth remains uncertain as banks will have to re-assess their risk affinity within the new rate envelopes for new loan origination. The report comes a month after President assented the Banking Amendment Bill 2015 to set the minimum amount of interest to be paid for bank deposits at 70 per cent of the CBK rate. Given that the CBK rate currently stands at 10.5 per cent, the effective rate would be 7.35 per cent. KCB cuts rates as lender resumes lending on M-Pesa mobile platform

KCB Bank has enhanced the capacity of its flagship mobile service KCB Mpesa, cut interest rates and resumed lending on the platform, effectively boosting the lender’s financial technology agenda. KCB Mpesa loans will now be charged at a rate of 1.16 per cent month, down from 6 per cent previously. A one-off negotiation fee of 2.5 per cent will also be applied to loan applications. KCB Group CEO Joshua Oigara said the adjustment on the product - which was occasioned by a technical hitch that hit the platform last week affecting disbursement of loans - was meant to guarantee better services and enhance security. “We took the initiative to disengage the KCB Mpesa system in order to undertake a quality assurance exercise as well as optimal development of the system to better serve our 7 million customers,” Oigara said. He added that the move will allow lenders to enjoy a seamless interactive experience while transacting on KCB Mpesa. “The system review now allows the Bank to accommodate more loan requests. We have also enhanced the credit scoring model as our way of deepening uptake of financial services,” said Mr Oigara while announcing that the Bank had resumed lending on the platform. Since the launch of KCB Mpesa in March 2015, KCB has extended financial services to over 7million customers, disbursing at least Sh12 billion in loans. The average value of loans per customer averages Sh1,800. Following the enactment of the Banking (Amendment) Act 2016, which came into effect mid this month effectively capping interest rates at not
more than 4 per cent of the Central Bank Rate, KCB has lowered rates on all its loans to 14 per cent. “We have seen a sharp rise in loan requests on all our mobile loans following the decrease in interest rates, meaning the platform remains central in further deepening the financial
inclusion agenda,” said Mr Oigara. Latest statistics show that at least 40 per cent of the loans processed through KCB MPesa are below Sh500 and 57 per cent are below Sh1,000, an indicator that the service is providing affordable finance to users across all income levels.
“Mobile banking, which is a key lever of our digital banking agenda, remains crucial to our growth story in the coming years. From a collaboration perspective, KCB MPesa is a flagship partnership that is redefining the mobile payments space in Kenya,” said Mr Oigara. @enock_x254

Ten African countries meet in Nairobi to deliberate on ISO

Ten African countries drawn from East and West Africa are congregating in Nairobi to discuss how to build consensus when developing ISO standards. Kenya Bureau of Standards Managing Director Charles Ongwae, said the forum aims at providing guidance to national standards bodies (NSBs) on how to involve stakeholders and the benefits of participating actively in standards development. Ongwae said the process of developing standards is a rigorous effort between the users of standards and the regulators (NSBs). “As you all know, standards play a critical role not only in facilitating trade and consumer safety but also in protecting our environment and hence the need to engage all
key stakeholders during standard development and negotiation process,” he added. He urged African countries to take part in international standardization negotiations as they enhance national awareness on quality and trade of goods and services. He added that such forums provide a country with an avenue to present its interest based on consensus collected from relevant stakeholders, which assures fair and equitable treatment and consideration in the international process of standardization. Speaking during the same function, Mrs Sophie Clivio, Director for Standardization and Technical Policy, said the engagement is part of the global standard’s body strategic plan which seeks to
sensitize key players. “It has become clear that organizations around the world are benefitting from standards not only from the finished products but also from participation in the development process, hence the need for such engagements,” said Clivio. Clivio said such benefits can only be realized if national members and their stakeholders participate in the process effectively. The African countries attending the two day forum include Kenya, Uganda, Rwanda, Ethiopia, Botswana, Namibia, Mauritius, South Africa, Sudan and Rwanda. State to create job opportunities in arts industry The government of Kenya, through the Department of Culture and the Arts, has today officially kicked off a two day public dialogue workshop that is set to come to a close on September 30, 2016 to develop and endorse a national creative economy strategy. This initiative is in line with its mission to develop, promote, preserve and disseminate Kenya’s cultural and Arts heritage, promotion of sports, development of the Kenya Film industry through formation and implementation of policies, programmes and projects for improved livelihood of the Kenyan people’. Officiating the initiative this morning, Cabinet Secretary Dr. Hassan Wario expressed optimism that the Kenyan arts and culture industry was geared towards international success. “The government is ready to support the creative community because we believe in our young people whose creative minds are going to turn around this industry into an international power house,” the Cabinet Secretary said. There is growing interest in the potential of the cultural and creative industries to drive sustainable development and create inclusive job opportunities. Youth unemployment in Kenya has been a major challenge thus the strengthening of the arts and culture industry may be particularly important for job creation. A recent survey has indicated that due to a lack of jobs, young people have turned to self-employment through art but are still struggling in the industry due to unclear laws and low income associated with the sector. These findings echo trends in many other countries across the continent. In partnership with the Kenya Private Sector Alliance (KEPSA), HEVA fund and the creative economy working group, the State Department of Culture and Arts are expected to engage industry stake holders to develop a scoping for a sector baseline and develop a framework for catalyzing the growth of creative industries in Kenya in line with the country’s Vision 2030 development blue print. The workshop will discuss cross cutting issues centered on music, fashion, crafts, jewelry, theatre, film and digital media, photography, publishing, gaming, dance, creative applications and other emerging mediums in the arts and culture platform. In the forum, legal, regulatory and policy assets are to be discussed. Issues surrounding production, performance and selling of art - that has over the years marred controversy due to cartels who exploit the artistes - will also be addressed. On average prices in the 18 Nairobi suburbs increased by 2.5 per cent in the second quarter of 2016. Muthaiga
was the best performing suburb with prices increasing by 13.1 per cent while Upperhill had the most expensive land with an acre going for Sh517 million per acre. Kitisuru was the worst performing suburb recording an average asking price decline of 0.3 per cent “With average price for land now at Sh178 million per acre, investors are now opting to buy property which they can rent out in the short term and sell in the long term. Rooney doubtful as Man United seek Europa redemption against Zorya

anchester United will be hoping to put their shock 1-0 loss away to Feyenoord in the Europa League two weeks ago and record their first win in the competition when they host Ukranian side Zorya Luhansk at Old Trafford tonight. Newcastle United fought back from 3-1 down to win a seven-goal thriller with two goals in stoppage time at home to Norwich City in the Championship. Dwight Gayle scored a hat-trick for the hosts, his third coming dramatically in the sixth minute of added time after Yoan Gouffran levelled on 95 minutes. After Gayle’s opener, goals from Graham Dorrans, Cameron Jerome and Jacob Murphy had put Norwich two goals clear. But Gayle’s second quickly made it 3-2 to set up a stunning Magpies fightback. The hosts applied intense pressure in the closing stages and were rewarded, first with Gouffran’s close-range finish from DeAndre Yedlin’s cross and then Gayle’s even later winner. Victory lifted Newcastle up to third in the table from ninth and denied
Norwich top spot, which they were set to occupy as they took a 3-2 lead into stoppage time. Atletico Madrid stunned Bayern Munich 1-0 while Barcelona came from a goal down to beat Borussia Monchengladbach as day two of the Champions League ended across Europe last night. Barca, who beat Celtic 7-0 in their opening Group C game, trailed to Thorgan Hazard’s opener in Germany. Substitute Arda Turan fired in the equaliser before Gerard Pique bundled in the winner for the Spanish side. Elsewhere, Paris St-Germain were 3-1 winners at Ludogorets and Napoli beat Benfica 4-2. In Madrid, Bayern were again shocked at the Vincente Calderon when Atletico Madrid beat them again 1-0 having knocked them out of the same competition at the same venue by the same score-line at the semifinals last season. And it was another first half strike, this time from Belgian winger Yannick Carrasco that made the difference between the two European giants. Antoine Griezmann could have put the game to bed with six minutes to time but the Frenchman missed his spot kick against manuel Nuer in the Bayern goal for the second successive season running. In Germany, Luis Enrique had a rare solution to the problem of Lionel Messi’s absence, with the Argentine striker missing with a groin injury. His initial solution was to start Spain international Paco Alcacer in Messi’s place, alongside Neymar and Luis
If Enrique’s initial tactics were misjudged, he made amends in the second half, sending on Turan, who made an immediate impact with a drilled finish after latching on to Neymar’s floated pass over the top. Theo Walcott scored twice as Arsenal put in a dominant home display against Basel in the Champions League. It took the Gunners just six minutes to open the scoring as Walcott headed in from Alexis Sanchez’s cutback. The hosts led twice in the first half, Moussa Dembele diverting in Erik Sviatchenko’s header and Kieran Tierney forcing an own goal by Raheem Sterling. This was brilliantly bonkers and the atmosphere intensified when Sergio Aguero forced a fine save from Craig Gordon only for the impressive Nolito to put away the loose ball. City took control, pinning a tiring Celtic back and threatening to sicken them with a winner. Fernandinho launched a rocket that flew just over. Gundogan’s shot hit off Sviatchenko and Gordon and went out. City pressed and pressed but the winner proved elusive. “It was maybe a good lesson for us, how important it is to start well. It is not easy to recover one goal, imagine two, imagine three,” City manager Pep Guardiola said after. “It was mentally a shock at the start of each half, to concede a goal after two minutes,” he added.
