axpayers lost a total of Sh1.8 billion through dubious deals at the National Youth Service (NYS) and not Sh791 million as had been reported earlier, the Ethics and Anti-Corruption Commission (EACC) has revealed. EACC chief executive Halakhe Waqo told the Public Accounts Committee that the country lost Sh1.8 billion and figure could increase as the agency continue to get new information every day. “The Sh791million is what is known by the public but as EACC the figure as at now stands at Sh1.8 billion and it could even be more as new information continue to trickle into our offices every day,” Waqo said. “NYS issues have been developing tentacles every day and we continue to receive information about the matter on a daily basis maybe the figure could increase,” he added.

Pyramid cartels behind shady KRA tender WEEKEND EDITION, SEPT 30-OCT 2, 2016

Pyramid scheme cartels accused of orchestrating a money-minting scandal a more than a decade ago were behind the awarding of a tender worth Sh17.7 billion by Kenya Revenue Authority (KRA) to a Swiss firm, MPs were told yesterday. Consumer Federation of Kenya Secretary General Stephen Mutoro told the Public Investment Committee that brains behind the 2005 pyramid scheme where Kenyans lost billions were again at work during the awarding of the Excisable Goods Management System tender said to have been approved irregularly. The committee chaired by Eldas MP Aden Keynan is investigating how KRA awarded the tender without following due procedure. Mr Mutoro who appeared by the committee as a witness submitted that claimed that KRA procured EGMS system from SICPA Kenya Ltd, a subsidiary of a Swiss firm to print Excise Duty without any due diligence. He alleged that the deal was a scheme by KRA officials to defraud the taxpayer. COFEK now wants Kenya Revenue Authority Commissioner-General

John Njiraini to vacate office for failing to carry out due diligence by awarding a tender to a questionable company. “Mr Njiraini should be held responsible for the contract. In another world, the CommissionerGeneral would have resigned a long time ago because of overseeing this scandal,” he said. The lobby group said Njiraini abetted corruption by allowing his officials not to consider basis procurement procedures. “It is sad to note that the directors of the SICPA Kenya Ltd are the same that looted millions of shillings from unsuspecting Kenyans back in 2015, this committee should not allow these to go unpunished,” he pleaded adding that the contract did not represent value for taxpayers’ money. Keynan confirmed the claims by the witness that the committee too, had evidence that two directors of the Swiss company, SICPA Security Solutions SA Limited were involved in the infamous pyramid scheme. When he appeared before the committee yesterday, the man who oversaw the negotiations of the award of the contract to SICPA Kenya Ltd, a subsidiary of a Swiss

firm, Caxton Masudi who was the head of delegation, said the firm was represented by two Kenyans. He however did not reveal their names. “What I can only remember is that we had two Africans in the team that met us for negotiations,” Masudi said. “Can you remember their names,” committee Vice Chairman Kimani Ichung’wa asked. Masudi maintained he could not remember the names. But when pressed further by Ichung’wa who asked; “Do you remember anyone by the name Brian Lingale and Christopher Esendi?” “Yes, I can remember the two had our indigenous names,”Masudi responded. He explained Brian Lingale and Christopher Esendi appeared for SICPA during the negotiations but said he had no prior information about them. The tender in question revolves around Excise Goods Management System meant to enable KRA monitor output of locally-manufactured goods. It was awarded a year and a half into an existing contract of Sh2.28 billion.

He said the commission is at an advanced stage in their investigations over the NYS saga and could not divulge more details so as not to jeopardize ongoing probe. “We are at an advanced stage of concluding this NYS matter, we have completed collection of information in some cases and we are reviewing information gathered so far in some cases,” Waqo told the committee chaired by Rarieda MP Nicholas Gumbo. “As at now I cannot tell you more because we are still investigating some cases and I don’t want to interfere with the investigations,” Waqo stated. He told the MPs that some of the assets acquired through the NYS loot have been frozen, seized and preserved by EACC. The assets Waqo said include luxurious cars, homes, plots and residential houses. “The recovery of the assets is just part of the effort we are making to ensure that we get back the money lost through NYS,” Waqo said. Waqo said besides the Sh791 saga, the commission is also investigating 12 other cases in relation to the youth service. “It is not only the loss Sh791million that we are investigating, we have other 12 cases,” he said. It also emerged that Sh147 million was lost

during the slum upgrading programme that was conducted by NYS in Korogocho, Kiambio and Mukuru Kwa Njenga slums. The NYS saga Waqo revealed has roped up many people some of wh are not even in government. Cabinet Secretaries, Civil servants, current senior and former government officials, MPs and other notable members of the public are some of the people Waqo said have been adversely mentioned in the NYS saga. “I cannot tell you the names of these people at the moment because investigations are still going on and we don’t want to be sued,”

Waqo said. Waqo urged the legislators to assist the commission in making sure that those found guilty of corruption are put behind bars. “I also want to see convictions and people taken to jail but our work is not that easy as people think, I’m also frustrated,” he said. Waqo said EACC cannot do more once a matter has been taken to court. “It’s the court to decide when to determine a case and prefer the charges we can’t do much as EACC once the matter is out of our hand,” he added. @ sam_x254

Senators secret plan against Governors in 2017

Senator have hatched a new plot that could see them lock a number of governors out of the 2017 political race. Members of the Upper House have crafted a Bill that will require all Governors to be cleared of any financial impropriety before they can be allowed to run. Kiambu Senator Kimani Wamatangi said the senate’s Public Accounts Committee has already drafted the Bill and it is set to be debated when it resumes sittings next month. The aim of the Bill Wamatangi said is to introduce additional requirement on all accounting officers who are entrusted with public funds for purposes of delivering development to the public to show a clean bill of health on how well they have utilized the fund. “The funds bestowed on all accounting officers are meant for specific development reasons and not for personal use and therefore we want to ensure that before one gets to hold such an office his previous record on financial management is okay,” Wamatangi said. Wamatangi downplayed the notion that the senators wants to use the bill to tame Governors who have not been in good books with majority of senators on matters of county management saying the bill targets all accounting officers and not necessarily Governors. “This Bill applies to all people who are even currently in public offices but have expressed interest in going for a political seat in the next general elections,” Wamatangi added. He said the bill is currently being scrutinized by their legal department and will be ready soon. A number of governors are yet to be cleared by the senate on varies audit queries and the propoded law could give senators an upper hand in unseating the county chiefs given that a number of them have declared interest in becoming governors. But the Independent Electoral and Boundaries Commission (IEBC) chairman Isaack Hassan said the additional requirement can only be added among the requirements through an amendment of the constitution. “This house has the powers to amend the constitution and include the additional requirement but for us as a commissioner we cannot do anything,” Hassan told the senators when he appeared before the senate Public Accounts committee on Tuesday. Nairobi county doctors call off 3-week strike Doctors in Nairobi County have called off their strike after a three-week standoff with the county government over delayed salaries and promotions. The resolve comes after a five hour long meeting held at the county offices earlier today between county officials, Health Cabinet Secretary Cleopa Mailu and the doctors union. KMPDU Secretary General Ouma Oluga said they had reached at an amicable return to work formulae after their six month salaries were released. The county government has also released appointment and promotion letters of the striking doctors, which was also among the contentious issues. “The county government has agreed to honour our issues. Our salaries and appointment letters have been released. I am appealing to all doctors to resume duty immediately,” said Dr Oluga. The county has also agreed to withdraw a case it had lodged against the striking doctors. Only yesterday, Nairobi County Assembly members fought during a joint committee meeting held to address the strike by the doctors. County Executive in charge of Health Bernard Muia indicated that the meeting had resolved issues all that the doctors had resolved. “The Nairobi City County Government on its part has fulfilled most of the demands by the doctors and this has been confirmed today,” Dr Muia noted. @wilson_x254

Kisumu senator Prof Anyang’ Nyong’o chairs the Public Accounts Committee which has crafted the Bill seeking to bar all governors with financial queries from defending their seats.

Bill said lavish spending by some public officers must be accounted for as the money belongs to the people. Senators want all accounting officers across the country to produce a certificate of compliance on financial management in addition to the normal requirements such as a certificate of good conduct, clearance certificate from Higher Loans Education Board (HELB), Tax compliance certificate from KRA and clearance from the Ethics and Anti-Corruption Commission among others.

The matter has been escalated by Rarieda MP Nicholas Gumbo who has also called on the National Assembly to be given powers to oversight Governors instead of MCAs. Gumbo argued that MCAs have become compromised and are no longer carrying out the oversight role as required by the constitution. “MPs should be given powers to oversight Governors because MCAs have now been compromised and nowadays live a lavish lifestyle,” @sam_x254

US strike in Somalia ‘killed civilians’

A Somali regional government official has demanded an explanation from the US after 22 civilians and Somali soldiers were reportedly killed in an airstrike. Officials in the semi-autonomous region of Galmudug accused neighbouring Puntland of misleading the US into believing they had targeted extremists. The Somali military confirmed its soldiers were killed in the strike. Washington says the strike killed nine al-Shabab militants, but that it was investigating. Residents in the city of Galkayo in the Galmudug region protested against the strike by burning American flags on Thursday. “The cabinet requests the US government give a clear explanation about the attack its planes carried out on the Galmudug forces,” a government statement said. Al-Shabab had said it did not have any of its supporters in the area during the time of the bombing which took place late on Tuesday night. A Somali military general confirmed their statement on Thursday, saying there were no militants in the area.

US sanctions allies of DR Congo’s Kabila The United States has imposed sanctions on two senior security officials in the Democratic Republic of Congo who are allied to President Joseph Kabila. It accuses army Gen Gabriel Amisi Kumba and John Numbi, an ex-police chief, of threatening the country’s stability by suppressing the opposition. The men, who have not commented on the allegations, have had their assets frozen in the US. There have been recent protests against the postponement of presidential polls. The opposition accuses President Kabila of trying to cling on to power beyond the end of his term, which is due to expire in December. The US treasury said Gen Amisi had commanded units which violently suppressed opposition protests in several provinces, including one last year in which more than 40 people died. “Soldiers have used excessive force and lethal weapons during demonstrations and political rallies,” the US treasury statement said. Mr Numbi is said to have intimidated voters to secure victories for candidates affiliated to President Kabila in elections in March for governors.

France ‘begins airstrikes against IS’ France has begun air strikes against so-called Islamic State in Iraq from the aircraft carrier Charles de Gaulle, reports say. A number of Rafale fighter planes took off from the carrier early on Friday, news agency AFP said. It quoted an officer on board, who said the planes would take part in an attack on Mosul, an IS stronghold in Iraq. The Charles de Gaulle, France’s only aircraft carrier, was sent to the region earlier in September. French radio station RTL reported that 24 aircraft will take part in today’s operation, with a sortie every three minutes, on average. It also said the fighters were armed with four 250kg laser-guided bombs each. This is the ship’s third mission with the US-led coalition in Iraq and Syria, since February 2015, when France stepped up its military operations following the attacks in Paris.

Education Cabinet Secretary Fred Matiang’i says Chancellors should lead the vetting process during appointment of public university Vice Chancellors to enhance transparency. This is part of the proposals made during the 2nd Round-table Discussion on Policies, regulations and standards for University Education. “The Chancellors could chair a forum where a section of members of the Senate of the respective University, Student leadership and alumnae could interrogate shortlisted candidates for Vice Chancellors,” he said in the wake of wrangles at Moi University where

local leaders have rejected Prof Laban Ayiro whom he named to be Vice Chancellor in an acting capacity. Governors Jackson Mandago and his Uasin Gishu counterpart Alex Tolgos are already under an active police investigation for leading a crowd to the university to eject the professor, while demanding that Professor Isaack Kosgey takes over after leading in a recruitment process. Matiang’i however, insists that he followed the law in appointing an acting Vice Chancellor, and has called for patience until the recruitment process is completed. In the Friday statement sent to newsrooms,

Matiang’i said politicization and tribalism in universities was undermining their capacities and emphasised the need to establish and strengthen the infrastructure needed for provision of quality higher education. Matiang’i also asked the chancellors to explore ways of building capacities for University managers on leadership and management with a view to improving their ability to provide effective leadership and management of higher education institutions. Philippines President Rodrigo Duterte (pictured) on Friday likened himself to the Nazi leader, saying he wants to kill millions of drug addicts, just as Hitler killed Jews during the Holocaust. “Hitler massacred three million Jews. Now there is three million, what is it, three million drug addicts (in the Philippines), there are,” he said in a speech in his hometown of Davao City. “I’d be happy to slaughter them. At least if Germany had Hitler, the Philippines would have (me). You know my victims, I would like (them) to be all criminals, to finish the problem of my country and save the next generation from perdition.” History counts the cost of Hitler’s purges against “undesirables” at six million, the vast majority of whom were Jews.

World Jewish Congress President Ronald Lauder, in Israel to attend the funeral of former Prime Minister Shimon Peres, condemned the remarks. “These statements are revolting, and President Duterte must retract them and apologize,” Lauder said. “We just marked the 75th anniversary of Babi Yar, the massacre of more than 33,000 Jews in Ukraine by Nazi Germany... Now, the elected leader of the Philippines openly calls for the mass murder of people who are addicted to drugs. “Drug abuse is a serious issue. Peres legacy hailed as world leaders gather in Jerusalem to mourn former Israeli leader

W

orld leaders have hailed the vision of the late Israeli leader, Shimon Peres, as he is laid to rest three days after he died at the age of 93. Israeli Prime Minister Benjamin Netanyahu described him as “a great man of the world”, as he led the eulogies. US President Barack Obama said the presence of Palestinian leader Mahmoud Abbas at the funeral was a reminder of the “unfinished business of peace”. Mr Abbas was among dozens of foreign dignitaries attending in Jerusalem. Security was intensified ahead of the ceremony, with several people arrested. Delivering an emotional address, Mr Netanyahu said that while Israel and the world grieves for Mr Peres there was hope in his legacy. “Shimon lived a life of purpose,” he told the dozens of world leaders and representatives gathered at Jerusalem’s Mount Herzl cemetery. “He soared to incredible heights. He swept so many with his vision and his hope. He was a great man of Israel. He was a great man of the world.” Former US President Bill Clinton, who helped negotiate the Oslo peace accords between Israel and the Palestinians in the 1990s that led to a Nobel Peace Prize for Shimon Peres, said he was Israel’s “biggest dreamer”. “He imagined all the things the rest of us could do. He started life as Israel’s brightest student, became its best teacher and ended up its biggest dreamer.’’ US President Barack Obama closed the eulogies, comparing Mr Peres to “some of the other giants of the 20th Century that I’ve had the honour to meet, like Nelson Mandela and Her Majesty Queen Elizabeth”. Mr Peres, he said, believed in equality for Palestinians. “Even in the face of terrorist attacks, even after repeated disappointments at the negotiation table, he insisted that as human beings Palestinians must be seen as equal in dignity to Jews and must therefore be equal in self determination.” He also mentioned Mr Abbas, who was seen shaking hands and speaking briefly with Mr Netanyahu. The last substantial public meeting between the two leaders was in 2010, with peace efforts completely suspended since April 2014. As a negotiator for the Palestine Liberation Organisation (PLO), Mr Abbas was one of the people who signed the Oslo peace accords in 1993, for which Mr Peres won a Nobel Peace Prize the year after, along with Yasser Arafat and Yitzhak Rabin. A senior Palestinian official told the Associated Press news agency that Mr Abbas wanted to “send a strong message to Israeli society that the Palestinians are for peace, and appreciate the efforts of peaceful men like Shimon Peres”. But a spokesman for Hamas, the more hardline Palestinian group which runs Gaza, called on Mr Abbas to “retract his decision to participate in the funeral of the criminal Shimon Peres”. Mr Peres’ reputation in the region is complicated by the 1996 shelling of Qana in southern Lebanon that killed more than 100 people who were sheltering in a UN compound. It happened when, as prime minister, he ordered an offensive against a wave of rocket fire by the

KQ in talks with lenders, seeks funds for turnaround strategy Kenya Airways (KQ), the country’s flagship carrier, is in talks with creditors as the flyer seeks to amend terms of its debt and provide it with sufficient funds for operation in the short term. KQ’s Board of Directors, who held their Annual General Meeting (AGM) yesterday, has discussed the steps taken by Directors with regard to the company’s turnaround strategy in order to address the net assets position of the firm. The company’s 40th AGM was held at Pride Centre in Nairobi on Thursday September 29, 2016 to - among other things - receive, consider and possibly adopt the Company’s audited Financial Statements for the year ended March 31, 2016 together with the Directors’ and Auditors’ Reports. Key among issues discussed was KQ’s ongoingmove to elect Directors as the flyer’s Board Members Dr. Kamau Thugge, Mr. Wilson Irungu Nyakera and Mr. Vincent Rague retire by rotation in accordance with the Company’s Articles of Association. KQ’s Board also discussed approval of the Directors’ remuneration. The airline’s shareholders have voted to have ex-Safaricom Chief Executive Michael Joseph join the board pending confirmation on October 5, 2016. If voted in, Joseph will replace Vincent Rague who is retiring and did not offer himself for reelection. Local food manufacturer Unga Group Limited has posted a profit before tax of Sh734.4 million compared to Sh635.7 million a year ago for the financial year (FY) ended June 2016. The company also reported a FY turnover of Sh19.74 billion versus Sh18.72 billion the previous year . During the period in review, turnover and profit for the year from continuing operations increased by 5.4 per cent and 18.4 per cent respectively. Operating profit was impacted by higher distribution and administrative expenses, attributable to the Groups’ strategic investments in ICT system upgrades, human resources and brand equity building. “Increased focus on marketing and advertising is expected to yield positive gains to our market presence across all segments. Production of maize flour and porridge declined compared to the prior year as a result of the shortage of quality maize grain in the second half of the year,” the company Board said in a statement released this morning. Imported wheat prices were favourable, driven by good harvests in Europe. The focal wheat harvest improved compared to prior year, allowing prices to remain stable. Quality finger millet was in short supply throughout the year. The Board noted in its statement that towards the end of the financial period, there was a welcome exemption of VAT certain materials used in the manufacture of animal feeds in Kenya. “This has assisted in keeping feed prices stable, despite inflationary pressures,” noted the Board. @Dennis _x254

Kenya is set to be spared from a bout of economic turmoil despite the fact that economic growth in sub-Saharan Africa is likely to slip to 1.6 per cent this year, its lowest level in two decades. The dip is due to continuing woes in South Africa and Nigeria, the continent’s largest economies, a World Bank report has said. Meanwhile, an analysis, dubbed the October 2015 Kenya Economic Update indicates that Kenya is poised to be among the fastest growing economies in Eastern Africa. Another report titled the 2016 Country Economic Memorandum says that Kenya’s growth prospects will depend a lot on Innovation, Oil, and Urbanization on the long term. Africa has been one of the world’s fastest growing region’s over the past decade, but a commodities slump has hit its oil and mineral exporters hard, bringing growth down to 3 per cent in 2015. On the other hand, Kenya’s growth is projected to rise to 5.9 per cent in 2016 and 6.1 per cent in 2017. Other countries, including Ethiopia, Rwanda, and Tanzania, have continued to record GDP growth above 6 per cent, according to “Africa’s Pulse”, the Bank’s twice-yearly analysis of economic trends.

The report, which was unveiled in Abidjan, Ivory Coast’s commercial capital, also singled out Ivory Coast and Senegal as top performers. “Our analysis shows that the more resilient growth performers tend to have stronger macroeconomic policy frameworks, better business regulatory environment, more diverse structure of exports, and more effective institutions,” said World Bank Chief Economist for Africa, Albert Zeufack. Established and improved performers made up around a quarter of sub-Saharan Africa’s countries, are home to 42 percent of its people, but account for just 21 percent of economic output. Meanwhile, it has emerged that 4 out of every 10 of African economies are struggling. They contain 36 per cent of the continent’s population but contribute 62 percent of economic activity. Nigeria and South Africa alone account for half of output. Against this backdrop, a modest rebound is forecast for Sub-Saharan Africa in 2017. The Kenya Vehicle Manufacturers Association (KVMA) has said the government’s move to scrap excise duty has offered an incentive to investors in Kenya while helping drive the demand for vehicles. The Association has, however, called for more incentives to attract investment within the sector. KVMA said that Kenya’s removal of excise duty on locally assembled cars will boost the industry, but the government must make power supplies cheaper and address other concerns to draw more investment, the automobile industry association chief said on Thursday. It has also emerged that the country’s economic growth of 6 per cent a year is helping drive up the demand for cars. And with little growth in mature markets, automakers are looking to tap into emerging African markets, but there is plenty of competition on the continent for where they might invest. Ethiopia, for instance, is building an assembly industry and boasts rapidly improving transport links and plentiful, cheap hydro-electric power. Kenya mostly assembles trucks, pick-ups and buses from kits supplied by

foreign manufacturers. Some 2,258 vehicles were assembled in the first four months of this year, the statistics office said. However Volkswagen said this month it would resume car assembly in Kenya after closing a plant in the 1970s. “We are anticipating now an increase in purchases of motor vehicles as a result,” said Chairwoman of the Kenya Vehicle Manufacturers Association, Rita Kavashe. Kavashe noted however that the slow start to the year meant sales of both imported and locally assembled vehicles would be 14,000 units in 2016 compared to 19,500 last year. The Association has argued that the government has to address other issues that deter manufacturers. KVMA has urged the state to make electricity supplies cheaper and more reliable as well as improve efficiency at Mombasa’s port, which has been suffering from heavy congestion since it is region’s trade gateway. Sales of locally assembled cars plunged 30 per cent in the first six months of this year, partly due to the excise duty introduced in January at a flat rate of Sh150,000 on each assembled vehicle.

Livestock farmers in Marsabit County are set to benefit from a Sh90 million livestock wealth creation programme, following a new deal with the KCB Foundation. As part of the deal, farmers will be introduced to a livestock tagging system, a process that will help them monitor and keep updated records of their animals. KCB Foundation Director Jane Mwangi says that the livestock subsector has been coupled by numerous challenges that have adversely affected its contribution to the overall GDP of the county. “We are targeting to roll out this livestock tagging process with a pilot of 10,000 livestock and envision it will make it easier to keep a database of livestock that can be used to secure credit from financial institutions through livestock banking,” she said. The deal comes at a time when limited and no access to credit facilities has continued to hamper farmers’ productivity. As such, the KCB Foundation has been at the forefront of scaling up the agriculture sector. The organisation recently partnered with the MasterCard foundation to promote financial inclusion for at least 2 million small holder farmers in Kenya. Traditionally, financial institutions in Kenya have failed to appreciate the potential of the agriculture sector and realities related to production, commercial scale, road access and market linkages. Forbes calculated the comedians’ totals using data between June 2015 and June 2016. Nigerian music and Bongo music have very different sounds, how have you fused the two together? Yes, the two do have very different sounds but at the end of the day we are all African. There’s a few sounds that we do share in terms of beats and the like, plus we’re both rappers so it hasn’t been that much of a step away from what we usually both do. I believe in what we are creating and it’s going to be a good collaboration.

Sunday’s game at Tottenham will be Pep Guardiola’s toughest test so far as Manchester City manager. Guardiola has already won the Manchester derby at Old Trafford, but he was up against a new manager in Jose Mourinho who did not know his best United XI at the time. Tottenham, in contrast, are a settled unit who already know how Mauricio Pochettino wants them to play and are very good at implementing it. When I tipped them to finish second before the season started, that played a big part in my thinking. Pochettino and Liverpool manager Jurgen Klopp began the new campaign ahead of most of the other title contenders because their teams already had an identity and could hit the ground running. Over the summer everyone kept saying to me: ‘Why hasn’t Pochettino made more signings?’ But he didn’t have to. Six games in, Spurs are unbeaten and in second place behind City after making their best start for 51 years, despite blowing hot and cold at times. The fact Tottenham are picking up points even when they are not playing well is an ominous sign for their rivals, as is the way they improved after making a much slower start last season, when they eventually finished third.

If they beat City, it will be the sort of statement that will convince many people they are contenders again this year. For me, they have already shown that they are. Because of what I have already seen, I think Tottenham will win at White Hart Lane and also go the distance in the title race.Everyone gets overexcited when new managers come to their

club and what they fail to realise is how long it usually takes to implement their styles. Klopp said almost exactly that on Sky Sports’ Monday Night Football this week, when he was talking about how people were expecting Liverpool to immediately start playing like his old team Borussia Dortmund when he took charge at Anfield almost 12 months ago.

The reality is that it takes a while to evaluate your squad in order to work out who can play the way you want to and adapt your style to the players you have got. This is Pochettino’s third full season as Spurs boss and it took him time to make this team his own. The big shock for me is how quickly Guardiola has made that transition at City. I tipped them to win the league, but at this stage I thought he would be having similar problems to Mourinho or Antonio Conte at Chelsea, who are both still bedding in. Guardiola’s 100% winning record in the Premier League is obviously extremely impressive, but there have still been signs that City are vulnerable - and not just in Wednesday’s 3-3 draw at Celtic in the Champions League. City won at Swansea last weekend, but the Welsh side made it difficult for them and had spells where they were on top. I am expecting the same from Tottenham, but to a greater effect. City have the highest possession rate - 64% - in the Premier League this season, but I don’t think they will have more of the ball at White Hart Lane - and Tottenham will be dangerous whenever they come forward. Spurs are better known for having a mean defence than scoring freely. They conceded the fewest goals in the top flight last season and have done the same so far in this one -

but they are not a defensive-minded team. They have actually had more shots, or chances, than any other top-flight side in 2016-17, just as they did in 2015-16. It is only their shot conversion which has been letting them down. But Son Heung-min has improved that ratio almost single-handedly in their past three games, while also showing that Tottenham do not just rely on the injured Harry Kane to get them goals. Other players need to do more of the same but it is an example of how this Spurs side is developing. One of the reasons Spurs have been so solid recently is the experience Pochettino has at the back. Further forward, the regulars have all been younger players like Kane, Lamela and Alli, who was playing his first top-flight season last year, or Son, who was new to English football. Together, they are gaining the same sort of maturity that the defence already has. With that will come a better understanding of how clinical they have to be to put themselves in positions where they can control games and win them.
