State assures of security as mass voter registration kicks off with low turnout MONDAY, JANUARY 16, 2017
The government has assured Kenyans of maximum security during the mass voter registration exercise that kicked off today countrywide. Government spokesperson Erick Kiraithe said security agencies will ensure that exercise goes on smoothly even as he warned politicians against making inflammatory remarks that could prevent people from registering as voters. His remarks came amid concerns of voter transportation. He said all police officers will be mobilized to provide security during the month-long drive. “From the government side, I want to assure you that there will be maximum security during the period of this exercise and therefore nobody should be afraid to go and register” Kiraithe said today morning at KICC during the official opening of the mass registration exercise. He told politicians that their work is to mobilise people to register while provision of security will be done by the state. “To the politicians just mobilize the people we will provide security,” he said. Various aspirants who turned up for the official launch put IEBC to task to ensure the process will be free and fair and that no area will be disenfranchised. Kiraithe also assured IEBC that the executive will not interfere with their independence of their operations. He urged the electoral body to ensure that the process is credible as it will give the public hope that the next poll will also be credible. “Credibility of election will be seen from this exercise hence IEBC should ensure that this process is credible”
Kiraithe said. Opposition leader Raila Odinga told the government not to scare or interfere with people who are seeking to register as voters. He said the government should immediately release ID cards that have been processed in order to enable their owners to be listed as voters. “I want to urge allpeople to be peaceful and come out to register,” Mr Odinga said. Nairobi Governor Evans Kidero who also spoke at the same function warned against voter importation warning that such actions could cause
chaos in the city. There were chaos in some parts of Mathare constituency during Phase 1 of the voter registration last year after opposing groups disagreed clashed over claims of voter importation from other areas. “There is no need to transport people to Nairobi to cause death yet they know nothing about Nairobi. Let people vote in areas they understand. Nominated senator Elizabeth Ongoro raised concern over the variance on the allocation of BVR bits urging IEBC to consider rotating the kits to areas with high population in order to give all
areas equal opportunity. She however noted that there has been slight improvement on IEBC preparedness on the registration exercise as compared to last time. Meanwhile, the registration exercise began on a low note with several centers receiving just a handful of those seeking to enroll as voters. A spot check by X News at the various registration centres within Nairobi revealed a poor turnout with some centres having registered less than 20 new voters by noon today. For instance, at the City Hall and Muthurwa market registration centres
only 15 eligible voters had turned up to be listed. However, an IEBC official who sought anonymity said that they hoped the exercise would gain momentum going forward. “The turn-out is still poor according to our expectations but going forward we expect things to change,” said the official. The electoral agency is targeting to register more than six million new voters within the next 30 days. According to the IEBC, over 7000 Biometric Voter Registration kits have been deployed in the exercise. Nairobi County got the highest number. In the new formula of distribution, the smallest ward will receive 3 BVR kits, while the largest will receive 10 kits. “A total of 7,793 BVR kits will be deployed countrywide based on the County Assembly Ward size. In the MVR I, the Commission deployed 5,756 kits which were not optimally utilised given the constraints of budget. The consequence was such that 2 kits ended up at one registration centre. This time round, a kit will serve one registration centre at a time” IEB C CEO told Chiloba told journalists yesterday. IEBC is now calling on political parties, religious and civil society organizations to rally those without a voters card to turn up in the respective registration centers, so as to acquire the critical document. The commission will hold annual Voter Education Week which will run from on 23rd to 29th January 2017 to bolster the registration drive. Kenyans will also receive weekly updates of the registration exercise.

Senators now wade into coctors strike seeking to end crisis
Senators have waded into the ongoing doctors strike seeking an audience with the medics as they look for ways of ending the 44 day work boycott. The senators have convened a meeting of all stakeholders in a bid to end the crisis that has paralysed health sector in the country. Hassan Omar (Mombasa) and Mutula Kilonzo Jnr (Makueni) yesterday said they will on Thursday call for a meeting of all stakeholders in the health sector as the first step towards ending the strike.
Those expected to attend the meeting include, Health Cabinet Secretary Cleopa Mailu, Council of Governors, officials of the Kenya Medical Practitioners and Dentists Union, Kenya National Commission on Human Rights and the Salaries and Remuneration Commission. While addressing the press yesterday at Serena Hotel, the two senators said the meeting will be steered by chairpersons of various senate committees including Wilfred Machage(Health),Amos Wako(Legal Affairs and Human Rights)
Stewart Madzayo(Labour and Social Welfare) and Agnes Zani(Devolution,). “As a starting point we will convene a joint stakeholders forum bringing together all parties on Thursday as an initial step towards ending the crisis,” Mutula said. The duo argued that the current stalemate would not be solved by threats of sackings or imprisonment of doctors. “No County government should threaten or purport to sack its doctors. Courts must not appear to punish
doctors as threats of jail owing to technicalities of the CBA will not solve the problem. The courts must be progressive in defining a path towards the resolution of the matter,” Omar said. Mutula faulted the court over its rulling saying all along doctors have been demonized and threatened with jail with the national government even threatening to bring foreign doctors. “All along doctors have been demonized, threatened with jail and the government has gone as far as
threatening to bring in foreign doctors while not enough is being done to negotiate around the commitments as provided for in the CBA,” Mutula said. The Makueni senator urged doctors to register the CBA as soon as possible as it contains far reaching proposals that if implemented can have positive impact on the health sector. Kenneth formally joins Nairobi race Former Presidential candidate Peter Kenneth now has formally declared that he will vie for Nairobi Gubernatorial seat under the Jubilee Party ticket. Environmentalists and wildlife conservationists have called for the resignation of Kenya Wildlife Service chairman Richard Leakey for what they termed as dereliction of duty. They claim that Dr. Leaky is orchestrating a government led cartel that is out to grab the Nairobi National Park hiding at the back of the ongoing construction of the multi-billion Standard Gauge Railway. The nature lovers argued that there was a skewed plot by the government to change the initial SGR route out of the park in order to divert part of the allocated resources to the benefit of a few individuals. Further, they claim that the approval licence issued by the National Environment Management Authority (Nema) is defective and is now being questioned in court. “Dr Leakey is leading a powerful cartel that is aiming to grab our park. They are planning to subdivide the park into plots as they have done with public school lands in the past,” Mr Kahindi Lekalhaile told a press conference earlier today at a Nairobi Hotel. And to President Uhuru Kenyatta, the conservationist have called on the Head of State to show political goodwill and help protect the wildlife. They claimed he is not doing enough by

Gambia’s Barrow to stay abroad until swearing-in The Gambia’s President-elect Adama Barrow is to remain in Senegal until his planned inauguration on Thursday, state media in Senegal say. The move was requested by West African leaders after a summit in Mali, Senegalese news agency APS said. President Yahya Jammeh is currently refusing to step down until the supreme court can hear his challenge in May. Regional bloc Ecowas wants the UN to approve military action if Mr Barrow’s inauguration is blocked. On Saturday leaders repeated their calls for Mr Jammeh - who initially accepted the result - to go voluntarily at an AfricaFrance summit in Bamako. Mali’s president Ibrahim Keita called for “proverbial African wisdom” to prevail to avert a bloodbath and there are growing fears that the uncertainty could cause a refugee exodus. Thousands of Gambians, mostly women and children, have already crossed the border into neighbouring Senegal and further afield to Guinea-Bissau, where they do not require a visa, officials say. Mr Barrow, who beat Mr Jammeh in last month’s election, was at the Bamako summit and was referred to as the president. Last week, Nigeria’s president flew to the Gambian capital Banjul to try to broker a deal but Mr Jammeh would not relinquish power. Mr Jammeh’s attempt to overturn the

Trump attacks Merkel over refugee admissions US President-elect Donald Trump has said German Chancellor Angela Merkel made “one very catastrophic mistake” by admitting more than 1m migrants. He said Mrs Merkel was by far Europe’s most important leader, and that the EU had become a vehicle for Germany. “If you look at the European Union, it’s Germany - it’s basically a vehicle for Germany,” he said. “I think she made one very catastrophic mistake and that was taking all of these illegals.” Mr Trump was giving details of his foreign policy goals in an interview with British and German newspapers. He told the Times and Bild his priority was to create fairer trade deals for the US and have strong borders. He said the US had to address its trade deficit with the rest of the world, particularly with China. The emphasis for his administration should be smart trade, rather than free trade, he said. IMF slams Kenya, EAC for failing to effectively support inter-regional trade The International Monetary Fund (IMF) has criticized Kenya and its East African counterparts for failing to effectively support trade between the regions. In one of its latest reports, the international organisation has invoked governments and stakeholders across Sub-Saharan Africa to increase their efforts in promoting inter-regional trade, thereby alleviating poverty, vreating jobs and improving the livelihoods of millions of people within these nations. The report, dubbed ‘A Work in Progress: Integrating Markets for Goods, Labor, and Capital in the East African Community’, states that the EAC aims to deepen cooperation among its member states in the political, economic, and social domains. Economic and financial integration in the EAC has been supported by several initiatives, including joint protocols and common regulatory frameworks. It is likely to deepen further as new initiatives like regional infrastructure projects get under way. “The EAC is among the fastest-growing regions, but there are significant differences across countries. Growth has been strong for many years in most member countries, allowing for a

The Communications Authority of Kenya (CA) will this week release a study into whether any of Kenya’s three mobile operators should be deemed dominant. The regulator ordered the independent study after accusations by the smaller rivals claiming that Safaricom, the country’s biggest network, had an unfair hold on the market. Information and Communication Minister Joe Mucheru said the government would abide by the recommendations of the report, which could see Safaricom face stringent operating conditions imposed by the CA if the study finds evidence of abuse of any dominance. The report was commissioned in 2015 and is now set to be released later this week. Safaricom has more than 65 per cent of the country’s 40 million mobile phone subscribers. The rest are shared between the local units of Bharti Airtel and Orange SA. Airtel CEO, Adil El Youssefi had declared in late 2015 that the telco could exit the Kenyan market if new regulations were not passed to curb Safaricom’s dominance. At the time, Mr Youssefi said anticompetitive behaviour by the market leader had condemned competitors to losses.

The initiative will impact some roles that will be merged or become redundant,” it said in a statement. The one month notice issued to employees will take effect from mid next month where the affected will be compensated as per the law. “As a responsible employer, Airtel is sensitive towards the impacted employees and is committed towards minimizing the impact of this initiative. To assist the affected staff members during the transition, the company will compensate the employees over and above what is prescribed as per the prevailing laws,” the operator said in a statement. Access to finance to accelerate economic growth, says AfDB MONDAY, JANUARY 16, 2017
Improved access to finance will accelerate the transformation of African economies, particularly Kenya, President of the African Development Bank, Akinwumi Adesina has said. Speaking before African leaders at the Africa-France Summit which took place in Bamako over weekend, Mr. Adesina stressed that Africa can speed up its economic transformation through the Bank’s five main priorities. “These five key priorities are aligned with the Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063, as demonstrated by an independent evaluation conducted by the United Nations Development Program (UNDP),” he said. Mr. Adesina noted that the resources needed for Africa’s economic transformation are enormous. He said this is why the African Development Bank is poised to launch the Africa Investment Forum designed to create a space where supply and demand can meet. Advocating for agro-industrialisation and involvement of young people in this sector of the future, Adesina stressed that “the solution to the migratory crisis is in Africa.” This is why the Bank launched an initiative dubbed the “Enable Youth” program, which will help create 1.5 million jobs in 30 countries in Africa. He also highlighted the need to reduce areas of fragility. As such, the Bank recently launched the Forum on Resilience in Africa.

The prices of super petrol, diesel and kerosene in Kenya have changed by a small margin in the latest price review by the Energy Regulatory Commission (ERC) despite the depreciating value of Kenya’s currency. New prices announced over weekend indicate that the price of Super Petrol increased by Sh1.81 per litre. The review further saw the price of diesel drop by Sh2.99 per litre while Kerosene decreased by just Sh0.12 per litre. ERC Acting Director for Petroleum, Edward Kinyua in a statement said that the new pump prices are in line with the cost of imported fuel in the month of December 2016. “The changes in this month’s prices were a consequence of the average landed cost of imported Super Petrol increasing from US$ 503.93 (Sh52,000) per ton in November 2016 to US$ 530.24 (Sh55,000) per ton in December 2016,” he said. “The average landed cost of Diesel decreased from US$ 478.11 per ton to US$ 446.84 (Sh46,000) per ton while that of Kerosene decreased from US$ 500.45 (Sh52,000) per ton to US$ 487.91 (Sh50,700) per ton,” the ERC added. According to the review, super petrol in Nairobi will retail at Sh96.01 per litre, diesel at Sh84.23 per litre while kerosene will sell at Sh 63.44 a litre. Since November 2016, crude prices have been increasing following a November 30 deal by Organisation of the Petroleum Exporting Countries (OPEC) to cut supply for the first time in eight years. @enock_x254

Acacia, which operates mines and exploration projects in Kenya, Tanzania, Burkina Faso and Mali, noted that there was no certainty of a deal but did not deny the possibility of an agreement between the two firms. Endeavour also confirmed preliminary discussions had taken place with Acacia. Acacia had a market value of 1.72 billion pounds (Sh215.1 billion) as of Jan. 12, while Endeavour had a market value of C$ 2.18 billion (Sh172.5 billion). Endeavour bought True Gold Mining Inc for about C$240 million (Sh19 billion) in March, giving it access to a low-cost gold mine in Burkina Faso. Gold prices are expected to rise in 2017 as geopolitics, deflationary pressure, more quantitative easing, negative interest rates, and the UK’s exit from the European Union (Brexit) drive demand for the precious metal. The announcement comes just as a gold refinery centre in Nairobi is expected to begin operations in April 2017 with the aim of boosting exploitation of smallscale trading. The Sh5 billion factory
along Mombasa Road is expected to smelt and refine gold, silver and platinum metals. The plant will be the first hub in the East African region to fully refine gold to the international purity standards. The Ministry of Mining states that Kenya has vast opportunities for exploration of gold with only 4 percent of the gold belt in Kenya currently under exploration. Industry data indicate artisanal mining accounts for more than 60 percent of annual gemstone production in Kenya. Kenya plans to incorporate small-scale miners in the mineral production and exports, as it seeks to grow the mineral earning tenfold by 2030. The Government plans to create county licensing committees to help small-scale miners get licences more easily. Mining Cabinet Secretary Dan Kazungu said his Ministry has embarked on a fourmonth exercise to issue artisanal miners with permits in accordance with the new Mining Act. “We want to help them have elected representatives to sit in those committees and address their needs. This will ensure
that millions of Kenyans who have been blocked from mining are assisted using a fast tracked exercise,” said Mr Kazungu at a press briefing in Nairobi early last week. Analysts say Kenya is expected to tap gold reserves in East African countries and the DRC which take raw gold to South Africa for refining, costing them more compared to refining regionally in Nairobi. Africa’s mineral industry the largest in the world. Africa is the world’s second biggest continent, with 30 million square kilometers of land, implying large quantities of resources. For many African countries, mineral exploration and production constitute significant parts of their economies and remain keys to economic growth. Africa is richly endowed with mineral reserves and ranks first or second in quantity of world reserves of bauxite, cobalt, industrial diamond, phosphate rock, platinum-group metals (PGM), vermiculite, and zirconium. Reports indicate that gold mining is Africa’s main mining resource.

Kenya is from today hosting a five day continental meeting which brings together representatives from 49 African countries to discuss food standards as per the FAO/WHO CAC food standards code. The conference is very significant in the realm of food safety and fair trade practices in food. The Codex Alimentarius Commission (CAC) is the joint FAO/WHO Food Standards Programme, whose mandate is to develop standards aimed at safeguarding the health of consumers and fair trade practices in food. CAC has 189 members with Africa Region Codex Coordinating Committee (CCAFRICA) accounting for 49 member countries. The Commission is recognized as the biggest intergovernmental organisation body which takes into account concerns while ensuring fair practices in the food trade thus preventing fraud and deceptive practices, while avoiding unjustified barriers to food trade. CAC’s mandate is to ensure that food standards developed are science-based, with a goal to protect the health of consumers and also in facilitating fair food trade. The Commission also works with three FAO/WHO independent Scientific Expert committees. Speaking about the meeting, KEBS Managing Director, Charles Ongwae, said the conference is important not only to Kenya but to Africa as well. “Kenya being the coordinating country, our goal is to ensure we harmonise our standards as a continent while benchmarking or aligning with food standards developed by the Codex Alimentarius Commission – which are recognised by the World Trade Organisation (WTO),” said Ongwae. Its recent election as the regional
coordinator once again, requires that it plays a frontline role in promoting food standards and any other food safety measures of safeguarding consumer health and fair food trade practices across the continent,” said Moses Gathura Coordinator FAO/WHO Codex Coordinating Committee for Africa. According to Ongwae, KEBS adopts Codex standards, which are then

Kenyan international Clifton Miheso’s stint with South African club Golden Arrows ended over the weekend with gun drama. The winger who signed with the Premier Soccer League side six months ago was forced to sign the termination later of his contract at gun point. And the former AFC Leopards player has described the happenings as the lower point of his career. “Everything happened so fast. I never thought human beings use such primitive tactics. Such occurrences happening in sports makes it even worse,” Miheso said after jetteing back to the country last evening. Drama unfolded on Saturday morning when Miheso was summoned by club CEO, Gordon Masondo. Miheso claims the CEO told him that his contract has been terminated by the club. This would later be refuted by the club owner, Mato Madlala. “Immediately I got the call, I phoned my coach who said he is surprised by the news because he was not involved in the alleged termination of the contract. “When I refused to sign the termination letter until my manager arrives that’s when the gun drama happened,” Miheso Masondo allegedly threatened Miheso and the player demanded his dues before they could part

in good faith. According to Miheso, the CEO allegedly stepped out of his office at the Moses Mabidha Stadium in Durban and all hell broke loose shortly after. Two gunmen allegedly burst in and aimed their guns at Miheso, forcing him to sign a document he was not given time to read. They took off with the document before Masondo together with another club official walked in. They demanded the copy of his contract with the club that Miheso had in his possession but the
player fled to the police station. Miheso has since confirmed that the club has agreed to pay him his signing on fee plus two months’ salary to effectively terminate the contract. Miheso began his career in the Kenyan Premier League, where he played for Thika United from 2011 to 2013, before joining Sofapaka and spending a further three seasons with the club. Zlatan Ibrahimovic’s late equaliser earned Manchester United a point during their typically thunderous encounter with Liverpool at Old Trafford last evening. Liverpool led through James Milner’s 27th-minute penalty, awarded after Paul Pogba inexplicably handled a corner as he went up to challenge Dejan Lovren. Guardiola: Man City are out of the title race Manchester City are out of the Premier League title race after a 4-0 loss to Everton at Goodison Park, according to manager Pep Guardiola. City are now 10 points behind leaders Chelsea after defeat on Merseyside - the heaviest league loss in Guardiola’s managerial career. Asked if the gap was too great, he said: “Yes. Ten is a lot of points.” Guardiola, 45, has told his players to unite “in the bad moments” and “forget the table” until the end of the season. He added: “At the end of the season, we our going to evaluate our level and how our performance was, how the coach was, how the players were. After that we are going to decide.” The former Barcelona and Bayern Munich boss insisted he was “so happy in Manchester” despite his side sitting fifth, two points behind fourthplaced Arsenal. Guardiola watched City dominate possession on Merseyside but concede four from the six shots they faced. Only five teams have a lower haul than their four clean sheets in the league. BBC Radio 5 live pundit Robbie Savage said City “cannot defend” and questioned if Guardiola would now change his style. City are the only team in the Premier League to have over 50% of possession in every game this season but they have now conceded from the first shot they have faced in four of their last seven games. Guardiola added: “I said to the players be positive because you made some fantastic things during the season and for many reasons we didn’t get what I think we deserved. “In the bad moments we have to be close. It’s awful for my players. We created chances but don’t score and when they have a chance, they punish us.” Everton scored with their first two shots through Romelu Lukaku and Kevin Mirallas, with Tom Davies and Ademola Lookman completing the rout. City’s next outing is a home encounter with second-placed Tottenham, who are on a run of six league wins.

Senegal make good start

enegal began their Africa Cup of Nations campaign on a positive note with a 2-0 victory over Tunisia in Group B. Tunisia almost took the lead in the opening two minutes, but Ahmed Akaichi’s header skimmed the post and he smashed a shot narrowly wide. In between, Senegal took the lead through Sadio Mane’s penalty after captain Cheikhou Kouyate had been hacked down. Kara Mbodj powerfully headed in a second, and almost scored an own goal when his clearance struck the post. Tunisia were guilty of missing plenty of chances, in particular Youssef Msakni, who headed wide from two yards out and shot straight at Abdoulaye Diallo in the second half. Victory for Aliou Cisse’s side means they top their group after Algeria’s surprising 2-2 draw against Zimbabwe. Tunisia have won the tournament once, in 2004, but Senegal have never lifted the
crown. Their best performance came in 2002 when they lost on penalties to Cameroon. This year could be a different story with a side containing Napoli centre-back Kalidou Koulibaly, West Ham’s Kouyate and Everton’s Idrissa Gueye in midfielder, as well as Liverpool’s Mane. Mane, Africa’s most expensive player following his £34m move from Southampton to the Reds in the summer, caused the Tunisian backline problems with his pace and coolly tucked his spot-kick into the left corner. Senegal could have had another, but Ismaila Sarr’s cross came back off the bar in the second half. Earlier in the other Group B fixture, minnows Zimbabwe caused a surprise when they held Algreia 2-2. African Player of the Year Riyad Mahrez scored twice for Algeria to earn the North Africans a point in their first match in Gabon. The Leicester winger put his side
ahead with a curling shot in off the post. But Kudakwashe Mahachi’s low shot into the corner and a Nyasha Mushekwi penalty made it 2-1 to Zimbabwe - a lead they held until the 82nd minute. Algeria hit the bar twice before Mahrez levelled with a speculative 25-yard shot that Zimbabwe goalkeeper Tatenda Mukuruva should have saved. While Mukuruva may feel embarrassed at his error, Algeria just about managed to save their own blushes as they rescued a point from their Group B opener - a match they were very much expected to win. Zimbabwe, making their first appearance at the finals since 2006, will perhaps count themselves a little unlucky after playing some excellent football. Khama Billiat was superb for the Warriors and was only denied a spectacular 30yard goal by an outstanding fingertip save from Algeria goalkeeper Rais Mbholi, who diverted the ball on to the post.
