Over Sh300 million spent on Amina’s AU bid The government has spent more than Sh300 million in crisscrossing the continent to campaign for Foreign Affairs Cabinet Secretary Amina Mohamed’s bid to become the next chairperson of the African Union. Ms Mohamed, with the backing of President Kenyatta, his deputy William Ruto and the executive, launched her bid for the coveted AU post last year and has since campaigned for support in more than 50 countries across the continent. Education Cabinet Secretary Fred Matiang’i who chairs the Cabinet Committee on the candidature of Amb. Mohamed told a press conference in Nairobi today that the government has already visited 50 African states at an estimated cost of Sh300 million. Dr Matiang’i said the amount was the original budget for the campaign but admitted that it has since been surpassed. Benin and Guinea-Bissau are the next stops for the government in her campaigns for Ms Mohamed with visitations scheduled for Wednesday this week. The vote for the next AU chair takes place at the union’s headquarters in Addis Ababa, Ethiopia next Monday. African heads of state and government are expected to converge in Addis Ababa, where they will elect the next AU chairperson. “We have at this stage visited more than 50 member states of the African

President Uhuru Kenyatta together with his Deputy William Ruto have in the recent past been visiting various countries to lobby for Ambassador Mohammed’s backing. Kenya is believed to be banking on her experience and knowledge to drive the African agenda forward.
Various countries including the East Africa Community (EAC) have thrown their weight behind the candidature of the Foreign Affairs minister on the premise of mutual benefits among the states. Only last week, the East African Business Council among various civil societies endorsed Amina’s candidature though they do not have a vote in the
elections. Ms Mohamed will face Agapito Mba Mokuy of Equatorial Guinea, Abdoulaye Bathily of Senegal and Botswana’s Pelonomi Venson-Moitoi in the vote. The election of members of the AU Commission held in Kigali, Rwanda, in July 2016 was suspended because, after seven rounds of voting, none of the three contenders for the position of chairman obtained the required twothirds majority. The post became vacant after the expiry of the term of South Africa’s Nkosazana Dlamini-Zuma, who had been at the commission’s helm since 2012. She did not apply for a second term. Ms Mohamed has been in public service for 29 years and was once Kenya’s ambassador/permanent representative at the Kenyan Mission to the United Nations in Geneva. The UN secretary-general then appointed her the body’s assistant secretary-general and deputy executive director at the UN Environment Programme (Unep) in Nairobi. The minister has led Kenya in organising global conferences, including the Global Entrepreneurship Summit addressed by US President Barack Obama, the World Trade Organisation’s 14th ministerial conference and recently the 14th United Nations Conference on Trade and Development (UNCTAD) conference, all in Nairobi. @wilson_x254
Doctors strike: Frantic efforts to secure deal as court deadline nears

Talks to end the doctors’ strike were due to resume today in what appeared to be last frantic efforts to strike a deal as a deadline imposed by the court nears. The two-week deadline issued by the High Court for the Kenya Medical Practitioners, Pharmacists and Dentists (KMPDU) Union to finalise talks with the government and call of their strike lapses on Thursday. The doctors’ union officials risk going to jail for a month if they fail to call off the strike by Thursday. Health Cabinet Secretary Cleopa Mailu says he had called the doctors for talks on their contentious Collective Bargaining Agreement (CBA) as parties seek to reach a deal. “If we analyse the situation, the best we can do is to negotiate with the doctors despite their stance though they should respect the court’s decision to call off the strike,” he said. The Health CS however insisted that the
government cannot pay the high salaries they are demanding hence the need to renegotiate the CBA. “What they are asking for is beyond our reach. They should tone down on their demands so that we can move forward. Kenyans are suffering because of this strike,” he stated. But KMPDU Chairman Samuel Oroko stated that the seven officials are ready to be jailed over the CBA which they insist must be implemented. “We are ready to go to jail if that means fighting for the rights of doctors. The government seems not to be serious in the engagements and we will not relent until the CBA is signed,” he said. On Sunday, the government stated that it has redoubled efforts to ensure access to health services by members of the public as the industrial action by doctors continues. Among the measures put in place according to the Ministry of Health
include engaging over 2000 faith based facilities to provide delivery and emergency services, as well as monitoring of the over 6,000 public dispensaries, health centres and outpatient departments in public hospitals. In a statement, the ministry however insists that the contentious 2013 Collective Bargaining Agreement is not registered in court and as a result cannot be implemented. The government has since offered a 40 percent increment of doctors’ current remuneration but they remain adamant saying the CBA must be honoured, which will see their salary increased by 300 percent. In the government offer, an intern doctor will earn a minimum of Sh196,989 or a maximum of Sh208,236 per month, while that of the highest paid doctor at Job Group T is supposed to earn Sh472,060 at the lowest level or a maximum of Sh582,980. More women serving robbery with violence prison terms than men, new report says
A majority of Kenyans serving robbery with violence prison sentences are women, a new report states. The report by the National Council on Administrative Justice and other stakeholders released today says more women are in prison for robbery with violence contrary to popular belief that men are common perpetrators of the crime. “Surprisingly more women are in prison for robbery with violence and property compared to men,” Executive director of Legal Resource Foundation Janet Munywoki who presented the key findings of the report said. The report also found out that more women at 49 percent are charged with criminal offences as compared to men at 32 percent. Overall, it found the whole criminal justice system largely skewed against the poor with 70 percent of poor people found to have been arrested and charged in court compared to only 30 percent of rich people. Most of those arrested and charged were illiterate with majority reaching only class three. They committed minor offences like loitering around, lack of business permit and driving while drunk. The report also
found out that the conditions at the prisons are not conducive for detainees as most of the facilities are in a dilapidated state. “A lot of institutions don’t meet the U.N. standards of holding inmates as the conditions are not favarable for special interests groups like people with disability and women,” Munywoki said. “On the police cells we visited, women and children are held on the hallways while men are incarcerated inside the cells. This is contrary to U.N. requirements,” she said. The audit was premised on the need to provide exhaustive overview of human rights standards in the criminal justice system measured against the United Nations standard minimum rules on treatment of prisoners. The survey was conducted in May 2015 across 18 counties with 26 police stations sampled. The report also found out that 68 per cent percent of people are detained in police stations beyond the required time of 72 hours. Over 45 percent of people are arrested over the weekend with offences such as drunk driving, loitering and causing disturbances.
Chief Justice David Maraga who was present during the release of the findings at the Hilton Hotel in Nairobi said he will form a committee to fully implement and address the concerns raised in the report. “I want to assure you that this report will fully be implemented and I will form a committee to oversee its implementation,” Maraga said. The CJ added that anyone

Kenyatta: We expect Trump to strengthen ties with Africa President Uhuru Kenyatta has expressed optimism that United States President Donald Trump is going to strengthen his country’s relationship with Kenya and the African continent. The President yesterday said that the country hopes the new administration will have a favourable foreign policy for the continent, as witnessed during President Barack Obama’s 8-year rule. “We expect a continuation of the very good and solid relation that has existed between Kenya and the United States of America since our independence,” he stated. “We expect that to continue but as everyone else, we want to see what policy direction the new administration will take towards Africa,” Mr Kenyatta (pictured below) said. Among the areas of concern according to the President will be largely on security and trade, US being a major financier in the war of terror especially against the Somalia based al-Shabaab militants. The Kenya Defence Forces are still fighting under AMISOM which has for sometime been financially strained-and can impact negatively to the security of the region, if its activities are slowed down. During his inauguration, President Trump categorically stated that it will be America first in what signaled an imminent radical change on the country’s foreign policy. “I hope whatever it is it will be would a continuation of further trying to consolidate and to strengthen the already good partnership in security and development,” President Kenyatta said yesterday morning during a briefing to journalists at Sagana State Lodge, in Nyeri County. Trump was sworn in as the 45th President of the United States on Friday – capping his rather improbable journey to the White House and beginning a four-year term that promises to shake up Washington and the world.

Gambia billion missing after Yahya Jammeh flies into exil More than $11m (about Sh1.1 billion) is missing from The Gambia’s state coffers following the departure of long-time leader Yahya Jammeh, an adviser to President Adama Barrow has said. Mai Ahmad Fatty said financial experts were trying to evaluate the exact loss. Luxury cars and other items were seen being loaded on to a Chadian cargo plane on the night Mr Jammeh left the country. Mr Jammeh flew into exile on Saturday, ending his 22 years in power. He had refused to accept election results but finally left after mediation by regional leaders and the threat of military intervention. President Barrow remains in neighbouring Senegal and it is not clear when he will return. However, West African troops have entered the
Gambian capital, Banjul, on Sunday to prepare for his arrival. Cheering crowds gathered outside the State House to watch soldiers secure the building. The Senegalese general leading the joint force from five African nations said they were controlling “strategic points to ensure the safety of the population and facilitate... Mr Barrow’s assumption of his role”. Mr Fatty told reporters in the Senegalese capital Dakar that The Gambia was in financial distress. “The coffers are virtually empty,” he said. “It has been confirmed by technicians in the ministry of finance and the Central Bank of the Gambia.” He said Mr Jammeh had made off with more than $11m in the past two weeks alone. The BBC is unable to independently verify the claims.
Mr Fatty said officials at The Gambia’s main airport had been told not to let any of Mr Jammeh’s belongings leave the country. Reports said some of the former leader’s goods were in Guinea where Mr Jammeh had stopped on his journey into exile. Mr Jammeh is reported to now be in Equatorial Guinea, although authorities there have not confirmed it. The former leader had initially accepted Mr Barrow’s election win on 1 December, but later alleged “irregularities” and called for a fresh vote. The move was internationally condemned and the UN-backed Economic Community of West African States (Ecowas) issued an ultimatum for him to quit or be removed by force.
Mauritius PM Jugnauth to hand over power to son
Mauritian Prime Minister Anerood Jugnauth says he is stepping down to hand power to his son, Pravind. The 86-year-old first became prime minister in 1982, beginning a third spell as leader in 2014. In a televised address Mr Jugnauth (pictured) said he was resigning in favour of a “younger and more dynamic leader”. His son is currently finance minister. Opposition parties have criticised the move but in practice there is little they can do to stop it. The younger Jugnauth is head of the
Militant Socialist Movement, the largest party in the governing coalition. A former prime minister, Navin Ramgoolam, warned that the family was turning Mauritius into a “banana republic”. Mauritius, an Indian Ocean archipelago, is a former British colony. In his speech, Mr Jugnauth cited the “Westminster tradition”, referring to the transfer of power from David Cameron to Theresa May in the UK without elections, local media reported. He was due to hand in his resignation today morning.

Tea export earnings fall by Sh4.5bn as local farmers brace for tough year
Tea export earnings dropped by Sh4.5 billion in 2016 from Sh125.5 billion recorded in 2015 to Sh120.6 billion, an analysis dubbed the 2016 tea industry performance report reveals. During the period under review, Kenya exported 480.3 million kilograms, 36.8 million kilograms higher than what the country exported in 2015. According to the report, the increase in exports significantly reduced the price of tea leading to a drop in overall earnings of tea in the year 2016. The report, which was released earlier today, indicates that tea earnings fell despite a favourable exchange rate to the US dollar, which stood at Sh101.24 against Sh98.59 during the previous year. “Owing to increased supply, Kenya tea auction prices declined significantly from an average of $2.98 per Kg recorded in 2015 to $2.36. Tea from other producers in the region also experienced a significant reduction in auction prices, with most of them recording below an average of $2 per kg,’’ read the report in part. “Globally, continued pressure of the US dollar against the respective local currencies also affected consumer purchasing power in most markets,” the report noted.

Photo:Gitobu/XNews The report further projects a significant drop in tea production in the first quarter of 2017 attributing the drop to the drought the country experienced in final quarter of 2016. “Owing to depressed rainfall conditions experienced during the 2016 October/
December short rains and the effects of the current drought situation in the country, tea production volumes for first quarter of 2017 are expected to drop significantly compared to the same period of 2016,” noted the report. Consequently, total production for 2017
is expected to drop to about 416 million kilograms representing a 12 per cent decrease from 2016. Speaking during the official launch of the report, Agriculture Cabinet Secretary, Willy Bett said his Ministry is in talks with the County Government to form the National Small-holder Tea Growers Association (NSTGA), a move he said will strengthen small holder farmers’ role in the sub-sector. “This Association will be a national outfit for mobilizing and empowering tea farmers to actively participate in the management of the sub-sector. Meetings will be called to sensitize and incorporate stakeholder views on the operations of the association,” said Bett. Kenya’s tea sector is the country’s leading foreign exchange earner, accounting for 25 per cent of the nation’s total foreign exchange earnings. It accounts for about 7 per cent of Kenya’s GDP. In 2015, the industry earned the country a total of Sh140 billion out of which, Sh125 billion was from exports while only Sh15 came from local sales. The Industry supports the livelihoods of over 5 million Kenyans engaged in production, processing and trade value chains in 15 tea growing Counties.

Internet subscriptions down by 1.2 million Kenya’s total number of internet subscribers has declined by 1.2 million users in the third quarter of 2016 (Q3) as compared to Q2 of the same year, a new report from the Communications Authority (CA) has revealed. “The total number of data/Internet subscriptions declined from 26.8 million in the last quarter to 25.6 million in the quarter under review representing a drop of 4.5 per cent,” the Authority said in its latest report. The drop is attributed to the alignment by Telkom Kenya Limited to the regulatory reporting requirement with respect to active subscribers. However when compared to the same period the previous year, the number of data subscriptions has grown by 18.5 per cent. Mobile data subscriptions declined by 4.6 per cent to record 25.5 million subscriptions. On the other hand, terrestrial wireless and fibre optic subscriptions grew by 17.7 and 20.7 per cent to register 15,835 and 33,269 subscriptions respectively. The estimated number of Internet users during the quarter slightly increased by 2,071 to post 37.7 million users. Consequently, Internet penetration remained unchanged at 85.3 per cent. During the period under review, the number of broadband subscriptions increased by 10.2 per cent to reach 11.9 million up from 10.8 million subscriptions registered in the previous quarter.

million digital jobs for youth in 2017 The government has started a digital skills training programme seeking to provide over one million young Kenyans with employment over the next year in a bid to tackle the country’s acute youth unemployment problem. ICT Cabinet Secretary, Joe Mucheru says the drive, dubbed the one million digital jobs initiative, aims at boosting job opportunities using a partly government-funded programme called Ajira. “Companies are actually putting work online because it is cheaper, it is efficient and it is better for them,” Mucheru said in a recent address. The move comes at a time when Kenya has the highest rate of youth joblessness in East Africa, with 17 per cent of all young people eligible for work, according to a World bank report. Recent data reveals that approximately 40,000 people have secured jobs online, ranging from transcription services to software development on sites like Amazon’s MTURK and the Kenyan-owned KuHustle platform. According to the regulator, Kenya’s Internet penetration rate stands at about 85.3 per cent compared with 28.7 per cent for the continent as a whole. However, statistics from the Communications Authority reveal that more than 2.6 million Kenyans do not have access to basic mobile telephone services.

Dolphin group seeks Sh10m to help persons with disabilities MONDAY, JANUARY 23, 2017
The Dolphin Special Programme, a humanitarian aid organisation is seeking to raise Sh10 million by the end of 2017 to support people living with disabilities. The organisation has already received over Sh 100,000 from Water Cabinet Secretary Eugene Wamalwa who has also pledged another Sh 500, 000 towards the programme. The cash call comes at a time when there may be as many as 3 million people living with disability in Kenya, according to data from the International Labour Organisation. Kenya’s 2003 Persons with Disabilities Act requires both public and private firms to reserve 5 per cent of their jobs for disabled employees. Speaking to the X News Business Desk, Dolphin Special Programme Director Peter Selenyi urged the government to work closely with private organizations to ensure the success of the programme. “The government alone will never reach out to each and every person living with disabilities to support them. That is why we came up with this initiative to supplement government’s efforts in helping the vulnerable with basic sources of income including job creation, financial support, food materials among others,” said Mr. Selenyi. He urged the government through the National Council for Persons with Disabilities (NCPWD) to come and give the programme a helping hand at this time when the number of vulnerable people seeking help has superseded the programme’s operational funds. “Off course we also need financial support from the government. This programme needs over Sh10 million

this year alone to ensure almost all people living with disabilities in Kenya are reached, yet we currently have less than half a million. I am urging relevant ministries to come on board and support our programme,” he said. Data from the programme shows that over 350 persons with disabilities have directly benefited with 1,000 more to be reached in the course of the year should the programme get financial support on time. Selenyi confirmed that the programme further seeks to help persons with
disabilities secure government tenders as well as supporting those vying for various elective posts in the forthcoming polls. “Through this programme, we will be supporting those persons with disabilities seeking various electoral seats in the forthcoming election. The programme has committed financial support to Polycarp Mboya, who will be vying for Member of County Assembly in Starehe,” he said. Everlyne Semo, a beneficiary of the programme says he was given financial support to start her own business.
Another major challenge the programme is facing according to Mr. Selenyi is the fact that Kenyans have not registered with relevant institutions to show that they are persons with disabilities. He said this has seen foreigners come into the country, register and benefit from the initiative while “our own lack support.” Selenyi noted that Dolphin Special Programme received a major boost from Nairobi County Women Representative, Rachael Shebesh who donated food and wheel chairs among other resources to the organisation. @enock_x254

Produced by Jack on the Beat and directed by Johnson Kyalo, It’s a fun tune, no doubt about that and this collaboration between Femi One and Kristoff should make sense but it feels a tad empty.

Three consecutive draws in group matches condemn The Panthers to an early exit as Burkina Faso beat debutants GuineaBissau to top table

abon became only the fourth hosts to exit the Africa Cup of Nations at the group stage after a 0-0 draw with Cameroon, who reach the quarterfinals. Star striker Pierre-Emerick Aubameyang (pictured below) missed a great chance for Gabon early on when he bundled the ball wide from two yards. His team-mate Denis Bouanga brought saves from Fabrice Ondoa as Gabon poured forward in the early stages. Bouanga was denied a last-gasp winner, that would have put Gabon through, when his shot crashed back off the post. The rebound sat up perfectly for Didier N’Dong but his shot was pushed over the bar brilliantly by Cameroon goalkeeper Ondoa as he was picking himself up the floor. Gabon went into the game knowing they had to win to guarantee their qualification from Group A but they go out of the competition after managing only draws from their three group matches. Burkina Faso are the other quarterfinalists from the group after they beat debutants Guinea-Bissau 2-0, a result which put them top of the table above Cameroon by goal difference. Borussia Dortmund star Aubameyang, one of the most prolific strikers in world football, will now have another painful memory from the Nations Cup to add to his crucial penalty miss in 2012 that cost his side a place in the semi-finals. concurrently in Franceville, Burkina Faso easily saw off debutants GuineaBissau with a comfortable win. A defensive mix up gifted Paulo Duarte’s side the lead, as defender Rudinilson Silva headed past onrushing goalkeeper Jonas Mendes and into his own net. Onloan
Ajax forward Bertrand Traore doubled the advantage with a composed left-footed finish after the break. Guinea-Bissau looked the more likely to open the scoring, before handing Burkina Faso the lead. Rudinilson’s header looked to have crossed the line, but Prejuce Nakoulma thumped in to make sure after Guinea-Bissau attempted to scramble it away. The dangerous Piqueti went closest to levelling, but Burkina Faso keeper Koffi Kouakou was able to push the winger’s low strike wide of the far post. Juary Soares could have equalised in the second half when a corner found the Guinea-Bissau defender unmarked at in the six-yard box, but Abdou Traore threw himself in front of the goalbound shot. Burkina Faso immediately went down to the other end to increase their lead, with Nakoulma setting up Traore, on loan at Ajax from Chelsea, to slide a finish beyond Mendes.
