Parents and civil society groups continue to raise concerns over schools that have not adhered to the government policy on fee guidelines even as new students began reporting today. Students who sat last year’s

Kenya Certificate of Primary Education (KCPE) began joining Form 1 across various secondary schools today. But their parents are concerned some school heads have not lowered their fees to the Sh53,000 per year as was directed by the ministry of Education.

Elimu Yetu Coalition National Coordinator Janet Ouko has told X news that they have continued to receive complaints from concerned parents who are in possession of fee structures that demand hefty amounts way up from the set guidelines. Ouko revealed that some

institutions that have additional levies that are not reflected on fees structures and are still pushing unsuspecting parents to pay. “I can confirm that our Toll free line is busy with parents raising concerns about hiked figures in the fees structures. CONTINUED ON PAGE 2

IEBC targets up to 6 million new voters in mass registration drive MONDAY, JANUARY 9, 2017

The Independent Electoral and Boundaries Commission (IEBC) is seeking to enlist six million more voters in the mass registration exercise set to begin next week. A month-long Mass Voter Registration (MVR) is scheduled to starts on January 16, 2017 and run up to February 15, 2017 during which the electoral body targets to register the new voters. The Commission’s chief Executive Ezra Chiloba told reporters today that they are targeting between four and six million new voters to be enlisted during the exercise. “We want to register as more Kenyans as possible to participate in this year’s general elections and our target in this coming Mass Voter Registration is six million,” Chiloba said at the Nairobi Safari Club today. The planned voter enlisting exercise is the last registration of potential voters ahead of the general elections slated for August 8. Chiloba revealed that so far 15.9 voters have been registered while a total of nine million people have the National Identity cards (IDs) but have not yet been enlisted as voters. “There are nine million people with IDs who have not registered,” he said. The commission only managed to register 1.5M voters in the last such exercise last year and the CEO has cited inadequate resources and lack of awareness among Kenyans for the low turn-out of those registering. There were also few Biometric Voter Registration (BVR) kits hence most centres were forced to share the few available. This year, Chiloba said 7,793 BVR kits have been availed with a total of 15,000 officials deployed to ensure that the target is achieved. “We will also engage with various stakeholders to help us reach as many people as possible to ensure they

The woman who had moved to court seeking to stop the burial of former Nominated MP Mark Too in a paternity dispute will not attend his burial together with her son after she collapsed today morning at the Jomo Kenyatta International Airport in Nairobi. Fatuma Ramadhan Hassan was rushed to the Guru Nanak hospital where her Lawyer Danstan Omari said she had regained consciousness and was in a stable condition. “We were supposed to fly to Eldoret for the final send-off. We did arrive with my client at the airport; as we were waiting for the flight, she fainted and the doctors had to be summoned,” the lawyer told Capital FM News at the hospital. “We shall not be going for the funeral because it is proper to be with the patient until the doctors clear her.” Fatuma, who was in the company of her son at the hospital, withdrew her case on Friday after talks with the family. IEBC chiefs to be vetted tomorrow

The vetting of individuals nominated for chairman and commissioners to the Independent Electoral and Boundaries commission will be done tomorrow and Wednesday. President Uhuru Kenyatta last week nominated lawyer Wafula Chebukati to succeed Isaack Hassan as the new IEBC chairman alongside six others who will serve as commissioners. But the seven must first be vetted by Parliament. As such, the National Assembly’s Justice and Legal Affairs Committee has today announced that it will conduct the vetting tomorrow and Wednesday in line with Article 118 of the Public Appointments Act. First in line for tomorrow’s vetting which will be conducted at County hall’s minichamber is Mr Chebukati who is scheduled to appear before the Samuel Chepkong’a led team at 10am. He will be followed by Consolata Nkatha Bucha Maina before Boya Molu and Roselyne Kwamboka Akombe take their seats in the afternoon. Paul Kibiwott Kurgat will open the Wednesday session at 9am followed by Margaret Wanjala Mwachanya and Prof Abdi Giliye later in the day.

Ruto gives conditions for joining NASA Bomet Governor Issack Ruto has issued a condition which he wants the opposition to meet before he can join the yet to be formed National Super Alliance (NASA) coalition. Nasa is the alliance opposition leaders hope to use to run against President Uhuru Kenyatta’s Jubilee party in their quest to unseat the current administration. The coalition, it is hoped, will bring together all opposition outfits to one formidable alliance to take on Jubilee. But Mr Ruto who has since fallen out with the Jubilee ranks says he is willing to join Nasa. However, the Chama Cha Mashinani party leader wants some assurances from opposition chiefs before he teams up with them. In a TV interview last night, Ruto said he will join Nasa only if they will allocate 45 percent of the total budget to counties for devolution. The former Council of Governors chairman said his main concern is to see devolution succeed and he is ready to support any political outfit with good agenda for the devolved system once they are in government. “If NASA will give us 45 percent of the national budget to support devolution if they form the

election. On the ongoing doctors strike, Ruto said most Doctors have not come to the reality that they are now under the County Governments and not national government. “The problem we are having is that most Doctors still think and want to be managed by the national government yet health is devolved and things have changed,” Ruto said. Only Doctors working at Kenyatta National Hospital, Moi Teaching and Referral Hospital and Mathari Hospital are under the National Government. He said the Collective Bargaining Agreement (CBA) signed by the national government in 2013 doesn’t hold water at the moment as health is now a devolved function hence it should be handled by county governments. Actress goes after Trump in speech Meryl Streep was honored at the Golden Globes for a lifetime of notable work, and she used her moment in the spotlight to make a sustained attack on US President-elect Donald Trump. In her nearly 6-minute address while accepting the Cecil B. Demille Award, the actress (pictured below) attacked Trump’s campaign rhetoric, without mentioning him by name. And she criticized Trump for mocking a disabled reporter in a campaign speech. Ghana’s new President Akufo-Addo apologises over speech plagiarism

The office of Nana Akufo-Addo has issued an apology after the new Ghanaian president was accused of lifting passages from speeches by Bill Clinton and George Bush during his inaugural address to the nation on Saturday. Communication director of the Presidency’s Eugene Arhin acknowledged the plagiarism and offered an apology. “I unreservedly apologise for the nonacknowledgement of this quote to the original author. It was a complete oversight, and never deliberate,” Arhin said. Social media users started pointing out similarities between the new President’s speech and those delivered by the two ex-US Presidents not long after his swearing in ceremony. “Though our challenges are fearsome, so are our strengths. Ghanaians have been a restless, questing,

hopeful people. And we must bring to our task today the vision and will of those who came before us,” Akufo-Addo said. It echoed Clinton’s 1993 inauguration speech: “Though our challenges are fearsome, so are our strengths. And Americans have ever been a restless, questing, hopeful people. We must bring to our task today the vision and will of those who come before us.” In another instance, Akufo-Addo said: “I ask you to be citizens: citizens, not spectators; citizens, not subjects; responsible citizens building your communities and our nation.” In his 2001 inaugural speech, Bush said: “I ask you to be citizens: citizens, not spectators; citizens, not subjects; responsible citizens building communities of service and a nation of character.” Akufo-Addo, a 72-year-old former human rights

In September, Nigerian President Muhammadu Buhari also issued an apology for plagiarizing quotes from US President Barack Obama in a speech promising change in the West African country. Buhari’s office said at the time a paragraph in the speech urging Nigerians not to fall back “on the same partisanship, pettiness and immaturity that have poisoned our country so long” was copied from Obama’s victory speech after his election in November 2008. “It was observed that the similarities between a paragraph in President Obama’s 2008 victory speech and what President Buhari read in paragraph nine of the 16-paragraph address ... are too close to be passed as coincidence,” Buhari’s office said in a statement.

Calm returns to Ivory Coast after two-day mutiny

A rebellion in Ivory Coast over soldiers’ pay appears to have passed. Residents and correspondents in the second city, Bouake, described calm on the streets - a day after troops briefly seized the defence minister. The rebellion had spread from there to other cities, including the commercial hub, Abidjan, but that city, too, is now quiet. A deal was struck between the mutinous soldiers and the government on Saturday, though details are scant. A correspondent

for AFP news agency in Bouake said on Sunday that there had been no firing there since Saturday evening. “Traffic has resumed this morning and the shops have reopened.” The mutiny began in Bouake early on Friday with soldiers firing rocketlaunchers. On Saturday soldiers took over the army headquarters in Abidjan. Protests also took place in the cities of Man, Daloa, Daoukro, Odienne and Korhogo. President Alassane Ouattara went

on national TV on Saturday night to announce a deal. “I confirm that I have agreed to take into account the demands of the soldiers over bonuses and better working conditions,” he said. At the same time he criticised the rebellion. Aside from better pay, the agreement is reported to include an amnesty for the mutineers. Defence Minister Alain-Richard Donwahi - who had gone to Bouake to negotiate with the protesters was held for two hours there late on

Saturday. The mutiny raised fears of a resurgence of the violence seen during Ivory Coast’s 10-year civil war, which ended in 2011. Some of the mutineers were thought to be former rebels who joined the army after the conflict. The rebels swept into Abidjan from Bouake in 2011, helping Mr Ouattara take power after his predecessor Laurent Gbagbo - now on trial at the International Criminal Court - refused to accept defeat in elections the previous year.

Kenya to receive Sh103m SEFA grant for community-owned power project

The African Development Bank (AfDB)managed Sustainable Energy Fund for Africa (SEFA) has approved a $992,000 (Sh102.9 million) grant to support the development of 7.8-MW hydropower project in Kenya. To be located in Meru in Central Kenya, the project is based on standard runof-the-river technology featuring an innovative community ownership structure, where financial returns will be accrued by members of the community. This is mainly due to a shareholding structure where communities actually receive a fixed small share of the project’s profits. “This additional financial benefit is expected to translate into significant economic and developmental impacts in the project area, particularly in terms of socio-economic empowerment and job creation,” stated Gabriel Negatu, AfDB’s Director-General for East Africa Regional Development and Business Delivery Office. “This significant community ownership and support makes it deserving of the SEFA intervention as a model to be considered in future Bank operations,” he added. SEFA support is instrumental in delivering a bankable project under

State infrastructure spending to grow 2017 GDP by 5.7 per cent MONDAY, JANUARY 9, 2017

Kenya’s 2017 GDP will grow by between 5.4 and 5.7 per cent, supported by government expenditure on infrastructure, recovery of the tourism sector and the continued growth of the construction sector, according to a new Cytonn Investments report. The report, which was released today, however states that GDP growth in 2017 is expected to be slower than 2016 given the expectation of slow growth in the agriculture sector due to continued drought, which is expected to persist until mid-2017, as well as the heightened political pressure and the low private sector growth which was at 4.6 per cent in October 2016 from a high of 21 per cent in August 2015. “We expect strong levels of GDP growth at between 5.4 per cent and 5.7 per cent in 2017, driven by government expenditure and the growth of key sectors such as construction, as Kenya benefits from its diversity in growth sectors. Vision 2030 development plan to spur private sector growth - KEPSA By Enock ndayala Kenya’s public-private-partnership (PPP) framework is already beginning to deliver results despite being in its early stages, Carole Kariuki, CEO of the Kenya Private Sector Alliance (KEPSA) has said. Kariuki said in a recent interview that she expects to see PPPs used more widely across the sectors of the economy in time, rather than restricted primarily to the country’s infrastructure projects, as is currently the case. “We believe that the framework is working very well so far, particularly for large projects,” she said. “In order for it to be improved, Kenya needs to focus on creating bankable projects.” Speaking to global publishing firm, Oxford Business Group (OBG) she said Kenya’s long-term economic development plan, Vision 2030, is set to provide plenty of opportunities for private-sector expansion, with key segments such as agro processing and manufacturing, ripe for growth. Turning to the challenges that investors faced, she noted that logistics was the biggest impediment to doing business in Kenya. “A lot of work has been done on the regulations relating to logistics,” she said. “However, delays in land acquisitions and sales documents, alongside high transport costs, remain an issue.” KEPSA has also signed a third memorandum of understanding (MOU) with OBG for its forthcoming report on Kenya’s economy. State House defends ‘exuberant’ government spending at the coast State House has defended the Government’s development record in the coast region by detailing completed and ongoing projects in the region. State House Spokesman Manoah Esipisu has said President Uhuru’s administration has invested billions of shillings to significantly improve infrastructure including roads, ports, health and education in the region. This comes days after Mombasa Governor Hassan Joho and Kilifi Governor Amason Kingi accused the Jubilee government of neglecting the region, which statehouse may have referred to as ‘juvenile tantrums’. Among the projects detailed by Esipisu include the equipping of all hospitals with the diagnostic machines such as renal units and radiology equipment under the managed services programme. “In addition, more than 350,000 households have been connected to the national grid in the region out of which Mombasa has had 263,104 households connected to the national grid, doubling from the 118,000 in 2013,” said Esipisu. The announcement comes just days after National Treasury Cabinet Secretary Henry Rotich announced new measures to cut back spending. The CS issued the statement in a special memo that signals rising fears over Kenya’s rising wage bill. In the memo, Rotich said that new

recruitment, except for essential services such as security, health and education, will remain frozen. The memo also stops the upgrading of schemes of service in the public service. The CS said that recruitment, upgrading of staff and replacement of critical technical staff will be considered on a case by case basis after obtaining the necessary approvals from the Public Service Commission. Public Finance Management Regulations, 2015, demand that the national government expenditure on compensation to employees does not exceed 35 per cent of its equitable share of revenue. The government has struggled to contain the wage bill that takes 11 per cent of the gross domestic product (GDP) or 52 per cent of domestic revenues. The total public wage bill stood at Sh568 billion in the last financial year well above the 35 per cent threshold. Just last month, it emerged that Treasury allocated an additional Sh26.5 billion for civil servants’ salaries and house allowances, making them the biggest winners of the 2017/18 budget.

WildlifeDirect condemns decision to route SGR through Nairobi National Park MONDAY, JANUARY 9, 2017

WildlifeDirect has condemned a decision by the National Environmental Management Authority (NEMA) to grant approval for the Standard Gauge Railway (SGR) to pass through the Nairobi National Park despite overwhelming public opposition. The government has promised that the railway will not impede wildlife migrations and that funds will be made available to improve the status of this and other parks in the country, while protecting the people who live adjacent to the parks. On December 13, 2016, NEMA issued a license giving Kenya Railways the goahead to construct SGR Phase 2A that will pass through the middle of Nairobi National Park on an elevated bridge. The Park is Kenya’s oldest protected natural area and the only National Park in the world located within a major city. It contains more biodiversity than many entire countries and is a sanctuary of global significance for some endangered species, notably the black rhinoceros. The Park is also a refuge from city life that provides incalculable benefits for millions of Nairobi residents, as well as for tourists and business visitors from all over the world. On October 27, 2016 WildlifeDirect’s convened a forum bringing together stakeholders from several sectors, who were unanimous in calling on Kenya Railways to search for an alternative solution that would preserve the integrity of the Park. These efforts have fallen on deaf ears and the Park now faces an uncertain future. The decision to route the railway through the Park not only goes against public opinion, but also ignores the

I like singing about my experiences, other people’s experiences and speaking out a message that is socially conscious. I take music as a platform to voice my concerns, it’s my avenue for speaking my mind and speaking out for other people too.

I think I have one or two who I’d like to work with. Wangeci for one, she’s a rapper and she’s female. I like her style and I’ve listened to her album. Her message is deep, she’s creative and she’s poetic plus she thinks

I’m an afropop and RnB artiste. I’ve been signed to Onyx Music since 2014, but professionally I started doing music in 2009. In 2014 I met my current manager while I was doing a Nakuru anthem. It was a county project and from then I got signed. I started doing my album in 2015 and as I’m speaking the album is out.

Are there any artistes that you would love to collaborate with?

Rosebella Adhiambo Oruko aka Bella Beila is a palpable presence in the Nakuru music scene. With her brand new album termed as HIS, released late last year XACCESS saw it fit to get to know this upstart as she makes her way to the big leagues.

Kadenge gets his wish as Uhuru visits with goodies MONDAY, JANUARY 9, 2017

Football legend Joe Kadenge finally got his wish of meeting and having a chat with President Uhuru Kenyatta, after the Head of State visited him at his South B home last evening. While speaking to Capital Sport last week, Kadenge who says he has met and talked to all three previous Presidents expressed his desire to meet President Kenyatta before he bids the world goodbye and his wish was granted on a cool Sunday evening. And the President did not check in empty-handed as the ailing Kadenge was gifted with a comprehensive insurance cover that would see him get treatment in any health institution in the country as well as Sh2 million cash. Kadenge has been ailing with diabetes since 2006 and has been in and out of

hospital for the last two years. His condition, worsened by a blood pressure condition, forced him to be hospitalized on Boxing Day and has been recuperating at his home. “We really thank the President for seeing to it that Mzee’s wishes come to pass. As a family we are thankful and really appreciate the gesture. It is not every day that the President comes to visit your home and for us this is a great honor,” Oscar Kadenge, one of Kadenge’s sons said. Defending women’s champions Telkom Orangeare on course for another title after overcoming Kada Queens side from Nigeria 5-2 in the ongoing Africa Cup of Club Championships campaign at the City Park Stadium yesterday. Kada Queens, formerly El Raufai came into the match after a 2-2 draw with Egypt’s Sharkia in a late night kickoff on Saturday after arriving late for the competition. However, that did little to deter their fighting spirit against the eight time African champions Telkom Orange who dictated play from the go but could not find the killer passes when it came to the final third due to the firm defending from the Nigerian side. The first chance fell to Telkom Orange in the 11th minute when a penalty corner delivered by Audrey Omaido fell to Terry Juma but her shot was deflected narrowly wide by a defender. Moses Cheplaiti sounded the board in the fourth minute before Kibirir converted a penalty corner in the 29th minute for a 2-0 lead in at halftime. Wananchi captain Innocent Mbabali pulled one back three minutes after the break before Kenyan international striker Calvins Kanu made it 3-1, Both goals came from set pieces. Wananchi were handed a lifeline when they were awarded penalty in the 66th minute. Kevin Chimwani stepped up and duly converted his stroke by sending Kenya Police keeper James Kayeko the wrong way to set up a tense final minutes. Kibirir settled matters with a low shot from a penalty corner three minutes from time to secure the win.

Klopp defends Liverpool FA Cup line-up Liverpool manager Jurgen Klopp defended selecting the youngest starting XI in the club’s history for the 0-0 FA Cup draw against League Two side Plymouth. The Reds now face a trip to Devon for the thirdround replay and have six remaining in January. Klopp’s side also play Southampton in a twolegged EFL Cup semi-final and Premier League games against Manchester United, Swansea and Chelsea. Real Madrid star Cristiano Ronaldo tipped to win Player of The Year award at the inaugural Best Fifa Football Awards ceremony in Zurich tonight

ristiano Ronaldo is favourite to be named the world’s best player at the inaugural Best Fifa Football Awards ceremony in Zurich today evening. The Real Madrid forward Ronaldo beat rival Lionel Messi to win the Ballon d’Or award for a fourth time last month and has been tipped to prevailed over the Argentina ace as Fifa’s world best player is named today. Fifa ended its six-year collaboration with magazine France Football for the Ballon d’Or award last year. Barcelona’s Messi and Atletico Madrid forward Antoine Griezmann have also been nominated for the men’s prize. Cristiano Ronaldo helped Real Madrid win the Eufa Champions League last June before captaining Portugal to their maiden Euro Championship glory the following month.

Messi meanwhile won the La Liga with Barcelona ahead of Ronaldo’s Real Madrid before guiding Argentina to the Copa America final where they lost to Chile. Griezmann was instrumental in Atletico Madrids Champions League challenge, scoring crucial goals to help his club reach the finals on the Champions League in Milan. But his team lost to Ronaldo’s Real on post-match penalties. And it was a double-triumph for Ronaldo over the Frenchman as Portugal beat France in the Euros final in Paris. Fifa will also name the best women’s player, and the best coaches in men’s and women’s football at the ceremony in Zurich.
