U n ited Pa rc el S e r v ice / Arct ic I ce S h e e t 06 THE ARCTIC ICE SHEET CONTAINS 10% OF THE WORLD’S FRESH WATER. WITH THE CURRENT GLOBAL WARMING SITUATION, WINTER PRODUCES MORE ICE THAT IT HAS EVER BEFORE HOWEVER, THE RATE ALTOGETHER IS STILL A DECLINE.
ARCTIC SEA ICE REACHES ITS MINIMUM EACH SEPTEMBER. SEPTEMBER ARCTIC SEA ICE IS NOW DECLINING AT A RATE OF 12.85 PERCENT PER DECADE, RELATIVE TO THE 1981 TO 2010 AVERAGE. THE AVERAGE YEARLY ARCTIC SEA ICE EXTENT EACH SEPTEMBER SINCE 1979, DERIVED FROM SATELLITE OBSERVATIONS. AIMING FOR THE NORTH POLE ESSENTIALLY, THERE’S A WORRY THAT AS SEA ICE RETREATS, THE WORLD’S COMMERCIAL FISHING FLEETS WILL PENETRATE FARTHER NORTH. THEY WOULD BE FOLLOWING FISH STOCKS THAT ARE SHIFTING CLOSER TO THE NORTH POLE AS THEY SEEK OUT COOLER WATERS IN THE FACE OF A WARMING OCEAN. IN RECENT YEARS, LESS OF THE ARCTIC’S HIGH SEAS HAVE BEEN COVERED BY SEA ICE. THE PORTION OF THE CAO WHERE SEA ICE COVER IS THE LOWEST IS JUST NORTH OF THE BERING STRAIT, CLOSE TO THE PACIFIC OCEAN AND WITHIN REACH OF ASIAN SHIPPING FLEETS. IN SEPTEMBER OF RECENT YEARS WHEN SEA ICE REACHES ITS ANNUAL MINIMUM, THIS AREA HAS GENERALLY CONSISTED OF OPEN WATER.

FISHERIES IN THE CENTRAL ARCTIC OCEAN ARE NOT OVERFISHED, AS NO COMMERCIAL ACTIVITY OCCURS IN ITS OFTEN ICEBOUND WATERS. THE CHAIRMAN’S STATEMENT FROM LAST WEEK’S MEETING OF THE NEGOTIATING PARTIES IN WASHINGTON, D.C., WHICH WAS THE SIXTH MEETING IN TWO YEARS DURING WHICH THE AGREEMENT WAS DISCUSSED, EXPLAINED: “COMMERCIAL FISHING HAS NEVER BEEN KNOWN TO OCCUR IN THIS AREA, NOR IS IT LIKELY TO OCCUR IN THE NEAR FUTURE. HOWEVER, GIVEN THE CHANGING CONDITIONS OF THE ARCTIC OCEAN, THE GOVERNMENTS IN QUESTION DEVELOPED THIS AGREEMENT IN ACCORDANCE WITH THE PRECAUTIONARY APPROACH TO FISHERIES MANAGEMENT.”

THE FREE-FOR-FALL NATURE OF THE HIGH SEAS HAS LED TO EXPLOITATION OF THEIR FISHERIES, PARTICULARLY AS THE TECHNOLOGY HAS IMPROVED TO ALLOW FISHING FLEETS TO REACH FARTHER AND DEEPER THAN EVER BEFORE. A REPORT PUBLISHED BY THE UNITED NATIONS FOOD AND AGRICULTURE ORGANIZATION IN 2006 FOUND THAT TWO-THIRDS OF THE WORLD’S HIGH SEAS FISH STOCKS WERE BEING OVERFISHED, INCLUDING SPECIES LIKE PATAGONIAN TOOTHFISH AND ORANGE ROUGHY.

A SENSE OF COMMUNITY FOR SMALLER TOWNS ESPECIALLY, POST OFFICES STILL SERVE AS A HUB OF THE COMMUNITY IN MANY WAYS. IT’S NOT UNUSUAL TO FIND BULLETIN BOARDS ADVERTISING SERVICES INSIDE THE POST OFFICE, ALONG WITH A FEELING OF LOCAL PRIDE. ON A LARGER SCALE, EVEN SEASONED URBANITES TEND TO VIEW THE POST OFFICE AS A LINK TO BOTH COMMUNITY AND GOVERNMENT.

KEY LARGE & MEDIUM HARBOR SHIP ROUTES CARGO SHIPS AS WELL AS GOVERNMENT VESSELS, INCLUDING ICEBREAKERS, ACCOUNT FOR THE LARGEST SHARE OF THE TRAFFIC IN THE ARCTIC. THE NUMBER OF TOURISM-RELATED SHIPPING ACTIVITY AND PRIVATE YACHTS IS INCREASING. THE MAIN TRANSPORT CORRIDORS IN THE ARCTIC, THE NORTHERN SEA ROUTE IN THE RUSSIAN FEDERATION, THE NORTHWEST PASSAGE IN CANADA AND THE ARCTIC BRIDGE FROM CANADA TO EUROPE HAVE ALL EXPERIENCED SIGNIFICANT GROWTH IN THE MARITIME TRAFFIC IN THE RECENT YEARS. THE NORTHERN SEA ROUTE IS THE SHORTEST ROUTE BETWEEN EUROPE AND THE ASIA-PACIFIC REGION IS COMPETING WITH TRADITIONAL TRADE LINES. BETWEEN 2016 AND 2017 THE CARGO VOLUME IN NORTHERN SEA ROUTE INCREASED BY NEARLY 40%. IN THE CANADIAN ARCTIC THE TRAFFIC HAS ALMOST TRIPLED BETWEEN 1990-2015.

HIGH-SPEED CONVEYORS AND “SMART LABELS” READ BY OVERHEAD CAMERAS FACILITATE THE PROCESSING OF DOCUMENTS, SMALL PACKAGES AND IRREGULAR-SIZED SHIPMENTS. AUTOMATED EQUIPMENT AND OVERALL PROCESS IMPROVEMENTS REDUCE THE AMOUNT OF TIME EMPLOYEES SPEND LIFTING AND LOWERING PACKAGES WHILE REDUCING THE AVERAGE PACKAGE CYCLE-SORTING SPAN. IT SYSTEMS RAPIDLY TRANSMIT CUSTOMS INFORMATION TO EXPEDITE THE MOVEMENT OF INTERNATIONAL SHIPMENTS. SPECIALLY-DESIGNED DOCKS AND HUB FLOORS LET WORKERS MOVE PACKAGE CONTAINERS EASILY FROM ONE AREA OF THE BUILDING TO ANOTHER VIA MORE THAN 1.2 MILLION CASTERS AND BALL TRANSFER UNITS. WORLDPORT INCLUDES FIVE LOAD/UNLOAD “WINGS” AND ASSOCIATED AIRCRAFT STAGING RAMPS. ADDITIONAL RAMP SPACE ACCOMMODATES 747-400 CARGO PLANES. UPS ALSO APPROVED PLANS TO BUILD A NEW VEHICLE LOADING FACILITY FOR ITS GROUND DELIVERY NETWORK SERVING LOUISVILLE. WITH BOTH THE INITIAL PROJECT AND LATER EXPANSION, UPS EXCEEDED ITS GOAL TO AWARD AT LEAST 20 PERCENT OF THE LATEST EXPANSION PROJECT’S GENERAL CONSTRUCTION AND SITE WORK BUDGET TO MINORITY- AND WOMEN-OWNED BUSINESSES. METROPOLITAN COLLEGE WILL CONTINUE TO PLAY A MAJOR ROLE IN HELPING ATTRACT AND MAINTAIN EMPLOYEES FOR THE EXPANDED HUB.

THE MAIN ONSHORE AND OFFSHORE OIL AND GAS DEPOSITS IN THE ARCTIC ARE SHOWN ON THIS MAP. INFORMATION ON THE TYPE OF DEPOSIT AND RESOURCE COMES FROM SEVERAL SOURCES[1]. THE MAIN REGIONS IN THE ARCTIC LINKED TO OIL AND GAS EXPLOITATION ARE THE BEAUFORT SEA (NORTH SLOPE, ALASKA AND MACKENZIE DELTA, CANADA), AND THE NORTHWEST PART OF THE RUSSIAN ARCTIC (BARENTS SEA AND WEST-SIBERIA). OIL AND GAS ARE ALSO FOUND IN THE CANADIAN ARCTIC ARCHIPELAGO (NUNAVUT). THESE THREE REGIONS ARE ALSO TARGETED FOR FUTURE EXPLOITATION. ACCORDING TO ESTIMATES FROM THE US GEOLOGICAL SURVEY, THE AREA NORTH OF THE ARCTIC CIRCLE IS EXPECTED TO STORE RECOVERABLE RESERVES OF 90 BILLION BARRELS OF OIL, 1670 TRILLION CUBIC FEET OF NATURAL GAS, AND 44 BILLION BARRELS OF NATURAL GAS LIQUIDS (BLUE/PURPLE AREAS ON THE MAP). THESE RESOURCES ACCOUNT FOR ABOUT 22% OF THE UNDISCOVERED, TECHNICALLY RECOVERABLE RESOURCES IN THE WORLD. ABOUT 84% OF THE ESTIMATED RESOURCES ARE EXPECTED TO OCCUR OFFSHORE.
