Prioritising our communities and environment We’ve had a busy summer getting to grips with running the 12th largest unitary authority in the country. This has involved reviewing major projects, defining our work programme and shaping our priorities. Having a clear vision that puts our communities and the environment at the heart of decision-making is vital. We’re now engaging widely with numerous partner organisations, community groups and business representatives to share our vision, priorities and work together. Our resulting ‘Council Plan’ will then be considered by Cabinet in October. Our new council is already making progress. A climate emergency has been declared. Our target is for the Council to be carbon neutral by 2030 and we will look at our operations and policies to create an action plan to achieve this. We have an outstanding natural environment in Bournemouth, Christchurch and Poole. It is our duty as community leaders to act now to protect the environment and move towards a cleaner more sustainable future. Behind the scenes, we have a lot to do to make the organisation an efficient and effective single council. We’ve already committed to harmonise Council Tax by 2021 and we’re now planning the next phase to transform and provide consistency across our services. As a mum myself, I know that autumn can feel extremely hectic for many families getting back into the school and work routine. Getting out in nature and spending time with family, friends or the local community can help provide the support we need to help us through these stressful times. Investing in the BIC’s future Work to reimagine the Bournemouth International Centre (BIC) has started, following Cabinet approval of £170K to undertake a feasibility study. We’re working with the BIC’s operator, BH Live, and others to look at redevelopment opportunities for the site and associated costs. Councillors have agreed to end previous plans for a hotel project on the site. Originally built in 1984, the BIC has been regarded as one of the UK’s premier leisure and conference facilities. It has attracted major political conferences and events, contributing to the local economy.

Cllr Mark Howell, Cabinet Member for Regeneration, said: “With other towns and cities now offering more bespoke and up-to-date facilities, we need to look at ways to ensure the BIC remains competitive. “Taking into account the age of the BIC and the opportunity to cease the procurement process for the hotel development, now is an appropriate

Cllr Felicity Rice, Cabinet Member for Climate Change and Environment, said, “We are not simply declaring a climate emergency – we are agreeing to the production of a ten-year plan with quantifiable targets and actions required to achieve them. This is a hugely ambitious target and a challenge that cannot be underestimated, but we must look now at how we go about reversing decades of global environmental decline as a result of human activity.” A detailed report outlining the actions the Council will take to address this emergency from 2020 to 2030, will be submitted to Full Council in December.

In passing the motion we have pledged to make BCP Council and our operations carbon neutral by 2030. We will also work with the wider community to look at how early the Bournemouth, Christchurch and Poole region can be made carbon neutral, ahead of the UK target of 2050.

Plans put forward for new Hillbourne primary school

A planning application for the new Hillbourne Primary school is being submitted at the end of September.

The new school will replace the current buildings, which are no longer fit for purpose. The plans outline a modern development in the centre of the existing site on Kitchener Crescent. Plans also include a new preschool and activities for young people, which will be provided from the new building. Cllr Susan Moore, Cabinet Member for Children and Families, said: “This is an exciting scheme which will provide a much-needed modern and purpose-built school for the Hillbourne community. I look forward to seeing how the project progresses.”

During the summer, work started on re-opening and refurbishing Poole’s public toilets as part of £490,000 of capital investment agreed by councillors in June 2019. Taking priority is work on formerly closed public toilets located at Watch Station, Poole Quay and Lake Pier, Hamworthy (pictured below). Improvements at The Haven, Hamworthy Park, Baiter Park and Whitecliff Recreation Ground are planned to follow.

Wessex Fields link road

Plans for a new link road and junction directly connecting the A338 with the Wessex Fields Business Park and Royal Bournemouth Hospital are under review. Remembrance Day

We commemorate the fallen every year on Remembrance Sunday. Remembrance Day services take place all around the country on the second Sunday in November with many people marking the two-minute silence at 11am. Commemorations are held at Bournemouth’s Central Gardens, Christchurch Town Centre and Poole Park and these are usually led by the local Mayors. Come and enjoy the new-look Beale Place

Several olive trees will be planted to help create an oasis of calm within this busy area. Cllr Mark Howell, Cabinet Member for Regeneration, said: “BCP Council’s investment into Beale Place highlights our commitment to the regeneration and enhancement of public spaces.

Beale Place, a bustling part of Bournemouth town centre, has been transformed into a vibrant space for shoppers, businesses, visitors and workers to enjoy. Landscaping and paving, combined with contemporary seating, has created a pedestrianised area that opens the space.

“A welcoming space has been created in a key part of Bournemouth town centre that has previously been used as a thoroughfare, providing a new area for people to enjoy. The space will be further enhanced with a series of events to attract even more people to visit and enjoy the new features in Beale Place.” We’ve worked closely with Bournemouth Town Centre BID (Business Improvement District) who recently organised a twoday celebration to mark the completion of the area’s revamp (pictured above). Westbourne housing redevelopment proposed A planning application is being submitted for more than 120 apartments as part of a redevelopment of a council-owned site at Princess Road, Westbourne.

This development will help meet the need for more homes in the area, particularly affordable homes. The accommodation plans comprise of four blocks, ranging from six to 10 storeys high containing: • 22 shared ownership apartments • 65 affordable rented apartments • 34 private rented apartments.

The proposals also include a 20-bed family hostel and 101 parking spaces. Cllr Kieron Wilson, Cabinet Member for Housing, said: “There is a significant demand for housing in the area. This scheme provides the opportunity for local residents to afford to buy their own home as well as providing affordable rented and good quality, well-managed emergency accommodation for families.”

Throop and Holdenhurst local review Residents of the Throop and Holdenhurst area in Bournemouth have submitted a petition to formally request that a new parish of Throop and Holdenhurst is created.

Over the summer, we sought local opinion on community governance arrangements in Throop and Holdenhurst. The first stage of consultation has been completed and we’re now evaluating the responses and will produce a draft recommendation this autumn/winter. At this point, there will be further opportunities for residents to have their say and inform the final proposal. BCP NEWS

5G opportunities and health matters

5G has recently launched in the UK and promises faster data download and upload speeds, greater capacity and more reliable connections.

Electoral register – annual canvass underway The annual household canvass is taking place to ensure we have the right details on the electoral register for every address in the Bournemouth, Christchurch and Poole area. Forms were posted to households over the summer. With elections for the next Police and Crime Commissioner for Dorset taking place in May 2020, this is an important opportunity for residents to make sure they can take part. If you haven’t already done so, please check your household form and respond now. Canvassers are visiting properties that haven’t responded to the initial form or the reminders we sent. Greater transparency for planning applications

New arrangements and an expansion of the criteria for ‘calling in’ planning applications have been put in place. Ward councillors can now refer certain types of householder applications they consider having wider public interest, to be determined by the Planning Committee rather than being delegated to a planning officer. Councillors now also have up to 30 days to ‘call in’ applications from when they are registered, in cases where there are planning grounds to do so.

Cllr Margaret Phipps, Cabinet Member for Strategic Planning, said: “These changes provide further transparency and openness in the decision-making of the Planning Authority and instil confidence in how decisions are reached.” Applications in which Parish and Town Councils make representations raising material planning concerns, will now also be determined by the Planning Committee. Sustainable travel

New weekly combined bus operator smartcard now available Our ‘Getting About’ bus smartcard, which can be used on both Yellow Buses and Morebus routes, is now available for a week’s travel. There’s also the existing one-day travel option.

Sustainable transport central to major funding bid Proposals for the future of our area’s transport network have been submitted to the Department for Transport. Over three years, a minimum of £72 million and a maximum of £117 million is being sought from the Transforming Cities Fund.

Priced at £22 for an adult and £18 for a child, the smartcard provides seven consecutive days’ travel within most of the BCP Council area. The one-day ticket is £5 for adults and £3 for children. The smartcard is available from the BCP Council enquiry office at Bournemouth Rail and Coach Station, Yellow Buses enquiry office in Bournemouth’s Avenue Road and the Morebus Enquiry Office at Poole Bus Station.

The bid focuses on linking residential areas to employment and education sites which could most benefit from significant improvements to encourage walking, cycling and increased use of public transport. We expect to hear in early 2020 if our bid has been successful. Cllr Andy Hadley, Cabinet Member for Transport, said: “These are ambitious proposals that could make a real difference to people’s lives across Bournemouth, Christchurch and Poole. By improving access options between work, homes and schools we will contribute towards improving sustainability and tackling climate change and air pollution. “We aim to give people the means to make healthy and sustainable choices about how they travel to work, and this funding is a significant opportunity to invest in the areas that need it most, tackling inequality and ensuring a better quality of life for all.” We have been working with key partners including Morebus, Yellow Buses, South Western Railway, Network Rail and Beryl Bikes to prepare the bid.

Local landlords support Help to Let scheme More than 60 local landlords have expressed an interest in our new Help to Let scheme since its launch earlier this summer. Help to Let supports landlords to provide affordable private rented tenancies to local people at risk of becoming homeless. In return landlords may receive an incentive of up to £2,000, rent and deposit in advance, as well as extra support if they are new to renting out properties. So far, we’ve also helped 35 tenants. These tenants have a dedicated member of our team to support them to successfully manage their tenancy and stay in their private rented home.

Allen Stewart, a local landlord who has signed up to Help to Let, said: “I think this is a good opportunity for private landlords and recommend the scheme. I have received great advice and support plus a cash lump sum payment. Even the tenants are offered one-to-one support throughout the life of the tenancy.” Cllr Kieron Wilson, Cabinet Member for Housing, said: “We’ve had a really promising response to the scheme since its launch and I would encourage other small local landlords to get in touch to find out more about how Help to Let works.”

Your local citizens advice service They are part of a national network of individual charities that deliver advice across England and Wales.

Are you ScamWise? A scam is a type of fraud in which someone steals your money or information. Scams are crimes and they’re a growing problem. Scams come in all shapes and sizes, from bogus lottery wins to miracle cures and chain letters and may target you online, by phone, by post or in person. Scams target people of all ages, backgrounds and income levels. It’s important to be alert to this type of crime so that you can protect yourself and those close to you.

Recycling and waste

Value your waste Modern life has created a ‘throwaway society’ and it’s time we all did more to stop wasting our waste. We’re committed to managing household waste responsibly and sustainably by keeping rubbish out of landfill and encouraging waste prevention, reuse and maximising recycling.

When recycling is collected it is taken by our contractor to a Materials Recovery Facility (MRF). Recycling is then sorted and separated into different types of materials by machine and by hand. Once separated, it can be sold and recycled into new items. Our waste is considered a resource with a value. This is the reason we only collect certain items and do not collect low quality plastics like wrapping and bags. The better approach is to cut down on the rubbish we make and throw away in the first place and this is where you can help. Before you throw items into your bins consider if there is something else you could do. We all need to think of the things we throw away as having value, so nothing is wasted. This means keeping products and materials for as long as possible and reducing, reusing, repairing, returning and recycling items.

Repair your broken items by taking them to a local repair shop or head to the Bournemouth Repair Café at Bournemouth Library on 19 October or 16 November. The Repair Café helps local people to repair broken items and share fixing skills over a nice cuppa and cake.

Amazing autumnal arts, festivals and things to do It’s nearly a year since leading figures from BCP Council, Arts University Bournemouth, Bournemouth Symphony Orchestra, Bournemouth University, Dorset LEP, Lighthouse, Poole and Arts Council England launched a public ‘Cultural Enquiry’ to look at the role that culture plays in people’s lives.

Connecting communities with the coast Bournemouth, Christchurch and Poole’s ‘coast with the most’ is an outstanding natural feature - 15 miles of stunning coastline that connects our towns and makes our area a truly special place.

Plus, we’re making it easier for the Land Train to visit by enhancing the turning circle and improving signage. Councillors have also approved a total investment of £7.3 million at Canford Cliffs. This is to stabilise the cliff and deliver an exciting development that includes a new café with a terrace and refurbished toilets. 89 new beach huts will be constructed and 102 existing beach huts are to be re-built.

For a long stroll, combine a visit to Highcliffe Castle with a meander down the zig zag to the beach. From there you can walk along the sand and promenade to Avon Beach.

Highcliffe Castle zig zag (pictured below) reopened earlier this year and improvements continue in this area with an autumn planting scheme. Artist Amanda Moore has been appointed to design improvements for the shelters on Highcliffe’s cliff top near the Cliffhanger café. Shelters will be restored with new timber seating and landscaping to provide an attractive place to stop and enjoy the view.

Help paying for childcare There are various schemes available offering help towards childcare costs for children from 0 to 16 years of age. These include: early education funding for two-year-olds, 15 hours childcare for all three and four-year-olds, 30 hours childcare for working parents, tax free childcare, universal credits and tax credits…

HPV vaccine for boys Boys in school year 8 will be offered the free Human Papilloma Virus (HPV) vaccine for the first time, which can help prevent a number of cancers.

If you’re a parent of a child aged 12 or 13, look out for information from your child’s school about the vaccine and timings for the jab. If they miss out on the vaccination for any reason, talk to the school nurse or immunisation team about getting the vaccine later.

Play your way to a healthier lifestyle Outdoor play areas for toddlers to teenagers can be found locally. These free neighbourhood facilities encourage families to live more active lifestyles by venturing outdoors and using the fun and safe equipment available.

The Christchurch Play Project has seen £1.2 million invested into local playgrounds, with a total of 15 play area sites undergoing a refurbishment or complete renewal. As well as providing more up-to-date facilities, the play parks are helping to create fitter, healthier

lifestyles through play, ensuring a lasting legacy for future generations. The sites include refurbishment at Mudeford Recreation Ground and Highcliffe Recreation Ground play areas along with Mudeford Quay. New fitness equipment is being installed at Barrack Road Recreation Ground, while the state-of-the-art Arena Skate Park at the Two Riversmeet Leisure Complex has been transformed to include concrete ramps, a quarter pipe, floating ledge and flat bank.

In addition, a popular play area at Turlin Moor’s Foreland Road re-opened in the summer after an extensive refurbishment. Local mums who form the ‘Play Moor, Skate Moor’ community group (pictured below) worked with us and secured funding to provide local children and families with a modern and innovative communal play space.

Community engagement was a key part of the planning stage, with over 100 schoolchildren involved in sharing their thoughts and ideas on what they wanted to see in their local play areas.

Sports facilities and clubs There are lots of local opportunities for sport and physical activity whatever your age or fitness level. Council-owned facilities include tennis courts, bowling greens, golf courses, football pitches, leisure centres and much more. The Chairman is the highest ceremonial position in BCP Council. This role is held by Cllr David Flagg and his duties include chairing Full Council meetings and actively promoting the Bournemouth, Christchurch and Poole area. The Vice-Chairman is Cllr George Farquhar.

For Bournemouth and Poole, Charter Trustees are two new bodies that have responsibility for the mayoralty and they are made up of existing councillors representing each area.

Introducing the role of the Standards Committee

Citizens expect high standards of ethical behaviour such as honesty, integrity, objectivity, and accountability from those elected to serve as local councillors. The Standards Committee helps councillors to follow a local Code of Conduct and deals with complaints about councillors.

There is a potential breach and the matter should be formally investigated and then considered at a formal hearing of the Standards Committee.

The Standards Committee is made up of seven councillors including the Chairman, Cllr Colin Bungey, plus three independent people who are Ian Sibley, Paul Cashmore and Jonathan Storey. The Committee meets quarterly with additional meetings arranged as required.

Save water and money

this autumn Here at Bournemouth Water we’re passionate about using water wisely – and we do all we can to encourage our customers to do this too. We all use water without really thinking about it. Every time we turn on the tap, flush the toilet or put the washing machine on, we’re using a precious and limited resource. The good news is that by following a few simple measures we can easily cut water wastage, save money and protect the environment. This is particularly true in the garden. It’s easy to maintain a blooming garden while being water wise!

Here’s our top 10 water-saving tips:

Why save water? If you pay for your water through a meter, your bill may go down. Less water is taken from the rivers Stour and Avon, which helps our local wildlife during dry spells, when water sources are not being replenished.

Use a bucket instead of a hose to wash your car.

Always water your garden in the early morning or late afternoon as this is when evaporation rates are lowest. Use mulch and bark in your garden, which can help reduce evaporation by up to 75%. Water butts are a great way of catching and storing rainwater – which is free! Use your rainwater for watering the garden, washing the car, cleaning paths and windows and topping up ponds (fish prefer rainwater). Lots of people use bath or dishwater on their gardens. This is a brilliant idea – but remember it should be used immediately and never on fruit and veg. Add water-retaining gel to the lower half of compost in planters and hanging baskets.

Adjust your lawnmower to cut your grass longer – this will shade the roots from the sun. It’s okay if the lawn goes brown, this helps it to build up resistance and recover immediately after rainfall. Leave grass cuttings on the lawn – they will form a mulch that protects and feeds the grass. Sprinklers can use as much as 1,000 litres of water per hour! That’s more than a family of four uses in a whole day. Use a watering can or hose instead. If you do use a hosepipe, attach a trigger nozzle. This will halve the amount of water you use and help direct the water to the roots of your plants. Don’t forget to turn off at the tap when you’re done.
