Restoring pride in our towns 2020 will certainly be the year we never forget as we all continue to deal with the pandemic. Individuals, groups and charities have all come together to help those in need. The resilience of our vibrant communities, council staff and other keyworkers is truly inspirational. Despite the extra challenges that Covid-19 brings, we are hugely ambitious for our three towns. I’m excited to be leading the council and have brought together the knowledge, experience and skills of a wide range of councillors to influence and inform decision-making. Putting residents at the heart of everything we do and bringing the council closer to the communities we serve is something I am passionate about and wholly committed to. I love our area and couldn’t think of anywhere better to bring up my young family. Bournemouth, Christchurch and Poole are fantastic places and we need to protect and enhance the outstanding natural environment here. That’s why restoring pride in our towns is so important. We must tackle anti-social behaviour and improve cleanliness, making our town centres and our high streets look and feel different. We want you to see and feel the difference and be proud too. We know how important our local economy is to all of our lives. Supporting businesses and people’s jobs will be a key focus as we deal with the next phase of the pandemic and the legacy it leaves.

New Equality Action Commission established As part of the council’s commitment to respect and engage with residents, a new commission has been created to improve how we work with and support our diverse communities. The Equality Action Commission consists of local councillors and independent representatives. Following the Black Lives Matter movement, issues relating to Black, Asian and Minority Ethnic (BAME) individuals and communities will be an initial focus. Will Chakawhata, Chair of the Equality Action Commission, said: “Our group is vital to help the council understand more about the BAME community and we will

help guide the council on how to build trust amongst BAME residents.” Cllr Bobbie Dove, Lead Member for Equalities, added: “All people are protected under the Equality Act 2010 but they are just grouped in a variety of defined categories. Restoration work to the walls around Christchurch Priory complete Six walls have been restored around the historic Christchurch Priory. BCP Council leases the land on which the walls sit and has a maintenance responsibility for those around the Priory, quay and next to the mill stream. Restoration works have included removing vegetation and tree growth within the walls, dismantling and carefully rebuilding sections, replacing worn bricks and shoring and underpinning the walls where needed. Cllr Nigel Brooks, Lead Member for Christchurch Regeneration, said: “These vital works have been overseen by the council’s conservation team. We are proud to have responsibility for maintaining the Priory’s surrounding walls, ensuring this historic landmark is preserved for future generations to enjoy.” Christchurch Priory dates back to 1094 and was first constructed as a Norman church on the site of the old Saxon Priory. Timber groyne renewal programme underway A two-year project is underway to replace eight timber groynes along the Poole and Bournemouth boundary, to the eastern side of Durley Chine. These construction works form part of the Poole Bay beach management scheme which is designed to protect our coastline from erosion for the next 100 years. The first part of this £1.9 million project involves five groynes being carefully deconstructed and replaced with four more evenly spaced ones. This work is due to finish in spring 2021, with work on the remaining four groynes planned to start in autumn 2021. During the works, areas of the beach will be restricted for safety reasons, but access along the promenade will be maintained to allow residents and visitors to pass by safely. In early 2021 we are also planning to re-nourish the beaches with sand, from Poole to Southbourne. You can find out more about the project on: poolebay.net

Sustainable environment

Have you considered shopping more sustainably?

Many of us are giving more thought to the products we buy, how they were made and where they have come from. Sustainable shopping recognises that everything we buy has health, environmental and social impact. Here are a few tips if you are interested in shopping in a more considered, sustainable and ethical way.

Eat foods that are in season Eating local, seasonal food helps to reduce the energy and associated CO2 emissions needed to grow and transport the food we eat. It is often fresher and so tends to be tastier and more nutritious too. To understand a bit more about the food seasons, visit: eattheseasons.co.uk

What about Fairtrade?

Buy local As much as you can, buy items that have been sourced, made or harvested locally. Supporting local businesses is good for our local economy. Plus, less travel means less carbon dioxide (CO2) emissions that contribute to climate change.

Avoid excess packaging Avoid buying products that have been excessively packaged or packaged in materials that can’t be recycled. More and more fresh items in supermarkets can now be bought loose – just remember to take your own reusable bags.

For products like bananas and coffee that can’t be grown locally, aim to buy more sustainable options. Fairtrade is about better prices, decent working conditions, local sustainability and fair terms of trade for farmers and workers in the developing world. Bournemouth, Christchurch and Poole are all Fairtrade Towns so there is a variety of Fairtrade produce available locally, just look out for the Fairtrade logo on your food. Fairtrade Fortnight takes place from 22 February to 7 March 2021 and is a great opportunity to find out more. Further details will be available nearer the time: fairtrade.org.uk

Choose vintage over new Second-hand and vintage items bought at charity shops not only cost less and help fund a good cause, but they have an environmental benefit too. Buying a pre-owned item such as a sofa means one less new sofa needs BCP NEWS

to be manufactured and fewer natural resources used. All this translates to savings in greenhouse gas emissions and less wasted raw material.

Choose to reuse Consider if you need to buy at all, could you make do and mend? Repair your broken possessions and save yourself some money. Try upcycling which has become a great way of reusing and breathing new life into your old possessions – it is quick and creative but also reduces the amount that you throw away. Try websites such as freecycle.org if you are looking to find or give things for free in your local area. Small changes might not seem like much but over time they can make a difference - to your pocket, to your community and to the environment. Recycling and waste

Christmas waste collections 2020

Garden waste arrangements

Compost your Christmas tree In many locations, for a small donation, you can arrange for your Christmas tree to be collected by local charity Diverse Abilities. Visit: diverseabilities.org. uk/trees to check if they are collecting in your area and to arrange your collection. Book early to avoid disappointment. Alternatively, trees can be taken to our Household Recycling Centres or Upton Country Park for composting.

Across the BCP Council area, over 10,300 tonnes of garden waste have been collected and composted over the last year so far. The 2020 season runs until December, but residents who want to receive collections in 2021 can now register for the 2021 service. You can register and pay securely online at: bcpcouncil.gov.uk/gardenwaste If you decide not to join the 2021 collection service or have extra garden waste to dispose of, you can recycle it for free at one of our Household Recycling Centres. Alternatively, you can compost your garden waste at home, using a compost bin. Following the suspension in service earlier this year, we will be offering two catch up collections from Monday 18 January 2021. Please place your garden waste bin out for collection on your normal collection day and it will be emptied. From Monday 15 February, your garden waste bin must display the 2021 collection sticker to ensure it is emptied.

Boost for major regeneration plans A range of ambitious regeneration plans are taking shape to make the Bournemouth, Christchurch and Poole area a great place to live, work, learn and visit. The largest brownfield site in the south west was purchased by the council earlier this year, thanks to investment secured by Dorset LEP via the government’s Local Growth Fund. Situated in Hamworthy, the 40 acre site has been vacant since the closure of the former Holes Bay power station in 1994. Plans for redeveloping the area can now proceed. Cllr Philip Broadhead, Deputy Leader and Cabinet Portfolio Holder for Regeneration, Economy and Strategic Planning, said: “This is an exciting

opportunity to deliver up to 830 new homes as well as unlocking employment land, creating new jobs and commercial opportunities. We’ll now be working closely with the local community to put together ideas for how we can best use this area for the benefit of everyone.

“Meanwhile a strong bid for Poole has been submitted to the government’s competitive £1 billion Future High Streets Fund. Potentially securing up to £25 million, this presents a major opportunity to rejuvenate the high street and attract more visitors in the post Covid-19 world. This work, together with a total investment of £1.2 million over four years in our Poole High Street Heritage Action Zones (HAZ), means we’ll start to see improvements on the ground very quickly. Watch this space!” Cllr Steve Baron, Lead Member for Poole Regeneration said: “Poole has long been recognised for its unique architectural and historic character. We are working hard to make quick improvements to

ensure that people are proud of the area they live in and visit.”

In Bournemouth, plans are on track to secure a £25 million ‘Town Deal’ with central government to transform Boscombe into a new urban neighbourhood boasting a thriving hub of public squares, arts and culture, cafes, shops, homes and places to work. Under the plans the Sovereign Shopping Centre would be replaced by a contemporary neighbourhood of streets, commercial units and homes. There will also be a new public square for festivals and events. Cllr Beverley Dunlop, Lead Member for Bournemouth Regeneration, said: “Boscombe has all the right ingredients to be a vibrant, diverse and buzzing place to shop and hang out. With a significant funding boost we can help join all the dots together; building on the area’s existing creative and cultural strengths.” In nearby Lansdowne, the initial phase of delivering the long-term vision for creating new urban areas for people to interact, sit outside, host meetings and enjoy events has been approved. Art installations, seating and a new event space will improve how the area looks and feels. Improvements for cyclists and pedestrians will also be introduced in this innovative business and higher education district of Bournemouth. All proposals are being developed by working with our local communities, partners, private and public investors.

Connected communities

Tackling and preventing anti-social behaviour We all want to take pride in our neighbourhoods with them looking good, feeling safe and having a strong sense of community. Unfortunately, anti-social behaviour (ASB) can make people’s lives a misery by causing nuisance to an individual, their family or a whole community. The pandemic has impacted on many people’s mental health and wellbeing with the potential for individual, family and community tensions rising. We all have a role to play in being responsible and good neighbours. Where there are issues such as noise and neighbour disputes these might be easily resolved. If you are experiencing anti-social behaviour, you could try talking to the person causing the problem. They may not realise they are being anti-social. Only do this if you feel safe and comfortable to do so.

ASB comes in many forms and can affect people in different ways. Typically, it is behaviour which causes a nuisance, harassment, alarm or distress, for example: ¼¼ community issues such as noise pollution, drunken behaviour or drug taking ¼¼ individual issues in the form of threats, abusive language or aggressive behaviour ¼¼ environmental concerns including littering.

Reporting ASB

We work with Dorset Police, housing providers and other local agencies to tackle ASB in Bournemouth, Christchurch and Poole. We have a range of schemes and initiatives to help prevent and deter ASB and legal powers to tackle issues, these include:

The popularity of local parks has soared during lockdown. Our Future Parks initiative seeks to build on this and to find innovative ways to manage our green spaces over the long-term. Described as ‘urban lungs’ by the Victorian planners largely responsible for introducing them, parks have been a lifeline during the coronavirus crisis, particularly to those without gardens. Within them we have found both an escape from the confines of our homes and, in sharing them with others, a degree of socially distanced companionship. Their contribution to our physical and mental health has highlighted the need to care for them in the face of ever competing priorities.

Recreation Ground in Bournemouth have been selected to trial health initiatives and innovative projects. These include rewilding, improving access and café development, the latter of which has already taken place at Winton. We are also recruiting two people to engage with the community, explore sustainable funding and develop activities that encourage people to use their parks, such as the Parks in Mind wellbeing project and the pre-school group Nature Tots.

Alexandra Park In partnership with the Bournemouth Parks Foundation, we were one of nine organisations selected to receive a share of £6.2 million of funding and £5 million worth of support from experts in conservation, fundraising, volunteering and park management courtesy of National Lottery Heritage Fund, National Trust and Ministry of Housing, Communities and Local Government. Designed to help us explore long-term strategies for improving and maintaining our green spaces, the Future Parks funding is already being put to good use.

Supporting each other through the pandemic Together We Can is a council-led initiative which is helping our local community through the coronavirus pandemic, offering help and support to vulnerable people in Bournemouth, Christchurch and Poole. We have seen businesses donating surplus PPE to frontline services, local groups delivering hot meals to the elderly and volunteers collecting shopping and medicines for those residents selfisolating during lockdown. Transforming Travel - get involved There are lots of new initiatives to help you travel locally more easily, without necessarily needing to use the car. Revolutionising how we all get about and offering environmentally friendly journey choices is the ambition of BCP and Dorset Councils’ £100 million plus Transforming Cities Fund (TCF) sustainable transport programme for south-east Dorset. Vital work is underway to develop sustainable public transport infrastructure that is fit for the future and contributes to our long-term plan to reduce congestion and boost economic growth. The new you plans ahead Before setting off on your active school run it is important to plan ahead and identify a suitable route to school with your kids. Walk it, cycle it or scoot it with your child and be mindful of potential hazards. Often the quickest route to school is not the safest. Pick a route with safe spots and controlled crossing points. Even if this adds a few more minutes on top of your journey, plan in this extra time and give yourself the peace of mind knowing that your child will be safer crossing roads. 1. Choose a route that has minimal side road crossings and avoid crossing main roads. 2. Incorporate pedestrian crossings or school crossing patrollers into your route where available. 3. Now the days are shorter encourage your child to wear a reflective band around their body or a high visibility vest. Bike and scooter lights should be used for every journey this time of year. 4. Check the weather before you travel and ensure your child is wearing suitable waterproof and cold weather clothing if necessary. 5. Incorporate signed cycle routes, quiet roads and traffic calmed areas into you bike to school journey. If you have a longer journey to school or other circumstances that mean that you need to drive, try ‘park and stride’. This involves dropping off and picking up the kids some distance from school and walking part of the journey. Homelessness

St Mungo’s deliver the council’s outreach service

Providing homes, changing lives So far this year more than 300 people who were either rough sleeping or at risk of being on the streets, have been supported into emergency accommodation during the pandemic. With St Mungo’s, who deliver the council’s outreach service, we have been working alongside many other partner agencies who have helped people into more secure accommodation. Together we have made sure those that need extra support have food to eat and are able to access the right services. Recognising our combined efforts, more than £5 million has been awarded to the council and Bournemouth Churches Housing Association (BCHA) to further support vulnerable people. The funding will help to provide accommodation for rough sleepers, a dedicated specialist support and assessment team and security officers to keep people safe.

How you can help Rough sleeping at any time of year is dangerous and the winter brings additional risks. We keep a close eye on the weather forecast and when severe weather is predicted additional help is offered. We know that many local people want to help too. Cllr Hazel Allen, Lead Member for Homelessness, said: “Funding from the government’s Next Steps initiative means that we can ensure vulnerable people helped during the pandemic can remain in safe accommodation and move into more longer-term housing with access to the right support services to help them make that move off the streets for good.” The combined efforts of all the local agencies, community groups and volunteers has been truly life changing for some people. John, a St Mungo’s client in Bournemouth, said: “For the first time in three and a half years, I feel safe again. No matter how good you get at living on the streets, safety never really comes into it. So for me it’s a very positive feeling.”

Look out for new contactless giving ‘tap to donate’ points across Bournemouth which make it safe and easy to make contactless donations to the local charities which support homeless people in the area. Contactless giving donation points can be found on shop windows and the scheme is planned to expand across the area.

LEAP is back when you most need it The Local Energy Advice Partnership (LEAP) is a scheme to assist residents with free energy advice, energy saving devices, plus a fast-track to other improvements like heating upgrades and insulation. To be eligible for LEAP, households must include someone receiving benefits or someone with a long-term health condition or a disability. Cllr Robert Lawton, Cabinet Portfolio Holder for Homes, said: “LEAP is open to all types of householders – homeowners, private renters and social housing tenants. It is helping to tackle fuel poverty and last year local residents saved a total of £700,000. Thanks to this scheme people are able to keep warm and reduce their energy bills.” Eligible households will first get a telephone advice call, followed by a non-contact delivery of energy saving items such as LED light bulbs, smart electric sockets and draught excluders. Winter advice

Help vulnerable people stay warm and well through winter It is more important than ever to keep yourself, family members and neighbours warm and well this winter. Some people, such as the elderly, are more vulnerable to the effects of cold weather. Here are a few tips of things that we can do to help us stay warm and well.

Top tips 1. Keep your home at 18°C (65°F) or higher if you can. 2. Take advantage of grants and discounts to help you pay for heating. 3. Eat well and eat regularly. Have at least one hot meal a day and make sure you have plenty of hot drinks too. 4. Keep moving. Try not to sit still for more than an hour – get up and stretch your legs. 5. Don’t face winter alone. Stay connected with family members and friends.

Giving young people a voice Four local young people have been taking their first political steps after being elected earlier this year to represent Bournemouth, Christchurch and Poole in the UK Youth Parliament. Nathan Collins and Sarah Lockard both aged 17 are the area’s two Members of Youth Parliament (MYP). They are supported by deputies Georgia Grogan aged 17 and Adaya Brandon, aged 15.

Meet the group This year Nathan has attended the UK Youth Parliament annual conference where he had the opportunity to present a personal campaign. As he volunteers at a local foodbank, Nathan decided to talk about ensuring no students go hungry in the school holidays. He said: “We want to make positive changes in our communities and make a difference to the young people we represent. We want to encourage others to be involved

Adaya added: “We have been linking with Dorset Mind and other organisations and have been involved in helping to ease students back into school life after spending so much time studying from home this year.”

Both Georgia and Adaya have been raising awareness of mental health issues. They have worked with young people to get an insight into a range of needs and produced ‘stress’ cards to help students who are struggling and feeling anxious in lessons. Georgia said: “We have set up an Instagram account and produce a teens’ newsletter to share information and let people know about the mental health support that is available to them. We also recorded some videos with practical tips to help students stay

The funding covers up to 15 hours of childcare a week (over 38 weeks a year), at local nurseries, pre-schools and childminders. If you are on certain benefits or on a low income you may be entitled to claim. The Shared Lives scheme offers help to vulnerable adults in Bournemouth, Christchurch and Poole on a long or shortterm basis enabling them to live in a home setting and providing them with the support they need. Shared Lives carers offer support to adults with a physical or learning disability, mental health need, older people or those who had previously been in care offering a break to families and carers. Shared Lives carers help with daily tasks from personal care and accessing health services, to making decisions and learning new skills, enabling individuals to live a fulfilled life. The scheme encourages vulnerable adults to be a part of the community with the benefit of living with a carer who is there to help meet their needs. vulnerable adult and making a positive difference to their lives is valuable and rewarding.” Emma from Bournemouth is a Shared Lives carer and has been looking after Jake for just under a year. Since living with Emma, Jake has grown in confidence and become involved in the community, including playing football in a local club and working in a café. Emma said: “Shared Lives has given Jake the opportunity to move out of accommodation where he was unsuitably placed. He now lives in a home environment where he’s part of my family and literally shares my life.” Emma encourages anyone thinking of becoming a Shared Lives carer to find out more. “I would say do it! It’s the best thing you could ever do – you give something back. Jake has made such a difference to my life.” Shared Care placements can be long-term, short-term, respite or day support and the level of care required depends on the needs of the individual. Carers are carefully matched with the adult to ensure the placement best suits everyone involved. Shared Lives Carers receive full training, ongoing support and payment.
