The colder weather is drawing in so it’s an important time to remember to look after ourselves, loved ones, neighbours and our local communities. You can find essential winter advice in this edition, from ways to reduce your fuel bills to important health reminders and how to get the latest information in the event of severe weather.

One of the best things about living in this lovely area is the outstanding natural environment. Find out about our projects and improvements to parks and playgrounds or blow the cobwebs away by getting out and enjoying the sights and sounds that winter brings to your favourite woodland, park or coastal walk. Having recently moved into the area I can certainly appreciate the fantastic quality of our natural spaces and the value of the wildlife that is on our doorsteps. And the sporting facilities are excellent, from water sports and sailing to more traditional individual, team and ball sports of all types. You can also read about some of the great work taking place by volunteers in the community to tackle issues such as food poverty. We have a thriving voluntary sector in our towns, and we are helping to strengthen the good work that these groups do to improve local people’s quality of life. 2020 is almost here and it’s hard to believe that we’re already looking ahead to the start of a new decade! As another year begins, we remain passionate and determined to create a modern, accessible and accountable council. As residents, you are on this journey with us and your feedback, input and contributions are a vital part of making our organisation and area a success. Lansdowne transformation gets underway soon Holdenhurst Road and Lansdowne Roundabout are the main focus for major investment which will transform this area of Bournemouth and create new spaces for people to enjoy. Works will start in early 2020 to create new urban areas for social interaction such as outdoor meeting spaces and break out areas, as well as new performance platforms where festivals and events can take place. As part of the work, sections of Holdenhurst Road will be pedestrianised.

In November, residents from across Bournemouth, Christchurch and Poole were invited to have their say on the plans. The feedback received will

Stay alert this winter

We can’t predict the weather, but you can be sure that our dedicated teams are ready to make Bournemouth, Christchurch and Poole as safe as possible for pedestrians and road users this winter. Our winter maintenance service runs until March. We’ll grit the busiest routes when road surface temperatures are forecast to drop below freezing, including: • • •

Work to develop BCP Council’s first Local Plan is underway We are preparing a new Local Plan which will shape how Bournemouth, Christchurch and Poole develops over the next 15 to 20 years. The Local Plan will provide a framework that will guide how we want the three towns to look and feel; and the policies needed to guide development, whilst protecting and improving the environment and people’s quality of life.

Whether it’s fallen trees, flooded roads or ice on the ground, we are as prepared as we can be for adverse weather. We want you to be prepared too, so keep up-to-date with council news alerts and advice.

As part of the early stages, we are inviting residents and businesses to send in their suggestions on what issues they think the Local Plan should address. A public ‘call for sites’ inviting anyone wishing to develop land in the three towns has also been undertaken. This has helped us identify what land is available for development in the future.

Should any of our council services be affected, such as the closure of libraries, schools, community centres, day centres or changes to homecare services, we will post the details online. myBCPcouncil

The next stage of the process is to develop an issues and options document which is likely to go out to public consultation in autumn 2020 when residents and local communities will be invited to have their say.

More affordable care home places secured

From grass verge to a room with a view

We’ve bought a 70-bed care home in Boscombe to provide more affordable bed spaces across Bournemouth, Christchurch and Poole. The Fairways care home in Owls Road is now operated by Tricuro who have been commissioned to run the service. We have seen a rise in the development of larger care homes in the area which has resulted in higher fees, increasing the pressure on the adult social care budget. The purchase of Fairways follows on from the recent completion of our brand-new care home, Figbury Lodge in Poole (pictured below). By owning our own care homes, we are able to secure a large number of affordable bed places for local people, particularly those with dementia. Nile Court is a new seafront housing development in Holes Bay, Poole. Sovereign’s new accommodation will provide 46 much-needed affordable homes. Nile Court is a result of our partnership working with housing association Sovereign, Homes England who invested grant funding and local contractor Drew Smith Limited, who helped deliver the scheme. We provided a pocket of council land for the development. The nine storey building boasts sea views within walking distance of the railway station, Poole’s shopping centre and restaurants and bars. Nile Court has 20 two-bed homes and 10 one-bed homes for affordable rent, with 15 two-bed homes and one onebed home for shared ownership. Affordable housing is for eligible households and includes schemes such as affordable rent and shared ownership. Affordable rent is offered to eligible people on the housing register.

Could you donate your unwanted Winter Fuel allowance?

Local charity, Dorset Community Foundation, is running the Surviving Winter Appeal asking people who can forego their winter fuel allowance to donate to an older person in need. Funds raised through the appeal help older people with the cost of heating, food and anything related to needs during the winter months, which can be a difficult and isolating time for older people. If you would like to support this initiative, you can donate online at: dorsetcommunityfoundation.org or send a cheque made out to ‘Dorset Community Foundation’ to: DCF, The Spire, High Street, Poole, BH15 1DF.

Community initiatives give food for thought Across Bournemouth, Christchurch and Poole, a network of volunteers, charities and local people are helping to tackle food issues, including poverty and waste in our communities. Have you heard about Community Fridges? Surplus food can have a huge impact on the environment. Community Fridge projects are a simple but effective way to share good food that would otherwise go to waste. Community Fridges help reduce waste by taking donated food that’s within its use-by date. Local businesses and individuals donate their surplus food items with anyone

welcome to take the food, ensuring it’s all eaten rather than wasted. If you’re going on holiday or have bought too much of something, consider donating your unwanted food to your nearest Community Fridge. Community Fridges, run by volunteers, can so far be found in the following locations: • • •

Donate to your local food bank Food banks help people in their time of need by providing emergency food parcels and signposting on to further support. They are run entirely on donations and ask for nonperishable food and toiletries that can be stored easily. The next time you’re doing a food shop, why not add an extra item to your basket to help a family or individual in crisis? You can donate your items at one of the collection points in supermarkets across the area. Collections are often hosted in schools, churches and work places too.

Fairtrade Fortnight, save the date Fairtrade Fortnight runs from Monday 24 February to Sunday 8 March 2020. It’s a time to celebrate the stories of the people who grow our food and drink, and the cotton in our clothes – people who are often exploited and underpaid. Fairtrade is about better prices, decent working conditions, local sustainability and fair terms of trade for farmers and workers in the developing world. Fairtrade Fortnight 2020 is all about chocolate and aims to ensure cocoa farmers in West Africa are paid fairly for their work and can earn a living income. Bournemouth, Christchurch and Poole are all Fairtrade towns. Keep an eye out nearer the time for local events in the conurbation. In the meantime, find out more at: fairtrade.org.uk

Roads and travel

Wallisdown Road set for major improvements in 2020

Improvement works to deliver new cycle paths and pedestrian crossing facilities on Wallisdown Road between Talbot Drive and University Roundabout are due to finish before Christmas. In the new year, work will focus on extending the bus layby outside Aldi, improving the bus waiting facilities, creating a shared footpath/cycleway on the south-side between Kinson Road and Talbot Drive and installing a zebra crossing over Wallisdown Road at the roundabout. In addition to this, road repairs will take place to parts of Wallisdown Road between Wallisdown Roundabout and Alton Road.

Major improvements to nearby Boundary Roundabout are due to take place from 2020. Preliminary works are expected to start in January/February, followed by the main construction work in spring, which will take around 12 months to complete. The improvements include: • removing the roundabout and replacing it with a smaller one to reduce traffic speeds and improve safety • installing toucan crossings on Wallisdown Road and Boundary Road near to the roundabout to provide safer controlled crossing points for pedestrians and cyclists • combined footpaths/cycleways around the roundabout

removing the pedestrian crossing on Talbot Avenue and replacing it with a toucan crossing closer to the roundabout widening the footpath on the north-side of Talbot Avenue to create a combined footpath/cycleway between Boundary and Talbot Roundabouts improving the existing footpath/cycleway on the south-side of Talbot Avenue.

Air pollutants can be gases or particles and the main source in our area is from vehicle exhausts. We monitor air quality across the conurbation, logging information on Nitrogen Dioxide (NO2) levels. We’re committed to maintaining good air quality and ensuring this continually improves to reduce health impacts. Christmas and New Year rubbish and recycling collections

Here’s your essential guide to waste and recycling arrangements. Remember to reduce, reuse and recycle your waste this Christmas.

Bournemouth and Poole

Your rubbish, recycling and food waste collections may change over the festive period. There will be no rubbish, food (for Bournemouth) or recycling bin collections on Christmas Day, Boxing Day or New Year’s Day. Catch-up collections will instead run from Saturday 21 December to Saturday 4 January. Extra rubbish and recycling can be taken to the Household Waste Recycling Centres at Nuffield Road, Poole (BH17

0RS), Millhams, Longham (BH11 9LQ) or Wilverley Road, Christchurch (BH23 3RU). All sites are closed Christmas Day, Boxing Day and New Year’s Day. For more information, visit: bcpcouncil.gov.uk/festivebins

Compost your Christmas Tree Christmas trees will not be collected by council crews. In some areas, for a small donation, you can arrange for your Christmas tree to be collected by local charity, Diverse Abilities. Alternatively, trees can be taken to our Household Waste Recycling Centres or Upton Country Park for composting from Tuesday 24 December to Sunday 12 January.

Christchurch Christchurch’s waste collections are currently managed by the Dorset Waste Partnership. Collection days for rubbish, food waste and recycling will change for all Christchurch residents over the festive period. For more information and to check your calendar, visit: dorsetcouncil.gov.uk/christmaswaste From 1 April 2020, BCP Council will manage waste collections in Christchurch.

Garden Waste Across Bournemouth, Christchurch and Poole, over 14,250 tonnes of garden waste have been collected and composted in 2019 so far. The 2019 season runs until December, but residents who want to receive collections next year can now register for the 2020 service. You can register and pay securely online at: bcpcouncil.gov.uk/gardenwaste If you decide not to join the 2020 collection service or you have extra garden waste to dispose of, you can recycle it for free at the Household Waste Recycling Centres. Homelessness help and support

Each month we receive around 5,000 queries from people who are threatened with becoming homeless.

Rough sleeping is the most severe and visible form of homelessness. We work all year round to reduce rough sleeping locally by working with people to address their needs and assisting them off the streets into safe and sustainable accommodation. Rough sleeping is not always just a housing problem. For some, it is linked with traumatic life experiences and complex needs. We work together with social services, drug and alcohol treatment, healthcare teams and many others to ensure that people receive the support they need. Our services include the St Mungo’s rough sleeper team and approximately 160 supported hostel bed spaces for people who have slept rough. Additional help is also offered to protect rough sleepers from the increased risks in winter when the weather is severe.

Children and education

Toy safety at Christmas and beyond Most children’s toys in the UK are safe, with strict safety regulations. However, accidents can happen and a particular danger at this time of year is button batteries which are also called coin batteries. These small batteries are often present in many Christmas novelty items such as flashing decorations, musical hats, cards, books and more. As these items are not classified as toys, they may not have a screwed down cover that protects children from accessing the batteries. As well as posing a choking hazard, these button batteries are extremely dangerous to children if swallowed.

What to look out for when buying toys: • Check battery compartments Make sure that toys and other products using button batteries, have lockable battery compartments. This should mean that they are safer for children to use as the batteries are locked away. • Make sure the toys are suitable - Buy children’s gifts for the correct age group. Toys should have a warning on the packaging if they’re not suitable for children under a certain age. Children under three are more vulnerable to choking and less able to cope with some toys designed for older children. • Check for Safety Marks – Ensure toys comply with safety standards. You can also look out for the voluntary British Toy and Hobby Association’s Lion Mark – it is a consumer symbol for safety and quality. • Buy from reputable retailers Although illegal, unsafe toys can still be found on sale. It’s vital to shop with care especially with toys bought online, from markets or car boot sales. Having a family, I needed to earn whist learning so an apprenticeship was the perfect choice for me. I joined as an apprentice plumber just over two

years ago knowing absolutely nothing about the subject. The scheme provided me with onsite, hands on training in not just plumbing but also carpentry, tiling and screeding. I now work in the team that carries out ‘disabled adaptations’ installing level access showers and wet rooms. Being an apprentice has truly broadened my skill set, the training and real-life experiences have set me up to work on my own and gain my qualifications.” Matt Tibbey is currently working in our adult social care team on his second apprenticeship with us. He explained: “I wanted to do something different to university, as I hadn’t decided on a career path at the age of 18. Working in firstly business administration then project management has provided lots of insight into the working world and given me the opportunity to make informed decisions about what I want to do. “I have gained a wealth of professional experience. The support provided by my colleagues, manager, mentor and all the other fantastic people I’ve met has allowed me to find confidence, capability and direction in work that I wouldn’t have imagined possible two years ago.”

Feeling festive? Bournemouth’s spectacular Christmas Tree Wonderland has returned and is sprinkling magical illuminations across the town centre and beyond. Explore the enchanting tree trail through the historic Victorian gardens as iconic trees from around the world light up the sky. Walk through the 60ft Bournemouth tree as dazzling musical lightshows conjure up all the festive feels. Soak up the atmosphere at the Alpine market with its mix of traders serving up tasty treats and quirky stocking ideas. Highcliffe Castle is a great place to spend some time, and the Castle Kitchen café is open throughout the winter. Poole Museum’s superb touring exhibition Victoria and Albert: Our Lives in Watercolour includes many works being displayed for the first time and continues until 5 January. News from the coast

Our seafront teams are focusing on a number of planned improvements this winter, outside the busy summer season. Work is now underway at Shore Road and Branksome Chine in Poole.

Shore Road will see enhancements to the public space and facilities, including public toilets and showers, new seating and a refresh of the beach huts. A new water sports centre and larger refreshment kiosk also factor in the plans. At Branksome Chine we’re creating a public plaza with improved surfacing, seating, planting and artistic features; a vibrant space which provides a warm welcome and a permanent turning circle for the family friendly Land Train. Warm and healthy homes

Now that winter is here why not see if there are ways to reduce your heating bills? LEAP and Healthy Homes Dorset are two organisations helping people to live in warmer, healthier homes. The Local Energy Advice Partnership (LEAP) offer eligible households home visits and lots of free energy-saving equipment, such as LED lightbulbs, radiator reflectors and smart electrical sockets. Many people on benefits (including Child Benefit and Pension Credit) or who have a long-term health condition (including diabetes, arthritis, asthma and high blood pressure) will be eligible for this service. A home visit from an energy advisor

In addition, some residents may qualify for a

Everyone can get free, impartial advice from Healthy Homes Dorset on how you can keep your home warmer for less. Adventure play area at Upton Country Park

Wrap up warm and head outside The colder weather shouldn’t stop you from wrapping up warm and heading outside to your local park or open space – especially when you’ve got little ones to entertain. The new adventure play area at Upton Country Park, which opened in late autumn, has proved popular with children of all ages. With tunnels to explore, trees to leap through, swing nests to lie on and a turret tower with slides to zoom down, this natural play area was funded by a successful Community Infrastructure Levy application from the Friends of Upton Country Park. It focuses on creative play for all ages and abilities and with an onsite Café, you can buy hot drinks to help keep you warm while you watch the fun. If you’re out and about in Christchurch, why not visit one of the play areas that underwent a refurbishment or total renewal as part of the Christchurch Play Project? The sites include residential play area in Highcliffe’s Bluebell Close (pictured right), which features a toddler multi play unit, spinning bowl and frog spinner. There’s also a new fitness area at Barrack Road. Works at Poole Park as part of improvements funded by the National Lottery Heritage Fund are progressing. Early in the new year there will be changes to the park’s road layout, car parks and access points. Tree removal takes place this winter and next, with the felling of 31 horse chestnut trees that are either old and in decline, diseased, or in some cases to allow the park improvements to take place. We will be replanting at least 52 semi-mature trees in a variety of new species at a later date,

to fit with the planting season. In addition, new play areas and adult fitness equipment will be constructed in time for summer 2020. The Alexandra Park play area in Poole opened in late autumn following refurbishment works on the deteriorating play equipment, the area now includes two climbing frames, a playhouse and a parent and child swing – great fun for both adults and children alike to make lasting memories together. If you fancy getting competitive, why not play a round of mini golf in Bournemouth’s Lower Gardens or Boscombe Chine Gardens or try Adventure Golf at Pier Approach? See the website for winter opening times which are generally weekends and school holidays. Follow your game or park walk with a warming drink from one of our nearby Park cafés. Or head off on a guided walk such as Gulliver’s Trail starting from Millhams Mead.
