Diss Heritage Triangle & Diss Corn Hall Project

T

he project to restore the Diss Corn Hall and develop the ‘Heritage Triangle’ area of Diss has made a significant step forward with the appointment of architects and landscape designers. The Diss Heritage partnership project team secured a grant from the Heritage Lottery Fund in February to develop its plans further, with the aim of submitting a second application for a further £1.4m at the end of this year. Now the team has appointed Norwich-based firm Hudson Architects to develop the designs for the Corn Hall. Alongside new build projects, the practice enjoys bringing new life to historic buildings and works hard to combine imaginative and contemporary design with sensitivity and respect for heritage. Hudson’s previous projects include Norwich OPEN - a historic former bank building that is now a hugely popular youth venue - named Project of the Year in the 2012 RICS East Awards. The Landscape Partnership has been appointed to design changes to the Heritage Triangle, including creation of ‘squares’ up Market Hill and into St Nicholas Street. These will provide areas where people can stop and enjoy the amazing array of historic buildings around them. The Landscape Partnership has worked on a number of prestigious urban realm projects including the memorial gardens in Norwich and InteGREAT in Great Yarmouth. Sheila King, project manager for the Diss Heritage Partnership said, “We’re confident that we’ve made an excellent choice with our design team. Not only have they the experience and creativity we need, they’re also local people with a great affection for Diss and enthusiasm for this transformational project”. The project team is also undertaking the historical research that will contribute to interpretation boards, exhibitions and more. Work includes investigating the evolution of the old town over the centuries, looking at the industries and people that helped create the landscape we see today. One of the most interesting facts is that the layout of the ‘Triangle’ is unchanged since the early 17th Century – many of the facades have been altered, and some buildings replaced altogether, but a Stuart resident would still find their way around the Triangle as they did almost five hundred years ago.

Your Views Will you help develop a vision for Diss? Should Diss as a community be able to decide where new houses should go, what areas should be encouraged for employment, what happens to our town centre? Diss Town Council would be very interested in hearing your ideas. Would you like to be involved in the process? In March a working party was tasked to explore the feasibility of a Neighbourhood Development Plan for Diss with the possibility of linking with other parishes to provide a single Plan for the area. Neighbourhood Development Plans are an opportunity for local communities to have a real say over how their area should develop in the future. The Plan would be a legally binding planning document which all decisions about planning applications would have to be based on. It must be developed by the Diss community, although the Local Planning Authority has to be involved in the process to provide advice, to make sure it complies with national and other policies and to hold a referendum. However the very first step of the feasibility study

must begin with you the people of Diss. The question is simple, what in your view would make Diss a better place to live, for you, your family and friends. Please, don’t leave it to others. This is a great opportunity to have your thoughts and ideas heard. In the coming months there will be a number of events organised to allow everyone an opportunity to hear more about and contribute to the development of the Diss vision. New Windows for Diss Youth & Community Centre

As part of the ongoing improvement scheme for Diss Youth & Community Centre, new windows have been installed throughout the building. 4 Town Council News

The windows are double glazed and will improve the energy efficiency of the centre. Funding for the project has come from South Norfolk Council, the Big Lottery Fund and the Norfolk Community Fund. Since taking over the building from Norfolk County Council in 2011 the interior has been redecorated and with the new signage and windows the centre now has a fresh new look. Other work to be completed using the funding achieved include replacing the floor and lowering the ceiling in the main hall to reduce heating costs. A disabled access lift is to be installed in the rear of the building to enable alternative uses for the old showers area. The hall is hired out during the evening throughout the week, however there are some day time and Saturday afternoon slots available. Introducing our New Councillor Ann Hughes Having been co-opted as a Councillor onto Diss Town Council in February this year, I wanted to take this opportunity to introduce myself. Born in Liverpool where I met and married my husband 35 years ago, we moved to the Isle of Wight in 1981 where we were fortunate to have two sons who later both attended the University of East Anglia. This was the first encounter we had with Norfolk. We moved to Diss last year having chosen it as one of the best places to live in Norfolk because it met all our requirements. We needed Railway links to allow us to see our Family and wanted a town that had a strong community spirit, where strangers wish each other a 'good morning' as they pass by. There were a couple of other Norfolk towns we had in mind, but on visiting Diss in May last year and walking around the Mere and the town centre we were sold. I attended both The Royal Anglian Regiment, Freedom of the Town parade and the Christmas Light Switch On celebrations in 2012. Both events were proof of a strong community spirit. I am aware that Community doesn’t just happen and I wanted to ensure Diss remains a town that people choose to make their home. Having emailed the Town Mayor asking how I might become involved in promoting and supporting the community, I was invited to consider standing for the Town Council to fill a vacancy. I was co-opted on to the Council in February and now sit on three committees: People and Performance, Tourism Leisure and Communities, and Highways. Last month I was appointed to become a member of a working party investigating the feasibility of a Neighbourhood Plan for Diss; this is a very exciting opportunity for the people of Diss to have a real say in what you want locally: what new shops, homes and community we want for our town. More information on the Neighbourhood Plan is included in this issue of Diss Matters. Working with my fellow Councillors, I will use my business experience and enthusiasm to provide a quality, accountable and valued service to our Community. Diss Town Team Update The Town Team have been working quietly behind the scenes for past twelve months, looking at all the proposals that were put forward when it was preparing the bid for the Portas Pilots funding in March 2012. Using these proposals along with suggestions of its own, a business plan has been developed. Late last year, the Town Team secured ÂŁ10,000 with the support of Richard Bacon MP. Since then it has been working with South Norfolk Council (which holds the funds) to develop proposals that will deliver as much real benefit as it is possible to achieve with this amount of money. It is hoped to be able to start delivering on these proposals within the next couple of months. As soon as approval has been achieved, the full details will be made available through the media.

South Norfolk Council has been improving the services that matter most to you in response to last year’s innovative scheme, Your Neighbourhood Your Choice, and they need your help again. Building on last year’s success, this year more than £800,000 of New Homes Bonus money is being allocated to help improve services in your neighbourhood. There are many ways you can get involved, from becoming a volunteer to helping deliver some of the improvements in your area, or simply by taking part in the survey regarding what you think is really important in your community. Your views really can make a difference – in response to last year’s survey, South Norfolk Council has been working with you to deliver projects such as the Handyperson Scheme, job clubs for young people and making our roads safer with Speed Awareness Machines (SAMs). Diss Town Council’s Highways Committee often receives complaints regarding problems caused by on-street parking in various locations around the town. However if there are no parking restrictions, ie yellow lines, in place no action can be taken by South Norfolk Council’s Civil Enforcement Officers who are now responsible for the enforcement of on-street parking restrictions. Examples of this could be where vehicles are parked on very narrow roads causing hold ups in the flow of traffic or close to junctions. Requests for new parking restrictions are dealt with by Norfolk County Council which has to put in place a legal Traffic Regulation Order before new restrictions become enforceable. This is a lengthy process taking up to two years and costs in the region of £2,000. The length of time it takes and the cost are the same regardless of however many changes to the existing Traffic Order are required so it makes sense to submit all suggestions for new parking restrictions for Diss in one go. A working group has been set up by the Highways Committee to gather information on the changes needed and they would like to hear from anyone who knows of particular areas which would benefit from the new parking restrictions or indeed the removal of existing yellow lines which are no longer appropriate. Diss Community Partnership to lead the way for Cittaslow

T

he Diss Community Partnership (DCP) has come forward to take over responsibility from the Town Council for running projects and events under the Cittaslow branding ensuring that Diss will continue as a member of the internationally recognised movement of ‘slow towns’ i.e. slow food, good living, strong community and quality of life. The move follows a decision made at a special Council meeting on 30th January that the Town Council would not renew the annual Cittaslow membership subscription unless a group came forward to express an interest in working with the Town Council to promote Cittaslow in Diss. The Cittaslow movement started in Italy in 1999 with an aim to encourage towns to focus on the quality of life and everything local. Diss became a Cittaslow town in 2006 and since that time a number of projects and initiatives have been implemented in the town, made possible by a grant from the European led Leader + funds, which with matched funds totalled £146,000. The grant enabled the employment of a Cittaslow Coordinator who organised the delivery of a number of projects in the town including the installation of new Welcome to Diss boards in the Market Place and Park, a publicity leaflet and grants to many local community groups. It was hoped that the Co-ordinator would be able to find additional funding to continue this work but unfortunately no further funds were secured.

Following the end of the Leader + funded projects in 2008 the Town Council’s Tourism and Leisure Committee (formerly the Cittaslow Committee) have endeavoured to maintain the momentum of the Cittaslow movement in the town. However with very limited funds and a lack of volunteers coming forward to apply for grants and develop projects some Town Councillors questioned the advantages of being a Cittaslow town and whether the money spent on the annual subscription could be better used in other ways. At the special Council meeting called to discuss future Cittaslow membership there were a number of members of the public present in support of Diss continuing as a Cittaslow town. They spoke of the advantages of membership which was not just to encourage tourism but also to promote the Cittaslow principles of slow food, good living, strong community and quality of life. It was acknowledged that other Cittaslow towns had active groups to organise Cittaslow projects separate from the Council, and it was thought that this option could be the way forward for Diss. To assist with the transfer of responsibility the Town Council will pay the membership subscription for a further 12 months but, after this time liability for paying the fees will rest with the DCP. However the Town Council will work with the DCP to assist with projects and events as required. Take Pride in Diss - The Big Clean up

T

his year the big clean up weekend will be on 8th and 9th June in order to make the town sparkle in time for the biggest events in the town’s calendar, Proms in the Park and the Diss Carnival, on Saturday 15th and Sunday 16th June 2013. This year we hope to make the Big Clean up bigger and better and build upon the success of the event last year. All local businesses will be invited to participate in the Taking Pride in Diss window sticker campaign for 2013 and we will be introducing a “see it? report it!” scheme to encourage local people to report any problem areas where some extra TLC is needed. This will give us the opportunity focus on areas the community is concerned about over the big clean up weekend and inform the correct people of any areas that may need special attention in the future. The Take Pride in Diss campaign is aimed at improving

the quality of cleanliness of our lovely town. The Big Clean Up is our opportunity to tackle it together and target those areas that don’t always get regular attention. We are asking you as members of the community to come together with us and give a helping hand. We will be meeting at the Diss Youth and Community Centre in two shifts, the first from 10:00am -12:00pm and the second from 2:00pm – 4:00pm. Refreshments will be provided for all volunteers and all we ask is you bring your gloves and get stuck in! Cycling on Pavements – the rules Walking and cycling are healthy activities and good for the environment and most people obey the rules and are considerate to the needs of others. However we sometimes get reports of the problems caused to pedestrians by cyclists who ride on pavements and footpaths. This practice can be dangerous and distressing particularly to elderly and disabled people, young children, those with visual impairment and dog walkers. Most of us would not object to some exceptions, where elderly or young cyclists might be frightened to go on the roads in certain areas. It may be that people are unaware of the laws relating to cycling on pavements so here are the facts: riding a bicycle on a footway is illegal and incidents can be reported to the Police who have the power to issue Fixed Penalty Notices

or perpetrators can be prosecuted through the courts with a maximum fine of £500 plus liability for any damages caused. The rules relating to shared cycle/footways such as the one in Victoria Road require cyclists and pedestrians to keep to their side of the marked track. Cyclists should take care when passing pedestrians, especially children, elderly or disabled people, and allow them plenty of room and must always be prepared to slow down and stop if necessary. Cyclists who do not observe these rules could be prosecuted for inconsiderate or careless cycling with a maximum fine of £1,500. If you see anyone cycling in a reckless or anti-social manner on a footway these incidents should be reported to the Police on 101 or 999 in an emergency.

Winter Gritting in Diss Spring is here at last and as the weather gets warmer it can be hard to remember the long cold winter which brought weeks of snow and icy conditions making getting around on frozen pavements and roads very difficult for many people. Although Norfolk County Council are responsible for gritting roads it would be impossible, due to the time it would take and the cost involved, for all the 5965 miles of roads in Norfolk to be treated. Therefore resources are confined to the priority gritting routes covering A, B and some C class roads, commuter and major bus routes and as far as is possible one route into all villages. The County Council do not normally treat cycle ways or pavements, although those alongside the carriageway do benefit from some treatment overspill from the road. However, footways in the main shopping areas of Market Towns are sometimes treated during long periods of ice and snow where resources permit. As part of Diss Town Council’s Extreme Weather Policy, Town Council staff carry out gritting of some pedestrian

areas in the town centre such as Mere Street, Market Hill and the Market Place with the County Council providing the grit, however again because of the time, cost constraints and insufficient staff it is not possible to extend this to all estates and residential areas in the town. If you experienced particular problems with snow and ice in the road or estate where you live this winter it may be worth considering getting a grit bin for residents to use to keep the road and pavements clear. Grit bins have to be installed by the Town Council and must be sited in a position agreed by Norfolk County Council who will keep the bin filled. However the cost of the bins has to be met by local residents as the Town Council does not have a budget for providing grit bins in residential areas. Bins cost around £170 which can be more affordable if shared between a number of households in an estate. Talking of international legends, we’re privileged to be showing the work of one of the titans of 20th century art, Henry Moore in an exhibition of 30 Years of Printmaking. In our usual full and varied programme of films, we have a number of Oscar winners – Argo (Best Picture), Silver Linings Playbook (Best Actress) and a host of others which received multiple Oscar nominations. Another exhibition not to be missed is the work of the Diss Corn Hall Arts Award group which will include perspectives of Diss as you’ve never seen it before!

Back to the Oscars, with this multi-nominated tour de force – a film about cults from the cult director of There Will Be Blood. Hoffman is The Master, a charismatic L Ron Hubbard figure who uses his crazy ‘healing powers’ on an alcoholic invalided out of the US Navy in 1945 (an equally powerful performance from Joaquin Phoenix – Johnny Cash in Walk the Line). One of the greatest sculptors of 20th century, Henry Moore was an active printmaker for most of his career. This exhibition brings together etchings and lithographs from the last 30 years of his career. Although they explore his familiar themes of the reclining figure and the mother and child, there are some unexpected aspects of his work – including illustrations of the Prometheus myth from the 50s to images of sheep around his Hertfordshire home in the 1970s.
