W
hether you rent or own your home, making it pretty and comfy is certainly something that many of us aspire to. It’s important as it’s the place we spend most of our time. I was inspired to hear more about what this year’s trend forecasters are saying. Decor-wise the global trend has been summed up as The Considered Home. But what does this actually mean? Well, according to Sian Gutstadt, portfolio director, Decorex SA, it is a combination of decorating genres and is the design embodiment of the phrase “global village”. Sian says, “The essence of the considered home is a welledited space that is layered, but not cluttered, with a mix of quality high-end and store-bought pieces.” What a great vision. I love that everything doesn’t have to match and that timeless can live alongside new. It’s also more about quality rather than quantity. Now that will work for me.

f you have not seen this masterful and one-of-a-kind exhibition then be aware that today is the last day of its Cape Town leg. While it features an incredible collection of artifacts, it is the stories of the passengers on board and their fates that sets this expo apart from the rest.

rriving at the Old Biscuit Mill, it’s easy to miss the two vertically stacked containers cleverly sandwiched between the buildings to create Luke Dale-Roberts’ latest kitchen space. Naturalis, youngest sibling of The Test Kitchen and The Pot Luck Club, was conceived as an incubation hub for Luke and his team – a place to play with new ideas. As a result, it is informal and constantly evolving. Turn up for lunch (there are no bookings) and grab a place at the shared 12-seater oak table. Last month, you would have helped yourself from the harvest table. Now there is a variety of tempting platters to choose from. In the evening, the industrial chic space transforms into a wine bar with bubbly and charcuterie for the after-work crowd. And then there are pop-up events like the
successful week of breakfasts promoting The Shortmarket Club, which opens in June – these you do need to book for. So what can you expect? “We’re emphasising making everything ourselves,” says Luke, “so we’re doing all the charcuterie, making pâtés and curing meats.” The meat boards at lunch are a treat for anyone nostalgic for France, with beautiful selections of rabbit galantine, hammock and truffle potato terrine, duck Amiens, hams and much more. It’s simple, down-to-earth fare put together with the skilful command of flavours and East/West inspiration you’d expect from this legendary team. Share a generous meat or fish board and add a creative vegetarian platter featuring tarts, roasted vegetables and
salads, with an uplifting dash of miso cream here, or truffle dressing there. The Naturalis kitchen and curing room produces charcuterie for The Test Kitchen too. “We’re taking stuff from ground level all the way up,” adds Luke, “for example, turning pork belly into bacon, which is used in The Test Kitchen to wrap around scallops. It adds to the experience.” Besides its unlimited potential for experimental pop-up dining experiences for his team and for guest chefs to showcase new ideas, Luke is waiting to see how Naturalis will develop. “I can’t say exactly what this is going to be. Tasting off the beaten track

ired of the same-old Shiraz and so-so Sauvignon Blanc? Stop in at a decent wine merchant – Wine Concepts in Newlands is my favourite – and you’ll discover the adventurous spirit in local cellars as winemakers dabble in a raft of new varietals you’ve likely never heard of. Fancy a glass of Grüner Veltliner? How about some Albarino or Assyrtiko? The latter, a Greek cultivar from the island of Santorini, is well-suited to hot, dry and windy conditions and is being planted on the high slopes of Jordan Wine Estate. It’s yet to make it into a bottle, but you can already try Diemersdal’s Grüner Veltliner. Austria’s signature grape results in a medium-bodied white wine that is aromatic and elegant – an excellent wine to pair with food. This is also true for Roussanne, a cultivar hailing from the Rhone Valley in France.
Ken Forrester may be most famous for his Chenin Blanc, but he has long had a love affair with Roussanne and offers a rare single-varietal bottling of this fragrant full-bodied white wine. If you fancy a sip you’ll have to visit his charming winery in Stellenbosch, though, as this cellar exclusive is only available from the tasting room. As owners of one of the leading vine nurseries in the country, it’s no surprise that Bosman Family Vineyards is known to produce an unusual gem or two. Last year it released South Africa’s first certified Nero d’Avola, a grape long associated with the island of Sicily. From Wellington vineyards the 2014 vintage is a wonderful balance of spiciness and red fruit, a wine with firm tannins that’ll stand up nicely to red meat and pasta dishes. Carignan is another grape rarely seen in local cellars, but the Fairview “Peg Leg” Carignan is certainly a beauty. Made from the oldest Carignan vineyard in the country, planted in the Swartland in 1972, it’s an elegant wine ideal for game meats. The Steenberg Nebbiolo, however, I’d enjoy all on its own. With its bright cherry fruit on the palate and lovely balance of tannins and acidity, this Italian variety from Piedmont will tempt lovers of Pinot Noir.

The great outdoors
Most often, the thing that makes a holiday so different – and so much more exciting – than being at home is the surroundings. Whether you choose to go inland and stay on a farm next to a dam, or to the coast near the ocean and beach, or up to the mountains with adventure trails to hike, having the great outdoors as your back garden guarantees lots of fun outside (with the added bonus of happily exhausted kids at the end of the day).
Enough space
While it might sound fun to have the whole family crammed into a small cottage for a sleepover, odds are you’re going to appreciate having a bedroom to yourself. So when you’re looking for the perfect getaway, be sure there’s enough space for the whole family to live (comfortably) for the entire holiday.
Plenty of entertainment
Not necessarily DVDs and computer games (although those can be handy emergency tools), but plenty of board games the whole family can play, bat

and ball to keep you busy outside, giant puzzles and colouring books. Don’t forget this is your holiday too, and you don’t want to spend it being your child’s one-man-band of entertainment.

While it can be tempting to throw all the rules out the window because you’re on holiday, remember that you have to go back to real life once the trip is over, and be kind to your future self. Simple things like still clearing the table, tidying up after yourself, and brushing your teeth at the same time every day, can keep a comforting routine to the day.
A large helping of laughter
One of my most vivid childhood holiday memories was being on a roadtrip with my family of six and arriving at a holiday house only to find that there were no bowls. Anywhere. My parents merrily served us soup and cereal in tall drinking glasses and I thought it was fabulous. Don’t sweat the small stuff when you’re on holiday – everything can be a game with the right attitude.

A budget that respects the public W
hether or not you felt that Finance Minister Pravin Gordhan delivered a successful budget last month, you should be glad of one thing – according to the latest Open Budget Index, South Africa’s budget is the third most transparent in the world.

This is an incredible statistic. South Africa ranks behind only New Zealand and Sweden in terms of the information that the government provides to the public about its finances. That places it ahead of the likes of the US, Germany and the UK.

anic Clue is passionate about dogs and hospitality, so opening a luxury dog hotel and creating a line of designer dog clothing was the perfect fit. Her dog, Frits, is the CEO who keeps a close eye on the daycare, dog spa and hotel services, as well as the Thursday adoption days when shelter dogs visit for some well-deserved pampering while they wait for their forever home. Q: How did your business start? A: When I got Frits in 2010 it was a rainy August in Cape Town, so when he went out before bedtime he was getting soaked. He needed a raincoat. The same year while I was doing my MBA at Stellenbosch, I read a trend forecast talking about dog hotels and I decided that I had to open one.

Q: Why did you choose this area to set up shop? A: I always say location, location, location, and for this business accessibility is key. We’re easy to reach from anywhere in the City Bowl and also for people who work in the CBD and bring their dogs into daycare from the suburbs.
A country’s standing in the index is significant because it shows how transparent a government is about revenue collection and spending.
Q: What are the shop rental/ sales prices like in this area? A: It’s the CBD, so the price per square metre is quite high, which is why it’s so important to make the most of the location.
The more disclosure there is, the more the media, economists, academics and civil society are able to scrutinise what the government does with public money and hold officials accountable for where it goes.
Q: What is your shop footprint? A: In the December holiday season we had about 86 dogs a day, and for public holidays we’re often booked up ahead to our maximum of 100 dogs.
It’s really quite simple. The more the public knows, the more it can engage with trying to improve things. When access to information is restricted, everyone outside of the government is effectively disempowered.
Q: Do you have any expansion plans? A: I’d love to open another @Frits in the Western Cape, and I’m planning to make franchises available to others who’d like to open in London, Dubai, New York and Johannesburg.
In South Africa, the presentation of the budget is a big occasion, and this year it was particularly so. For days leading up to it and for days afterwards, the discussion around the issue was robust. That shows that this is a process that South Africans feel they are involved in.
Q: Do you operate online as well? A: Yes, we have an online reservations system and an online shop for our dog clothing range. Q: What’s your most popular item? A: Clients love our webcam app, so they can see what their pets are up to while they work!
We could all have our opinions about what was included or excluded, we could praise or lament the introduction of a sugar tax, and we could immediately calculate how much income tax we could expect to pay in the coming year. All of this was possible because the information was available for us to analyse and debate.
Q: How did you find your premises? A: I saw this building in January last year, but was originally going for another property in Kloof Street. That fell through in October after we’d almost had everything approved. This one was still empty, but the owner had it up for auction. Luckily only four people showed up and he decided to rent to me after all.
It is crucial that we don’t take this for granted. We should not gloss over the fact that despite the many difficulties in the government, the Treasury remains open, accessible and credible. For a start, this shows that the department takes its work seriously. It understands it obligations.
Q: Why are the premises ideally suited to your business? A: It had been a club before, so it had big open spaces; it was a double storey and had a ventilation system already approved for 500 humans. This meant it was easy to get council approval for health and the building was simple to convert into spacious hotel and daycare spaces. Q: Who are your neighbours? A: We have a Build It on one side and a parking lot on the other. There is an open grass space that I’d love to develop into a beautiful public area, which at the moment is ugly and neglected.

But, just as importantly, it indicates that it has respect for the public that it is serving. Governments that don’t care about public opinion, don’t tell the public anything. They certainly don’t produce transparent budgets. It is very encouraging that in South Africa we don’t have this problem. Despite the many pressures on it, the Treasury still acts in a way that includes the public in what it does. That must be celebrated, just as much as it must be protected.

Where South Africans R1,6bn in developments invest
Go passports Africa Rising to roll out
W
ith a growing number of countries vying to attract international property investors, the time is right to do some passport shopping. But, warns James Bowling, CEO and founder, Monarch & Co International, maintaining an investment in a foreign country isn’t the only requirement for residency or citizenship. “Investors can lose their residence or citizenship status if they don’t meet other requirements, such as a minimum stay,” says Bowling. For example, the UK requires investors to make the country their primary residence by spending at least 50% of their time there, while Malta residence holders can’t spend more than 183 days a year in another jurisdiction. When it comes to the perks such as free education and health care, the rules are different for citizens and residents. Residency holders are entitled to receive free state education only in the country of residency, and should always be covered by comprehensive international health insurance. In Portugal, however, you need to be a citizen contributing to social security as a taxpayer living and working in Portugal to qualify for free health care and education, according to Chris Immelman, MD, Pam Golding Properties International and Projects Division. He says residency doesn’t provide holders with free health care or education, though they have access to it. China doesn’t acknowledge dual citizenship, so investors would have to sacrifice their current one. “SA recognises dual citizenship, so our investors don’t have to worry,” says Bowling.
A
frica Rising, a Durbanbased independent property development company, purchased properties worth R300m from Tongaat Hulett Developments during 2015. It plans to roll out over R1,6bn worth of developments in the Umhlanga Ridge area. Africa Rising has purchased 12 pieces of land from Tongaat Hulett Developments. The properties, recently added to the company’s portfolio, include The Madison, The Marina, Park Avenue, Aria and Jefferson in the Umhlanga Town Centre, and a commercial property at Sibaya.
Four of these are currently under development. The Madison is a mixeduse development that will cater to the medical sector benefitting from its strategic location opposite the Gateway Private Hospital. It comprises 97 apartments and 27 medical suites and is expected to be completed by August this year. It is already 90% sold. Construction has started on Park Avenue, a joint venture which comprises upmarket apartments which are 85% sold. Aria, providing retirement apartments, and Jefferson, providing student accommodation of 300 and 240 units respectively, will launch this year.

In the United States, Chicago is emerging as a major city to watch with average yields of 7,9%, while in Australia we’re still seeing huge amounts of interest in Melbourne and Brisbane.”

Expropriation Bill gets passed
W
ith all eyes on the budget during the last week of February, the government hurried through the Expropriation Bill. On 23 February, Parliament passed the Expropriation Bill that will allow the state to pay for land at a value determined by a government adjudicator and then expropriate it. This effectively scraps the “willing buyer, willing seller” approach to land reform. Despite the proposed intention of the bill to redress racial disparities in land ownership, there are a number of problematic clauses that make it possible for land to be expropriated unfairly.
Dr Anthea Jeffery, head: policy research, the Institute of Race Relations, says the bill leaves property owners open to massive losses should the government decide to expropriate their homes, land or other property. Now that the bill has been passed by Parliament, it still has to be passed by the National Council of Provinces, after which it will be sent to President Jacob Zuma to be signed into law. “None of these concerns were addressed, and I doubt that the National Council of Provinces will not pass it, so it will be up to the president to make a decision, and given the current focus on land reform in SA, I am fairly certain he will sign,” says Jeffery.

ated one of the best destinations in the world for kite-surfing, Bloubergstrand is known particularly for its outdoor activities and beautiful beach. To add to that, the views of Table Mountain across the bay are unbeatable, and amateur and professional photographers alike head to the area in the early mornings to try and snap that perfect shot. The suburb features a mixture of property types, with more apartments on the beachfront and larger stand-alone houses more prevalent as you head away from the beach. “Many of the apartment blocks along Marine Drive have also received face-lifts,” says Max Gebhardt, Joburg resident and Bloubergstrand property owner. More recently, the development of the Big Bay area has included more sectional title houses, while more apartments have appeared within the recent development at Eden on the Bay. Although there are many overseas visitors and local holiday-makers who flock to Bloubergstrand in the
summer months, the area is mostly filled with local residents. During the holiday season, Bloubergstrand is less busy than beaches like Camps Bay and Clifton. There’s also more parking available and a more relaxed atmosphere. Overall, it’s the watersports that really attract visitors to the area. “From kitesurfing to longboarding to walking and running along the beach, Bloubergstrand has so many outdoor activities to keep you busy,” says resident and business owner Michael Ruhl. After a busy day out on the water, enjoy the spectacular sunsets and then head to one of the many beachfront restaurants for an evening meal. Choose seafood at Ocean Basket or pasta at Primi Piatti, or maybe sink your teeth into a burger at Jerry’s Burger Bar. You could also have a pizza and beer at Blue Peter as you soak up the views. Keen cyclists can enjoy great cycle paths into the city, or ride out to Koeberg Nature Reserve via Melkbosstrand for a wealth of mountain bike trails.

A: Buyers are attracted to Blouberg as it offers the perfect family beach, with long sandy stretches and uninterrupted views of spectacular sunsets, whales in the bay, and Table Mountain in the distance. While you have easy access to the great outdoors and wonderful West Coast resorts further north, the Western Seaboard was the first area to be linked to the central city via MyCiTi in 2011 (the airport route was already operating).
