W

ith its wonderfully warm weather all year-round, stunning beaches and relaxed vacation feel, Ballito is one of the most popular holiday towns in South Africa. The resort town lies about 40km north of Durban, around a 40-minute drive away. Warm water, pods of dolphins and pretty sugar cane fields are just a few of the reasons Ballito is a firm favourite among holidaymakers all around the country. Recently there has been a population boom in Ballito, with people from all over the country choosing the coastal town as their new home. Its growing popularity with buyers, investors and visitors alike has been

aided by the close proximity of the King Shaka International Airport, about a 20-minute drive away, and the various new residential developments in the area. It has become common for buyers and their families to relocate to the town and commute to work further afield, often in Gauteng. As crazy as it sounds, sometimes the travelling time for a flight to Joburg from King Shaka International Airport, and then a train into Sandton can be shorter than driving from Pretoria to Johannesburg. At its core, Ballito is a holiday town and is therefore geared towards tourism. It’s home to numerous top-class amenities, with many great restaurants located around

the town and three shopping malls: Ballito Lifestyle Centre, Ballito Junction and The Quarter. There are many good schools close by, in Umhlanga, Stanger and Tongaat, for any families thinking of moving, or already living in Ballito.

My business neighbourhood

Shortly after producing my first designs, friends began placing orders and employing me to style their children’s bedrooms. Q: Why did you choose this area to set up shop? A: My business is run from home on Durban’s South Coast in Amanzimtoti. I’ve built wonderful relationships with suppliers in the area and love the sense of family that comes with a smaller city. Q: How did you find your premises? A: My premises are based at my home as this allows me to be flexible and family orientated.

However, since the launch of my swan princess and unicorn wall hangings last month, I can’t seem to keep up with them.

Local green building movement picking up speed

T

he Green Building Council South Africa (GBCSA) is gearing up for an exciting period as the local green building movement takes an exponential growth trajectory, one that's different in scale and scope from anything seen so far. As it enters its 10th year, and with sustainability expert Dorah Modise as its new CEO, the GBCSA has identified its next areas of impact as the residential and public sectors and is expanding its vision to include entire green communities and cities. So far, more than 230 formal green building certifications have been achieved in South Africa, mostly in the commercial property sector.

“Government is a property investor, landlord, tenant, accommodation provider and employer. These are all touch points that can benefit hugely from green building. Our metros, cities and towns can achieve big wins with green building – financially, economically and environmentally. It’s straightforward, and we’re here to show them how,” says Modise. The residential sector is already showing rapid uptake in green building. So far 3,500 homes have been registered with the GBCSA to target Edge (a green building rating tool) certification after only one year of the tool’s operation in South Africa.

he eThekwini Municipality has released the updated property valuation roll which includes property values for half a million residential properties. According to the Municipal Property Rates Act, No. 6 of 2004, all municipalities are required to conduct a valuation on properties on which they levy rates and a general valuation is to be undertaken every four years. All rateable properties in the municipality must be valued during a general valuation and must be included in a valuation roll. Shaun Ryley, Durban North Ward 36 Councillor, says the municipality has access to a vast data base of information which it uses to determine property values. “This information includes building plans, Deeds Office data, geographic information systems, aerial photography, information obtained from previous inspections as well as data from property sales in each area,” he says. “This information is regularly maintained and inspections

are routinely carried out where alterations, authorised and unauthorised, are made to properties. Inspections of property were undertaken where it was considered necessary to verify information already on hand or where such information was considered incomplete.” Although this is the case, the roll does not always reflect the true value of the property, so it’s vital to check yours. Janis McManus, estate agent, RE/MAX Panache, notes that often properties in the same complex or estate are automatically valued the same. “It’s often the case that some units are standard and some have been improved greatly so their values aren’t all equal, and it’s imperative to check that your property’s value is listed in line with other similar properties,” she says. Ryley agrees, saying, “If this amount on the roll is higher than the actual value of your property, then you’ll be paying proportionally higher rates on it.” If you feel your property has been incorrectly valued, it’s imperative that you complain.

“Property owners have until 31 March to lodge objections before the valuation roll is confirmed,” says Ryley. “Once this process is complete residents will have very little recourse, if any, to object to the value ascribed until the next valuation is done in four years’ time.”

he residential property market across the Southern Suburbs, stretching from Woodstock to Tokai and incorporating predominantly the suburbs that lie above the M5 motorway, generated over R8,4bn in sales last year. "That," says James Lewis, MD, Seeff Southern Suburbs, "equates to about 40% of the total value of property transactions recorded for the Cape metro last year." Despite a slower market overall, Lewis says that the area remains very active, both in terms of sales and rentals with some neighbourhoods remaining busier than in the preceding few years.

The area encompasses about 31 smaller suburbs. Constantia, the largest, has the highest number of households, followed by Claremont, Rondebosch and Kenilworth. Some 2,948 transactions worth over R8,4bn, were recorded for 2016 at an average selling price of R2,86m, the highest on record. "That means that about eight property sales were concluded on average each day across the area," says Lewis. "Wellpriced properties below the R8m-R10m price range are still selling within four to six weeks, the lower end of the price scale obviously selling much faster while the upper end takes a bit longer."

Money laundering involves a person taking criminal proceeds, disguising and hiding the illegal source and then using the money while pretending that it was always legal and legitimate. Simply put, money laundering is the process of making dirty money look clean by laundering it through both financial and non-financial systems.

oney laundering can be seen as a three-step process: placement, layering and integration. During placement, criminal proceeds are moved into the financial system via cash or electronic deposits into bank accounts, money orders or cheques. Other means used include personal gambling, the purchase of high-end goods like artwork, which can be resold for cash or via electronic fund transfer. Think of a hot potato – “hot� funds – that needs to be put down so that you do not burn your hands (placement). The layering stage conceals the origin of the proceeds from the source through layers of financial transactions. By doing this criminals try to create as much distance between the proceeds
