MARTIN COUNTY — The county commissioners might sometimes feel like they don’t have a prayer, but actually they do. At every meeting. It’s right there on the agendas under “invocation.” Whether or not those prayers done by local clergy reach heaven is a matter of belief. What’s clear on earth is they’re now raising some expletive that reached Washington, D.C. “I really don’t want to see that kind of thing in Martin

County,” commissioner John Haddox, Palm City, said in a telephone interview. “I want to see this resolved quickly and constitutionally.” He may not get that wish for a ruckus over religion to fade fast. Haddox said he’s already gotten one unsolicited email from an organization ready to litigate on the commission’s behalf to protect prayer at meetings. So, what got the commission a strongly-worded letter from the American Humanist Association’s Appignani Hu-

MARTIN COUNTY — The National Retail Federation predicted a moderately larger holiday shopping season, despite Thanksgiving falling late in November. Nationally, customers are fulfilling that prediction, but many are hitting the Internet to do it. ping, they’re getting good traffic this year, too. “We’re up over last year, and we’re up over last month,” Peter Wernick, owner of Peter’s Hardware Center in Palm City, said. “I don’t know if it’s a sign of the economy, or what the community is doing to shop local and give local.” Wernick said there doesn’t seem to be a particular holiday item folks are seeking at his shop, but gift cards have been popular. He

said shoppers seem to be in optimistic moods. “They’re just buying everything,” Wernick said. “My store is being frequented because people need things and they’re coming to me first.” He added, “Our shelves are stocked; the customers are coming.” A fellow Palm City business, Decorators Finest Gift Boutique and Design, has also been doing well, owner Dominique Carpena said.

“You can’t really make a comparison (to last year),” she said. “We were in a warehouse district and didn’t have a lot of foot traffic.” But, Carpena said a move to a more visible area was a good one. Serving customers champagne and chocolate has been a good move, too. Carpena said folks seem to be buying for others, sure, but—

Local public relations pro helps Barn Theatre Saltzer recently began doing freelance public relations and communications consulting, but she remains involved in the Barn. A native of New England, she is impressed with the depth of theater in the area. “For a small area, we are very rich in the arts,” she said. “We’re lucky you can see so much without leaving the area. The Barn tries to do one show that says something and is not just about entertainment. We’ve tried hard to provide variety.” Saltzer said that the commitment of those at the Barn is inspiring. “I’m so impressed by the Barn’s volunteers,” she said. “They work so hard. That’s why I try to get them as much publicity as I can. The month before a show, they rehearse four or five night s a week and they out on 13 shows over 2 ½ weeks. “The commitment of the volunteers is immense. The Barn has two employees, one in the office and one in facilities. Everyone else is a volunteer. It’s a tremendous amount of time. People have to sell tickets, seat people, find props, answer phones and sell 50-50 tickets. We do six full shows a season and smaller shows.” Saltzer said that Camp Barn Theatre is an important part of the schedule. “In the last couple of years, we’ve seen a lot of interest from the younger generation,” she said. “That’s been terrific. Camp Barn Theatre is very important in introducing local kids to the theater. It’s an important feed-

PALM CITY — Maureen Saltzer of Palm City has spent much of her professional life as a publisher of community papers throughout the United States. From 1996-2000, she worked for Freedom Communications as publisher of The Fort Pierce-Port St. Lucie Tribune. She then moved on as a troubleshooter, responsible for papers and websites in North Carolina, California and Arizona. When she and her husband decided that they wanted to settle down in one place with daughter Lauren, they chose the Treasure Coast and moved back here in 2005. “I had accepted a position with McNicholas and Associates, a public relations firm in Stuart,” Saltzer said. “My daughter went to Camp Barn Theatre in the summer and they needed help getting the word out about the Camp’s summer show.” Saltzer sent out some press releases and that led to greater involvement with the community theater. “The board approached me and asked me to be vice president of marketing,” she said. “It was a volunteer position and I’ve been doing it ever since.” Saltzer said there are special challenges in doing public relations for nonprofit groups. “They have limited budgets and can’t just advertise,” she said. “The question is how to find a way to get the word out. We’re reliant on the local media to be a partner. Locally, the

Maureen Saltzer media is very good about it.” Saltzer said that she tries to make it easy for the media to get the story. “I make it easier for the writer by getting the names spelled right and giving the details,” she said. “Writers will write their version. The facts are helpful. I’ll send a barebones release for the calendar and a more detailed release closer in. I try to send a rehearsal photo because a picture is worth a 1,000 words.” Saltzer said all of this is important because the stories are written in advance of the performances. By the time a reporter sees the actual show, one week out of the three-week run could be over.

manist Legal Center, and could end prayer at the Martin County Commission meetings? After the county commission proclaimed Bible Reading Week in Martin County at its Nov. 19 meeting, local humanist celebrant, or chaplain, Joe Beck thought to do one of those invocations. It seemed only fair to him. “It’s the government’s job not to give preferential treatment,” he said in a telephone interview. Beck, founder of the Humanists of the Treasure Coast, called the county to get on the list to deliver invocations. Someone told him that the county staff doesn’t schedule invocations, but had delegated that to an outside organization. Beck wasn’t certain of the individual’s identity. “They said the county does not handle who speaks at the invocations,” he said. “That’s handled by a Christian group called the Martin County Ministerial Association.” Michael Durham, county attorney, said he didn’t doubt someone at the county referred Beck to the ministerial association, which is not necessarily an exclusively Christian organization. However, Durham said whether it was accurate advice was hard to tell at press time. He said scheduling commission invocations appeared

Back to Beck: the ministerial association didn’t decline his request to deliver an invocation at a commission meeting. “I went to the Internet,” he said. “I could not find the ministerial association.” Gabriella Ferraro, communication and outreach coordinator for Martin County, said the county’s contact for the association is the Rev. James Brocious, Stuart Alliance Church. According to the Appignani Center, Brocious has delivered more than a third of the invocations at commission meetings over the last two years. Brocious didn’t respond to a telephone request for interview by press time. Beck called the Appignani Center for a bit of legal advice. That call piqued its interest, and lawyers started looking over commission agendas. “In fact, a survey of the invocations delivered at the Martin County (Board of County Commissioners) meetings, which convene approximately twice a month, show a clear preference for Christianity as well as a com-

plete lack of diversity,” the center said in its letter of the county commission. “For instance, Reverend James Brocious from Stuart Alliance, a Christian ministry, has delivered an invocation at 21 out of 58 BCC meetings starting from December 13, 2011. Reverend Rick Addison from the Grace Place, also a Christian ministry, has delivered an invocation at 8 out of 58 of these meetings. Finally, Chaplain L.C. Campbell, Jr., from Seawinds Funeral Home and from Nettles Island Community Chapel, both Christian-based, has delivered 13 out of 58 of these invocations. Indeed, these three Christian clergy members have delivered the vast majority of the prayers at the BCC meetings in the past two years (about 72%). No non-Christian faith has been represented at a single BCC meeting in the past two years.” Center attorney Monica Miller said in a telephone interview that the Supreme Court has upheld the right for local governments to open meetings with invocations presuming there’s no partiality for or against any religions. However, she said if Martin has in policy or practice delegated selection of those who deliver invocations to an outside body that’s not accountable for its decisions, there’s an issue. “The county is basically trying to say we will not be responsible who gets these prayers, but they’re bound by the Constitution to do it in a way that doesn’t give a preference,” she said. David French, a senior council at the openly-religious American Center for Law and Justice, echoed Miller with some caveats. “As a Constitutional matter, the identity of the selector is not as relevant as the action of the selecting agency,” he said. French hadn’t examined the Appignani Humanist Legal Center’s letter to the county. He agreed to speak in general about the issue. He said if the selection of those delivering invocations had fallen into disarray and confusion that led to a lack of opportunity for diversity, the county would likely be indefensible. “As a general rule, a policy is preferable to ad hoc-ery,” French said. He later added, “Those counties and town councils and school boards that have had the most success in defending invocations use religion-blind methods for selecting the speaker.” Durham said it’s likely the commission will discuss invocations at a regular meeting scheduled for after press time. Haddox, who is Catholic, said he took the issue personally, because he served in the military to protect the Constitution for 20 years. “I think it’s time to do what’s right, and being more inclusive is right,” he said.

PALM CITY — Drinking water is one of the leading causes of death in the world. It’s a particularly hazardous necessity for children. Palm City businessman Allen Korson is working to change that with inexpensive, rugged and portable water-filtration kits he hopes to get to the far-flung corners of the world through a young non-profit — Missionary Waters. He’s now on a mission to get 3,000 RW2 water-filtration kits to the Philippines in the next few months to help victims of Typhoon Haiyan. “We can help 500,000 with these kits,” Korson said. But 3,000 would cost about $177,000. Money he hopes to raise from Treasure Coast donors. “We are meeting with local churches here, because I could not get a response from the large guys,” Korson said. Korson owns Renewed Waters, 3473 S.W. Palm City School Ave., Palm City. The company produces the RW2 water-filtration kits. Korson said more than 20 na-

But, a funny thing happened since he opened the company a couple years ago. “We’ve got a lot of people who want to donate to get kits out there,” he said. So, Korson started the non-profit Missionary Waters. “(Renewed Waters) couldn’t take donations, so we formed a non-profit,” Korson said. Even without natural disasters, a large percentage of the world’s population drinks life-threatening water. Korson found out about that the hard way. “I got sick while I was spending 11 months in Haiti back in 2010,” he said. “I lost 35 pound in five weeks.” For an American that kind of microbe-induced weight loss is usually not life threatening. However, even an adult in many parts of the world could easily die or suffer lifelong debilitation if it happened. The World Health Organization estimates that about 2.2 million die annually from diarrheal diseases caused by waterborne microbes. Korson, who’s a bi-

About shoppers’ moods? “We have not had one Grinch,” Carpena said. “Everybody is happy.” While candles, cocktail napkins, ornaments and hand towels have been in demand, there’s one thing folks are buying that surprised Carpena. “Some are buying boxer shorts for stocking stuffers,” she said. Over by the ocean, things are going well for Cowabunga Surf & Sport, co-owner Melissa Jenkins said. “I’ve never been in retail before, and we’ve never been through the Christmas season,” she said. But, Jenkins said the shop seems to be doing quite well with holiday shoppers, thanks in large part to the variety of things Cowabunga stocks. “We have used boards for $100, and we’ve got custom-made boards for not $100,” she said. Very popular among holiday shoppers is winter footwear. Well, Florida winter footwear. Sandals. While the retail federation reports that folks are spending more on debit than credit cards this holiday season, Jenkins said they’re still willing to spend bigger if it seems like a wise investment in quality.

Back on the west side of the St. Lucie River, Mark Carbone, owner of Vine & Barley Palm City, said folks don’t seem to be squeezing holiday entertainment off their budgets, even as they purchase from the retail side of his wineand-beer business. “We’ve seen a pretty big increase over last year,” he said. “It started early, which is good.” The popular item for Carbone is painted wine glasses. “The wine glasses for sure,” he said. “We’ve sold a lot of wine glasses.” But, there’s another popular item. “There’s so much craft beer out there that’s (locally made) now,” Carbone said. MARTIN COUNTY — When the county commission recently got a letter all the way from Washington, D.C., criticizing how ministers were selected for delivering invocations at meetings, likely no one was startled. The American Humanist Association’s Appignani Humanist Legal Center sent the letter on behalf of Joe Beck, founder and celebrant, or chaplain, of the Humanists of the Treasure Coast. It’s the latest public snafu between the Martin commission and local humanists. In May the commission declined without public discussion to issue a proclamation for the group connected to World Humanist Day, June 21. At the center of the denial was a handwritten post-it note indicating a commission was refusing to sign the proclamation. That swayed at least one commis-

Audience members squabbled with them as and after they spoke. sioner from signing the proclamation, which put the brakes on the proclamation. The affair raised questions about possible violations of Sunshine Laws, which require open meetings and records. The commission changed how it issues proclamations to avoid a repeat of that. Proclamations are now put on agendas for votes to issue them, then they’re presented at later meetings. Proclamations used to be passed among commissioners for signatures, then voted upon for acceptance when presented. After the proclamation snag, Beck, Jensen Beach, met with John Haddox, commissioner representing Palm City, and the county attorney, Michael Durham. Things seemed smoothed over and plans were in the works to issue a proclamation in January honoring the county’s

humanists. But then— “Humanists of the Treasure Coast attended a meeting where the county commissioners were endorsing (Bible Reading Week in Martin County),” Beck said. It was the 13th annual issuance of the Bible-reading proclamation. That was at the Nov. 19 regular meeting. A few humanists spoke against the proclamation at the meeting during public comment. MARTIN COUNTY — A letter from Washington, D.C., questioning how the county commission selects those who deliver invocations at meetings could put the county on a map Commissioner John Haddox, Palm City, would rather keep in the glove box. “I already got an email from a group saying they’ll defend us (in litigation),” he said in a telephone interview. These things sometimes go to and linger in federal courts. “I really don’t want to see that kind of thing in Martin County,” Haddox said. “I want to see this resolved quickly and constitutionally.” Michael Durham, county attorney, said the commission in coming weeks will examine its options to continue, modify, or discontinue, invocations at meetings. The center launched an investigation into the county’s invocation practices after Joe Beck, founder of the Humanists of the Treasure Coast, called for legal advice. The mayor later publicly apologized for his comments. Haddox said he believes Beck and other local humanists have made tempests in teapots with local governments for publicity. “They want to be in the paper,” he said. “They want press. They want to recruit members through this.” Haddox, who described himself a moderate Catholic in earlier interviews, said that he personally likes Beck. The two met after the commission nixed the proposed humanist proclamation in spring. He was the only commissioner to meet with Beck after that. “Joe’s not that bad guy,” he said. Beck said he liked Haddox, but that his presumption was wrong. “The publicity is a result of inappropriate behavior by (elected officials),” he said. Beck added, “If they want the publicity to go away, all they have to do is abide by the Constitution. If we’re treated equally tomorrow, we’ll happily live without publicity.”

French hadn’t read the Appignani Center’s letter. French said Martin and other governments will likely get better guidance about invocations from the Supreme Court in coming weeks. He said a decision in the case of the Town of Greece New York v. Galloway could have profound influence on the future of invocations at government meetings. At issue in that case was a perceived lack of diverse religious representation among those giving invocations at town board meetings. “Essentially, towns across the United States are looking intently at the Supreme Court,” French said. “In a matter of months, the Supreme Court will clear up a lot of confusion created by Marsh v. Chambers.” That 1983 case didn’t directly tackle many the questions around invocations at government meetings. Rather it upheld the right for governments to pay for clergy to deliver them. The decision gave plenty of room for debating the invocations themselves. “I think the best policy would be a moment of silence or a non-sec-

tarian (invocation),” Miller said. “For (the Martin commission), the best thing they can do is just not have sectarian references in them.” French, however, said it’s a slippery slope for a commission to regulate the speech used during invocations. “And a town cannot regulate the content of prayers,” he said. Both lawyers said local governments can draft policies regulating who may deliver invocations. However, both also said that policies can’t narrow candidates to the point that only a handful of ministers could qualify. That could have the effect of preferring certain religions over other. For example, a policy that allowed only pastors whose churches had 500 or more members to give invocations at county meetings would reduce the number of qualifying organizations and ministers to the point of appearing preferential to certain denominations. Haddox said the oaths he’s taken to defend the Constitution weigh on him heavily as he examines commission invocations. In addition to taking such an oath when he assumed office, Haddox served in the military for two decades. He is Catholic. “I think it’s time to do what’s right, and being more inclusive is right,” he said.

PALM CITY — Astute residents might be deterring pillowcase burglars, but they still swing by Martin County. On Friday, Dec. 13, a Southwest Nettles Court resident left her house for less than an hour, and came home to a burglary in progress. According to the police report, the resident arrived home to find a black man walking from her back yard. She confronted him, and he claimed to be a swimming pool maintenance worker. The resident quickly realized things were amiss and followed when he drove away in a tan Nissan. The burglar noticed he was being followed and fled at high speed. But not before the resident got plenty of information for law enforcers. Unfortunately, it didn’t end with an arrest as of press time. “The victim did an extraordinary job,” Christine Christofek Weiss, Martin County Sheriff’s Office spokeswoman, said. The last known pillowcase burglary in Martin County was in October. Over the last two years, the county has had 108. In that time, 62 pillowcase burglars have been arrested.

Christine Christofek Weiss Christofek Weiss said Martin seems to have seen far fewer of the crimes than before, although they may be on the uptick in other areas. “Surrounding counties have not seen a decrease,” she said. “They’ve seen an increase. We believe the reason we’ve seen a decrease is because the public has been so good in calling us.” Sheriff William Snyder, who took office in January, has done numerous events to educate the public about the burglars and their methods. Christofek Weiss said that’s generated more suspicious-person calls to the Sheriff’s Office. The term “pillowcase burglar” is derived from the method of operation. These burglars, who seem to travel primarily from Broward County, typically work an area in small teams. They typically ply their illicit trade in the mid-

to late-morning hours. One will knock on doors and signal others to where there are no answers. Team members will break into the backs of those houses, grab pillowcases and quickly stuff them with small items. Snyder said alarms or dogs don’t seem to give them pause. Residents being home, however, do give these bad guys reason to run. There are numerous reasons for that. Professional burglars, Snyder said in previous Your Voice News & Views interviews, are aware that encounters with homeowners magnify their physical and legal dangers. Snyder said hearing any responding voice is likely to shoo pillowcase burglars right away. These criminals seem to favor renting late model cars that fit nicely into their target — upscale neighborhoods that aren’t gated. The professional burglars decorate the rented cars with temporary tinting and bumper stickers they remove before returning them. Sometimes they even put stick-figure families in the windows. Safes are a good defense against pillowcase burglars, since they go for small, easily-grabbed items that’ll fit in pillowcases. “They’re just in it for jewelry, cash and guns,” Christofek Weiss said.

MARTIN COUNTY — The Barefoot Movement, an Americana/ folk quartet from Tennessee, will perform Saturday, Jan. 11 at 3 p.m. at the Robert Morgade Library, 5851 S.E. Community Drive, Stuart, as a part of the Journey Stories Concert Series. No tickets or reservations required. Performing original and traditional old-time string music, the quartet consists of singer and fiddler Noah Wall, guitarist Quentin Acres, mandolinist Tommy Norris and bassist Hasee Ciaccio. Lyrics are written by Wall and are largely based on her personal experiences. The group’s debut album “Footwork” was released in June 2011. 2013 brought the release of a new album, “Figures

Any water-filtration kits he developed would have to be rugged and easy to operate. “This is 200 prototypes later,” he said, speaking about the RW2 water-filtration kit. Eddy Fredryk, children and missions pastor at First Baptist Church of Jensen Beach, said his church has taken some of the kits to Debauche, Haiti. “They’re whole water supply — they had to walk a mile and there was water sort of trickling out of the rock,” he said. “They were drinking less than eight ounces of dirty water a day.” When missionaries were helping to renovate a church there, they added a solution to the water-supply problem. “When we built our wall, we built into it a large cistern,” Fredryk said. “We ended up with a 25,000-, 30,000-gallon cistern.” Which helped. “Now, I noticed that after (Haitians) were drinking out of the cistern, they looked healthier and didn’t get ringworm as much,” Fredryk said. But, frankly, that water didn’t look too healthful. So First

It works with governments, non-governmental organizations and local officials to distribute items. “We’re trying to do all this by Jan. 15,” Korson said. Italian pianist comes to Lyric Shelley Koppel Staff writer

STUART -- Italian pianist Francesco Attesti will perform at the Lyric Theatre Jan. 5, but the wellknown musician first came to the Treasure Coast in an unusual way. Tom Bold, founder and director of St Bernadette Church’s concert series in Port St. Lucie, recalled in an email how he met the performer. “At the end of 2010, Francesco contacted the local Rotary in Port St. Lucie, as he frequently does to find venues all over the world. He is a Rotarian in Italy and this networking has worked very well for him. One of their members, Paula Andreozzi, who works with me in the music ministry said, ‘Would we like to present an Italian pianist in our concert series?’” Bold went to Attesti’s website and what he saw convinced him to bring him to Port St. Lucie with Rotary as a partner. His first concert, on Valentine’s Day 2011, was an all-Chopin program. Some 300 people attended a concert and Rotary fundraiser. “The audience was astonished,” Bold said. “Not only was his playing indeed world-class, but his English was pretty good and he was very personable. The following year, Francesco again contacted Rotary and we agreed to present him in the

concert series. By now, the news spread of this young Italian pianist and the audience doubled.” For his concert at the Lyric, Attesti will perform Grieg’s only piano concerto and Gershwin’s “Rhapsody in Blue.” In a phone call from Poland, where he was performing, Attesti spoke about his career, which began as a child in Cortona, Italy. Family influenced his career choice. “I had my uncle and my grandfather,” he said “My uncle was an organist. That’s why I started. I played the organ at 6 and the piano at 7. I kept going because it was a big passion.” Attesti studied in Florence, Rome and Salzburg. He specializes in romantic composers such as a Chopin and in the music of the early 20th century, including Debussy, Ravel and Poulenc. “I am very much into the romantic and impressionistic music,” he said. “Ravel’s ‘Bolero’ is one of the most demanding and complicated for the piano. You need an incredible instrument, acoustics and a great pianist.” Attesti said that pairing the two works was a challenge. “It’s quite unusual to have two piano concertos in one evening,” he said. “It’s quite demanding. Grieg is one of the most demanding. Gershwin was classically

Celebrating the holidays with the Woman’s Club Holiday Home Tour was once again a sold out event. Five hundred plus attended the event which was supported by over 150 volunteers along with Martin County High Schools students and their television production team. The Holiday’s Home Tour honorary chair was Sarah Heard, District 4 Martin County Commissioner. The Gold Star sponsor for the tour this year was Coggin Automotive Group of Fort Pierce. The event was also supported by 30 additional sponsors, five real estate home sponsors, six home owners plus six local Florists donating arrangements to home owners. The Indian River State College Performing Arts Department is offering two new exciting classes starting this spring that are designed for those interested in playwriting or who would like to improve their stagecraft, specifically focused on stage combat. The Playwriting course (Course ID: TPP 1605, Reference # 194950) will allow students to discuss fundamental principles of playwriting. It also includes complete exercises designed to help students put those principles into creative practice, write a short play and present in class. Students will also participate in the reading of playwriting materials. The Playwriting course will meet Wednesdays from 5:30 to 8:30 p.m. during the 2014 spring semester at the IRSC main campus in Fort Pierce in room R-228.

This is a three-credit course that counts as an elective. The course is open enrollment – participants do not have to be a theater student to take this class. Students learn the basic principles of unarmed and armed stage combat in the new Stage Combat course (Course ID: TPP1530, Reference # 194947). In this class, participants will analyze choreographed unarmed and armed stage fights and create simple to advanced stage fights. Students learn and practice safe stage fighting techniques. The Stage Combat course will meet Tuesdays and Thursdays from 8 to 8:50 a.m. of the spring semester at the IRSC main campus in Fort Pierce in room R-115. This is a one-credit course that will count as an elective. The course is open enrollment – par-
