MARTIN COUNTY — The county commission nixed a proposed 1-cent local sales tax that— Oh, wait. That was in August. At its Dec. 3 regular meeting, the county commission gave a 4-1 nod to staff moving forward with investigating a proposed local sales tax. “Right now, with the information I have, I believe we need to do a full cent,” Commissioner John Haddox, Palm City, said in a phone interview after the meeting. “I think we should do it for five years.” But he’s only one of five commissioners. If the commission votes to go forward with a proposed half- or 1-cent tax that’ll apply for anywhere from three to 10 years, voters will decide its fate next November during the general elections cycle. The commission directed staff

to investigate a range of local sales-tax options to present at later meetings. Doug Smith, Jensen Beach, dissented. Back in the summer, Smith supported a proposed 1-cent sales tax that could have been meant about $20 million a year for a decade, which would have helped the county to catch up on about $225 million in lagging capital maintenance and improvements. But at the Aug. 20 regular meeting, the commission killed the then proposed sales tax. Actually, the commission just sort of watched the tax proposal make a few gasps for air and die as various motions couldn’t find seconds. “We could have had it off the table, and out of conversation, and had it going in January, 2014,” Smith said in a phone interview after the recent meeting.

was found in October and is with her owner. The second was found in November and is at the Hobe Sound Animal Protection League’s Palm City sanctuary. Pauline Glover, executive director, said staff named him “Cornell.” “He’s still recovering,” Glover said. “He needs medicine up to

12 times a day. He’s in the care center.” She said Cornell survived numerous pellet shots, including one to the face and another that lodged under his spine. Savanna Animal Hospital opted to leave the mushroomed pellet there.

PALM CITY — When she was a young girl in New Jersey, Dominique Carpena started moving around the furniture in her bedroom. “We had wood floors and it was easy to move the furniture,” she said. Thus began her love affair with design. “My mother created a beautiful environment in all of the homes in which we lived,” she said. “Even to this day, she has a beautiful home.” Today, Carpena, and her mother, Mickie, are the forces behind Decorators Finest Gift Boutique and Design in Palm City. The store opened two years ago and offers a gift boutique as well as interior design services Carpena studied design at the New York School of Interior

MARTIN COUNTY — The County Commission and Business Development Board, BDB, might not see eye to eye, but they’ll walk hand in hand with a new contract. At least for the next three years. At its last regular meeting — Tuesday, Dec. 3 — the commission put its stamp of approval on a new, three-year contract that scrapped the previous one from 2009. The move concluded wrangling with soap-opera turns that coursed through 2013. “The next step with regard to moving forward is to meet with the existing (BDB board of directors) and approve new bylaws,”

Tim Dougher, executive director, said. “The bylaws will mirror the new contract.” The 2009 contract gave the BDB $625,000 the first year, and the option for annual increases over its decade-long life. By the time the commission suspended payments in April, the county was on the hook for $643,000 a year. Under the new contract, the BDB will get $430,000 the first year, narrowed to $340,000 the second and $260,000 the third. Additionally, the BDB can get up to an additional $100,000 a year from the county in matching funds to private donations it raises. The aim is to largely remove the BDB from the county’s general fund. The county gets about $260,000 in occupational license fees a year, and the commission hopes to eventually make that

the exclusive source of the BDB’s public funding. In addition to helping established businesses expand, the BDB works with Enterprise Florida, the state’s economic-development organization, to attract new businesses. It formed in 1991. The new contract also narrows the BDB’s board from 31 to 15 seats. Commission John Haddox, Palm City, said he likes the new arrangement for the private not-forprofit that essentially serves as the county’s economic-development agency. “I’m very pleased with the final contract,” he said. “I think it was a very acceptable compromise for the commission and BDB board. I believe the next hurdle will be

The younger Carpena sees to the design end of the business. “We have a full-service design studio attached,” she said. “We handle wallpaper, fabrics, furniture and flooring. We can do everything from a simple crib bumper to full homes. We work with anyone who wants to work with a designer or who needs guidance or a consultation.” The company has a variety of fee schedules, but Carpena is happy to talk with prospective clients. “We welcome anyone to come in and speak with us and discuss what they are looking for,” she said. “We will tell them how we work. We work with more than 260 vendors. We’re very specific about the ones we carry. They’re quality.

“One of the strong points of me as a designer is that I wanted to be a textile designer. I have a keen eye for mixing fabrics in different colors, scales and patterns. When you are working with a sofa, love seat, chair and windows and pulling it all together, that’s my passion. You have to understand the parameters of where the fabric is going. You hire a decorator to get the education (they have.) It’s not just picking out a pretty chair.” Carpena said that everyone should feel welcome in the store. She counsels buying something when you see it, because it may not be there the next time you stop by. “One thing we are adamant about is we don’t reorder merchandise,” she said. “It’s constantly changing. I’m constantly shopping for new ideas. I go to the markets for furniture and accessories. Three ways to stimulate and encourage creativity G

eorge Washington Carver said, “Since new developments are the products of a creative mind, we must therefore stimulate and encourage that type of mind in every way possible.” With change all around us in all we contact each day, it is imperative that we create a workplace, a home life, and a personal life that produces such a mind. Easy to say, yes, but are we doing what needs to be done to make it happen? We have to look at how one stimulates and encourages the creative mind. This is almost easier to instruct one how not to do this than to explain how to do it because we have all seen plenty of examples how not to stimulate and encourage creativity. Whether you are working with employees, children, or your own aspirations and goals, there are similarities in ways to fuel someone’s imagination. In the workplace, one of the best ways to encourage creativity is through eliminating micromanagement. Micromanagement says to an employee, “I realize you do this job every day, have special training and education, but you really don’t know as much as I do when it comes to doing your job.” As a manager, if you are hiring

responsible, educated people, you should not be untrusting of their capabilities unless you have not properly trained them or given them appropriate expectations. Micromanagement in a family can have a hugely detrimental effect on relationships and development of healthy, well-adjusted children. I had read the other day that it is much easier to build a strong child than it is to repair a broken adult. You can eliminate micromanagement in the home by allowing children to fail, being realistic on their actual capabilities, and encouraging true accomplishment, no matter how small. Micromanaged children have tough times once they are away from home because they have never been allowed to be responsible and given the tools to properly take care of themselves and adult situations.

Micromanagement of yourself is an odd concept, but this occurs when you allow others to make mistakes, but you hamper your own development and production by expecting yourself to be perfect. If you are waiting to produce a project, write a policy, even dictate a letter until it is “perfect,” that project, policy or letter may never materialize. Your perfection will eliminate any ability to be innovative. You can also foster creativity in the workplace as a manager by listening to the employees and soliciting input into impending change. Change does have to happen, but remember when you’re changing things around the office, you usually have been reading about the changes, formulating a plan, and focusing on it for months. You can’t expect everyone to be on board and at the same level of education and experience, since you have had a head start. When implementing the change, get a loose framework of how you think it should go throughout the office, and then listen to your employees who have to deal with the change, and get their input into how the change should be handled. Realize that even if a plan is not perfect, it will work much better if all are on board. Listening and soliciting input in the home from your family is also essential to proper development and having a creative atmosphere. The autocratic family leader is often “large and in-charge,” but they surely are not fostering growth, harmony, or creativity by being that way. Realize what is a battle and what really doesn’t matter. Some years back many booklets were written about not sweating the small stuff. The conclusion to most of the things that we get so worked up over is that most of it is small stuff. Let your family speak and have an opinion. Being in charge and making all the decisions isn’t too fun of a position to have to fulfill all of the time! How do we listen to ourselves and soliciting input from ourselves? Our conscience, our bodies, our thoughts speak to us daily, and usually counsel us in proper ways. Unfortunately, we take the easy way out most times and go against what we are trying to tell ourselves. Find some quiet

time to unplug from your electronics, phones, noise, and just listen. Let your mind wander, sort things out, listen to nature, listen to quietness. Sometimes you will hear some of the most creative ideas and motivating thoughts when you can shut out everything else with a little quiet time. Finally, the third way to get your workplace, home and self to be more of a creative place is to allow some fun to happen and happen often. Find a way to lighten up your place of employment. Find ways to have fun in what you do. Laughter is extremely contagious and customers can tell if a workplace is stuffy, or if it is a place one can enjoy. Post funny stories, quotes, and cartoons around the workplace. (Make sure they are appropriate!) Give time for your employees to discuss funny things that they have seen, done, or experienced. Realize that even though they might spend five or 10 minutes doing this, the resulting productivity and creative atmosphere that will be produced will overcome any lost time having a little fun. Fun in the home can be something that can really make a difference in a relationship and the development of your children. Life is tough at times (well, most of the time), and fun times can make it much more bearable. Find good, clean comedians that your family can watch together, find games you all can play, and find places where you can go and all be children for a little while. You’ll find it will foster growth in all sorts of ways because again, you will be getting away and getting off concentrating on the stressors of life. When it comes to yourself, you can become more creative by just not taking yourself too seriously. I laugh often, and I laugh loud. And usually, my best subject is myself. I have realized not to take myself too seriously, and it makes for an easier life. When I keep myself in the proper perspective, it leads to a definite environment of creativity. Instilling, encouraging, and allowing creativity is essential to proper human development, proper life balance, and workplace success. Knowing how to

ood news: most employers can expect to see a $34.40 drop per employee in unemployment compensation rate in 2014. This month the Department of Revenue is notifying employers on the new re-employment tax rates for next year. PALM CITY — The Mapp Road Town Center Design aren’t words that fall off many lips these days. The whole plan a decade ago was for a Mapp Road that looked a lot like an old-fashioned town center. Sort of a shopping-friendly downtown. Back then Mapp between Martin Highway and Martin Downs Boulevard didn’t look much anything like a town center inviting shoppers to spend a few hours walking around its stores and restaurants. It still doesn’t. Not even sort of. Why so little progress in a decade? “The county has really floun-

The newest District 5 commissioner, John Haddox, isn’t sympathetic to DiTerlizzi’s assessment. “The fact that it hasn’t had a lot of activity in 10 years — that’s interesting coming from a commissioner who was on the commission four of those 10 years,” he said. DiTerlizzi was on the Martin County Commission from 2000 to 2008. He was among those who helped establish Martin’s seven community redevelopment areas, CRAs, including Old Palm City’s. He’s not a feral. He’s a little scared.” Cornell is kept alone for now, because his nerves are frayed. Daria Weber, a volunteer trapper at Hobe Sound, found Cornell. After learning he was shot, she visited the neighborhood with a Martin County Animal Control officer. “We spoke to as many people as we could,” she said. “Everyone we talked to was appalled. We got no leads that night, but we did put the neighborhood on alert.” Capt. Mike Ewing, Sheriff’s Office, said he suspects the shooter is a child or youth. “It’s an ongoing investigation for a while,” he said. “This is not an unusual situation with kids and

BB guns.” However, Ewing said he’s not eliminated the possibility that the shooter is an adult. “At this time we don’t have anything to substantiate anything,” he said. He said that shooting cats could fetch a felony charge with possible jail time, up to a $2,500 fine and compulsory counseling. Additionally, Ewing said it’s against Florida law to allow youths under the age of 16 to shoot BB and pellet guns without supervision. Ewing said folks should tip the Sheriff’s Office if they find living or dead cats that appear to have been shot. “We would really like some help to resolve this problem,” he said. ination. It’s called Tax Increment Financing. In Martin the amount of that money CRAs retain for projects is between 50 and 95 percent. The commission annually decides the rate. This year the rate is 75 percent. Palm City’s redevelopment area, adopted in 2002, includes 610 acres. The area is nestled along Mapp Road from Southwest Rio Vista Way south to Southwest All American Boulevard. It goes from the St. Lucie River South Fork west to a few blocks past Mapp. There’s a western extension along Southwest 34th and Southwest 36th streets to Southwest Berry Avenue. The taxable value of included properties in 2002 was about $93.6 million. Today, it’s about $123 million. Ed Ciampi followed DiTerlizzi onto the commission’s District 5 seat. That was in 2008. “I feel that when I came into office, I was coming in as a regular private citizen,” Ciampi said. “As a private citizen and new commissioner coming in, I was disappointed with the progress (on Mapp improvements).” But Ciampi said he didn’t have much time to fix the situation before an unexpected dragon shadowed Martin County and stalled the already snail-paced progress. “If it had not been for the recession, I think we’d seen a lot more progress along Mapp Road,” Ciampi said. Property values started declining rapidly in 2008. Values had consistently increased in Martin from 1994 to 2007. From 2003 to 2006, the county had double-digit increases in property values. From 2005 to 2006, the appraiser reported a 20.85 percent increase in Martin’s taxable property value. In 2007, the Property Appraiser’s office reported Martin’s taxable value at $22.7 billion. Then a lot of that property value went away. In 2012 Martin’s taxable value was about $16.9 billion. This year it’s about $17.1 billion. A slight increase — about

.88 percent. The last time Martin was close to a $17.1 billion taxable value was in 2011. The Property Appraiser’s office works with valuation data from the previous year, so its estimates are generally considered to be about several months behind markets. The recession clamped the Palm City CRA in a couple ways. With property values declining, the Tax Increment Financing simply raised less money. But something else happened on Ciampi’s watch: serious general-fund budget constraints caused by those same declining property values. One place the cash-strapped commission could get money was from the CRAs, Ciampi said. “As the recession was kicking into full gear, one of our budgeting tactics was to keep some of the funding coming in from the CRAs and keep it in the general budget,” he said. “I wasn’t afraid to do that. The (Old Palm City CRA) money was just going to more studies.” That move remains a sore spot for DiTerlizzi. “The county decided it needed money, so it started robbing, what I call robbing, the (Tax Increment Financing) funds,” he said. “It’s totally legal.” The county commission made another change during Ciampi’s time. It combined monies collected in all seven CRAs, rather than keeping them on separate tabs. “It was allowing the CRAs to assist each other, and I thought it was a good idea,” he said. DiTerlizzi said Palm City hasn’t been among the pooled-money beneficiaries. “I think (money) should be spent in the district where it was raised, not moved around,” he said. “If you collect the money in Old Palm City, keep it in Old Palm City.” Ciampi, however, said the switch started moving things for the CRAs, even if not in Palm City quite yet.

“The CRA projects were starting to gain momentum,” he said. “They were starting to require more time and thought from the Board of County Commissioners.” The commission created a Community Redevelopment Agency with Neighborhood Advisory Committees to oversee projects in the seven areas. Then there was the 2012 election. The commission had three new members. “The handwriting was on the wall that one of the first things the new commission would do is get rid of the (Community Redevelopment Agency),” Ciampi said. “They’re more than entitled to do that, but did it slow down the progress, I believe it’s the case that it did.” Shortly after that election, the commission disbanded the agency and retook its responsibilities. It also disbanded the advisory committees. This year the commission revived the Neighborhood Advisory committees with a mixture of old and new members. They started meeting again weeks ago. Haddox said with the opening of Veterans Memorial Bridge it’s important to make progress on the decade-old plan to transform Mapp.

“I do know that every time they made a plan on Mapp Road, a wrench was thrown into the works,” he said. The Palm City redevelopment area has about $1.1 million available for projects, said Kevin Freeman, Martin County’s community development director. He said that it’ll likely have about another $200,000 by 2014. Additionally, he said the county is getting about $250,000 from the Florida Department of Transportation, for constructing bicycling areas along Mapp, which can be on or off street, in 2016. Freeman said that he’s also seeking grants for proposed roadway improvements between Martin Downs Boulevard and Martin Highway. Separate work is slated to four-lane the latter roadway to start between spring and summer of 2014, said Betsy Jeffers, design project manager at Florida Department of Transportation. It’ll continue in portions until at least 2017. Freeman said improvements on Mapp will likely be done in pieces, because it could cost around $3 million, or more. Whether those improvements spur the quaint village-center Mapp envisioned a decade ago will largely be up to market forces.

TREASURE COAST — Dengue fever’s tight grip on the Treasure Coast has finally loosened. The Florida Department of Health in Martin County announced an end last week to a months-long dengue fever advisory in Rio and Jensen Beach. The advisory was issued in August and put residents on high alert of the mosquito-borne illness that infected a total of 22 on the Treasure Coast. Cases were from out-of-state, St. Lucie, Martin and Palm Beach counties, said Karlette Peck, health officer for the Florida Department of Health in Martin County. The onset of symptoms ranged from May to September, Peck said. “The risk has significantly decreased. Peck said. The significant decrease in mosquito breeding grounds contributed to the advisory’s cancellation, Peck said. News reports on the historic outbreak, as well as the proactivity of Martin County Mosquito Control helped educate area residents on how to avoid an infectious bite, in turn lowering the pest’s population and great threat of infection, Peck said. Peck is still urging all Treasure Coast residents to remain vigilant. Although dengue is more common during the warm weather, Peck said residents cannot let their guards down. To prevent dengue, residents should tip and toss any outside yard objects that collect water, where the mosquitos breed. Covering skin with clothing and using mosquito repellant on exposed skin will lessen the chance of infection, Peck said. “If people don’t get out and tip and toss (yard items), we will have this happen again,” Peck said. “We do not want to have any more cases.” Dengue fever is a disease transmitted to humans by the bite of

an infected mosquito, not person to person. In the Western Hemisphere, the Aedes aegypti mosquito is the main transmitter of dengue viruses. In some cases, the Aedes albopictus mosquito has also transmitted the disease. Both of these mosquitos are found in large numbers in Martin

OK, not ropes exactly. “Because we know cats are escape artists, we send a (fitted) harness to every cat,” Grinnell said. “We trap them in the cart by attaching a harness.” Grinnell said the company sells the carts for about $425. Glover said Simba uses the cart on average twice a day for about 15 to 20 minutes a session. That’s enough to greatly reduce the chances of skin ulcers and muscular atrophy. “It’s not his favorite thing to do,” she said. “He’d prefer Mom to pick him up and carry him around.” But Glover has a motivator to get the little lion into the cart. “He loves to be out in the fresh air,” Glover said. “He loves the wind.” She said the exercise might be helping him recover his walking. “When I take him out of the cart and I set him down to rest, his legs will go in a bicycle motion two or three times,” Glover said. For unknown reasons his back legs were partially paralyzed. A Good Samaritan was feeding the large cat when he was living in a Stuart industrial area. One day, the normally skittish cat was acting strangely, like he needed and wanted help. “The cat didn’t move and (the man) thought something was wrong,” Glover said. “He went to touch the cat, and he could.” The league agreed to take in the paralyzed cat around January. Glover said it tried numerous treatments for Simba, ranging from a form of animal acupuncture to more conventional physical therapy. Nothing seemed to be helping Simba recover his walking. In the meantime, the large cat bravely pulled himself around with his front legs. Dr. Patricia Ries, Savanna Animal Hospital, suggested a mobility devise. Turns out that while it’s unusual for cats to get wheeled carts, it’s not unheard of. Eddie’s Wheels, Massachusetts, made Simba’s. Leslie Grinnell, co-owner, said that of the about 1,500 carts the company annually makes for various animals, about 50 are for cats. “We’ve been building carts for cats right from the beginning, 15 year ago,” Grinnell said. “One of the first carts we built was for a cat.” That cat had a spinal cord injury after a car collision. Grinnell said every species has different needs, so the company custom builds each cart. She said for cats the company uses a light aluminum alloy and ropes Well,

DENGUE from page 15 and St. Lucie counties. Locally acquired dengue is rare in the U.S. Prior to the 22, the last case was contracted by a resident of Port Salerno in August 2011. There have been no previous locally acquired cases of dengue in St. Lucie County, officials said. Nearly all dengue cases reported in the 48 continental states were acquired elsewhere by travelers or immigrants, according to the Centers for Disease Control’s website. Most dengue cases in U.S. citizens occur in those inhabitants of Puerto Rico, the U.S. Virgin Islands, Samoa and Guam, which are endemic for the virus, the website states. The 22 cases acquired in Martin County are the nation’s first this year, health officials said. Miami-Dade County has had one confirmed case in recent months. In 2009, surveys suggested that 5 percent of Key West residents were infected with dengue fever. The next year, 66 cases of locally acquired dengue associated with Key West were reported in Florida with onset dates ranging from March 17 to Nov. 30, according to the Florida Department of Health’s website. Symptoms usually appear three to 14 days after the bite of an infected mosquito and include sudden onset of fever, severe

headache, eye pain, muscle and joint pain and bleeding, according to the Florida Department of Health. Quick recognition and management of symptoms is effective at ensuring the condition doesn’t worsen. There is no treatment for dengue fever. Beginning on Sept. 13, The Florida Department of Health in Martin County conducted a 10day survey. During the survey, teams from the Florida Department of Health, consisting of health workers from surrounding counties, visited approximately 2,000 randomly selected addresses in the Rio and Jensen Beach area. In all, approximately 360 samples were collected. Forty of the samples were returned as inconclusive and are undergoing further testing. The survey discovered an additional dengue fever case, Peck said. The Florida Department of Health is also analyzing information acquired from a community questionnaire, collected during the dengue survey. A report on the information gathered from the questionnaire is expected at the end of March. Those results will give insight into who is susceptible to dengue by examining habits and daily routines, Peck said. When those results are in, health officials will have a clear picture of how far dengue has spread on the Treasure Coast.

They live in Harbor Ridge and think they know why the locals give in abundance to the Salvation Army. “These people are very dedicated to giving back, because they’ve had gratifying lives and want to help other people,” Char said. They don’t just toss money and forget about it. “They make good decisions when they do their investing and they want to make sure when they donate money it’s a good investment,” she said. Unlike many social service charities, the Salvation Army is

a religious organization. It’s not subject to some of the Internal Revenue Service filing requirements others are. Some charity watchdog groups don’t rate it, because of that. However, the organization has long been far more forthcoming about its revenue and expenditures than legally required. Groups such as the Better Business Bureau’s Wise Giving Alliance give it very high ratings in part because of that voluntary transparency. Jack said another donor appeal is that the Salvation Army keeps dollars largely in the areas they’re given. “I think they do more good for the local people,” he said. “They are very efficient. A great percentage of what you give goes right to the cause, and a lot of it’s here in St. Lucie and Martin counties.” Among the Army’s local programs is the Meyering Compassion House, a 32-bed homelessness-prevention program at 821 S.E. Martin Luther King Jr. Blvd. It opened in 2011, and is part of the organization’s 17,000-squarefoot facility. Compassion House has bedrooms for women with and without children. The sixmonth emergency-housing program has numerous components

STUART — Trumpet player Rick Braun has had a successful solo career, with his records frequently ranking in the top 10 in Billboard’s Contemporary Jazz chart. Still, he has always enjoyed collaborating with other musicians. He reunites with guitarist Peter White and saxophone player Mindi Abair at the Lyric Theatre Dec. 17 for their popular show, “A Peter White Christmas.” Braun recently released his first Christmas CD, but his most exciting project of late is a collaboration with saxophonist Kirk Whalum and guitarist Norman Brown for a celebration of the music of Michael Jackson. Their CD, “Human Nature” was released last summer. Braun grew up in Allentown, Penn., and began playing music in elementary school. He attended the Eastman School of Music at the University of Rochester and formed a jazz-fusion group, Auracle. His big break came as a songwriter. He composed “Here with Me,” a song that became a hit for REO Speedwagon. In a phone interview, Braun spoke about his music, Michael Jackson and returning to Stuart with his Christmas pals. The performers, collectively known as The Motown Experience, have each paid their dues performing with Motown legends on stages around the world. Group member Dave Finley still tours with The Miracles, who topped the charts with classics like “Ooh Baby, Baby” and “Tears of a Clown.” This year marks Dave’s 35th anniversary with the Miracles. GREEN from page 34 According to the United States Environmental Protection Agency, Americans throw away 25 percent more trash between Thanksgiving and New Year’s, as compared to any other time of the year, amounting to an extra 6 million tons during the entire holiday season. “Now is the ideal time to cut down on waste and to reuse things you’d usually throw away, said Teresa Chandler, Community Relations of Waste Management. “As you take out your past years’ holiday boxes, think about reusing materials that you may be tempted to toss.” Some examples of eco-friendly holiday décor are: wreaths made of wine corks, bulb ornaments, pinecones, and colorful tissue and

wrapping papers; table centerpieces made

from holly, branches or old ornaments; origami decorations made out of scrap paper, Christmas cards and past years’ wrapping paper. “We can all save money and time and reduce our impact on the environment by looking for more creative, sustainable decoration options,” said Chandler. “Whether it’s simply buying products made from organic or recycled content, if each of us tried a few waste reduction efforts, we would see a significant positive impact during the holiday season.” Chandler said Waste Management employees across North America already have begun sharing their green-inspired art work internally through the company’s intranet and that those items will be shared via social media, too.
