PALM CITY — That loud bang folks in Palm City heard on Oct. 19 was news that Costco finally really did it. After a 19-month wait, Costco filed a development application to build at the intersection of High Meadow Avenue and Martin Highway. But the social revolution on Jan. 6 that no one seemed to much notice was same-sex marriage hitting Martin County like a bit of cotton in a spring breeze. That day there was no line of same-sex couples awaiting their chance to get marriage licenses. There were no demonstrators at the constitutional-officers center in Stuart favoring or opposing same-sex marriage. Here’s Your Voice News & Views 2015 roundup of the most important local stories of 2015. Mapp Road Town Center Design finally gets life, then a hard death. Mapp Road and the Old Palm City Community Redevelopment Area along it takes top spot for being the most soap-operatic story of the year. It came complete with twists and turns worthy of a reality TV show and Martin County politics. Mapp road work got voted off the island in an acrimonious 3-2 County Commission split. Then it was voted back on the island in another acrimonious 3-2 commission split. The twist there is the three commissioners who voted against Mapp work the first time voted for it the second, and the two who

in Palm City, has recently won high scores in Florida USA Gym competitions and continues to surpass expectations. At the last qualifying meet before state championships in November, 360 took home all level 1-5 first place titles in their division. They also ranked top of the class in levels 1 – 2 championships, and in Dec. the level 3’s got second place in their division out of 18 teams. “To me what is most impressive is that when we do win, a lot of

Nicknamed “Crash” by her mother, Shelby is not afraid to take risks. “I just don’t think much about the fear,” she said. “Since I’m older, I can make myself perform the way I need to.” Shelby’s determination and fearlessness is envied by all the level fives who huddle around Mas as she brings out a photo album of Shelby when she was their age. In the pictures, she had just wowed the judges with a double turn dismount that girls her age are not usually able to do. In a cosmic moment, the lights cut out and Shelby and her family had to wait in the darkness for the judges. This was one of many triumphant moments to come for Shelby, who is now on par with the most skilled of her 18-year-old colleagues. Now she gracefully soars through backhandspring stepout layouts like second nature. “Shelby terrifies parents at least once a week,” said Mas. “She’s a warrior. She falls the most but flies the best because she’s not afraid to fall.” It is clear upon entering 360 Gym, through the long hallway adjacent to Gold’s gym and into the vast arena with mul-

mission to slip into the Capital Improvement Plan, CIP in government speak. Normally getting work into the CIP is a perfunctory step by that point. But commissioners Ed Fielding, Sarah Heard, and Anne Scott shocked Kevin Freeman, then community redevelopment director, and others by snubbing the Mapp Road work. Among other reasons Commissioner Heard gave was concerns that adding 5 feet to Mapp’s sides for bike lanes would add to flooding issues in Old Palm City. Commissioners John Haddox and Doug Smith voted for the proposed Community Redevelopment Agency work. Among other reasons they pointed out the proposed work included swale improvements to reduce flooding. That and other split votes to keep proposed Community Redevelopment Area projects out of the CIP became a political powder keg that revived a 15-year-old controversy over the redevelopment agency and the county’s seven redevelopment areas. The controversy culminated in a workshop in early July. About 175 to 200 jammed into the John F. Armstrong Wing Auditorium at the Blake Library for the meeting. More stood in the adjacent hallway. Almost all the attendees were calling for the commission to put Mapp Road and other community-redevelopment projects back on track. Commissioner Scott delivered what had to be the most poorly-worded statement of the year in Martin County. “I came here tonight thinking that we were going to have a workshop and in fact ended up coming to a rally,” Scott said. “Which is not a waste of time, but it isn’t what I thought we needed to do.” But later that month the county’s engineering department presented the commission with a plan to resurface Mapp and add bike lanes for about $300,000. The work was essentially what

the Old Palm City Neighborhood Advisory Committee had sent the commission months earlier, minus swale improvements and readying for modular additions in the future to craft the downtown feel. Commissioners Fielding, Heard and Scott voted for the plan. Haddox and Smith voted against it. Supporters and opponents of the county’s redevelopment agency united in hating the approved work. Both pointed out that it didn’t address road drainage and flooding in Old Palm City. As this was going on, folks in the county’s community redevelopment office left one by one. Freeman was the last. He left at the end of November. The county created the office of community and strategic partnerships, which is taking over administration of the county’s seven community redevelopment areas. The director, Kate Parmelee, met with the Old Palm City Neighborhood Advisory Committee at its last regular meeting of 2015, Dec. 16. The chairman had a tip for her. Get the county’s engineering department over to talk with the advisory committee before starting any work on Mapp. “We just don’t want to see engineering do a Band-Aid and not talk to us.” Chuck Smith said. “We’re the ones who live here, work here, and have been looking at this thing for years.” Smith isn’t related to Commissioner Smith. Costco finally really did it. After 19 months and three pre-application meetings with the county, Costco moved forward with plans to build a nearly 153,000,000-square-foot store in at the intersection of Martin Highway and High Meadow Avenue. The application outlines plans for a store and gas station with almost 660 parking spots on a 28acre parcel. The news split Palm City down the middle. Published by the Internal Revenue Service and Social Security Administration Social Security taxable wage limit for 2016 remains the same as the 2015 limit of $118,500. Retirees under full retirement age can earn up to $15,720 without losing benefits. AMT Eexemptions for 2016 increase to $53,900 for singles, $83,800 for couples, and $41,900 for married couples filing separately. 401(k) Maximum salary deferral remains at $18,000 for 2016. The catch-up limit for 50 and older also remains unchanged at $6,000.

The general all-for-one ethos contributes to a heightened sense of commitment, responsibility, and delight as the little gymnasts train collaboratively and independently with the encouragement of their coaches. It is not an easy struggle for many of them. Jordyn Stillwell, a level 5 also from Palm City, has been endeavoring to overcome her fear of tumbling since injuring herself 2 years ago. She works through this fear every week with tenacity and humility. “She is just tough,” says Mas. Jordyn is one of the several level 5’s who recently skipped their last ranking. Their hope is to vault to level 7 sometime this year. Meanwhile on Jan. 9, the 7’s, 8’s, and 9’s have their first qualifying meet of the season, the Tampa Bay Classic. Her next challenge: blinds on the bars, a move that involves switching direction mid-swing. She has no problem affecting an immaculate fly away flip, as parents and fellow gymnasts look on. Mas began coaching at age 17,

She is joined by gym manager Amy Wadsworth, whose 9-year-old daughter is also a promising student, and two very generous coaches, Tony Hunt and Ernie Moon. Moon teaches classes for young boys as well. Recently Maria Elena Marso, a talented and credentialed dancer, began renting space at the gym to teach aerial circus arts. As well as classes, 360 holds regular meets and seasonal camps. On Feb. 20 and 21, they will host USAG’s Leap for the Stars qualifier, and Feb. 27 is their Cupcake Classic, a recreational meet for parents. Their next big camp will be during spring break, where children will be able to play on the mats, participate in games and sports, and engage in arts and crafts projects. three-quarters mark. Some love it. Most hate it. Many have raised numerous concerns about traffic and pedestrian safety, especially around Hidden Oaks Middle School. The development application dominated Commissioner John Haddox’s town hall meeting in November. The application is making its way through county departments and will likely go before the Local Planning Agency then the County Commission by summer. The application doesn’t conflict with existing zoning, but needs approval because it’s a major development. The closest Costco to Palm City is in Lake Park. It’s about 27 miles from Palm City. Costco has been a member of the Palm City Chamber of Commerce for about 20 years. County Commission moves toward flushing septic tanks. After years, perhaps decades, of talk, the County Commission is poised to start converting all of the septic tanks in the county’s urban service areas. That’s about 15,000. About 1,100 are in Old Palm City, generally counted as the area east of Mapp Road from Martin Downs to All American Boulevards. Public Resources Management Group delivered a study and report to the County Commission about the proposed conversion in fall. The report listed hot spots, places to start the conversion that could take decades to complete. Old Palm City topped the hot spot list. Extending existing water and sewer throughout the area will cost about $14 million. John Polley, the county’s utilities director, told Your Voice News & Views that the cost of the conversion to property owners — with a state loan program — is about $11,750 over 20 years. The payments would likely be attached to property taxes. Additionally, after the conversion property owners would start paying utility bills for the water and sewer service. However, Commissioner John Haddox believes that would more likely be about a third more for many residents, almost $18,000. He’s also questioned whether septic-to-sewer conversion is really the most important next step toward reducing pollution of the St. Lucie and Indian rivers. Septic-to-sewer advocates say mass conversion will significantly reduce the flow of nitrogen and phosphorous, along with other pollutants, into the rivers. Haddox has pointed to respected environmentalists such as Palm City’s Mark Perry, executive director of the Florida Oceanographic Society, who agree that septic-to-sewer conversion should

www.YourVoiceWeekly.com be a county aim, but questions whether the available science supports a rush to get it done. Haddox told Your Voice News & Views history is littered with rushes to get things done only for the scientific data to later say they were the wrong things at the wrong times. “I want to get clarification on the data before we proceed on a project that costs millions of dollars,” he said. County Commission enacts utility franchise fee. In November the County Commission inked a 30-year deal with Florida Power & Light promising to stay out of the power business. The company, in turn, will add anywhere from .05 to 6 percent to customers’ power bills and hand it to the county. It’s called a utility franchise fee, and the county expects it to raise about $9 million a year. As was often the case in 2015, the commission approved the deal in a 3-2 vote. However, this 3-2 vote put Sarah Heard at odds with commissioners Ed Fielding and Ann Scott, and in the corner with Doug Smith — perhaps a unique commission split in 2015. The contract won’t prohibit other power companies from competing with FP&L in the future, just the county. Additionally, the county will agree to give the power company access to some of its right of ways. The commission is on a quest to plug a $260-millioin maintenance backlog that’s growing about $15 million a year. Commissioner John Haddox said the franchise fee is not nearly enough to plug the backlog, but it’s a good and important start to help keep the county from going into a revenue freefall. Haddox said that the franchise fee is small enough that it won’t break budgets, or significantly curtail consumer spending. Additionally, he said many could offset the new fee by reducing power use with relatively simple and painless behavioral modifications. Smith said the fee is a tax increase coming on the heels of the commission raising the county’s property-tax rates. “However you want to brand this, however you want to label it, to our residents it’s an increase,” he said at a meeting. Treasure Coast counties create All Aboard Florida opposition funds. Back in May, Russell “Rusty” Roberts, vice president of government affairs at All Aboard Florida, told the St. Lucie County 9/12 Tea Party, “People don’t like it here.” He pointed to a silhouette of

Turned out that investors haven’t liked All Aboard Florida as much as the company might have hoped. Martin County created a $1.4 million account to battle All Aboard Florida during spring, and used some of the fund to hire McDermott Will & Emery, a Washington D.C. law firm. The day before Martin created its fund, the Indian River County Commission created a $2.7 million fund. St. Lucie County created a $500,000 fund in May. The counties have used the funds to oppose All Aboard Florida in a few venues, with little visible results. In August the Federal Railway Administration issued the final environmental impact statement that basically green-lighted the proposed high-speed passenger rail that would connect Miami to Orlando. Days later the Florida Development Finance Corporation’s, FDFC, board gave All Aboard Florida the nod to issue up to $1.75 billion in hybrid tax-exempt bonds — called private activity bonds. However, those bond sales have been sluggish.

Palm City Art Show returns to Palm City. In February the Palm City Art Associates brought its annual Juried Art Show & Sale back to the Peter & Julie Cummings Library after six years without a Palm City home. The annual show moved to the Cummings in 1997. The library opened in 1995. Things were going along very well, until the art show was displaced by library renovations in 2008. The wooden hanging art display rack was accidently destroyed when workers tried to move it. There was no art show that year. The annual show resumed by moving around the Stuart area from 2009 to 2014. There was no place in Palm City with hanging systems to handle the show. The Art Associates, frustrated by not having a Palm City home, raised about $1,500 to put a metal rack in the Donahue Community Room at the Cummings. Brain said it’s the obvious place for the Palm City annual art show.

PALM CITY — Septic to sewer is all the talk, but Commissioner John Haddox wants to make sure its performance meets its promise and whether it really should be among the county’s top water-quality spending priorities. “We’ve got to get the scientific data down correctly,” he said at the last meeting of the Old Palm City Neighborhood Advisory Committee. That meeting was on Wednesday, Dec. 16. Septic-to-sewer advocates say mass conversion will significantly reduce the flow of nitrogen and phosphorous, along with other pollutants, into the St. Lucie and Indian rivers. In November the County Commission received a long-awaited report explaining what it would take to remove about 15,000 septic tanks from the county’s municipal service areas. The commission unanimously opted to have staff develop plans for converting the top three hot spots — Old Palm City, Golden Gate in Stuart and North River Shores, Jensen Beach — as soon as possible. However, Haddox said at commission meetings that wanting to see conversion plans doesn’t necessarily signal his support for them when they’re presented to the commission. Old Palm City, by far, topped the report’s hot-spot list, followed by Golden Gate. Palm City has almost 1,100 septic tanks to remove, according to the report done by Public Resources Management Group. Extending existing water and sewer throughout the Old Palm City area will cost about $14 million. There’re already lines running along parts of Southwest Mapp Road and Southwest Martin Downs Boulevard. John Polley, the county’s utilities director, said in a previous interview that the cost of the conversion to property owners — with a state loan program — is about $11,750 over 20 years. The payments would likely be attached to property taxes. Additionally, after the conversion property owners would start paying utility bills for the water and sewer service. Haddox believes the costs to

property owners are likely to be higher than projected, upwards to $18,000 when properties are getting sewer and water service. He’s repeatedly questioned plans to force immediate conversions from septic tanks when sewer systems are available, too. He’s broached in meetings and interviews that newer septic systems are not likely to be contributing much to pollution problems, and homeowners often finance them. “Somebody could have spent $10,000 (on a new septic system) two years ago, and we’re asking them to spend another $15,000,” Haddox said at the advisory committee meeting. Much of the push to get as many septic tanks converted to sewer is buttressed by studies done by Brian Lapointe, a research professor at Florida Atlantic University. “It’s a concern, because we have at least two or three people from the scientific community who have different data from what Dr. Lapointe has,” Haddox said. “I want to get clarification on the data before we proceed on a project that costs millions of dollars.” Mark Perry, executive director of the Florida Oceanographic Society and a Palm City resident, is among those Haddox pointed to who question whether Lapointe’s work really says septic-to-sewer conversion should be among the county’s top water-quality spending priorities. Perry wasn’t at the advisory committee meeting. In an interview after the meeting, Perry said he, like Haddox, agrees that septic-to-sewer conversion should be a county aim, but questions whether the available science supports a rush to get it done. He lives in a rural area that would likely not see conversion for a long time. “There’s definitely good things about (septic-to-sewer), but it needs to be brought into context with this much investment,” Perry said. “How much benefit are we going to get from it?” Perry added, “If we boil it down, how many pounds of nitrogen and phosphorous are we eliminating for the dollars?’” Polley said in previous interviews that survey work for sewer conversion in Palm City could take a year to 18 months. At the earliest, conversion couldn’t start until the middle of 2018.

Days before Thanksgiving, numerous elected officials from all over the Treasure Coast gathered to break ground on the C-44 Reservoir and Stormwater Treatment Area in Indiantown. While the Army Corps of Engineer’s infamous releases of Lake Okeechobee water make headlines, about 75 percent of the water released through the St. Lucie Lock and Dam at Palm City’s southern end is local basin runoff. In addition to carrying water from Lake Okeechobee, the

C-44 also gathers water along its 25 miles from western Martin’s agricultural areas. The Florida Department of Health in Martin County frequently posts health warnings at Charlie Leighton Park, by the Palm City Bridge, about elevated levels of bacteria in the water. While there are many factors affecting the water quality, few doubt that the C-44 is a, or the, major contributor to the South Fork’s problems. The corps awarded a Montana company a nearly $200 million contract to build the 16.5 billion gallon reservoir and treatment

area that’ll cover 3,400-acres. Additionally, the corps is constructing 9.4 miles of perimeter canals with 50-foot spillways to transmit surface runoff to the reservoir, among other things including box culverts to allow vehicles to cross the canals. The longer water stands the more it settles out pollutants, such as excessive nitrogen and prosperous. The project will reduce that pollution by about 65 percent, according to Martin County, which owns the land the reservoir is being built upon. Construction of the reservoir is slated to continue until 2020. The project is part of the larger Comprehensive Everglades Restoration Plan, commonly called CERP. Joe Negron becomes State Senate President-Elect.

In December State Sen. Joe Negron was elected to lead the chamber as its President from 2016 to 2018 Negron’s district stretches along the eastern sides of Martin and St. Lucie counties, along with parts of Indian River’s and Palm Beach’s eastern sides. The crown jewel of Negron’s local popularity is the Indian River Lagoon and his battle against discharges of the nutrient-rich Lake Okeechobee waters that further foul the withering waterway. Negron headed up the Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee in 2013. During the next session, the Florida Legislature appropriated $232 million to help with Everglades and Indian River Lagoon restoration. “One of my priorities is making sure these projects are finished on time and in budget,” he told Your Voice News & Views.

STUART – Faith Prince is a true Broadway star. She made her Broadway debut at the age of 32 in “Jerome Robbins’ Broadway,” for which she was nominated for a Tony Award. She won a Tony for her portrayal of Adelaide, the perennial fiancée, in a 1992 revival of “Guys and Dolls.” She was nominated for Tony Awards twice more, for “Bells are Ringing” and Harvey Fierstein’s “A Catered Affair,” in which she starred with Lyric visitor Tom Wopat. In addition to frequent appearances on Broadway, Prince has been seen on television in “Spin City,” Huff,” “Grey’s Anatomy,” and “Drop Dead Diva” and on the big screen in “Dave,” “My Father, the Hero,” and “Picture Perfect.” Prince comes to the Lyric Theatre Feb. 7 for “An Intimate Evening.” She spoke from her California home about Adelaide, her leading men and her upcoming Broadway show. Prince said that choosing a favorite role was like picking a child. “They’re kind of like your children,” she said. ‘”You love each one for a different reason. Adelaide is my milieu, my wheelhouse. It’s that kind of rooted, heightened role with humor and pathos.”

She has the same kind of problem identifying a favorite leading man. How can you when you’ve worked with Martin Short, Nathan Lane, Jerry Stiller, Adam Arkin, Jason Alexander, Tom Wopat (five times!) and, for her new show, Kevin Chamberlin. “All my leading men are friends,” she said. “I love them but we have a great stage relationship. There’s a great bond and love, but the power and chemistry is on the stage. When you’re young, you say, ‘I’ll fall in love with a person’ and it doesn’t work so well. Falling in love with a leading man is not the smartest.” Prince studied at the Cincinnati Conservatory of Music. She performed off-Broadway and in regional theater for 10 years before getting her first Broadway show. She considers herself and actress who sings, rather than a singer who acts. “I’m a storyteller,” she said. “It’s the story for me and the reason to have sound. You’ve got to have the story.” Prince came to cabaret singing a little later in her career and now she teaches others how to put together as good cabaret production. “It’s really fun,” she said. “I wish I’d had a ‘me.’ First, I ask them how they’re connected to the

MARTIN COUNTY — It took a move to Florida for Dean Napolitano to become a comic. “I was the kid that had all the funny things to say, but I was super-shy,” he said. “I have seven older sisters, five brothers and two sisters. It’s a fight for survival. Either you laugh or cry.” Napolitano grew up on Long Island. In high school, he found that people were type-cast into roles.

“In high school, kids get cornered into personalities,” he said. “The funny guys were already taken. When I moved to Florida, I didn’t have to be the same person.” Napolitano moved to Florida to attend college after his parents retired here. He went to Daytona Beach Community College and was set to enter the University of Central Florida, but he found stand-up and acting. “I was always a big fan,” he said, “I grew up on Don Rickles and Dean Martin’s Celebrity Roasts. Dad made us watch them and we

loved them. At 16, they surprised me with tickets to Rodney Dangerfield. It was my first live show. I knew his whole act.” Once Napolitano decided to forego UCF and take his chances on comedy, he began entering contests in Daytona Beach. “The first time out, I did three minutes and won $50 and two cassette tapes,” he said. “I went home and told my mom I wanted to do comedy. That was 25 years ago.” Napolitano has made a successful career in stand-up, as well as in acting in films and television. He has been seen on “Burn Notice,” “Heroes,” and “The Shield.” He opened for Joan Rivers many times. While he is a fixture in clubs, he loves performing for older audiences. “Older audiences are more respectful,” he said. “They’re not on their phones. I can relate to older audiences. I hang out with my dad and can see his perspective, how he sees the younger generation. (My parents) been married 63 years and they’d like to kill each other but love each other. My dad is the real character. I talk about growing up in a New York Italian family and a comparison of being a

kid now and then.” While Napolitano has his “act,” he is flexible. “I’m an in-the-moment comic,” he said. “If someone says something or something happens, I’ll jump in. It’s keeping the thread seamlessly. A lot of comics don’t like to get out of the act. To me, it’s a challenge.” Napolitano doesn’t feel the need to prove anything to his audiences by using curse words. While his club act may be a little edgier, he knows his audience. “I want them to leave saying it was a great time,” he said. “My demographic is 18 to dead. It’s about the audience. I can relate to everyone. Everyone asks if I’m getting tired of doing it. I love being able to make people laugh. If they come out, they’ll have a great time. They’ll add at least a month to their life with laughter, but my disclaimer is that there’s no guarantee.” Dean Napolitano appears at the Kane Center, 900 S.E. He said that at the end of the day, we loved what we do.” Up next for Prince is a new Broadway musical, Disaster!” It is a parody of the disaster films of the 1970s, with four plots rolled into one and music from that era. “It’s like Watching ‘Saturday Night Live,’” she said. “Everyone is outrageously comic, but all have humanity.” The show opens in March at the Nederlander Theatre. material, what are they drawn to? When you start sifting through, many have had a career. I’m working with Brooke Elliott, my daughter from “Drop Dead Diva.” “I’m a gatherer. I ask questions. I tell them to sift through their lives for the ‘aha’ moments. It gives someplace to start. Then I ask about the ‘shoulda, woulda couldas,’ things they wanted to do. What music affected you and how did you get into musical theater? People have to get to know who you are.” Prince talked about a two-person tribute to composer Jerry Herman that she did. “It was through our eyes,” she said. “It was about how he affected us and our insights into him. You can do a tribute, but I’ve still got to know you. The audience wants to know the person.” Doing an interview is a bit like that. I asked Prince about moving from New York to California when her son was young. She had been doing a lot of Broadway and was gone most evenings. “He said, with no malice, ‘Do you think you could put me to bed before college?’ We moved to L.A. and changed our life. I took on more television and film.” That son is now 20, and while his proud mom no longer tucks him into bed, she talks about how
