Draw a bead on the third Vietnam Veterans Sporting Clays Fun Shoot. It’ll be on March 1, at South Florida Shooting Club, 500 S.W. Long Drive, Palm City. Among other things, proceeds will help the Vietnam Veterans of America Chapter 1041 give three Martin County High School

Junior ROTC students scholarships. Monies raised will also help local veterans with needs ranging from food to car repairs, along with helping some find jobs. “We raised, netted, $15, 000 for the shoot last year,” George Tidikis, chapter treasurer, said. “We also did a raffle of a helmet, a military diver’s helmet. MARTIN COUNTY — William D. Snyder’s office looks more like a den. A relaxing room with ambient lighting and large fish tank. There’s a small desk without much on it that looks like an antique. Snyder figures it might be a reproduction. He wouldn’t know — he doesn’t spend much time sitting there. PALM CITY — Victoria Bartolotta enjoyed spending her freshman summer waking up early to go running, learn dozens of songs, and work hard. Well, Victoria might not have enjoyed all those parts, but she said the sacrifices were worth it. “I want to be on Broadway when I get out of high school,” Victoria said. “Now I’m trying to train, so when the time comes I can go audition for Broadway.” After college. SNYDER from page 1 launch. He’s a goer. Christine Christofek Weiss, the department’s spokeswoman, said the sheriff’s going-nature complicates her job when she needs to ask or tell him something. He could be anywhere at any time, talking shop with deputies, dispatchers and others at the department. He wants in on the action. Snyder raised his hand to take the oath of office on Jan. 8. The incoming sheriff certainly knew the job. He’s been involved in law enforcement for 40 years. But he couldn’t have predicted some of the year’s twists. Who knew that the county would get the scare of a 16-year-old being home alone when the infamous pillowcase burglars came knocking — literally — on his door? Fortunately, the Palm City lad has a good head on his shoulders. He barricaded himself, and called 911 with plenty of good observations that quickly landed three criminals in the Martin County Jail. One was arrested right there in the driveway. Events like that inspired Snyder to launch a children and youths training program that participants probably think is just hav-

They also got some free food and drinks, thanks to donors. Snyder was using a bit of grant-funded fun to get the kids into the dispatch center where they learned what happens when folks call 911. Of course, they also learned a bit about when they should call 911, and what information to have ready. After that, they got sworn in as junior deputies. No surprise there, really. Snyder’s deputized the whole county to fight crime. Christofek Weiss said Snyder speaks to homeowners associations and civic clubs five times a week — or more. “We’ve been able to engage the community in law enforcement,” Snyder said. What will you do in 2014? “All that is necessary for the triumph of evil is that enough good men do nothing.” I’ve heard this quote all my life, but apparently, according to a quick web search, it’s not clear that the most-attributed-to “author,” 18th-century Irish statesman and philosopher Edmund Burke, ever said or wrote it. It matters not in this context; the meaning of the quote is what’s important, not where it originated. That quote’s been on my mind recently because, during this “slow news” holiday period, I’ve been watching episode after episode of ABC’S “What Would You Do?” on CNN. (Hey, I prefer reruns of that show to repeats on the riveting lives of British royal family. Really? There’s so little going on in the U.S. that we have to reach “across the pond” for our broadcast news?) The philosophy behind “What Would You Do?” epitomizes the above “triumph of evil” quote, emphasizing the last part, “… that enough good men do nothing.” In the show, actors are involved in scenarios in which they engage in socially unacceptable behavior that they play out in a public

refusing to allow entrance to a young woman whom he deemed too “unmodel-like” to be part of the dance floor crowd, even to the point of asking her to step on a scale to prove she was weight-appropriate. It always amazes me that there’s a tiny minority in any given group who have the courage to speak up when they observe the mistreatment of another human being. We’re talking social settings here, where a modicum of civility would make a world of difference in the outcomes of similar situations as I just listed. But I applaud and commend the handful of individuals who are willing to, and DO, intervene when someone is obviously being bullied, instead of looking the other way and adopting an “it’s none of my business” attitude. Those who step up to “right a wrong” are true heroes in my book, just as much as is a firefighter running into a burning building to save a life. Do the afore-mentioned scenarios rise to the level of “evil?” I think so. You don’t have to cold-heartedly murder someone and dismember the body to fall into the “evil” category. Maliciously hurting another person (which

means you have intent to harm), physically or emotionally, is also evil. I’m a mother, so I feel somewhat qualified to speak up on this topic. I raised my son to embrace the ideals of honor and integrity, and he embodies them – I see and feel it in every conversation I have with him, and in observation of how he moves through this world. As we enter this new year of 2014, I encourage you to make a resolution to do the same. You don’t have to be caught on camera on a national TV show to “do the right thing,” or, as my publisher would say, to make the right choice. From being polite to other drivers in traffic, to speaking up when a parent is yelling at his child in the grocery store, resolve to improve the human condition by stepping up when remaining silent would allow “evil” to perpetuate. You may not always be successful in your efforts, but at least you will be able to look yourself in the eye in the mirror the next morning, and know that you have done your part to make a difference in the world. the last two years produced 62 arrests. Those numbers aren’t good for the bad guys, and word seems to be spreading. There’s been a reduction in the number of suspected pillowcase burglaries in the county. Indeed, Martin went from October to December with none. “The credit really goes to the residents of Martin County,” the Sheriff said. Martin’s top cop also pushed social media for fighting crime this year. The department’s Facebook page has gone from less than 1,000 to almost 10,000 followers. That’s getting attention. “We get calls from other counties asking what we’re doing,” he said. Snyder said he spent much of 2013 figuring out ways to get civilian employees doing jobs the 225 sworn officers were. This reduces costs, and frees law-enforcers to— well, do law enforcing. Additionally, he guided the department in privatizing some of its work. For example, suicide-watch at the jail is now done by contractors, freeing the 170 corrections officers to do other tasks. The lawman said his big thrust

for 2014 is working with the Florida legislature to make it a third-degree felony to cross county lines to commit crimes. This would jack up bonds and penalties for pillowcase burglars, who often cross county lines to ply their illicit trade. “The FBI can do it if you go from one state to another,” he said. The sheriff thinks if the legislature and governor adopt the proposed law, Florida may be the first in the nation to do so. He believes the idea will spread to other states quickly. Additionally, the sheriff set up a diversity committee to help the department get more minority officers and employees in 2014. Snyder is single. Which is probably good. “My average day here is 13 hours, so I don’t do a lot of clubs, and don’t have many hobbies,” he said. He enjoys studying President Abraham Lincoln, and other historical figures. “Men of action, original thinkers,” he said. “I’m drawn to original thinkers.” The sheriff has three adult children and two grandchildren.

Boosterthon 2013 Students at Citrus Grove Elementary were challenged to raise pledges for running laps from every state in the union for the school’s recent Boosterthon Fun Run. Their accomplishment was was bad news for Principal Tyson Villwock. The students’ reward for achieving the far-reaching goal was sliming him. Student Addison Marques won a 300-participant raffle to get the honors. Additionally, student Savannah Newcomb won an iPad mini. The Boosterthon’s theme was Camp High Five. In addition to helping the school raise money for an outdoor classroom with running water, the event helped children learn more about respecting others, showing sportsmanship, eschewing bullying and encouraging teamwork. TREASURE COAST — “So, how would you fix Congress?” the Representative asked. By flipping Congress, I told him. By convincing all the Democrats and Republicans living in safe districts to vote for the other party to fill Congress with Democrats in Republican seats and Republicans in Democratic seats. Murphy laughed. “I love it,” he said. Congressman Patrick Erin Murphy is an oddity, which he said makes him feel at home in the 18th District. He knows that he’ll have to work hard to convince voters to keep him in the seat if he runs in 2014. Good, he said. The Democrat fills the state’s 18th District, a place not tailored for being blue. Or really for being a Republican either. “It’s helped me through this partisanship in the Congress,” Murphy said. Murphy said that being a Democrat in a shaky seat has made him listen to ideas and opinions no matter where they came from. “When you’re in a seat like this,

After the audition, Victoria got word that she was the lucky recipient of four years of tail-busting fun. “I was so happy,” she said. “We were in school when we found out. I was freaking out. The recently reminted district embraces St. Lucie and Martin counties, along with a sliver of Palm Beach County’s northeastern side tossed in. Between St. Lucie and Martin, there are 106,473 registered Republican voters. Democrats claim 101,896 registrants. Another 63,198 voters registered in minor parties, or without affiliation. Far more than enough to scratch off the power of party loyalty found in other districts. The youngest member of Congress, 30, was born in the roaring Reagan years, which he embraced by joining the Republican Party. Murphy swapped party affiliation weeks before announcing his first congressional run in 2012. Fewer than 2,500 votes separated his opponent, Allen West, and him in an election with more than 331,000 voters. Murphy took the oath of office on Jan. 3, 2013. This last year in Congress has been marked by unusually tense relations in a highly divided government. Those tensions culminated in the 16-day partial federal government blackout, Oct. 1 to 16. Murphy joined with other Florida representatives in approving legislation that would have selectively funded the Department of Veterans Affairs, and other

We were able to give (Martin County Veterans Service Office supervisor) Tony Reese a check for $17,500.” Last year the Vietnam Veterans of America’s Chapter 1041 had an idea. What if the Martin County Veterans Service Office supervisor, Reese, had a pot of money to help cash-strapped veterans? Normally Reese fills his days helping veterans file claims and appeals to the Department of Veterans Affairs. But, a few times a month he gets veterans who need things the VA doesn’t offer. Used to be that Reese would pull out his Rolodex and start calling veterans organizations for donations to those folks. The guys at VVA 1041 just didn’t like the thought of hungry veterans waiting for Reese to get a hold of people for help. So, they told him about their idea: a rapid-response fund that he could tap immediately. Reese thought the upstart chapter meant $500, $1,000. After all, it had maybe 70 some members,

right? He said getting a $17,500 rapid-response account bowled him over. “It makes my job 10 times easier,” he said. “I don’t have to think how to get (a veteran in need) help. I can focus on what help (he or she) needs.” In November, only one veteran tapped the rapid-response fund. By the end of that month, the fund had $12,346.40. “In December, we (helped) six guys,” Reese said. “It varied from rent and gas money to auto repairs.” Those six veterans got a combined $1,900 from the rapid-response fund. The now 78-members chapter gave three Junior ROTC students $1,000 each back in May. It aims to give scholarships to three more this school year. The chapter is also helping veterans hunting for work with Veteran Connection, a job-seeking assistance program. Veteran Connection is a joint project with the United Way of Martin County. Veteran Connection included a series of employment-hunting and career-development classes that culminated in an October job

George Mittler, 1041’s president, said that with fundraising success proving outreach tactics, VVA 1041 is turning more of its attention to getting those veterans signed up. “We try to dig them up out of the woodwork,” he said. Membership is open to all veterans who served in Vietnam from February 1961 to May 1975, and all veterans who served from August 1964 to May 1975. Meetings are on the first Tuesday of each month at 7 p.m. They’re held at Sewall’s Point Town Hall, 1 S. Sewall’s Point Road.

PALM CITY — Commissioner John Haddox stood at the Stuart Veterans Day parade earlier this year. He wasn’t going to ride in it. He’d leave that to other politicians. If there’s something he’s not, it’s a politician. But, Haddox wore a jacket that day. A quiet act that spoke volumes about the man. On the left were the ribbons that told his life story in a code other veterans could read at a glance. Most civilians would see a bunch of meaningless colors. Haddox is a sailor through and through. Haddox served in the Navy from 1968 to 1988. He climbed through all the enlisted ranks and finished his military career as a lieutenant. Many in the county, and state, know him from his days supervising the Martin County Veterans Service Office. From there he’d watch his adopted home develop over the years. “I was always interested in politics,” he said in an interview earlier this year. “I’d listen to the news and read the paper. In Martin County, our major issue was rapid growth, or slow growth. I was fascinated with how the pendulum swung both ways.” At others’ urging, Haddox ran for the Martin County Board of County Commissioners Seat 5, Palm City, in 2012. Those who urged and supported him often didn’t get what they expected after he won, Haddox said. He’s the most reliable swing vote on the commission. Others’ votes are mostly predictable. Doug Smith, Jensen Beach, will frequently vote in opposition to other commissioners, such as Sarah Heard, Port Salerno. They, in turn, will vote in opposition to him. Haddox? He’s the maverick. Sometimes he sides with Smith. And sometimes he joins the other

three in opposition to Smith. Haddox is the least vocal commissioner, but when he speaks it’s with a sailor’s earthy sensibility. So, how does he see his first year on the Haddox commission? He lists his top accomplishment as one in which the commission was resolutely united. “I feel that we had a successful year in dealing with our community’s No. 1 issue, which is waterways,” he said. The Army Corps of Engineers infamously released huge amounts of nutrient-rich water into the C-44 Canal that made its way to the St. Lucie River and Indian River Lagoon. The county commission pushed state and federal officials to pay attention to the damage it was doing to area waterways out to the Indian River. Those pushes generated numerous developments. An important one was the ad hoc Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee Basin. That committee held huge public meetings and crafted a report with $220 million of recommendations. Another development was the Florida Association of Counties naming the Indian River Lagoon as a top statewide concern for the coming session of the Florida Legislature to get those recommendations adopted. The commission openly urged public outcry at every opportunity. “It was bad we got the discharges, but it was good that we got community support,” Haddox said. He feels his second most important accomplishment this year

was being a solid voice and vote for reversing previous changes to the Martin County Growth Management Plan. Among the most contentious amendments the commission made to the comp plan this year involved shoreline protections. In many cases, the amendments extended constructible areas along shorelines from 25 to 75 feet. Another contentious issue was amendments requiring supermajority commission votes to make future changes to the comp plan. The other accomplishment he points to is renegotiating the county’s contract with the Business Development Board of Martin County. “We took on the BDB contract, which was not a good contract,” Haddox said. “It was a slow and tedious process, but I think we came out of it good.” The issue was a 2009 contract that started at $625,000. By 2013 it was $643,000, due to contractual increases. None of that sat well with the new commissioners elected in 2012, including Haddox. In a 3-2 vote, the commission suspended contractual payments to the board in April, and started a lengthy and prickly renegotiation. Haddox, by the way, joined Smith is opposing suspension of payments. By November the county and

Additionally, the county will match some private funding the board develops in the second and third years to a maximum of an additional $100,000 a year. The aim is to ultimately remove the BDB from the county’s general fund budget. The county gets about $260,000 in occupational license fees a year, and the commission hopes to make that the exclusive source of the BDB’s funding. In the coming year, Haddox said he’ll do everything his office allows him to speed the Florida Department of Transportation in getting Martin Highway expanded from two to four lanes to accommodate additional traffic that’s heading over the newly opened Veterans Memorial Bridge. PALM CITY — The Treasure Coast Wildlife Center is now open. Well, it’s been open for years, but now it’s open to visitors. Dan Martinelli, executive director, said that the center will allow visitors to meet about 18 of the center’s residents, and more in the future. Most are birds of prey. Parents can feel free to visit with children. The animals they’ll meet are those that were able to rehabilitate only to protected lives. “By law and reality, (animals in medical treatment) are never

shown to the public,” Martinelli said. “If you’re in a hospital, you don’t want a bunch of visitors coming through your room.” Jean Henry and Ruth Stanwood stated what would become the center back in the 1970s. The couple realized that many of the injured animals they received got hurt because of interactions with people. Martinelli said educating folks about wildlife does far more to help animals than all the medical care in the world. After all, an uninjured animal goes on with its natural life never needing human intervention.

TREAUSRE COAST — Not enough to get anyone doing victory dances, but employment got steadily better for Florida and the Treasure Coast throughout 2013. The Department of Economic Opportunity released its last monthly jobs report on Friday, Dec. 20. The report covered November. The state’s seasonally-adjusted unemployment rate going into the holiday season was 6.2 percent. That’s a 1.7 percent drop from November 2012. It was also a .4 percent drop over October’s unemployment figures. The month also held claim to having the lowest unemployment rate since July 2008. The national, seasonally adjusted unemployment rate in November was 6.6 percent. It was the ninth month in a row that the Sunshine State beat out the nation in job numbers. St. Lucie County dropped from having the third to the fifth highest not-seasonally-adjusted unemployment rate from October to November. Florida has 67 counties. In October, the county had an unemployment rate at 8.9 percent, not-seasonally adjusted. In November, that had dropped

to 8.2. Martin moved from a not-seasonally-adjusted unemployment rate of 7.0 to 6.7 percent from October to November. Together St. Lucie and Martin form the Port St. Lucie Metropolitan Statistical Area, MSA. In October, it had the third highest unemployment rate among the state’s 23 MSAs and metropolitan divisions at 8.1 percent, not seasonally adjusted. It dropped to 7.6 percent in November, sharing the unenviable second place with the Sebastian-Vero Beach MSA. It, too, had an unemployment rate at 7.6 percent. The Treasure Coast typically has stronger employment numbers in the fall and winter. The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. Those that report not having jobs and looking for employment in the previous 30 days are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult

MURPHY from page 11 government functions, during the shutdown. That bill, which had other provisions, also had to pass the Senate and get President Barack Obama’s signature to be law. Democratic leadership in the Senate refused to consider individual spending bills such as that one from the House of Representatives, insisting instead for a complete continuing resolution or budget to keep the federal government fully operational. “The frustrating part is the dysfunction in Washington,” Murphy said. “The partisanship and gridlock.” He added, “Seeing that first-hand is very disappointing. The government shutdown is the epitome of what’s wrong with Washington.” Nevertheless, even as the government was blacked out, Murphy hosted congressional briefings about the environmental and business damage inflicted by the infamous Army Corps of Engineers’ large releases of nutrient-rich waters from Lake Okeechobee into the St. Lucie and Caloosahatchee waterways. Those releases adversely affected the entire Indian River system. More than 20 members of Congress — Republicans and Democrats — attended the briefings to hear from expert and community witnesses. That, Murphy said, was his — and other members of Congress’ — greatest accomplishment this

last year. He said it was good to see and hear Republicans and Democrats unite in concerns about Florida’s waterways even as they remained deeply divided over federal budget issues. “I’m doing everything I can to change the tone in Washington,” Murphy said. This coming year, he hopes to get legislation passed that’ll speed federal efforts to reduce the need for future Okeechobee watergate openings. Also on the Democrats to-do list is working out solutions to the unforeseen, and sometimes ignored, issues the Patient Protection and Affordable Care Act creates as more of its provisions kick in. “I would like to see something happen to improve the Affordable Care Act,” the congressman said. “There’re a lot of common sense tweaks that need to be done.” Also high among the congressman’s New Year’s resolutions is reducing the infamous backlog of VA claims. To do that, Murphy is working closely with Florida Republican Congressman Jeff Miller. The VA’s annual Performance and Accountability Report, released in December, gave many hope that the claims backlog is heading into the history books. It reports that about 418,000 veterans’ claims await decisions for 125 or more days. That’s about half as many as in previous years.

He said many don’t know that the mother is nearby keeping a watchful eye

WILDLIFE from page 17 “If we can teach people about these animals and how they live in the wild, we can prevent some of these issues,” Martinelli said. “We appear at community events with live, native animals, so people can see these animals and learn about them.” Those are some of the animals whose rehabilitation is limited to protected lives. Martinelli taught high school biology before going to work for the center 20 years ago. “When I walk into a classroom with a great horned owl on my wrist, there’s more I can teach (students),” he said. “It’s a real creature that blinks his eyes and looks at you.” Education, Martinelli said, is why the center opened its door to visitors. Of course, it’s also open to receiving injured animals, everything from songbirds to ea-

gles, possums to deer. The center doesn’t care for domestic animals, such as dogs and cats. “We’ll remain open 365 days a year for patients,” Martinelli said. He said the center, which has about a $250,000 annual budget, gets about 1,500 injured and sick animals a year. Generally it does intakes from 8:30 a.m. to 4:30 p.m. What the center avoids is picking up animals. “We have a couple hundred animals here at any given time,” Martinelli said. “It’s often difficult for us to drop the animals we have here already and run off to rescue an animal. The sparrow that crashed into your window is often well-served by you picking it up, putting it into a shoe box, and driving it here.” The center trains Martin County Animal Control officers to handle some of the more difficult jobs. Visits are free, but Martinelli said the center hopes folks will make donations. In addition to meeting really cool animals, he said there’s nice places to picnic at the center. Visitors have to traverse grass that would be difficult for folks with mobility concerns. The center is at 8626 S.W. STUART — All too often, romance between older adults is played strictly for laughs. The love and romance portion of the program is often missing, sacrificed for a quick, often crude joke. Marshall Karp’s play, “Squabbles,” which will run at the Barn Theatre from Jan. 24-Feb. 9, is something different. That is the view of Michael Feener, the director. “It’s a romantic comedy,” he said. “The beauty of the story is that it focuses on an elderly couple and how they go from fighting like cats and dogs to a loving relationship. It’s quite well-written. A lot of shows don’t really focus on love in the older years. The beauty of this story is that it’s funny, but there’s an underlying love. It’s a unique tale.” The show is about what happens when Jerry and Alice, a young couple, invite Alice’s father, Abe, to live with them. When Jerry’s mother, Mildred, is added to the mix after a house fire, the fur flies. The two in-laws go at it over just about everything. Add a pregnancy and first grandchild on the way, and the stage is set for conflict and comedy. The cast includes Don Matlin as Abe; Colette Schweizer as Mildred; Jeff Stanley as Jerry;

Other fish on the menu always comes from a 100-mile radius, Rhine said. A recommended side with the grouper is the Tropical Sweet Potato made with whipped sweet potatoes, vanilla, butter, brown sugar and pecans. Another great entree is the Scallops Beurre Blanc made with pan-seared diver scallops, which are bigger in size than sea scallops. The scallops are served on sautéed spinach, capers, a lemon buerre blanc sauce and diced tomatoes. The colorful dish is also a visual treat. The restaurant also offers an array of craft beers and an exotic wine list. Two years ago, Palm City Grill began hosting a wine tasting once a month during the seasonal months of October through March. Guests are treated to a five-course dining experience paired with different, international and domestic wines for $60$75 per person, service included, said beverage program director, Jason Daniels. When I first read it, I was told it was a comedy, but it’s really quite romantic. There’s a beautiful relationship that evolves. The Department of Homeland Security’s Federal Emergency Management Agency has issued a preliminary Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report, reflecting proposed flood hazard determinations within Martin County, Florida and Incorporated Areas. These flood hazard determinations may include the addition or modification of Base Flood Elevations (BFEs), base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. Technical information or comments are solicited on the proposed flood hazard determinations shown on the preliminary FIS report and/or FIRM for Martin County, Florida and Incorporated Areas. These flood hazard determinations are the basis for the floodplain management measures that your community is required to either adopt or show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program. However, before these determinations are effective for floodplain management purposes, you will be provided an opportunity to appeal the proposed information. For information on the statutory 90 day period provided for appeals, as well as a complete listing of the communities affected and the locations where copies of the FIRM are available for review, please visit FEMA’s website at http://www. fema.gov/plan/prevent/fhm/bfe, or call the FEMA Map Information eXchange (FMIX) toll free at 1-877-FEMA MAP (1-877-336-2627).
