PALM CITY — All Aboard Florida, (AAF) the embattled company eager to start a passenger service rail line between Miami and Orlando is facing a financial detour. The Florida Development Finance Corporation (FDFC) postponed the sale of $1.75 billion in unsecured bonds that underwriters have been fiercely marketing since the summer of 2015. The FDFC is a state authorized issuer of municipal bonds which provides qualifying projects with, in the case of All Aboard Florida, tax-exempt, low interest, bond financing. According to the Enterprise Florida website, the FDFC “was designed to improve low cost capital availability to Florida’s manufacturers and nonprofit companies that qualify for tax exempt finance under IRS rules.” Though the reasons for the postponement remain unclear, it comes amid a flurry of legal activity on the part of both All Aboard Florida and its opponents. Arguments range from AAF attorneys accusing opposing counsel of conspiracy to improperly influence the sale of the bonds

PALM CITY — Mia Barros, a fearless 6-year-old from Palm City went with her mother and two brothers, on Dec. 29, to Nomad Surf Shop in Boynton Beach to order a new surfboard. The custom-made board is a long-awaited trophy after showing her grit at Lagoon Expressions Session, an event hosted by Citizens for Clean Water (C4CW), Thanksgiving weekend. That Saturday, Nov. 28, the waves off Stuart Beach were choppier than usual, about 6 to 8 feet high, much steeper than Mia had ever ridden. “I was scared, but I was next, so I had to go,” said Mia. Evan Miller, founder of C4CW, said they were worried about the ocean conditions and many of the adult competitors had difficulty with the waves. Mia was one of a

MARTIN COUNTY — The 2016 Martin County Fair & Youth Livestock Show is about five weeks away. The smell of corn dogs and funnel cakes will be wafting in the air come Friday, Feb. 12. But before that will come a meeting about moving the fairgrounds in the future. Some have pointed to Palm City as a great home for the county’s fairgrounds. “Anywhere along the (Southwest Citrus Boulevard) corridor would be great,” Jay Spicer, fair manager, said in a telephone interview. “Anywhere along there is pretty cool. Closer to Palm City would be better.” Although this won’t be a meeting of an appointed or elected board, it’ll be open to the public. “That will be a (Sunshine Law) meeting that any other commissioners can attend, and members of the public can attend,” Commissioner John Haddox said in a telephone interview. Last March Haddox hosted an informal fair-move round-table.

All students are safe and once the fire battalion chief gives the all clear, students will return to class.” Well that is quite a call. My wife and I talk and decide it might be prudent for one of us to get to the school. Chrissy was in Palm City at that time so she went over. Minimal information was given to her at the front desk and we further discussed taking them out of school as a precaution as there was little information still coming from the school. Some parents wanted to go in and have lunch with their child but the school did not allow that. My wife said she would like to take the children from school and she was told no! No children are leaving the school right now. This was the word from the assistant principal. The question then becomes, when are the rights of the School over the right of the parent? Now let’s put this in perspective. If there was an active shooter, then the sheriff becomes involved and they would be able to do what they can to keep the children safe. Safety is the highest priority! This leads to another huge prob-

lem with all schools (that I will be addressing shortly). At the point Chrissy was there the sheriff and fire departments were leaving. Should you as a parent be able to take your child out of school? After speaking with an attorney later in the day the answer to that question is yes. I was told “unless there is a court order that states differently, a parent may come to school at any time and take their child out.” Of course if a parent is abusing the system to cause truancy, that is a different story. What happened at Bessey Creek to spark this fire? It was announced at the school, a faulty belt on a motor was causing smoke to come out of a vent. It took a short time to rectify the problem and the real important part is no one was hurt. Overall, it appears from the eyes of the children, the school did what was supposed to be done. I am happy the children saw it that way. To answer the original question; you the parent trump the school when it comes to your child. Do not let the school bully you. STUART — Just when Denise Castronovo, chief chocolate maker and co-owner of Castronovo’s Chocolate Factory, thought she might catch her breath after a busy holiday season, she has to ramp up for yet another New Year’s celebration. In addition to brisk retail business from the Castronovo Chocolate Factory at 551 S. Colorado Ave. in downtown Stuart, Castronovo recently started getting large orders from a retailer in Hong Kong. “When the Hong Kong buyer

originally ordered some samples, we didn’t realize it was potentially such a large account,” said Castronovo’s husband, Jim, who helps run the business side of the operation. “But then they placed an order, and before it was even filled, they doubled it,” he said. The Hong Kong retailer, which sells chocolate through outlets there and in Beijing, has now placed several large orders that had stretched Castronovo’s production capacity of about 150 pounds a week. Less than half of that was sold through the doors of Castronovo’s

Since Castronovo’s Stuart store opened in the summer of 2013, the problem has never been creating demand, but making enough chocolate to meet demand. “It’s hard to recoup from a busy period,” said Denise Castronovo. “People say, ‘Can’t you make more?’ Yeah, we can, but it takes a week.” With the Chinese New Year approaching on Feb. 8, Castronovo is glad to have added a new, American-made melangeur, or grinder, that will allow the only bean-to-bar chocolate maker in Florida to increase production to 350 pounds a week. Castronovo’s now has five employees after starting with two. A $5,000 grant to Castronovo’s from Martin County’s Business Accelerator Program -- which is sponsored by the Business Development Board and Indian River State College to assist, support and train existing businesses in Martin County – helped pay for the new grinder. Castronovo’s was one of two Martin County businesses to receive the grant after receiving a 2015 Small Business Award for entrepreneurial spirit and contributions to the local economy. The attention and accolades Castronovo’s has received have been more than merely local, however. After much preparation to perfect her recipes in 2014, Castronovo entered some of her bean-to-bar chocolate in the International Chocolate Awards based in London, England. Castronovo’s Rare Cacao Collection – Colombia, Sierra Nevada, Dark Milk – won the Silver award, worldwide. In the 2015 competition, Castronovo did even better: two silver medals, one again for the Sierra Nevada dark and another for their Dominican Republic Dark Milk bar. In yet another worldwide blind tasting organized by the Academy of Chocolate, also in London, Castronovo’s won yet another silver and a bronze award. The silver was for Sierra Nevada dark choc-

olate, while the bronze was for the Sierra Nevada dark milk bar. More recently, the New York Times published on Dec. 29 the results of a blind taste test of 14 bean-to-bar chocolates made in the United States. Castronovo’s Colombia, Sierra Nevada 72 percent bar was ranked third in the New York Times article, with the writer offering this comment: “A first impression of burned sugar and dark bread crust gives way to baked fruit — wild blueberry pie?” “When we first got into the business, I didn’t expect we’d be winning awards so consistently, but it’s wonderful to have that level of recognition repeatedly,” Jim Castronovo said. “One of our goals is to bring American chocolate to the same level of respect as European chocolate. I think we are making good progress.” “There’s no manual on how to do this,” he said, noting that they spent almost three years in research and development before launching the chocolate factory. “It’s not just manufacturing, it’s also sourcing fine-flavor cacao and mastering an artisanal approach.” Though Denise Castronovo had no prior experience making chocolate, her husband said three attributes have led to her success: She has experience as a plant ecologist and holds master’s degrees in both plant ecology and economics, which she “combined into an interest in cocoa as a way to save the rain forests by making them more economically productive,” he said. Her hobby is pottery. Similarly, Jim Castronovo said, “There is something very artisanal about her chocolate-making. It’s not something where you work from a formula or strict recipe.” Third, he said, she has a strong background in restaurants, having worked in them from age 15 all the way through college. In 2015, “we didn’t expect to win again, but Castronovo’s won a gold and a silver in the single-origin micro-batch milk chocolate category of the International Chocolate Awards, plus another special gold medal “given for entries that qualify for the special category criteria.”

All of the top three men’s finalists, Roland, Patrick Kelly, Brent Meinhold, were team riders from Ohana Surf Shop in Stuart. According to the shop’s owner, Jordan Schwartz, the three of them conferred before the ceremony and said that if any of them won he would give the board to Mia. “She touched their hearts for sure,” Schwartz said. Everyone was talking about Mia’s courage the whole event, said Miller. “It was so cool to see Mia take it to the next level, and when Hunter gave his board to her everybody got the chills.” In addition to the surf-off, which drew nearly 75 competitors and more than 1,000 spectators, there were giveaway’s and kids’ activities, as well as a beach clean-up that removed approximately 300 lbs. of trash from Stuart Beach. This was C4CW’s 2nd year hosting the Expression Session. C4CW began as a response to freshwater discharge in the St. Lucie estuary. This dedicated group of surfers brought out over 10,000 supporters for their first demonstration in 2013, called No Flow, and they continue to attract

attention from concerned citizens seeking a communal voice. In August, they will host an expo for several high school students to present ideas for environmental solutions. The hope is that the winners will be able to work with professionals to realize their designs. This March, Ohana Surf Shop will organize their 8th annual Single Fin Showdown, a fundraiser for Brooke Thabit, a Boca Raton teenager who was paralyzed during a diving accident in 2012. Young Mia, ever determined to serve her community and shred the peaks, expects to participate in this event with her father. Mia first decided to try her skills at surfing after watching, her 9-year old brother, Jonas, have so much fun at it. At 4’3” and weighing 67 lbs., this righteous little grom (a young surfer or participant in extreme sports) is a nexus of energy and backbone. Also an avid skateboarder and soccer player, she says she’d like to surf professionally when she’s older. In March, she hopes to be able to show off her new board. She and Nomad owner, Ryan Heavyside, decided on a light 6-foot by 19inch affair with a blue green fade, removable fins, squash tail and rococo ‘60’s style logo called the Ogden.

to lawyers for cities against the project accusing AAF lawyers of making assumptions based on inaccurate information. The postponement also comes at the same time global markets are turning sluggish and commodity prices are dropping. Those indicators typically reflect a struggle to sell municipal bonds. It also seems that AAF may be a hard sell to Wall Street investors who end up buying these bonds. Dan Heckman, of U.S. Bank Wealth Management, told Bloomberg News, “This is a very high-risk project. I would question whether they would get the kind of ridership they may need quickly enough to make it work.” According to the website floridanotallaboard.net, a site launched by local activist KC Ingram-Traylor, Marilyn Cohen, president of Envision Capital Management in California, said, “The fact that they’re trying to offload their risk to investors is very telling. This isn’t something I would recommend for my clients.” Ingram-Traylor has been rallying against the train project since it went public a few years ago and sees the postponement of the bond selling as a tell-tale sign of the project’s financial instability. “It is an indication that the private markets do not have confi-

dence in the viability of this project. This is why I have opposed any taxpayer or government backed funding,” Ingram-Traylor said. That’s exactly what the FDFC does, Ingram- Traylor explained. “The FDFC has mandated that these bonds must be purchased only by institutional investors in a minimum of $100,000 blocks. AAF backs the bonds. These bonds are tax exempt and a form of corporate welfare.” Ingram-Traylor says the train project will not only affect quality of life along the Treasure Coast with increased traffic, noise and other disruptions, but it will likely end up being a tax burden as well. “The government should spend our money wisely and judiciously and not on such a high risk project where I believe the taxpayers will be left holding the bag,” she said. Ingram-Traylor has been candid about her doubts that All Aboard Florida will have the ridership necessary for it to be profitable. “No one believes they’ll have the ridership to fill 32 passenger trains a day.” Editor’s Note: Your Voice News reached out to All Aboard Florida Vice President of Governmental Affairs Rusty Roberts, but calls were not returned by press time.

ways at Witham Field have been closed to takeoffs and landings to make room for runners to support the local Honor Flight hub. The first attempt at hosting a 5K was in 2013 and was done as part of the annual Stuart Air Show events. The results were underwhelming. Organizers figured there are plenty of runners in Martin County who love World War II veterans, and decided that the low turnout was because of burying the run in other airshow events. So in 2015 organizers made the run and dinner dance its own event with a show by the Collings Foundation’s Wings of Freedom Tour. It was a smash. Runners got treated to World War II airplanes taking off and landing on other runways as they sped toward the finishing line. The Wings of Freedom planes are back this year to wow the crowd. They include a B-17 Flying Fortress and a B-24 Liberator. Additionally, the Road to Victory Military Museum, Stuart, will be back with World War II equipment along the course. Davis said about 125 runners showed up last year. Doesn’t sound like many, but last year organizers patched together the mission on the fly. “We planned the event in two months last year,” Davis said. There was room in the hanger at Fairwind Air Charter for 300 to hit the dinner dance. That got filled and then some. Tucker said she did both the run and dinner. She said it’s among her most memorable runs. “It’s more so the party afterwards and (the cause) you’re running for,” Tucker said. The cause is getting World War II veterans to Washington D.C. The time to do that is running short. The Department of Veterans Affairs estimates that America will have almost no World War II veterans by 2020, just four years from now. The Honor Flight Network is

a national program that takes those veterans to see the national World War II Memorial, which opened on the National Mall in 2004. The flights began a year after it was erected. Honor Flight Southeast Florida, called a “hub,” started in 2009. It’s taken nearly 2,000 area veterans to see the memorial. It takes groups twice a year. The flights cost about $80,000, or nearly $1,000 for each veteran taken. Honor Flight figures the veterans paid their ways by serving in World War II, and charges them nothing. The Martin County Firefighters and Paramedics, International Association of Fire Fighters Local 2959, leads what’s been the largest fundraiser for the flights, the annual fill-the-boot campaign. MCM Timing and Results will be on hand to give runners official times, and there will be age-group and overall gender placements with awards. However, Davis said the biggest prize is the fun. “The 5K is a walk or run,” she said. Registration for the run starts at 3 p.m. Runners will take off at 4 p.m. The USO themed dinner party starts at 5 p.m. Events will be at Fairwind, 2525 S.E. About 10 attended, including Spicer. At the round-table discussion, Spicer vigorously advocated for moving the fair to Southwest Citrus Boulevard north of Martin Highway. He noted that since the opening of Veterans Memorial Bridge at the end of Martin Highway has increase access to Palm City from Stuart, Citrus has two advantages: easy access from Interstate 95 and the Ronald Regan Turnpike, along with easy access from Port St. Lucie. Spicer hopes to swell attendance by making Martin’s fair closer to Port St. Lucie’s southern side. A shortcoming of that plan, however, is the county doesn’t own a parcel on Citrus large enough to meet the fair’s biggest hope: at least 120 acres and an expo center that could stay busy with large events, such as trade shows and gradations, throughout the year. The county would have to acquire land on Citrus through purchase or trade to move the fair to it. Haddox broached the upcoming fair-move meeting at the last County Commission meeting of 2015, Dec. 15. Resistance to the idea of relocating the fairgrounds was swift. “There are a lot of residents who love the fairgrounds right where

they are,” Commissioner Sarah Heard said. Heard said she was concerned that Haddox has moved forward with a fair-move proposal without board direction. Last summer, the commission approved $10,000 for a consultant to study moving the fairgrounds. The report should be done by the meeting’s time in mid-January. The fair association has wanted to move and get some breathing room for a long time. The fair is now crammed onto about 12-acres of county-owned land on South Dixie Highway, Stuart. “The fairgrounds is probably one of the smallest in the nation,” Spicer said in a previous interview. “We don’t have the room to do a program right. Our whole fairground is less than half the size of (the St. Lucie County Fair’s) parking lot.” Spicer said the fair and livestock show gets about 70,000 to 75,000 visitors a year. That, he said, could be increased by having a larger property with more parking. Additionally, the fairgrounds are used for numerous events through the year. The fair has a lease with the county that goes to 2026. The county’s motive for moving the fairgrounds is simply dol-

D’Amato said. “We have a lot of repeat customers coming back week after week.” D’Amato — a retired builder and restaurant owner — has been managing green markets for about 12 years. He moved to Tradition in 2009, and has been involved in starting numerous green markets throughout South Florida ever since. In a recent in-person interview, D’Amato recalled that he got the green market calling while living in North Carolina. “I was retired and had to do something with myself,” D’Amato said. “I love food and I love helping people, so I thought about trying the green market business. I’ve been hooked ever since.” One of his budding markets he started in 2013 at the Port St. Lucie Civic Center. According to D’Amato, the market generated a copious amount of interest but due to conflicts at the Civic Center it had to look for greener pastures. Starting on Saturday, Jan. 9, though, D’Amato said he’s bringing the Port St. Lucie Green Market back and is focused on growing it gradually. “We are excited to be going back to Port St. Lucie. We think it will be a super-mega market for us as we are in a great location,” said D’Amato. D’Amato said he loves being in the business of managing green markets. “I love that we get to bring people fresh, organic produce at prices well below what they would find in a larger store,” he said. “Plus, we get to support local merchants and help them grow their businesses.” One vendor who will have a table at both green markets is A Green Life Café & Marketplace. A Green Life is a Jensen Beach market run by Elaine Freedman of Port St. Lucie and her daughter, Alicia Hernandez of Jensen Beach. “We have been very successful at the Palm City Green Market, said Freedman. “We have good sales and promoted our business to

numerous customers.” They have had a set-up at the Palm City Green Market since its opening week, selling mainly jars of raw local honey and Amish jams, according to Freedman. On Jan. 9, Freedman will be doubling up on the green market craze and in addition to her running a fruitful table in Palm City, her daughter will be offering goodies at the new market. “Our customers love the local honey,” said Hernandez. We are keeping them stocked in honey — one jar at a time.” D’Amato said in a statement that he and his vendors “thank the loyal residents who participate in … [a gathering] that encourages, supports and promotes the entrepreneurial efforts of local farmers, bakers, crafters, artisans and independent small-scale local vendors.” According to an October 2015 article in South Florida Food & Wine.com, “Farmers Markets are sprouting up all over South Florida. “Local and organic fruits and vegetables are plentiful as well as many artisan products are available such as baked goods and breads, jellies, cheeses, eggs, flowers and plants. “Every market is different yet they all continue to grow and expand weekly both with vendors and visitors. “The growth and popularity of farmers markets in South Florida is at an all-time high and has a very promising future.” The Palm City Green Market runs from 9 a.m. to 2 p.m., and is located at Immanuel Lutheran Church at 2655 S.W. Farce mixes seniors and sex

STUART – Michael and Susan Parker are the king and queen of farce. The husband-andwife team, he a Brit and she an American, bring a nice mix of humor, or, in the Brit way, humour, to all of their work. The Barn Theatre will present their play, “Sex Please, We’re Sixty,” Jan. 22-Feb. 7. The show tells the story of Mrs. Stancliffe and her bed-andbreakfast. Her guests, nearly all women, return year after year, and her neighbor, Bud “Bud the Stud” Davis, believes they come to spend quality romantic time with him. The other neighbor, a chemist, has developed a “little blue pill” for women. There are misunderstandings, pill mix-ups and general mayhem. H.G. Brown is directing the show. The Port St. Lucie resident, who directed “Bus Stop” last season, spoke recently about the fun and challenges of directing a farce. “It’s different from anything I’ve done,” he said. “It’s a nice change-of-pace. I looked at the synopsis and it looked funny so I got the script. It’s outrageous and funny.”

Brown said the script contains many elements of burlesque in the true sense of the term. “There are two men, one, the baggy pants comedian and the other the straight man,” he said. “There are four lovely ladies of a certain age. It has a loose, rowdy, raucous feeling. It’s crazy, sexy and it features older people. It’s wonderful to see them romp and act this way.” Brown said he’s done more cerebral, sedate comedy, like Shaw, but this is different. “This is farce, a wonderful mix of English farce, which is a bit brittle, as far as characters, and American comedy, where the characters have a warmer, softer focus. There’s a lot of warmth and charm underneath the comic story. It’s a nice balance between the two. It’s just a lot of fun.” The cast includes veteran actors Tony Richards, Mike Tenzyk, Greta Goldstein and Jennifer Sade and newcomers Meredith Osborn and Susan Haase Carnasiotis. Chris Mazzella is the producer and Donna Wyse the stage manager. “It’s a lot of fun rehearsing, “Brown said. “There’s a lot of give-and-take. I’m enjoying it immensely. I’m open to suggestions. It’s collaborative. We’ll try

MARTIN COUNTY — The satirical troupe, the Capitol Steps, began in 1981 when a group of Senate staffers put together a series of skits and parodies for Sen. Charles Percy’s Christmas party. More than 30 years later, the group has skewered Democrats and Republicans alike in song. One of their recordings, “How to Succeed in Congress without Really Lying,” should be required listening for all members of that esteemed body. Elaina Newport is a founding member of the troupe. She and I are both lovers of all things political and fancy ourselves pundits. We still talk about our prediction for the 2008 epic race between Hillary Clinton and Rudy Giuliani that didn’t happen. The Capitol Steps return to the Lyric Theatre Jan. 25 for two shows. Undaunted by past predictions, we spoke again recently about the upcoming presidential

She also noted that women in the troupe really want a woman to be the nominee, so they can finally play someone running for president. Towards the end of the conversation, it was time to make fearless predictions. While we both agreed that Hillary Clinton seemed likely to be the Democratic nominee, we were stumped about the Republican. We did not predict Donald Trump. He had ‘threatened’ to run before, and we thought when he did announce, he’d do it for one or two weeks and then say, ‘I don’t like having to answer questions. Only losers would question this.’ We do a song, ‘Shut Up and Vote for Me.’ We have him apologize for some of the things he’s said. He says, ‘Some Mexicans are nice, like the ones who mow my hair.’” Newport said that she thought Trump’s comments about John McCain would have ended his bid. “The day he said that, I thought, ‘He’ll never survive that.’ It may be that we’re getting past political correctness. That’s good for comedians.” Trump has been having a bromance with Vladimir Putin, and Newport said that the Russian leader appears shirtless. “It might be worth the price of admission,” she said. Newport said they promise to get in at least 12 of the Republi-
