PALM CITY — After 19 months and three pre-application meetings with the county, Costco is moving forward with plans to build a nearly 153,000-squarefoot store nestled around the intersection of Martin Highway and High Meadow Avenue. “They have now submitted the formal (development) application,” Nicki van Vonno, Martin County’s growth management department manager, said. “We received it on Oct. 19th.” The application outlines plans for a store and gas station with 653 parking spots on a 28-acre parcel. “It’s now been distributed to all the (county) departments for review,” van Vonno said. County departments make comments, but don’t have the power to deny an application. The company will have an opportunity to consider the comments and make amendments to the application. Supporters and opponents aren’t waiting. They are making comments before county departments finish their reviews and send the application to the Local Planning Agency, for its first public hearing. Commission reviews septic-to-sewer plan Patrick McCallister STAFF WRITER

MARTIN COUNTY — Palm City tops the list of places that need septic tanks removed according to a report recently delivered to the Martin County Commission. The commission will discuss the report at its next regularly-scheduled meeting, Nov. 3, and consider how to proceed with converting septic-using homes to county sewer services. Commissioner John Haddox said it’s clear that Martin County needs to phase out septic tanks along the St. Lucie River’s western shore in Old Palm City. But— “We need a fair plan to get it done,” he said. The report lists about 20 locations within the county’s urban-services area that have septic tanks with a ranking of importance for replacing them with municipal sewer. Old Palm City, by far, topped the list, followed by Golden Gate, Stuart. Palm City has almost 1,100 septic tanks to remove, according to the report done by Public Resources Management Group. The Florida Department of
Health in Martin County frequently posts health warnings at Charlie Leighton Park, by the Palm City Bridge, about elevated levels of fecal-borne bacteria in the water. Deborah Drum, the county’s ecosystem management director, said there are several factors contributing to poor water quality in the St. Lucie alongside Palm City. “Old Palm City has a lot of issues,” she said. “Some are related to septic. Some are related to flooding. Some are related to storm-water quality.” Extending existing water and sewer throughout the Old Palm City area will cost about $14 million. There’s already a line running along parts of Southwest Mapp Road and Southwest Martin Downs Boulevard. John Polley, the county’s utilities director, said the cost of the conversion to property owners — with a state loan program — is about $11,750 over 20 years. The payments would likely be attached to property taxes. After the commission discusses the report it will have to decide policies. After that would come the work of figuring out how to build a system.

John Haddox “Palm City we’re starting from scratch,” Polley said. “We’ve got about six months of survey work and 12 to 18 months of design work.” In other words, if the commission gave all green lights at its upcoming meeting, Palm City couldn’t have extended sewer service until at least about the middle of 2018. Polley said the benefit is reducing about 14 pounds of nitrogen per septic tank a year. Some of the nitrogen makes its way to the St. Lucie River. Haddox said it’s important to deal with that nitrogen, but it’s

also important to come up with a way to do it without onerous mandates on property owners. “I am aware in Palm City that people routinely have to put in new septics and drain fields,” he said. “I don’t think it is at all fair to tell somebody who put in a $10,000, $20,000 system that, ‘Guess what, we’re going to charge you $12,000.’” He said the county could come up with a timed plan, such as giving homeowners 20 years from the date a sewer system is available to discontinue using septic tanks. Polley said many will be motivated to make the change quickly with or without a county mandate. “It’s going to affect their ability of what they can do with their properties,” Polley said. He pointed to Seagate Harbor in Palm City as an example. He said property values increased in the community as sewer made larger construction feasible. “Some people tore (homes) down and built larger ones,” he said. MARTIN COUNTY — Hobe Sound businesswoman Darlene Fuggetta is running for the County Commission’s District 3 seat. “We are being taxed, fee-ed and permitted to death in this county,” she said in a telephone interview. Anne Scott is the District 3, Hobe Sound, incumbent. At press time Fuggetta is the only candidate who’s announced a candidacy for the seat. The county’s District 1 race has three announced candidates: incumbent Doug Smith, and challengers Henry Copeland and Jacqui Thurlow-Lippisch. Although Palm City voters are in District 5, they help decide all the commission’s races. While candidates must reside in their districts, the commission elections are countywide. Incumbent John Haddox is the only candidate who’s announced a candidacy for District 5. Fuggetta said the county’s infamous maintenance backlog

The last resort would be reaching into our pockets.” Darlene Fuggetta motivated her to run for office. “I woke up one morning and found out we have a $268 million deficit and I said, ‘Huh?,’” she said. The County Commission has wrestled with the growing maintenance backlog for a couple years. In 2014 it put a proposed 1 cent local-option sales tax to voters to raise about $85 million to put toward it. Voters rejected it by less than 100 votes out of almost 65,000 cast. The county is looking at other options to raise revenue, including instituting a 30-year franchise fee through Florida Power & Light. Fuggetta said she opposed that proposal. “I don’t want to see a tax that’s
Darlene Fuggetta going to last longer than I am,” the 57-year-old said. She added: “There is a multiple of things that can be done. I don’t think this county is looking at anything other than how can we tax more.” However, Fuggetta said she’s not opposed to creating new fees, or raising taxes, if needed. “My issue is let’s look at other things first,” she said. “The last resort would be reaching into our pockets.” Among things Fuggetta would like to see is more business in Martin County.
“I’m a small business owner,” she said. “Yeah, we do need more small business. I don’t really want to support some megalopolis huge business. But, small business, we need to streamline permitting. We need to make it easier.” However, Fuggetta said that growth must be carefully managed. “If we had more of a tax base, it would help,” she said. “That’s not to say I want to build out Martin County. I live in Hobe Sound. I like the way of life in Martin County.” Fuggetta moved to the area in 1996. Her husband, Vincent, and she have a pool-cover business with 11 workers. She’s the Republican Party of Florida State Committeewoman for Martin County, which is an elected position. She’s seeking to qualify by petition. STUART — Lee Greenwood never expected “God Bless the USA” to become a national institution. “I wrote it to be timeless,” he said, “There have been great songs about American history like the national anthem, that was written to celebrate our sovereignty. ‘USA’ was not intended to be a military anthem nor was it intended to overshadow my career.” Greenwood was touring 300 days a year and under contract to produce several albums a year. “I was working hard to be artistic,” he said. “It was one of six songs for the first three albums. I was surprised Universal asked for it to be a single and that it became Country Song of the Year. It’s not a country song. It’s a song for the country.” Greenwood, who will appear at the Lyric theatre Nov. 12 for two shows, spoke recently by phone about his enduring career. The musician began playing the piano at age 7 and the saxophone at age 12. He plays the latter instrument in his CD, “I Want to Be in Your World.” It is a return to his roots. “The three songs I wrote are each a little more country,” he said. “It exposes my R&B roots. There’s a pop standard album in the can that is a little taste of where I come from. There are dif-

We did it with our own kids. Parents may not have the time but grandparents do. It’s timely to teach kids about patriotism. Most schools don’t tell what it is to be a patriot. You can be a patriot without being a soldier.” Greenwood looks forward to returning to the Lyric. “It’s pretty cool coming here,” he said. “I really like the size of the venue. We can be intimate with

MARTIN COUNTY — Lynne Barletta, founder and president of Visionary School of Arts (VSOA) in Stuart, will be enjoying a unique artistic and philanthropic opportunity over the next several weeks. She has been asked to participate in a 12-day fundraising event in Singapore to benefit DaySpring, an outreach program to help abused young girls. “It is a refuge home for abused girls in Singapore,” said Barletta. Artist Hilton Alves will be painting a three-story building mural live throughout the 12 day event at Beach Station during the event. “Beach Station is located in Sentosa Beach Singapore, which is like the equivalent to the entrance to Disney World in the heart of the city. PALM CITY — Commissioner John Haddox said there’s a lot happening in Martin County that affects parts west of the St. Lucie River. On Wednesday, Nov. 4, he hopes to hear what folks think. Haddox is hosting a Town Hall at the Peter & Julie Cummings Library, starting at 6 p.m. “I like to start meetings off with asking people what their priorities are for the County Commission,” he said. The meeting comes a day after the commission considers a report about expanding sewer throughout the county’s urban service areas. Old Palm City tops the report’s target areas for making the conversion from septic tanks to municipal sewer. John Polley, the county’s utilities director, said the cost of the conversion to property owners — with a state loan program — is about $11,750 over 20 years. “One of the things I’m looking for in a plan moving forward is addressing residents who recently put in a septic system,” Haddox said. “How are we going to treat them?” Also affecting Old Palm City is changes the County Commission is making to the Community Redevelopment Agency and its seven redevelopment areas, including one stretching along Southwest Mapp Road between Martin Downs and All American boulevards. “I hope (community redevelopment areas) do come up,” Haddox said. “I hope they will. I look forward to addressing that.” Haddox supported moving forward with a proposed CRA project that was to start the Mapp Road Town Center Design, a 12-year-old new-urbanism plan to make Mapp more downtown-like. However, three members of the commission voted the project down. Haddox said another subject he’s expecting is Costco. Fort Lauderdale’s Thomas Engineering Group met with county staff last year regarding a proposed Costco in Palm City. As of press time the retailer has filed

Another persistent issue is the county’s about $260 million to $270 million infrastructure backlog. Another is a recent 3-2 County Commission vote to raise the property tax rate. Haddox opposed the tax hike. “One of the issues that will most likely come up is All Aboard Florida,” Haddox said. Palm City has been a hotbed of opposition to the proposed high-speed passenger train that would run 32 trips a day between Orlando and Miami. It would cut a swath through Martin County that has many in the marine industry worried. The train would result in frequent closures of the train bridge by the Roosevelt Bridge, Federal Highway, in Stuart, restricting Palm City boaters’ access to the Indian River and Atlantic. That was four days after Costco filed the application. “I’ve read every email that’s come in so far,” Haddox said. “I can say it appears as though the two main comments are the traffic and the traffic in regard to the proximity of Hidden Oaks Middle School.” After the Local Planning Agency has a public hearing and makes its recommendation, the application will go to the County Commission in a quasi-judicial review. Commissioners can’t express opinions for or against the development application before hearing evidence presented at that hearing. That could be as early as the first quarter of 2016. Haddox said while most emailers have opposed Costco, some have emailed supportive statements. The first mention of Costco in Palm City was a pre-application meeting between Fort Lauderdale’s Thomas Engineering Group and county staff on March 6 last year. The proposal generated a lot of discussion, but it died down over time. Van Vonno said there are no land-use or zoning issues on the parcel facing Costco. “It’s got a limited industrial landuse designation,” she said. “This is a permitted use in that zoning

The closest Costco to Palm City is in Lake Park, 3250 Northlake Blvd. It’s about 27 miles from Palm City. Costco has been a member of the Palm City Chamber of Commerce for about 20 years. According to news reports, Costco is the second or third largest retailer — depending on how customers, sales and assets are tallied — in the U.S. An unidentified representative at its Issaquah, Wash., home office previously referred Your Voice News & Views to its web site for information. “We don’t have a media department, and our policy is not to comment on specific markets,” she said. Construction Group of Florida held the Little Black Dress event for Friends in Pink Oct. 15 at the Martin Downs Golf Club in Palm City. Cocktails and hors d’oeuvres were served along with jazz music, cash bar, door prizes and complimentary champagne. Over 200 guests attended the event to support breast cancer awareness. Cheryl Caldwell, president of Friends in Pink, spoke about the need for support in the community. According to the Journal of the National Cancer Institute, uninsured patients with breast cancer have a 30 percent to 50percent greater chance of dying than patients with private insurance coverage. at Witham Field as part of the program, Cleared for Takeoff, Stuart Jet Center made an initial donation of more than $7,000 to J.D. Parker to establish an aviation learning lab at the school. And the Jet Center is planning additional support for the program. Parker expand its curriculum and improve upon its school rating. TREASURE COAST –With Halloween days away, folks become interested in the supernatural or the paranormal and the coast is surprisingly famous for its haunts and stories. If the myths are true — there’s a lot scarier things out there than the witches, ghosts and goblins that show up trick or treating at your door. “The Devil’s Tree” resides in Port St. Lucie on canal C-24 in Oak Hammock Park. The legend goes that in the 1970’s, not long ago but before the land became a park, two young girls were found hanging from the aged tree. The serial killer was said to be Gerard John Schaefer and ex-police officer. Eventually, they were buried beneath the tree and remained there until 1977 when two fishermen discovered them. Some say they’ve seen the ghostly figures of two young women appear.

Then there is Vince “Trapper” Nelson, who sold furs for a living. He was supposedly a loner who was a bit eccentric. He would swing out over the river on a rope to scare tour boat parties. Well, at least according to his ghost, someone else got the last scare. Although his death in 1968 from a gunshot wound to the head was declared a suicide, some people say he has appeared and disputed that, saying he was murdered. But, at the Boston House in Fort Pierce, where reportedly a woman hanged herself, her apparition doesn’t dispute that. She just appears from time to time, according to www.realhaunts.com. Some of the ghosts are less malevolent. One ghost at Indian River State College may just want to enjoy the entertainment. Typically, he hangs out at the theater building and sometimes waives to people who attend performances. Whether he eats popcorn or claps during performances is unknown.

But apparently his home is actually in the broom closet. His favorite color appears to be blue. It’s a “Night at the Museum” in Stuart’s, Elliot Museum where ghosts appear to come from items featured in the museum. Haunts are said to reside in this 1961 building, erected by Harmon P. Elliott to honor his late father, inventor Sterling Elliott. So maybe the Elliott Museum provided the idea for “Night at the Museum,” where the character portrayed by Ben Stiller discovered that the exhibits come to life. At the House of Refuge Museum, which used to provide lodging for shipwrecked passengers, reports the sightings of those past who lived on the property, including Ais Indian tribesman. There’s even a guided tour that may let you experience some ghostly activity. Patrick and Tricia Mesmer started the Port Salerno Ghost Tours. There is a legend about the Ashley Gang, a group of robbers from the 1920s buried near Port Salerno. The area has a colorful past according to the tours with the likes of pirates, hermits and ship captains, Mesmer said; they always register some paranormal activity on a special meter. She added, sometimes they see unexplained lights or even full-bodied apparitions and people also feel sensations, such as being touched. The cost is $15 for adults and $10 for children and the tour runs for about three quarters of a mile of a mile. For more information, call (772) 223-5482. Halloween has its own ghostly
history, it’s also called All Hallow’s Eve and All Saint’s Eve, according to internet sources. It is celebrated on Oct. 31 and begins the three-day celebration of Allhallowtide. The time of the year that is dedicated to remembering the dead, including saints, martyrs and faithful departed believers. One feature of Halloween is Jack-o’-lanterns, which are supposed to frighten evil spirits. Wikipedia says that supposedly the Jack-o’-lantern represents a man named Jack, who is denied entry into both heaven and hell. The legend goes that Satan threw a coal at Jack, who places it into a hollowed-out turnip to provide warmth on a cold night. For a traditional Halloween event, as opposed to hunting for the real phantoms, the Fall Fun Fest will be held at Village Square at the Port St. Lucie Civic Center on Friday, Oct. 30, through Sunday, Nov. 1. There will be a costume contest on Oct. 31 from 5 p.m. to 7 p.m. There will be trick or treating the same evening inside the Civic Center. Other features of the event include carnival food and rides. In Martin County, Unity of Stuart will have Trunk or Treat from 2 p.m. to 4 p.m. on Oct. 31 at 211 Central Parkway, Stuart. The Martin County Sheriff’s Office will have a Trunk or Treat event from 5 p.m. to 9 p.m. and costumed members of the Trinity United Methodist Church will hand out candy from 6 p.m. to 8 p.m. at 2221 N.E. Jay Spicer Another interesting factoid is Parking Fees... Many people complain about event parking fees. Nobody likes to pay to park...anywhere. Many look at it as a quick buck for the event, and usually that is right. But here at the Martin County Fair, you can sleep at night knowing that your $3 parking fee was well worth it. First, the fairgrounds has no parking spaces that belong to the property. We have to pay to use grass across the street and pay to provide lighting for your safety and convenience. Second, two thirds of the money goes to the group that is assisting you with getting you into a space. But what you don’t know is, that those groups bring in the money they raised at the parking lots, and spend it at the Market Auction on the last night of the fair. They buy the 4-H kids market animals. The money goes to the 4-H participants scholarship fund. Then the animal is processed, and when it comes back, the meat is donated to the House of Hope and the Treasure Coast Food bank. ello Fairgoers! Welcome to my weekly FAIR FACTS! Column, where I will answer some “Did You Know” questions, dispel Myths, and share all the excitement that happens here that you may want to be involved with. A quick history — There is nothing more American than the County Fair. And the roots go back a long long way. The Martin County Fair began 57 years ago, founded primarily by Levi Johnson, the Martin County Extension Agent at the time. Levi, along with Pat DeMinico, Jim Foster, and Ed Higbee (our founding 4) got together and asked the county for permission to turn an old midget car racetrack into the county fairgrounds. At that time there was nothing around the property so it was the perfect spot. They added the fair offices onto the side of the existing Martin County Extension offices on Dixie Highway and have been here ever since. Today’s myth buster: The fair is not a county run entity. The Martin County Fair is a 501(c) 3 nonprofit operation run by the Martin County Fair Association. We lease the fairgrounds dirt from the county, and we built the buildings and maintain the property exclusively. We receive support from the county but no county funding. Revenues from our annual fair cover the working expenses to maintain the property for the year. The Martin County Fair Association is a community partner providing affordable family fun with a mission to: 1. Promote Agriculture to youth and encourage agricultural careers. 2. Educate the public about agricultural issues. 3. To support those who support our community. The fair is currently partnered in supporting (25) local charities, (34) 4-H clubs, the Sheriff’s Department, the Fire Department, our local high schools, and many others who need our space.

It’s very refreshing to see how we treat the standards with new arrangements and some songs they’ve never heard.” While Greenwood is a songwriter, he enjoys the process of finding great songs to sing. “I look for a couple of things,” he said. “Does it keep my interest in the first four or five bars? Is it musically put together? Is it listenable? Does it give me chills up my back? Do I remember the chorus and does it finish big? Does it have a payoff that you’ll remember and make you feel engaged? I am very lucky to have people around me who love great songs.”

Greenwood said that having good people around him makes the decisions easier. He gives the example of the Beatles when they were just John, Paul and George, before Ringo joined them. “Paul McCartney said they’d get together and the three of them would put a song together, if one didn’t like it, it was out. I don’t want to repeat things; I like to re-invent the wheel. In the first albums, there were six or seven ballads, I told the producer we need to move away from the formula. It’s not just about selling records; it’s about building my career.” Greenwood cites several younger performers whose work he admires, including singer Carrie Underwood and Justin Timberlake.
“I love his style,” Greenwood said. “He’s a little bit of everybody. His parents and us (the band) are good friends. You’ve got to admire a guy like that who’s talented from his feet to his head. He understands the mood of the audience.” The musician has a long association with groups that help veterans. He met his wife, Kimberly, on a USO tour in 1989. “I guess I recognized their commitment and sacrifice,” he said of his involvement. “I started working with the USO as a teen. When I moved to Nashville, I started doing USO tours again. It’s something I feel I needed to do. Now I work with a wonderful organization called Helping a Hero. They build homes at a rapid pace for the se-
riously wounded who need a new start in life.” Greenwood said his family is an important part of what he does. “My wife is a former Miss Tennessee who runs three pageants for Miss USA,” he said, “She’s my divine light. My older son, Dalton, is at Washington and Lee and is majoring in biochemistry. My younger son Parker is 17 and is an actor, musician and on the honor role. He will pursue his own style.” He sounds a lot like his old man.

STUART – Did you hear the one about the Jew, the old Jew and the Guy from Jersey? No, it’s not a joke, but it is funny. It’s an evening billed as “clean stand-up comedy,” and comics Bruce Smirnoff, Freddie Roman and Jeff Norris will supply the laughs at the Lyric Theatre Nov. 13. The three performances have almost a century of combined comedy experience. Roman is a legendary Borscht Belt comic who branched into acting and is Dean Emeritus of the New York Friars Club. Smirnoff has worked in comedy for several decades and has written a critically acclaimed one-man show. Norris, who does many voices, has appeared in New York and Las Vegas and as a headliner on cruises. Roman spoke by phone from his home in New Jersey about a career that has spanned more than 50 years. Roman began his career as a teen in the Catskill Mountains, where family owned a hotel. It was a time and place where
many Jewish comedians began their careers. “There was a lot of anti-Semitism in America,” he said. The Catskills were a wonderful place for us to be accepted. The stand-up comedy world started in the Catskills and so many went on to other things.” Roman had the opportunity to watch Milton Berle, Buddy Hackett and others at work. “For a kid that wanted to become a comedian, I just fell in love,” he said. “I patterned myself after Alan King, doing monologues about reality. On my nights off, I’d go to another hotel to see someone else work. If you were a guest at a hotel there was a different show every night at no charge. If you were a comedian on the 5th night of the week, they’d seen four others — you’d better be funny or they’d walk out.” Roman went to NYU because his mother wanted him to have a fallback plan if show business didn’t work out. He planned to be a teacher of dramatic arts. “My acting partner was Lou Gossett Jr., who went on to win an Academy Award,” he said. “I was working at Kutcher’s (Hotel) on Wednesday nights.” Roman went on to celebrate the

COMEDY from page 27 “We all perform separately,” he said. “I host the show and come back and close it. It’s similar to ‘Catskills on Broadway’ and it works very well. It’s for people 20 to deceased.” Roman has appeared in Stuart several times. In fact, he and his wife live in Boynton Beach for five months out of the year. He even asked if the same ice cream parlor was there and I assured him it is. “It’s always fun to be in Stuart,” he said. “I love John Loesser for keeping that theater going.” Roman said there have been changes in how comedians make names for themselves. “In the last 20 years, there has been an amazing explosion,” he said. “Once the Catskills weakened, they were replaced by

Comedy Clubs. Jerry Seinfeld and Paul Reiser and all of that era had to be somewhere to be bad before (they) could be good. “The most interesting thing is the explosion of women. In stand-up then, you just had Totie Fields, Joan Rivers and Lily Tomlin. Totie Fields was responsible for a lot of my success. She got me my first job in Las Vegas. Someone told her they were looking for an opener for (dancer) Juliet Prowse. She said, ‘Give him $1,500 and a room.’ She got me the job and then I got Steve and Eydie (Steve Lawrence and Eydie Gormé, American pop vocal duet, said Roman. “I had 14 wonderful years at Caesar’s Palace. I had a wonderful run.” Roman served as president of the Friars Club for many years. The organization is known for its roasts and for money it raises for charitable ventures and
scholarships. He recently took on the title Emeritus because he’s in Florida so much. The comic said that a new generation of friars is emerging. “Jimmy Fallon joined and brought 16 of his writers as members,” Roman said. “It’s becoming a new blood thing. We do a roast every year. We had one recently. The Friars invented the roast form. We’re doing different people. We did Quentin Tarantino and it was a hell of a roast. We have a deal with ESPN to do a sports roast before the Super Bowl. We’re cooking.” Or is that roasting? The Lyric Theatre, 59 S.W. PALM CITY — Palm City Art Associates is presenting award winning artist Eduardo Santiago who will demonstrate “The Art of Drawing Portraits in Charcoal”. He has painted commissioned portraits for the past twenty-five years and has been actively teaching drawing and painting, most recently at the Elliott Museum on Hutchinson Island and at the Artist’s Nook studio in Stuart.
