PALM CITY — There used to be a Town of Palm City with a mayor, commission, town hall, town marshal and all the other municipal trimmings of the day. Some folks want to bring it all back. “There’s definitely discussion about incorporating Palm City, yes, there is,” Niki Norton, president of the Palm City Chamber of Commerce, said. She said the chamber has had some initial meetings and is doing research to investigate incorporation. Some political heavy-hitters are already on board. “If they incorporate, I would gladly vol-

MARTIN COUNTY — The County Commission wants to keep its zoning power from going up in smoke, even though medi-
cal marijuana is not in the bag. At its regular meeting, Oct. 21, the commission approved amendments to existing zoning ordinances to treat medical-marijuana dispensaries as pain-management clinics for land-use and zoning purposes.
“If (Amendment 2) passes, the next step will be for the state legislature to write rules,” Commissioner John Haddox said in a telephone interview after the meeting. “In the interim, I hope our ordinance would protect us from dispensaries popping up.”
In November, Treasure Coast voters will join others throughout Florida in approving or declining Amendment 2, the Florida Right to Medical Marijuana Initiative. What voters will see on their

PALM CITY — Some people discover their passion and their goal in life early. For Jeffrey Shearer, co-founder and director of Tykes & Teens in Palm City, his interest in helping children began when he was still a child. “We lived in Virginia in the 1970s and my mother worked for Child Protective Services with kids who were in abusive situations,” he said. “I found it to be interesting and was influenced by it. I was intuitive and inquisitive and was drawn to asking questions.” The family moved to Martin County and Shearer went to middle school here. His mother, Jeanne Ralicki, worked for a child protection team. Shearer was a peer counselor at Martin County High School, and when he left for Florida State, he majored in psychology. While he was getting his master’s in social work, he worked for several years at a residential facility for emotionally disturbed children. “All had a trauma history,”
Shearer said. “I continued to feel curiosity and passion. I moved back to Stuart in 1992, when I got my master’s and I worked at New Horizons for 2 ½ years. They dealt with the whole spectrum and I wanted to work with children. I was going to go into private practice.” His mother was approached about starting services for abused children, but she was not interested at that stage in her career. With her help, her son took up the challenge. “I was young and new to the field,” Shearer said. “We incorporated and applied for 501 (c)(3) status and a Medicaid number. It took about nine months. We got our first contract, with Hibiscus, in 1996. We provided mental health services to inpatients. In 1997, we began providing outpatient series on a sliding scale. My philosophy is that I’m collaborative. I want to work with people who have resources available. Working together is more beneficial for families.” For Shearer, networking with established organizations enabled them to help more youngsters and families. “We were brand new,” he said.

Jeffrey Shearer “We had no name recognition, but we were providing services to children in the shelter. We interconnected with the schools and Boys & Girls Clubs. We’ve never had a waiting list in Martin County and the sliding scale starts at $3. People who can’t affords services deserve high quality services. We require the staff to
be licensed or registered with the state to become licensed.” Shearer was recently named the 2014 Health care Champion in the Non-Physician’s Excellence of Care category. He was recognized in May as Florida’s Outstanding Victim Advocate and Tykes & Teens won a statewide Psychologically Healthy Workplace Award. The recognition, Shearer said, helps children and families. “We have low turnover,” he said. “Seventy-five percent of our staff is licensed, which is unusual. We work extremely hard to deal with burnout. There is internal training and we make them feel valued. There is a benefit (to continuity). There are developmental issues related to trauma that may come back three or four years later. For a 4- or 5-year-old, it’s just abuse. When they’re 12, as they reflect back on the trauma, they are often able to come back to the same therapist who knew the story. We value the need for clients to have that, so we work hard to enable staff to stay. “What makes us different is that we understand it from a systems

unteer to be their city administrator,” County Commissioner John Haddox said. But incorporating will have a long road to travel, warned former DeBary Mayor Bob Garcia. That 20,000-resident city on the St. Johns River formed as 1994 was launching. Garcia was among the most visible advocates for incorporation. He said discontent with Volusia County seeming to spend too much of its tax revenue on Daytona Beach drove that incorporation movement. “Are you getting the (tax) money back?” he said. “That was key and important.” The Town of Palm City was founded in 1921. The Florida Legislature abolished it in 1937, and the Palm City joined Martin County, which formed in 1925. It’s been in unincorporated Martin County ever since. Norton said that a growing number of people in Palm City are discontented and considering incorporation for numerous reasons. “I think the driver is the current commission,” she said. “The constant lawsuits.” The 2012 elections changed the commission’s course on the
Martin County Comprehensive Growth Management Plan and some other things. Two of its five seats went to candidates who campaigned on restoring the Comprehensive Growth Management Plan, commonly called the “comp plan,” closer to its original language when adopted in 1990. They joined sitting commissioners Sarah Heard, Port Salerno — who recently won a universal primary challenge — and Ed Fielding, Stuart, who’s in a re-election battle against challenger Ron Rose. When the new commission majority was seated in late 2012, comp plan amendments cranked up, and lawsuits by property owners followed. Haddox — who campaigned on restoring the comp plan — has been a swing vote on proposed comp plan amendments that tighten landuse regulations, and he’s favored broader opportunities for variances. “In general, people are scared about the land-use changes,” Norton said. “The driver is not having their property rights taken away from them.” Garcia said serious talk about incorporating DeBary started in

PALM CITY — There was once a quiet little unincorporated town on Volusia County’s southwestern border. It was called DeBary. It had the St. Johns River flowing to its south and west and a bridge leading to Sanford, where a lot of folks did much of their shopping. From time to time folks got angry at the County Council for seeming to neglect them. They would say, “We oughta incorporate.” Most sorta smiled back and said, “Yep.” It seemed only natural to talk incorporation. DeBary had some commercial areas, some residential areas, and churches and sports teams with “DeBary” in their names. DeBary was a community with its own history and identity. In 1989 a few business and community leaders got together at the local chamber of commerce and

decided that they were going to finally see the town take its next logical step and become a municipality. A fella named Bob Garcia was right there in the middle of them. “We looked and said, ‘We’re paying so much to the county and we believe we can do a better job,’” he said. It took a couple years for the group to do their homework and pitch others into seeing incorporation as more than a passing wish. “I held a lot of community meetings with the citizens to see what their concerns were in being incorporated,” Garcia said. But, he said, by 1991 the critical mass was there. Talk about the city of DeBary was no longer a fringe thing among a few agitators. It was a mainstream political movement, at least around town. There was still a Volusia County Council and state legislative delegation to convince. Ultimately, incorporation advocates needed a yes from Tallahassee to incorporate, and they weren’t

likely to get that if the County Council opposed it. But the political stars aligned in their favor during the 1993 state legislative session. The legislature gave DeBary residents the power to vote for incorporation in September that year. They did. Overwhelmingly. That little unincorporated town became the city of DeBary, the River City, on Dec. 31, 1993. Garcia went on to be mayor of the new city for six years, and everyone lived happily ever after. Well, OK, actually everybody started heading to the DeBary City Council meetings to complain about everything from wanting roads paved and flooding to too much growth. So, is Palm City heading the same way? Can it regain what it lost in 1937 — incorporation? Garcia said the proposed city of DeBary advocates had an ace in the hole to play against skeptics; namely a large power plant on

1989 and it took advocates about two years to get hard traction among townsfolk. “I held a lot of community meetings with the citizens to see what their concerns were in being incorporated,” he said. He said a huge issue was what people considered to be DeBary’s boundaries. Looking west and south, it was easy: the St. Johns River. Looking east and north was more complicated. The community of Deltona, just east of DeBary, was also musing about incorporation, and the city of Orange City already existed north. Most saw Interstate 4 to be the natural division between DeBary and Deltona. Things were more complicated about drawing a northern boundary. Haddox said Palm City doesn’t have the same boundary conundrum, since there are no other identifiable communities south or west of it for miles. “I’d take halfway out to Indiantown for starters,” he said. “I’d take a hell of a chunk. One third of the population of Martin County would be in it.” Most, Haddox said, would probably see the natural boundaries of Palm City being the St. Lucie
www.YourVoiceWeekly.com River to the east, the county line to the north, Interstate 95 to the west, and the C 44 canal to the south. That’s roughly the boundaries of the Census Bureau’s Census Designated Place of Palm City. About 23,100 people live in it. To become a city, advocates would have to convince members of the Florida Legislature to introduce it in Tallahassee. Garcia said having the Martin County Commission’s blessing would likely be crucial for that to happen. He said Volusia County was eager to see DeBary and Deltona incorporate, so it could shift its focus away from providing municipal services. Garcia is running for the Florida House, District 27. its southwestern border. It was a huge property-tax payer and all those tax dollars were heading away from the community, incorporation advocates said. That answered what Garcia said is the most fundamental question incorporation advocates need to have answered before approaching the community. “Can you provide for the needs of the city?” he said. “Can you provide better than the county?” County Commissioner John Haddox said while he’s not examined the economics in detail, he believes that Palm City residents and businesses pay more in property taxes than they get back in county services. He said incorporation seems like an economically good decision for Palm City. “You’d have money out the yin/ yang (if it incorporates),” he said. “It would be a very wealthy city.” Garcia said incorporation advocates also have to be ready to address the future needs of a proposed Palm City with plans. “It sets up a stage, so you know what kind of services you need to provide and what areas you’ll want to do economic development and growth,” he said. DeBary did it, he said, by having a plan in place to form an economic-development department

with strategies on the drawing board to attract large and medium-sized retailers to the city’s eastern side, bounded by Interstate 4. That appealed to many, he said, because it promised to keep development far from DeBary’s historically residential areas along U.S. Highway 17-92, and it has. Haddox already has an economic-development plan. “I’d go out (Martin Highway) and develop the (expletive) out of it,” he said. “The tax revenue would be unreal.” Garcia said a huge incorporation issue was what people considered to be DeBary’s boundaries. Looking west and south, it was easy: the St. Johns River. Looking east and north was more complicated. The community of Deltona, just east of DeBary, was also musing about incorporation, and the city of Orange City already existed north. Most saw Interstate 4 to be the natural division between
DeBary and Deltona. Things were more complicated about drawing a northern boundary. Haddox said Palm City doesn’t have the same boundary conundrum, since there are no other identifiable communities south or west of it for miles. Most, he said, would probably see the natural boundaries of Palm City being the St. Lucie River to the east, the county line to the north, Interstate 95 to the west, and the C 44 canal to the south. That’s roughly the boundaries of the Census Bureau’s Census Designated Place of Palm City. About 23,100 people live in it. DeBary has about 20,000 residents. Niki Norton, president of the Palm City Chamber of Commerce, said that community and business leaders have had initial discussions about incorporation. She said the group is now doing research, but things are looking positive so far. Stay tuned, she said. “It’s something we’ll probably roll out in a town hall meeting,” she said. Garcia, who was involved in the incorporation of Deltona, too, said he’ll give whatever help Palm City asks for. “I’ll be glad to come down and talk to people,” he said. “It is a big decision. Allows caregivers to assist patients’ medical use of marijuana. The Department of Health shall register and regulate centers that produce and distribute marijuana for medical purposes and shall issue identification cards to patients and caregivers. Applies only to Florida law. Does not authorize violations of federal law or any non-medical use, possession or production of marijuana.” If voters approve the constitutional amendment this election, Florida would be the 24th state, and the first in the South, with a comprehensive medical-marijuana law. The state legislature and Gov. Rick Scott approved a limited version of medical marijuana during the last session, the so-called “Charlotte’s Web” bill. What the legislature approved is a strain of marijuana that lacks the euphoric effects only for treating certain conditions. Last year about 82 percent of likely voters polled said they’d approve broader medical marijuana. A proposed constitutional amendment needs 60 percent approval to pass. A recent University of Florida poll of 781 likely voters found that support nose-

dived in recent weeks to about 51 percent. While 44 percent were opposed, 7 percent were undecided. However, that poll was among voters in one area: Central Florida. It also had a margin of error at around 3.2 percent. In other words, the proposed amendment can still go either way. Commissioner Anne Scott, Hobe Sound, said at the meeting that the county needs to assume Amendment 2’s passage and head off a Wild-West atmosphere as the state ferrets out how medical marijuana is going to work. “We need to be prepared to exert as much regulatory authority as we can,” she said. In addition to zoning, Scott said the county has power it can exert over shadowy dispensaries through business licenses. Krista Storey, senior assistant county attorney, said that a few years ago the county took steps to regulate pain-management clinics. Pain-management clinics are often called “pill mills,” because many made money by working with shady doctors who wantonly prescribed oxycodone to addicts. Tighter state regulations have greatly reduced their numbers. “There was an establishment operating in Palm City that drew the county’s interest,” she said. “It was operating in a shopping district. That was years ago. The landlord took care of the issue.” Nevertheless, the county consigned future clinics to three zoning districts: limited commercial, general commercial and light industrial. They’re not allowed to
be within 1,000 feet of one another, and must have on-site signage that cannot urge violations of state laws. In other words, no highway billboards. They must operate between 7 a.m. and 6 p.m. Storey was unsure if there’s anywhere in Palm City that a medical-marijuana dispensary could open now that the commission has added the zoning regulations. “There are probably locations that are zoned properly, but whether there are vacancies is another question,” she said. Even if there are vacancies, Storey said, landlords would likely be reluctant to have tasteless dispensaries on their properties. Because possession of marijuana would still be a federal crime even if Amendment 2 passes, landlords would be able to rid themselves of controversial dispensaries quickly if their leases prohibit any violations of state and federal laws. Haddox said he believes that Palm City won’t be safe from medical marijuana dispensaries opening if Amendment 2 passes. “I think it’s entirely possible,” he said. “There are people poised to start opening these things up once it passes. “It deals with attachment and at-risk parents. There is some research as it relates to trauma. If a child has a healthy attachment, they are more resilient in dealing with trauma. Another of Tykes & Teens programs deals with out-of-school suspensions. “It’s an alternative for middle and high school,” Shearer said. “They come to our program during suspension. There’s a tutor and clinician. There is inhome therapy for multiple suspensions. The goals is to reduce
future suspensions. Only 40 percent of our clients get suspended a second time; the average is 60 percent. We created the program as an alternative to just being sent home where they spend the day surfing.” In 2000, a substance abuse survey placed Martin County first in binge drinking and second in marijuana use. A 2002 report showed little improvement. “We started a substance abuse program and in 2008, we took

PALM CITY — “Get it down,” William Faulkner said. “Take chances. It may be bad, but it’s the only way you can do anything really good.” For writers who need a kick in the — uh, motivation — there’s NaNoWriMo. No, that’s not a whole new kind of caffeine writers have been pining for; it’s the National Novel Writing Month at the Peter & Julie Cummings Library. “It starts Nov. 1 and ends Nov. 30, and in that time period you have to write a 50,000-word novel,” Carolyn Smith, library manager, said. Yep, 50,000 words in 30 days, or about 1,667 a day. That’s right around 70 words an hour, assuming a writer stays up the entire time. “The Great Gatsby” is about a 50,000-word novel. Some novels that started as NaNoWriMo projects ended up as traditionally-published books. For example, Sara Gruen’s “Water for Elephants.” National Novel Writing Month is a not-for-profit international organization and annual event. It formed in 1999. MARTIN COUNTY — The bare outline of Tom Griffin’s play, “Amateurs,” sounds like community theater fare. After the opening night of a show by the Timberley Troupers, the players gather to wait for the reviews. When the drama critic has a heart attack and is rushed to the hospital, he leaves a scathing review behind for the cast to deal with. Althea Christine Wilson, who is directing “Amateurs” at the Barn Theatre Nov. 7-23, thinks that summation doesn’t do the play justice. “When I first read the plays to see what I was interested in directing, (I saw) that it’s really not about the theater,” she said. “On the surface, it’s an opening night party, but it’s really a sliceof-life with a group of friends. It’s almost like the very best sitcoms. There’s situational comedic stuff, but underneath, there is a very heart-warming, honest opening up that happens. “It’s about all the risks people take and the relationship between risk and need. There are things you need, like love and attention and what you are willing to risk to get them. That’s what endeared the play to me. It starts out opening night with a party that’s fun and frivolous. People

Dorothy’s husband has gone crazy because their young son died years ago. Underneath, it’s specifically about the risks people take to get what’s lacking in their lives or deal with failure. It’s about the connections we make with each other, as various friendships get closer and some move further away. It’s universal and human. It’s relatable to all of us. “It’s about community theater, in a sense. I’ve worked with professional and community theater and in community theater, human beings come to explore their own dreams and have a place where they can come to be a star, even if it’s just for a couple of weekends. They come for the camaraderie and the friendship that happens through the process of creating theater. Wilson grew up in Port St. Lucie and attended John Carroll High School. She auditioned for a show at the Barn while she was still a high school student. Then she went to California to study acting and received a Master of Fine Arts in directing from Penn State. She returned to the area a little over a year ago after time away from the area and the theater and she is glad to be back, working at what she loves. The Barn Theatre, 2400 S.E. TREASURE COAST — Unveiling a unique and special focus on the local community, PGA Country Club will transform into the open-to-the-public “St. Lucie Trail Golf Club” beginning Nov. 1. The facility and golf course, originally designed by Jim Fazio in 1988, will continue to be owned and operated by the PGA of America, upholding the same maintenance standards as nearby PGA Golf Club. St. Lucie Trail Golf Club has undergone a tremendous revitalization program to its tee boxes, fairways, greens and landscaping over the past 18 months, under the direction of Superintendent Dick Gray, a
protégé of Pete Dye. Accordingly, golfers now have the ability to play a picturesque, 18-hole course for the best value in the local marketplace. “The PGA of America is extremely proud to unveil St. Lucie Trail Golf Club, as golfers from the local community and surrounding counties can now enjoy unparalleled public access to this beautiful course,” said Jimmy Terry, PGA general manager for St. Lucie Trail Golf Club. “In addition, the course will serve as a national testing ground for player development programs originated by the PGA of America, in order to further grow the game, both here in St. Lucie County and across the country.” St. Lucie Trail Golf Club also features a new logo, which pays homage to the local community by incorporating a warm and welcoming green-colored trail.
Rounds will range from $49 in the summer to $89 during the winter season. In addition, an annual, golf-only “Preferred Player Program” that offers unlimited access for $1,995 for a single player and $2,995 for a family (husband, wife and children under 17). Memberships to PGA Golf Club will continue to offer access to four courses — the Wanamaker, Ryder and Dye Courses at PGA Golf Club, in addition to the new St. Lucie Trail Golf Club, which is located at 951 S.W.
