PALM CITY — Town Hall meeting saw some folks saying, ‘Hit the Road, Costco.’ On Nov. 4, Martin County District 5 Commissioner John Haddox hosted a town hall meeting at Peter and Julie Cummings Library in Palm City. Once the public clamor subsided and a particularly obstreperous townsperson left of her own accord, the commissioner and his panel of county officials were able to address the main concerns of the public. The modest library conference room was packed to its perimeter with four rows of standing room only. One reason for this, if not the sole reason for the meeting, was Costco’s recent development application. On Oct. 19th, Costco officially submitted an application to build on 28 acres in Palm City, along Martin Highway between the Florida Turnpike and High Meadows Avenue. The first public staff review of the application is slated for Nov. 19th. The development’s application — which includes nearly 153,000 square feet of floor plan, 700 parking spaces, and 18 gas pumps — will be reviewed by a county-designated staff who will assess compliance with city code and ordinance, first individually and then in a joint staff meeting. Costco may have to resubmit the application depending on the staff’s evaluation. Once the application is green-lit by the committee, it will be presented before the Local Plan-

MARTIN COUNTY — Sen. Joe Negron will become the president-elect of the Florida Senate on Wednesday, Dec. 2. In a press release on Monday, Nov. 9, the Senate President, Andy Gardiner, said that the

majority leader, Bill Galvano, has called the Republican caucus to elect Negron. “I am pleased to see the caucus unite around Senator Negron as our President-Designate and look forward to celebrating with Joe, his family, and their friends from Stuart, and across Florida, when we meet in December for his official designation as our next Senate President,” Gardiner said

in the press release. Negron is popular in his district, which stretches along the coast from northern Palm Beach to southern Indian River counties. Negron got 66.79 percent of the 175,505 votes cast in the race last year. In Martin, Negron got 40,756 votes against his Democratic challenger’s 13,865. That’s

“We are 100 percent in favor of Costco for Palm City.” Hugh McCluskey and Joane Pritti “I and my family fully support the construction of Costco at its proposed location in Palm City. I have been to many Costco stores in New York City and elsewhere, which has much heavier traffic than here in Palm City and never seen problems. You don’t have 650 cars entering and exiting the road at one time. Stores usually open at 10 a.m., well after Oaks Middle school students arrive, (between 8 a.m. to 9:15 a.m.). Stores close at 8 p.m. well after the Oaks Middle school, which usually closes around 4 p.m. and should not have any impact on students going to and leaving the school. Once the construction is completed on Martin Highway (SR714) the traffic well flow a lot better. I live in the Highlands Reserve

YO U A R E

“After reading some of the comments in the Your Voice News & Views on Nov. 6, I need to voice mine. I live in the area that the store is to be built. I am fully in favor of it. Some of the persons that are not in favor appear to be off base in their reasons: 18 wheelers are already going through the area. Those that will be suppling Costco most likely be going there at night. They are not competing with Publix. They will compete with BJ’s, SAM’s and Walmart. Traffic jams, after the first couple of weeks (those that will come to see what the store has). Most shoppers will use their own schedule spaced throughout the day. Most of the traffic jams are caused by people going to/ returning from work, school start and end. They are there all the time. And the most famous “not in my backyard, use somebody else’s. My clients are always amazed at how eyelash extensions beautifully frame their eyes without any mascara as well as how it naturally boosts their confidence. Who wouldn’t want to wake up every day with beautiful eyes! Most women don’t have the time or patience to apply fake eyelashes every day. A new golden era for an old neighborhood Adam Laten Willson

FOR YOUR VOICE NEWS & VIEWS

MARTIN COUNTY — A ceremonial reception was held at the Golden Gate historical building on Dixie Highway and Delmar Street in Stuart, Nov. 6. The event commemorated the launch of the Golden Gate Enrichment Center, spearheaded by House of Hope. Attendees were invited to tour the interior of the building which has been vacant since the late 50s, hear from key collaborators on the project, and glance at renderings of the future facility. On Aug. 18, the Martin County Board of Commissioners (who bought the building in 2002) granted a 15-year lease for the building to House of Hope, a nonprofit community outreach program currently hubbed at Bonita Street in the Golden Gates neighborhood. The Enrichment Center will give access to numerous vocational, educational, and quality of life resources for local residents. House of Hope works with over

a hundred partners to provide community services to Martin County that range from ESL tutoring to Meals-on-Wheels programs for home-bound seniors and counseling programs for troubled teens. United Way, Indian River State College, and Project LIFT are only some of the collaborators on the Golden Gate project. Project LIFT is a unique vocational and substance abuse counseling program that started in Palm City. Martin County Library System’s “Idea Lab” was also inaugurated in Palm City at the Peter and Julie Cummings Library, and is scheduled to open their third program at the Golden Gate building. They will provide technical equipment, space, and classes to help residents develop creative skills such as graphic design, music editing, and photography. According to Jennifer Salas, Martin County Library Director, the Golden Gates program will begin with an arsenal of state-of-the-art tablets and other basic equipment that would otherwise be inaccessible to the area, in the hopes to eventually install a 3D printing program

Commission honors Judge Robert Belanger Patrick McCallister STAFF WRITER

pmccallister@YourVoiceWeekly.com

PALM CITY — The St. Lucie County Commission honored Palm City’s Robert Belanger at its Nov. 3 meeting. In that county he’s better known as The Honorable Robert Belanger. The Marine Corps veteran heads up the county’s Veterans Court. The St. Lucie commission gave Judge Belanger and the Veterans Court a proclamation of appreciation. “I’m honored and a little embarrassed by this proclamation,” Belanger said. He went onto tell the commission, “I think Veterans Court is drug court on steroids.” In an interview after the meeting, Belanger said efforts are under way in Martin County to get a Veterans Court started here. Jana Shiffert, Department of Veterans Affairs veterans justice outreach specialist for 19th Circuit, said Veterans Court is a treatment court that gives qualifying veterans opportunities to address the issues that likely led to their trysts with the law. Instead of an adversarial system of prosecution and defense refereed by a judge,

Veterans Court is more so a team working to get voluntary participants into the help they need. “Veterans Court is a diversion program with the court system,” Shiffert said. “My role is to provide services for these veterans and coordinate between the court and VA.” Port St. Lucie’s John Policstri doesn’t much like to talk about what got him involved with Veterans Court. “I got myself in a little trouble,” was all he said about that. It was enough “little trouble” to land him in the county’s jail for upwards to six months if he were prosecuted. The Marine Corps, Vietnam veteran was told about getting a second chance if he’d volunteer to go through the county’s Veterans Court run by Judge Belanger. “I never even heard of Veterans Court before,” Policstri said. Policstri might not like talking about what got him there, but he loves talking about what St. Lucie’s Veterans Court did for him. He’s a graduate of the program. “They make you earn your freedom,” he said. “That’s what this is all about — to become a better

OUR MISSION We are here to provide our readers with completely unbiased news coverage. Fun and entertaining features about the communities in which they live. For our advertising partners we pledge to provide the most complete consultative and marketing programs possible for the best return on their investments.

Over the years, I did more research about Veteran’s Day, and the thought of giving back became foremost in my mind. The years passed and then came 9/11 — I said, that’s it, I’m joining the military to help anyway that I can. As a physical therapist, I thought of helping the troops and serving the wounded — who need rehab — get back to their team. I never had any idea where I would be placed, but was willing to fulfill whatever purpose I was needed to fill. It’s a fate thing. Since I had no military training and was going in as an officer, I was required to go through military schooling first. That took quite some time, especially as a United States Army reservist. I went to many bases through the United States and finally ended up with the 320th Unit out of South Carolina. It is a medical training unit. We were set up to train the troops going overseas with high intensity 3-day training sessions in basic emergency medical treatment that is generally needed on the battlefield. Several groups came through back to back. There could be

3,000 soldiers going through this training process in any two-week period. Everyone, and I mean everyone, was dedicated to this task of helping out each and every soldier. These are the warriors of our country. Giving to these brave people is never a problem for those who understand and respect their sacrifices. Bessey Creek Elementary School in Palm City had a wonderful ceremony on the morning of November 6th. It was nicely put together by the incredible staff of the school, and the students did a special salute to the veterans in attendance, who were cordially invited to the event. A special song was performed by Cassidy Diana, which made you feel what it is to be a member of the military and their family — over the top fantastic. The entire event embodied the true meaning of honor and commitment of our soldiers to the United States of America. I was happy I was able to attend the event not only as a Veteran but as a father. Please, support all veterans and active military, who have done and do so much for all of us. God Bless America! Bruce Nathan

GOLDEN GATE from page 5 among other advancements. Habitat for Humanity is slated to host a course on household management for new and prospective homeowners, and the Humane Society may potentially provide spay and neuter services at the center. In 1925, amid the Florida real estate boom that saw successful investment in Coral Gables, Tampa, and Palm Beach, the newly formed Golden Gate Development Company platted a 200-block sub-division for residence and business, adjacent to what’s now Whitham Field in Stuart. Local advertisements trumpeted Golden Gate as the next big port of Florida, comparing it with Miami and Jacksonville in scope. Then Black Tuesday dropped its Damoclean sword and severed any further development. Since then, the neighborhood has struggled to maintain economic stability. The Golden Gate mission-style building was originally built in 1925 as a sales office for the division but was never used for that purpose, instead becoming the Port Sewall Post Office a year later. Restorative work to the exterior of the building was completed by county and state in 2009; however, much of the interior still needs renovation. The building

Photo courtesy of House of Hope John Haddox, Martin County commissioner spoke with Palm City residents Sheila and Bob Leach inside the historic Golden Gate building during a reception celebrating the Golden Gate Enrichment Center, spearheaded by House of Hope. is currently without electricity, running water, and classroom facilities. Further renovation is scheduled to begin the first week of 2016 and will require nearly four months to complete. The renovations cost approximately $200 K, $80 K of which was provided for by Golden Gate’s CRA funding, the rest from an anonymous benefactor. In a few weeks, Martin County’s seven Community Redevelopment Areas (CRAs), including Golden Gate, will lose their CRA funding. Several of the CRA projects like Rio and Jensen Beach are more or less complete; a few like Old Palm City are in less

than optimal shape. Diane Tomasik of Palm City, Communications Director for House of Hope and CEO Rob Ranieri also a Palm City resident, says that the Golden Gate area is in good standing in large part due to the passion of the local community. The Golden Gate Neighborhood Advisory Committee and the Friends of the Historic Golden Gate Community have been very active in developing further opportunities and networks in the area. The Enrichment Center is the fruit of a directed and concerted community effort, and an invitation to a brighter horizon for residents.

74.25 against 25.38 percent in a race that 87.44 percent of voters who cast ballots participated in. Palm City’s Donna Melzer, Guardians of Martin County advisory board member, said Negron has been a friend to the local waterways who’s pleased many environmentalists. She said as Senate President he’ll have much influence to protect Florida’s waters. “I think it’s a cheerful thought he’ll be there,” she said. She said the timing is good, because Negron will help protect the voters’ intention in passing Amendment 1 last year. Under Amendment 1 a third of the money raised by state real-estate transaction fees — documentary stamps or “doc stamps” — are reserved to the state’s Land Acquisition Trust Fund to help finance conservation efforts. Critics have claimed that the Florida Legislature has subverted the voters’ intentions by some of its appropriations from the fund. Sen. Jack Latvala, Clearwater, had been vying for the Senate presidency. He announced last week that he’d give up the fight. He told FloridaPolitics.com that he’d support Negron. Latvala will replace Negron as the chairman of the Senate’s appropriations committee. In a September interview, Negron

Sen. Joe Negron said he aimed to use the presidency to help keep state dollars heading to the Treasure Coast. “I intend to use the opportunities I have in the Legislature to make sure our community is adequately represented and receive our fair share of appropriations,” he said. The crown jewel of Negron’s local popularity is the Indian River Lagoon and his battle against discharges of the nutrient-rich Lake Okeechobee waters that further foul the withering waterway. Negron headed up the Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee in 2013. During the next session, the Florida Legislature appropriated $232 million to help with Everglades and Indian River Lagoon restoration. “One of my priorities is making sure these projects are finished on time and in budget,” he said.

Artist for a Cause, of Palm City, brings dancers and audiences together for charity Frank Avilla

FOR YOUR VOICE NEWS & VIEWS

PALM CITY — Terry Barber has always been passionate about using his musical talents to benefit his community. Having accomplished this through the years, he now concentrates on assisting other artists interested in sharing their talents in a similar way. In 2009, Barber, an internationally renowned vocalist who has sung on some of the world’s most prestigious stages, founded the Palm City-based, non-profit organization, Artists for a Cause (A4AC), which is currently in the middle of their seventh annual Dance for Food event series. “I founded Artists For a Cause because, after losing my mother to cancer while she was in her 50’s, I struggled to use my talent to fight cancer, said Barber. “I witnessed that visual and performing artists deserved an advocate in this type of work. Now we have nearly 1,000 registered artists in every discipline nationally, with a high concentration on the Treasure Coast.” Dance for Food, the popular “food

raiser,” which brings dancers and audiences together to collect food for the hungry, showcases exceptional talent and provides quality entertainment in a variety of venues to help people throughout the region. Two upcoming events will take place: Nov. 15 at Martin County High School and Nov. 22 at The Kane Center in Stuart. Both events begin at 4 p.m. Two other area events took place last week on Nov. 7 at Duncan Theater, Lake Worth Campus and Nov. 8 at Ft. Pierce Magnet School for the Arts. The only admission fee to these events is one bag of unexpired, non-perishable goods. Artistically directed by Anna Preston of Preston Contemporary Dance Theatre, the Dance for Food events assemble many of Florida’s finest contemporary dancers to showcase their talents. According to Barber, Preston helps select the participating dance companies, gifted students who are mentored and selects the appropriate pieces for the events. She also choreographs pieces for her own pro company to be involved in each show.

The joint staff meeting, as well as the LPA and BCC hearings, will be open to the public. The Board’s final verdict is expected sometime in the first quarter of next year. The chief concern among Palm City residents is traffic and pedestrian safety. Of particular importance is the safety of the 1,200 students, who attend Hidden Oaks Middle School, many of whom bike or walk to school, within a halfmile of the proposed development site. County Engineering Director Don Donaldson stated that while the application does not explicitly address the proximity of the school, it also currently fails to comply with traffic capacity requirements. Costco will have to offer a proactive plan to reduce traffic density, particularly along Martin Highway between the Turnpike and Citrus Boulevard and along High Meadows. Other concerns are the development’s impact on nearby wetlands, an assumed crime increase, detraction from local business, increased emissions, and the im-

Paul Schilling of the Growth Management Department (GMD) and Project Coordinator for this application weighed in on the wetland issue: the surrounding wetlands will be buffered as part of a Preserve Area Management Plan. Costco’s application calls for an access route that traverses a protected area to High Meadows Ave. The impinged area, however, will be recreated on site during construction, so there will be no net wetland loss, Schilling said. According to Nikki van Vonno, Growth Management Director, their department’s environmental division will oversee the application’s compliance with GMD’s Comprehensive Plan and Land Development Regulations. While the majority of the town hall attendees were vociferously against the proposed development, a few outspoken residents said they supported it. Jerry Jackson, a resident of Palm City, welcomes the convenience and employment potential that Costco will bring to Palm City. He confessed that he lives farther north in Palm City, so may not be as directly affected as some. An impromptu vote on Costco’s

Young Eagles Flight Rally FOR YOUR VOICE NEWS & VIEWS

MARTIN COUNTY — Children ages 8-17 will have a chance to take to the skies for free on Saturday, Nov. 14 as Experimental Aircraft Association (EAA), Chapter 692 of Stuart hosts a Young Eagles Flight Rally at Martin County Airport/Witham Field. Stuart Jet Center sponsors the event in conjunction with many local businesses. The rally is part of the EAA Young Eagles Program, created to interest young people in aviation. Since the program was launched in 1992, Volunteer EAA pilots have flown more than 1.4 million young people who reside in more than 90 countries. “Free airplane rides are just part of the Flight Rally,” said Tony Delorenzo, spokesman for the event. “We hope to build one-to-one relationships between pilots and young people, giving a new generation a chance to learn more about the possibilities that exist in the world of aviation.” Pilots, including St Lucie West dentist, Stephen Blank, will also explain more about their airplanes allowing young people to discover how airplanes work and how pilots ensure safety is the prime concern before every

flight. Following the flight, each young person will receive a certificate making him/her an official Young Eagle. Their name will then be entered into the “World’s Largest Logbook,” which is on permanent display at the EAA Air Adventure Museum in Oshkosh, Wisconsin. The Logbook is also accessible on the web at www.youngeagles.org. Other activities scheduled for the Flight Rally include static display of various aircraft, lunch and beverage. Along with flight rallies, EAA members also fly Young Eagles on an individual basis. Each pilot volunteers their time and aircraft so the flights can be provided free of charge for interested young people. Those attending the flight rally Saturday, Nov. 14 are asked tocome to Stuart Jet Center at the Stuart airport. Registration and flights will begin at 9 a.m. and continue until 1 p.m. Additional information about EAA and the EAA Young Eagles program is available on the Internet. Access to EAA’s home page is available at www.oshkosh365. org. The Young Eagles web page is www.youngeagles.org. Find out more about our local chapter at www.eaachapter692.org.

“Thanks to the hard work of Artistic Director, Anna Preston, our seventh annual Dance for Food events promise to include moving performances and more companies throughout Florida than ever before,” said Barber. “Building on the success of past events, this season’s Dance for Food will entertain audiences while collecting food for those in need. Audiences will experience innovative, contemporary dances and pre-show entertainment by some of the most gifted young artists in our network. Come, be entertained and do your part to help end

hunger.” Nearly 100,000 people on the Treasure Coast don’t know from where their next meal will come. About 16 percent of the residents across Martin, Indian River, St. Lucie, and Okeechobee counties, struggle with hunger, including nearly 35,000 children. Hunger impacts families and individuals, seniors, children, and people with disabilities. It affects the homeless as well as working families who were once stable but now need help to survive. Since its inception, Dance for Food has collected more than 20,000 pounds of food – including 5,000 pounds during last year’s

series. Local charities that will benefit from this year’s series are CROS Ministries, Farmworker Coordinating Counsel, Treasure Coast Food Bank and Kane Center Emergency Pantry. Dancers for the events are all registered with Artists for a Cause. Local participants include: Anna Preston, Preston Contemporary Dance Theatre, Treasure Coast; Alicia Chodera, Atlantic East Coast Dance Theatre, Stuart; Maria-Elena Marso, Florida Aerial Dance and Circus Arts, Stuart and Jupiter; and Jerlyn Scott, Sinsational Pole Fitness, Jensen Beach. Student Companies for the

upcoming events include Dance Academy of Stuart and Mo’s Dance Works (Stuart). Both will participate in the Nov. 22 event. All performances will also feature acclaimed professional dancers. The Dance for Food event held at Martin County High School will be produced and performed entirely by the Martin County A4AC Club. In addition to his work with A4AC, Barber is active with the local arts council and many other area organizations that support arts opportunities across the Treasure Coast. person.” Shiffert said post-traumatic stress disorder is often what gets veterans into the justice system. One of the resources St. Lucie’s Veterans Court taps is the VA’s St. Lucie County PTSD Clinical Team Outpatient Program. For example, an Army Reservist entered Veterans Court charged with discharging a firearm in public. According to a report Shiffert gave Your Voice News & Views, the veteran was diagnosed with PTSD and started treatments at the clinic. She graduated out of Veterans Court within six months, and was able to remain in the military. The court accepts only certain misdemeanor and felony offenses, and victims must agree to let defendants enter Veterans Court. Shiffert said in one case a veteran got into a scuffle with three cops and EMTs. Two agreed to let him go through Veterans Court, one refused. The defendant wrote the three a letter apologizing for his behavior and asked to be allowed to go through Veterans Court. The third victim then agreed. There’s a big carrot for veterans to volunteer for the specialty court and complete its requirements. That carrot is a shot at nolle prosequi, or “do not prosecute.” That’s a fancy legal term meaning the state’s attorney’s office has decided that a crime happened, but opted not to prosecute it. In other words, a veteran gets a shot at keeping his or her legal record clean. There’re also sticks the volunteer participants face. The Veterans Court judge can hand down sanctions. That is the judge has a lot of latitude to jail participants for a few hours or days for things such as not making mental-health

COSTCO from page 3 facts! People also reference how it is such easy access from the highways and the schools to the east won’t be affected or there won’t be any significant traffic from the east. Only true if nobody lived east of us —Stuart, Jensen Beach, parts of Pt. St. Lucie, Hutchinson Island — just to name a few. Won’t it be nice when all the local gas stations close? People will only substitute Costco gas instead of local stations, so the increase in tax money for roads won’t take place. All that new construction was not done for Costco. Costco will bring thousands of extra cars into Palm City. If you have a 700 space parking lot and minimally fill it three times a day that’s over 2,000 extra cars, not to mention the around the clock 18-wheelers driving our streets. Trust me —

appointments and failing drug screenings. In its first year, St. Lucie’s Veterans Treatment Court had 38 enter it. Four were women. The largest number of the participants were 55 or older, 16. The second largest number were ages 25 to 34. There were 14 of them. Three of the other eight were 35 to 44, and five were 45 to 54. So far seven have graduated St. Lucie’s Veterans Court. On Friday, Nov. 13, eight more will graduate. At the commission meeting, Belanger said much credit for the success of the program also goes to the mentors who help the currently 22 Veterans Court participants. Luis Diaz is the mentor coordinator, and himself a veteran mentor. The county’s mentors all served in the military, and have a lot of influence with the judge, Diaz said. There’s only one shortcoming to the mentoring program. “There’s only three of us,” Diaz said. The county needs many more. Nationally veterans courts started in Buffalo, New York, when Judge Robert Russell started one in 2008. The judge noticed an increasing number of veterans in his drug and mental-health treatment courts. Russell asked the VA and veterans organizations to help him create a veterans court. The idea expanded rapidly. There are more than 220 Veterans Treatment Courts in the county. Florida has 16. Policstri said one of the most powerful aspects of Veterans Court is participants become de facto mentors and supporters to one another, because they’re bound not only by military service, but by also knowing one another’s post-service difficulties. But they also get to share in one another’s victories, particularly graduations. “It’s a good feeling,” he said. that is not the end of why this idea is insane. Joe from Palm City “I am new to this area, but have previously lived near a Costco. This (particular) Costco had two entrances on two different streets. They were two-lane and four-lane streets. When I went to Costco, neither street was much busier than before Costco. My suggestion would be traffic lights. Costco has some of the best return and warranty programs of any store I’ve shopped at and carries great quality at a good price. Having said that, I still shop at my local grocery store for things I don’t need in bulk. I support Costco coming to our area and the jobs and sales tax revenue it will provide. of the Year” award from the Boys & Girls Clubs of Martin County. “It is among our goals to level the playing field, in accordance with the principals of social justice, to make sure that arts education opportunities are available to all children,” said Barber. “All of our programs use art as a catalyst to meet a critical need in our community. Some help artists to support other charities, but most produce results directly.” For those who cannot attend a Dance for Food event but would still like to donate nonperishable goods for struggling families, they can be dropped off at the A4AC office at 1211 Sunset Trail, Palm City. “Our Dance for Food event is just one of the many ways we are able to fulfill our mission of creatively building better communities,” added Barber. “This performance serves many special purposes. Among them are providing an accessible cultural experience, providing educational, professional, and collaborative opportunities for dancers, and gathering food for those in need.” Artists For a Cause creates professional and educational opportunities for visual and performing artists whenever their art is being used for community improvement, stimulating culture, while addressing the critical needs of communities. Some programs help artists and charities to get the most out of their collaboration, while most produce results directly, by feeding the poor, healing the sick, or solving other problems through unique artistic solutions. Additionally, Artists for a Cause never asks artist professionals in a struggling industry to donate or give away their livelihood. No program is merely about art for arts’ sake – Artists for a Cause is about the arts as a solution. “The work of our organization is not as plain and simple as many others out there, but the effect, the layers of good that we do are like an onion,” said Barber. “There are the obvious outer layers, but as you keep peeling, one can see that there are so many ways that we can creatively build better communities. If you want a creative solution, ask an artist! “Most know and agree that the arts in and of itself is community improvement. A4AC doesn’t stop there, as we are always leveraging art for the good of others. And, we never ask artists in a struggling industry to donate their livelihoods. Who does that serve, taking from one to give to another?” To learn more about A4AC, visit www.a4ac.org, call 772-419-8778 or email info@a4ac.org. proposed location was suggested. While an overwhelming majority at the meeting voted down the location, still several were either in favor or undecided. To date, Commissioner Haddox had received 144 complaints against the development by phone or email, and 39 defenses. Those opposed say they are not opposed to Costco, only to the particular location on Martin Highway. Haddox said that he will make an appointment with the applicant to suggest other possible sites. The current location, said Commissioner Haddox, will beyond the shadow of a doubt increase Palm City revenue. The development could help offset the county’s infrastructural backlog of $258 million. According to Wednesday night’s report, without revenue the county incurs over $1 million of funding debt every month. Several options for revenue were presented. Though last year’s local sales tax proposal was defeated by 64 votes, Haddox said he might be interested in reviving the discourse. Other potentials for revenue are an FPL franchise fee, a consolidation of county and local Fire Rescue, economic development of the Fairgrounds, and finally renewed attention to

the Community Redevelopment Areas or CRAs. The Board of Commissioners majority has effectively put an end to CRA funding. The Director of Community Development, Kevin Freeman, leaves office this month, at which point the CRAs will be indefinitely suspended. Haddox says he believes the CRA funds will be diverted to the septic to sewer conversion program in Palm City. Old Palm City’s CRA had been in the works for 12 years and had risen over $1 million for the retrofitting and enhancement of Mapp Road. Two of the six road management items outlined at the meeting concerned Mapp Road. The stretch from Martin Highway to Martin Downs will be resurfaced and widened to accommodate new bike lanes. This $234K state grant project will begin September of next year. From Martin Downs to Murphy Road, Mapp Road is to be milled and resurfaced as part of a $1.1 million grant program that is expected to begin June 2018. George Dzama, Capital Projects Manager with the Engineering Department, said that their operations team will repair swales and damaged sidewalks along Mapp Road, before the construction is bid out. Donaldson said,

MARTIN COUNTY — Redevelopment Director Kevin Freeman got a lot of love and praise at the County Commission’s Oct. 27 Community Redevelopment Agency, CRA, workshop. Before then he got a lot of praise from supporters and reproach from critics as the county’s seven community redevelopment areas became the center of an increasingly heated political battle. After six years with the county, Freeman is leaving and heading back to his native England. He was recently recruited for a job there. When he departs on Friday, Nov. 20, there won’t be anyone left working in the county’s community redevelopment office. There are no apparent plans to replace them either. “I’m the last man standing,” Freeman said in a telephone interview after the meeting. In a separate telephone interview after the meeting, Commission Chairman Ed Fielding said there’re major changes happening with plans for the community redevelopment areas and it’s too early to say whether Freeman and others in his office should be replaced. “I’m not in a position in this moment to say how that’s going to go,” he said. “I don’t know yet.” Commissioner John Haddox said empty desks at community redevelopment is exactly what some have worked toward, and he’s skeptical there’ll be a new community redevelopment director anytime soon — if ever. “It’s a death by multiple paper cuts,” he said. Commissioner Doug Smith has frequently joined Haddox in defending the Community Redevelopment Agency and its seven areas, including Old Palm City’s along Mapp Road and the St. Lucie River between Martin Downs and All American boulevards. The two have frequently been on the losing side in CRA-related votes.

Commissioners Anne Scott, Sarah Heard and Fielding have voted to pull projects — such as proposed early work on the Mapp Road Town Center Design — from the county’s capital-improvement program. “It’s been on their list of items to undo since the election (of 2012),” Smith said. “It may have been further down their list than other items. They’ve systematically pulled the department apart through various means.” At the Sept. 22 commission meeting, Freeman made an apparent last-ditch effort to revive community redevelopment. He told the commission that the county’s seven community redevelopment areas have plans crafted in the early 2000s that the community redevelopment department is responsible to follow, but the commission — which dismissed and assumed the role of the Community Redevelopment Agency board in 2012 — had failed to fund proposed projects consistent with those plans. He said that created confusion about how the department should proceed with community redevelopment. “Please provide us with a distinct policy direction,” he told the commission at that meeting. The distinct policy direction never came. Pinal Ghandi, development specialist, left the county at the end of October. Edward Eurfurt, urban planner, left in August. Nakeisha Smith, community development specialist, left late last year, and Nancy Johnson, community development specialist, transferred to Parks & Recreation earlier this year. Haddox said as Freeman boards a jet for England he hears bagpipes playing “Amazing Grace” for the proposed Mapp Road Town Center Design — a plan to create a New Urbanism, pedestrian-friendly downtown-like stretch on Mapp between Martin Highway and Martin Downs Boulevard. “Palm City, I don’t think that (Mapp Road) is going to see the light of day,” he said.

however, that the current projects are not designed to fix drainage problems along Mapp Road. General puzzlement was expressed by the commissioner and several residents why the drainage issues that have plagued Mapp Road for over a decade won’t be given priority to resurfacing. Joe Gilio, a member of the Palm City CRA, said that the redevelopment plan was partially designed to address drainage issues, but that is moot since the funding is on its way out. Gilio also presented his expert opinion in a 3-minute talk regarding septic to sewer conversion. Prefacing that he had supported the pollutant reduction project until very recently, Gilio then furnished data that calls into question its cost-efficacy. Claiming that the bulk of the river’s nitrogen load is due to Lake Okeechobee discharge, he estimated that septic to sewer conversion could reduce the total nitrogen by as little as 0.9 per cent every year. Gilio is a former assistant professor at FIT and ecological consultant. Recognizing the cost to home-owners (from $12 to $18 K per septic tank), Commissioner Haddox mentioned that he is looking into credit opportunities for those who have recently upgraded their system. Deborah Drum, Ecosystem Manager, presented on water management. On Sept. 11th this year, the Army Corps of Engineers awarded

a $197 million contract to build a 3,400-acre reservoir that can hold approximately 16.5 billion gallons of water, adjacent to the C-44 canal. This project is aimed at collecting stormwater runoff from the canal and treating it for phosphorus before slowly returning it to the water system. The new contract is expected to begin this winter. Another water management program on the loom is the $1.1 million All American Ditch Retrofitting Project, which is estimated to reduce total phosphorus discharge into the South Fork by 69 per cent, total nitrogen by 48 per cent. The project proposes the construction of a wet detention lake and Stormwater Treatment Area. Caulkins Citrus Co. and Evans Properties Inc. water farms were cited as successful precedents to this project. This past June, Governor Scott vetoed a $31.8 million state budget for water farming, stating that it should be the water management districts that pay for these programs. Finally, Commissioner Haddox said that he is interested in diverting water runoff to counties south of Martin to help counteract salt intrusion in their aquifers. All Aboard Florida was brought up as an afterthought to the meeting, while most residents were mustering an early departure to beat traffic. County Attorney Michael Durham said that the opposition mechanism is still in effect, but results can only be expected in the long term.

Play looks at relationships STAFF WRITER

skoppel@YourVoiceWeekly.com

STUART – The book “Men are from Mars, Women are from Venus was a runaway best-seller because it hit home with both men and women. Any man who’s asked his wife what’s wrong, only to be told that “If you have to ask, I’m not going to tell you,” or any woman who has noticed her man’s inability to hear requests because of Husband Selective Deafness knows that the differences are real. The John Gray book has been turned into a one-man show by Eric Coble that is a commentary on relationships in the 21st century. The show opened in Paris, the City of Love, in 2007 and first came to the United States in 2013. It returns to the Lyric Theatre Nov. 20-21 for three shows. Erik Gullberg, who performs in the show, spoke about how relationships and the problems with them resonate with audiences. The John Gray book was written more than two decades ago, but Gullberg said that things haven’t changed. “John Gray takes scientific ideas and bundles them up into a neat package,” he said. “How we treat each other and live together peacefully is kind of timeless. People have hard days and try to come home and be the partner their husband or wife deserves.

It’s something you constantly have to strive for. These are things we know and forget because life takes over.” Gullberg has been all over the country with the show and people talk to him about it. “They say that being married is a commitment,” he said. “For me, it’s living in a space and sharing without everything falling apart. It’s sharing every intimate moment. It’s a struggle, but you learn to love them the way they are. Otherwise, you’re doomed. There are so many things you have to learn to live with.” Of course, that goes both ways. Gullberg draws on his relationship with girlfriend Emily in the show. “I imagine I’m not the easiest person to live with,” he said. “I’m a big man and I take up space. I collect Incredible Hulks. It takes a special woman to love a man who fills their house with Hulks. It’s about loving a complete person, who can be temperamental, emotional, doesn’t listen and changes their mind. If you’re male, female, gay, straight, 22 or 92, we all need to love completely.” In addition to Gullberg, the show features video of Gray, recorded for the show. “Sometimes he says it best and we throw it up to the doctor,” Gullberg said. “It was recorded for the show and Mindy Cooper, who directs the show, directed the videos.” Gullberg said the story has some

FOR YOUR VOICE NEWS & VIEWS

MARTIN COUNTY — The 8th Annual Tykes & Teens Festival of Trees and Lights will be held at the Flagler Center in Downtown Stuart November 16-21, 2015. The event has grown immensely through the years and is moving to this larger venue to accommodate more trees, wreaths and attendees. While the Festival will continue to host the traditional tree and wreath raffle as well as the popular free breakfast and photos with Santa, several new components have been added to the schedule. These include a Ladies’ Afternoon Tea and Tiny Tot Holiday Fashion Show. More than 25 donors and decorators have already committed to participating as tree and wreath sponsors, but there are a few spots left for creative businesses, civic groups or individuals who would like to donate a decorated artificial Christmas tree or wreath. The Festival welcomes traditional, modern and themed designs. Small trees are encouraged, as are Menorahs or other Hanukkah related items for the silent auction. The Festival is the major annual fundraiser for Tykes & Teens,

PALM CITY — Italian food is no easy trick in the restaurant industry but an unlikely partnership in Palm City is setting out to challenge that notion. Dee-Stefano’s Restaurant and Catering in Indiantown recently opened its Palm City location. In May, the owners Dee and Steve Woods struck a deal with Martin Downs Golf Club to lease the club’s empty restaurant space, following a growing trend where public restaurants share space with private clubs. Dee-Stefano’s at Martin Downs Golf Club has a menu crammed full of authentic Italian dishes lifted right out of co-owner Dee Wood’s family recipe book. Dee’s husband and business partner Steve Woods says when they got the idea for an Italian restaurant he knew to look no further than Dee’s family. “When we designed the menu, we sat down and went through all Dee’s family recipes. We wanted it as authentic as possible”, said Woods. The outcome is a menu rich in

heritage and taste with entrées ranging from the authentic Penne Ala Vodka to the eclectic Chicken Sorrentino, made with eggplant sliced thin enough to read through. To start things off, Steve suggested coconut crusted grouper in a mango chili sauce along with fried ravioli with lemon garlic Alfredo sauce. The appetizers could have been entrées in themselves and featured taste combinations that challenge traditional sauces and dips. The lemon added to the Alfredo sauce and the mango chili grouper dip echo Steve’s passion for unusual combinations. A wedge salad, exploding with balsamic drizzle and a chunky blue cheese dressing rounded out “Il Primo Piatto” nicely. The menu, priced comparably to many family restaurants, is health conscious and kid friendly. A “Healthy Options” menu features dishes under 900 calories and the kids menu ensures that the entire family gets a taste of traditional Italian cuisine. Dee-Stefano’s is also one of just a handful of restaurants that still offers a senior menu for guests

Catching a wave to help victims of abuse STAFF WRITER

skoppel@YourVoiceWeekly.com

MARTIN COUNTY — In 2010, Lynne Barletta rented a space in Stuart on the top floor of a building. She intended to use it to paint, with a small space as an office. “The lady in the office next door asked me if I could teach her son art,” Barletta said. “I said I had no space. I had a closet area of about 5 or 6 feet. She said she could get five students together.” The artist found a spot for the students and they were so excited that soon their friends wanted lessons. Her students grew to 10 and she rented an additional space. Then the number tripled. Barletta, who had begun teaching an art class at StarStruck Academy, had to leave because her own student body was growing. Today, her Visionary School of the Arts has 74 semester students ages 5-17 in its Indian Street space and there is a waiting list. The school also offers outreach classes to students in after-school programs and to seniors. She has 14 instructors on staff who teach in a wide variety of media.

Barletta, a Palm City resident, sounds a little amazed at the success her students have had. “In 2011, they began winning awards,” she said. “They have won 300 local, national and international awards. The art of one student, Kimberly Locke, is going to the Rio Olympics. She was chosen out of 1 million. She has a twin sister who is equally talented.” The school moved to its Indian Street location three years ago. While art is the focus and the medium of expression, the school is about more than art. “We teach many aspects of the visual fine arts,” she said. “There is a strong emphasis on drawing skills and drawing on the right side of the brain. We also teach marketing, leadership and how to get on Facebook to sell their works. Students are selling their work right and left. It’s also about using art as a vehicle to accomplish great things. I try to set that example myself. The sales of my own art go into the schools and the teachers contribute a portion, too.” Teachers from the Visionary School have been teaching at the B.L.A.S.T. program in Hobe Sound for several years. “It’s outreach for kids who have

no place to go after school,” Barletta said. “They learn art and leadership skills. One student’s work is going to be in our Save the Rivers calendar and we’re going to give her a scholarship (to our school.) The school also sponsors art classes for seniors at the Kane Center and other facilities. In addition to classes, they sponsor receptions and shows of student works. Now Barletta is taking her art to Singapore. Her brother, George Butron, is a pastor there and has established DaySpring Residential Treatment Centre, an outreach program for abused girls, and DaySpring Life Centre, an outreach program for pregnant girls and their babies. They are sponsoring a 12-day fundraising event in that city. In Singapore, artist Hilton Alves will paint a large mural in the heart of the city. He does these murals around the world to raise funds and awareness for programs that benefit children who are victims of abuse and sex trafficking. The organization that sponsors it is known as Catch the Wave. Barletta has painted a wall that

BARLETTA from page 28 is 8 feet tall and 6 feet wide. It is at the Indian Street studio. “My brother made a connection for me,” Barletta said. “Hilton Alves will paint a wave on a three-story building. They wanted me to paint something, as well. I was invited by the committee and asked to paint a wave that could be reproduced and put in front of the building (in Singapore.) Everyone who has a photo taken will be asked to donate. They are also having a gala ball and the wave will be there. I will be sketching the dignitaries.” Treasure Coast residents who want to have their picture taken with the wave are asked to call the studio at (772) 283-4888 and make an appointment. Of course, a donation of any amount is welcome. “Such amazing things have already happened,” Barletta

She is always looking forward, but even she couldn’t envision what has happened in a few years. “My goal is to have a very large center where children and young adult could come from all over to paint,” she said. “It seems to have a life of its own and I’m along for the ride.” The Visionary School of the Arts is located at 1724 S.E. about waging a domestic Cold War. It’s about how to live up to the potential and the love you have to give.” Gullberg is looking forward to coming to Florida for professional and personal reasons. Florida audiences are the most generous,” he said. “There’s something that speaks to everyone. The audience is as much a character as I am and who Emily is in spirit. I’m looking forward to seeing who Stuart brings my way. It will certainly bring Alan Kores, Gullberg’s grandfather, who lives in Stuart. His grandfather’s daughter, Rose, has studied musical theater at the Lyric’s summer camp and she, too, may be in the audience. He is excited about being in the 500-seat Lyric. “It’s the kind of house I most prefer doing it in,” he said. “It’s

something about relaxing, sharing and discussing. It’s crucial to what we do. The show opens up more when I can see the faces of everybody watching it.” Gullberg admitted that it is challenging to be the only one on stage. He likes the fact that he is doing multiple shows. “Doing a show that’s just you, you get a little nervous,” he said. Once you get the first one, it gets relaxed. The director inside you gets a chance to hit beats in a different and maybe a better way.” It’s a bit like relationships. Once you get past the first date, things get easier. “Men are from Mars, Women are from Venus LIVE!” comes to the Lyric Theatre, 59 S.W.
