MARTIN COUNTY — On election night, there were no nail-biters in Martin. Except for the proposed 1-cent sales tax. As Vicki Davis’ team at the elections office went through the 62,461 ballots cast this year, they counted up 30,241 votes for the proposed 1-cent-for-four-years local sales tax, and 30,324 against it. “Eighty-three vote spread,” Davis said before a mandatory recount that happened on Nov. 8. “It’s amazing.” Any Florida election with less than a quarter of 1 percent difference must go to a machine and manual recount, although it’s very rare for recounts to overturn original election results. So, now what? “The problem hasn’t gone away,” County Commissioner Doug Smith, Jensen Beach, said. He added, “We still have $250 million of maintenance to catch

PALM CITY — It’s a voting town. Almost 61 percent of Palm City’s registered voters cast ballots in the general election, Nov. 4. That’s slightly more than Martin County’s 59.35 percent turnout, and much more than the state’s 50.34 percent turnout. gressional District. Martin voters cast 61,582 ballots in that race, or about 98.6 percent participation. The race with the lowest participation was the Florida House District 82. Only 34,178 cast ballots in that race, about 55 percent. Palm City residents cast 13,264 ballots, about 21.23 percent of the county’s total. Supervisor of Elections Vicki Davis said if the 2014 elections hold any lesson for future candidates and referen-

dum supporters, it’s this: Election Day is largely a thing of the past. MARTIN COUNTY — Whenever one of the area drama teachers selects a Greek tragedy to present, I am sent scrambling back to textbooks to remind myself of the details. I am also reminded that these ancient plays deal with familiar themes of power, corrupt, civil disobedience, fidelity and family. There is really is nothing new in the world. This time, South Fork High School’s drama department is presenting Sophocles’ “Antigone,” written four centuries before the birth of Christ. It is the third play in the Theban trilogy, but is the first one Sophocles wrote. The play is an adaptation of the original, written by Bonnie Roberts, a friend of the South Fork drama teacher Annmarie Schwarz. “We’re the first high school to do her published play,” Schwarz said. “It’s shorter, only about an hour long. She wrote it so you can adapt it to any time period with a Civil War. I’m keeping it classic.” The cast includes Maria De

up on.” After about a year of talking about it, the commission opted at its April 14 regular meeting to send the local-option sales tax referendum to the voters. John Haddox, Palm City, joined Smith in opposing the proposal in the 3-2 vote. Smith thought the commission needed to give itself greater freedom to appropriate the funds if voters approved the tax. Haddox felt the commission should have asked voters for a longer duration of the tax. None on the commission debated whether the additional tax was needed. County staff figured that if voters approved the local-option sales tax, it would have generated almost $85 million for the county to put toward maintenance of existing infrastructure. Additionally, the county’s municipalities, such as the city of Stuart, would have gotten about $11 million split among them. Taryn Kryzda, county administrator, said what’ll change at the county now that voters rejected the tax is pretty much nothing. “We’re going to be in the same mode we have been for the last six or seven years,” she said. “We have limited funds to utilize, particularly for our roads.” Kryzda said county staff prepared for the possibility of the local-option sales tax passing, and that’s helped it get ready for it failing. “We have a total inventory of every road, bridge and culvert,” she said. “We didn’t have that five years ago. We’re better prepared. We know where our possible failures could be, and we’d get to them before that point.” Terry Rauth, deputy county engineer, said in previous interviews that the county has about 500 miles of road, and more than half those miles need repair or resurfacing. She said it costs about $100,000 a mile to resurface a road. “If we have to go in and reclaim it, reconstruct it, it’s about $250,000 a mile,” she said. Additionally, she said that the county needs to replace about 30 miles of drainage pipes. Rauth said two bridges are beyond life expectancy: one on Murphy and the other on Britt Road. Kryzda said bridges’ lives can be extended by reducing weight limits. However, she said that weight limits largely depend on voluntary compliance. The commission can reconsider the local-option sales tax and hand it back to voters in a special election next year, or in the 2016 cycle. “All it would take is for the Board of County Commissioners to decide they want to go forward with a referendum,” Kryzda said. “There’s nothing stopping us from doing that.” Smith said the commission likely missed its opportunity to get voter support for a while to come.

Those ballots were sent to voters starting the first week of October. “They start coming back in two days later,” Davis said. During early voting, Oct. 20 to Nov. 1, the county had 14,615 voters cast their ballots. Another 23,311 showed up at their precincts on Election Day. 1-cent sales tax The most notable outcome of the election was voters narrowly nixing the proposed local-option 1 cent sales tax. The County Commission approved the referendum in an effort to reduce a $225 million backlog on infrastructure maintenance. Every county commission candidate on the primary- and general-election ballots backed the proposal, as did numerous political groups. There was no organized opposition to the sales tax. None. It seemed like a given that it would pass. “Eighty-three vote spread,” Davis said before a recount. “It’s amazing.” Out of 60,565 votes cast in the referendum — with nine over votes — 83 was the separation between approval and rejection. Less than 1 percent. Since there was less than a 1 percent differ-

ence in the referendum votes, it was scheduled to a recount on Saturday, Nov. 8. If voters had approved the ballot measure, there would have been an additional 1 cent local-option sales tax for every $1 of qualifying sales up to $5,000 for four years. Amendment 1, Land Acquisition Trust Fund The defeat of the sales tax was consistent with Martin voters apparent wish to keep things just as they were before the election, with the exception of creating dedicated funding for the state to acquire conservation lands. The county’s top vote getter was Amendment 1, which will dedicate a third of the money raised by state real-estate transaction fees — documentary stamps or “doc stamps” — to the state’s Land Acquisition Trust Fund for two decades. Statewide, the referendum passed with 74.93 percent of 5.6 million participating voters approving it. In Martin, 78.65 percent of 60,162 participating voters approved it. That was the only constitutional amendment that passed statewide or in Martin County. Amendment 2, medical marijuana, got the majority of votes in the county and state, but not the 60 percent needed to pass an amendment in either. Amendment 3, which would have given

23,048 approved creation of the council in an election with an 82 percent turnout. There were 14,152 who voted no. In other words, the council’s support was stronger in the reauthorization vote than for its creation. State Senate District 32 Negron is almost the most popular man in Martin County. He got more votes than any other candidate voters chose among, except for fellow Republican Jeff Atwater, who won his bid to remain the state’s Chief Financial Officer. Negron handily defeated Democratic challenger Bruno Moore to keep his Florida Senate seat, District 32. The district covers the eastern halves of St. Lucie and Martin counties, along with a northeast section of Palm Beach, and southeast part of Indian River counties. Districtwide, Negron got 66.79 percent of the 175,505 votes cast in the race. In Martin, Negron got 40,756 votes against Moore’s 13,865. That’s 74.25 against 25.38 percent in a race that 87.44 percent of voters who cast ballots participated in. For reasons that aren’t obvious, the race for the Florida Cabinet’s Chief Financial Officer seat had a higher participation, 59,311 votes, and 41,503 voters cast bal-

an outgoing governor the opportunity to make future judicial appointments, failed to get a majority of votes. Children’s Services Council of Martin County The second top vote-getter was the Children’s Services Council of Martin County. More than 45,700 Martin voters reauthorized the Council. The reauthorization vote had strong participation — 59,425 voters. More than three quarters, 76.93 percent, voted to reauthorize the council. The special independent taxing district raises about $6 million a year through property taxes that it disperses to organizations doing work for children and families. The Martin children’s council formed after voters approved creation of the independent taxing district in 1988. The Florida Legislature gave counties the option to create children’s services councils in 1986, and many did. In 2010, Sen. Joe Negron introduced a bill to require reauthorizations for the voter-approved councils. Davis said voters did something they rarely do: startle her. “I felt like the Children’s Services Council reauthorization would pass, but it surprised me the support by which it passed,” Davis said. Davis said Martin had about 50,000 voters in 1988, and

Palm City should discuss incorporation I’m surprised that incorporation isn’t common talk around

Palm City. I’m surprised that the Martin County Commission doesn’t seem to operate on a core presumption that one day Palm City will be the city of Palm City. Palm City has a distinct history and identity. By and large, folks here don’t seem to think of themselves as living in the county. They don’t think of themselves as living near Stuart. They think of themselves as being Palm City residents. They think of Palm City as their hometown. With identity comes destiny. In the case of towns, destiny means incorporation. A couple weeks back, I wrote a story about incorporation discussions that Nicki Norton — president of the Palm City Chamber of Commerce — affirmed were happening among some business and community leaders. She didn’t want to get too specific with a reporter, which is understandable at the early stages of any political process. I was taken aback by an email I got on Nov. 5, from the Martin County Defender, an e-newsletter published by Al Foreman. I saw my story recycled and reshaped into a fear-monger form I couldn’t recognize under the headline — “Unrestrained Growthers plot to incorporate Palm City in order to bypass re-elected Commission majority.” Plot? Really? Plot? “Unrestrained growthers?” “Bypass re-elected Commission

Patrick McCallister majority?” The word “hyperbole” comes to mind. Propaganda. Embellishment. Story. Bunk. Hooey. Fact: Palm City incorporation would take years even under the best of circumstances. By the time it’s done, at least one, more likely two — maybe even three or four — Martin County Commission elections will have come and passed. Incorporation is a complicated process full of government things like feasibility studies and writing a proposed charter. Fact: Palm City incorporation would take the backing of local state legislators who are going to be inherently loath to support it if the county isn’t at least reluctantly aboard. Legislators would much prefer an enthusiastically supportive county before backing incorporation. Fact: Palm City incorporation would take numerous meetings,

summits, conferences, and public hearings at the county along with the inevitable creation of committees, more committees, and even more committees on top of committees. At least, that’s how I’ve seen incorporations go before. All of this will happen in the Sunshine with reporters writing stories. There’ll be lots of public participation, too. Fact: If everything goes really well, the Florida Legislature will eventually want a vote among registered voters in the proposed Palm City incorporation area. Opponents and supporters will get to make their cases to voters who’ll decided the fate of incorporation. Fact: Say the county, state Legislature and voters all approve incorporation and it happens, there would be elections for a Palm City Council or Commission. Nobody can say with any certainty who Palm City voters will elect to those seats. They could be more or less pro-business, or slowgrowth, than the Martin County Commission. Do you trust Palm City voters to have greater say about their neighborhoods? I do. Back in 1979, my family moved from Orlando to an unincorporated town in southwest Volusia County. The broader insinuation was that the county just didn’t do much for DeBary. There was a growing problem that exasperated that sense of neglect. DeBary had Interstate 4 on its eastern side, and growth was heading north along that roadway from Orlando. By the mid-‘80s, that growth was well into Seminole County and crossing the St. Johns River into DeBary. A lot of folks just didn’t trust that the Volusia County Council could respond with plans that met locals’ needs and wants. Incorporation went from being talk among gadflies to political mainstream. By the 1990s, incorporation efforts were in full swing. As 1994 dawned, DeBary became the city of DeBary. As a reporter, I covered the upstart DeBary on and off for about 18 years. The DeBary City Council has its problems, but I’m certain of this — DeBary has handled DeBary better than Volusia County ever did or could. I’m also certain of this — Palm City owes itself a good discussion about whether it’s time to start looking into becoming the city of Palm City. House of Representatives District 18 Incumbent Democratic Congressman Patrick Murphy held his seat from Republican challenger Carl Domino with 151,253 against 101,778 votes throughout the 18th Congressional District. That’s 59.78 percent against 40.22, a 19.56 percent separation favoring Murphy. The district includes all of St. Lucie and Martin counties, along with a sliver of northern Palm Beach County. Murphy’s support in Martin County was weaker. While he still took the majority of votes — 34,125 against 27,457 — his victory here was 55.41 percent against 44.59, a 10.8 percent spread. County Commission District 2 Palm City participated in the County Commission District 2 race, although it’s in the commission’s District 5. Commission candidates must live in their districts, but face the entire county’s voters. Incumbent Ed Fielding handily fended off a challenge from fellow Republican Ron Rose, who ran without party affiliation. Fielding — who’s been a strong backer of

strengthening the Martin County Growth Management Plan, or “comp plan” — pulled 36,082 votes from the 58,387 cast in the race, 61.80 percent. Fielding went up against two Republican challengers in the primary: Stacey Hetherington and John “Trapper” Schierbaum. Fielding garnered 46.54 percent of the vote in that three-way race. There were 16,767 votes cast in the primary. His general-election victory over Rose has kept the County Commission identical to its post-2012 election makeup. In a universal primary, August, Sarah Heard, District 4, shut out challenger Barbara Clowdus. The 2012 election was largely seen as a countywide decision between a “pro-growth” or “slowgrowth” commission. If 2014 was a referendum about whether voters approved of continued strengthening of the comp plan against development, the answer appears to be yes. Florida House District 82 Republican incumbent MaryLynn Magar kept her Florida House of Representatives seat, District 82, in a low-participation election. The district covers all of Martin and a small part of Palm Beach counties. Mary Higgins was the Democratic challenger. It was the race with the lowest participation in Martin.

Magar took 21,440 votes in the county, or 62.73 percent. There were slightly more than 59,000 ballots cast in the district. Magar got 61.35 percent of them. Governor Incumbent Republican Governor Rick Scott narrowly trounced his Democratic rival Charlie Crist. Statewide the race was decided by a 1.1 percent difference. Scott got about 48.2 percent of the overall vote, and Crist 47.01. Minor candidates absorbed 4.78 percent of the vote. Scott’s support in Martin was comparatively strong, Interestingly, just as Democrat Murphy took about 55 percent of the county’s vote, so did Republican Scott. Other races Martin voters overwhelmingly supported incumbent Republicans in the Florida Cabinet. In addition to strongly balloting for Atwater, they also overwhelmingly supported Adam Putnam, Commissioner of Agriculture, and Pam Bondi, Attorney General. Voters favored Christia Li Roberts over Lorie Shekailo to replace outgoing Martin County School Board member Michael Busha, District 1. The two faced each other and Jennifer Doak in the primary. That election eliminated Doak, but neither Roberts nor Shekailo got enough votes to avoid the general-election runoff.

MARTIN COUNTY — Humans move around. It’s in our nature, and has a lot of advantages. But it also scatters family records all over creation. That’s not really a problem, until one asks the most fundamental question: Where did I come from? What follows is genealogy. “When you start doing research, you have to understand that records were kept by people who may have been from different ethnic backgrounds and may not have been very educated,” Palm City’s Shirley Pizziferri said. She’s the secretary of the Martin County Genealogical Society. “Names can have anywhere from two to a dozen variations in records,” the genealogist said. Pizziferri, who’s traced her ancestry back 400 years, said there’s an invaluable workaround: a soundex search. Anyone with a Florida driver’s license has seen it in action. The first three letters on a license tells someone familiar with the soundex codes a bit about the owner’s name. The society has about 100 members, president Walter Bruetsch, said. Along with numerous ways to get around common genealogical research problems, like careless or hurried census takers turning “Smyth” into “Smith,” and “Harrell” into “Harold.” “People should feel comfortable in contacting us for help,” he said. The society makes certain it has volunteers on hand at Blake

Library — 2351 S.E. Monterey Road, Stuart — the first Saturday of every month, from 10 a.m. to 4 p.m., to help folks with research techniques they’ve found and developed. Additionally, he said, normally there are volunteers at the library’s genealogy room to help folks from 10 a.m. to 4 p.m. daily when the library is open. However, that’s not guaranteed. The room is filled with numerous resources, such as old census records for states east of the Mississippi River, books by the Mayflower Society, Daughters of the American Revolution magazines, and — “We’ve got a couple computer terminals,” Bruetsch said. The Martin County Library System has subscriptions to www. geneology.com and other paid genealogical research sites. Additionally, society volunteers know about other helpful websites. For example, the Oklahoma Historical Society has a searchable copy of the Dawes Roll at www.okhistory. org. The Cherokee Nation and other tribes use that century-old document to establish citizenship. “One myth we like to dismiss is, ‘The name was changed at Ellis Island,’” Pizziferri said. She said that passengers heading to New York to start their lives in America from the 1890s to 1950s showed identification on both sides of the Atlantic. Even if the identification was in a different language, that usually wasn’t a problem in New York. “(Workers) did very well, because they had customs officers from all

Todd Harris, owner, has several business locations in Martin County, including Palm City. He has participated in the show for the last five years and was excited to be a sponsor and have a 20 x 20 tent open to the public and bustling with activity. For the third year, Harris and his team, including John Cecere, the new general manager of Crown Collision, donated a “new” vehicle to a deserving Martin County veteran, a refurbished silver 1999 Crown Victoria. The car was awarded on Saturday, following the WWII battle re-enactment presented by the Road to Victory Military Museum. This year’s

winner was 25-year-old Charles Moon, who served five years in the Army, including 15 months in Operation Enduring Freedom in Afghanistan, where he saw combat action and was injured by an IED. Fortunately, he was able to complete his tour of duty and was honorably discharged. Moon has been coming to the Stuart Air Show for years and this past week was working security at the air show. He attended Martin County schools and was a member of AJROTC for four years. After high school he enlisted in the U.S. Army and did basic training and advanced training in the field of Military Police at Camp Leonard Wood. After Army duty, he returned to his hometown of Stuart. Charles has successfully completed EMT school and Police Academy at

Crown Car Care also hosted the eighth Air Force Historical Society of Florida, whose members served in WWII and have been coming from across Florida for a reunion at the Stuart Air Show for the past several years. Crown Car Care provides hospitality for the members and their spouses and provides them with front row seats to watch the amazing air show. Harris also interviews the men for the audience gathered to hear their amazing stories of bravery and daring for the audience gathered in the tent. Military jets dominated this year’s show, thanks to the Air Force F-22 Raptor and the Marine Corps AV-88 Harrier. Both provided outstanding demonstrations that had everyone gasping and applauding for their incredible agility and maneuvers. The cherry on top was the display of seven fire engine red classic cars courtesy of Earl Dempsey, a customer of Crown Car Care and owner of Stuart Plumbing. Visitors stopped to pose for photos all weekend and were in awe of the magnificent cars and their pristine condition. ‘Baebes’ put modern twist on medieval music STAFF WRITER

MARTIN COUNTY — It’s not often that you find a musical group that began in a North London cemetery, but that is how the ensemble the Medieval Baebes got its start. In 1996, a group of friends broke into the cemetery, dressed in flowing white gowns and ivy crowns. They sang together and the group of friends became the unique ensemble that has sold more than 500,000 records worldwide. Katharine Blake is a founding member of the Medieval Baebes, which comes to the Lyric Theatre Dec. 2 as part of the Nostalgia Series. A former singer with Miranda Sex Garden, Blake got together friends who shared her love of medieval music. The group sings in several languages, including Latin, Middle English and French, and their music may be traditional or more modern. They play medieval instruments that include the recorder and cittern, an instrument that resembles the mandolin. Blake spoke by phone from London, where the group is based, about why they are looking to spending December in Florida. “In December, we usually do a cathedral tour of the U.K.,” she

said. “It’s a privilege to sing music that suits the environment, but the acoustics are not always good and the cathedrals are not always heated.” Blake was in school, studying music, when she began singing Elizabethan madrigals and 13th-century nun’s music. “I really always had an affinity,” she said “It’s anonymous, shrouded in mystery and romantic. I wanted to get the rawness of being sung by real singers. Medieval singers weren’t trained to sing the music. The first time we sang it was with my friends. It was an experiment and 18 or 19 years later, we’re still doing it. We’re singing for fun.” This upcoming tour is a Christmas tour, with a twist. “It’s our take on various modern Christmas carols, with medieval music and my own compositions,” Blake said. “We do some introductions (of the songs) and a lot of the Latin is incredibly accessible to modern tunes. They’re mysterious, but have familiar musical hooks.” Christmas music is not a new topic for the group. Their album, “Of Kings and Angels,” was released in the United Kingdom in 2013 and reached the top 10 spot on classical albums in Britain. A new record distribution deal in North America will make this and several other ‘Baebes’ al-

Roll back the clock and enjoy the music of blockbuster films from the 1960s, 1970s, 1990s and even 2010, as the Treasure Coast Youth Symphony presents “Movie Music,” highlighting the music of the silver screen’s great composers. The Youth Symphony’s fall concert highlights six films through its popular music themes. “Pirates of the Caribbean,” “Star Wars,” “The King’s Speech,” “The Seahawk,” Alfred Hitchcock’s theme, and “The Godfather” become larger than life with soundtracks recognized by audiences everywhere, from the very first note. The composers include John Williams, Hans Zimmer, Nino Rota, Beethoven, Charles Gounod and Wolfgang Korngold. As part of the reopening month, the Lyric Theatre kicks off with the “Movie Music” program from the youth symphony on Monday, Nov. 24 at 7 p.m. Tickets are available through the box office at (772) 286-7827 or online at www.lyrictheatre.com. The Treasure Coast Youth Symphony has served area communities since 1987, as one of the finest musical arts organizations for young musicians and orchestra audiences. Through the orchestra’s many programs, audiences have enjoyed the works of Aaron Copland’s famous Rodeo music, Mannheim Steamroller, Brittania, The Planets, Nutcracker and popular classical music selections. Each year the orchestra’s Concerto Competition winner is featured in a solo performance. The symphony operates through performance revenue, private contributions, and orchestra member dues. For 27 years, the symphony has provided scholarships to its young musicians, recently awarding $12,000 in scholarships to member musicians. Each year in August, student musicians interested in joining the symphony can audition for a place in the orchestra.
