MARTIN COUNTY — The 2014 political season is done. It’s remarkable only in its unremarkable outcome. Those who thought and claimed voters wanted change in Martin County — as is so often the election
season refrain throughout time and geography — committed political miscalculation. Martin voters kept all the incumbents they could. Change wasn’t on their minds. Sarah Heard and Ed Fielding handily kept the two County Commission seats that were up to the voters, districts 2 and 4.

TREASURE COAST — The Indian River Lagoon might be getting some much-needed healing sooner rather than later, thanks to a bipartisan pair of representatives. That hope
for help recently passed a vote in the House of Representatives, but 101 others still have to weigh in on their plan, namely the Senate and president. “It’s another nice win for our lagoon and our efforts to clean up our water,” Congressman Patrick Murphy, D-Jupiter, said in a phone interview after the

A lot of the underground work is putting in 30- to 42-inch concrete pipes. In addition to the road widening, workers are building a closed drainage system that will use curb inlets and drainage pipes to move rain water from the road to two new drainage ponds. The pond to the west of High Meadow will be 230 by 500 feet. The one to the east of Palm City School Avenue will be 85 by 500 feet. Their combined capacity will be about 10 million gallons. That water is currently filling swales and heading east toward

It’s all part of the plan. “Right now we have to do temporary widening to move the traffic far enough away to build up to the median on the other side of the road,” Kelly Cowger, project administrator, said. The temporary lanes are between Mapp Road and Berry Avenue. By press time, the lanes should be completed and striped. Old road striping will be stripped away, so drivers don’t get confused. Kathleen Ciotti, public information officer, said it’s all a part of keeping traffic moving as smoothly as possible. “We’re doing everything to maintain a steady flow of two-lane traffic throughout the project,

They chase the money around and gobble it.” Posey said Murphy and he are still baffled about what the “administrative costs” actually are. He said the two have repeatedly asked the EPA to explain them to no avail. Murphy said the experience is annoying. “We want that money going to the estuary, not overhead,” he said. The new bill would allocate $27 million each year from 2014 through 2018, requiring 80 percent to be split among the estuaries, and 5 percent would go toward administration. The remaining 15 percent would be distributed based on need, with estuaries having the most problems with obstacles such as extensive seagrass habitat losses, recurring harmful algae blooms, unusual marine mammal mortalities and invasive exotic species getting the most. That would leave about $770,000 for the Indian River Lagoon, not counting need-based money if awarded. The bill comes on the heels of Florida voters overwhelming approving Amendment 1, which dedicates some monies from real-estate transactions to the Land Acquisition Trust Fund. Lagoon advocates claimed before the election that it stood to help acquire
LAGOON from page 1 House vote. “There were two improvements to this bill (Congressman Bill Posey) and I were able to include.” Posey is a Republican from Rockledge, whose district covers the Space Coast, just north of Murphy’s. The two co-sponsored the Estuary Urgent Needs Priority Program Act. If passed by the Senate and signed by President Barack Obama, the act would make the Environmental Protection Agency prioritize its funding to the national estuaries based on competitive evaluations. In other words, the money would have to head to the most damaged estuaries first. Additionally, the bill, if it becomes law, would also drastically slash how much National Estuary Program money goes to administrative costs. Last year, the program funded 28 estuary cleanup efforts nationwide, with each estuary getting about $538,000, totaling 60 percent of the total fund. The rest of the money covered administrative costs. Posey said the bill is a matter of common sense. “We’re requiring, in statute for the first time, that the money Congress wants spent on lagoons and estuaries actually gets to the lagoons and estuaries,” he said.

Along with that, counties and municipalities along the 150-mile Indian River Lagoon — which is formed by Mosquito Lagoon, along with the Banana and Indian rivers — have been adopting stronger fertilizer ordinances to reduce the flow of phosphorous and nitrogen into the lagoon. Those ordinances are based on scientific suggestions the Tampa Bay Estuary Program has put forward. Posey, who worked as an engineer on the Apollo Program, said the Indian River Lagoon is not rocket science. “It’s not a complicated problem,” he said. “We know our lagoon is in trouble because we’ve allowed bad stuff to be put in it. We know it’s not going to be better until we stop putting bad stuff in it. We know it’s not one source of bad stuff; it’s multiple sources of bad stuff. Once we stop putting bad stuff in it, we need to clean up the bad stuff that’s already there.” At press time, the Senate hasn’t scheduled a vote on the bill. Murphy predicted it would be rolled into a larger bill and likely pass.

ELECTION from page 1 Here’s the part no one seems to give much thought — districts don’t get much choice in their representation. Districts get only 20 percent of the vote for who represents them. A county commissioner could get not a single vote in his or her district and win the day. Supervisor of Elections Vicki Davis hasn’t done the numbers to see if any commissioner has ever represented a district that he or she lost, but — “I’m sure there are, yes,” she said. “I would say that has happened.” She said that fact seems to stick in no one’s craw. But another Martin County electoral quirk does. “What we hear, (what) voters are disgruntled about is that they don’t like it that a candidate is elected without a mandate,” she said. “They can win with quite a bit less than 50 percent of the vote.” That’s because there are no runoffs in commission races. One of this year’s District 2 challengers, Stacey Hetherington, said that a runoff, or universal primary, would have likely favored her run against Fielding, perhaps even to victory. “I think they should structure it like the (Martin County School

Board) race,” she said. “If you don’t get more than 50 percent of the vote, you should have a runoff going into the general (election).” In the primary, incumbent Fielding, Stuart, took down two fellow Republican challengers: John “Trapper” Schierbaum and Hetherington. Ron Rose — who is also a Republican, but ran without party affiliation — threw his hat in the ring shortly before the August primary. Republican primary voters gave Fielding 46.54 percent of the vote, 7,803 of 16,767 ballots cast. While a minority, nevertheless enough for Fielding to claim victory over Hetherington, 42.23 percent, and Schierbaum, 11.23 percent. Because of Rose entering the race, Fielding was in a closed primary among only Republican voters. If Rose hadn’t entered the race, then Fielding would have been in a universal primary. Martin had 105,248 voters qualified when the books closed on Oct. 6. Slightly more than 52,000 were Republicans, and slightly fewer than 27,200 were Democrats. About 26,000 were without party affiliation, or registered to minor parties. There were 26,039 votes cast in the primary. Hetherington said primary runoffs would help prevent spoilers,

although she didn’t suggest that either Schierbaum or Rose were intentional spoilers in her race. “It would also prevent people from slipping in a third candidate to skew election results,” she said. A spoiler is a candidate who enters a race for reasons other than victory. Usually it’s to give another candidate an edge. Heard beat Barbara Clowdus, publisher of Martin County Currents, in a universal primary to keep the District 4 seat, Port Salerno west to the C-44. Clowdus believes if only the district’s voters got to pick the commissioner, the outcome would have been the same. “I don’t believe I won my district, but I don’t know for sure,” she said. “I haven’t checked the numbers.” Martin is what’s called a non-chartered county. Commissioner Doug Smith, former president of the Florida Association of Counties, said Martin having five commissioners who must live in their districts, but are elected countywide, at large, is the state’s default setting. “The fact that we have commissioners at large is a structure derived from the (Florida Constitution),” he said.
While it is the default system for the state’s 67 counties, not all of them have it. The state gives provisions for two alternatives in counties that have not created charters. Martin voters could opt to have a commission with five members elected only from their districts, or a seven-member commission with two at-large seats. In the first alternative, voters would elect one member of the commission. In the second, three. For a vote to change the election system to happen, either the commission would have to send voters a referendum, or someone would have to collect petition signatures from 10 percent or more of the county’s registered voters. Neither seems likely. The current system is popular with a wide range of political figures. Clowdus said it was right and fair for her to lose in a countywide race even if she won in her district. “I think it’s better this way,” she said. “Commissioners are going to be much more responsive if they consider everybody a potential voter.” Clowdus added, “What’s good for one district may not be good for voters countywide.” Hetherington, too, favors the countywide vote, even if she’d won her district. “I actually liked countywide, because the commission is making decisions countywide, so I think

all county residents should be able to vote for all county commissioners,” she said. “It would be easier to campaign in a district, no doubt.” Clowdus and Hetherington were generally counted as pro-business candidates in a county largely divided along “slowgrowth” versus “pro-business” lines. Many saw the 2014 election as a referendum on the current commission’s strengthening of the Martin County Growth Management Plan, “comp plan.” Former District 5, Palm City, Commissioner Donna Melzer is among the most visible slowgrowth advocates. She won one and lost the next election. Those were the 1996 and 2000 elections. She attributed her loss to Michael DiTerlizzi to funding and help from developers he received. Still, she favors the countywide elections, even if she’d won the district in both races. “The district by district (election) is very pro-developer,” Melzer said. “Everybody votes on everything, so why shouldn’t you be accountable to everyone you affect?” In a Your Voice News & Views analysis of district and countywide election results since 2004, the District 5 commissioner has always won in both. the St. Lucie River. Folks might have also noticed a mast arm at the intersection of Martin Downs Boulevard. It’s awaiting lights that’ll be attached probably after Christmas. Mast arms resist hurricane winds better than the existing lines holding the traffic signals. Santa will have another road-project present in his bag. Around Christmas, crews will start building a 14-foot noise wall on the north side of Martin Highway between High Meadow Avenue and Martin Downs. It’s the only noise wall slated for the project. The Florida Department of Transportation is putting about $15.7 million into expanding Martin Highway between Mapp Road westward to the Ronald Reagan Turnpike from two to four lanes. The work will build on the addition of the bridge to Martin County’s transportation infrastructure. The four-lane bridge opened along with a segment of the highway from Mapp eastward to the St. Lucie River. When contractor J.W.
Cheatham, West Palm Beach, competes the work, Martin Highway will have a central divider, 11-foot lanes, 5-foot bicycle lanes, 4-foot buffers, and 8-foot sidewalks from Mapp to High Meadow Avenue. The design is made to complement the segment of Martin Highway east of Mapp Road. But crews will remove the foot bridges at Danforth Creek. After roadwork is done, there won’t be space, or need, for them anymore. When the expansion is done, the FDOT predicts motorists will take about 15,000 trips a day for the first year on that segment of Martin. That’s expected to climb to about 33,500 trips a day by 2037. In a previous interview, Lisa Wichser, Martin County’s development review administrator, said that traffic is markedly up on Martin Highway between Mapp and High Meadow since the opening of Veterans Memorial Bridge. PALM CITY — When Karen Rayside and Judy Vlasaty ride the trails and roads of Palm City on Candy and Lotti, they often have long grabbers and garbage bags. As they ride, they pick up litter that has been tossed aside. They have picked up as many as three bags full of toss-aways, including unopened bottles of beer. “If we’re going to ride and we realize it’s garbage day, we take our grabbers and garbage bags,” Rayside said. “We clean up the bottles and cans. You wouldn’t believe what’s on the side of the roads and trails and in the ditches.” Rayside has lived in Palm City for 10 years. She and her husband, Charles, have businesses in West Palm Beach and Georgia and they go back and forth every few weeks. The two own Rayside Truck and Trailer in West Palm and Blue Ridge Manufacturing in Georgia. The company makes truck bodies.

get on a horse. For Rayside, it was different for while she knew she loved horses, riding came much later. “I always knew I wanted horses, and I knew when we bought our property in Georgia, I would have them,” she said. “I got my first horses when I was 40, when I began riding.” Rayside rides for pleasure, but she keeps it interesting by doing different things with the horses. “Last year, we started horse soccer,” she said. “We played every other month and got a lot of people involved. We’ve decided we’re continuing it. I like doing different things with the horses that are fun.”
Another pursuit is obstacle training. “I was surprised, that first time the horse saw the grabber moving back and forth, she kind of freaked out,” Rayside said. “Now she’s OK. To pick up trash, you have to hang over the horse. It’s good all around. We’re picking up trash, getting exercise, as is the horse and we’re exposing the horses to something unusual. That desensitizes them against different things, if something unexpected comes along. If the horses walk and a plastic bag flies by, they won’t freak out.” Rayside came to horses and riding late and there was learning curve. “I didn’t get into horses until I was 40,” she said. “I knew nothing. I met people who do Natural Horsemanship clinics. The training is about desensitizing the horse and training
you to be safe on the horse. It’s all about being safe on the horse. I want the horse to be able to do anything while I’m on the horse.” Rayside said that the response from passers-by has been positive when she and Vlasaty are out with their grabbers. “People see us and give us the ‘thumbs up,’” she said. “Some say their horses would never let them do that. They should.” Rayside said that running back and forth between Georgia and Florida makes for a busy life, but she does get lonely for her horses. Now she has additional company when she rides, as her granddaughters have started taking riding lessons. For the woman who didn’t start riding until she was 40, it has become a way of life.

Mapp Road Town Center Design hitting traffic tables STAFF WRITER

PALM CITY — Discussions at the Old Palm City Neighborhood Advisory Committee’s last regular meeting were all over the Mapp. Mapp Road, that is. As in what to do with the evolving Mapp Road Town Center Design that’s been discussed for more than a decade. Some want to throw the current proposed streetscape design for the segment between Martin Highway and Martin Downs Boulevard into the swales and start over. Others want to see some, but not all, of Mapp done with the proposed divided service roads, on-street parking, landscaping, bicycle lanes and an 8-foot sidewalk that allows water to seep right through to underground storage. Still others want … well, they want the whole smash — sooner rather than later.
“I think it should be done at one shot, not piecemeal,” committee member Tracy Seegot said at the meeting. After sometimes combative discussion among themselves and the public, the committee voted to recommend to the County Commission acting as the Community Redevelopment Agency to start building the current proposed design and finish it quickly as Community Redevelopment Area money, or grants, can fund it. The final decision will rest with the commission acting as the agency. Resident Odias Smith has become perhaps the most vocal opponent to the proposed design. “Why not fix the lanes, fix the drainage and be done with it?” he said at the meeting. “Not all this Mickey Mouse stuff.” Mapp is the centerpiece of Palm City’s Community Redevelopment

MAPP from page 11 Area. The CRA, adopted in 2002, includes 610 acres. The area is nestled along Mapp Road from Southwest Rio Vista Way south to Southwest All American Boulevard. It goes from the St. Lucie River South Fork west to a few blocks past Mapp. There’s a western extension nestled along Southwest 34th and Southwest 36th streets to Southwest Berry Avenue. In a CRA some county taxes paid on property values higher than what they were in a base year — when the area was established — stay in that district for economic development and blight elimination for a set period of time.
It’s called Tax Increment Financing, TIF. In Martin the amount of that money CRAs retain for projects is between 50 and 95 percent. The commission annually decides the rate. This year the rate is 75 percent. Kevin Freeman, Martin County’s community development director, told the committee that to complete the design from Martin to Martin Downs would cost about $3.5 million. The Old Palm City CRA has about $1.3 million in its budget. Additionally, Freeman said that the county has applied for a $600,000 grant from the Florida Department of Environmental Protection to do the roadwork, because it has storm-water management elements. Additionally, Freeman told the committee that there are properties along Mapp that’ll
www.YourVoiceWeekly.com need the design specially fitted to them. For example, Palm City Plaza, 3200 block, is one. At the last meeting, Aug. 18, the owner, Sandra Barringer, told the committee and county staff that the proposed design would impede truck deliveries to Palm City Produce & Farmers Market and others in the plaza. Freeman told the committee that the entire road could be done with the design, or complimentary variations, over about five years assuming financing stays about constant, and costs don’t escalate dramatically. He had a warning, too. “We have to have community support for this project,” he said. Smith responded: “It won’t happen.”

‘Rabbi and Italian’ not just a punch line

MARTIN COUNTY — Did you hear the one about the Rabbi and the Italian? That’s not actually a joke, although there will be plenty of jokes when Rabbi-turned-comic Bob Alper and comedian Dick Capri come to the Lyric Theatre on Dec. 10 for “an evening of clean standup comedy.” Rabbi Bob Alper, whose comic wisdom is heard on Sirius/XM radio, served congregations for 14 years and holds a doctorate from Princeton Theological Seminary. He spoke recently from his home in Vermont about his interesting career paths. “Becoming a rabbi was a natural career decision,” he said. “I came from a strong Reform Jewish background and I wanted a people-oriented field. Humor was always a part of it. Even in high school, the highlight of Jewish youth group conclaves was talent night. I did Bob Newhart and Shelly Berman routines. I lived for those moments. I always
used humor in my rabbinates.” In 1986, Bob and his wife, a psychotherapist, wanted to spend more time in Vermont. He was still able to pursue those parts of the rabbinate he liked most, including wedding, funerals and counseling. He liked being part of people’s lives and opened a counseling office. One day, he saw a small ad in the newspaper for a Jewish Comic of the Year contest. “I came in third, after a chiropractor and a lawyer,” he said. “That launched an unexpected career. I got publicity and started doing comedy clubs. In the 1990s, I was doing enough comedy that we were able to move to Vermont. It’s a very social state with a strong spiritual pull. It’s gorgeous here all the time.” Alper said the agency that handles his bookings put him on the bill with Capri, whom he has never met. “I’m excited about doing it,” he said. “The comedians are never on stage at the same time. I do tons and tons of shows with Arabs and Muslims on my ‘Laugh and Peace Tour.’ In this case, we’re both funny. There’s not a

straight man. It’s an evening of clean, standup comedy.” Alper said he likes the idea of the intimate, 500-seat Lyric Theatre. “It’s much better for comedy,” he said. “The audience needs to sit close to each other and close to me.” Alper has appeared on “The Today Show,” “Good Morning America, and “Extra,” where his segment followed one on the size of Jennifer Lopez’s famed posterior. He is also the author of several books. The most recent, “Thanks, I Needed That,” is an inspirational book with humor. He has also recorded several comedy
CDs. Alper urges non-Jews not to worry that they won’t understand the material. “Everyone from south Florida to North Dakota gets the same material,” he said. “I’m gentile-friendly.” Dick Capri was born in Reading, Penn., and got his show business start doing impressions of customers in his father’s grocery store. His professional career began when he toured with Engelbert Humperdinck, who became a friend. He made his Broadway debut in 1991, co-starring in

Singers Chorus to perform Dec. 5-6 FOR YOUR VOICE NEWS & VIEWS
It’s the holiday season. The weather outside may not be frightful, but all will be delightful at the Treasure Coast Community Singers annual holiday concert. Titled “Christmas is the Best Time of the Year,” the performances will be on Dec. 5 at 7 p.m., and Dec. 6 and 7 at 3 p.m. at the North Stuart Baptist Church, 1950 NW Federal Highway in Stuart. The Chorus will perform three holiday tunes: “Santa Claus is Coming to Town;” “Hanukah O Hanukah;” and “O Come Little Children.” The adult chorus will perform a varied repertoire, which includes traditional carols and popular seasonal selections. There will be two songs from the film «White Christmas,» which are always crowd favorites this time of year. The adult chorus is pleased to have a group of high-school students from Jensen Beach High School as new members. They have been selected to be part of the new TCCS Music Education Stipend Program. Alongside founding Artistic Director, Dr. Doug Jewett, is Assistant Director, Shane Thomas Jr., who also directs “Opus” at Martin County High School.
