TREASURE COAST — Florida’s unemployment is low as it’s been since June 2008. In October, the state’s seasonally adjusted, non-agricultural unemployment rate hit the 6 percent threshold. The nation was at 5.5 percent. The Department of Economic Opportunity released its October employment report on Friday, Nov. 21. “It’s a big deal that we’re finally in the sixes as a region,” Odaly Victorio, communications coordinator for CareerSource Research Coast, said. “That’s fantastic.” While most of the CareerSource Region 20 — Indian River, Martin, Okeechobee and St. Lucie counties — had higher than average unemployment rates than the rest of the

That is, it’s easy to lose track of how many drinks you’ve had at an office, or other, party. Snyder said when folks are heading out to drink at pubs, clubs and bars, they’re usually mindful of how much they’ve consumed. If for no other reason because more drinks means a

At office and organization parties the alcohol is often free, or folks take contributions of bottles to an impromptu bar. “It’s a whole different environment,” Snyder said. “It’s what you call incidental drinking.” No matter where one drinks, Florida’s legal blood alcohol content for operating any vehicle on public roadways, including bicycles, is .08. For anyone under the age of 21, it’s .02.

The rule of thumb is that the alcohol content of a 12-ounce beer, s 6-ounce glass of wine, and a 1-ounce shot of liquor is about the same. Those who weigh less than 150 pounds have usually hit the legal blood alcohol level by the third drink within about an hour. Those who weigh more can circumstantially fit in a fourth. from feeling mild euphoria to early signs of disinhibition, it’s safe to assume the legal driving limit is reached. Snyder said it’s best to just pass on drinking anywhere but home during the holidays, because roadways become more hectic and drivers need to keep all of their wits. “One of the things that the holidays do is put people in a different frame of mind,” the lawman said. “People are more easily distracted.” This fact has many hazards. “It can affect their driving,” Snyder said. For example, “It’s a time of year when you’re more tempted to text and drive,” the lawman said. It’s illegal to text while driving in the Sunshine State. A stone sober person who’s texting drives with about the same ability as a thoroughly intoxicated driver. The sheriff said that burglaries increase during the holiday season for a few reasons. The biggest is simply that there are more visible opportunities to steal. “Electronics especially,” Snyder said. “You don’t want that in your car.” He said keeping gift purchases out of sight increases the chanc-

es the intended recipients will see them. “People have trunks,” the cop said. “That’s the best place for valuables.” He added, “Empty your trunk before you go shopping to make sure you have room for valuables.” When you get them home: “Don’t pile your gifts up in front of a display window where it can be seen,” Snyder said. And when you go holiday shopping: “There’s safety in numbers, especially for women,” Snyder said. “It’s always best to go shopping with a buddy.” But take only one credit card, if possible. The more cards one is carrying during hectic shopping, the more likely he or she is to lose them and become a credit-fraud victim. Another danger increases during the holidays — Good Samaritan scams. Snyder said when folks are in more charitable moods, sadly there are some out to take advantage of them. “At no time, no excuse, don’t donate over the phone,” the sheriff said. He said that there are a lot of worthy charities in Martin County with locations donors can visit, and even volunteer at for a few hours a week. That’s the

best way to ensure donations are used well. The next best is doing some research before giving. A good place to start charity research is the Florida Department of Agriculture and Consumer Services’ Gift Giver’s Guide. The department’s web site is at www. freshfromflorida.com. The sheriff said there’s a gift folks should give every police officer in the state. Safer careers. “Please don’t leave guns in cars,” he said. Snyder added, “We have guns stolen. That’s not uncommon here, and that’s such as safety issue for my deputies. You would not want that on your head, one of my deputies getting shot with your stolen weapon.” At home he said all unsupervised guns should be in safes with trigger locks. “You’re going to have a lot of family visiting with children,” the top cop said. “I have more stories than I want about children getting accidently shot at Christmas.” The Sheriff had a final tip about enjoying the holiday season. “In the hustle and bustle to buy and do, remember the reason of the season,” he said. “It’s about the birth of Jesus Christ, and his message was forgiveness. Be kind. Forgive your neighbor.”

Lyric Theatre unveils new look the lobby, opening the space up. Display cases that used to house memorabilia are no longer at the entryway, again improving the flow of people through the lobby. Inside the theater, the lovely new seats have cup holders, to do away with the problem of what you do with the beverage you’ve carried in to the theater when you want to applaud. The sound system has been upgraded to produce an even sound throughout the hall. For Loesser, this experience has been the best and the worst of times. “This started as a silent movie theater that’s morphed into a concert hall. We’ve changed the lighting, brought in curves and gained the impression of more room. I’m very proud of the extraordinary effort and incredible work done by Greg Lewis of Conkling & Lewis Construction, even though, like all old building renovations, we faced a lot of surprises. We still opened as planned. I believe we’ve taken the Fillmore and made it into Carnegie Hall, an elegant concert hall. That’s truly what I think we’ve done.” In the slide show presentation

MARTIN COUNTY — I can identify with the Lyric. The theater, which will turn 90 next year, was in need of a little — ahem — freshening and a little work. I am pleased to say that the Lyric has had it and the grand old gal looks great. On Nov. 11-13, the theater held its Grand Re-opening Celebration. The event allowed donors to choose a night to come and see what had been going on at the theater since Memorial Day. After the ‘oohs’ and ‘aahs’ and a short slide show by Lyric executive director John Loesser, the audience was treated to a concert by Solid Gold, featuring Gregg Jackson. The show, “Dancing through the Decades,” featured music from the 1950s-1990s and had the audience clapping and singing along. Changes are noticeable as soon as you enter the theater. The lobby seems bigger and more spacious and everything is fresh and bright. The Will Call booth has been moved from the center of

We didn’t expect to put in new columns. It was built with river

sand and river water and needed ‘new bones.’ When they took the old stucco off, they had to fix the structural work.” As is often the case with renovation projects, finishing touches remain as the season opens. The

Typically the not seasonally adjusted rate is slightly lower than the seasonally adjusted rate. Martin shed .3 percent of its unemployment rate in the same time Florida did, from September to October. St. Lucie made better gains: a .8 percent drop in a month, from 7.9 percent not seasonally adjusted in September to 7.1 percent in October. Victorio noted part of the Treasure Coast’s job gains from September to October are attributable to normal economic cycles. “It is part of the seasonality,” she said. “We go up in the summer months, and (September to October) we go the other direction.” Victorio added, “We’re in the sixes finally, but I would feel better if we were in the sixes in August.” Last year, the CareerSource region had a not seasonally adjusted October unemployment rate of 8.7 percent. This year it was 6.8 percent. There is a psychological boost for the state getting back to the 6 percent unemployment rate. In the United States, real gross domestic product, GDP, started contracting in the third quarter of 2008, what’s generally counted as the start of the Great Recession and sluggish recovery in America. Florida’s unemployment had been climbing steadily from 2006 to 2008. When it hit 6 percent in June that year, unemployment rapidly accelerated, nearly doubling, by October of 2009. Some economists have attributed dropping unemployment numbers in the Sunshine State not just to an improving jobs market, but to lower labor participation rates. That is discouraged workers not seeking jobs, thus not being counted in unemployment reports. The Port St. Lucie Metropolitan Statistical Area, MSA, — St. Lucie and Martin counties — dropped from 7.3 percent not seasonally adjusted unemployment rate in September to 6.7 percent in Octo-

ber. The MSA had almost 197,000 workers. About 13.200 were looking for jobs. The MSA had the fifth highest unemployment rate in the state. The Palm Coast MSA took the unenvied top spot with an 8.2 percent not seasonally adjusted unemployment rate. The Sebastian-Vero Beach MSA, which is in the CareerSource Research Coast region, had the state’s second highest rate, 7 percent. St. Lucie had the 11th highest unemployment rate among the state’s counties. Martin was at 27. There are 67 counties in Florida. “There’re still a lot of people out there looking for work,” Victorio said. “I see people moving, getting into jobs, getting into new jobs.” However, she said job fairs are very noticeably attracting fewer and fewer workers. Victorio said there’s hard and soft evidence that employed workers are getting better average pay, too. She said the proliferation of help-wanted signs and overall good economic news seems to have made the local labor force less willing to accept lower-than-expected wages. “You have a workforce that did what they had to do in the recession, but we’re not there anymore and they know it,” she said. A Martin County employer told Victorio that it tired of workers departing. “They decided it was cheaper to give everybody a raise, even though they didn’t ask for one, then to keep paying for training,” she said. The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. Those that report not having jobs and looking for employment in the previous 30 days are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.

Again, as is often the case, the project cost more than it was budgeted for. “I thought we could do it for $1 million,” Loesser said. “With the structural work, we spent around $400,000 more than anticipated. I wanted to pay for everything, including the mortgage and for educational outreach. Therefore,

the capital campaign has been extended until June, to make this the elegant concert hall this community deserves.” Next year, the Lyric will celebrate its 90th birthday, and there will be appropriate ceremonies to commemorate the event. Kia Fontaine, the Lyric’s assistant executive director, said that the work was worth all the dislocation of the last six months. “The project has been such an undertaking,” she said. “The

Kids At Heart Gala was a night to remember FOR YOUR VOICE NEWS & VIEWS

TREASURE COAST — It was a chilly night, but the energy was sizzling at The Children’s Museum of the Treasure Coast during their Kids At Heart Gala on Nov.1. Guests began the evening with a cocktail hour in the garden, while listening to the steel drum sounds of The Pine School’s Knights of Steel, and entered the building being serenaded by the Maltz Jupiter Theatre Youth Touring Company. Gala-goers were then dazzled by an aerial dance performance on the silks by StarStruck’s StarGazers and then continued to dance the night away to live music, provided by the popular Sierra Band. The Gala, sponsored by Marsha and Mike Cetta and chaired by Carrie and Scott Proctor, was the kick-off to launch and raise funds for the new, environmentally focused exhibits to be placed in the museum’s Explorer’s Gallery. These exhibits will teach kids about the local ecosystems, the mangroves, our rivers, and why they are our local treasures. Children will come and meet Red Hawk and his friends, who will send them on “Mission Mangrove” throughout the exhibit, and teach them why the mangroves are vital to the environment. Once the kids complete the mission in the exhibit and discover why

PALM CITY — October ‘round here started badly in 2009. According to Florida Highway Patrol reports, Theresa Finnegan, Port St. Lucie, “failed to observe oncoming traffic” as she turned off Martin Highway toward the Ronald Reagan Turnpike on Oct. 1 that year. At the same time, 64-year-old Thomas Niebauer, Palm City, was riding his motorcycle into town on Martin Highway. The two collided. It was a death sentence for Niebauer. Finnegan recently got a 12-year prison sentence for his death. Sheriff William Snyder said almost all vehicular accidents are avoidable and this time of year, it’s especially important for drivers to watch for bicycles and motorcycles. Snowbirds are in town and on the roads. Cooler weather has more permanent residents on two wheels, too. The sheriff said

Palm City motorcyclist Deborah Sharkey was hit by a young driver years ago. Her husband, Kevin Sharkey, was also hit by a drunk driver in a separate incident. bicycles and motorcycles have as much right to the roads as cars, trucks and vans. “Respect the fact that that guy or gal is out there with no protection,” he said. Palm City bicyclist John Goings is president of the Treasure Coast Cycling Association. He knows every time he gets on his bike, there are real risks. Nevertheless, he said drivers have to understand two facts about cyclists. “They’re not going away, and they’re not supposed to ride on sidewalks,” Goings said. Palm City motorcyclist Kevin Sharkey said he’ll never get off two wheels, either. “I love my Harley,” he said. Sharkey had a bad day on his bike a few years back. So did his wife and fellow motorcyclist, Deborah. “I was hit in the rear at a stop light by a drunk driver,” Sharkey said. “My wife was hit in the rear by a teenage driver. Neither accident was the (motorcyclist’s) fault. Most accidents I’ve seen were not the operator’s fault. It was other drivers.” Snyder said cars, motorcycles and bicycles share something in common — responsibility to themselves and others. He said the most important thing all drivers and riders can do is reduce their distractions and pay attention. He said texting while driving, which is illegal in Florida, is prominent among distractions drivers deal with these days. “People drive like they’re drunk,” he said. “They’re drifting when they’re typing on the keyboard.” However, motorcyclists and bicyclists are also distracting themselves with texting and other smartphone activities, and many are wearing earphones to listen to music while on the road. All very bad ideas, the sheriff said. The 35-year lawman said bright clothing and adequate lighting on bicycles and motorcycles is a safety essential. Additionally, he said bicyclists and, especially, motorcyclists, shouldn’t succumb to the temptation offered by the smaller, more nimble vehicles — weaving in and out traffic. “The most important thing for a motorcyclist is to get into a lane of traffic and stay there,” Snyder said. Goings said bicyclists who don’t respect the rules of the road just set a tone for drivers to do likewise. “It gets back to mutual respect,” he said. “(Bicyclists are) their own worst enemy, like not stopping at stop signs.” Helmets, too, are imperative to motorcyclist and bicyclists. “The helmet has saved my life and saved my wife’s life,” Sharkey

He said drivers should give motorcycles and bicycles deference for their own safety. “Give them all the room they need,” he said. Snyder said no lawman likes dealing with avoidable deaths and injuries. He hopes to get through the Treasure Coast’s peak traffic season with none. So his tip to those on two and four wheels: “(Do) everything that cuts down the risk,” he said. “You can’t eliminate the risk, but you can whittle it down.”

Crow said the association had been looking for a place east of the St. Lucie River. “We mapped out where our patients actually are,” she said. That turned everyone’s attention toward Palm City. “We realized there was a huge patient base here,” Crow said. “Winter Wonderland” will launch with a tree lighting at 6 p.m. on Dec. 5. The tree is 32 feet tall. Santa will make an appearance, in a red suit this time. Of course, he’ll be interested in talking to the children, and getting photos with them. There’ll be lots of other things for the children to do after they meet the man in red. “There’s going to be a 30-foot inflatable ride that simulates going down a snowbank,” Crow said. The world’s largest snowman bounce house will also be on hand, along with a carousel and plenty more to tire out children.

Crow said the not-for-profit organization hopes to break even on “Winter Wonderland.” It’s hosting it, she said, mostly as a way of thanking the community for its gracious support. “If we do have proceeds from it, which I don’t expect to, it’ll go to the Visiting Nurse Association,” she said.

PALM CITY— Bicycles are one of the most popular items on the wish lists of children during the holiday season, but many will not receive one. Local couple, Gene and Tara Zweben, want to help spread holiday cheer and place more bicycles into the hands of kids who would not have the opportunity to own a new bike. When the Zwebens heard that the United Way White Doves Holiday Project would not be receiving a large bicycle donation this year from their longtime bicycle partner, they reached out to Carol Hodnett, coordinator of the United Way of Martin County’s annual White Doves Holiday Project. As the official local coordinating organization for the United States Marine Corps Reserve Toys for Tots program, the United Way’s White Doves project provides approximately 1,200 local struggling families with toys and food during the holidays each year. Each year, they also attempt to raise money to purchase as many bicycles as possible for families participating in the Toys for Tots program. In order to raise the funds necessary for the United Way to continue donating bicycles through the Toys for Tots program, Zweben Law Group came up with the novel idea of hosting a Virtual Family Bike Ride from Nov. 13 to Dec. 13. “I am an avid biker and runner, so a bicycle drive seemed like the perfect way for my family to do something to help other families during the holiday season,” said Gene Zweben, a local attorney and the owner of Zweben Law Group. They are asking residents to visit MartinVolunteers.org and make a $50 donation to the Zweben Law Group Virtual Family Bike Ride. Thanks to the help of Julie and Bryan at Beyond Bikes, a minimum donation of $50 provides a child with both a bike and a helmet, and participants are automatically eligible to win prizes in various categories. mericans are pretty generous — in fact, 83 percent of us donated money to charitable organizations last year, according to a Gallup survey. And now that we’re entering the holiday season, charitable giving well may be on your mind. Your key motivation for making charitable gifts, of course, is to help those organizations whose work is meaningful to you. However, by supporting these groups, you can also make life less “taxing” for yourself. Specifically, by making charitable contributions, you may be able to receive some valuable tax breaks. To claim a deduction, though, you need to itemize your taxes, and you need to make sure that the organization you’re supporting is qualified, from a tax-deductibility standpoint. If you’re unsure whether a group is qualified, just ask to see its letter from the IRS. (Many organizations now post these letters on their websites.) Here’s how the charitable tax deduction works: If you give $200 to a qualified charity, and you’re in the 25 percent tax bracket, you can deduct $200, with a tax benefit of $50, when you file your 2014 taxes. Consequently, the net “cost” of your donation is just $150 ($200 minus the $50 tax savings). Of course, you are not confined to making cash gifts. In fact, if you donate certain types of noncash assets, you may be able to increase your tax benefits. Suppose you give $1,000 worth of stock in ABC Company to a charitable group. If you’re in the 25 percent bracket, you’ll be able to deduct $250 when you file your taxes. And by donating the ABC stock, you can avoid paying the capital gains taxes that would be due if you had eventually sold the stock yourself. Keep in mind that if you want to deduct your contributions for the 2014 tax year, you’ll need to make your gifts by Dec. 31. One

If you made gifts totaling over $250 to any single charity — or noncash contributions of any items worth over $500 — the IRS requires written acknowledgments for your contributions. If you want to take a longer-term approach to charitable giving, while incorporating your gifts in planning for your estate, you might want to consider establishing a charitable remainder trust. Under this arrangement, you’d place some assets, such as stocks or real estate, into a trust, which could then use these assets to pay you a lifetime income stream. When you establish the trust, you may be able to receive an immediate tax deduction based on the charitable group’s “remainder interest” — the amount the charity is likely to ultimately receive. (This figure is determined by an IRS formula.) Upon your death, the trust would relinquish the remaining assets to the charitable organization you’ve named. This type of trust can be complex, so to create one, you’ll need to work with your tax and legal advisors. While the tax benefits associated

MARTIN COUNTY — They lined up early one week last month, standing in the hot sun and waiting patiently for their chance to register to receive grocery gift cards as well as toys and clothes for their children. By the end of the week, many of the poorest families in Martin County were assured that their children would have a real Christmas this year through the Salvation Army’s Angel Tree Christmas Assistance program. Now it is the public’s turn to help make that happen. Every year, the Angel Tree program allows members in the community a personal, meaningful way to help the area’s underprivileged children experience a joyful Christmas. Each child in the program is a member of a family that has applied for Christmas Assistance through the Salvation Army’s Social Services department, which verifies the family’s income and information. “Angel” tags depicting each child’s clothes sizes and toy wishes are then printed and displayed on trees at the Treasure Coast Mall and various other businesses and churches in Martin County for the public to “adopt.” “It is our hope that the generous donors of the community will remember to pick a paper “Angel” from our Angel Trees this year,” says Captain Christine Kim, Corps officer of the Salvation Army for Martin County. “We have 1,100 children in need of Christmas toys and clothing this

The Awards Luncheon, sponsored by The Shores Treatment and Recovery, will be held immediately following the tournament. MARTIN COUNTY — In the past 15 years, Jennifer and Peter Jones have built StarStruck Performing Arts Academy into a nationally recognized theatrical training ground for young people. They have premiered the school or junior versions of many Broadway shows and have sent students to prestigious performing arts colleges around the country. Now, the two have embarked on another challenge. They have formed a nonprofit entity called StarStruck Theatre and will begin a building fund drive that can accept tax-deductible donations. The goal is for the nonprofit entity to purchase the facility StarStruck now leases and turn it into an art space where performing and visual artists can gather and work. StarStruck now subleases space from The Palm Beach Post in Stuart, The plan is to purchase the facility before the lease runs out in 2018. In a phone interview, Peter Jones, StarStruck Theatre’s

vice president, spoke about the new endeavor. “StarStruck Academy will be the anchor tenant for the space,” Jones said. “The facility, a warehouse where they printed The Palm Beach Post, is 25,000 square feet. We use approximately 13,000. It is our vision to use the remaining space to create an artists’ colony. I’d like to see a fine arts gallery and space for sculpture and classrooms for painting. “We’d like to expand our aerial ‘Cirque’ program with a dedicated space. There would be private studios for instruments like guitar, violin and symphonic instruments. There would be a place to learn photography and how to do video and film production.” StarStruck Theatre will kick off the building drive with a fundraising gala Jan. 16. The musical revue, called “Broadway’s Best,” will star Jones and some talented friends who are coming down from New York to join him. Tickets range in price from $150$350 that will be used toward the

People were coming in to us, wanting to help, but previously, we couldn’t offer tax benefits.”

For Jones, this is the culmination of a life bringing the arts to the area. “I grew up in Stuart, in Palm City,” he said. “I chose to use my talents here, as opposed to the multiple opportunities I had to move out over the years. I raised my family here. Over the last 15 years, I’ve worked to bring a high level of entertainment that Stuart had never seen before, as well as a nationally recognized academy for children to study theater arts.” Jones noted that artists have always depended on the kindness of those who appreciated what they do. “When we were thinking about all of this, artists have always de-

pended on philanthropic people,” he said. “We want to have a large place where all of the creative minds can join and be together without the stress and worries of making the rent. There will be a minimal rental charge, but it will not be like leasing at the mall. The goal is to have an affordable place to hone their craft.” As for Jones, he has no plans to stop performing “It will be for however long I can play the piano,” he said.
