TREASURE COAST — Even if you’ve been hiding under a rock for the last few weeks (or especially under an oyster reef), chances are you’ve heard how the Army Corps of Engineers and South Florida Water Management District (SFRWMD) have

had their work cut out trying to alleviate emergency conditions at Lake Okeechobee and flood zones across South Florida. Once again, the Army Corps of Engineers has begun releasing freshwater discharges to the St. Lucie Canal in the east and Caloosahatchee River in the west. With Lake Okeechobee’s water elevation at 16.4 feet above sea level, the highest record since 2005,

the discharges are being enacted as a preventative measure to help stem the lake’s rising elevation. If it reaches 17.5 there could be serious challenges to the stability of the Hoover Dyke, says Army Corps of Engineers Spokesperson John Campbell. “The lake can rise 3 feet in the span of a month,” says Campbell,

Activist Donna Melzer enters District 5 face off

The Law Offices of Travis R. Walker, P.A.

PALM CITY — To Martin County politicos, she needs no introduction. Former county commissioner Donna Melzer has announced her bid to reclaim the District 5 County Council seat. “This is a make-it or break-it year for the Martin County difference,” Melzer said. The term “Martin County difference” is used quite a bit — especially at commission meetings. What does it mean to Melzer, who’s probably logged more time at the commission’s public comment times than anyone? “It means to me that Martin County is different from South Florida,” she said. “There are times I’ve gotten tired and said I don’t want to (be a local activist) anymore, then you get in your car and drive north or south.” Melzer said Martin County has remained uncrowded compared to neighboring counties St. Lucie and Palm Beach because of the Comprehensive Growth Management Plan, commonly called “The comp plan.” Almost half of Martin’s 106,000 voters are Republican. They outnumber Democrats 2-1. They also outnumber those in minor parties or without party affiliation 2-1. All five commission members are Republican. So’s Melzer. That party unanimity would seem to make for a quiet commission — seem. Martin’s political factions are basically two camps that can largely be divided by that one document — the comp plan. No one advocates scrapping it, but camps have evolved over how it’s to be interpreted and applied.

Donna Melzer Melzer is something akin to a comp plan fundamentalist, identifying herself as “responsible growth.” “Our quality of life is based largely on our comprehensive plan protections,” Melzer said. “We have some very straightforward thou shalts and thou shalt nots.” Melzer was a commissioner representing Palm City and western Martin County from 1996 to 2000. As a commissioner she inherited the comp plan that was adopted in 1982. Melzer said while on the commission she worked to preserve the document from attempts to soften development regulations. She’d won the 1996 election by a commanding 37,000 votes to 12,500 her Democratic rival garnered. However, the 2000 election was decided in a universal primary. Michael DiTerlizzi edged Melzer out of the seat with 55 percent of 28,400 ballots cast. “I think my biggest thing is after I was not reelected in 2000, I

The fights not over — commission authorizes $850,000 to battle All Aboard Florida “And fight we must. And fight we will.” Commissioner Anne Scott

Patrick McCallister STAFF WRITER

pmccallister@YourVoiceWeekly.com

MARTIN COUNTY — The County Commission threw another $850,000 on the table, fully expecting it’ll have to put down more chips in what it sees as a high-stakes hand. But with near glee the commission members upped the ante against All Aboard Florida. “Today is the day that we make a strong stance in opposition to All Aboard Florida,” Commissioner John Haddox, Palm City, said shortly before moving to add that amount to the county’s AAF opposition fund. Haddox barely had the motion out of his mouth before Commissioner Ed Fielding, Stuart, was putting in a second. At the commission’s last regular meeting — Tuesday, Feb. 9 — it heard from the county’s legal staff about pending litigation and administrative challenges at the state and federal levels to derail All Aboard Florida, the proposed high-speed passenger train that

would cut a swath through the Treasure Coast as it moved passengers from Miami to Orlando. Critics say it’ll cut the county’s economic throat. The legal staff reported the $1.4 million opposition fund the commission created a year ago was at about $217,000, with some smaller invoices that’ll nibble it down some more still not in the mailboxes. After giving the commission an overview of pending actions in federal and state courts and administrative offices, the staff, headed by County Attorney Michael Durham, gave $850,000 as it’s best guess as to what’ll be needed in the coming year to continue the battle. He said the staff originally had to guess about what it needed. Now, with a year of legal wrangling under its belt, it’s getting a clearer idea of what’s next.

Martin County Commission is not slowing down when it comes to the fight against All Aboard Florida. The commission decided to put $850,000 into the anti-All Aboard Fund. File photo “With the $1.4 million, we didn’t know where we were going,” Durham told the commission “Right now, we have a plan. We know where we’re going.” Earlier in the meeting, Russell “Rusty” Roberts, All Aboard Florida’s vice president of government affairs, gave the commission an optimistic report that the project, despite the legal challenges he didn’t mention, was gaining steam. “All Aboard Florida intercity passenger rail project continues to move forward,” he told the commission. He added, “This includes finalizing design plans we plan to

provide to you in the near future.” Roberts said the company continues to hope to add a local service that’ll benefit the Treasure Coast to the express routes that won’t stop here. “One year ago we said we’re open to future expansion opportunities,” he said. “All Aboard Florida would be thrilled to have a future stop on the Treasure Coast.” His words didn’t soften any resistance on the County Commission. During the vote, Commissioner Anne Scott spoke with zeal. “And fight we must,” she said. “And fight we will.”

These will likely produce algae blooms, which will exacerbate the already overturned balance of an estuary with freshwater conditions. These algae blooms were a serious problem in 2013. Regarding the discharges, Campbell says, “I think the Corps sees it as a less than ideal solution. A lot of the flood control system in South Florida was

designed in the 1950s, when society as a whole didn’t place the value on environmental protection that they do today.” At that time, the Okeechobee Waterway wasn’t even completed when St. Lucie citizens began lobbying to stop the discharges, an outcry which only grew louder as more canals were built and the C-44 was widened for flood

“and we cannot remove water that fast. When we make our decisions, we have to assume that especially in an El Nino year or hurricane season, (the lake) could rise 3 feet before we could realistically get any water off.” If the current elevation were to rise another 3 feet, it would surpass the historical record of 18.7. “We knew in October that El Nino would produce all this rain,” says Mark Perry, Executive Director of the Florida Oceanographic Society and also a Palm City resident, “and we’ve been talking about how we have to get water out of the lake. They’ve been holding off releasing water south of the lake, and now they’re going into these major releases.” The discharges pose serious threats to natural habitats in the St. Lucie estuary like oyster beds and the 700 acres of sea grass where estuarine organisms and saltwater fish feed and spawn, according to Perry. He says that the salt content of the middle estuary is currently at 0 parts per thousand (ppt) which means 100 percent freshwater. It should be more like 20 ppt for much of the estuary’s aquatic life to thrive. Another problem is the high levels of phosphorus and nitrogen

TREASURE COAST — The Hyperbaric Center at the David L. Smythe Wound Center at Martin Health received accreditation from the Undersea Hyperbaric Medical Society. It is the only Level II accredited Hyperbaric Oxygen Treatment of HBOT facility from Palm Bay to Key West. “Martin Health has demonstrated its commitment to quality through this accreditation process,” said John S. Peters, executive director of the Undersea and Hyperbaric Medical Society. “When we think about the basic fundamentals of safety and high quality practice, these are key because that means patients are getting the best possible care in the safest possible environment.” Martin Health has three clear, acrylic hyperbaric chambers as part of its comprehensive wound care program in Stuart. “We are very proud to offer hyperbaric oxygen therapy for qualifying patients,” said Dalynn Sotomayor, director of wound care at Martin Health. “This therapy has proven to be very effective in treating certain approved conditions.” Treatments are provided inside

Due to the pressure inside the chamber, concentrated oxygen is delivered via the red blood cells and diffused into the patient’s plasma and lymphatic system. The oxygen stimulates healing and growth of new tissue and bone and also acts to

OUR MISSION We are here to provide our readers with completely unbiased news coverage. Fun and entertaining features about the communities in which they live. For our advertising partners we pledge to provide the most complete consultative and marketing programs possible for the best return on their investments.

Mosquito Control is testing this particular virus-carrying mosquito, Aedes Aegypti, with available insecticides to learn which chemicals are most effective. Mosquito Control is also performing door-todoor inspections and is educating residents on how to keep mosquitos from breeding around their homes. Martin County is also working with its partners at the Centers for Disease Control and Prevention and the Florida Department of Health in Martin County. Here’s what you can do to prevent disease-carrying mosquitos from breeding: Drain standing water to stop mosquitoes from multiplying • Drain water from garbage cans, house gutters, buckets, pool covers, coolers, toys, flower pots or any other containers where sprinkler or rain water has collected. • Discard old tires, drums, bottles, cans, pots and pans, broken appliances and other items that aren’t being used. • Empty and clean birdbaths and pet’s water bowls at least once or twice a week. • Protect boats and vehicles from rain with tarps that don’t accumulate water (bail out the bilges,

weekly). • Maintain swimming pools in good condition and appropriately chlorinated. Empty plastic swimming pools when not in use. Cover skin with clothing or repellent • Clothing - Wear shoes, socks, and long pants and long-sleeves. This type of protection may be necessary for people who work in areas where mosquitoes are present or for those who spend time outside. • Repellent - Apply mosquito repellent to bare skin and clothing. • Always use repellents according to the label. Repellents with DEET, picaridin, oil of lemon eucalyptus, and IR3535 are effective. • Use mosquito netting to protect children younger than 2 months old. • Cover doors and windows with screens to keep mosquitoes out of your house • Repair broken screening on windows, doors, porches, and patios. To schedule an inspection of your home and property for mosquitos, call Martin County Mosquito Control at 772-288-5657. County Commission OK’s disclosure requirement among opposition

GET HEART HEALTHY ONE STEP AT A TIME

MARTIN COUNTY — If, say, ABC Development, wants to do major construction that requires approval, it’ll have to tell Martin County who it is — as in the names and addresses of the actual people who have financial interests in the development. At its Jan. 26 regular meeting, the County Commission adopted the new development requirement in a contentious 3-2 vote. “This is an effort to make information available to reduce those points of conflicts of interest (on the county staff or commission),” Commissioner Ed Fielding said. Critics however, said this is more likely an intimidation tactic. Development applications are public record that anyone can request and now get those names and addresses. “When we start disclosing names and addresses, I don’t think anyone can guarantee that a child is not going to get picked on in

school, or that someone is not going to get hate mail,” Commissioner John Haddox said at the meeting. Doug Smith and Haddox joined in dissenting. Commissioners Sarah Heard, Anne Scott and Fielding voted for the new requirement. Smith said people who act as interveners — opposing developments before the commission — should likewise have to disclose their information and any financial interests. He noted that there’s nothing preventing a business rival from the shadows hiring people to oppose a development. “I would want to know what someone’s (financial) interest in objecting is,” Smith said at the meeting. He added “We don’t have a disclosure requirement for the other side of the equation. I struggle with the idea that it is so one sided.” The concern about anti-development harassment against individuals has some recent fuel. The Facebook group Stop Costco at

Road to victory — looks at American Sniper Patrick McCallister STAFF WRITER

pmccallister@YourVoiceWeekly.com

Thought provoking lecture, Road to Victory Military Museum, is taking place at the Blake Library in Stuart and more precisely Robert “Bob” Shurts, board of director’s member, will be doing the military-themed talk on Thursday, Feb. 18, from 6 to 7 p.m. Shurts will talk about the book “American Sniper: The Autobiography of the Most Lethal Sniper in U.S. Military History.” “I’ll probably play a segment of the movie, too,” Shurts said. The library is at 2351 S.E. Monterey Road. Shurts has done the Road to Victory Military Museum Book Discussion series for about a year. “I’ve done five or six,” he said He said some of the attendees have read the books discussed, and often have interesting things to add to the discussion. However, advance reading isn’t needed. Indeed, Shurts likes it when folks who’ve not read discussed books show up for some recommendations and motivation. “If I inspire them to read the books, I figure I did my job,” he said. Shurts, a Vietnam-era veteran, worked for Voice of America Radio, among several other interesting gigs. “I had probably the best job in the Air Force,” Shurts said. “I was working with the (Lockheed SR-71 Blackbird) and spy satellites,” he said. “It was amazing what we could see.” Shurts is an avid military collector. He takes a number of his finds with him to the lectures for folks to get chances to hold

history. “I try to bring a few artifacts with me that relate to the book and era we’re discussing,” Shurts said. For example, Shurts found a hat with 40/8 on it at an antique store. He was unsure what it meant, but bought it out of curiosity. Turned out that Shurts found an official hat of the La Société des Quarante Hommes et Huit Chevaux, The Society of Forty Men and Eight Horses. “I found out that when the guys were going off to World War I, 40/8 were painted on the sides of the rail cars,” Shurts said. The French Quarante et huit is a four-wheeled rail car that was used extensively in both World Wars to transport troops and supplies. The society formed in 1920 within the American Legion, from which it later broke. Unlike other veterans groups, membership in 40/8 is by invitation only. At first, one had to be a member of the American Legion even after the break, but that was later dropped. Additionally, the organization was open to men only until about decade ago. “This guy evidently, who had the hat, was a member,” Shurts said. Another interesting find Shurts has shared at the book discussions is a wooden ammo box from World War I. It was painted and had a decal on it. Shurts was going to strip them off. “I looked and did some research and found out the decal was for Gilbert Toys,” he said. “They purchased the World War I ammo box surplus, painted them gray and put their decals on them.”

714 and High Meadow published the name and mobile telephone number of a Costco employee living in Palm City and urged people to call him to express opposition to construction of the proposed Palm City store. The poster claimed to have gotten the number from the employees Linkedin account. Some Costco opponents decried the posting and urged sticking to more conventional opposition strategies, such as emailing commissioners. That’s the kind of harassment Haddox said he fears will come about wholesale with the county’s new land-development regulation. Supporters point out that other counties have had council and commission members who were discovered to have financial interests in proposed developments they were voting on. That sometimes happens without the elected officials’ knowledge. Haddox said he doesn’t buy that reason. “Is it a witch hunt to see if commissioners have money invested in a (limited liability company), or is it to identify all the people involved in a development, so they can get names and harass people?” he said. Nicki van Vonno, director of the county’s growth management department, said in an interview

“Is it a witch hunt to see if commissioners have money invested in a (limited liability company), or is it to identify all the people involved in a development, so they can get names and harass people?” Commissioner John Haddox that the new regulation will apply to new and existing development applications. She said the commission directed staff to craft the new regulation in August last year. She said staff found that disclosure of names and addresses of people involved in developments, while not common, exists in other counties. Haddox said the county staff didn’t give him a thorough explanation as to what disclosure is required in other counties. In the Internet age, he said, the requirement seems to be government inviting more danger than good. “It’s like I said at the meeting, if I’m going to do legislation on the right of privacy, I’m going to err on the side of privacy rather than taking away privacy,” he said.

MELZER from page 2 continued to work hard for the Martin County difference,” Melzer said. Melzer’s political activism started almost by accident. In the 1990s, she was a PTA mom asked to be on a committee looking at places to build an elementary school. She said Palm City seemed to be the place for a new school. Palm City Elementary had more students than others in the county, and the student body was growing faster. Bessey Creek and Citrus Grove didn’t exist yet. But the school district kept leaning toward building a school in Hobe Sound. The former schoolteacher talked to Maggy Hurchalla — one of the comp plan’s chief architects — about the seeming lean toward building in Hobe Sound rather than Palm City. Melzer, who has a law degree, left the meeting certain that land developers were playing a large, behind-the-scenes role in that. Hurchalla put a question to Melzer. Had she ever considered running for the County Commission? That motivated Melzer’s 1990’s commission run. Melzer said she has two aims if voters return her to the commission — advocating for responsible growth and stopping wasteful spending. She’s been an outspoken critic of

YOUR VOICE NEWS & VIEWS • PALM CITY & TESORO • FEBRUARY 12, 2016• 13 the county’s Community Redevelopment Agency, which underwent drastic changes last year, and is poised to evolve further. Melzer said she’s taking a wait-and-see position now that Kate Parmelee has been appointed to head the Community Redevelopment Agency as the community and strategic partnerships manager. Nevertheless, Melzer said skeptical that Tax Increment Financing — which keeps some property taxes paid in community redevelopment areas for economic development — has worked in Palm City’s redevelopment area, along Mapp Road between Martin Downs and All American boulevards. Additionally, she said she’s skeptical of the need to relocate the Martin County Fairgrounds, and proposals to expand Sailfish Splash Park, a county-owned waterpark in Stuart. Melzer is 68 and has two adult children living out of the area. Also running for the District 5 seat are former commissioner Ed Ciampi and current commissioner John Haddox. All three are Republicans. Unless someone registered other than Republican joins the race, it’ll be decided in a universal primary on Aug. 30. arly voting will be Aug. 20 to 27. Melzer’s campaign web site, which is being prepared at press time, is www.donnamelzer.com.

control and citrus irrigation. Another problematic holdover from the past is the system of canals built through the northern part of the Everglades Agricultural Area (EAA). They were originally designed in the 1950’s to prevent flooding and create a surplus for irrigation during the dry season by backpumping runoff to the lake. Early on, this runoff was discovered to contain high levels of nitrogen and phosphorus. In 1979, the Department of Environmental Regulation effectively ruled against routine backpumping and allowed it only as emergency flood control. Because the alternative for the EAA is to send water south, a path with less conveyance capacity, dire flooding is a frequent consequence in the local communities girding the southern border of the lake, says Dr. Paul Gray, Okeechobee Science Coordinator for Audubon Florida. On Jan. 27, after excessive rains swelled the EAA canals to a critical 12 ½ feet above sea level, the SFWMD began operating the flood control pumps and continued doing so for four days, diverting about 10 billion gallons of water into the lake. “The fault (for this current crisis) doesn’t lie with anyone who works with water management or the Corps right now,” Gray says. “It lies in the last 30 years of administration in Washington, Tallahassee, and at the Water Management District, who haven’t upgraded our system consistently. So we have this water management system that just doesn’t work anymore. CERP (The Comprehensive Everglades Restoration Plan) was designed to update the system. We’ve had it approved for about 17 years now, but we just really haven’t funded it and gotten projects built.” The general consensus is that to upgrade the system, storage facilities would have to be built around the lake and canals called FEBs or Flow Equalization Basins, and better infrastructure would be required to clean the water and direct it south through the Everglades, where it is needed to restore the health of the ecosystem. Incidentally, Florida Bay, the natural outlet for the Everglades watershed, desperately needs the same freshwater that is now harming the St. Lucie Estuary; its salt content is double what it should be. In March last year, the University of Florida Water Institute (UFWI) was commissioned by state Sen. Joe Negron to study South Florida water management. After reviewing the data and conferring with experts, they recommended the construction of 1 million acre feet of water stor-

www.YourVoiceWeekly.com age around Lake Okeechobee, 200,000 along the St. Lucie Canal, and 400,000 along the Caloosahatchee, which has twice the flow capacity of its eastern counterpart. The same report found that up to 80 per cent of both freshwater discharge and nutrient load in both estuaries originated from the canal basins and not Lake Okeechobee. At the end of January, the discharges were being brought to a target of 2,800 cubic feet per second (cfs), 1,500 of which was coming from the lake, and the remainder from the canals. This amounts to nearly 1.8 billion gallons dumped daily into the St. Lucie Estuary alone. Campbell says that even with January’s discharges, the lake has continued to rise. On Feb. 4, the Army Corps of Engineers announced that they will maximize flows to the east and west, releasing anywhere up to a total of 7,600 cfs to the St. Lucie canal, according to their press release. In 2013, when flows were also maximized, the discharges were usually between 3,000 and 4,000 cfs. According to Perry, the approximately 8 million people living in South Florida consume about 1.3 billion gallons of water a day. Last week, the daily dumps in the St. Lucie Estuary exceeded this estimate by half a billion. In November, the Army Corps of Engineers awarded a $32 million contract for the final phase of the C-44 reservoir project. This 50,000-acre-foot reservoir is intended to hold 16.5 gallons of water, and will be attached to a Stormwater Treatment Area (STA), the construction of which will be overseen by SFWMD. The entire project will likely be completed in 2020, but even if it were in operation tomorrow, it would not be able to prevent the discharges from Lake Okeechobee. A more effective program to prevent lake discharges is to aggressively pursue the Central Everglades Planning Project (CEPP) and other projects that will build reservoirs around the lake or divert the water south. “If we had built this million acre feet of storage outside of the lake,” says Gray, “the lake would now be at 14 feet, and we wouldn’t be sweating it so badly.” CEPP, co-managed by the Corps and SFWMD, was finalized in December, but failed to meet Congress’ May 2014 deadline for the Water Resources Reform and Development Act (WRRDA). CEPP will help build the infrastructure to move water south through the Everglades by identifying and planning restoration projects on public land. Several legislators have recently rallied to the cause of CEPP.

“My dad had Alzheimer’s disease for years, and Vivian and I took care of him in our home. A friend told me how Treasure Coast Hospice can help. They provided Dad’s medications, a wheelchair, a shower chair and oxygen. The RN and hospice aide showed us their love and patience as they helped us give Dad all the care he needed. We suggest calling Treasure Coast Hospice as early as possible.”

MARTIN COUNTY — The Martin County Commission authorized Chairwoman Anne Scott to sign a declaration of emergency and to call the governor to request the state do the same. Mark Perry, executive director of the Florida Oceanographic Society, has spent time poking around Lake Okeechobee to monitor the most recent round of discharges and showed up at the last Martin County Commission meeting — Tuesday, Feb. 9 — with a radical idea. “We’ve got to declare a state of emergency and ask the state and federal governments to do the same,” Perry told the commission. “We’ve got to really stand up and say we’re got an emergency situation here.” He said the Army Corps of Engineers is releasing about 4.8 billion gallons of water toward the west and east daily. Some of that water is heading down the C-44 and letting into the St. Lucie River’s South Fork at the

southern end of Palm City. “I’m outraged,” Perry, who lives in Palm City, said. “I’m appalled.” The commission directed the county staff to compose a declaration of emergency related to Lake Okeechobee releases, and for the chairwoman to sign it. Additionally Scott will call Gov. Rick Scott, no known relation, and ask his office to do the same. Perry promises more Lake O releases will come that’ll likely make The Lost Summer, 2013, seem minor in comparison, because of an El Niño in the Pacific. “We’ve done this before, 18 years ago,” he said at the meeting. There was an El Niño in the Pacific in 1997 to 1998, and related rainfall ramping up Okeechobee discharges in Martin County. An El Niño is a warmer than average band of warm water in the equatorial region. It moves moisture from the northwest of the United States toward the southeast. Deborah Drum, the county’s senior ecologist, told the commission that the current releases match those in 1998.

LAKE O from page 14 On Feb. 2, U.S. Sen. Bill Nelson proposed the “Everglades for the Next Generation Act,” a bill to authorize movement on CEPP and other restoration projects if the Corps deems them ready within the next 5 years, needing no further congressional approval. Local congressman Patrick Murphy has also promoted the bill. In Oct. 2013, after the Lost Summer, Murphy led the Florida Waterways Congressional Briefing in Washington D.C. Alongside Murphy, a large assembly of scientists, legislators, and county officials helped bring water management issues to the national stage. Negron, Martin County Commissioner Sarah Heard and St. Lucie Commissioner Frannie Hutchinson were among the many panelists who presented to more than 20 members of Congress on different aspects of the crisis. In December, local representative Gayle Harrell introduced a bill to lock in $200 million or 25 percent of Amendment 1 funds for Everglades restoration, whichever amount is lesser. The Amendment, ratified in 2014 by 75 percent of Florida voters, was intended to fund land acquisition and environmental protection. Since its enaction, however, allegations have surfaced that the funds are being misappropriated. In June, a lawsuit filed by

The next lecture will be at the Blake Library on St. Patrick’s Day, March 17, from 3 to 4 p.m. It’ll feature discussion about Robert M. Earthjustice, an environmental law nonprofit, claimed that more than $300 million of Amendment 1 funding was being misused. In 2010, SFWMD was able to purchase 27,000 acres for $197 million, which could be used for CEPP. They were given a 5-year option to purchase an additional 47,000 acres, but in October they failed to do so. “It’s not the end of the world,” says Gray. “There’s a lot of land down there. Especially in the southern end of the Everglades Agricultural Area, the soil’s almost gone, so they won’t be able to farm much longer. Hopefully if they decide they can’t farm any more, we’ll be ready to buy the land and put a water management feature there.” The projects aren’t happening fast enough though, Gray says. “The point is if we fulfill the Governor’s 20-year plan, we’re still going to be quite a long way from getting water management fixed. That’s not ambitious enough.” Gray is referring to a $5 billion budget that Gov. Rick Scott approved last year to be allocated over 20 years toward storage and restoration projects around Lake Okeechobee. In 2015, $106 million was allocated to Everglades restoration, more than half of which is a recurring budget. Gray says the Governor’s vision will amount to about 1 million acre feet of storage in 20 years, when what we need is 1.6 million as soon as possible.

of courageous American and British museum curators and historians who risked their lives in Europe during World War II to save art from the Nazis’ methodical hunt to collect what they wanted and destroy what they deemed “degenerate.” “That’s an interesting story in and of itself,” Shurts said. “They’re still recovering the art work (the Nazis stole).” For more about the series, call Jamie Rowles at (772) 221-1402.

PALM CITY — Arati Hammond, Realtor of the Arati Hammond Real Estate Team of Re/Max of Stuart, has earned the certification of a Seniors Real Estate Specialist from The National Association of Realtors. The course covers a number of areas including: demographic market trends; housing options for the 50+ market; reverse mortgages; options for utilizing pensions, 401k accounts and IRAs in real estate transactions; integration of real property into estate plans and much more. As a seniors real estate specialist, Hammond is qualified to assist in housing sales and solutions and to develop a highly qualified network of estate planners, CPAs, and eldercare lawyers for her clients. She can suggest housing alternatives, including ones that may allow a person to remain in their home instead of selling it. Hammond understands the emotional demands a sale can make on

a senior, and tries to minimize them. Most importantly Hammond can interact easily with all generations, including older adults, adult children, and caretakers. She brings the utmost expertise and patience throughout the transaction. “As we age, we demand specialists in our health needs and services designed to accommodate us, so why wouldn’t we want the same custom services in our housing needs?,” commented Hammond. On Feb. 27, the Arati Hammond Real Estate Team will be sponsoring the valet parking service at the Sage Awards presented by the Council on Aging of Martin County at the Kane Center. The Sage Awards will celebrate the wisdom and worth of nominated seniors in our community. “I am so pleased to be able to contribute to the important work of the Council on Aging,” Arati said. 2nd Annual Clarinet Day — participants support African outreach MARTIN COUNTY — Clarinets for Conservation (C4C), a non-profit organization that utilizes the transformative power of music to teach environmental sustainability, will be hosting the second annual Treasure Coast Clarinet Day at Jensen Beach High School on Saturday, Feb. 27. This exciting event will bring together professional musicians, local K-12 students and community members in a participatory day of music making that will cumulate in a final performance in the Jensen Beach Auditorium from 5–6:30 p.m. Each summer, C4C travels to Tanzania to provide free quality music instruction and conservation education for secondary students in the Kilimanjaro region. Proceeds from the event will go to funding essential educational materials for Tanzanian students and planting trees. Clarinet clinicians include: Dr. Margaret Donaghue Flavin (University of Miami), Dr. Ian Tyson (New York), Michele Von Haugg (C4C Founding Director), Dr. Katherine Palmer (Musical Instrument Museum/ C4C Assistant Director), Johnathan Robinson (Arizona School for the Arts), and Jenny Rosser (Indian River State College). Tom Dougherty, Director of Bands at JBHS, believes this endeavor is extremely worthwhile for the community. He says, “The Jensen Beach High School Band Program is honored to again be a part of the Treasure Coast

Clarinet Day! Jensen Beach High School was proud to partner with ‘Clarinet Day’ for its inaugural year and we are super excited to bring it back again this year. I was thoroughly impressed with the level of talent and expertise brought to this workshop by Dr. Palmer and her colleagues and I am particularly enthused to have this talented and artistic group of musicians coordinating and instructing this event again this year. I hope to see tremendous growth in numbers each year for this event, as it is truly amazing to have this type of experience for our students in South Florida.” As a Martin County High School alum, Katherine Palmer is particularly excited about engaging the local youth and community with this innovative social venture. She notes, “Making music together is one of the most powerful human experiences, and I’m thrilled that I can give back to my community in a way that highlights the importance of music and creating sustainable environments.” A suggested donation of $10 is encouraged for concert admittance. Pre-registration participation in the Treasure Coast Clarinet Day is $25 and includes clarinet choir, group lessons and workshops, lunch and a t-shirt. Jensen Beach High School is located at 2875 Northwest Goldenrod Road, Jensen Beach. PALM CITY — Jim Daddio, a resident of Palm City, is the author of five fiction novels. Readers who enjoy well-written, gripping mystery novels will welcome the newest offering from Jim. The Privileged, published by Wings ePress, Inc., completes a trilogy featuring private detective, Art Decco. Art is the main character in Las Vegas Dead and Heaven or Hell-A Story of Human Trafficking, also published by Wings. The history of Art’s unusual surname is revealed in the stories: his family name, Deccolangelo, was shortened by his grandfather when he immigrated to America from Italy. “The Privileged” is an old fashioned “who donnit.” When Michelle Thorne Johnston, a wealthy socialite living in Fort Lauderdale, is murdered, the police have enough evidence and motive to arrest and charge her husband, Clay. He immediately proclaims his innocence and hires Art to find the real killer. The reader rides along with Art as he discovers there are several persons of interest who had reason to murder Michelle. But there is something bothering Art: Clay doesn’t seem too concerned. He insists that, even if he has to go to trial, he will never be found guilty. He is rich and powerful and one of the privileged. “Even though this is my sixth published fiction novel I have to say I am very excited about “The Privileged.” It is my first ‘who

Jim Daddio donnit mystery.’ My publisher, Wings ePress, is also excited about the story line. The reader will have to wait until the end to find out who committed the crime,” Jim said. Originally from Meadville, Pa., Jim has been a resident of Palm City for 7 years. He’s lived in Florida for more than 40 years. Thirty-seven years in Fort Lauderdale, three in Clearwater and two years in Orlando. He added, “My wife, Jill, and I really love Palm City and living in Whispering Sound. We travel to Lauderdale to visit our daughter, Jennifer, and spend several months each year in Richmond, Virginia with our son, Jim, and his family.” His books can be found on amazon.com and Barnes and Noble.

BLESSING from page 21 20, 30 boats at the blessing of the fleet.” The theme this year is “Save our River and Keep our Waterways Open,” unmistakable references to a couple issues rocking the Treasure Coast: Lake Okeechobee discharges and All Aboard Florida, the proposed high-speed train from Miami to Orlando that would close the rail bridge in Stuart 32 times a day. “It’s a cause to get your boat on the water and away from the dock,” Brand said. Blessing and parade organizers welcome ministers and their equivalents from a variety of religions and denominations. This year’s lineup of spiritual superstars are Deacon Frank Gluhosky, from Holy Redeemer Catholic Church in Palm City, Rev. Guy Calvert from Jensen Beach Christian Church, Rev. Douglas Jewett, North Stuart Baptist Church, and Father John Mamangakis, from St. Nicholas Greek Orthodox Church, Fort Pierce. Others may join them. Brand said the clergy won’t bless just the boats, but the waters they sail on, too. Captains are urged to join them. “We’re also trying to bless the river,” Brand said. “We’re hoping our river can recover. We’re feeling the river needs to be blessed just like the boats need to be blessed.

If we can accomplish both, bless our fleet and bless our river, that’s all we want.” According to the event website, www.theblessingofthefleet. com, when the tradition of blessing fleets got launched is lost to antiquity. It could have started with Greek fishermen. But, like all things arcane, a really good legend grew. Legend tells fishermen from Sicily were caught in a storm and found their way home only because of a beckoning, mysterious light. “There, they discovered that the light came from a medallion of the Madonna del Lume (Mother of Light) set in a grotto high on a cliff,” the web site reads. Could be. What’s certain is Donald “Mac” McLean started the local annual fleet blessing after moving from San Francisco. It was something of a big affair back in the Golden Gate City. So, he organized one here. It happened in November, 1971. In 1991, folks started dressing their crafts. The accompanying boat parades started in ’96. Independent boats will be the last group to sail. Captains should sail to the North Fork north of marker #7, near Harbour Ridge, and assemble near flag “S.” All boats should be in the lineup by noon. The parade and blessing will start about 12:30 pm. Monitor VHF 78 for additional instructions.

The walls are adorned with beautiful paintings and murals I would later find out, through conversation with Olson, that his wife Jocelyn painted for the restaurant. Interestingly enough, Olson’s wife had never painted in her life. She picked up a brush one day and it was a natural talent. Now the restaurant is filled with beautiful paintings of sea wildlife. I thought this gave a very intimate, personal touch to the décor. There are also pictures of Olson’s

fisherman buddies throughout the restaurant, some older pictures of him fishing when he was younger and of his father with a large catch as a young man. Olson is big on family, and it is obvious in the presentation of his restaurant. We were seated on a quaint, lighted outside patio, and it was a bit chilly, but the heat lamps kept us warm and cozy. Sunshine Johnson, the marketing manager and mother-in-law of Olson, came to chat and make sure everything was to our liking.

PALM CITY — Fresh Catch of Stuart is offering a unique and exquisite dining experience at affordable prices. Specializing in seafood, they live up to their name with a fresh and ample supply of seafood being delivered straight to their front door daily from the fisherman himself. Owner Eric Olson explains, “We have our own fisherman that we use, who supplies us our fish and it is cooked fresh.” Olson, a fisherman himself since he was a child, is extremely wellversed on all different species of fish and seafood. After talking with him for just a few minutes, he seemed an encyclopedia of knowledge on the subject. Fresh Catch has been open at their current location since April of 2013. Olson already had restaurant experience as the previous owner of Bono’s Bar-B-Q and Grill, prior to owning Fresh Catch. Since he was always a fisherman, he wanted to have a seafood restaurant like no one else around. “You will not get anywhere else what you get here,” he states matter-of-factly. My guest and I were greeted with friendliness and enthusiasm as we entered a pleasant atmosphere. It was just the right balance of casual and elegance that made it appropriate for either a date night

Theater celebrates 90 years in style Shelley Koppel STAFF WRITER

STUART – Ninety years ago, the Lyric Theatre opened to the public as a movie house. The first feature was “Skinner’s Dress Suit.” Four years later, in 1930, the theater was equipped with RCA Photophone sound machines and showed one of the first “talkies,” “Danger Lights.” Now the Lyric Theatre is throwing itself a birthday party and you’re invited. On March 3, the Lyric will hold a 90th Birthday Celebration, Auction and Roast. The “roastee?” - Lyric artistic director John Loesser. The roast will feature host Jim Brochu, seen at the Lyric in “Zero Hour” several seasons ago. Also on tap to target Loesser are comedians Steve Solomon and Freddy Roman, both Lyric favorites. Loesser said he’s looking forward to being skewered. “It’s going to be a whole bunch of fun,” he said. “I found pictures of me that are hysterical. Even I didn’t remember what I looked like. There will be celebrity short videos dissing me. Members of the audience can bid to do what-

ever they want to me. Who knows who’ll get up and say something, Kia (Lyric executive director Kia Fontaine) will be up there, I’m sure, telling people what I’m really like. Hordes of people want to get a last chance at me because I’m not doing this again. Take a shot and help support the Lyric.” Of course, this is a birthday party for the Lyric, a subject never far from Loesser’s mind. “It’s a fundraiser,” he said. “We’re going to auction off some really terrific stuff. People will be wined and dined with wait staff going through the theater. We hope to raise in excess of $100,000.” Jim Brochu, the host, first met John Loesser five years ago, when both were giving lectures on theater and show business on a cruise ship. “We had lunch,” Brochu said. “We were instant friends on the first day. He had me come down for my ‘Zero’ show. When I’m in Florida or he’s in New York, we try to get together. His passion for what he does is unparalleled. He wants to bring the best to Stuart. He brings a wonderful mix and he’s very persuasive.” Brochu said the evening will be lot of fun. He’s been watching the

He promises surprises, including celebrity guest videos. “It’s important not to take attention away from the honoree or other speakers,” he said. “My job is to help make it a fun evening.” And what about the roasting

portion of the program? “It’s all mud slung with a great deal of kindness,” he said. The birthday party is not the last celebratory event. On March 6, the Lyric will hold an open house for members from 3-7 p.m. to cele-

It’s sponsored by Oculina Bank, who holds the mortgage. How often does a bank underwrite the burning of a mortgage they hold? I think it’s admirable and funny. FRESH from page 27 shrimp tossed in a creamy, yet tangy sauce that gave just the right hint of spice and zing. I’m not generally one who can eat very spicy food, so this was just perfect. Olson says that is their most popular appetizer. The fish dip is homemade with the fresh fish that the restaurant purchases from its fisherman. It was by far the freshest fish dip I personally have ever tasted! The ahi tuna was a unique treat with a creamy, wasabi sauce bursting with freshness and flavor. For our main courses, we were presented with shrimp scampi and a signature dish of grouper piccata. The shrimp were tossed in a light, buttery garlic sauce on a bed of capellini pasta and topped with fresh asparagus stalks. The grouper was served with creamy garlic mashed potatoes and an assortment of fresh colorful vegetables consisting of carrots, summer squash and zucchini. One bite of the grouper and I knew this was the freshest fish available, and the restaurant aptly lived up to its name. The succulent fish simply melted in my mouth, and the piccata sauce and capers brought out the flavor and simply made it divine. Dessert was a delicious, homemade key lime pie. I could only take a few bites after the amazing

YOUR VOICE NEWS & VIEWS • PALM CITY & TESORO • FEBRUARY 12, 2016• 33 meal I had, but what a wonderful sweet treat to top off a perfect meal! Speaking of “Fresh Catch,” another unique aspect of this restaurant that I found wonderful is that a patron can bring in their own catch of the day to be prepared by the chef at the restaurant. So one can literally go right from the dock with their fish, sit down and have a drink while their meal is prepared for them by the chef to their liking. This is a very original and delightful option. The restaurant offers multiple specials every day, another unique feature of the menu. Olson likes to try new things and shakes things up a bit. He tends to shy away from giving out a to-go menu, as the menu is always changing. Fresh Catch is also available for various types of parties and networking or business events. The restaurant has live music on Thursday, Friday and Saturday nights, and coming up on March 11, a very special event with David Goodman, Chris Clifton and Tony Q., whom Johnson likes to refer to as the “Fearsome Threesome.” Fresh Catch is open from 11 a.m. to 9 p.m. Sunday through Thursday, and 11 a.m. to 10 p.m. on Friday and Saturday. They are located at 1411 S.E. Indian St. in Stuart. For more information, call (772) 286-6711 or visit their website at www.freshcatchstuart.com.

One special, grouper piccata, was served piping hot with a zesty lemon and caper sauce and with a side of fresh vegetables such as summer squash and zucchini.
