MARTIN COUNTY — Chairwoman Anne Scott got a heavy duty at the last regular meeting of the County Commission on Tuesday, Feb. 9. Her fellow commissioners unanimously adopted an impromptu motion for her to call Gov. Rick Scott and tell him to declare a state of emergency for Martin County. Unseasonably heavy rainfall has the Army Corps of Engineers again releasing large amounts of nitrogen and phosphorous-heavy water from Lake Okeechobee into the St. Lucie and Calooshatchee rivers. The commissioner and governor share a name, but aren’t related. However, Florida’s First Lady’s name happens to be Ann. The Martin chairwoman is certain the governor will take her call when told, “Anne Scott is on the line.” Shortly after the meeting the commission directed Scott to call the governor, he appealed to the corps to divert more water from Lake Okeechobee southward, rather than dumping it into the St. Lucie River via the C-44, which lets out at the southern end of Palm City. Commissioner Scott said she appreciated the governor’s gesture. She added that Martin County shouldn’t have to go asking for a state of emergency — the state should already be on it.

Anne Scott “I mean part of the problem with this situation is — if we were on fire it would be easier to get everyone’s attention, but we’re not on fire,” she said. When Central Florida had its 1998 firestorm, the state and federal governments sprang into action. Among other things, President Bill Clinton flew into Daytona Beach International Airport to meet with firefighters who traveled from all over the country to help battle the blazes. The chairwoman said there seems to be only one reason why getting water flowing southward has been a herculean task. “This has implications to the

TREASURE COAST — Leonard Villafranco has entered a now four-man race to fill the position F. Shields McManus is vacating. “It’s time to do it,” Villafranco said. “I’ve been (practicing law) for a long time.” The election is for the state’s 19th Judicial Circuit Group 6. The elections are non-partisan, and judicial candidates cannot discuss how they might rule in particular cases, or even in hypothetical ones. That’s to ensure judicial impartiality to future litigants. “No, we cannot talk about specific issues,” Villafranco said. “Our job as a judge is to apply the law based on the facts as presented.” What they can discuss is their experience and general motifs about what they’d like to do to improve the court system. Villafranco said experience is some-

On Sunday, Feb. 21, the Chasing Caterpillars Triathlon launches a local fitness trifecta that’ll culminate to the fifth annual Riding for Heroes bicycle ride. The triathlon is happening at Sailfish Splash Waterpark. Palm City’s own former heavy smoker and confessed couch potato turned age-group national triathlon champion, Jerry Kyckelhahn, is organizing the second Chasing Caterpillars. The sports author said Chasing Caterpillars is a USA Triathlon sanctioned event. This double sided interactive heart beat drum, sponsored by Martin Health System, allows children to create music with the beat of their hearts. This exhibit uses an EKG pulse sensor and display to allow ones actual heartbeat to control the tempo of music. Watch for Changes to the FAFSA I YOUR VIEW f you have a child in college, you’re probably familiar with the Free Application for Federal Student Aid (FAFSA), which must be completed to help ensure that students don’t miss out on federal and state grants, work-study jobs and loans. But you might not know that some important changes will be coming to the FAFSA during 2016 – and these changes can affect both the process of filing for aid, and, possibly, the amount of aid your child will receive. Here are three key changes to watch for: • Earlier availability of the FAFSA – Currently, you need to complete the FAFSA as soon as possible after Jan. 1 — which means you’re probably filling out the form even before you’ve filed your taxes, which aren’t due until April. As a result, you may have to estimate your income and update the information later. However, beginning with the 2017–2018 school year, you can complete the FAFSA starting on Oct. 1 of the previous calendar

Jamie Chapogas year, rather than wait until January. At that point, you will already have filed your 2015 taxes, so in filling out the FAFSA, you won’t have to rely on estimates of your income. For 2016 only, this change presents something of an anomaly

— specifically; you should fill out the FAFSA as soon as possible for the 2016–2017 school years, using an estimate of your 2015 income, and then complete the FAFSA again in October for the 2017–2018 school years, using your actual 2015 income. In future years, you’ll only have to complete the FAFSA once, with applications accepted beginning each Oct.1. • Lower “asset protection” allowance — when you report your financial information on the FAFSA, some of your assets – such as your IRA and 401(k) – are not counted toward the resources you’re expected to contribute to your child’s education. Some other assets are considered available, but a percentage of these assets can be sheltered, with the

exact amount depending largely on your age and marital status. For the 2016–17 school years, this sheltered asset amount has been reduced significantly. However, while this reduction could have some effect on your student’s aid package, it shouldn’t be too severe because income, more than assets, is a bigger factor in the federal financial aid formula. • No more shared mailing list – When filing the FAFSA, students can choose up to 10 colleges to receive their financial information. Previously, when students sent their FAFSAs to multiple colleges and universities, these schools could see the other institutions on the mailing list. But starting with the 2016–2017 application, schools will no longer have this information. This could actually benefit your child. Previously, if a school saw it was listed first on the FAFSA, it might have assumed it was the student’s first

Steve Carr. The Okeechobee Battlefield Friends, Inc. are coordinating the upcoming event. Gates will be open from 10 a.m. to 4 p.m. both days, and battle re-enactments will also be held both days; Saturday, Feb. 27 at 2 p.m., and Sunday, Feb. 28, at 2 p.m. Admission is $10 per car. Seating is limited; it is recommended to bring your own chair. This historic battle, fought on Christmas Day in 1837, was the largest and fiercest battle of the Second Seminole War. A talented cast of re-enactors will portray fierce Indian warriors such as the great Indian war leaders Abiaca, Coacoochee, Halleck-Tustenuggee and Alligator. Some of these great warriors are portrayed by their descendants. As the drama unfolds, it depicts how the Seminoles, greatly outnumbered, battled the massive militia and U.S. Army troops led by Col. Zachary Taylor (later to become president of the United States) and Col. Richard Gentry of the Missouri Volunteers. The dramatic battle will be narrated by author and historian John Missall. He said Care Net Run has been growing fast. “We grew it from 40 to 180 registered runners,” he said. “Last year we took it from 180 to 270 registered runners.” They’re expecting more this year. Soricelli said there’s a simple reason why running and other sports are popular on the Treasure Coast. It’s relatively easy to train year round, and there’s those waist lines people want to narrow. “About three, almost four years ago, I was 60 pounds heavier,” he said. Soricelli got bad news from the doctors about his heart health, and he was getting pre-diabetic. His church was hosting a 5K health run, so he found a training schedule and started it. By the time he finished that run, Soricelli was hooked. Kyckelhahn said running is popular locally especially with older folks who’ve discovered it as an elixir of youth. He’s 70 and runs at least two miles a day. “The most important thing you

Instead of selling them off locally, as many business owners might do, he decided he’d once again give back to the community. “If you’re fortunate to have the things you have,” he says, “even though you work as hard for them, you’ve also got to reach out and help others.” Last year, he donated several tractor-trailers of green bell peppers to House of Hope, the result of the trials that first-year farms conduct to demonstrate their product. His emphasis on local support, as well as his insistence on quality, are in large part the result of his upbringing, he says. His parents ran an international antiquity business when Rieger was a child, and he and his brother received the sort of education one doesn’t learn from books, travelling around the world and helping with antique shows as he grew older. “I always circle back and give my folks the highest of credit,” he says. “When we were growing up that way, we were exposed to all walks of life, different types of people, cultures, and attitudes. I think the biggest success we could ever have is from that edu-

cation.” When Rieger was 8 years old, his mother Terry, the remarkable artisan behind Diamonds for Terry in Stuart, taught him how to carve wax for jewelry and cast. In 1986, when he was still just a teenager, Rieger founded his first jewelry business in Kendall, called Giovanni Fine Jewelry. Nine years later, he started Swiss Pre-Owned Inc. (SPO), a company that deals in high-grade refurbished watches. At that time, he says, previously owned reworked time pieces weren’t being done, and his company helped create that secondary market. The fascination with watches was formed when Rieger began studying the crime of counterfeiting. After a short while, he became so adept at identifying a watches authenticity, he was sought after by dealers to guarantee their products. SPO, still in operation today, wholesales refurbished Rolex style watches to mom-and-pop stores all over the country, allowing them to compete in the industry. Rieger’s entrepreneurial curiosity and drive did not stop there, however. In 1998, when Rieger was living in Tennessee, he built an add-on to his home and discovered a hitherto untapped

That’s when it occurred to Rieger to found Excel Building and Development Corps. Rieger says without a doubt his experience with manufacturing jewelry directly influenced his burgeoning architectural design:

“When I got into the development business, the guys who used to work for me would hate it, because I’d come to a job site, look at a door, and see that it was crooked by an 8th (of an inch). FARM from page 16 across the room.” With all of his companies, Rieger strives for high-quality and artisanship. “I am a big advocate of giving the customers the highest quality, even if it means making less money,” he says. “That’s not normal in most businesses. People want to make the most they can, but I’ve always been a believer that I’ve been successful because of doing it the right way.” His jewelry and watch businesses specialize in unique items, made entirely by hand, and custom-designed — one-of-a-kind heirlooms that could be passed down through generations. Extending this model to his other businesses has served him well. While much of the real estate world felt the sting of the 2008 subprime mortgage collapse, Rieger survived by developing custom-made, high-end rentals or buying up houses and making them “like no other property in the community. We gave people more for their money, instead of just a mop and glow, trying to sell it to the next buyer.” Humility and charity are at the core of Rieger’s business philosophy. He fondly remembers an adage his grandfather used to tell him: “You never look down on a man, unless you’re putting your hand out to lift him off the ground.” Keeping this credo close to heart, Rieger has contributed to local and impacted communities across the nation. He has worked with FEMA to rebuild the homes of hurricane and tornado victims in Texas, Tennessee, and Virginia. He has also donated to a whole rank of charities in the Treasure Coast, from the Stuart Sailfish Club to the Bulls for Brooke fishing tournament. The number of national charities he and his wife support is beyond count. Rieger also pays special attention to his staff. In 1988, while running his jewelry business out of St. Petersburg, he founded a school of 150 aspiring craftsmen. He often gave his students hiring priority, and he has helped many

of his past collaborators achieve success in their own right. “My lead general contractor, who was with me in Tennessee for 18 years, has since branched off and opened up his own company,” says Rieger. “I helped set him up, and now he is taking on those big jobs and living the life that he didn’t think was ever possible.” The idea for the organic farm came to Rieger when he was touring around agricultural facilities in the Bahamas. In 2012, Rieger, an avid boater, helped turn around a struggling boating resort in Grand Bahama, called Blue Marlin Cove. Originally a complex of 30 condominiums, Rieger helped turn it into an exclusive Windham RCI timeshare resort with 60 hotel suites, an 18-slip dock, a beauty spa, and restaurant. Rieger says that one goal for the resort will be to fall under the management of his 5-year-old daughter when she comes of age. “She’ll have to learn to earn, though. Just like I did,” he says. In the Bahamas, Rieger quickly became friends with Bahama Prime Minister Perry Christie, who took him to a new college they were building in Andros that would focus on hydroponic and aquaponic horticulture. It was amazing to Rieger how much of the Bahamian product was grown on the island, shipped elsewhere, and then sold back to Bahamians. He started looking into organic farming, and commencing discussions with the Prime Minister, Minister of Tourism, and other offices about starting an organic farm in the Bahamas. Meanwhile, the land in Okeechobee became available, and Rieger was very quick to act. The farm had originally been plotted in 2012, but nothing was ever grown on it. Now they produce about 1,000 pounds a week, and they are looking to double up for next season. The farm operates a 7.5-acre greenhouse, which will soon be cultivated vertically, yielding about 40 acres of product, helping to ensure a

Professionals and volunteers support the children and teens so they can share their feelings related to loss, learn new ways to cope, and interact with peers in an atmosphere of love and acceptance. “Camp Good Grief is a place for kids to be kids,” said Jacki Nardone, director of counseling Services. “We have been hosting the camp for several years, and it still amazes me how much change and healing occurs because of this camp. Afterwards, the kids all say how much this has helped them and how they now know and realize that they are not alone. Campers often come back years later as peer counselors, because they want to help some-

one else.” Camp Good Grief will take place March 4-6 at the Life for Youth Camp in Vero Beach. The cost is $25 per child. Treasure Coast Hospice is a non-profit community organization of caring professionals and dedicated volunteers whose mission is to provide compassionate, comprehensive, high-quality care for our patients and those who share their lives in Martin and St. Lucie Counties. PALM CITY — Artists for a Cause (A4AC), a national non-profit organization that improves communities through the arts, is pleased to announce the cast of the third annual Singing with the Stars event. This performance, competition and fundraiser will take place at StarStruck Theatre in Stuart on Feb. 27 at 7 p.m. After a competitive application and audition process, eight community Notables have been selected and paired with local professional star singers. Each duo has chosen a song, has begun practicing, and has launched their fundraising efforts in preparation for their performance on stage in front of a panel of judges. Professional singers include: Carla Holbrook, singer and musician who toured with Santana, soon to be seen in the title role of Gypsy at StarStruck.

Shelley Keelor, actress, entertainer and vocal teacher who has been touring in The Music of Andrew Lloyd Webber with Terry Barber. MARTIN COUNTY — The Florida Department of Education released school and district grades today. Since 1999, Florida has used school grades to communicate how well a school is performing relative to state standards. These preliminary informational baseline school and district grades reflect 2014 legislative changes, which became effective on February 9, 2016, and do not include learning gains since it is the first school year the Florida Standards Assessments (FSA) were administered. Most schools in the District maintained their letter grade from last year, while four elementary

schools and one middle school improved their school grade. Overall, the District earned an “A” grade and is tied for the third highest scoring school district in the State. “I am extremely proud of the tremendous accomplishments we have achieved over the past school year. Our teachers, staff and students are working diligently at every school,” said Superintendent Laurie J. Gaylord. “In prior years, school grades were based on a complex calculation of student performance, proficiency and many other factors. The current system reflects only proficiency,” she said. “We continue to employ best practices to educate all students for success with our vision for a dynamic system of excellence,” added Gaylord.
