MARTIN COUNTY — The county commission declared March “Bicycle Month in Martin County.” “It think it’s a good way to promote bicycling,” Kevin Abbate, parks and recreation director, said. There’re plenty of bicycles around Palm City already, and for good reasons. The 3,100foot Veterans Memorial Bridge has wide bicycle lanes and gives riders a good workout with an about 50-foot climb. Both ways. Martin Highway has bike lanes from the Ronald Reagan Turnpike to Interstate 95. Citrus Boulevard sports six miles of bike lanes on a winding road with few cars and

no stop signs or traffic lights, 12 miles of a bicyclist’s Garden of Eden. On Saturday, March 21, the county will host a Bicycle Rodeo at Big Mound Park, 15205 S.W. Indianmound Drive, Indiantown. The first 50 children will get free bicycle helmets. All will get free bicycling instruction, safety tips, and lunch. Abbate is also a competitive bicyclists who’s taken state championships. The seasoned rider said there’re a few things he hopes will happen during Bicycle Month, starting with a spike in helmet wearing among children, youths and adults. For him, it’s personal. “I got hit in Palm Beach County,” he said. “Really bad.” Abbate was with a group of riders when a passing driver made a right turn in front of them. Abbate had no time to avoid a collision with the turning car. “He didn’t judge my speed; I was

MARTIN COUNTY — Following a series of samples in the acceptable range for enteric bacteria, the advisory to avoid contact with the waters near Leighton Park in Palm City has ended. The advisory had been in effect for Leighton Park since Jan. 15. Enteric bacteria inhabit the intestinal tract of humans and animals and their presence in recreational waters is an indicator of fecal pollution. The presence of these bacteria may come from storm water runoff, pets,

wildlife and human sewage. The Florida Department of Health in Martin County sampled four river sites weekly for enteric bacteria, including Leighton Park, the Roosevelt Bridge, Sandsprit Park in Stuart and the Stuart Sandbar. In addition, ocean beaches and the Indian River Lagoon causeways are sampled every other week. Counties commit funds to fight All Aboard Florida Patrick McCallister and Brandon Zeris STAFF WRITERS

TREASURE COAST — John Haddox, Palm City, jumped right to it at the Feb. 17 meeting of the County Commission. “I move that the Board of County Commissioners allocate reserve funds in the amount of $1.4 million to be used in whatever action is necessary to oppose All Aboard Florida, including legal action,” he said at the meeting. Anne Scott, Hobe Sound, quickly seconded the motion, and the commission approved it unanimously. On the same day, Indian River County’s commission voted to put $2.7 million over two years into an ante for combating All Aboard Florida. The Martin commission didn’t specify what the money could or would be used for. It directed Taryn Kryzda, county administrator, and the county attorney, Michael Durham, to look into

existing opposition to All Aboard Florida to determine the best ways to use those dollars. The commission will have to approve any expenditures from the AAF-opposition fund it created. “It may be to engage a lobbyist; it may be to engage in legal action,” Haddox said at the meeting. In a telephone interview after the meeting, Haddox said the odd number, $1.4 million, is 1 percent of the county’s ad valorem tax collection. “I felt that we needed more than $1 million,” he said. St. Lucie County has also committed to fight for citizens and their fear of more freight. The St. Lucie County Commission was the first to pass a resolution, denouncing All Aboard Florida, as it was proposed. Though the commission has not committed to a particular value, Commissioner Chris Dzadovsky said funds are available to the county’s Attorney, Daniel McIntyre.

“That’s not really how we operate. We have a legal team and an attorney who’s been with the county for 30 years and who does fine job, who is reviewing everything, and we’ve taken on legal consultants who are experts in this field. We have already, long ago, committed financial resources for this,” Dzadovsky said. The funds come from what the county already budgeted for its attorney at the start of the fiscal year. The county is operating on a $14 million deficit, so Dzadovsky said it’s important to weigh fiscal responsibility with the need to fight All Aboard Florida. “We don’t want to put a number there and it be too arbitrary,” he said. “If the attorney needs more than that, I’m sure we’ll give it to him.” Dzadovsky said not passing a resolution for a specific value and revealing its hand may help the county in its fight against All Aboard Florida. If the opposition knows how much is being com-

mitted to legal battles, they could simply put forth more money. “They’ve got deep pockets … It’s a more effective strategy to keep quiet,” Dzadovsky said. Opposition to All Aboard Florida has spun a few organizations into existence. The first apparent organized effort to derail the proposed high-speed rail that would cut a swath through the Treasure Coast was in Palm City. About a year ago, K.C. Traylor launched Florida Not All Aboard on Facebook and Change.org. She’s quickly become the most prominent opponent to the proposed passenger rail, and the group has gathered about 50,000 petition signatures against AAF. The Guardians of Martin County created the Citizens Against the Train Fund last year and another group, Citizens Against Rail Expansion in Florida, CARE, has emerged more recently.

Abatte said however vigorously the 3-foot law is enforced, road safety will always rest primarily on the bicyclists. “There’re cyclists (who) don’t obey the rules of the roads,” Abbate said. “They should stop at stop signs and don’t. They give a bad name to cyclists. I’m always yelling at guys who do that. Go through lights. Let’s educate everybody on the rules of the road, driver and cyclists.”

going 31, 32 mph,” Abatte said. Abatte had to get two surgeries to help repair the injuries. He’s certain of something — advancements in the science of helmet making was all that stood between the Grim Reaper and him. “If I didn’t have my helmet on, I would not be here talking to you,” Abatte said. The helmet shattered from absorbing the energy that would have gone into Abbate’s head without it. “To me, it’s crazy not to have your helmet on,” Abatte said. Florida law doesn’t require helmets for riders ages 16 and older. It does for children, tweens and young teens. Abbate said he’s discouraged to see few wearing them. Lt. Steve Mochen, traffic division commander at the Martin County Sheriff’s Office, said deputies rarely cite youngsters for not wearing helmets, but do try to contact and educate parents that it’s important. “Kids are kids,” Mochen said. “You tell them one day to wear their helmet and the next day they’re not. It’s going to be up to the parents to help us with this. The parent absolutely has to be the enforcer.” Abbate said children quickly get accustomed to helmets —

his young daughter won’t ride without one. He said there’re a growing number of helmets well made to meet that most important criteria for youngsters — the “kewl” factor. Something else Abbate hopes to see during Bicycle Month in Martin County — drivers getting into the habit of given riders proper clearance when passing. Florida law requires vehicles to give bicycles and other slow-moving vehicles a minimum of 3 feet of clearance when passing. It doesn’t give exceptions for narrow roads. “People buzz by me all the time, and I don’t even know if they’re aware of the law,” Abbate said. “Let’s educate everybody on the rules of the road, driver and cyclists.” Mochen said that’s something he’s happy to do. The lieutenant said he knows a lot of fellow law enforcement officers who are avid bicyclists, and is friends with a cop’s wife who was seriously injured in a collision with a car. CONFLICT from page 1 county attorney, told the committee at its last regular meeting, Monday, Feb. 23. That legal opaqueness didn’t sit well with members of the committee and appears to have led to one resigning. “We’re not even allowed to discuss (Mapp Road improvements),” committee member Thomas Plymale said at the meeting. “Why am I sitting here? Why have I wasted 11 years?” Plymale owns commercial property at 2806 S.W. Mapp Road. Lenihan advised Rex Sentell and him that discussing or voting on Mapp Road improvements funded by the CRA could be perceived as conflicts of interests that could expose them to ethics complaints and possible fines. Sentell owns commercial property at 3080 and 3090 S.W. Mapp. “I’ve been involved with this since the early ‘90s,” Sentell said. “Now you’re saying I can’t even vote on it.” During the meeting, Sentell typed on a tablet computer. He abstained from discussing and voting on the latest evolution of the Mapp Road Town Center Design. After the committee unanimously approved recommending it to the county commission acting as the CRA, Sentell left the meeting. “As a private citizen, I’d like to

talk about the design in front of my place with the engineers,” he said before leaving. Other committee members said Sentell was writing a resignation letter to Kevin Freeman, the county’s community development director, before leaving. Sentell couldn’t be reached for an interview before press time. Florida law requires members of elected and appointed boards to vote on all items that come before them, unless they or direct family members or business associates stand to get special financially gain, or avoid large loss, by the votes. Failure to vote when there’s no conflict of interests can result in complaints to and fines from the commission on ethics. However, everyone on the advisory committee aimed at improving the area owns property in Old Palm City, and so stand to benefit from every recommendation it makes. This seeming paradox concerned committee members; Tracy Seegott suggesting adjourning and tabling all business until the ethics tightrope was better understood. Chuck Smith, chairman, said at the meeting that Lenihan’s explanation about possible conflicts of interests was troubling. “It’s definitely not crystal clear,” he said. Lenihan said the legal opaqueness is a difficult maze that’s subject to numerous considerations.

“Conflicts of interest are very specific,” she told the committee. “They’re location-specific. They’re project-specific.” In an interview after the meeting, Lenihan said she is looking at all seven of the county’s Community Redevelopment Areas’ neighborhood advisory committees to see if there are members who could be at risk for ethics complaints for discussing or voting on certain projects. She said the investigation started because committee members asked the county attorney’s office to look into it. She said there have been no complaints against any advisory committee members. Lenihan said Sentell and Plymale were not obliged to follow her recommendation to abstain from discussing or voting on Mapp Road projects. She said all of the redevelopment areas’ plans have moved from broad concepts to specific projects, which is why the issue is emerging now. Mapp is the centerpiece of Palm City’s Community Redevelopment Area. The CRA, adopted in 2002, includes 610 acres. The area is nestled along Mapp Road from Southwest Rio Vista Way south to Southwest All American Boulevard. It goes from the St. Lucie River South Fork west to a few blocks past Mapp. There’s a western extension nestled along Southwest 34th and Southwest 36th streets to Southwest Berry

In a CRA some county taxes paid on property values higher than what they were in a base year — when the area was established — stay in that district for economic development and blight elimination for a set period of time. It’s called Tax Increment Financing. In Martin, the amount of that money CRAs retain for projects is between 50 and 95 percent. The commission annually decides the rate. This year the rate is 75 percent. The primary goal of Palm City’s 30-year CRA was construction of The Mapp Road Town Center Design, which was crafted in 2003, to give the road a small downtown feel. Freeman told the committee that the CRA now has about $1.3 million for projects. The committee voted to recommend to the County Commission acting as the Community Redevelopment Area to invest that into a largely scaled-back roadway improvement designed for later expansion and beatification. In an interview after the meeting, Freeman said if the commission accepts the recommendation, work on Mapp could start as early as September. The next regularly scheduled meeting of the Old Palm City Neighborhood Advisory Committee will be on May 18.

Winston Scott’s life story is straightforward. “I came out of the ‘hood, as they say, and I flew in space,” he said. The Boys & Girls Club of Martin County recently announced the Navy veteran and Space Shuttle astronaut will headline the 2015 Distinguished Speakers Luncheon, March 2 at Sailfish Point Golf Club, 1648 S.E. Sailfish Point Blvd., Stuart. The luncheon will be noon to 2 p.m. The luncheon helps support numerous programs at the club’s H. Wayne Huizenga Center, 1150 S.W. Martin Downs Blvd., Palm City. “The Palm City club is actually our newest location in Martin County,” David Vaina, communications director, said. “We have just under 300 registered members there and around 100 in every day.” Scott grew up in Miami and

attended segregated schools until his sophomore year in high school — what seems to be a sharp contrast to what he saw when he went into orbit on STS-72, Endeavour, and STS-87, Columbia. “You see one Earth,” he said. “I won’t say ‘big Earth,’ because from space it looks awfully small.” Around the ninth or 10th grade, the now 64-year-old got into what was then the Boys Club of America. The Boys & Girls Club of America would become its successor in 1990. “There was never any hint of not being included and welcomed,” Scott said. He added, “I suspect I was one of the first African American youths attending the club (in Miami). I almost half expected us to be turned away, especially when we couldn’t pay dues.” That was a $1 a week. Scott and his brother often didn’t have it. “No one ever stopped us and asked why our dues weren’t paid,” Scott said. The Boy’s Club taught him lead-

ership, Scott said. As time went on, he got assignments helping teach others at the club. He headed to Florida State University after high school, then went to Naval Aviation Officer Candidate School. He got his wings in 1974. Scott said the Navy had a reputation among many for not being a welcoming place to blacks. “When I left home to go to flight training, I didn’t expect to fly,” he said. “I found out if you work hard there are people who’ll treat you fairly.” Scott would go on to fly more than 5,000 hours for the Navy in crafts such as the F-14 Tomcat, F/A-18 Hornet, and A-7 Corsair. In 1992 NASA selected him for the Space Transportation System program, the space shuttle. He’d head to low Earth orbit for nine days in 1996, then for longer in 1997. He’d spend 24 days, 14 hours and 34 minutes in space, including 19 and a half hours space walking. Knowing that the solar system is

Linda Lawrence Answer: This question is coming at a great time, particularly with the flu epidemic we are having this year. I expect that many people will start to worry about how much vitamin C they are consuming when they begin to feel an illness coming on. For the most part, studies have shown little to no benefit. Consuming extra vitamin C after you’re already showing signs and symptoms of an illness will not help you recover faster. However, for those that consume the proper amount of vitamin C regularly, this may help reduce the duration of a cold by about a day, and they may have fewer symptoms than a person not meeting their daily requirement. Unfortunately, relatively high doses of 1-2 grams may be needed to elicit these very mild benefits, so is it really worth it in the end? Keep in mind; the RDA for women is 75 milligrams per day and 90 milligrams per day for men. Vitamin C can be found in acidic foods such as oranges, strawberries, kiwis, and also in green, leafy vegetables. It’s also found in citrus juices or those fortified with vitamin C. CARE is hosting singer Michael Amante for a fundraiser at Stuart’s Lyric Theatre on Monday, March 23, at 7 p.m. In addition to looking for up to 32 sponsors — $5,000 to $25,000 each — it has 184 tickets on sale at $100 each. Len Sucsy, vice president of the Guardians of Martin County, said if all goes well that the Indian River and Martin commission votes will make using the opposition funds unneeded. “It’s my hope the All Aboard Florida people will see that and start seriously examining options,” he said in a telephone interview. “Sending it west would be nice.” The Guardians issued a resolution last April calling on All Aboard Florida to move its proposed route to tracks owned by CSX Transportation. Those tracks run westward through Okeechobee toward Winter Haven. However, the company has emphatically said it won’t consider moving the route. Hours after the commissions voted to use dollars to fight All Aboard Florida, the company responded on Facebook. “The Indian River and Martin County Commissions have decided upon a negative course of action regarding their engage-

www.YourVoiceWeekly.com ment with All Aboard Florida,” the Facebook post read. “The company is hopeful that a more positive and productive forum can be found. We remain open to exploring a future station in the Treasure Coast that would bring direct economic benefits to area residents and visitors.” The company didn’t return a request to comment for this story by press time. In a previous interview, Michael Reininger, president, said much of the hardcore opposition is among people who’ve never given AAF an objective look. “There seems to be an awful lot of anxiety driven by a misperception of reality in a couple areas,” Reininger said in the previous interview. Plans call for All Aboard Florida to run mostly along existing tracks owned by Florida East Coast Industries from Miami to the Orlando International Airport. Much of the local opposition has centered on the train bridge traversing the St. Lucie River nestled between the Roosevelt and Old Dixie Highway bridges in Stuart. Boating businesses and groups say that the proposed 32 additional trains a day will effectively close the St. Lucie to navigation and destroy the marine industry

The Martin commission is paying $60,000 for Laurel Kelly, property appraiser, and Florida Atlantic University to study how All Aboard Florida could affect property values and property taxes. “This study, we’re looking to have the final report by June 1,” Kelly said in a telephone interview. She said that there haven’t been many studies about how new or expanded rail use have affected surrounding property values, and no two scenarios are exactly alike. Kelly said the studies she has looked at indicate that new or expanded rail use does have a moderately harmful effect on area property values. In the previous interview, Reininger said hopes are to start All Aboard Florida’s first phase, between Miami and West Palm Beach with a stop in Fort Lauderdale, by the end of 2016. “We ordered the trains, and they started the manufacturing process,” Reininger said. Siemens is constructing the locomotives and passenger coaches in California. The first order was for five trainsets, each with two locomotives and four passenger coaches. All Aboard Florida intends to purchase another five trainsets, and expand to seven the number of coaches between locomotives. In December the U.S. Department of Transportation gave All Aboard Florida permission to sell about $1.75 billion in bonds issued through Florida Development Finance Corp. Nevertheless, the company is holding open a request an up to $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the federal government. In 2014 the company submitted an Environmental Impact Statement to the Federal Railroad Administration as part of the process for securing that loan. All Aboard Florida is projected to cost about $2.5 billion. “Depending on the actual date of the conclusion

Vaina said the Huizenga Center is open to all children and youths ages 6 to 18. “What we like to hang our hat on is we offer something for every kid,” he said. “We have a golf program, for instance, with a program called (The First Tee).” The youth development program

uses golf the help children learn values such as perseverance and respect by mentors teaching them golf, a game that often parallels life. The curriculum includes golf swings and goal setting, among other things. Scott said his talk at the luncheon will likely focus on courage, something he learned in the Boys Club, military and space program. “I think young people should go forth boldly,” he said. MARTIN COUNTY — There are few off-Broadway shows that start life as a line of greeting cards. Dan Goggin’s cards about an acerbic nun with a quick wit caught on and he expanded them into a cabaret show. In 1985, that show was expanded to a full-length production that became the off-Broadway hit, “Nunsense.” It went on to become the second- longest-running show in off-Broadway history and has been performed around the world. “Nunsense” tells the story of the five surviving Little Sisters of Hoboken, who discover that their cook, Sister Julia Child of God, accidentally killed the other residents with tainted vichyssoise. They decide to stage a variety show to pay for burials. The Sisters will sing their hearts out at the Barn Theatre March 6-22 as they present “Nunsense.” Director Merilee Lawrence spoke about what why she wanted to direct this show. “I kind of like musicals,” she said. “My background is in dance and I was a professional dancer when I was young. The show is funny as heck and there’s singing and dancing and all the things I

love.” Lawrence said that casting can be a challenge, as everyone has to be able to sing and dance. “I think we have a great group,” she said. “They’re five completely different personalities, with differences in age. Sarah Grosz, who plays Sister Leo, is a novice on stage. She’s very new as she is a new college grad. She was really worried, but she gets better every day and it really works for this nun.” The fact that Sister Leo is a novice played by a novice is one of the twists in the production. The cast also includes Zena Hamilton as Sister Regina, the Mother Superior; Pam Penovi as Sister Hubert; Liz Milner as Sister Robert Anne; and Megan Pollak as Sister Amnesia. Chris Mazzella is the music director, Gale Baker the vocal director, Gigi Coyne the choreographer, Kathleen Weaver the stage manager and Francine Beckstead the producer. Lawrence has appeared in Barn productions and choreographed “Curtains,” but directing is her only gig this year. “I love to act, and with the right part there, I’ll try out,” she said. “Directing takes a lot of energy. With the deceased nuns on ice in the deep freeze, they decide to stage a variety show in the Mount Saint Helen’s School auditorium to raise funds for the burial. Participating in the project are Mother Superior Mary Regina, a former circus performer; her competitive rival, second-in-command Sister Mary Hubert; Sister Robert Anne, a streetwise nun from Brooklyn; Sister Mary Leo, determined to be world’s first ballerina nun; and wacky, childlike Sister Mary Amnesia, who lost her memory when a crucifix fell on her head.
