MAPP from page 1 be in a conflict of interest by participating in discussions or voting on it. Kevin Freeman, the county’s community development director, said in a telephone interview that Sentell was considering resignation after the meeting, but hadn’t committed to it. Freeman said what the committee approved was adding bike lanes and sidewalks on both sides of Mapp from Martin Highway to Martin Downs Boulevard, along with making improvements to the swales. “We would have two travel lanes and two bike lanes,” he said. “That allows us to work out the storm water situation.” Freeman added, “There’s nothing new in terms of travel lanes and turning lanes. There may be some restriping to make things more efficient.” About this time last year the advisory committee unanimously agreed to recommend that the commission acting as the redevelopment agency to adopt a Mapp Road Town Center Design that included divided service roads with on-street parking on some sections, landscaping, and 8-foot sidewalks that allow water to seep right through into under-
ground reservoirs that started sediment collection before water reached the St. Lucie River. Much of that design has been shelved for now, because hopedfor grants to help pay for it haven’t materialized. The Old Palm City Community Redevelopment Area has about $1.3 million to work with. Freeman expects the current proposed work to drain that account, assuming the commission approves it. “I think in May some time I’ll go the Board of County Commissioners to recommend going ahead with this design,” Freeman said. He said that if the commission, acting as the agency, approves the design and work, crews could get started in September. While the proposed initial work may not seem like much, Freeman said it importantly addresses a problem Mapp has drowned in for a long time: stormwater drainage. Or, lack of it at times. “That would help minimize standing water and (drainage) inefficiency,” he said. Mapp is the centerpiece of Palm City’s Community Redevelopment Area. The CRA, adopted in 2002, includes 610 acres. The area is nestled along Mapp Road from Rio Vista Way south to All American Boulevard. It goes from

In a CRA some county taxes paid on property values higher than what they were in a base year — when the area was established — stay in that district for economic development and blight elimination for a set period of time. It’s called Tax Increment Financing,
TIF. In Martin the amount of that money CRAs retain for projects is between 50 and 95 percent. The commission annually decides the rate. This year the rate is 75 percent. The primary goal of Palm City’s 30-year CRA was construction of the Mapp Road Town Center Design, which was first crafted in 2003, to give the road a small

FAIR from page 1 put the fair on Palm City’s western side. “It has to be easily accessible,” Spicer said. “The place were looking at now is right off the (Ronald Reagan Turnpike).” A shortcoming of that plan is the county doesn’t own a parcel there large enough to meet the fair’s biggest hope: at least 120 acres and an expo center that could stay busy with large events, such as trade shows and gradations, through the year. Brian Powers — chairman of Indiantown Gas Company and a former member of the Indiantown Neighborhood Advisory Committee — urged roundtable participants to keep looking southwest. “I’d challenge you to think further about Indiantown,” he said. “We’re on waterfront. Could you imagine going to the fair by boat? How cool is that?” The C-44 Navigational Canal, which goes past Indiantown, is part of the Okeechobee Waterway that connects Fort Myers to Stuart. Powers added that the fair would likely keep most of its current customers and find new ones in Indiantown, because it’s closer to Okeechobee. “It’s farther from the coast, but it’s more centrally located to oth-
er populations that go to fairs,” he said. The idea of moving the fairgrounds has been around almost as long as the fairgrounds. Or, at least, that’s how it feels to some. The fair association has wanted to get some breathing room for a
while. The fair is now crammed onto about 12-acres of county-owned land on South Dixie Highway, Stuart. “The fairgrounds is probably one of the smallest in the nation,” Spicer said. “We don’t have the room to do a program right. Our
whole fairground is less than half the size of (the St. Lucie County Fair’s) parking lot.” Spicer said the fair and livestock show gets about 70,000 to 75,000 visitors a year. That, he said, could be increased by having a larger property with more parking. Additionally, the fairgrounds are used for numerous events through the year. The county’s motive for moving the fairgrounds is simple: dollars. The fairgrounds are on light industrial land near downtown Stuart that the Martin County Property Appraiser’s Office figures was worth about $1.9 million in 2013. Property values have risen since then, and sale prices are usually higher than appraised values. Additionally, if the county sells the land, it will have added it to the tax roll. “It has the potential of adding a lot of tax base to Martin County,” Haddox said. Haddox said that with two locations in mind, he’ll approach the Martin County Commission to look at having a study done to determine which would be better for a fairgrounds. “An investment of $50,000 I think is a good investment,” he said.

Answer: A good initial goal for you would be 30 minutes, three times a week. Commit to sticking with it for three months. This is enough for you to get all the heart-healthy benefits of exercise, establish the habit of regular exercise, and increase your energy level. Once you begin to feel better and you have more energy (and I guarantee you will), you will naturally want to increase your exercise. A good long-term goal would be 30-60 minutes, four to five times a week. Question: I belong to a gym and
I do cardio four to five days a week, but I don’t like to strength train. As a young woman who is not overweight, I don’t feel that weightlifting is really necessary for me. Do you agree? Answer: Many people think that they need only a cardiovascular exercise program, but we begin losing muscle at age 30. Strength training builds and maintains a
healthy level of muscle. Muscle, in turn, increases our metabolism and helps us to burn more calories. A lack of strength training is one of the main reasons we tend to put on weight as we age, even when our caloric intake and activity levels remain the same. So ... if you want to maintain your youthful figure as you age, I would strongly recommend that you add strength training to your workouts now, before you begin to experience that middle age spread! Question: Should I do my cardio before or after weight training? And is it a good idea to use hand weights when I do cardio? Answer: It really doesn’t matter when you do your cardio, but a good rule of thumb is to start with what you enjoy the least and

Since your sale price is $1,500, your taxable gain would actually only be $350 ($1,500 minus $1,150), rather than $500. Consequently, if you were to report your cost basis as $1,000 — your original purchase price — you’ll end up paying taxes on a bigger gain than is necessary. And we’ve just looked at one isolated example. If you were to under-report the size of your cost basis on all your investments when you sell them, you could end up paying far more in capital gains taxes than is actually necessary. Fortunately, you probably don’t have to worry about constantly calculating cost basis on your own; if you’re investing with a

So your decision on which shares to sell first — as expressed in different accounting methods, such as “first in, first out” (FIFO) or “last in, first out” (LIFO) — can be more, or less, beneficial to your tax situation. PALM CITY — The railroad tracks are across a river and about two miles east of Palm City. Yet Palm City is ground zero for some of All Aboard Florida’s fiercest opposition. In addition to being where K.C. Traylor launched the original opposition group, Florida Not All Aboard, Palm City is Martin County Commission member John Haddox’s home. Haddox has the only commission district that doesn’t have Florida
East Coast Industries tracks running through it, yet he’s recently lead the commission into setting up a $1.4 million fund for battling the proposed 235-mile, highspeed passenger rail that would cut a swath through Martin County without stopping. Then Haddox lead the commission into spending the first $80,000 from it. “It actually has very significant negative impacts on my district,” Haddox said in a recent interview. OPPOSITION from page 12 All Aboard Florida’s proposed additional 32 closings a day of the train bridge spanning the St. Lucie River nestled between the Roosevelt Bridge, Federal Highway 1, and Old Dixie Highway bridges, Stuart. Haddox said there are several marinas and waterfront properties in Palm City that face economic loss if that happens. The bridge is where the St. Lucie’s North and South forks meet and head east to the Indian River and Atlantic. Boats can’t go under the low bridge, so it stops marine traffic when closed. Haddox jumped right to it at the Feb. 17 meeting of the County Commission. “I move that the Board of County Commissioners allocate reserve funds in the amount of $1.4 million to be used in whatever action is necessary to oppose All Aboard Florida, including legal action,” he said at the meeting. The commission unanimously approved the motion. In a telephone interview after that meeting, Haddox said the odd number, $1.4 million, is 1 percent of the county’s ad valorem tax collection. He figures property values, thus ad valorem, will diminish if All Aboard Florida starts traversing eastern Martin County, so it’s the logical yardstick for setting up the fund.

The vote passed 4-1 with Commissioner Doug Smith, Jensen Beach, opposing. Smith felt the county should seek more options for legal assistance before spending from the fund. So, is the county foreseeing a lawsuit to stop All Aboard Florida? “Right now, I can’t answer that question,” Haddox said. “We need to get Mr. Ryan onboard and expert advice on what the county can do, what it should do, and what it shouldn’t do.” Durham would rather see All Aboard Florida content itself with the limited service where it’s more popular. “The county’s not wanting a fight,” he said. But if there’s a fight, Palm City will likely play an important part.

The Martin County Fair & Youth Livestock Show has to move. That became clear to me when I visited it in February. I’m not a fairgoer, but of the few I’ve visited, Martin’s is the most squeezed. Actually, it’s the only fair I’ve ever visited that felt squeezed. Jay Spicer, fair manager, figures Martin has one of the smallest fairgrounds in the nation. It sits on only about 12 acres if you count parking areas. The nineday event attracts about 70,000 to 75,000 visitors a year. That math just doesn’t work well. But, the county-owned land on South Dixie Highway in Stuart the fair has leased to 2026 is great for other things. It’s light industrial land that the Martin County Property Appraiser’s Of-
fice figures was worth about $1.9 million in 2013. Property values have risen since then, and sale prices are usually higher than appraised values. Additionally, if the county sells the land, it will have added it, and whatever business is built there, to the tax roll. In other words, the county should really want to move the fair and go in the real estate business with those acres. On Friday, March 6, County Commissioner John Haddox, Palm City, hosted an informal fair-move roundtable. About 10 attended. There was talk about moving the fair to Southwest Citrus Boulevard, Palm City. There was talk about moving it to an unspecified location in Indiantown. There was no talk about

That seems unlikely anyhow, because Martin has stringent Urban Service District rules limiting where a proposed fair and expo center could go, and the fair association would like to increase its space by 1,000 percent. At the meeting and in a conversation after, Spicer was pretty clear where he hopes to take the fair. “The Citrus corridor is a natural fit for us,” he said. Yep, Palm City. At first blush, I agree. Riding my bicycle home from the office takes me down Southwest Port St. Lucie Boulevard to where it crosses the C-23 Canal and magically becomes Citrus. The six-mile stretch between the C-23 and Martin Highway has a lot of seemingly good fair country. One of the advantages is that there are two four-lane bridges connecting parts east of the St. Lucie River to Citrus Boulevard, so many of the fair’s customers will keep going. Additionally, there’s the Ronald Reagan Turnpike to feed new visitors from parts north and south to a fair on that road. Folks from Indiantown have a straight shot up Citrus to a fair relocated to Palm City. And — “It’s a mile and half from 60,000 Port St. Lucie folks,” Spicer said. In other words, relocation to Palm City could be great for business. Spicer thinks attendance would likely increase to about 100,000 or slightly more a year. And with some room for putting an expo center, the county fairgrounds could book events such as trade shows on a regular basis. There’s a big downside. The county doesn’t own land enough for the fair to move to Citrus. A move there will likely need some

A big question is whether folks in Palm City would welcome a fair generating economic activity on their western tier, or actively oppose it. Economic activity goes by other names for some: “growth” and “traffic.” At the meeting, Tom Campenni, Stuart City Commissioner, was blunt about it. “You have no (supportive) constituency on Citrus,” he said. “You’ll have people who live nowhere near Citrus saying you’re destroying their lives.” Indiantown seems to have a good amount of fair-worthy space around it, but it’s hard to imagine a fair and expo center thriving there. Even this early in the possible game, Brian Powers — chairman of Indiantown Gas Company and a former member of the Indiantown Neighborhood Advisory Committee — has stepped up to be the evangelist for proclaiming the gospel of an Indiantown fairgrounds. Timers showed up at the roundtable with what sounded like a ready pitch for Indiantown. His most convincing argument was straightforward: Indiantown would welcome the fair with ballyhoo. Why wouldn’t Indiantown welcome the fair like a returned love one? Having Martin County’s largest annual event and an expo center generating possibly hundreds of thousands of visits annually would stand to be an economic boon. Job-hungry rural areas don’t get shots at these sorts of things very often. If Haddox is nothing else, he’s persistent. After decades of folks talking about moving the fair westward, Haddox stands to make something happen. The question is, will Palm City welcome the fair? If not, will the fair association even consider Indiantown? If the answers are no and no, then what happens in 2026 when the fair’s lease with the county ends?

Terry Rieger’s 40 year career had an unusual beginning. As a traditional artist in her early 20’s, Terry’s culinary hobby provided an additional outlet for display of her artistic talent. She delighted in designing confectionery masterpieces. If she wasn’t creating exquisitely decorated wedding cakes for friends and family, she was sculpting whimsical, mouthwatering candies, or designing sugar Easter eggs with complete 3-D panoramas inside. The occupants of those windowed eggs were meticulously detailed, right down to microscopic whiskers on the tiny Easter bunnies. One of those Easter eggs, a gift to a family friend, is responsible for launching her lifelong career in jewelry. The family friend was a jeweler, and so taken with her artistry was he, that he insisted her designs must be produced in gold. Her mentor, refusing to take no for an answer, arranged for a full compliment of jewelers tools to be delivered, and arranged for her to be the first and only student even tutored by noted Russian jeweler Constance Osmanski. Terry found herself commuting back and forth to Europe for the next twelve years, studying and perfecting her craft in London’s famed diamond quarter, Hatton Garden. The inspiration for the Forget Me Not line of jewelry started a year and a half ago, Terry was moved at a Luncheon for Alzheimer’s and wanted to do something wonderful for her friend, Diane Black, who worked for Alzheimer’s Community Care. Diane was the chairperson for the luncheon and her mother has been stricken by Alzheimer’s. So Terry designed the Forget Me Not for her. Diane has helped Terry promote the For get me not line world wide so we will
never forget.

The show is a fundraiser to raise money to fight human trafficking. This year marks the Club’s third performance. “I joined as a way to do service using an art,” she said. “We learned about the prevalence of human trafficking in south Florida and discovered Hope for Freedom. We decided to take it and run with it and create a benefit concert.” The show will include students, chosen by audition, as well as outside performers. MARTIN COUNTY — When you look outside on the Treasure Coast, you usually see calm and serenity. Our beautiful surroundings can make us forget that evil exists. Unfortunately, beautiful south Florida, and, in fact, the entire state is a leading center for human trafficking, both in the sex trade and as cheap labor. While many associate human trafficking with third-world countries, it is in our backyard. Florida is home to many immigrants who are preyed upon by traffickers. Runaways from home or foster care are also exploited by those who want to make money from human misery and fear. The students at South Fork High School are doing battle against human trafficking with their third fundraising variety show to raise money for the Hope for Freedom safe house in West Palm Beach. The March 28 show will feature performances and an art auction of works by students. The event is being put on the South Fork Artists for a Cause Club, sponsored by teacher and choir director Eileen Walentin. Juliet Sharpe of Palm City is a senior at South Fork. This is her third year as part of the event. A singer, she joined the student branch of Artists for a Cause for a reason.
