facility in a 3-2 vote. But, about a dozen showed up at the last regular meeting — Tuesday, March 24 — to request reconsideration. “We are pleading you for a reconsideration,” Ike Crumpler told the commission.

PALM CITY — A foggy morning in Palm City didn’t dampen anyone’s enthusiasm. The fourth annual Riding for Heroes had the largest turnout ever on Sunday, March 22, and the five-member Team Veteran Voice made its inaugural appearance at the cycling event. Veteran Voice is the sister publication of Your Voice News & Views. “I think it ended up a little over 200 (riders),” Palm City’s John Goings, president of the Treasure Coast Cycling Association, said. “It takes about five years to build (annual cycling events) up.” The association co-sponsors Riding for Heroes with Palm City’s Lance Cpl. Justin J. Wilson (U.S. Marines) Memorial Foundation, Justin’s Wings. The ride commemorates fallen service members and honors veterans.

MURPHY from page A1 politicians who can’t, or won’t, get anything done, and Florida deserves better,” he said in a press release. Several attempts to reach Murphy for addtional comment were unsuccessful. No other candidate has announced a bid for the seat Sen. Marco Rubio now occupies. Rubio is counted among likely 2016 presidential candidates. Tod Mowery, a Republican St. Lucie County commissioner, said he may run for the 18 Congressional District seat in 2016, but at press time no one has announced a candidacy. “This district is 48 percent Democrat and 52 percent Republican,” Mowery said. “It’s a pretty moderate district. In order to represent the district, you will have to be able to work with both sides.” Mowery is Republican. The recently reminted district embraces St. Lucie and Martin counties, along with a sliver Palm Beach’s northeastern side tossed in. Between St. Lucie and Martin counties, there are about 107,000 registered Republican voters. Democrats claim 102,000 registrants. Another 63,000 voters registered in minor parties or without affiliation. That scratches the power of party loyalty found in other districts. In 2014, the district was counted among “battleground races.” Mowery said Murphy, who lives in Jupiter, has done a good job of being a purple Democrat. “He has represented us well in the time he’s been (in Congress),” Mowery said. Fellow St. Lucie Commission member Chris Dzadovsky said Murphy’s experience in a mixed district will help Murphy in a Senate run. He predicts that Florida’s political pendulum is swinging to moderation. “I think you’ll see a move to the middle in the next elections.” Dzadovsky is a Democrat, but isn’t interested in running for the congressional seat. His advice to candidates: forget your party affiliation. “I think we’ve moved from the Republican and Democrat,” he

said. “I think people are saying, ‘Do our work.’” Despite the battleground status, Murphy easily held his seat from Republican challenger Carl Domino in the 2014 election with 151,253 against 101,778 votes throughout the 18 Congressional District. That’s 59.78 percent against 40.22, a 19.56 percent separation favoring Murphy. Domino came off a hard Republican primary that started with eight candidates but had narrowed by the August vote. Throughout the primary, the Republican candidates found little traction in opposing Murphy even among many Republicans, with the small exception of attacking his moderate support for the Patient Protection and Affordable Care Act - Obamacare in political shorthand. Murphy wasn’t in Congress when it passed in 2010 but often sided with Democrats against efforts to completely dismantle the legislation. Otherwise, the 2014 Republican primary was largely a contest to see who would keep doing what Murphy was, only better. Murphy made the Indian River Lagoon a top legislative and budget priority. Republican candidates said they would, too, only better. Murphy came out foursquare against All Aboard Florida, the proposed high-speed passenger train that would cut a swatch through the district. Republican candidates said they would, too, only better. Former Martin County Commission member and local political activist Donna Melzer, Palm City, said the 2016 election will likely see a repeat of 2014, only with Democrats and Republicans running as Murphy clones. “It’ll be interesting to see who can say something that’ll stand on its own,” Melzer said. “It’ll be like last time, ‘I’ll be Congressman Murphy.’” The last general election was a sharp contrast to 2012 when Murphy was a 29-year-old political newcomer taking on Congressman Allen West. Not only was Murphy a political newcomer, but he was a Treasure Coast newcomer as well. He moved from Fort Lauderdale and switched party affiliations to run what became an insurgency campaign

against West. The race was the most expensive congressional contest in history. Despite having the overwhelming war chest and name recognition, West lost to Murphy by a razor-thin margin. Fewer than 2,500 votes separated the men in an election with more than 331,000 voters. Murphy took the oath of office on Jan. 3, 2013. Melzer, who is Republican, said if Murphy wins the Senate seat, that’ll be good for efforts to reduce discharges of Lake Okeechobee waters into, and to clean, the Indian River Lagoon through the C-44 and St. Lucie

River. “I don’t know that we’re losing (Murphy),” she said. “If he goes to the Senate, he has even more clout. I hope we’re adding someone new (to the House of Representatives) who’ll be just like he was on the lagoon, and he’ll be at the Senate level.” Melzer said potential candidates will likely need get up to speed on railway law before announcing runs. “I think All Aboard (Florida) is still going to be a big issue,” she said. Sheriff pitches Neighborhood Watch to Palm City Patrick McCallister STAFF WRITER

PALM CITY — Sheriff William Snyder aims to make all of Martin County a part of the Neighborhood Watch this year. On Thursday, March 19, he took that message to a town hall meeting at Whispering Sound. He said it’s been more than a year since the Martin County Sheriff’s Office has had a call for service in the gated community on Southwest Martin Highway, which makes it the best time to start a Neighborhood Watch there. “Why would we wait until we have a couple burglaries?” he told residents. “Let’s do it now.” Hal Smith, chairman of the neighborhood’s community affairs committee, said the sheriff made a persuasive case about getting a Neighborhood Watch in swing. “We’re actually looking into the feasibility, the possibility of doing it,” Smith said. He wore it to honor Lance Cpl. Wilson, in addition to honoring his brother who was a Marine. Cordeno, who’s 78, was riding more than 100 miles that morning. “I’m looking forward to it,” he said. On the Veteran Voice cycling team were publishing partners Ted Wilson — no relation to Justin Wilson — and Sharon Elkins, along with their spouses, Linda Wilson and Vietnam veteran Ted Elkins, Richard Ramos, and me. Ted Wilson and Ramos went the longest route, 105 miles. The rest of us did the shortest, 40. Other routes were 60 and 80 miles. Before the first group of riders took off toward Lake Okeechobee and Indiantown, Lance and Francis “Fran” Wilson thanked everyone for being with them on the fifth anniversary of their son’s death, and supporting the charity they formed to honor Justin. Fran shared good news about what the riders have helped Justin’s Wings do for veterans. “This year, we got a service dog for a wounded warrior in Stuart,” Fran said. The dog, named JJ, is a yellow lab. She’s assisting an Operation Enduring Freedom veteran with post-traumatic stress disorder. Canines 4 Hope, another Palm City charity, is training JJ and the wounded warrior, Travis. Justin’s Wings is paying about $11,500 for the dog and training. The Wilsons formed Justin’s Wings after

their son died in an IED attack in Helmand Province, Afghanistan. He’d just turned 24. “I thank everyone for coming,” Fran said. “Being that it’s hard, the fifth anniversary, it’s comforting to be around people who show support.” Riders came from all over Florida, Goings said. “A guy drove down from Alabama to do this,” he said. Martin County has a growing place in the state’s cycling world. It hosted the 2014 Florida Bicycle Racing Association’s State Road Race Championship, May 31 to June 1, on Hutchinson Island. That’s the largest annual bicycle road race in the state. Goings said the Riding for Heroes ride will likely have 300 or more riders next year, and he expects it to keep growing from there, because Palm City is an attractive area for bicyclists for several reasons. “We’re a little inland from Stuart, so we can start from a place that’s not congested to get to western Martin County,” Goings said. He said the ride is showcasing Palm City to a lot of Florida cyclists. “We’ve got some good routes, good rides,” he said. In addition to attractive rides toward Lake Okeechobee, Palm City riders can enjoy bike lanes all the way to Hutchinson and Jupiter islands, both of which are very popular with cyclists. Goings said Riding for Heroes generates subsequent sporting tourism, people returning to ride the area. “There’s economic benefit putting these things on,” he said.

The department’s Facebook page has almost 19,000 likes, up from 1,400 when Snyder took office. At the heart of it all is getting people to call the sheriff. Snyder said at the meeting that it’s working. He said that the department has had a large increase calls about in suspicious persons and vehicles, and an equally large reduction in reported crimes. “We had a 20 percent drop in overall crime in Martin County,” he said. The National Sheriff’s Association started the National Neighborhood Watch, sometimes called “Crime Watch,” in 1972. Many point to the 1964 brutal murder of Catherine “Kitty” Genovese, and rising crime rates, as the impetus for Neighborhood Watch. Press reports at the time held that almost 40 neighbors stood

by as Genovese was killed, yet none attempted to intervene even by calling police. The accuracy of the reports is questioned by many, but the concept of a paralyzed bystander effect dubbed “Genovese syndrome” was popularized. Neighborhood Watch was introduced as an antidote. Neighborhood Watch programs use different methods, some more organized than others, but the idea is the same — neighbors agree to watch one another’s properties and report suspicious activities to police. Kukuvka said that in the last year, the department has had a 333 percent growth in Neighborhood Watch areas. “When I started there were 15 neighborhoods in our Neighborhood Watch,” she said. “We have grown that to 50.” She said people are welcome to attend the monthly meetings whether or not they’re in Neighborhood Watch areas. About 35 to 50 people attend the meetings monthly. “We give you crime-prevention tips and let you know what’s going on in your neighborhood,” she said. The meetings are the second Thursday of every month at 6 p.m. The meetings are usually at the Martin County Public Safety Complex, 800 S.E. Monterey Road, Stuart. Kukuvka said anyone can be on the Neighborhood Watch email list. “The important part is just getting information to the people, information about what’s going on in their communities and neighborhoods,” she said. the commission approved advertising for bids to build it. The commission planned to use a $900,000 state grant along with about $500,000 from the Airport Enterprise Fund to build the facility. The lowest bid it got back was about $200,000 over the proposed budget. The Airport Enterprise Fund had the extra dollars, but the commission narrowly rejected tapping them to save the project. “We’re in shock at the moment and trying to figure out what the next steps are,” Palm City’s Alex Beringer, executive vice president and director of operations for Fair Wind Air Charter, said in an interview After the St. Patrick’s Day meeting. Beringer is a member of the alliance. The swing in both commission votes was Anne Scott, Hobe Sound. In August she disappointed customs opponents by giving a go-ahead get construction bids. At the St. Paddy’s meeting, she disappointed customs supporters by voting to cancel the project. Commissioner John Haddox — who voted against canceling the project — said discussion before the cancellation vote offered no hope to grasp. Haddox said it became obvious to him at the March 17 meeting that three commissioners intended to kill the project. “I got really down and I shut down,” he said. “I could have spoken and tried to beg. I knew. I read the tea leaves.” But, folks in the aviation and marine industries have put a lot of time and treasure into the proposed customs facility. They’ve seen the proposal through a lot of turbulent seas for almost a decade. Opponents have given evolving and at times contradictory lists of reasons for rejecting customs. One, critics offered, was the estimated $240,000 a year operational costs to have a customs facility at the Martin airport. Interestingly, while some opponents claimed that a customs facility would be popular and greatly increase airport traffic, others said there wouldn’t be enough business to cover its operational costs. Haddox said at earlier commission meetings that opponents had given too many contradictory arguments to keep credibility, while supporters had maintained clear arguments. Nevertheless, he said the county shouldn’t be on the hook if customs failed to pay its own way. He did something unusual in local government. Haddox worked

www.YourVoiceWeekly.com with the alliance for about a year to get its members to pony up dollars to assure the county commission that the general fund wouldn’t pay for any operational shortfalls. The alliance promised the county up to $50,000 a year for the first three years of operation if there were shortfalls. The commission accepted the deal in a 3-2 vote last March. Scott was the swing vote then, too, siding with Doug Smith, Jensen Beach, and Haddox. During that vote, Haddox said the alliance’s deal was historic. He said it was the first time in memory that any group offered to help pay for something it asked the commission to give. Beringer said the alliance had been raising that money since the commission accepted the deal last year. There’s a reason customs advocates have kept up the fight for nearly a decade through several County Commission elections, and put up money to prove their good faith. Beringer told the commission that at least 1,000 flights a year that end in Stuart had first gone to airports with customs facilities. When pilots land to clear customs, they usually take care of refueling their craft then, and often spend other dollars for food and other things. Those are dollars local aviation and marine industries want to capture. “More so, if you look at the marine side, people are coming through here,” Beringer said at the earlier March meeting. “All the activities at the airport and marinas, we’re not taking advantage of it.” According to the alliance, aviation generates about $285 million of business a year in Martin. The marine industry, about $639 million. Some of that is by boats and airplanes that have to clear customs before heading to Martin. Beringer said at a time when many are concerned about All Aboard Florida — the planned high-speed passenger train service — harming the local marine industry by frequent closings of the train bridge in Stuart, it makes no sense to cancel the proposed customs facility that could keep boats coming to the area. “You’re preserving an industry that could be in trouble,” he said. Still, Beringer said while customs supporters are regrouping after a major setback and recalling Oliver Perry’s famous battle flag. Its blue with white letters simply read, “Don’t give up the ship.” “I don’t think anything is off the table and there’s still a group that wants to see this succeed,” Beringer said.

MARTIN COUNTY — The long-discussed U.S. Customs and Border Enforcement facility that seemed like it was heading for a landing at Witham Field, Martin County Airport, collided midair with opposition. There were no apparent survivors. “That was a real bummer,” Commissioner John Haddox, Palm

City, said. At its regular meeting on Tuesday, March 17, the County Commission shot down the proposed customs facility’s wings in a 3-2 vote. At its last regular meeting March 24, the commission heard from about a dozen supporters asking for reconsideration. In August, in another 3-2 vote, the commission approved advertising for bids to build it. The commission planned to use a $900,000 state grant along with

about $500,000 from the Airport Enterprise Fund, to build the facility. The lowest bid it got back was about $200,000 over the proposed budget. Palm City’s Donna Melzer — former commissioner and slow-growth activist — spoke against the proposed facility. “The list of ‘why not customs’ is growing,” she said. Melzer added, “The claims of ‘no general funds will be used’ is not credible.” Customs proponents had long claimed that the customs facility would generate its own operational revenue and not tap the county’s property-tax payments, based on existing airport and marine traffic. Opponents had opined divergent arguments that the facility would be so popular as to turn Martin into an international airport, and that it would be used so little the county would be on the hook for its operational costs. At the meeting, Palm City’s Alex Beringer — executive vice president and director of operations for Fair Wind Air Charter — said Martin and its airport is missing out on revenue going to the counties north and south of it that have customs facilities. “Every year, we have more than 1,000 airplanes come through Stuart that have to go to Fort Pierce or (West) Palm Beach first,” he said. It was a plus for the entire community in that we would have drawn some additional tourism. It would have increased revenue.” He said there seems to be little chance that the customs facility can be salvaged.

TREASURE COAST — “The Last Five Years” is an audience favorite. The musical ran off-Broadway in 2002 and was made into a feature film starring Anna Kendrick and Jeremy Jordan this year. The show, with music and lyrics by Jason Robert Brown, tells the story of the five-year relationship and marriage of a novelist, Jamie, and an actress, Cathy. Cathy’s story is told from the end of the marriage and Jamie’s from the time the couple met. Curtain Call Productions will present the two-person show, starring Ryan Owens and Alicia Tomasko, April 10-19 at 440 Peacock. Director Jake Sanders explained why he chose the show, the stars and the venue. “This show is about two people that, despite their best intentions and really loving each other, it doesn’t always work,” he said. “I love what it says. People are always trying to put blame and fault when something goes wrong. It’s just not working and sometimes, the only thing you can do is remove yourself.” Tomasko, a graduate of Martin County High School, appeared

TREASURE COAST — Young dancers on the Treasure Coast have to opportunity to audition for the Florida regional premiere of “Billy Elliot: The Musical,” coming to the Maltz Jupiter Theatre next December. The auditions, for both singers and dancers, will also fill roles in other productions featuring children. The theater has announced its sixth “First Step to Stardom” audition day April 18, with roles in upcoming productions for students ages 7-24. The audition day will feature casting for productions of “Billy Elliott,” “The Will Rogers Follies,” “Frost/Nixon,” and “Kiss Me, Kate.” Andrew Kato, producing artistic director for the Maltz Jupiter Theatre, said that this is a wonderful program for young performers.

Sanders said the movie differed from the show in several ways, including the fact that the characters are in scenes together in the movie, while in the show, they only come together once. “Anna Kendrick did an incredible job,” he said. “We’re lucky to have a legitimate star and musical performer. Alicia will tackle it in a way that will be just as good. This will be a Broadway-quality show. In the movie, they added a lot of dialogue that changed the scope of the show. “The big thing (in the movie) is that you see the characters interact. The musical is about people who are never in the same place at the same time. Despite good intentions, they can’t connect, except for one moment that’s so powerful. The movie robbed itself of that aspect. It was a great movie, well-executed, but there’s something to be said about the metaphor of life going backwards and forwards at the same time. Every song is a plea about what they want to happen. You see it more effectively in the live show.” Sanders is in the process of putting the schedule for next season together, but while he looks ahead, he focuses on the now. “This will be our big success this year,” he said. “People will be talking about ‘The Last Five Years’ for a really long time.”

He’s gained a lot of acclaim as a musician. His career has really taken off and I’m really excited he’s decided to come back to the stage.” Sanders noted that he had wanted to work with Tomasko for years, but schedules and roles didn’t mesh until now. “It’s finally worked out and I’m very, very excited to have her,” Sanders said. “It’s really cool, especially with this show. The four people on the team, Ryan, Alicia, the music director, Austin McElwain, and I are all in our early 20s. We all started our careers in Stuart. Austin moved to Orlando and came back for the show and Alicia came back from New York. “We all get to come together. We’re four people who owe our careers and successes to this area. We’ve been really lucky to have success at this young age and we don’t take it for granted.” The choice of the space at 440 Peacock was an easy one. “I thought 440 provided an intimate atmosphere,” Sanders said. “There’s not a seat more than 20-25 feet from the stage. There’s beauty in watching a marriage so closely.”

“This is truly a once-in-a-lifetime opportunity for kids to work with theater professionals and to be a part of the audition process. We are delighted to be inviting local families to our theater to take part in four of our shows during the 2015-2016 season, and we are particularly excited to be seeking young boys and girls to perform in one of the most celebrated musicals on stage today, “Billy Elliot: The Musical.’” Auditions for students 7-15 will take place at the theater from 11 a.m.-2:40 p.m. Auditions for those 16-24 will begin at 3 p.m. Participants will learn a dance routine, receive acting tips, have an audition headshot taken and learn to sing as an ensemble. Students are asked to wear dance clothing with no sandals or opentoed shoes. There will be free “Intro to Auditioning” seminar April 11 from 5:30 -7:30 p.m. in the theater Conservatory. Parents will attend a question-and-answer session so they will know what to expect, while students learn a music and dance combination. Students should register for an audition slot online and will be considered for all productions requiring children. Julie Rowe is director of education at the Maltz Jupiter Theatre’s Conservatory of Performing Arts. She said that the program has several purposes for the young singers and dancers who participate. “It introduces students to the audition process,” said. “It’s a fun day and it gives student the opportunity to participate in Main Stage shows. For some, it introduces them to the theater as the first thing they’ve auditioned for. It’s an opportunity to audition for professional productions. It’s an incredible opportunity to be in a room with a choreographer, direc-

tor and professional actors and watch them work.” Rowe noted that the audition process is a skill in itself that requires practice. The program helps young performers bridge the learning curve. “It’s a unique opportunity,” she said. “It’s working with professional musicians and the backstage crew. They’re all professionals. You do eight shows a week, with an abbreviated rehearsal period of three weeks.” While the program has serious goals, the emphasis is on a positive experience for the young artists. “We’re mindful of having children and making it a positive, good experience,” she said. “It’s always a fun day with lots of students. We get kids from all over. It’s a fun event we look forward to every year.” For students planning to attend conservatories or drama programs after high school, the event provides invaluable experience. “This opportunity stays on the resume because it’s a professional production,” Rowe said. “It also gives an opportunity to earn Equity points. Auditioning is a muscle. The more you do it, the better you get. You learn to improve a unique skill that’s an actor’s full-time job. It’s not so scary. It gives you information to help you understand the process and makes it doable. TREASURE COAST — The Environmental Studies Council, in partnership with the Martin County Chapter of the Florida Native Plant Society, will be hosting the annual Earth Day celebration and Native Plant Sale on Saturday, April 11 from 10 a.m.-1 p.m. The center, located at 2900 N.E. Indian River Drive in Jensen Beach, features saltwater aquariums, hands on learning, and is home to a releas-

able juvenile loggerhead sea turtle. This year’s event theme is “Encouraging Sustainable Choices.” Come learn which plants are better plant choices for your yard with “Natives for your Neighborhood,” and which plants are invasive, to be “weeded” out, with the Florida Exotic Pest Plant display. In addition there will be storytelling, games, crafts, face painting, music, a Center-wide family scavenger hunt, and more family-friendly fun!

Guests can also tour the wet labs, butterfly gardens, and native plant hammock. The Native Plant Society will be on site with the not-to-be-missed native plant sale. New this year, large trees and shrubs will be available for order, with a percentage of the proceeds going to the Environmental Studies Council.
