honor flights began, almost by accident, a year later. Honor Flight Southeast Florida, called a “hub,” started in 2009. Its next flight is on April 27. Vanessa Smolen, a local Honor Flight volunteer, is heading up an effort, Project Homecoming, to get more folks out to greet the veterans when they return from Washington to the Palm Beach International Airport at 7:50 p.m. “We were talking to the airport employees the other day, and I think we scared them with our grand plans,” she said. “I’m shooting for hundreds. Thousands may get us kicked out.” A recent local screening of “Honor Flight: The Movie” inspired Project Homecoming. Smolen was instrumental in getting four Janu-

missioners John Haddox, Palm City, and Doug Smith, Jensen Beach, dissented. “I believe our impact fees should be as low as any in the state of Florida, because we’ve held to our (Comprehensive Growth Management Plan),” Haddox said at the meeting. Martin’s comp plan generally urges higher-density development to stave off urban sprawl, expansion of commercial and residential growth into new areas. Higher densities in more compact areas lowers the cost of government services and infrastructure. Smith said it makes little economic-development sense to raise the cost of starting any construction. “In my mind, you don’t try to get an economy going with fees and higher taxes,” he told fellow commissioners. “We’re trying to grow our small businesses. In a time that we’re at 8.4 percent unemployment, we’re talking about raising fees.” Commissioner Anne Scott, Hobe Sound, sharply disagreed with Haddox and Smith. She said that when the commission temporarily waived several categories of impact fees in 2009, the experiment failed. She said development

www.YourVoiceWeekly.com increases the needs and costs of government services and infrastructure, which is why impact fees exist. “The people of Martin County feel strongly that development, not taxpayers, should pay for that impact,” she said. “Government incentives to business don’t work. It’s worse than giving something for nothing.” Samantha Lovelady, principal planner for Martin, said that the county suspended many categories of impact fees in 2009, but also raised what they’d be at the end of the suspension. Commissioners reinstated impact fees in 2010. That’s when residential impact fees last increased. “In 2009, the residential went up around 30 percent,” she said. “Non-residential went down across the board except for hotels and nursing homes.” Since the beginning of the year builders have gotten permits to build 93 new homes in Martin. Additionally, a builder has gotten a permit to construct a bank. There have been 17 permits taken out for making structural improvements to existing non-residential buildings. Those require impact fees only when there’s a change in the use of a structure.

Hort said many of the trappers are retirees, many former military, law enforcement and fire-rescue. Others seem to take up the parttime job as a bit of a hobby.

“We have an art dealer,” Hort said. “We have a public school teacher. We’ve got some commercial, full-time alligator trappers. We’ve got a couple full-time ministers who do alligator trapping as a sideline.” The contractors must supply their own equipment.

No experience necessary. But the on-the-job training includes dealing with jaws that can exert thousands of pounds of force. The Florida Fish and Wildlife Conservation Commission is looking for a new contractor to trap nuisance alligators in Martin County. Folks have until Monday, April 1, to apply. “There’s no experience required,” Lindsey Hort, senior biologist with the commission, said. Hort heads up the Nuisance Alligator Program from the Lake Okeechobee office. “People generally come into it with some aptitude for this. Experience is not the primary thing we’re looking for. People can learn to handle alligators.” Hort said the commission has two Martin County nuisance gator trappers. It’s looking for a third. Turns out that customer-service skills are the primary ones the commission seeks for its contracted trappers. “We have about 115 trappers statewide,” Hort said. “They’re contractors. The FWC’s Alligator Management Program issued 176 nuisance alligator harvest permits for Martin in 2012. The trappers netted 117 gators. In 2011, almost 7,000 gators were trapped throughout the state. That year there were about 14,000 complaints. To remove an alligator, the FWC generally requires that it’s at least 4 feet long, on a complainer’s property, and reasonably deemed to pose a threat to people, pets or property. What’s generally not going to happen is relocation. “That’s not a successful strategy for alligators,” Hort said. “If you insert a stranger into an established population, there’s going to be a problem. Someone’s going to die.” He said that the FWC usually aims at educating people about alligators, rather than removing the wildlife. “Anywhere we have alligators, we have people that complain about them,” Hort said. “People have a wide spectrum of attitudes in living with alligators.” Alligators are generally passive, and don’t really eat that much, because they’re ectothermic,

Girls on the gridiron Lady Tigers take football spotlight By Patrick Bernadeau For Your Voice News & Views MARTIN COUNTY — Football season doesn’t end when winter transitions into spring. Players looking to go pro are preparing for the NFL Draft while spring practices are just getting under way on college campuses across the country. At Martin County High School, while the boys are getting ready for their spring game in May, the focus on the field is on the Lady Tigers’ flag football team. Like several other schools on the Treasure Coast, this is just the second season girls’ flag football has been offered to girls at Martin County High School. In Palm Beach County and other areas down south, girls have been playing flag football for their schools for years. Locally, with the sport being new to most, the learning curve for this 7-on-7 game is steep. “The first two weeks of the season is all teaching,” Martin County girls’ flag football head coach Jeff Padgett said. “There are a lot of teaching drills of

footwork and pulling flags. We wanted to see who could catch and throw.” “Running actual plays and working on X’s and O’s were all secondary.” Junior center Taylor Hooker played on junior varsity last year. Hooker jumped to varsity this season, realizing the level of play is as different as night and day. “At varsity, it’s far more intense,” Hooker said. “The speed of the game is so much faster and there a ton of plays to try and remember.” While the players in some cases are learning on the fly, many of the girls participating use flag football as a way to prepare them for other sports. “90 percent of our girls play other sports,” Padgett said. “Flag football is a way for them to have fun, but it also keeps them in shape for whatever their main sport may be.” Whatever the motive may be, once the Lady Tigers rumble onto the gridiron, the results resembles what other Tiger programs are prone to do: win. In their inaugural season, the Lady Tigers won seven of their eight games. This season, Martin County is

She said the documentary showed thousands of Wisconsin locals turning out to greet returning veterans. “It was so huge, we thought it was Photoshopped or something, or they put a call out and said, ‘We’re making this movie,’” she said. “But, no. That’s how many always turn out for the veterans in Wisconsin. It was overwhelming to see the amount of people who came out.” According to a 2008 Associated Press estimate, the once 16.1 million World War II veterans are dying at a rate of more than 1,100 a day. Only about 2 million are living, according to a recent report by the Department of Veterans Affairs. No one has an exact daily death count, but the VA, AP and others have developed the same estimate by using long-form census data, VA data, and standard mortality tables. The VA estimates that America will have almost no World War II veterans by 2020. If the oldest lives as long as Frank Buckles — the last surviving American World War I serviceman — America will lose its last World War II veteran in 24 years, 2037. Buckles died in 2011 at age 110.

FARES from page 3 lines for increasing public transit fares that make it about a sixmonth process with public hearings. Mahan said few turned out for public hearings about the fare reinstatement and increase for paratransit rides. Only one person showed up at the public hearing in January. “We got letters,” Mahan said. “We got a few phone calls. I thought there’d be more.” Public transit cost Martin County about $1.4 million last fiscal year. Federal grants covered the largest portion, about $837,000. State grants were just over $232,000. The county’s general-fund contribution was about $322,000. In 2011, the state provided about $328,000 for Martin County’s public transportation system’s $1.6 million budget; the federal government, about $830 million. The county contributed $473,000. Don Donaldson, engineering director, told the commission that the fares could reduce ridership by about 20 percent for a short time, but it’s likely to bounce back to current levels, due to the persistently slow economic recovery following the Great Recession. “I’d hate to see us lose the 20 percent ridership we gained,” Commissioner Doug Smith, Jensen Beach, said at the meeting. “I’m

www.YourVoiceWeekly.com The youngest World War II veterans were born in 1927 and are 86. The Honor Flights are free to the veterans. They’re accompanied by guardians, volunteers who pay to their own way to care for the veterans during their visits to Washington. In addition to Honor Flight Southeast Florida, there’s another local hub, Space Coast Honor Flight. That volunteer group also has a flight scheduled for April 27. That flight is from the Orlando International Airport. The Space Coast hub has flights planned for June 1 and 22, Aug. 24, Sept. 28 and Oct. 19. The Southeast Florida hub has another flight planned for May 25, and is scheduling two more for fall. Honor Flight Southeast Florida is on the web at honorflightsefl. org. not happy about it.” MV Transportation provides the bus services for Martin County. Darlene Haney, its project manager for public transportation for Martin, told the commission that it’s important to start developing a financial reserve for the public-transit system. “A fare increase, I understand, can hurt ridership, but it can grow a community,” she said. “I feel that if there is not a fare increase, we could eventually lose a couple of (routes).” At the meeting, Vice Chair Ed Fielding, Stuart, expressed concerns about the fares stretching some regular riders too thin. He moved to include unlimited-ride, or discounted multiple-ride passes in the public transit fare structure. “A day ticket might be a really good advantage to the individual,” he said. Haddox seconded the motion, which passed with unanimous support. Transit officials will research time-period and multiple-pass fare options and present them at a later commission meeting. Haddox said he’d like to see the county expand its public transit routes and hours. The three routes operate from 7 a.m. to 6 p.m. on weekdays. “To make it more available to the people (who) need it takes money,” he said.

Paraprofessional is School-Related Employee of the Year For Your Voice News & Views Annmarie Sperger, an ESE Paraprofessional at Hidden Oaks Middle School, has been named the Martin County School District’s 2013 School-Related Employee of the Year. Mrs. Sperger has 22 years of experience in education, with seven of those years at Hidden Oaks Middle School. Her co-workers describe her as being caring, energetic, and enthusiastic with a strong work ethic. “Annmarie is dedicated to and proud of our school. She brings this pride and dedication to everything she does,” wrote Principal Jenny Newsome in her nomination of Mrs. Sperger for this award.

off to a 4-1 start. One of the key contributors to the Lady Tigers’ success is junior linebacker Carly Cox. Cox spearheaded a defense that recorded seven shutouts, but she believes this year’s team is better. With Martin County now able to take part in postseason play (the team did not participate in postseason play in debut season), Cox feels the Lady Tigers can

make a big splash in the playoffs. “States is the goal,” Cox said. “We thought we had a good squad last year, but since there weren’t any playoffs to play in, we were all bummed.” “We had a great team last year, but we are even better this year. This team is faster on offense and the strength of this team, our defense, is just as good as last year.”

cold-blooded. They’re opportunistic eaters who much prefer to chance upon a dead and slightly rotted smaller animal — or people’s garbage — than to hunt living game. They also prefer to run away from humans when given the chance. To an alligator’s eyes, humans look pretty big. The last alligator attack fatality in Florida was in 2007. It was the last of a five-year spate of alligator-on-human incidents that ended with nine human fatalities. Last year, seven people got warning chomps. Two were considered major alligator attacks. The most alligator attacks in one year since the late ‘40s was in 2001. That year there were 16 attacks, 11 major, and three human deaths. Alligator jaws, it turns out, are not a place for casual conversation. Florida State University researcher Greg Erickson measured the bites of more than 60 crocodilians to get an estimate of the force exerted by an extinct breed that grew up to 40 feet – the sarcosuchus, or SuperCroc. A 12-foot, 665-pound American alligator brought on a bite with 2,125 pounds of pressure. The secret alligator wrestlers know, however, is that while alligators can drop their jaws with the equivalent of a car’s weight, their muscles for opening them are quite weak. Duct tape is enough to keep them closed, no matter how large the alligator. Oh, and there’s no chance that a modern alligator will get anywhere close to his prehistoric sarcosuchus uncle’s size. The record wild alligator the FWC has on file was a fellow just over 14 feet pulled out of Lake Washington in Brevard County. Hort said there are about 1.3 million alligators in Florida, and they’re in all 67 counties. STUART — Along the Eastern Seaboard, race boat owners and drivers are readying their speedboats for the upcoming 1.1-mile race in the Indian River off of the Stuart Causeway on April 20 and 21. One of the youngest drivers 20—year-old Brandon Kennedy, is a fourth-generation racing driver who has been inducted twice into the American Power Boat Association Hall of Champions. Brandon has been racing since the age of 14 and is now in his seventh racing season. He already holds multiple championships and holds two world records for the fastest time in the 1.5 litre class, on a one-mile and a one and a quarter mile course. The average speed is 76 mph. “We’re really looking forward to coming back to Stuart,” Kennedy said. “I work for my dad at

his machine shop and he is also a racer as was his father and my great-grandfather. I guess it is just in my blood.” For the last two seasons, Kennedy has competed in the Grand Prix class, where speeds can top 170 mph. “I really like the race course in Stuart because it has long straightaways and bigger turns, which lets us go much faster.” Kennedy also races Formula Enterprise cars in races with the Sports Car Club of America. As the time comes closer to April 20, the first day of racing, Kennedy and his father, George, have their fingers crossed that their boat will be repaired and modified in time to make the trip here from Bear, Delaware. Be sure to look for Kennedy in the lineup. The race is sanctioned by the American Power Boat Association.

FEES from page 4 By state law impact fees must be used for capital expenditures related to growth. For example, the county can use impact fees to buy a police cruiser, but not to pay the cops that drive it. Martin County studies and considers changes to impact fees biennially. The consultant for this study, Walter Keller, received about $84,000. County staff costs were slightly more than $25,000.

AWARD from page 7 “I congratulate Mrs. Sperger for being named the District’s School-Related Employee of the Year. This award honors employees who exemplify excellence in their profession. Mrs. Sperger does just that every day in her role as an ESE Paraprofessional. The support she provides is instrumental in the success of her students and school,” said Superintendent Laurie J. Gaylord. Mrs. Sperger will now represent the Martin County School District in the competition to be named the 2013 Florida School

MartinCounty received about $1.9 million in impact fees last fiscal year. The year before, just more than $1 million. The lowest year was 2008-2009. That year the county raised about $960,000 in impact fees. In 2004-2005, the county got just short of $16 million in impact fees. The adopted budget for the current fiscal year anticipates $1.3 million in impact fees. In addition to the county, the school district and municipalities collect impact fees. Related Employee of the Year. In addition to the School-Related Employee of the Year award, the Martin County Association of School Administrators recognized the 2012-2013 Mary J. Brogan Scholarship Award Recipients. The scholarships are presented to employees pursuing their Bachelor’s Degree in Education. Each scholarship is worth $1,000: • Kimberly Soko, ESE Paraprofessional (Jensen Beach Elementary) • Maria Cruz, Classroom Manager/Head Start Class (Port Salerno Learning Center)

and we provide dinner for the teens and take them home. We try to clear the way for them to be in The Club. We have a teen advisory group that meets monthly and discuses activities and field trips. Teens have to buy into the program for it to be successful.” Formula for Impact, a program whose goal is to prepare every member to graduate from high school, also started in 2011. It is a five-year plan to give kids a roadmap of age-appropriate programs for academic success, good character, citizenship and healthy lifestyles. “We tell the children that we want to put them on a path for success,” McCormick said. “For the younger children, it’s getting to the next grade. We have goals and expectations that they will graduate from high school with a plan for the future, be it college, the military or a trade school. We’re setting expectations and guiding and assisting.” All of these programs are expensive to run. Children pay a $35 membership fee, but no child is turned away because of inability to pay. The organization spends an average of $1800 a year per child and donations are critical to make up the shortfall. Boys & Girls Clubs welcome volunteers, who can assist with programs or in the office. “It’s asking what you have a passion for,” McCormick said. “It might be gardening or cooking. We have small prep kitchens. The more adult role models (there are), the more positive the experience.” For more information about the Boys& Girls Clubs of Martin County, visit the website www.bgcmartin.org. Secure donations may be made at the site. Donations may also be mailed to P.O. Box 910. Hobe Sound, Florida 33475. To volunteer, call Diane Young at (772) 545-1255. Volunteers must be at least 16. All volunteers are fingerprinted.

7,” she said. “We celebrate successes and do a lot of recognition. It starts when they walk through the door, with a high-five. If they’ve struggled and are now getting a C, that’s terrific. “Whenever we can, we model what the school district does and we use the Character Counts program that they hear in the schools to teach respect, integrity, citizenship and sportsmanship.” The organization has ramped up its focus on academic progress, with the Power Hour of homework help for students that are struggling and Be READy, a program of early literacy for students in grades K-3 having trouble in school. “They receive two hours per week of tutoring from certified teachers,” McCormick said. “It’s our first venture in bringing in certified teachers. We work in partnership with the school district and a private tutoring center, All about Achieving Learning Center. Tina McSoley, a former Martin County teacher, partnered with us to launch Be READy. “She understands how to work with kids in an after-school environment and doing remediation in a fun, creative and enriching way. The kids didn’t want to go, and now they look forward to it. There are 60 children in the program this year, with the focus on reading skills such as sight recognition and phonics.” In 2011, the Boys & Girls Clubs launched The Club, a group for teens that was implemented with input from more than 850 local teens. Its emphasis is technology training, community service, career planning, resistance to risky behaviors and college tours. “We have dedicated spaces and staff for the teen programs,” McCormick said. Party in Paradise coming soon The planning committee for Hobe Sound Animal Protection League’s Party in Paradise is busy putting the finishing touches on our sixth annual spring bash. This year’s fundraiser will offer a memorable evening at a bargain price. Unlike comparable events which charge $200 or more, tickets are only $100 each in advance, or $125 at the door. The money raised will help fund the League’s rescue, adoption, and spay/neuter programs. The party will take place at a spectacular waterfront home in Sewall’s Point. French doors will be thrown open, allowing guests to mingle both indoors and out. Wrap-around balconies, an elegant poolside bar, and a wooden walkway leading through the mangroves and onto the dock will encourage guests to explore. Upon arrival, guests will be greeted with a glass of bubbly by the indoor koi pond. Background music played by pianist Gordon Stearns will set the tone as attendees descend the marble staircase into the central living area. Here one can mingle, meet the kittens who will be on hand, and peruse the silent auction. Auction items will range from fine jewelry

Bidding for these items starts at a fraction of their actual value with all proceeds going to help the cats.

Poolside, background music will be provided by guitarist and vocalist Gail Lewandowski. Bartenders will ensure that glasses are kept filled as partiers take in the twilight views across the pond and beyond, to the St. Lucie River.

Meanwhile, indoors The Silver Platter Catering Company will be dishing up a mouthwatering selection of hearty hors d’oeuvres. Individual food stations will offer

Singer celebrates Bocelli and music of Italy By Shelley Koppel Staff writer STUART — Franco Corso was born in San Remo, Italy. Fifteen years ago, he had the opportunity to open for one of his idols, Andrea Bocelli, at a concert in his native land. That experience brought Corso to the United States with a goal in mind. “I came to America 12 years ago, to bring Italian music to America,” he said. “It’s passionate, romantic and powerful.”

Italian singer Franco Corso presents ‘A Tribute to Andrea Bocelli and Friends’ on April 6 at the Lyric Theatre.

The singer has not forgotten his roots. Corso makes a return appearance at the Lyric Theatre on April 6 in “A Tribute to Andrea Bocelli and Friends.” He spoke recently about performing the music he loves so much. While the concert is a tribute to Bocelli, it also has songs from II Divo, Josh Groban, Michael Buble and others. Corso will also perform some original compositions.

CORSO from page 19 “Everybody loves Andrea Bocelli,” he said. “The concert is a combination of pop songs and slow ballads,” he said. “There are popular songs in an operatic style.” Corso was also influenced by great Italian singers such as Sergio Franchi, Enrico Caruso and Luciano Pavarotti. “Italians are lovers by nature,” he said. “We express love in everything we do, in our songs and in food. I use words, instead of being a chef.” Corso said that his singing in Italy, for Italian audiences, was different. “When I was in Italy, I was doing American artists like Sinatra and Dean Martin,” he said. “Italians like American stars. When I go to Italy and the mayor of my town puts on a concert, I bring American songs, in English. Here, I sing Italian and some Spanish and English.” Corso began singing as a boy. “I sang in the church choir,” he said. “I was a good Catholic boy and then I turned into an Italian singer. I opened for Bocelli 15 years ago at an Italian festival and I met him again at Mar-a-Lago, the Trump place in Palm Beach. He was doing a concert there.” Corso has performed at the Eissey Theatre at Palm Beach State College, at the Maltz Jupiter Theatre and in tours to New York and the West Coast. For this return engagement at the Lyric, the singer is bringing some friends with him. Lou Villano will open the program with songs from “The Great American Songbook.” Soprano Jackie Madeiras will sing several arias. The program, featuring popular Italian and Ameri-

Corso lives in Juno Beach, but he is a big fan of Stuart. “I love Stuart,” he said. “It has a great downtown. It feels like I’m back in Europe a little. The people in Stuart love this music.”

Franco Corso comes to the Lyric Theatre, 59 S.W. Flagler Ave., Stuart, on April 6 at 8 p.m. Tickets are $35. Call the box office at (772) 286-7827 or order online at www.lyrictheatre.com.For more information about Franco Corso, visit the website, www.francocorso.com.
