MARTIN COUNTY — The 2014 State of the County address is out. “After years of stagnation and limping along, our economy is improving,” county administrator Taryn Kryzda said in the videotaped presentation.

TREASURE COAST — Florida Not All Aboard is celebrating a milestone. “As of today, we are officially over 50,000 people on our petition,” Palm City’s K.C. Traylor, co-founder, said. On Valentine’s Day last year, Traylor sat down at her kitchen table and sent All Aboard Florida a love letter. Well, more like a love-to-hate letter. Railway Administration, and Gov. Rick Scott posted on Change.org. It was one in a forest of petitions on the social-media web site for everything from opposing quack cures for autism to demanding the releases of political prisoners, along with a smattering of obvious parody petitions. Who would take seriously the upstart group that almost only existed as a new Facebook group taking on Florida East Coast Industries? Before 2014, Traylor was just one of many folks who occasionally spoke about various

In 2012, Laurel Kelly, property appraiser, reported that Martin’s taxable value was about $16.9 billion. In 2013 she reported it at about $17.1 billion. A slight increase — about .88 percent — but an increase. It was the first time Martin’s property values increased since 2007. In 2014, Kelly said Martin’s taxable value is at $17.6 billion. She expects that to increase again this year. The county’s estimated total property value is about $24.6 billion. Kryzda said among the county’s economic-development accomplishments last year was steps toward generating more tourism. “We know tourism is a major revenue generator for our county,” she said. In the video, Kryzda said that tourism generates about $400 million a year in Martin. Among tourist draws Kryzda noted is the county-owned Sailfish Splash Waterpark — 931 S.E. Ruhnke St., Stuart. In 2014 the park hosted two swimming events: the Pinch-A-Penny Florida High School Swimming and Diving State Championships, and the Florida Swimming Pool Association High School Invitational. Kryzda said events such as these

generated 525 hotel nights in Martin. Among the capital projects the county completed in 2014 was phase 1 of Citrus Grove Community Park, 2507 S.W. Citrus Blvd., Palm City. The park features four baseball fields, one with a covered spectator area, a concession stand, and 233 parking spaces. It’s home to the Martin County North Little League. On the downside, Kryzda said that the county has a backlog of more than $250 million in needed infrastructure maintenance. She said that the county repaved about 20 of its 507 miles of roadways last year, and much of that was paid for by grants. “We should be repaving close to 30 miles a year,” she said. Last year voters narrowly nixed a proposed local-option sales tax of 1 cent on qualifying sales up to $5,000 for four years. The county anticipated that if voters had passed it, the tax could have raise about $88 million to put toward maintenance and repair of existing road, bridges and drainage infrastructure. The County Commission is considering putting another proposed local-option sales tax to voters. The video and an accompanying report are at www.martin.fl.us.

MARTIN COUNTY — Singer Michael Amante will be at Stuart’s Lyric Theatre on Monday, March 23, at 7 p.m. Citizens Against Rail Expansion in Florida, CARE, is hosting the singer as a fundraising event to help in its fight against All Aboard Florida. On Valentine’s Day last year, few in Martin County had ever heard of All Aboard Florida, the proposed high-speed passenger rail that would shuttle passengers between Miami and Orlando 32 times a day, but make no stops on the Treasure Coast. Word of it first broke in 2012, but that news was mostly in the Miami market. But last year a Palm City woman put a petition among the forest of them on Change.org on the lovers’ holiday with little expectation it’d get much attention. That petition — which has gained more than 50,000 signatures — helped

spark an explosion of opposition by St. Patrick’s Day, 2014. Now three groups are in the fight against the passenger rail: Florida Not All Aboard, Citizens Against the Train Fund and Citizens Against Rail Expansion in Florida. “It was K.C. Traylor who brought this threat to our attention,” Brent Hanlon, treasurer of CARE said. Hanlon is the general manager at Loblolly, Hobe Sound. Traylor spoke at one of the association’s meetings last year. She was the Palm City woman who’d posted the petition and started Florida Not All Aboard on Facebook. “What we did, we went out and canvassed the property owners associations,” Hanlon said. “We asked the (homeowners association) managers if they’d heard of All Aboard Florida.” Hanlon got a lot of, “What’s that?” He told them. “We rallied a number of communities,” Henlon said.

By May last year, Florida Not All Aboard was gathering grassroots steam. It hosted a rally against All Aboard Florida in Stuart. Among other speakers was Congressman Patrick Murphy (D-18). against the train in the public square that would likely spill into court, Hanlon said. “We met down at a location in Jupiter and we formed our steering committee, and a board of directors who make strategic decisions,” he said. By then the Guardians of Martin

Sheriff promotes gun locks, safety Palm City resident Robbie Abell, owner of Lotus Gunworks, 3558 N.W. Abell said new technologies — such as lockboxes that open to the owner’s fingerprints — allow firearm enthusiasts to secure their weapons like never before at very reasonable prices. MARTIN COUNTY — Sheriff William Snyder says children pick up loose guns, often with tragic results. Martin’s top cop has seen it too many times during his four decades in law enforcement. He’s also seen the benefits of securing guns with safes, lockboxes and locks. “I’ve never seen a reasonable precaution bypassed by a child,” he said. “They’re children, for goodness’ sakes.” On Thursday, Feb. 26, the Sheriff’s Office had a Gun Lock & Safety Event with numerous local gun shops and related businesses participating. The event got more locks into gun owner’s hands, along with presentations about other gun-securing technologies. Palm City’s Robbie Abell — owner of Lotus Gunworks, 3558 N.W. The American Legion is going on the road. So to speak. The Legion Riders at Post 62, Stuart, is always on the lookout for chances to go meet new folks. “We are the ones that get out and spread the American Legion message,” Scott Guntz, president, said. About a year ago the post’s riders was needing a kick start. Guntz, a 1980s Army vet, took over in February with plans to rev up the local riders. “There were 10 people there when I took over,” he said. “Now there’s 38.” Probably helps that Guntz works at Treasure Coast Harley-Davidson, and is on the Veterans Council of Martin County. He said as membership is growing, the riders are getting more involved with the community. “We’re doing (an Army Junior) ROTC scholarship for South Fork High School,” Guntz said. The Legion Riders also escort Southeast Florida Honor Flight to the Palm Beach International

Airport, escort service members arriving in the area on leave, do flag lines at service-members’ and veterans’ funerals, attend parades and lots more. “If people request us, we’ll go to hospitals and nursing homes to visit patients,” Guntz said. Because of laws and facilities’ rules, the riders can only visit patients who request it. “We also sponsor families for Thanksgiving (and Christmas),” Guntz said. “Veterans down on their luck.” To join the riders, a candidate must qualify to join the American Legion. It’s open to those in federal active duty during war eras from 1917 to the present. “You must have a licensed motorcycle in the family,” Guntz said. Along with a motorcycle endorsement on driver licenses from states that have it. Members of posts other than 62 may join the Legion Riders in Stuart. There are no additional dues. PETITION from page A1 issues during public comment at Martin County Commission meetings. “My first goal was 10,000 (petition signatures), and I didn’t know if I could reach it,” Traylor said. “It’s kind of funny now.” In less than three months, Florida Not All Aboard garnered about 11,000 physical and electronic petition signatures against the proposed passenger rail that would cut a swath through Martin and St. Lucie counties without stopping. By May, Florida Not All Aboard had organized a large rally at Flagler Park in Stuart. Florida’s

Congressman for District 18, Patrick Murphy, took the stage behind Traylor to make clear his opposition to All Aboard Florida. Not so amazing in itself — a congressman speaking at a rally — until one considers that he had signed a letter urging federal regulators to hustle on getting the proposed high-speed rail running. Traylor changed his mind. She darkened every elected official’s doorway she could. In June, Senator Joe Negron announced his opposition to All Aboard Florida at a press conference in Stuart. PETITION from page A6 Sarah Heard, then the Martin County Commission’s chairwoman, mayors Troy McDonald, Stuart, and Abby Brennan, Tequesta, along with Traylor who was placed prominently next to Negron as he spoke. By that time, there were 18,500 signatures on the petition. St. Lucie County resident Keith Ullrich joined about two months after Traylor started the group, disgusted over the prospect of having 32 passenger trains and 20 freight trains a day running through the Treasure Coast, changing everyone’s day-to-day lives. The most effective way of getting others to join is by educating people at the street level about what is really happening with the All Aboard Florida train plans, Ullrich said. “We had a “Shoo Shoo the Choo Choo” rally back in September at Archie’s Restaurant in Fort Pierce, and another rally at The Inlet in October. Both events were well-attended by our local politicians, and it made me realize that thousands of concerned residents were angry about the trains’ potential hazards they will bring,” he said. All Aboard Florida announced plans to build a high-speed rail service from Miami to Orlando back in March 2012. The company planned to mostly use existing train tracks along the Florida coast. No one seemed to pay it much mind for two years, until Traylor read an article about All Aboard Florida and saw disaster for the Treasure Coast coming down the tracks. She forayed onto social media and to any community forum she could find with a simple message: “We can and must derail Big Choo-Choo.” The hottest campaign issue for the 18th Congressional District’s Republican primary and general election was who hated All Aboard Florida the most. No congressional candidate

spoke supportively or even neutrally about it. Indeed, in every Treasure Coast political contest, All Aboard Florida came up, and every political candidate opposed it. The issue even arose in the governor’s race. That was happening as the Federal Railroad Administration had All Aboard Florida putting together an Environmental Impact Statement as part of fulfilling its request for an about $1.5 billion Railroad Rehabilitation & Improvement Financing loan. By the end of 2014, the petition swelled to more than 40,000 signatures. In a matter of months, Treasure Coast opposition to All Aboard Florida developed into three groups, Florida Not All Aboard, Citizens Against the Train, and Citizens Against Rail Expansion in Florida. Traylor said they’re friendly to one another, each with a different mission to squash All Aboard Florida. Additionally, the Martin Commission recently allocated $1.4 million for battling the proposed rail service, and Indian River County’s commission voted to put $2.7 over two years into an ante for combating it. “It’s amazing,” Traylor said. “It was strictly the power of people.” She said half of the petition signatures are gathered in person by a core group of about 30 volunteers who are regularly joined by a smattering of others. The volunteers go anywhere there are people, such as local flea markets. Traylor believes the issue, which crosses political lines, taps into a fundamental human wish to have some control over our destinies and that’s why opposition has been so successful. “It’s ‘We can’t let some corporation in New York City dictate the quality of life down here,’” she said. Others don’t trust All Aboard Florida executives’ intentions, saying it’s all about freight. “When the passenger train

The local environmental-education organization created Citizens Against The Train Fund to help finance public-awareness efforts about the proposed high-speed passenger train’s likely environmental and quality-of-life effects. Traylor said the three groups have had overlapping support and membership from the start, but formed different roles in the struggle against All Aboard Florida. She said Florida Not All Aboard has a straightforward grassroots role, which includes volunteers going wherever there are people to get petition signatures. She said Citizens Against the Train Fund follows the traditional Guardians of Martin County track: educating people to action. Among other things, the fund has produced videos against All Aboard Florida. CARE, Traylor said, does both educating folks and motivating opposition, but most importantly — “They are mounting the legal battle and that is what Florida Not All Aboard has not done,” she said. “I call it a sister group to Florida Not All Aboard. They are picking up an important battle — it’ll be the next battle.” Hanlon echoed Traylor’s explanation. “We’re the only group that has hired legal counsel,” he said. “Our legal counsel is certainly out front. I believe (Stephen Ryan) has become the face for defeating All Aboard Florida.” Ryan is head of the government strategies group at McDermott Will & Emery, in Washington, D.C.

She said a single group could be seen as a loud and select minority, but three groups that straddle across the Treasure Coast’s usual political lines makes that portrayal impossible. “We work synergistically together,” Traylor said. “We all speak together. I absolutely think more opposition is better at the end of the day. We all reach different people.” Local governments are also now in the thick of opposing All Aboard Florida with more than resolutions. The Martin Commission recently allocated $1.4 million for battling the proposed rail service, and Indian River County’s commission voted to put $2.7 over two years into an ante for combating it. Construction of the new lifestyle center is expected to begin in November, with completion targeted for December 2016. The scenic Golden Marsh golf course, designed by Joe Lee and built in 1984, will be re-grassed with Celebration Bermuda turf with drainage improvements and playability changes made to both the greens and fairways. A new state-of-the-art irrigation system will be installed and cart paths and bridges will be resurfaced. The Golden Marsh project is expected to begin in spring 2017 with completion before year end. These two projects follow the renovation of the club’s River Ridge Golf Course. Known for its sweeping views, the Pete and PB Dye course has one of the highest slope ratings in Florida and has hosted numerous USGA events. Veterans Council of Martin County aims to raise a busload of money by June Patrick McCallister STAFF WRITER

MARTIN COUNTY — The Veterans Council of Martin County needs to raise a bus load of money fast to help veterans get to medical appointments at the Department of Veterans Affairs West Palm Beach Medical Center. “We had to order a new bus and we have 120 days to pay for it,” George Mittler, chairman, said. The council found the bus for a great price: $55,000. They normally go for about $75,000 and more. At press time, it’s raised a little more than $19,000, mostly from local veterans organizations, to pay for it. “The bus will be here June 25, so the money has to be here on June 25 to pay for it,” Mittler said. The council and the Martin County Veterans Service Office participate in the Veterans Transportation Network, a collaborative effort between the VA and counties to get indigent, geriatric, disabled and other veterans to their medical appointments. The county has three vehicles for the program, an 18-passenger bus, a 12-passenger van, and a five-passenger van. That bus, uh, it’s got issues. “The bus has been a lemon for quite some time,” Toney Reese, the county’s veterans ser-

vices supervisor, said. “It’s been in the shop going on 11 months now.” With the bus down, not only is the county’s passenger capacity cut by 50 percent, but it can’t transport wheelchair-using veterans. In addition to stopping on weekday mornings along Federal Highway, the program’s drivers go to veterans’ homes to pick them up for medical appointments. “They’re all over the county,” Reese said. “We start around 6 a.m. going all over — Jensen Beach, Palm

City, you name it.” Except for Indiantown. Martin worked out an arrangement with Okeechobee County to pick up veterans from its western parts. Reese said he doesn’t get many calls from wheelchair-using veterans for transportation

to medical appointments. “Even if it’s only one veteran in a wheelchair, they should not be told, ‘No, we don’t provide transportation to the VA,” he said. While the county awaits the 16-passenger bus capable of transporting wheelchair-users, Reese said he has to advise them to ask their VA physicians to recommend a federal program with ramp-equipped vehicles. However, he said trying to get that VA service is next to impossible. Mittler is also president of the Vietnam Veterans of America Chapter 1041. That group is taking aim at raising record dollars at its annual Veterans’ Fun Shoot. It’ll be on March 7 at the South Florida Shooting Club, 500 S.W. Long Drive, Palm City. It’ll be 8:30 a.m. to noon. Mittler said the VVA will donate proceeds from the shoot toward the veterans council’s bus fund, but it has other programs to support, too. Reese said people can donate to the bus fund at the Veterans Services Office, 435 S.E. Flagler Ave., Stuart. The phone number is (772) 288-5448. commission approved a plan to pay McDermott Will & Emery, a Washington D.C. law firm, up to $80,000 in four installments for initial counsel. “This is a movie and a date,” Michael Durham, county attorney said. It’s not clear if the county will hire the firm after the initial consultation, which is why Durham analogized it to initial courtship. Stephen Ryan, an attorney at the firm, has been working for Citizens Against Rail Expansion in Florida, a Hobe Sound group opposed to All Aboard Florida. Additionally, the Town of Jupiter Island has retained the services of the firm. Durham said he’s spoken with Ryan once for about an hour and is convinced he can help Martin start mounting a legal challenge to All Aboard Florid. The company may be in the process of changing its name. “When need a coach,” Durham said. “We don’t know what we don’t know.” John Haddox, Palm City, moved that the commission approve the expenditure. “It became clearly apparent over last weekend that time was of the essence in bringing somebody on board,” Haddox told fellow commissioners. Doug Smith, Jensen Beach, wanted the commission to do additional research about law firms before heading to McDermott Will & Emery even for some initial consultation. He said the commission just approved the fund to battle All Aboard Florida at its last meeting, and it’s best to spend a little more time looking at what the best use is. He said

Nevertheless, Heard voted with Anne Scott, Hobe Sound, Ed Fielding, Stuart, and Haddox to approve the $80,000 expenditure. Durham said it’s possible that consultation with Ryan may show it’s better for Martin to strike out to another firm to improve the chances of gaining legal victories over All Aboard Florida. Scott, who seconded the motion to spend the $80,000, said there aren’t many firms able to help Martin. “(Railroad is) a highly esoteric area of the law with mountains of background that the average lawyer don’t learn about,” Scott said at the meeting. She added that Ryan has several months of experience with All Aboard Florida Martin won’t have to pay for. “This is moving very quickly and things are happening daily and we need to be able to respond without having to go look up how we would respond,” she said. For example, he said there’s now affordable lockboxes that used to be “007” fiction. “The gun vaults now are as simple as reading your fingerprints,” Abell said. “It will only react to your fingertips.” Nationally about 2,500 children and youths die annually in shoot-

ings of various kinds, according to the Centers for Disease Control and Prevention’s web site. Most are accidental shootings, but others are suicides, murders and sometimes justifiable homicides. Snyder said many of these tragedies are preventable with gun locks. “Gun owners are responsible at all times to keep that gun away from a child,” he said. Florida has laws that can hold gun owners responsible when children and youths are hurt by unsecured guns. Snyder said the legal consequences pale in comparison to a much higher price owners pay when their firearms

are involved in shootings. “Emotional trauma is the worst,” he said. In addition to securing guns against children, the sheriff said in previous interviews that owners must protect against theft. Among the recent pillowcase burglars’ targeted pickings was handguns. Many law-enforcement sources say guns are a high-value item for criminals. They fetch comparatively good prices in underground sales compared to other items, such as electronics. Abell said that gun owners who intend to use the weapons for self-defense should commit themselves to learning everything

about safety, along with developing and maintaining proficiency. “If you’re going to carry, you need to go to the classes to know what you’re doing,” he said. Abell added, ‘Train. Kids collecting bottle caps for disabled PALM CITY — Bessey Creek Elementary School’s Team Green Club in Palm City is collecting plastic caps for the nonprofit organization “Caps Of Love” located in Royal Palm Beach, to help people with disabilities. “Caps Of Love” is the only US affiliate with the international charity “Bouchons D’Amour”. By recycling plastic caps, “Caps Of Love” raises money to buy wheelchairs for disabled children. This also has an environmental benefit as discarded caps are put in landfills or incinerated, which harms the Earth if not recycled. Plastic caps are a different grade of plastic from the bottles and are valuable in bulk. They can be sold to companies using

recycled “post-consumer” plastic to create new products such as plastic shipping pallets, plastic park benches, plastic paint cans and many other items. More than 100 people celebrate St. Teresa of Avila on her 500th anniversary MARTIN COUNTY — Sister Sara Fairbanks, Ph.D, presented a lecture on St. Teresa of Avila on Saturday, Feb.21 at the Best Western in Stuart. Nearly 110 people were present to hear Sister Sara, who is an associate professor of theology at Barry University. St. Teresa (1515-1582) was a mystic, a theologian, and a spiritual counselor to many. She

reformed her Carmelite order, establishing the Discalced Carmelites. Her books are considered classics in Catholic writing about mystical theology and are relevant to women today. Sister Sara guided the audience through St. Teresa’s book The Interior Castle which describes “growth in prayer as a journey to union with God.” In her presentation, Sister Sara mentioned that language about God is metaphorical. She referred to God as “She.” Sister Sara stat-

ed that although we tend to use male language when speaking of God, we should start using many female images. She asked, “Is not women’s experience revealing of God’s love?” The lecture was followed by a prayer service, which featured prayers and readings by St. Teresa. In the woman-led prayer service, God was mainly addressed simply as “God” or as “Loving God.” Several times, however, the group addressed God as “Mother

I’ll take them as said, because this is a family paper. “Hands on a Hardbody” is a musical based on the documentary of the same name, about 10 contestants, male and female, who vie for a ‘hardbody’ truck’ in Texas. For the contestants, whose stories are revealed during the competition, winning the truck is a way out of a dead-end life. The show has a book by Pulitzer-Prize-winning playwright Doug Wright and features a score by Amanda Green and Trey Anastasio, well-known for his work with the band Phish. The score was nominated for a Tony Award. Now Curtain Call Productions will present the show in its Florida premiere March 13-22. Jake Sanders, the company’s artistic director, spoke about the show. “It’s an amazing show we are so proud to be doing,” he said. “It’s beautifully written with complex characters with amazing journeys, rolled into one story.” Each of the 10 contestants vying for the truck has a different reason for competing. “For everyone, the truck represents something different,” Sanders said. “For some, it’s a steady source of income, for others, (it’s) knowing they’ll be able

Main Street Fort Pierce hosts the Sandy Shoes Festival on Saturday, March 21, and the Fort Pierce Jazz & Blues Society will be on hand to help provide the ambience, atmosphere and great music. On Sunday, even before Jazz Week officially kicks off, the pre-party starts at 1 p.m. on the waterfront at 101 Melody Lane as Otis Cadillac revs up the crowd and brings down the house at Waterside Blues. If you’ve never seen Otis and the Seville Sisters, you’re in for a dynamite show that’s free and fantastic! Vocalist Kit Stewart and saxophonist/flutist Michael Sagarese join the Fort Pierce Jazz & Blues Society’s Performing Ensemble Monday, March 23 at 11 a.m. for a free, three-hour music marathon that’s sure to scintillate and enjoy. Bring your lawn chairs and plan on grabbing a great meal from a downtown merchant or on-site vendor while you enjoy the jams on the water. Tuesday, March 24 is another great performance, this one featuring James McCreavy and sax master Gene Bruno. If you can’t make the day’s free performance, don’t worry, the Fort Pierce Jazz and Blues Society wouldn’t dream of skipping its regular Tuesday Evening Jazz Jam at the Sunrise Black Box Theatre from 7 to 10 p.m. If you’ve never attended, this might be a great time to give it a

whirl, but be warned — once you taste that sweet Tuesday jazz, you’ll be hooked. Wednesday of Jazz Week (March 25) is a wild time as the streets get blocked off and FDO, the 17-piece, swingin’ big band takes over the town and plays all of your dance favorites from 6:309:30 p.m., complete with a few surprise performers, a dance contest with a cash prize, and the perfect atmosphere for dancing in the streets to the sounds of live music. Thursday, March 26 you’ll be screaming for the Fab Four as McCartney Mania takes the main stage and it feels like the Beatles invade the Treasure Coast. McCartney Mania brings the Beatles experience to life in a way that will make you feel like you’re hearing the lads from Liverpool, live and in person. Before McCartney Mania takes the stage, you’ll also be able to catch the Mark Telesca Band and a performance from fab female jazz violinist, Jaimy Lynn. It’s an evening that cannot be missed, and it’s brought to you free of charge, courtesy of the Fort Pierce Jazz & Blues Society. With the deceased nuns on ice in the deep freeze, they decide to stage a variety show in the Mount Saint Helen’s School auditorium to raise funds for the burial. Participating in the project are Mother Superior Mary Regina, a former circus performer; her competitive rival, second-in-command Sister Mary Hubert; Sister Robert Anne, a streetwise nun from Brooklyn; Sister Mary Leo, determined to be world’s first ballerina nun; and wacky, childlike Sister Mary Amnesia, who lost her memory when a crucifix fell on her head.

The mission of Hibiscus Children’s Center is to maintain a safe shelter for children who are abused, abandoned, and neglected by providing prevention, residential, assessment, and recovery programs. Hibiscus Children’s Center also prepares our children for their future by constructing programs so that our children acquire an education, attain emotional and physical well-being, achieve career readiness, and gain independent living skills. In addition, Hibiscus addresses the problem of abuse with mental health services, prevention services for families in crisis, sexual abuse services for victims and their families, and provides enhanced services for children including literacy, educational and enriching activities. The Thrift Store, located in Stuart, helps to offset costs for the programs. The Village and Shelter are funded, in part, by the Florida Department of Children and Families through Devereux Community Based Care of Okeechobee and the Treasure Coast. An additional $2.5 million must be raised each year by community donations, special events and grants. Hibiscus is also a United Way affiliated organization. Hibiscus speakers are available to present to your group.
