On April 7, Hobe Sound Chamber of Commerce invited candidates for Districts 1, 3, and 5 commission seats to a Q&A
forum at the Hobe Sound Bible College. The questions presented by moderators Blake Capps and Ralph Davino, were culled from residents through the chamber’s website and other media platforms, and addressed a range of
countywide and district-specific concerns over three rounds of questioning. Martin County’s comprehensive plan, municipal incorporation of
MARTIN COUNTY — County Commission chairwoman Anne Scott offers fishing as an analogy to dealing with Martin’s Community Redevelopment Agency, which has become an issue in this year’s County Commission races. Every fisher knows about the dreaded birds nest — when the fishing line gets knotted. “That’s what this reminds me of, the big ball of bird’s nest,” she said. Scott seemed to have dropped what could be a game change on election year politics at the March 29 regular meeting of the County Commission. She struck a conciliatory tone to supporters of the Community Redevelopment Agency, CRA, and its Neighborhood Advisory Committees. “The bathwater is gone, but the baby is still there,” she said at the meeting. Scott thought aloud a bit on the dais, seeming to suggest that it might be time to revisit whether the County Commission should continue acting as the Community Redevelopment Agency’s board. In 2012 the commission disbanded the board — along with its advisory committees — and assumed its duties. To CRA supporters, that was taken as a first strike in taking down the county’s seven commu-

Vicki Davis makes fourth run for Supervisor of Elections STAFF WRITER

MARTIN COUNTY — Twelve years on, Supervisor of Elections Vicki Davis still wants the job. At press time, no one else is vying for it, and she doesn’t even have a campaign Facebook page. But, it really is election year for the Martin County Supervisor of Elections. “I was raised with a really strong work ethic,” Davis said. “I enjoy my job, what I do. Overall, I think it’s a perfect fit for my personality, my upbringing, my convictions and my work ethic drilled into me from childhood.” Davis first ran in 2004 in a crowded Republican field. She was one of five Republicans looking to replace Peggy S. Robbins, who’d been the Supervisor of Elections since 1977. Davis dominated the field taking 8,116 of 19,200 votes cast in that primary. The strongest rival garnered 4,095. Davis went on to handily
trounce a Democratic rival in the general election, taking almost 45,000 votes to slightly less than 20,000. In 2008, Davis was unopposed. Same in 2012. It’s not uncommon in Martin for the Supervisor of Elections to go unchallenged. Robbins was unopposed in four of her seven elections. Davis came to Martin’s voters as a known commodity in ‘04. The Martin County High School alumna served on the county’s School Board from 1996 to 2002. She’s lived in Martin since the late ‘60s. She also owned two businesses in Martin — Kitchen Gifts & Gadgets and Gifts in a Basket. The next supervisor — be it her or another — Davis said, will have a couple challenges. “New equipment will be needed in the next four years,” she said. Not many voting machines, but new tabulators and software to comply with changes in state laws. The Supervisor’s budget comes down from the Martin County Commission, which is facing budget difficulties with

Should You Retire in ‘Stages’?
F
or many people, the concept of retirement can be scary, both emotionally and financially. If you, too, feel somewhat anxious about what awaits you, you might feel more comfortable in knowing that, depending on where you work, you might be able to retire in stages. As its name suggests, retiring in stages typically involves reducing one’s work hours from full-time to part-time, and then, eventually, to complete retirement. If you enjoy the social relationships of work, and you define part of your identity with what you do at your job, this type of gradual transition may be easier for you to accommodate than the abrupt transition from “worker” to “retiree.” As for the financial aspects of such a move, you will want to plan ahead. A “phased-in” retirement can affect your investment and income strategies in several areas, such as these: •Social Security – You can start collecting Social Security as early as age 62, but your monthly payments will only be about 75% of what you’d get if you wait until you reach 66 (assuming that 66

So, if you had planned to retire at 62 but instead retired in stages, you could possibly afford to delay taking Social Security until your checks were bigger. You could work and receive Social Security, but if your earnings exceed a certain amount, some of your benefits may be withheld, at least until you reach full retirement

age – after which you can earn as much as you want with no withholding of benefits. However, your Social Security could still be taxed based on your income. •Required minimum distributions – During your working years, you may well have contributed to tax-deferred retirement accounts, such as a traditional IRA and a 401(k) or similar employer-sponsored plan. But once you turn 70½, you must start taking withdrawals (“required minimum distributions,” or RMDs) from these accounts. You can’t delay taking these payments, which are taxable. But if you did retire in stages and continued to work part-time, past when you expected to completely retire, you may be able to stick with the required minimum withdrawals at least for a while, rather than taking out larger amounts immediately. In this way, you could potentially keep more of
your retirement funds growing in your tax-deferred accounts. •Investment mix – If you planned to retire at a certain date, you might have created a specific mix of investments designed to provide you with sufficient income to last your lifetime. But if you continue to work, you may not have to rely so heavily on your portfolio – that is, your IRA, 401(k) and all investments held outside these retirement accounts – to help you meet your income needs. Consequently, during these extra years of work, you may be able to withdraw less from your portfolio, thus potentially having more assets to provide for your income needs down the road. As you can see, a “phased-in” retirement could help provide you with options in making a variety of financial decisions. I’ve always said, for me the most hated sentence in the English language is, “There’s nothing we can do.” Nothing? There is almost always something. It may not be a pleasant thing or a socially acceptable thing and sometimes, not even a legal thing, but there is almost always something we can do. In a newspaper article, Rich Campbell (TCPalm) said there is nothing we on the Treasure Coast can do about AAF (All Aboard Florida) because it is a federally protected and promoted project,
and will go through regardless of our little ant-like attempts to affect policy with our clever cardboard signs and our bird-like cries of protest. It’s all bigger than us, he says, only we don’t realize it yet. The feds want it, Florida politicians are already bought and paid for, so … don’t think that your efforts can make a whit of a difference. Think about history. What did angry, fed-up, righteous citizens do when it seemed there was nothing anyone could do about an injustice? Did they just wring their hands and stand back as powerful groups

PALM CITY — The Peter & Julie Cummings Library has coloring and fun crafts every third Wednesday now. Oh, don’t look for Crafternoon @ Cummings upstairs in the children’s area. It’s in the Donahue Community Room, because this is for adults. “In April, we’re doing poetry — (poetry that is) put on a rock,” Carolyn Smith, library manager, said. Smith, who runs Crafternoon, said it started in February during Martin Arts Month. The county libraries were all tasked to have an adult coloring program that month. “I thought, adult coloring,” Smith said. “I was itching to do other things. I thought, you can always have adult coloring, but you can have other projects to build on those things.” So, she came up with painting
pebbles. “You’re kind of coloring and doodling on a rock,” Smith said. There were more rocks at the library, so Smith came up with poetry on rocks for April. Smith loves the books. That’s for sure. But, that’s not where she’d started her working life. She studied at the Art Students League of New York. She was also on the first Public Art Advisory Board of Martin County. “In another life, I was a print maker, an artist,” Smith said. After becoming a librarian, Smith kept her love for art alive and well. The first Crafternoon was a hit, attendees wanted more, so Smith put it on the calendar for the rest of the year. In May, Crafternoon is going to be about coloring books. Yeah, there are adult coloring books. Smith said museums and libraries have printable coloring pages that look fun, too. Sure, the idea of adults sitting

Thirdly, Scott said she’s skeptical that the commission has given good direction to the advisory committees. “No one ever told the (Neighborhood Advisory committees) what they were supposed to be doing,” Scott said. “They never had any orientation at all. I can’t blame them.” Fourthly, Scott said that there’s too much emphasis by opponents and supporters of the CRA and its areas’ projects on tax increment financing, called TIF. A portion of regular county property taxes paid in a community redevelopment area is set aside for CRA projects in it. TIFF is based on a formula of increases land values since an area was established. Old Palm City’s redevelopment area was created in 2002. It has about $1.5 million in TIF funds available for projects. Scott said that when advisory committees put forward good project proposals it shouldn’t matter if there is or isn’t enough TIF funding available to do them — they should get done with whatever funding the county has available. Conversely, she said just because a redevelopment area has TIF funding available doesn’t mean it should be spent on proposed projects. She noted that the Hobe Sound advisory committee included work with burying electric utilities, but there are neighborhoods in the redevelopment area with unpaved roads. Scott is one of three commissioners in reelection campaigns. The other two, John Haddox and Doug Smith, are CRA supporters. Both have CRA critics running against them. The remaining commissioners, Sarah Heard and Ed Fielding, have been the most critical of the CRA. Neither faces reelection until 2018. However, Scott laments that the CRA has become an election issue. She said every fisher knows the secret to working out complex knots. ‘You start to pull at all sides of it,” she said. “If you pull one thing too hard, it just knots up tighter.” Her commission seat, 3, is in a three way race. Both her opponents, Darlene Fuggetta and Harold Jenkins are CRA supporters.

nity redevelopment areas, which includes Old Palm City along Mapp Road from Martin Downs to All American boulevards. The commission reconstituted the advisory committees in 2013. CRA supporters say that the redevelopment areas are in need of projects that have been selected through a rigorous charrettes. Opponents claim the CRA’s proposed projects often detract from addressing a countywide infrastructure maintenance backlog that’s somewhere between $250 to $300 million. Last April, the commission narrowly nixed a proposed $1.4 million Community Redevelopment Area project to resurface Mapp Road and improve swales, along with adding bike lanes and connecting sidewalks. The proposed work would have formed the base for advancing the Mapp Road Town Center Design, the centerpiece of Palm City’s CRA plan to make Mapp more downtown like. At the same meeting, the commission narrowly put the brakes on a proposed CRA project on Bridge Road in Hobe Sound, Scott’s district. Scott voted to nix both CRA projects in 3-2 votes. The nixed CRA project on Mapp has been replaced with another put forward by the engineering department, which includes many elements of the nixed CRA project. The commission voted 4-1 to move forward to design work on that proposed project. Work on Mapp Road work may start next summer if the commission gives additional green lights. Scott voted for moving forward on the project. In an interview after the recent meeting, Scott said she’s not considering bifurcating the CRA board duties from the commission, but is getting more optimistic about finding balance between CRA supporters and critics. In the interview, she said the CRA needs four things. The first is more staff in the community and strategic partnerships department, which was recently formed to, among other things, administer the redevelopment areas. The community redevelopment department went defunct when staff left it one by one over time. Kevin Freeman, the former community redevelopment director, left in November. “There is not a single local government in Florida that has as many separate (redevelopment) areas as we do under our CRA plan,” Scott said. “I have no doubt we are understaffed in this department.” The community and strategic partnerships office has three staff members. The second is examining the structure of the neighborhood advisory committees to see if they’re getting enough representation from

TREASURE COAST — Florida’s most recent maritime tragedy that claimed the lives of three St. Lucie residents — Fernandas Jones, 51, a Navy veteran and Palm Beach Sheriff’s correctional officer, his son, Jaden Jones, 9, and former student at Frances K. Sweet Elementary School located in Fort Pierce, and stepfather, Willis Bell, 70, a retired military veteran leaving behind the only survivor, also a St. Lucie County resident, Robert Stewart, 45, who is still in serious condition at Martin County Hospital since Monday — remains under investigation. The day of the accident started off with a simple plan to fish for pleasure in the waters of sunny south Florida. Jones owned a 24-foot, center console Sea Ray boat. Jones’ son wanted to fish with his father. The child wore a life jacket, and was accompanied by trustworthy adults, two military veterans, and a strong, male cousin. They started out at a familiar location, Sandsprit Park in Stuart, and set out to return before dark. Yet, shortly after the trip began, they are ready to anchor in 80foot waters a few miles offshore, choppy waves over 4 to 5 feet in height filled the boat, pulling its frame under water. Although the boat never overturned, and the four held on as long as they could without any one aware that trouble had hit until it was too late. Stewart was spotted while walking on the beach Monday morning. The others and the boat were found within a mile or two of each other, according to Martin County Sheriff William Snyder during a news conference on Monday. “No one life is any more important than another life,” Snyder stated,
“but it is particularly painful to see a 9-year-old on the beach.” According to the Florida Fish and Wildlife Conservation Commission (FWC), there are close to 1 million vessels registered across the state. Rob Kleeper, public information coordinator of the FWC, said, “We at the FWC are saddened by this horrible tragedy, and we extend our heartfelt condolences to the family in their time of crisis.” On April 11, FWC published an article titled “Wear It Florida – Life jackets save lives,” which included a video where children encourage each other to wear life jackets, or personal floatation devices as a step towards encouraging boat safety, how to use them, and promoting Florida Kids Caring About Boating Safety. But there are other ways to stay safe on the water, and some start before entering the ocean. Emergency Locator Beacons, also called Emergency Position-Indicating Radio Beacons (EPIRB), are devices that boaters can buy and register with a vessel. The device deploys automatically or manually, and alerts search and rescue agencies in the event of an emergency. K.C. Ingram Traylor, Palm City, a Palm City resident and communications director of Meridian Marina and Yacht Club, advised, “Let loved ones know where you are going and how long you plan to be out. So, if you plan to be back by noon, and are late, your family will know there’s a problem.” Traylor also advises that boaters look at weather conditions for small craft alerts. Since Florida weather changes so quickly, in addition to checking the weather, it’s important to understand how the type of boat you’re using might respond

A group of quilters worked throughout the year to hand make numerous beautiful quilts to support the Healthy Families Program, a local child abuse prevention program. MARTIN COUNTY — S.P.A.M., the Martin County School District’s high school robotics team, won the second of two regional tournaments they competed in during this season’s FIRST® Robotics Competition. This past weekend, April 1-2, the team of 68 students won the FRC South Florida Regional held at the Palm Beach County Convention Center. On March 11-12, they also won the FRC Orlando Regional held at the UCF Arena. The team will now advance to the FIRST Championship in St. Louis, Mo. on April 28-30. S.P.A.M. also received two prestigious awards at the two tournaments. At the South Florida Regional, they received the Industrial Safety Award sponsored by Underwriter’s Laboratories. This award celebrates the team that progresses beyond safety fundamentals by using innovate ways to eliminate or protect against hazards. At the Orlando Regional, the team was presented with the Chairman’s Award, the most prestigious award a team can receive. This award honors the team that best represents a model for other teams to emulate and best embodies the purpose and goals of FIRST. This was the first time in the team’s 19 year history that it has received either of these awards. In addition, South Fork High School junior, Shantanu Jakhete, received the FIRST Dean’s List Finalist Award to recognize his leadership and dedication to the robotics competition. Shantanu impressed the judges with his many STEM-based, extracurricular activities including his
award-winning science project, “Evaluating Efficacy of Variable-Frequency Sound Sweep as Mosquito Control Device,” which is in year two of study. He will go on to compete for the FIRST Dean’s List at World Championships in St. Louis. “We are extremely proud of our S.P.A.M. students. They work together as a team to design and build the robot to perform complicated functions to complete the “Game” designated by FIRST,” says Superintendent Laurie J. Gaylord. “The program encourages leadership, team effort, technology, math and science skills, and a tremendous amount of excitement.” The 2016 game, FIRST Stronghold, is played with two alliances of three robots. Alliances are on a quest to breach their opponents’ fortifications, weaken their tower with boulders, and capture the tower. The FIRST Robotics Competition is a program that challenges high school students—working with professional mentors—to design and build a robot to contend in competitions that measure the effectiveness of each robot, the power of collaboration, and the determination of students. S.P.A.M. is comprised of students from Jensen Beach High School, Martin County High School, South Fork High School, Clark Advanced Learning Center and home schools. The team is dependent on donations and is supported by businesses and individuals throughout the community as well as sponsorships by Pratt & Whitney, United Technologies, FPL, and UL. FORUM from page 1 towns like Hobe Sound and Palm City, pro-business politicking, and not surprisingly water quality and management were a few of the topics introduced. Many of the questions were directed specifically to certain district races. District 5 (Palm City and Indiantown) candidates Ed Ciampi, John Haddox, and Donna Melzer were all asked to weigh in on the issue of CRAs in Martin County, and the Neighborhood Advisory Councils (NACs). Old Palm City is one of the county’s seven CRAs, and until very recently was felt to be dead in the water, and may still be. While all of the Palm City candidates said that the CRAs were important to them, and lauded the participation of the NACs, Donna Melzer pointed out that lines of communication between the commission, the NACs, and the residents the NACs are meant to represent often become tangled. “In the long term,” she said, “I believe that Martin County is served best when all of the needs of the entire county are lined up, and the NACs and other organizations are invited to come in and say this is important because of this reason, and the residents are able to see what the priorities are for the County.” Ciampi said that he believes in the localized principle of the
NACs: “What you hear local governments always complaining about is that they don’t get home-rule. County commissioners complain about Tallahassee, and Tallahassee complains about Washington D.C. There is no better example of home-rule than neighbors making decisions in their neighborhoods; that is the NAC,” he said. When the pulpit came back around to District 5, they were asked about the county’s infrastructure backlog deficit of approximately $260 million. The candidates were asked to give examples of what they would like to implement to expand the taxbase in Martin County, and what changes they might want to make to the county fee joinders. Haddox highlighted the fact that last year, the current commission was able to reduce the deficit by about $14 million, by enacting a FPL franchise fee and because of a hike in property value. “So we stopped digging the hole, and that was the first essential, critical step. How we resolve the budget is a multi-faceted approach,” he said, adding that economic development was the key ingredient to moving forward against the budget gap. Haddox recommended looking at fire and rescue consolidation and moving the Martin County Fairgrounds as specific examples,

citing a recent study that projects the property could be leased for $1.5 million every year, were the county to free it up. Ciampi flatly denounced the franchise fee as targeting residents and chipping away at their income. The proposed sales tax that was finally voted down by a paper-thin majority in 2014 is something that Ciampi was originally a proponent of and would like to reintroduce into discussions, he said in a phone interview. Melzer, in a separate interview, said she also likes the idea of a tax that can draw from tourist and snowbird purses as well as residents’.

MARTIN COUNTY — The Lyric Theatre’s AWESOME! Summer Camp has two session and two themes. The first session, June 13-July 1, is called “All the World’s a Stage”. Campers will learn about customs and cultures from around the world. The second session, July 11-29, is “Where the Wild Things Are.” Campers will deal with all creatures great and small, as they learn about the animal kingdom, conservation and ecology. Each session ends with the “Sharing,” a live presentation that emphasizes the themes. There are roles on stage and behind-the-scenes, so no one feels left out. Camp AWESOME! is for campers from 1st to 8th grade and takes place at Flagler Place in downtown Stuart. In addition to working on projects connected to the themes, campers rotate among drama, dance and music each day. In drama, there is acting, creative writing, staging and improvisation. For music, campers learn fundamentals of singing and rhythm. In dance, instructors will introduce campers to music theater, dance jazz, ballet and hip-hop. Since it’s a camp, there will also be “camp” things to do, including movie days, Field Day games and

MARTIN COUNTY — Sometimes it is easier to express oneself in pictures than in words. For clients at the Adult Day Club at the Kane Center, art is a regular part of the program. Each year, their work is displayed and offered for sale at a show. This year’s event is April 19 from 5:30-7 p.m. More than 100 clients will have work on display and for sale to benefit the program and area artists will be contributing works to be auctioned off for the same purpose. Artists contributing work include Theresa Wolesnagle, Ruthann Hewson Sharon Ferina, Angela Leggio and Lynne Barletta. The art therapy program is part of the club and is provided in partnership with the Visionary School of the Arts and Art without Boundaries. It is funded by a grant from Palm City-based Optima Healthcare Solutions. The program is provided so club members with memory disorders, Parkinson’s disease and other age-related im-

We get a nice, diverse group of kids and we hope kids will share about their cultures. At our core, we’re all human and even though we express ourselves differently, we’re all part of the human family.” Leone said that the second session, “Where the Wild Things Are,” is focused on conservation and ecology. “I picked the theme because it’s open to anything,” she said. “It could be the animal kingdom or humans. The messages are taking care of the planet, each other and animals. There will be fun activities and special guests, perhaps with wildlife presentations. It will be fun for little kids to dress up like animals and sing.” The days starts with a rotation of music, drama and dance, with campers grouped by age. Those campers who are more comfortable behind-the-scenes, can participate in classes and be part of the crew, working on set design and stage management, “All position are equal in importance,” Leone said. “If you take out one cog, the whole thing falls apart.” Leone said that parents
shouldn’t worry that their kids won’t get exercise. “We wear them out really well,” she said. “Even though the performing arts is the focus, we try to incorporate things people associate with summer camp. We have a Field Day and a playground outside. We play ball. I choose staff counselors with strengths in various areas. For sports, we pick a recreation director. I pick counselors who are strong in various areas so we have a well-rounded program.” While the camp is not specifically equipped for special needs children, campers on the autism spectrum and with Down syndrome have attended. “It’s a nice part of the program to have these kids, who are often kept separate in school,” she said, “It’s really wonderful to watch the kids interact.” The Lyric’s Awesome! Summer Camp will take place June 13-July 1 and July 11-29. Tuition is $395 for the three-week session. There is a $25 registration fee and a 10 percent discount for siblings. She said that everyone at the Day Club is welcome to take part in the classes and it is not only for people with memory or movement issues. “Everyone is in for some health care issue,” she said. “It may be depression or social isolation, Depression may lead to some sort of memory impairment. We do art therapy with a trained professional and then with a staff member with art experience.” Artists from the Visionary School of the Arts give group classes and once a month, a trained art therapist from Art without Boundaries comes to give one-one-one instruction. “It’s pretty cool,” Collier said. “With folks with memory impairment, it’s a way to express themselves. They can access long-term memories. You can see them tear up, but there’s a smile at the end. There’s joy and accomplishment to show off their work. They say they didn’t know they had talent until they took the class. It’s something to accomplish they can share with others and feel they are part of a bigger community.” Collier spoke with Palm City resident Catherine Stidd about her participation.

They’re not thinking about problems. You have to be focused to be creative. Aging is such a great equalizer. We have wealthy folks and not-wealthy folks. They have the same issues. We’re all in this together. It’s an amazing thing to see.” The Council on Aging of Martin County at the Kane Center is located at 900 S.E. Salerno Road, Stuart. The Art Show is April 19 from 5:30-7 p.m. Light refreshments will be served and there is a cash bar. Art from day club clients and area artists will be auctioned to benefit the Adult Day Club.
