By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com Federal budget sequestration is hitting the Martin County Airport, but maybe not. For now, at least. As part of the sequestration, the Federal Aviation Administration announced last month it was going to end funding for air-traffic control at the Witham Field Tower in April. That changed to May. Then that changed to June. Now Rep. Patrick Murphy is part of a bipartisan effort to keep air traffic controllers at about 200 airports on the federal budget until at least the end of 2014. Florida has 14 airports slated to lose their federally funded air traffic controllers. “We co-sponsored a bill which would reallocate money to keep them open,” Erin Moffet, press secretary, said. About 50 people showed to a meeting about the proposed federal cuts at the Martin Airport on Thursday, April 11. George Stokus, airport manager, said the meeting was to find out if local airport users wanted to keep controllers on the job if the feds pull out, and if so how best to pay for them.

Oceanographic society director observes 35 years of service STUART — On March 1, Mark Perry, a Palm City resident, celebrated 35 years as executive director of the Florida Oceanographic Society. The organization has grown a great deal since he signed on in 1978 as its first permanent staff member. The son of Clifton Perry, one of the founders of the Society, Perry was born on Cape Cod. His family moved to Stuart in 1957. His father had been hired by James Rand, a member of the family that founded Remington Rand, to build and manage property he was developing. “Rand bought the property that is now Sailfish Point,” Perry said. “He was developing it as Seminole Shores. He also had his estate on Krueger Creek. When I grew up, my dad was managing Seminole Shores. My brother and I grew up along the beaches, diving and snorkeling at Bathtub Beach. We grew up around the water fishing

From 19701980, the property was leased to research groups. When they moved their operations to Central America, the Society declined. The younger Perry had left the area to study oceanographic and maritime science at Florida Institute of Technology. He then spent several years at sea, working off-shore on research vessels. The race ran back in the ‘80s and ‘90s. “This race is near and dear to our hearts,” O’Connor said. “My wife and I kind of got this race rolling. We took our binder and gave it off.” The regatta is an American Power Boat Association event. Palm City resident Toby Overdorf is president of the event’s board of directors. He said organizers are expecting a larger turnout of racers and spectators this year. “Our attendance last year was 12,000,” he said. “We’re expecting 15,000 this year.” Overdorf said the race is much more than bragging rights for Martin County. It’s heads in beds when they’re needed most. “It brings a lot of the monetary opportunity into the area here,” he said. “Particularly a lot of tourism when it’s a down time of the year after the Easter holiday.” Hotels are reporting capacity and near-capacity bookings for the race weekend, Overdorf said. But there’s more than just sports-tourism dollars for locals, O’Connor said. The race is family fun at its finest.

This year, there’ll be a range of all types of boats. You don’t need to enjoy boating and racing—there’s a number of other things to do.” And, O’Connor said, the racers love seeing the spectators. “Some of the races I’ve enjoyed are places like Valleyfield, Quebec,” he said. “Hundreds of thousands of people come. During your warm up laps, you see a few hundred thousand people having a good time, and to be able to race while all those people watch is great.” The Pit Stop Regatta Rally will be on Friday from 6 to 10 p.m. under the Stuart Causeway and feature live music, food, drinks and fun. Tickets are $50. Racers
will be testing the waters that day, too. On Saturday and Sunday, in addition to the 1.1-mile race, spectators will get to enjoy the Miss Corona Light contest, the Vintage Alley Raceboat Display, the CarPro Auto Show, and plenty of venders, some with food and drinks. Tickets are $12 in advance. They’re available at Suncoast Banks and Chillin’ the Most. At the gate, tickets are $15, and $10 for those with military IDs. Children up to age 10 get in free. The Stuart Causeway, Ernest Lyons Bridge, will be closed to traffic from 7 p.m. on Friday to 9 p.m. on Sunday. It’ll be open for pedestrians from 6 to 10 a.m. on Saturday and Sunday. Weather report: dry; busier than usual storm season forecast By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com Martin County is drier than usual, raising the risk of brush fires. April is the height of the state’s dry season, and the South Florida Water Management District’s Water Conservation Month. “Right now, we’re under a moderate level of fire danger,” Dan Wouters, Martin County Fire Rescue division chief, said. Gabe Margasak, water district spokesman, said the area is extremely low on recent rainfall, even for dry-season standards. “(For) the last full month, March … the Martin/ St. Lucie basin, we’re down to 22 percent,” he said. “Martin and St. Lucie only received 22 percent of the average rainfall.” The area was off by about 3.14 inches of rain in March. “You’re supposed to get around 4 inches for the month, and you got .88,” Margasak said. Florida’s dry season typically starts in November and lasts to May. Since November, Martin has gotten about 8.5 inches of rain.

CONTROLLERS from page 1 He said word out of Washington, D.C. that FAA funding could continue until 2014 was popular. “The consensus was—a lot of people want the FAA to continue to fund the towers,” he said. “The feeling was that’s the FAA’s job.” But, of course, the FAA’s funding is in the hands of Congress and the President Barack Obama. Few are placing chips on the two agreeing on much anytime soon. Congress passed and the president signed the Budget Control Act in 2011. The Joint Select Committee on Deficit Reduction, often called the super committee, formed to work out a deal for Congress to raise the federal government’s debt ceiling to avoid sovereign default on previously-appropriated spending. The committee hatched the idea of giving Congress and the president a frightening prospect if they couldn’t agree on budget cuts and revenue increases—sequestration, automatic across-the-board spending cuts over 10 years accompanied by expiring tax reductions. Many believed the prospect of a fiscal cliff that could send the nation into recession would force Congress and the president to work toward more agreeable solutions. While some compromises have happened in the last two years, Congress and the president still haven’t reached the much-discussed “grand bargain” to end sequestration. Even if sequestration ends, Stokus said word is that the FAA is going to eventual-
ly cut funding to smaller airports’ traffic controllers, and Martin’s going to have to find other ways to fund the operations that Robinson Aviation now provides. “Everything I’m hearing from the FAA is this is permanent,” Stokus said. He added, “The current presidential administration about six years ago introduced the notion of European-style user fees at airports.” Operations at the Martin airport now cost about $1 million a year. The money is raised through a variety of sources including a fuel-flowage fee, a charge on every gallon of fuel purchased at the airport. Stokus said taking on the air-traffic control will add $370,000 to $400,000 a year to operations. There are four controllers and a manager at Witham Tower. He said the most popular plan among the recent meeting attendees was added usage fees— charges for taking off and landing at the airport based on the weight of aircrafts. The Martin airport has about 60,000 operations a year: launches, missed and successful landings, and airspace flyovers. There are about 200 local private pilots who use it. If federal funding is cut, and the Florida Department of Transportation doesn’t replace it, the Martin County Board of County Commissioners will have to decide whether to keep air-traffic controllers on the job, and how to pay for them. Commissioner John Haddox, Palm City, said he has no taste for funding the air-traffic control operations from the county’s general fund. However, he does favor keeping controllers on the job. “I believe we do need to have the tower for safety reasons,” he said.

County seeking volunteers for community emergency training By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com There’re storms brewing in the Atlantic. Not yet, perhaps, but conditions favor a lot of hurricanes this year. “They’re indicating an above-average season,” Debra McCaughey, Martin County’s director of emergency management said. “We’ll be busier, tracking more storms.” The North Atlantic hurricane season is June 1 to Nov. 30. Colorado State University released its annual Extended Range Forecast of Atlantic Seasonal Hurricane Activity and Landfall Strike Probability earlier this month. Dr. William Gray and Philip Klozbach believe 2013 will be an above-average tropical-storm season with 18 named storms
and nine hurricanes. The average is 11 named storms and six hurricanes. McCaughey said those numbers come with a caveat. “It only takes one (hurricane) to hit us,” she said. “Remember Andrew? That was a very inactive hurricane season.” Hurricane Andrew struck Florida in August 1992. It was only the fourth cyclone that dull year, and the first named. That dull hurricane season got exciting fast. Andrew was, at the time, the costliest storm to ever hit the United States. The storm did almost $27 billion in damage in the US alone. Katrina took the title from Andrew in 2005, causing more than $100 billion in damage. Florida had 44 fatal-

WEATHER from page 5 “It’s only 58 percent of average,” Margasak said. The area is down about 6.4 inches of rain since November, he said. However, the local aquifer system is doing well, according to the water district, largely because of Tropical Storm Isaac last year. In general, much of the Florida peninsula has been unusually dry for several years largely because of frequent La Niña events in the Pacific, according to several National Oceanic and Atmospheric Administration reports. La Niña is created by unusually cold ocean temperatures in the eastern equatorial Pacific. It pushes moisture northward, particularly to the Pacific Northwest, and dries Florida. The National Weather Service will issue its annual wet-season forecast for Florida in May. Colorado State University released its annual Extended Range Forecast of Atlantic Seasonal Hurricane Activity and Landfall Strike Probability report earlier this month. Dr. William Gray and Philip Klozbach believe 2013 will be an above-average tropical storm season with 18 named storms and nine hurricanes. The average is 11 named storms and six hurricanes. Wouters said there’ve been no
major brush fires accompanying the recent dry conditions. “We currently have some smaller brush fires,” he said. “We had one this week that was a 1-acre brush fire.” Nevertheless, he said no matter what the conditions are, residents should be vigilant to keep outdoor fires contained. Additionally, he said residents should clear brush that’s within 30 feet of houses and other structures to create fire breaks and give crews space to protect threatened homes. Wouters said protecting a home from a brush fire is a proactive business. He said once brush fires threaten homes, it’s time for the residents to leave. To find out more about protecting homes and structures from brush fires, go to the county’s website, martin.fl.us, and visit the Emergency Management Agency page. The district does have watering restrictions in all of its 16 counties. In Martin, except for the city of Stuart, those with addresses ending in odd numbers may water their lawns on Mondays, Wednesdays and Saturdays. Those with even numbers may water on Tuesdays, Thursdays and Sundays. Watering should be done before 10 a.m. and after 4 p.m., to prevent evaporation loss. In general more people die after hurricanes then during them. There’re a few reasons for that, but often deaths happen when people who lack emergency-response training try to help out their neighbors after storms. The county’s emergency planners are looking to get more residents preparing for hurricanes, brushfires, and other disasters with the Community Emergency Response Team. Carol Dryburgh, emergency management planner, said she’s working to get enough new volunteers to have a training class. She believes one will be set for June. “I have had a very renewed interest in it, and people calling for training,” she said. CERT, which is run nationally through the Department of Homeland Security, trains and organizes citizens to be on the front lines of crises assisting professional responders. It started in Los Angeles in 1986 after emergency planners saw the devastation of a 1985 earthquake that hit Mexico City. About 10,000 people died in

that earthquake. Many of the deaths could have been prevented by disaster education. After the quake, untrained citizens organized themselves into searchand-rescue teams, and saved about 800 people. However, largely due to a lack of training, about 100 of the citizen rescuers were killed while trying to save others. The Los Angeles emergency planners toured the Mexico City earthquake area after having been to Japan the year before. There they saw a well-trained citizenry equipped to help themselves and each other when disasters arrive. They used Japan as a model to create CERT. Dryburgh said Martin’s CERT program is at least a decade old. She said that there are about 60 people in Martin County with the program’s training. About a dozen regularly show for its monthly meetings. She said a personal experience urged her to get more CERT volunteers trained and ready. An elderly family member was in the path of an Alabama tor-
nado. After the storm, the family was unable to reach him. Drybugh tried contacting emergency responders to report the family member’s address to get them to check on him. No dice. No answers, and no calls back. Until she found a number for the local CERT volunteers. “They called me back in another 12 hours,” she said. “They told me they’d made contact with my husband’s uncle, and he was fine. The only response I got was from a CERT person. They are neighbors helping neighbors.” Dryburgh said those who’ve not yet had CERT training are welcome to attend monthly meetings to learn more about preparing themselves and others for disasters. They’re on the last Thursday of ever month, unless interrupted by holidays, The meetings are at 6 p.m. at 800 S.E. Monterey Road, Stuart. They’re on the second floor. To learn about preparing for disasters, visit the emergency management page at martin.fl.us. To express interest in joining a CERT class, call (772) 419-2664.

its first permanent building, a Visitor’s Center. The actress Frances Langford, a long-time resident of Martin County, donated her beach house to the Society. “She was ready to sell it, but she gave it to the Society. It was zoned residential, but the Society was able to sell it and use the proceeds to build the Coastal Center.” Langford and Clifton Perry were both present at the ground-breaking ceremony in 1994. Today, the Coastal Center sits on 57 acres. In addition to the Frances Langford Visitor’s Center and Society headquarters, there are nature trails, a 750,000-gallon Florida Game Fish Lagoon, a Children’s Activity Pavilion, Sea Star Touch Tank Pavilion, Rays on the Reef Ray Pavilion. There are new exhibits about sea turtles, water quality, habitats in the round and an animal health lab, where visitors can observe staff prepare food and medicine and ask questions. In 1995, the Center had 6,000 visitors, and this year they expect 52,000. “We’re hoping to grow a little more,” Perry said. “We’ll add more exhibits and hope to get to 100,000 visitors.” The growth of the Coastal Center and the new exhibits are part of Perry’s continuing concern about
the ocean and rivers he loves so much. The changes since he was a boy are startling. “Unfortunately, the water quality has degraded quite a bit,” he said. “The many discharges from the St. Lucie Canal, Lake Okeechobee and the canals at the North Fork have degraded the water quality and produced silt. It covers over the sea grass beds, mangrove habitats and oyster reefs, three habitats we are trying to restore.” Perry has joined with many other voices to preserve the quality of life in the area. “I also advocate for conservation through organizations,” he said. “I represent the Florida Oceanographic Society in the Everglades Coalition, a group that includes 55 organizations like the Audubon Society and Sierra Club. I’m vice chairman of the Rivers Coalition. It was formed in 1998 and is made up of local groups fighting for clean water in the St. Lucie River.” The Rivers Coalition includes area businesses as well as conservations groups. “In 1998, there were huge discharges from Lake Okeechobee,” Perry said. It devastated the (St. Lucie) estuary. Hotels and motels, restaurants and real estate people were affected. We banded together and sat around the table. That was unusual at the time. It was

Mark Perry very polarized. You were either for the environment or development. You couldn’t be both.” Fortunately, all of the participants realized that growth would not occur if there was no clean water. They have been working together to redirect discharges to the south and not into the estuary. Perry knows that this is a long

Legos: Toys that can help kids in the game of life By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com The kids aren’t just playing with Legos; they’re learning how to engineer buildings, cars and all sorts of things. The Peter and Julie Cummings Library — 2551 Matheson Ave. Palm City — will host its third Lego Club on Saturday, April 27, from 3 to 4:30 p.m. “We have the Legos here,” Susan Hellenschmidt, children’s assistant, said. “I just bought some more. But if anyone wants to donate Legos they’re not using anymore, we’ll take them. You can never have enough Legos.” Hellenschmidt said the Lego Club meetings for children 4 and older will be on the last Saturday of every month. The Martin County Library System started the Lego clubs about two years ago, Jennifer Salas, the libraries’ youth services manager, said. “This is brand new at the Cum-

He likens it to a marathon and not a sprint. “We need to make sure the young people get inspired to be good stewards of the environment,” he said. “I see that every day at the Coastal Center. At a touch tank, a little kid is scared and the next thing, he’s holding a crab and asking where it lives and what it eats. He realizes he has to take care of them. “It gives me hope that people are learning and will carry the baton and run the next leg of the race. We all have to make sure our children and grandchildren understand the beautiful area we have

mings Library,” she said. “We do have Lego clubs at all of our locations.” The Lego clubs are part of a broader effort to make at least 50 percent of the system’s youth programs relate to science, technology, engineering and math — what’s commonly called STEM education. Clare and Molly Tyler, Stuart, donated $100,000 last year for youth STEM programs. Salas said some of that will go to the Lego clubs. “One of the things we’re adding to the Lego Club is a robotics aspect to it,” she said. Yeah, moving Lego things. How cool is that? Hellenschmidt said also at the Cummings Library are Science Saturday, the second Saturday of every month, and the Idea Lab. More STEM is on the way, she said. “I’m going to get started the Discover Science at Your Library after-school program, Hellenschmidt said. “I’m going to start that in May.”
on the Treasure Coast.” Perry noted that constructing and maintaining all of the programs and exhibits is expensive. “It’s challenging every year,” he said. “We ask the community to support us through donations and memberships. That’s our primary support. If you like us, support us that way. We’ve had to cut back 11 percent in the last three years. I’m hopeful the economy will recover. We need the environment for the future.” The Florida Oceanographic Society’s Coastal Center is located on Hutchinson Island at 890 N.E. Ocean Blvd. For information about schedules and programs, to volunteer or to make a donation, visit the website at www.floridaocean.org or call (772) 225-0505.

Cowles named athletic director at MCHS Former Port St. Lucie AD takes over the reins with the Tigers By Patrick Bernadeau For Your Voice News & Views
Mark Cowles
MARTIN COUNTY — Meet the new leader of athletics at Martin County High School. Approved by the Martin County School Board in March, Martin County High School has hired Mark Cowles to be its school’s Athletic Director following the resignation of Greg Hendricks, who will be the Vice Principal at Stuart Middle School. Cowles, 43, spent the last 16 years holding positions at Port St. Lucie High School, including the 2012-2013 school year as the school’s athletic director. Upon his arrival on April 2, Cowles was welcomed by the blue and gold faithful with open arms.
“Just between the reception I’ve received from the staff, including the coaching staffs, the students and everybody from top to bottom has been incredible,” Cowles said. “It’s been fantastic.” Since 1997, Cowles spent time coaching Jaguar girls’ golf as well as football, baseball and basketball. Cowles was also the Dean of Students at Port St. Lucie before becoming that school’s athletic director. Despite his long tenure at PSL, he couldn’t pass up the opportunity to work one of the best schools on the Treasure Coast. “I’ve said this in every meeting that I’ve been to, when you combine the academic and athletic excellence of Martin County High School, I’d like to see other schools that can compete with that,” Cowles said. “There aren’t many, probably a handful or less,

Needed: Foster parents to provide homes for kids By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com April is National Child Abuse Prevention Awareness Month. May will be National Foster Care Month. The Florida Department of Children and Families hopes people will participate in both by opening their homes to foster children. “About 4 percent of the investigations we receive result in a child being pulled out of a home,” Bob McPartlan, community development administrator for the DCF’s Circuit 19, said. The circuit covers St. Lucie, Martin, Indian River and Okeechobee counties. “We have to go to court within 24 hours after removing a child from a home.” The department must report to judges why it removes children from their parents’ or primary caregivers’ homes, and what arrangements it can make for their care.
McPartlan said that there are about 500 investigations into allegations of child neglect or abuse a month in the district. St. Lucie has the largest share. Dennis Miles, regional managing director of the department’s Southeast Region, said that at press time St. Lucie County had 86 children in foster homes, and 45 in residential facilities. Martin had 26 in foster homes, and 11 in residential facilities. Statewide, there are about 5,500 children in foster homes, and another 2,100 in residential group care. Nationally, there are about 400,500 children in some kind of foster care at any time, according to the U.S. Department of Health and Human Services’ Administration for Children and Families. About a quarter are in relatives’ or family friends’ homes. Nearly half are in foster homes. Slightly more than half are eventually reunited with their parents. About 20 percent are adopted, and others age out of foster care.
The Perfect Home
“The number of (foster homes) we have as of March 20, we have about 4,246 (foster homes) statewide,” Miles said. Circuit 19 has 98 foster homes. At the beginning of the year, there were 104. Twenty-three of them ceased being foster homes, and 17 were added. Miles said it’s often good when homes stop taking foster children, at least for a while. “That’s not always a negative,” he said. “Sometimes you have a loss of a foster home because they adopted the child.” The DCF wants an additional 14 foster homes in the four-county circuit. Last summer the DCF launched Fostering Florida’s Future, a public-awareness campaign aimed at increasing the number of foster homes in the state by about 1,200. Miles said the state’s added about 900 since then. Additionally, the department is overhauling the foster-care system and making it easier for foster parents to normalize the children’s lives.
“In the past, there were so many restrictions on what foster kids could do, because there were so many concerns about liability,” Miles said. He added, “We really are spending a lot of time and effort on saying this system has to be fixed. Where do you fix it? To me it’s allowing foster parents to be parents and kids to be kids.” Miles said that there’re no special skills or background needed to be a good foster-home candidate. He said Florida’s foster parents represent a wide range of backgrounds and circumstances. Some are single, others married. “We’re saying to everybody, foster parents are you and me and the next door neighbor,” he said. “We simply want folks who are able to provide a safe, loving home.” Although those with medical training and backgrounds are always in demand, children head into foster care with a wide range

VGTI Florida, Jupiter Medical Center, and Martin Health System working together to further medical research in South Florida The Vaccine & Gene Therapy Institute of Florida signed Affiliation Agreements today with two of the region’s leading healthcare systems, Martin Health System and Jupiter Medical Center, to move forward with the beginnings of a new clinical trial consortium in South Florida. In signing the Affiliation Agreements with both hospitals, VGTI Florida has honored part of their commitment to the Florida Innovation Incentive Fund, which assisted in funding of their new state-of-the-art facility. “The three of us taking the first steps in this clinical trial consortium is a great example of medical and research institutions working together to give back to our community in the form of better and more personalized health care,” says Mel Rothberg, chief operating officer at VGTI Florida. “Moving forward we hope to expand our clinical trial activi-
ties and see this consortium grow to include other Florida regional hospitals.” The establishment of the clinical trial consortium was celebrated at VGTI Florida’s facility at the Tradition Center for Innovation in Port St. Lucie with an agreement-signing ceremony. Community leaders and representatives from all three organizations gathered to view the signing of the agreements and enjoyed a luncheon following the ceremony. “This clinical trial consortium brings us closer to achieving our translational research goals and in doing so we pursue the opportunities to engage our regional colleagues and the community in our collective research efforts,” says Dr. Rafick Pierre-Sékaly, chief scientific officer and co-director at VGTI Florida. “Jupiter Medical Center is proud to be a part of this collaboration. This clinical trial consortium is a great illustration of how biosciences were intended to act

as a galvanizing force in Florida, spreading an knowledge-based economy throughout our region,” said John D. Couris, president and CEO of Jupiter Medical Center. “By creating this inclusive partnership, everybody wins — the scientists, the hospitals, and most importantly, the communities in which we serve.” Participation in this consortium is a strong movement forward into furthering South Florida’s positive reputation in the research and medical fields. VGTI Florida has hired a medical director to work with the Business Development group in attracting interest in sponsors and to oversee operations within the clinical trial consortium. “Having facilitated access to Martin Health System’s and Jupiter Medical Center’s established clinical trial physicians and experience will help us bring life-saving and preventative therapies to the world more quickly, ” says Dr. Jay Nelson, founder and VP of VGTI Florida. “Collaboration is critical to ensure successful outcomes in clinical research, and this partnership will help pave the way to future scientific achievements,” said Mark E. Robitaille, president and chief executive officer of Martin Health. “This is an exciting opportunity to continue building the future of research in our region, while helping to change the way medicine is being delivered for years to come.” VGTI Florida is an immunological research institute that is on an urgent mission to transform scientific discoveries into novel treatments and cures for existing and emerging infectious diseases, influenza and cancer. but I consider this to be the best.” In a report done by the Florida Department of Education focusing on student performance in advanced course work, the Florida Comprehensive Assessment Test scores, graduation rates and college readiness in December, Martin County High School received an “A” grade for the 20112012 school year. During the same year, Martin County finished second in the Class 7A Florida High School Athletic Association Floyd E. Lay Sunshine Cup All-Sports Awards.

VERO BEACH — Steve Olds grew up outside of Washington, D.C., the son of a career FBI agent. He entered ROTC at the University of Maryland, where he majored in math, with a business minor. After graduating, he was commissioned in the Air Force and sent to flight school. Olds spent seven years in the Air Force, and was part of the first group that went in during Desert Shield and Desert Storm. Olds is proud of his service, but he has always had another dream, as well. “Since I was 16, I knew I would be a business owner,” he said. Even while he was in the Air Force, he was looking into real estate and marketing careers. “On the flight from Virginia to Saudi Arabia, I threw in a bag of real estate books to study in the desert,” he said. “I found out on the way to Saudi Arabia that I passed my real estate exam.”
When he left the Air Force in 1993, Olds and his family moved to Vero Beach and he became a consultant, helping companies market products, execute marketing plans and build sales teams. “I consulted from the outside and the inside,” Olds said. “I learned a lot about entrepreneurship and turning intellectual property into marketable products,” he said. “In the early 2000s, I began helping people sell through the Internet to reach new markets.” In January 2011, Olds was finishing up a consulting project and considering what came next. He heard on the radio that it was the 20th anniversary of Desert Storm. He had a flashback about being in a tough spot. “Fast-forward 20 years,” Olds said. “I’m in another difficult position. Do I sit back and let America be destroyed from the inside out, financially and with debt? We can’t sit back and give our kids this mess we’ve created. A voice said, ‘What are you going to do about it?’ I worked and thought and prayed about it.”

The result is Patriot Mission, a for-profit corporation designed to rebuild America by rekindling an interest in entrepreneurSteve Olds ship and small business ownership. One of its programs is the Made in America Project. In the first phase of the project, 12 entrepreneurs in a county will tell their stories. They will be profiled in a book that will highlight the business owners and challenges they face. The books will offer information on community economic development resources available to entrepreneurs. “There is a ton of resources available to help people who want to start companies,” Olds said. “Most of the people who start companies are technicians who know how to do something well. “A lot of small business people know how to cook and so they open a restaurant. They don’t know the elements of business. I thought I knew things and I was clueless. There’s a lot more to owning a doughnut shop than making doughnuts.” Olds found that many business owners don’t know where to go for help. “Every county has great organizations with great resources,” he said. “There are state colleges, SCORE (a nonprofit organization that helps new businesses,) the chambers of commerce. Business people don’t know what’s available. We need to connect the dots.” The Made in the USA Project was developed after two years of planning. The first three counties chosen, Martin, St. Lucie and Indian River, are part of a seven-year game plan. Steve Erlanger, president and publisher of Your Voice News & Views, will be featured in the Martin and St. Lucie county editions because of his experiences in the newspaper industry. “I’ve watched what he’s done and what was going on with Your Voice News & Views,” Olds said. “It’s exactly what we’re after, sharing a message that’s relevant to the local community.

OLDS from page 20 “Entrepreneurial leaders like Steve have been there and done and have the battle scars to prove it,” he said. “(These) business leaders don’t have the time to capture a cross-section of stories and share them and tell them in a fun way.” Steve Erlanger is pleased to have been asked to participate in the project. “I’m delighted to have the opportunity to work with The Made in the USA project, sharing what I have learned as an entrepreneur over the past 35 years,” he said. “Small businesses are the backbone of this country, and I am happy to help any endeavor that helps make success a reality for other entrepreneurs and small business owners.” Telling the stories of entrepreneurs is the first part of the project. “The book is the seed we use to launch the story of how entrepreneurs are rebuilding America,” Olds said. “The stories are told in the context of the bigger mission. We’ll connect counties, regions, states and have a national im-
pact, telling the free enterprise story. “The book launch is the beginning of the process. After we launch the books, every month for the next year, there will be leadership events, focusing on one entrepreneur, what they do, and what they’ve learned with respect to leadership. Between events, there will be microbusiness incubators, which are small groups, working together, to learn from the experience of others.” Olds hopes that established entrepreneurs can help excite young people in a community of shared knowledge and skills. “There are cool things you can do with technology,” he said. “We hope to bundle knowledge and find a way to integrate young people. They are skilled at the technology of social media. It has enormous business applications if you can combine social media experience with entrepreneurs where they can be creative without pressure. When you do that, magic happens.” For more information about being a featured entrepreneur, including programs and fees, visit the website, www.MadeinTheUSAProject. com or call (855) 867-3284.

PALM CITY — The Boy Scouts of America’s Gulf Stream Council sold recycle carts at a one-day sale on Saturday, March 23 from 9 a.m. to 2 p.m. at 12 locations in Martin and Palm Beach County in an effort to get more people to recycle. The recycle carts, which were created by Envision Product Development Group of Stuart, are extremely durable and make recycling more convenient than ever. The recycle carts sale was part of the scouts’ Leave No Trace environmental education program and acted as a fundraiser for the Boy Scouts. “The Boy Scouts of America provides a program for young men to build character and responsibility. We believe educational programs like the recycle carts will help the public and the scouts be more environmentally conscientious and responsible,” said Mark Luttier, president of the Boy Scouts of America’s Gulf Stream Council. The Boy Scouts offered a special for the one-day event. Customers
bought recycle carts fully assembled for only $40 – saving $9 off the regular price. Waste Management did not profit from the sales, but as North America’s largest recycling company, they believe the carts will encourage more residents to recycle. “We are very excited about this recycling project with the Boys Scouts of America’s Gulf Stream Council,” said Jeff Sabin, government affairs manager for Waste Management. “If we can help make recycling more convenient, more people will do it.” The recycle carts are strong enough to hold more than 400 pounds of your heaviest recyclables but easy to maneuverer over pavement, gravel or grass. The cart holds two recycling bins, is corrosion resistant, UV protected and sturdier than others on the market. Residents of Martin and Palm Beach counties can still purchase their recycle carts at www.recyclecarts.com. For more information, please call 1-866-900-0070 or visit www.recyclecarts.com.

FOSTER from page 16 of conditions and disabilities. “A real big interest and need is medical foster homes,” Miles said. “People willing to take children with significant medical needs.” He said that the department tries to match up children to foster parents based on a number of factors. That can include anything ranging from religious, language or interests similarities to parents being especially equipped to help with particular needs. For example, a child who’s seriously behind on math might be matched up with a foster parent who teaches, or has taught, the subject. Additionally, the department is seeking ways to combat lingering problems for foster children. Miles said that children who’ve spent significant time in foster care have above-average school dropout and lower-than-average college attendance rates than others, are more susceptible to delinquency, drug use and premature pregnancy, and generally don’t do as well in adult life as others. He said the main reasons seem to be more frequent moves to new schools and less sense of stability than their peers. “They live in that fear that the phone is going to ring, or the case worker is going to come by, and they’re going to get carted off,” Miles said. McPartlan said foster parents are

paid based primarily on children’s ages. The monthly board rates range from $429 to $550. When children enter foster homes, the parents receive a clothing allowance of $50 to $70. Additionally, there’s an annual clothing allowance that ranges from $200 to $300. He said that while about 4 percent of investigations lead to the removal of children from their homes, about 5 percent lead to what’s called home dependency. That is a court has decided there’s sufficient evidence of neglect or abuse to warrant compulsory services, such as psychiatric care, but not to remove children. Another 8 to 10 percent of investigations lead to families voluntarily participating in services, such as parenting classes. “There’re a lot of families that all they need is a kind word and a referral, and you never see them again,” McPartlan said. Miles said that the department is also seeking foster-friendly businesses — companies and stores willing to help the department seek more foster parents, and perhaps even offer foster families bargains. To find out more, call McPartlan at (772) 708-2900. United for Families provides foster homes for the department for the four-county Circuit 19. Its website is uff.us. Information for becoming a foster parent is at the site. The phone number is (772) 873-7800.

Pooh Kids.” First up, though, is a trip to Rydell High. The Teen Stars of StarStruck will present the student edition of the musical that opened on Broadway in 1972 and became a successful movie with John Travolta and Olivia Newton-John. The talented cast includes Kevin Paul as Danny Zuko; Dallas Williams as Sandy; Katie Rodgers as Rizzo; Nathaniel Romero as Kenickie; Sydney Carbo as Marty; Amanda Ruggiero as Frenchie; Tara Windsor as Jan; Andrew Rodgers as Doody; Max Tsunoda as Roger; Shoshana Simons as Patty Simcox; and Christina Reagan as Cha-Cha. The production, which will be performed at StarStruck’s own theater on Kanner Highway, is directed by Jennifer Jones, with musical direction by Peter Jones and choreography by Maria-Elena Alfieri. In an email, Jennifer Jones said that the popular show is a favorite with actors and audiences. “I am so excited to be directing ‘Grease’ with such a talented group of teenagers. ‘Grease’ is one of the most popular shows of all times because it is so nostal-
gic. It has music that crosses generational lines so it can be enjoyed by parents as well as their kids. ‘Grease’ is one of my favorite shows because it is pure fun.” The summer season at StarStruck has programs for students of all ages. From Jun 10-July 7, Teen Stars, in grades 7-12, will rehearse “Shrek: The Musical.” There will be performances on July 5-7. Rising Stars, in grades 3-7, will stage “Aladdin Jr.” Camp runs from June 17-July 13, with performances on July 12-13. The youngest thespians, the Ministars, will present “Winnie the Pooh Kids” on July 11. Camp runs from June 17-July 11 and is for those in kindergarten to second grade. There are also shorter camps for youngsters wanting to combine singing, acting and dancing. All-Star Camps, for kids in kindergarten through grade 6 will be held from June 10-14, July 15-19 and July 29-Aug. 2. Those students ages 8-18 can enroll in the Acting Intensive program or the Dancing Intensive Program, run from June 3-7 and July 29-Aug. 2. Classes are divided into groups, based on talent

Students will also learn how to work as part of an ensemble. Teachers will be professionals in the theater. The Dancing Intensive program will focus on ballet, tap, musical theater jazz, Cirque, hiphop, contemporary, Zumba and tumbling. Students have the option of combining the two programs to work on acting and dancing skills. For Jennifer Jones, the value of the program reaches beyond the summer session. “StarStruck is a place for young people to learn while having fun in a safe and creative environment,” she said. “What has always set StarStruck on a level of its own has been its ability to encourage young people to be their best. Not only do we teach technique, but we also instill the discipline and respect it takes to be a performer. We promote the values present in any successful person.” Jones said that having an on-

STUART — In 1926, the Lyric Theatre opened as a motion picture house, showing “Skinner’s Dress Suit.” In 1930, the theater had sound picture machines and audiences enjoyed the railroad thriller, “Danger Lights.” The Lyric and the motion picture industry have matured since then, and last year, the theater, known for live performances, began Art Cinema, a weekly series of art films, documentaries, independent films and international cinema. Many of these films have won critical acclaim and all are impossible to find in local theaters. They are supported with help from members of the theater’s Film Society. John Loesser, executive director of the Lyric, said in an email that the series fills a need.

“Since launching Art Cinema a year ago, we have begun to hone in on what patron film enthusiasts are responding to,” he said. “Our numbers are growing. There is clearly a population of sophisticated film-goers in our area. “Between fine-tuning our programming, word-of-mouth and our new screen and projector, our attendance is increasing. As the cultural flagship of the Treasure Coast, we would be remiss not to include Art Cinema in our programming.” For April, the films run the gamut from musical documentary to teen angst to French romance to the horrors of war. Each film has three showings, at 2, 4 and 7 p.m. Tickets are $10 general admission. Film Society members have a discounted admission of $6.

On April 22, “Searching for Sugar Man” will be shown. The film won a 2013 Academy Award for Best Documentary Feature. It tells the story of Rodriguez, a bar singer in 1960s Detroit, whom producers thought would be the voice of his generation. He produced an album which bombed and then disappeared. Somehow, a bootleg version of the singer’s album appeared in South Africa, which was still under apartheid. Over the next two decades, it became so popular that two South African fans set out to discover what happened to the musician. “Searching for Sugar Man” is rated PG-13. “The Perks of Being a Wallflower,” will be shown on April 23. Based on the 1999 novel by Stephen Chbosky, it is a coming-ofage tale starring Logan Lerman, Emma Watson and Ezra Miller. The film is rated PG-13. On April 29, “In Another Country will be screened. The movie stars legendary French actress Isabelle Huppert, who appeared in such movies as “8 Women” and “The Piano Teacher” and is in the current film, “Amour.” For “The Piano Teacher,” the actress won Best Actress honors at the 2001 Cannes Film Festival. The English-language film tells
three overlapping stories about three different French women, all played by Huppert, who are visiting a Korean resort town. The film, by South Korean filmmaker Hong Sang-Soo, is a comedy of misunderstanding. The film was an Official Selection at the Cannes International Film Festival.” “In Another Country” is not rated. The month ends with “War Witch” on April 30. An Oscar nominee for Best Foreign Language Film, the film tells the story of a 14-year old girl who has been kidnapped by rebels from her African village to become a child soldier. The film is the work of Montréal-based filmmaker Kim Nguyen, and is based on a true story that took place in Burma. The film tells the story in flashbacks and through the eyes of a child. The film has a great deal of violence, but it is also a love story. “War Witch” is not rated. For more information about the schedule or to purchase tickets, call (772) 286-7827 or online at www.lyrictheatre.com. Membership in the Film Society is $100. Supporting and corporate sponsorships are also available. For more information, call (772) 286-7827 or send an email to boxoffice@lyrictheatre.com.
