PALM CITY — It might feel like the road to nowhere at times, but Citrus Boulevard connects Indiantown and Palm City. The County Commission talked about nixing a slated 11-mile resurfacing project, which would include the construction of bike lanes, at its regular meeting on April 7. Commissioner John Haddox sharply opposed that idea and asked the county staff to give an explanation why the county should complete the $3.3 million project at the commission’s April 28 meeting. The work would be done mostly with a $2.5 million state grant. “We got several commissioners who got the idea that we’re getting grant dollars and doing projects just because we’re getting grant projects,” Haddox said in a phone interview after the meeting. “We have some commissioners who question: Why would we take that grant just to get the grant and put millions into a project repaving Citrus?” Because, Haddox said, some-
times fiscal responsibility is found in the old adage, “a stitch in time saves nine.” “At times it’s fiscally responsible to pay money up front when you know you’re going to have to spend it later,” he said. Haddox hasn’t made up his mind about whether it’s more economical to resurface Citrus now or later. He’s awaiting the staff report. Florida Department of Transportation staff says Citrus Boulevard south of Martin Highway gets between 4,800 trips a day on the segment to Southwest 96th Street. The drops sharply to about 2,600 until Indiantown. By comparison, State Road 76, Kanner Highway, on the other side of the C-44 Canal, has about 3,600 trips a day between State Road 710, Warfield Boulevard, and Southeast Bridge Road. That drops to about 2,600 until 96th Street. Then it jumps to about 20,000 and more trips a day after that. Haddox said trip numbers aren’t the only thing the commission needs to consider. “I think Citrus is a very import-

Volunteer to Stamp Out Hunger on May 9 FOR YOUR VOICE NEWS & VIEWS
House of Hope is calling for volunteers to help sort food during the Stamp Out Hunger food drive on Saturday, May 9. The annual drive is organized by the National Association of Letter Carriers and typically delivers more than 60,000 pounds of food for House of Hope’s food pantries. Nearly 200 volunteers are needed to sort the food at the Martin County Fairgrounds on May 9. TREASURE COAST — St. Lucie County reported the first locally acquired case of measles in Florida in about four years. That was soon followed by Indian River County announcing two adult infections. None were vaccinated. “Measles is a severe illness,” Kim Kossler, epidemiologist at the Florida Department of Health St. Lucie County, said at a press conference on Thursday, April 16. “It can lead to multiple complications. We haven’t seen it for decades until the last few years.” Health officials reported that a 6-year-old student at Fairlawn Elementary Magnet School in Fort Pierce contracted the virus without traveling. Her measles was confirmed by April 10. Florida law allows families to forgo vaccinating school children when doctors advise against it
for particular medical reasons, or vaccination conflicts with their “religious tenets or practices.” However, parents must sign health-department forms that state their agreement to the unvaccinated children being barred from schools when there are reported cases of communicable diseases they’re not vaccinated against. “The preventative measure is vaccination, and again we encourage vaccination,” Genelle Z. Yost, superintendent of the St. Lucie Schools, said at the same press conference. In 2000 the Centers for Disease Control and Prevention and National Institutes of Health declared measles eliminated from the United States due to programs such as Vaccines for Children. “Eliminated” meaning that there was an absence of continuous disease transmission for 12 months. The virus is believed to be no longer endemic in the States. However, unvaccinated

CITRUS from page 2 ant road because it connects our two urban service districts,” Haddox said. “That’s a major connection between Indiantown and the coast people from Indiantown use to come in and do business.” The only other route between Palm City and Indiantown is County Road 714, Martin Highway, to Allapatah Road. Terry Rauth, deputy county engineer, said that Citrus is past needing resurfacing. She said county staff use a 1 to 10 scale for grading roads. The bigger the number, the smaller the need for resurfacing or reclaiming. Citrus gets 4.1. “Once it hits a 6, it starts deteriorating much faster,” Rauth said. “If you don’t get it resurfaced, what ends up happening is it goes to reclaiming and it gets a lot more expensive.” To resurface a road, Rauth said, costs about $100,000 a mile. To reclaim a road costs about $250,000 a mile. Martin now qualifies for state transportation grants for counties with fewer than 150,000 people. However, Rauth said that Martin is expected to go over that population count in the next couple years and lose that state grant program. The commission slated to resurface Citrus in its capital improvement plan, CIP a couple years ago. “We applied for the grant in 2011, and it went into the CIP in 2013,” Rauth said. “It’s been in the CIP for three years.” Palm City’s John Goings, president of the Treasure Coast Cycling Association, said the

Goings added, “They need s shoulder there anyway.” Goings said the economic benefit is in attracting more cycling tourism. Citrus north of Martin Highway has cycling lanes to the C-23 Canal and gets numerous cyclists. Additionally there are bike lanes on Indian Street in Stuart from U.S. Highway 1, Federal Highway, to the Veterans Memorial Bridge. The lanes pick up on Martin Highway to Interstate 95. Goings said adding bike lanes south to Indiantown adds to a scenic ride cyclists would travel to do. The last Riding for Heroes, a cycling event that starts in Palm City, attracted 200, some from other states. Goings thinks the next will draw about 300, and the annual event will grow from there. Citrus Boulevard is an important segment of that ride. The county has an about $250 million infrastructure maintenance backlog. Commission members, such as Sarah Heard, Port Salerno, said at the meeting the county is better served by declining the state grant and putting its share, about $800,000 into other infrastructure maintenance. Haddox said that commission members might be losing sight of the future because of it. “Indiantown is, I think, the primary place in Martin County that will experience some significant development over the course of the next 10 years,” he said. Rauth said Citrus is one of the county’s east and west evacuation routes.

Taylor has a Facebook page called “Priscilla Taylor for Congress.” Negron said she’s waiting to release many details about her campaign. In the meantime, she said she’s in listening mode. “I don’t want to start getting into detail this early on,” Negron said. Negron was elected to the school board in 2012, and ran unopposed in 2014. She’s a registered nurse. Negron is married to State Senator Joe Negron. He was elected to the Florida House of Representatives in 2000. He represented the 82nd District until 2006. MaryLynn Magar now represents that House district. Negron headed to the Florida Senate in 2009 after a special election in the 28th District, which at the time included eastern Indian River and Martin counties, along with the southern end of St. Lucie and northern side of Palm Beach counties. Reapportionment after the 2010 census put Negron into the 32nd District. He won an election for that seat in 2012. In the last general election, 2014, Negron got 66.79 percent of the 175,505 votes cast in the race. Rebecca Negron said among the most important issues facing the 18th Congressional District — which includes St. Lucie and Martin counties, along with a sliver of northern Palm Beach County — is water. “One of the biggest ones is the discharges from Lake Okeechobee into our waterways,” she said. “To me, Washington is not paying its fair share to help us do what needs to be done.” There are a number of state and federal plans related to Lake Okeechobee, the Everglades, and the Indian River Lagoon. Joe Negron chaired the Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee. The committee put forth an ambitious project wish
list with a $220 million price tag spread over three years. Instead it got about $232 million out of a $77.1 billion budget the Florida Legislature approved during the 2014 session. Among national issues concerning Rebecca Negron are the federal debt, national security readiness and education. “How are we going to leave the county better for our children with that much debt?,” she said. “I’m worried about my kids. They’ll never be able to pay that back without sacrificing tremendously.” The national debt is about $18 trillion. Slightly more than $13 trillion is public debt that is treasury bonds and related items. Another $5 trillion is intergovernmental holdings. Negron said national security is rapidly changing and the nation needs a nimble military equipped to respond to a wide variety of threats and attacks. “We’re fighting terrorism,” she said. “It’s different from when we grew up. This is everywhere. You don’t know where it’s going to pop up.” On education, Negron said her experiences on the school board have given her much insight on what needs to be changed. “We need to return education back to the states and local community,” she said. “Teachers deal with a large amount of regulation and control, (The regulations are) well-intentioned in Tallahassee and Washington, but to me they keep putting more requirements on teachers and administrators and they’re stifling creativity. We need to return control back to the community.” Negron was born in Indiana and has lived in New York and Alabama. “I’ve lived here almost 40 years,” she said. “I’ve raised my family here.” Negron added, “To me one of the most important things is this is a Treasure Coast seat. Most of the voters reside in Martin County and St. Lucie County. This is a Treasure Coast community seat.”

TREAUSRE COAST — While Florida’s employment held steady from February to March, the Treasure Coast kept making jobs. The Florida Department of Economic Opportunity released its March jobs report on Friday, April 17. The state’s seasonally adjusted unemployment rate was 5.7 percent in March, same as for February. However, the Port St. Lucie metropolitan statistical area, MSA, had a not seasonally adjusted unemployment rate at 5.8 percent, down from 6.1 in February. The MSA included all of St. Lucie and Martin counties. St. Lucie County edged down from 6.5 percent not seasonally adjusted unemployment in February to 6.1 percent in March. Martin dropped from 5.5 percent not seasonally adjusted in February to 5.3 percent unemployment in March. “This is our (employment) peak, and now we start going the other way,” Odaly Victorio, communications coordinator at CareerSource Research Coast, said in a phone interview. “That’s just our seasonality.” She said the Treasure Coast typically sees job declines from April

However, Victorio said that there are increases in one employment sector that isn’t subject to the area’s tourist season. “Manufacturing has been improving and it is an industry where there’s money to be made,” she said. “These aren’t minimum wage jobs. It is an opportunity in our area.” The Port St. Lucie MSA gained about 100 manufacturing jobs between March last year and March this year, 5,900 to 6,000, a 1.7 percent change. Additionally, there have been about another 100 jobs added in the related transportation, warehousing and utilities sector. Finding people to fill them has been difficult for employers. The entire state has been experiencing a middle-skills gap in recent years. There are several reasons for that. The recent economic troubles and slow recovery are largely the crux of them. Many manufacturing workers moved to new kinds of work, some moved away and because manufacturers didn’t have orders to fill, younger workers weren’t being hired to get the training to replace older ones.

JOBS from page 12 About a year and a half ago, Indian River State College started a program to help local manufacturers get skilled workers: the Fast Track to Manufacturing Training Program. Joe Gorham, program manager at IRSC, said Fast Track teaches basics such as Occupational Safety and Health Administration guidelines, measurement training, process management, blueprint reading. “The program was developed under a Department of Labor grant that involves 12 colleges across the state of Florida,” he said. Gorham said the instructors aren’t teaching from books. “They are employees at local manufacturers, so they’re teaching what local manufacturers want,” he said. The program tuition is $995. About 70 have gone through the competitive program. CareerSource has funded 43. Almost 400 had applied for it. Gorham said CareerSource funds many of the students. Gorham said there were 11 students without current employment in the last graduating class. “Nine out of the 11 were hired within 30 days,” he said. In addition to CareerSource of-
fering financial assistance to students, the Vietnam Veterans and America’s Stuart chapter, 1041, has created 10 scholarships for veterans. The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers. Those that are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. The Bureau of Labor Statistics reports that the national labor participation rate — the percentage of those able to work, or seek jobs, that do, edged downward over the year from 63.2 percent seasonally adjusted to 62.7 percent. Participation rates are affected by a variety of factors that can be seen as positives and negatives. Annually, the nation had about 48,000 measles-related hospitalizations, 4,000 cases of measles-related encephalitis, brain swelling, and about 450 deaths. The measles vaccine is taken in two phases. The first phase is about 93 percent effective in preventing infections. The second raises that to 97 percent effective. Nationally about 92 percent of children are vaccinated with the MMR vaccine, which stands for measles, mumps and rubella. Florida has a slightly above-average rate of vaccination — 93.4 percent. Reney Rouse, spokeswoman at the Department of Health Martin County, said in an interview after the press conference measles is a serious condition, but that knowledge is receding from collective memory. “People have not seen this disease, and they don’t know how sick they can get,” she said. Arlease Hall, spokeswoman for
the health department in St. Lucie, said parents whose children have received the MMR shouldn’t worry, and others can take reasonable precautions. “We get into a panic mode and go overboard,” she said. “But it is just that simple — the way to avoid this is to get vaccinated.” The health department’s website, www.floridahealth.gov, reads, “A typical case of measles begins with mild to moderate fever, cough, runny nose, red eyes and sore throat. Two or three days after symptoms begin, tiny white spots may appear inside the mouth. Three to five days after the start of symptoms, a red or reddish-brown rash appears. The rash usually begins on a person’s face at the hairline and spreads downward. When the rash appears, a person’s fever may spike to more than 104 degrees Fahrenheit. After a few days, the fever usually subsides and the rash fades.” Measles is extremely infectious. Between Jan. 1 and April 10, there were 159 reported cases of measles in the United States. None in Florida.

TREASURE COAST — It was May 4, last year, when hundreds gathered at Flagler Park, Stuart, to protest All Aboard Florida. It was the first large public show of opposition to the proposed high-speed passenger rail between Miami and Orlando that would cut a swath through the Treasure Coast. Cut a swath that local elected officials and protesters say will bleed jobs, property values and quality of life. Before then, few had ever heard of All Aboard Florida. Today — The St. Lucie County Commission is on the verge of setting up a $500,000 fund specifically to battle All Aboard Florida. The commission asked staff at a recent workshop to ready an agenda item, which will be for the Tuesday, May 5, regular meeting. “When the (environmental impact statement) comes back, if we see there’s anything in it that which concerns us, we’ll take all necessary actions to protect St. Lucie County,” Commission Chris Dzadovsky, Fort Pierce, said. Indian River County has filed a lawsuit against the U.S. Department of Transportation and one of its undersecretaries for giving All Aboard Florida the green light to sell up to $1.75 billion in bonds through the Florida Development Finance Corp. before the agency had completed evaluation of the impact statement. Martin County is likely to soon file another suit against the federal or state government to derail All Aboard Florida. “I don’t particularly like to get into litigation, but unfortunately sometimes you have to,” Martin Commissioner John Haddox, Palm City, said in a telephone interview. The Martin commission recent-
ly gave county attorney Michael Durham permission to pull up to $250,000 from a $1.4 million fund it created in February to oppose All Aboard Florida to hire McDermott Will & Emery, a Washington, D.C., law firm, and start legal actions. The town of Jupiter Island and Citizens Against Rail Expansion in Florida, an All Aboard Florida opposition group, have been working with attorney Stephen Ryan at the firm for several months. In an interview, Durham wouldn’t go into detail about what legal actions Martin County could and would consider. However, he said one thing is certain. “We’re bringing a different kind of claim than Indian River,” Durham said. McDermott Will & Emery is charging Martin $765 an hour. In March, the commission approved up to $80,000 from the fund for consultation with Ryan. Durham told the commission that Ryan had drafted two proposed lawsuits. Neither is against All Aboard Florida, or its parent company, Florida East Coast Industries. “When a government brings action (against a private individual or company) it’s in the area of civil enforcement, where you collect fines or file injunctions,” Durham said. “You don’t sue for damages often.” On Monday, April 20, the Florida Development Finance Corp. held a public hearing about whether to issue the bonds. Haddox attended it. “I’m still very optimistic,” Haddox said in an interview after that meeting. “We had excellent support from our legislative delegation. Many concerned citizens from Indian River, St. Lucie and Martin counties made pertinent comments. We were well represented by attorneys for the Treasure Coast.

“It’s stirred up a lot of excitement,” Jones said. “The kids are over the moon to do such a sophisticated piece and it’s interesting to see how it jumps from movie to stage.” The first of two All Star camps will take place June 22-26 for grades K-4. This is an introductory program where students learn singing, acting and dancing in a no-pressure environment. From July 6-10, “Nuthin’ but Acting” will give students in grades 2-5 an introduction to improvisation and acting terminology. A CIRQUE camp for youngsters in grades 2-5 will take place July 6-10. CIRQUE camp for those in grades 6-12 will take place on the same dates. Acting Intensive, for grades 612, gives students a more indepth look at acting, including characterization, motivation, and speech. It will also be held July 6-10. StarStruck’s ‘YouTube Sensation” Program is a new program for grades 4 and older. It runs from July 13-24. “We’re so excited,” Jones said. “It’s brand new. We’re basically going to make a YouTube clip. You can be an actor, director or writer. It’s collaborative. They’ll create a little mini-movie and put it on YouTube. They’ll be using the entire 25,000-square-foot space. There will only be a small number, so people should sign up quickly.” StarStruck traditionally does two musicals in the summer, but this year, they will do “Into the Woods Jr.” and a straight play. Training will be at the Actors Performance Workshop, for grades 6 and older. It runs from July 13-31 and the play will be determined after enrollment. “That’s to make sure there is a role for everyone,” Jones said. “Kids should be doing this because they want to act and have time on stage, not sing and dance.” The littlest ones have Creative Movement from July 27-31. There is a class for those 2-1/2 to 3-1/2 and another one for those 3-1/2 to 4-1/2.

The July 27-31 class introduces kids to the styles of famous choreographers such as Bob Fosse and Jerome Robbins. Younger dancers can also dance with Maria-Elena on July 27-31. The dance class is for youngsters in grades 1-5. The final All Star Camp takes place Aug. 3-7 and is for students from grades K-12. Groups will be divided by age. Jones noted that students can put together customized schedules of classes that interest them, either by picking camps that combine to take up an entire day or by picking programs throughout the summer. Students of all ages and abilities are welcome. That is why introductory and All Star programs were put in place. “It can be intimidating to come to StarStruck and be in a big musical,” Jones said. “Whether you are shy or came out of the womb bouncing to Broadway, StarStruck is for you. Nevertheless, All Aboard Florida plans on starting limited service between West Palm Beach and Miami by next year. In a previous interview, the president, Michael Reininger, said the All Aboard Florida will reach Orlando not long after. “Depending on the actual date of the conclusion of the environment process, by 2017 we’ll get all the way into the Orlando International Airport,” he said.

HUTCHINSON ISLAND — Many of the summer activities in the arts are for performers. There are a lot of activities for actors, dancers and singers. The Elliot Museum offers something different, a chance for young artists and photographers to study in working studios with professional guidance. The Summer Creativity Classes are for students 6-17 and offer age-appropriate projects, skills and materials. Robin Lee Makowski, the Elliott’s art studio coordinator, said that the classes are more than camps. “We offer high-quality art instruction from professional area artists and art teachers, featuring age-appropriate projects for young artists 6-17. After our very successful summer last year, we are lucky enough to be working with the same popular instructors again. All classes run five days, three hours a day and culminate in a reception each Friday to unveil our artists’ works

This digital photography workshop, for teens, is being held in conjunction with the Elliot Museum’s exhibition, “Insects, Real and Imagined,” featuring the work of Gabby Salazar and Rick Stanley. The best piece from each student will be printed, matted and displayed in the studio. Space is limited and students must bring their own cameras. The Studio at the Elliott Museum is located at 825 N.E. Ocean Blvd., on Hutchinson Island. The American Advertising Federation Treasure Coast chapter held its ADDYS Gala recently at the Pittenger Center in Stuart to present the highest Advertising Awards to local professionals and students for their work in 2014. “There were 85 entries in this year’s local ADDYS competition,” said Barry Grant Marsh, AAF Treasure Coast president. Local advertising agency FC Edge in Port St. Lucie won the most gold and silver ADDYS for their entries and also won the Best of Show Professional Award for the Versah Campaign. Other top winners included local
designers Arthur Waligora with AW Designs in Stuart and Sandi O’Brien with TOVO. St. Lucie County Clerk of the Circuit Court, Joseph E. Smith won ADDYS for a campaign against Domestic Violence and Martin County Supervisor of Elections Vicki Davis won ADDYS for the Vote 2014 Campaign. Daniel Sauceda won the Best of Show Student Award for his animation submitted by Indian River State College.
