Jenkins aims for District 3 seat
MARTIN COUNTY — Harold E. Jenkins is on the ballot for the County Commission’s District 3 race. Jenkins owns a landscape company in Hobe Sound and has deep roots in Martin. “I actually live in the house I grew up in and raised my children in,” he said. While District 3 covers the Hobe Sound area, all voters participate in County Commission races. Commissioners must live in their districts, but win countywide elections. At press time the seat is in a three-way contention among Republicans. The incumbent, Anne Scott, is hoping to hold the seat. Challenger Darlene L. Fuggetta is also seeking to unseat Scott. If no independents, third-party members or Democrats enter the race, it’ll be decided in a universal primary in August. While Jenkins is an electoral newcomer, he’s a longtime Martin politico. “I have been very involved in the background in local government, local politics in the last four or five election cycles,” he said. MARTIN COUNTY — Public records are rapidly evolving. At the County Commission’s regular meeting on Tuesday, April 12, county staff asked for a public-records request liaison, a new fulltime position at the county, as part of a proposed public-records team. “Really, we’re trying to get out ahead of the issues before they’re litigation,” Michael Durham, county attorney, told the commission. According to a summary for the request commissioners received, some public-records requests the county receives generate 10,000 or more documents. Those documents are coming in ever-changing formats, because of evolving technology. “Unfortunately, as more devices are introduced that are able to create a ‘record,’ such as cellular phones, tablets, any e-mail, text, or note received or sent, just exacerbates the issue,” the summary reads. Most public-records requests fall under the Florida Public Records Act, which includes penalties for failing to produce qualifying public records in a timely manner. In general, if something relates to official business, it’s a public record. That includes chat messages, such as on Facebook, Twitter tweets, scanned documents, and telephone messages, including those on mobile devices. Communication technology just keeps coming up with new ways for people to talk, and documents to be created. Durham told the commission what also complicates public-records requests is that there are more than 400 exemptions in

public records laws, and some have criminal penalties. At the meeting, Durham said those exemptions, along with the possibility that some records requests are discovery for possible lawsuits are combining with people’s comfort with technology to increase the county’s liability. He said county employees, like most, are checking emails and getting texts and messages on their phones. The process is so casual now that they aren’t always aware of when a communication is or is not a public record. “What we have now is a funnel in the system where everyone is responsible for their records, so nobody is accountable,” Durham told the commission. He later added, “We’re telling you, we do need this resource. Its money, but we do need this resource.” Durham and Taryn Kryzda, the county administrator, told the board that the proposed new employee would have to be savvy in public-records laws and technology. Commissioner John Haddox expressed heartburn over the proposal. “I imagine that’s a pretty high salary with technical expertise,” he said. In an interview after the meeting, Durham said that the county might be experiencing an increase in public-records requests, but that’s hard to quantify. “We don’t really know, because historically the county has made each department its own public-records custodian,” he said. It’s not unusual for city and county governments and officials to run afoul of public-records laws with plausible explanations of inadvertent wrongdoing, because of rapid changes in technology. TREASURE COAST — During the past 6 months, nearly 300 children have been removed from homes in Martin, St. Lucie, Indian River and Okeechobee counties. Most of them are 5 years old and under and they have been removed because of abuse and neglect. For children who are removed, placement may take up to 24 hours. Traumatized children may have to stay in state offices or with case managers until placement in a safe, stable home is made. Right now, there is no temporary emergency location for maltreated youngsters who are brought into care. Offices may be safe but they are not equipped to deal with the physical and emotional needs of these frightened, vulnerable children. Now, some help is on the way. The non-profit Guardians for New Futures has launched Sanctuaty4Kids and set a goal of $400,000 for the construction of a sustain-

More than $200,000 has been raise since November and they are preparing to close on a lot in St. Lucie West, central to the four counties that will be served. Port St. Lucie Properties is helping the organization plan the Sanctuary and bring it in within budget. Guardians for New Futures is working with Devereux Community Based Care, the Department of Children and Families and other organizations to help share operating costs. The Sanctuary will accommodate up to six children. Its central location is necessary because children may have to be removed

New Alzheimer’s Association report shows caregivers make significant sacrifices

early half of all people caring for loved ones suffering from Alzheimer’s disease cut back on their own expenses, including food, transportation and medical care, to pay for dementia-related care for their loved one. According to the Alzheimer’s Association’s 2016 Alzheimer’s Disease Facts and Figures report, many caregivers are setting aside their own basic needs to care for their loved one. Care contributors are 28 percent more likely than other adults to eat less or go hungry because they can’t afford to pay for food, and one in five care contributors cut back on their own doctor visits because of their care responsibilities, the study revealed. Nationally, a total of 15.9 million family and friends provided

Local caregiver Jim Ferro and his wife moved to St. Lucie West in 2010 for a warm retirement. His wife was diagnosed with Alzheimer’s disease about six years ago. Since their move to the Sunshine State, Ferro has taken a part-time position at a local restaurant to help cover the costs and take care of his wife. “I want to take care of my wife,” he said. “I don’t want to see my wife go anywhere.”
The recent survey also revealed many people don’t know most insurance does not cover nursing home and in-home nursing care for dementia patients. Right now, 5.4 million Americans are living with Alzheimer’s disease. By 2050, that number is estimated to be 13.8 million. House of Hope is using the annual Great Give — a 24-hour online matching gift event — to highlight vibrant advances in the agency’s programs and facilities. New MOPS chapter coming to Palm City PALM CITY —Palm City Presbyterian Church will be the home of a new local chapter of MOPS International (Mothers of Preschoolers). Mothers with a child ages birth to kindergarten will have a new place to find fun, friendship, and fellowship this fall. Palm City Presbyterian Church is excited to bring MOPS back to Palm City and reach new mothers who have not yet experienced the many benefits this program has to offer. MOPS is an international organization with chapters in more than 33 countries, that has the ultimate goal of helping women be the best mothers they can be. It begins Aug. 22 and is offered on the 2nd and 4th Monday mornings from 9:30 a.m. to 11:30 a.m. Moms will gather at Palm City Presbyterian for meetings that will cover an array of topics related to womanhood and motherhood. TREASURE COAST — Palm City’s Bruce Nathan will be fighting for votes at the Port St. Lucie Civic Center on June 18. No, really. Fighting. As in mano a mano, going toe to toe, a fisticuff. In June, Nathan will face off with another U.S. Senate candidate, Augustus Invictus — that’s really his name as it will appear on ballots — in an exhibition mixed martial arts, MMA, match. “I’m going in there to win,” Nathan said. In a field of 27 candidates for U.S. Senate, Nathan and Invictus are relative unknowns. Nathan is running without party affiliation. Invictus as a Libertarian. Neither is flush with campaign contributions, has lots of name recognition, or is backed by established political networks. What both need to have any chance of winning in November is press “I think for both of us it’s a way to get our names out there,” Nathan said. The chance to get lots of press
curiosity isn’t lost on Invictus. “I think there’s certainly the aspect of publicity,” he said. But, both are clear on this point — they’re serious Senate candidates. Both aim to claim Florida’s junior Senator seat this election. Neither has met the other; there’s no grudge match here. It’s about making a point. “I think America is weak we need to get senators and (representatives) in there that are strong,” Nathan said. “That’s what this is all about.” Invictus won’t parry that argument. “(Nathan) thinks America is weak because of weak leaders and I could not agree more,” he said. To make that point about needing strong leadership, at his campaign website Nathan issued a challenge for exhibition fights to any and all members of and candidates for Congress. He also messaged it by email and social media to campaigning candidates. Invictus was one. “I wanted to check into it and make sure it wasn’t a joke,” Invictus said. “I looked into

Mapp Road is complicated by proposed engineering department work. “Defunding the (community redevelopment areas), turning our back on it, ignoring the (neighborhood advisory committees) is intolerable,” Jenkins said. If elected, Jenkins said he’d propose that the commission have regular “listening meetings.” Meetings at which the only item on the agenda is listening to public and staff comments. He said county employees seem, and he emphasized seem, reluctant to help the public. “I’ve heard roofers talking about a simple roofing project taking a month (to get a permit),” Jenkins said. He attributed that to the commission failing to make its workforce feel appreciated and encouraged to talk freely. Jenkins said he knows many county employees and believes they’d love to give top-notch customer service. “I do not believe it’s the personnel that’s the problem,” he said. “It’s the structure, it’s the environment.” He added, “(County staffers) just seems to be — I’m a horse guy, I grew up with horses — skittish.” Which is something, Jenkins said, a listening commission can remedy. other threats to area waterways — the two most important in the county are localizing representation and supporting the Community Redevelopment Agency. “Being an advocate for your district is your job (as a county commissioner),” Jenkins said. “We need a candidate that is an advocate for our district.” Jenkins said residents of District 5, which includes Palm City, get strong district representation by John Haddox, and he’ll emulate his approach. In addition to strengthening district representation, Jenkins said, if elected, he’d seek to reinvigorate the county’s seven community redevelopment areas. Palm City has one that runs along Mapp Road from Martin Downs to All American boulevards with a western extension along Martin Highway. The redevelopment area was created largely with the aim of giving Mapp a more pedestrian-friendly, small downtown feel — what’s called the Mapp Road Town Center Design. Last year the commission in 3-2 votes effectively killed the proposed Mapp Road Town Center Design project. Jenkins and others believe that the project, along with one proposed for Bridge Road in Hobe Sound can and should be resuscitated. “A year ago, we were shovel ready as we’ve ever been,” Jenkins said. “Everybody in town was excited. Then the commission majority pulled the plug. Not just on our project, but on every (Community Redevelopment Agency) project in the county. That pushed me to finally run for the County Commission.” Scott joined commissioners Ed Fielding and Sarah Heard in nixing the proposed redevelopment projects on Mapp and Bridge roads. Haddox and Doug Smith voted to move forward with both. Redevelopment agency supporters have pointed to years of discussion and planning by neighborhood advisory committees as a reason to move forward

Chad Hastings, president of the Martin County Bar Association Carolyn Fabrizio, pro bono coordinator for the 19th Judicial Circuit, said Florida Rural Legal Services will be on hand to help folks who may not be able to afford attorneys. “They could apply for services,” she said. “They could complete an intake application if they’re looking for free legal advice.” Hastings said Martin County has an above-average number of attorneys who are members of the local bar association. It has about 450 members. “The Florida Bar says there are approximately 500 lawyers in Martin County,” he said. The county’s bar members regularly celebrates Law Day, but that’s always been amongst themselves. Hastings said hopes are high that lots of folks will join them this year. “This is a program we’re interested in doing on a yearly basis,” Hastings said. “We’re looking for community support on this.” The Law Day Fair will be 10 a.m. to 12:30 p.m. The Kane Center is at 900 S.E. But, there’ll be the next best thing: presentations about the Miranda v. Arizona Supreme Court case. That’s helped a lot of innocent people stay out of jail. The Supreme Court decided that case 50 years ago. In that case, the Supreme Court, in a 5-4 decision, held that inculpatory and exculpatory statements defendants made in police custody were admissible at trial only if they’d been informed of their constitutional protection against making incriminating statements. The decision came after Ernesto Miranda confessed to raping an 18-year-old during police interrogation. The confession was used in court, and his attorney objected. The judge overruled the objection. Miranda was sentenced to 20 to 30 years in state prison. The Supreme Court decision essentially voided Miranda’s trial and conviction. Prosecutors went back with a witness in 1967, and successfully prosecuted Miranda. He was released early and was later stabbed to death. There was no conviction in that case. The Miranda v. Arizona case gave us the familiar words no one wants to hear — except when watching a favorite crime show. “You have the right to remain silent. Anything you say can and will be used against you in a court of law. You have the right to an attorney. If you cannot afford an attorney, one will be provided for you. Do you understand the rights I have just read to you?”

will be wedding announcements and a registry for household items. They’ll adopt and there will be a birth announcement and baby registry for things like diapers and bottles. It’s a longterm way to keep people aware of the needs. This is a community project and our community is coming together to hypo these children. It’s really heartwarming.”

They got in touch with Chris Quinones at Port St. Lucie’s Championship Wrestling Entertainment. “It’ll be the first time in history this has been done,” Quinones said. “When they approached me, I was intrigued and told them I’d love to help them out. I’ve never heard of this before. If I can help out in any way, I think it’ll benefit both of us.” Actually, Florida has a bit of history with political figures and dueling that goes back to the state’s first governor, Andrew Jackson. Before he was the appointed military governor in 1821, Jackson developed a bit of dueling habit. It all started in 1806 when Jackson demanded an honor duel with noted sharpshooter Charles Dickinson. Jackson knew he wasn’t as good an aim as Dickinson and hoped to win with lightning speed. It didn’t work. Dickinson was also faster than Jackson. He shot Jackson in the chest. However, after Dickinson’s shot failed to disable Jackson the rules of dueling demanded that he stand still and await Jackson’s answering shot. That gave Jackson an opportunity to aim carefully. Which he did. Jackson shot Dickinson dead. Jackson later had an anticlimactic pistol duel with Waightstill Avery. The men agreed ahead of time to miss one another. They became lifelong friends after the shoddy shootout. However, Jackson did have a serious fistfight duel with Thomas Hart Benton that was seriously injurious to both. Invictus said there’s another reason he accepted the duel. He thinks too many politicians are emboldened by civility. “There’d be a lot less insults

Being a physical therapist, Nathan has a pretty good idea about what advantages the age spread gives his opponent. “You have to train for it,” Nathan said. “I wouldn’t go in there thinking I’m just going to win. You have to train mentally and physically.” That training, he said, will make him a better Senator when he wins that election. Championship Wrestling Entertainment is part of the Breakthrough Foundation. The foundation works with at-risk youth in St. Lucie County. In addition to tutoring, the sports program helps youths understand the role of nutrition and exercise in their lives, among other things. The match will benefit the foundation.

For generations, children have spent their summers at day and sleepaway camps, trying new activities such as swimming, hiking, and various sports. What many families may not realize is that camp provides children with different opportunities to develop important life skills that are difficult to achieve in any other environment. Below are just a few of the many benefits your children will gain from the summer camp experience: Campers obtain the life skills needed to become successful adults At camp, children gain valuable life skills. In fact, an organization called The Partnership for 21st Century Skills (comprising a group of businesses, education leaders, and policymakers) has found there is a large gap between the knowledge students learn in school and the skills they need to be successful in the 21st century. After extensive research, the organization determined that some of the skills necessary to become successful adults are communication, col-
laboration, creativity, leadership, socialization, and problem solving. All of these areas are fostered in the camp environment. Campers are always communicating with each other, either on the field or in the bunk, learning to work together as a team and as part of the camp community. They also get to be leaders at camp, whether through guiding a firsttime younger camper or managing their camp Olympics team. Campers learn to navigate on their own and solve problems by themselves. They engage in many creative outlets, too. Camp educates the whole child There is more to learning than test taking and achieving good grades. Camp offers one of the most powerful learning environments and can be a place where a child’s social education takes place. It provides children with the opportunity to try new activities. When children succeed at these activities, they build self-esteem. Children also build social skills and problem-solving skills by being part of a supportive com-

The American Academy of Pediatrics (AAP) reports that free and unstructured play is healthy and essential for helping children to reach important social, emotional, and cognitive developmental milestones. It also helps kids manage stress. Traditional summer camps give children plenty of play time, which leads to healthy emotional and social development.
Today’s children spend more than 7.5 hours a day engaged with technology, which often takes the place of vital hands-on activities and socialization opportunities. The majority of summer camps ban most technology, including TV, smartphones, tablets, and personal computers. Taking a break from technology over the summer allows children to communicate face to face. At camp, there’s plenty of time

MARTIN COUNTY — The Martin County Board of County Commissioners is accepting grant applications from Martin County public and private schools to enhance existing driver education programs through April 29. Through the Dori Slosberg Driver Education Safety Act created in 2002, the Martin County Clerk of Court collects an additional $5 with each civil traffic penalty. These funds are distributed to schools through a competitive grant process. Applications are evaluated on the basis of the success of the proposed program and other criteria. MARTIN COUNTY — Many of the summer arts programs in our area focus on the performing arts, but for those who prefer to create with an easel, paints, clay or camera, the Elliott Museum has classes to help youngsters 6-14 find their artistic voices. They have the opportunity to work in studios, with professional quality materials and instructors who are working artists and art instructors. Classes run from 9 a.m.-noon and on the Friday of the class week, there is a reception so students can show off their work. Acrylic Painting and Mixed Media with Danuta Rothschild will give young artists the opportunity to paint creatively in acrylics and add texture and dimension to their work. Styles range from realism to abstract and include collage and mural techniques. The class runs June 6-10 for ages 6-8 and June 13-17 for ages 9-14. Drawing & Painting is a week of creating projects in a variety of media. The class, taught by Jennifer Foglia, runs from June 20-24 and is for ages 8-14.

A child may become known as studious, quiet, etc., when, really, he can be boisterous in another setting. Children who go to day or sleepaway camps meet a whole other group of people in a different environment. Often times, a child will break out of his supposed categorization if given the chance. Children get to reinvent themselves at camp and be who they truly want to be, which helps them to build confidence. Camp promotes independence

PALM CITY — Vine and Barley Palm City is not a bar. It is a rendezvous, an education, an extension to your living room — but it is not a bar. It is the end to a long quest: the proverbial watering hole where “everyone knows your name, and is always glad you came.” And if you live in Palm City, you don’t have to cross a bridge to get to it. While owner Mark Carbone jests that they have their own Norm and Cliff, the bumbling Woody archetype is nowhere to be found. Instead, a highly knowledgeable and enthusiastic staff of five barkeeps (including Carbone and his two sons, Eric and Bryan) will help guide you on a tour of their 100 plus craft brews and 74 wines, upon entering the chic inviting lounge you will soon consider your second home. Whether you’re perched at the bar, reclining in a cozy bucket seat in the back — feet propped on an ottoman — or enjoying a leisurely game of chess while sipping your stout, Vine and Barley Palm City (VBPC) is an establishment that inspires conversation and community. “Almost every day is a beer tasting,” says Carbone, who is excited to have the opportunity to share his love for
beer with his neighbors: “I have about a hundred bottles of beer back home, but I’m probably not going to open any tonight, because one thing about a beer lover is that they love sharing their experience with others.” Austin Carey, a restaurant manager who lives in Palm City and makes VBPC his haunt nearly four nights a week, says, “The convenience brought me out, and the people made me stay. They have the best craft selection and the most knowledgeable customer service. The people who were working here when I first started coming out are still here. “They must be doing something right. For starters, they’re the only bar in town that has four different sour ales.” The 24 draft beers operate on a “musical tap” system, where as soon as one is kicked, an absolutely new one takes its place. Many customers hate to see their favorites go, such as the recently popular Sculpin from Ballastpoint Brewery in San Diego, says Carbone, but he points out that if they had never brought it into rotation in the first place, the fans would never know about it. Sadly, the Six Point Lil’ Raspy I tried, a refreshingly tart elixir that cast a spell on my palate, was so popular, it’s no longer available. On the plus side, I shared in a cosmic moment specific to the

that stores the wine not only does it for customers, but keeps the white varietals chilled, and extends the longevity of all the wines by an air-tight circuit that replaces the bottle’s oxygen buildup with nitrogen. All customers need is a balance card, and they can browse through any of three size pours — a taster, a half-glass and a full glass. Patrons can also sample the beers on tap, ordering anywhere from one 4-oz. taste to a fleet of all 24. Carbone, a former restaurateur from New York, began his love affair with craft beers about 20 years ago, when he became involved with Treasure Coast Brewmasters, a local group that meets monthly to share techniques and drink discoveries. “I always liked better beers instead of watered-down, yellow fizzy swill,” Carbone says, “but it wasn’t until I started tasting Belgian beers, specifically Chimay, that I finally got an idea what beer was supposed to be like. “I began learning to homebrew so that I could make the beer I wanted to drink.” In 2008, the same year that he opened his St. Lucie West location, when there was a palpable dearth of craft beer venues on the Treasure Coast, Carbone and some buddies founded Beer-
works Charitable Foundation, a non-profit organization with a simple mission, to expose the world to craft beers and give back to the community. This November, the organization will be hosting their 8th annual Treasure Coast Beer Fest, where hundreds of vendors and homebrewers will share their craft beers with the public. To date, the festival has raised more than $65,000 for local charities including Treasure Coast Food Bank and American Cancer Society. On May 16, Vine and Barley Palm City celebrates their 4-year anniversary. They will feature 24 brand-new beers for that day alone, some of which have been specifically designed for the occasion by local breweries such as Tequesta Brewery and long-standing collaborators like Bell’s brewery in Kalamazoo, Mich. Come prepared to try a lot of great artisanal drafts, rejoice in the company of Palm City locals, and drink in the familiarity and good cheer that until now you thought only existed in sitcoms. MARTIN COUNTY — StarStruck Academy and Theatre can always be counted on to have exciting summer programs and this year is no exception. There is something for every age and interest. From June 6-26, the focus is Disney’s “Beauty and the Beast.” The program is for those in 3rd12th grades and lasts three weeks, with performances June 23-26. In addition to the workshop, there are additional rehearsals, making it more intensive, but Jennifer Jones, artistic director at StarStruck said that the program is open to all, “Anyone can sign up,” she said. “It’s all- inclusive and all-accepting.” For the younger kid, in kindergarten through 3rd grade, there is Camp CATS. It runs from June 8-29, with a performance on June 29. “We’re taking music from all the shows and music that have cats,” Jones said, “Anywhere a child can envision a cat, the kids come to life. It’s a revue with music from ‘Seussical’ to ‘The Aristocats’ to ‘Lady and the Tramp.’” The Allstars Summer Program 2016 has two sessions and those entering 1st-8th grades can enroll in
both. The first, July 5-15 is “Camp DreamWorks” and the second, July 18-28 is “Camp Disney.” “The sessions are Monday-Friday from 9:30 a.m.-4 p.m.,” Jones said, “We’ve never had an all-day program before. In the first camp, they’ll be taking characters and songs from DreamWorks like ‘Minions,’ ‘Shrek,’ and ‘The Penguins of Madagascar.’” They’ll learn how to act, sing and do chorography and set design. They’ll incorporate all of those facets in front of the stage and behind.” The performance or “Sharing” will take place July 15 Camp Disney will focus on “Frozen,” “The Lion King,” “Finding Nemo” and more. The skills learned will be the same but the choreography will be different. The “Sharing” will take place July 28. Jones noted that additional programs may be added and will be posted on the website. Jones also wanted to dispel the myth that StarStruck is only for those headed to musical theater careers. “One of the things we hear, time and time again, is that StarStruck attracts incredibly talented students,” she said. “We have hundreds of students every semester. Every child comes for different reasons, to learn different things, at different levels of experience or
