the last regular meeting of the County Commission, March 24. Commissioner John Haddox, Palm City, said the report had an important component. “I think that’s one thing that came out of the report is to review the size of (the county’s seven Community Redevelopment areas),” he said in a phone inter-
view after the meeting. Freeman, in a separate interview after the meeting, said the Old Palm City Community Redevelopment Area might see some of its western and northern parts clipped off. The area is nestled along Mapp Road from Rio Vista Way south to All American Boulevard. It goes from the St.

PALM CITY — Edgar Fernandez is an American success story. He brought his wife, Silvia, and four children to the United States from Venezuela in 2000. He was 41 and spoke no English. They settled in Palm City because they had family here. Fernandez began work as an auto detailer for a Ford dealership in Stuart and worked parttime at a gas station. “That was a rough time for us,” his daughter, Maria Garcia, said. “Eventually, he knew $8 an hour was not going to do it for a family of six.” He started Monaco’s Auto Detailing in 2002 from scratch.” Today, the Fernandez family has the auto detailing business and four children who are success stories in their own right. Garcia owns Valencia Insurance in Port St. Lucie. Her brother is a fireman and paramedic in St. Lucie West who hopes to enter the medical field. One sister is a mom who hopes to get a law degree and the third sister works for a chiropractor in Stuart. Now Fernandez has a new rea-

Opportunity released its monthly jobs report, and revised numbers for 2014, on Friday, March 27. St. Lucie came in with a not seasonally adjusted jobless rate at 6.4 percent. In January, it was 6.8. A year ago, the county was at 8.7 percent unemployment. Martin boasted a not seasonally adjusted rate of 5.7 percent in February, compared to 5.5 the month before. The county had a 6.4 percent not seasonally adjusted unemployment rate in February, 2014. Taken together, the counties form the Port St. Lucie Metropolitan Statistical Area, MSA. The MSA had a not seasonally adjusted unemployment rate of 6.1 percent in February, down from 6.3 in January. The MSA had a not seasonally adjusted unemployment rate of 7.9 percent the year before. Of the counties’ about 199,000 workers, close to 187,000 had work in February. For the about 13,000 who don’t, the Martin County Career & Job Fair will be on April 22 at Indian RiverSide Park, 1691 Shearwater Drive, Jensen Beach. The job fair is sponsored by the Vietnam Veterans of America’s Stuart chapter, 1041, the Business Development Board of Martin County and CareerSource Research Coast. It’ll emphasize manufacturing jobs. About 100 have been added to the area in the last 12 months, about 1.75 percent of the 5,700 jobs the Port St. Lucie MSA has gained this year. The fair will be 9 a.m. to 2 p.m. Military veterans will get in an hour before others. Additionally, employers that have veterans hiring preferences will have American flags on their tables. Before anyone gets into the room to talk to employers, they’ll have to go through an orientation. That orientation includes members of the Palm City Action Team looking over resumes and creating new ones with job seekers if needed. Tom Lytle is the team’s coordinator. He said many veterans need a helping hand turning their military records into legible resumes. Many members of the
action team are veterans who also have experience in human resources. “(We look at) what are the soft skills and hard skills they have and translating that to a language that would mean something to an employer,” he said. “Part of that is getting rid of the (military) jargon that’s meaningless to employers.” The Palm City Action Team is a function of the Palm City Presbyterian Church’s men’s group. It’s helped with the Martin County Job Fair since it started in 2013. Team members noticed that many of the job seekers they were helping were women. “I said, ‘We’ve got to get some women on our team,’” Lytle said. So they did. “Our group has got nicely (diversified).” Odaly Victorio, communications coordinator at CareerSource Research Coast, said the job fair is “regional,” and is being promoted in Indian River and Okeechobee counties, as well as St. Lucie and Martin. The unemployment rate is calculated using a variety of methods. Among them are telephone interviews with workers, those who are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs. The Bureau of Labor Statistics reports that the national labor participation rate — the percentage of those able to work, or seek jobs, that do, edged downward over the year from 63 percent seasonally adjusted to 62.8 percent. Participation rates are affected by a variety of factors that can be seen as positives and negatives. The Fernandez game has a lot of flexibility. “You can have up to four people play,” Garcia said. “You can have one. If someone has to leave, the game still continues and someone else can join. It’s not about who wins, but about getting it accomplished.” Fernandez has applied for a patent and hopes to interest people in manufacturing and marketing the game. The ad for the game says it is about thinking outside the box. His family’s story is not unlike his game. It’s not about winning, but getting it accomplished.

TREASURE COAST — Sheriffs usually shy from saying much of anything about any issue that’s become political. All Aboard Florida has definitely become political. “In this case, public safety trumps any concerns I may have about politics,” Martin County Sheriff William Snyder said. Last month, sheriffs Ken Mascara, St. Lucie, Deryl Lore, Indian River, and Snyder sent a joint letter to All Aboard Florida expressing concerns about response times if the proposed high-speed passenger rail cuts through the Treasure Coast as planned. “Our jurisdictions have significant populated areas bifurcated by railroad tracks,” the letter reads. “This presents a real-time dilemma. If rail traffic significantly increases, passing trains can and will prevent emergency first responders from expeditiously reaching point of need.” About a week later, Michael Reininger, president of AAF, responded in a letter back. Don’t worry about it, was his answer. “With an improved rail infrastructure, no first responder or emergency personnel will be delayed at a grade crossing any longer than they would be at a typical traffic light,” he wrote. “All 32 of All Aboard Florida’s planned train crossings will clear a grade crossing in less than 60 seconds — or less than two minutes of total crossing-closure time an hour for the hours our service will operate.” Snyder said that’s hogwash. “A red light, my deputies can get around that with lights and sirens,” he said. “They can’t do that with a train.” All Aboard Florida is projecting to run 32 trains a day between Miami and Orlando, from 6 a.m. to 9 p.m. The company plans on starting limited service between West Palm Beach and Miami by next year. In a previous interview Reininger told Your Voice
News & Views that All Aboard Florida will reach Orlando not long after. “Depending on the actual date of the conclusion of the environment process, by 2017 we’ll get all the way into the Orlando International Airport,” he said. However, Treasure Coast governments aim to derail that plan. On Feb. 17, the Martin County Commission created a $1.4 million fund to combat the proposed passenger rail. On the same day, Indian River County’s commission voted to put $2.7 over two years into an ante for combating All Aboard Florida. While St. Lucie hasn’t created a specific fund to derail the train, it’s been heavily involved in numerous actions to challenge it. Florida Not Aboard — one of the most visible opposition groups — plans on asking St. Lucie to create a dedicated fund during public comment at a meeting that’ll occur before publication. Commissioner Tod Mowery said he’ll consider the requests carefully. “For our county, we may or may not go in that direction,” he said. “In terms of legally fighting it, we’re already there.” Snyder, who authored the joint sheriffs’ letter, said he has only one concern about All Aboard Florida — roads and train tracks intersect and that stops emergency vehicles. “I can’t go around it, I can’t go over it,” he said. “It stops my cars.” Martin’s top cop hopes that AAF will consider a request many opponents have made — to move its proposed route to tracks owned by CSX Transportation. Those tracks run westward through Okeechobee toward Winter Haven. “I would much prefer the trains out there. It takes pressure off my heavily populated areas,” Snyder said. However, the company has emphatically said it won’t consider moving the route from tracks owned by Florida East Coast Industries, All Aboard Florida’s parent company.

PALM CITY — The County Commission gave a reluctant nod for staff to apply for a grant to build a dock people with disabilities can use to launch kayaks and sculls at Charlie Leighton Park. “It’s the right thing to do to open that particular scope of services to everyone in the community,” Commissioner John Haddox, Palm City, said at the meeting. He added “I know (the Old Palm City Neighborhood Advisory Committee) strongly supports this, as do I.”
Other commissioners cited concerns about the county’s contributions to building the proposed accessible boat launch. The project will cost about $130,000 “There really are no bad projects, just bad priorities,” Commissioner Anne Scott, Hobe Sound, said. Kevin Freeman, community redevelopment director, said commissioner’s approval to seek the Florida Inland Navigation District Waterways Assistance Program grant — up to $60,000 — doesn’t mean the commission has approved building the dock. “They’ll allow us to apply for the grant, but if we receive the grant

boundary goes,” Freeman said. He added, “We’ve talked to some property owners (along Martin Highway) and actually the CRA regulations are hindering them.” The primary goal of Palm City’s 30-year CRA was construction of the Mapp Road Town Center Design, which was first crafted in 2003, to give the road a small downtown feel. The design has undergone numerous changes. Freeman said it makes less sense to have Martin Highway included in the CRA than it did before. Construction of the Veterans Memorial Bridge has the state widening Martin Highway from Mapp to the Ronald Reagan Turnpike. That roadwork, Freeman said, accomplishes previous goals for including the roadway in the CRA. “I’ve got five CRAs that really, in my mind, are too expensive,” Freeman said. “They have areas we’ll never touch and those areas are doing OK. They don’t need CRA intervention.” The Florida Legislature created community redevelopment areas with the Community Redevelopment Act in 1969. CRAs are special zones that keep some property-tax dollars to fund projects to spur economic development for eliminating blight. In a CRA, county taxes paid on property values higher than what they were the base year — when the area was established — stay in that district for economic development and blight elimination. It’s called Tax Increment Financing, or TIF. In Martin, the amount of that money CRAs retain for projects is between 50 and 95
percent. The commission annually decides the rate. This year the rate is 75 percent. The taxable value of included properties in Palm City’s CRA’s base year, 2002, was about $93.6 million. Today, it’s about $125 million. According to the annual report, the County Commission acting as the Community Redevelopment Agency has about $1.4 million available to do projects in the Old Palm City CRA. The commission takes recommendations from the Old Palm City Neighborhood Advisory Committee, which will have its next meeting on Monday, April 27. That meeting will be at 6 p.m. at the Palm City Community Center, 2701 S.W. Cornell Ave. At its last regular meeting, Feb. 23, the committee unanimously approved recommending to the commission a largely scaledback initial work plan for Mapp Road with an aim to continue it in modules as funding becomes available. What the committee approved, for now, is adding bike lanes and sidewalks on both sides of Mapp from Martin Highway to Martin Downs Boulevard, along with making improvements to the swales. The initial work, if approved by the commission, could start later this year. It would nearly drain the CRA’s $1.4 million reserve. Haddox said he’s looking forward to supporting the plan when it comes to the commission. He said CRA work on Mapp has been too long delayed. “We’re in the middle of a process, a process that’s dragging on a long time,” Haddox said. Additionally, the Old Palm City CRA aims to make improvements to Charlie Leighton Park.

In an interview after the meeting, Haddox said other commissioners’ comments about the value of the proposed accessible kayak launch troubled him. “There were some comments like, ‘Why would we spend money on that?’” Haddox said. “Well, it’s
in the CRA and it’s CRA money.” Haddox, a Navy veteran, said that there are many people with more or less apparent disabilities living on the Treasure Coast, and some are related to service-connected conditions and injuries. “This one launch would be one that would make more people physically able to use (the St. Lucie River South Fork),” he said. “To me it’s an important project.” Another reason, Haddox said, is economic development. “I think that launch will bring additional people through Palm City that will spend money in Palm City,” Haddox said. Haddox said economic development aside, there’s the most important reason to approve construction of the proposed dock. “The human aspect to me is so significant that I think we should go for it,” he said.

now than this commission majority’s strangling of our local economy. Martin County residents, I hope you are paying attention. You will be impacted by the actions of our county commission majority. If your livelihood is not impacted already, your taxes will be rising soon. If you want Boy Scout facilities, more basketball courts, or baseball fields for your children to play on, you will not get them if this resistance to any development continues. Do you want better infrastructure, roads, drainage? Sorry, we have a $258 million backlog. Get in line. I hope you are getting accustomed to the deplorable condition of our river and waterways. That won’t be changing anytime soon because egos at all levels have gotten in the way of finding solutions. Our valuable tax dollars are flying out of the county building at an alarming rate, paying for lawsuits for our leader’s bad decisions. Our citrus industry is dead. Our small farmers and
ranchers are being squeezed out by bad decisions and poor longterm planning. Along with that goes a part of our heritage in Martin County. Meanwhile, Commissioner Scott in a meeting last year is comparing Martin County to a “Gucci” store stating only certain people should be able to shop here. It certainly seems like some of our commissioners are trying to make it that way. I humbly disagree. It is a sad day in Martin County indeed. Either we can choose to pay attention as residents or look forward to many more sad days to come as what we all know and love in Martin County slowly disappears. What can you do? COPD may be a complicated acronym — Chronic Obstructive Pulmonary Disease — but its definition is simple: it’s a disease that makes it hard to breathe. It is almost always caused by damage to the lungs that developed over many years, virtually always from smoking. Often, COPD is a mix of chronic bronchitis and emphysema that worsens over time. Once your lungs have been damaged, there is no way to reverse what has occurred. However, there are ways to prevent more damage and improve how you feel.

The best way to keep COPD from starting or getting worse is to not smoke. Even if you’ve smoked for years, quitting will slow down additional damage to your lungs. Remain as active as possible. Avoid bad air and irritants such as secondhand smoke, air pollution, chemical fumes and dust. Get vaccines — especially flu vaccines. If you have COPD, you should be getting an annual flu shot. Pneumonia and pertussis (whooping cough) vaccines are also important preventive measures.

MARTIN COUNTY — Singer JessLee has roots deep in the area. Her grandparents, Sal and Roger Rossi, live in Palm City. They spent their entire professional lives as working musicians and the young aspiring singer often went to hear them perform. Now JessLee, a graduate of Martin County High School and an “American Idol” aspirant, is about to release her album, “Just a Kiss.” The performer will give a concert April 17 at StarStruck Academy Theatre to coincide with the release. JessLee, 23, spoke recently about taking her career to a new level. “‘Just a Kiss’ is really, really cool,” she said. “It’s all original songs about my life, experiences and feelings. The songs are my babies.” The album has five songs and is considered an “EP” or Extended Play album, having too many songs for a single but not enough for a full album. The launch party at StarStruck will be the first time she has performed it publicly in its entirety. She will also sing a sixth song, not on the album, but the evening is about more than the release. “It’s not only a concert,” she

said. “It’s a party. My studio band enjoyed making the album and they’ll be flying down from Tennessee. It’s a show, but it’s also a party, a big celebration for the release.” JessLee will not be resting on her laurels. The next day, she goes to Boca Raton for the Florida Earth Festival. She and the band will perform songs from “Just a Kiss,” as well as other songs. She is particularly excited about this festival because it emphasizes the environment, a cause close to her heart. The artist describes her work as country rock. “It’s a fusion of country, country rock and country pop,” she said. “It’s mostly country with a lot of rock. There are crossover songs.” The performer was disappointed that her attempts to get on “American Idol” when she was 16 and 21 did not end with her advancing to the finals, but the experience has only persuaded her to push harder to follow her dreams. “I’m 100 percent hoping to get airtime (for the album,”) she said. “Long term, I want to make it to the top of the country charts. I’d love it to be one of my songs and I’d love to do well as a singer/ songwriter.” While music is her passion, JessLee is also a fitness enthusi-

TREASURE COAST — Every stage production begins with auditions, and the Maltz Jupiter Theatre is encouraging local professional performers to try out. The first of the Theatre’s auditions for the shows in its 2015/16 season, “Another Op’nin’, Another Show,” will take place in Jupiter on Wednesday, April 15, with auditions for all of the shows: “Agatha Christie: The Mousetrap” (Oct. 25 – Nov. 8), “Billy Elliot The Musical” (Dec. 1–20), “The Will Rogers Follies” (Jan. 12–31), “Frost/Nixon” (Feb. 7–21) and “Kiss Me, Kate” (March 8 – 27). Performers auditioning for the season’s dramas should be ready to read passages from the script. Performers auditioning for the musicals should come prepared with two brief contrasting musical theatre songs (up-tempo and ballad) and a one-minute monologue, and are asked to bring sheet music; an accompanist will be provided. Those auditioning should bring a headshot and résumé. Other upcoming auditions in Jupiter include auditions specifically for the two dramas (“The Mousetrap” and “Frost/Nixon”) on Monday, April 20, as well as auditions specifically for the three musicals (“Billy Elliot The Musical,” “The Will Rogers Follies,” and “Kiss Me, Kate”) on Tuesday, April 21, and Wednesday, April 22. As the largest regional theatre in Florida, the theatre is one of the area’s top employers of both onstage and backstage talent, including directors, choreographers, designers, musicians, performers and stage crew. To cast its professional shows, the Theatre draws from both local and national talent. Of 90 stage roles needed during the 2014/15

However, the theatre’s leaders always give strong consideration to local performers due to their desire to support local talent. There are also financial incentives to hiring locally, since the theatre is required to offer housing to any union performer outside a 50-mile radius. All directors are present at callbacks. The theatre is also a member of the Florida Professional Theatres Association, which holds statewide auditions every summer — this year in Vero Beach on May 17 and 18. Blavatnik attends each year. What is so special about this new Feast of Divine Mercy you might be asking yourself? It is the promise of the total forgiveness of all sins and punishment for any soul that would go to Confession and then receive Jesus in Holy Communion on that very special Feast of Divine Mercy!
Why would Jesus offer us something so great at this time? Jesus told St. Faustina that she was to prepare the world for His Second Coming and that He would be pouring out His Mercy in very great abundance before He comes again as the Just Judge and as the very last hope of salvation. If you have been away from the practice of your Catholic faith, and if you would like to come back into the, one, true Catholic Church, then this is the most perfect opportunity for you, if you are prepared to repent and turn from sin. If you have been away
from the Catholic faith and if you have any questions about coming back home, then come in and talk to a priest at any Catholic Church. The beauty of the Catholic Church is that its teachings and practices are the same at all the parishes. You may have concerns, such as: marriage outside of the Church; un-confessed abortions; or other issues that could be preventing you from receiving Holy Communion or you may have questions about the Sacrament of Reconciliation. Don’t remain in doubt. Call your local parish office to find out the necessary steps to come back to the Catholic faith. Don’t consider yourself as without hope. Our Lord Jesus wants to pardon completely even the worst sinners possible. Remember, Jesus has come for sinners, not the righteous. Jesus said that even if our sins were as numerous as the grains of sand, they would be lost in His Ocean of Mercy. If you are truly repentant of your sins and are well prepared to confess your sins in the Sacrament of Confession, you’ll experience a tremendous peace. You’ll experience a great weight lifted from you and get a brand new start in life! Once you have confessed your sins in the Sacrament of Reconciliation, then you must continue to practice your faith as a good Catholic. This involves attending Mass every Sunday and on Holy Days of Obligation, supporting your local parish, and confessing your serious sins at least once a year. In Confession, you must be truly sorry for your sins and you must intend to continue to practice your faith.
Jesus is in the Confessional
One of the most reassuring things Our Lord Jesus revealed to us through Saint Faustina includes the several times when He indicated to her that He is really there in the Confessional when we are making our individual Confessions to the priests. Jesus said that every time we enter the Confessional, that He Himself is there waiting for us, and that He is only hidden by the priest. Jesus said never to analyze what sort of a priest that He is making use of, but for us to reveal our souls to Him and that He will fill us with His peace and light.
Jesus said that the greater the sinner, the greater the right they have to His mercy! Don’t continue to carry your sins, Jesus forgives!

Some have wondered why Jesus would want us to confess our sins to a priest, but the answer is in the very first instruction that Jesus gave to His Apostles directly after His Resurrection from the dead. On the evening of the Resurrection, Jesus walked through the door of the Cenacle where the Apostles were hiding and said to them “Receive the Holy Spirit, what sins you forgive are forgiven them, what sins you retain are retained”. This was the beginning Confession. For sure, that command was not only for the Apostles to be able to forgive sins, and then to be forgotten, but for that power to be passed on to all the ordained priests of today in the Catholic Church.
and to receive the forgiveness of all sins and punishment, you must go to Confession to a Catholic priest within 20 days before or after Divine Mercy Sunday. Or if you are in the state of very serious or mortal sin, you must always confess them before receiving Jesus in Holy Communion, or you will also commit a sacrilege, which is also a very serious sin. If you haven’t been going to Sunday Mass without any good reason, you may be in a state of serious
sin and you must confess before receiving Jesus in Holy Communion.
