PALM CITY — The Martin County Commission took Mapp Road off the map. At its April 21 regular meeting, the commission nixed a proposed $1.4 million Community Redevelopment Area project to resurface the road and improve swales, along with adding bike lanes and sidewalks, from the county’s fiveyear capital improvement plan. Had the project been approved, work could have started later this year. Old Palm City Community Redevelopment Area funds would have paid for the roadwork. Instead, the commission directed Kevin Freeman, community redevelopment director, to go back to the Old Palm City Neighborhood Advisory Committee, which unanimously recommended the road project, and start work with planning septic-to-sewer conversion in the residential area east of Mapp between Martin Downs and All American boulevards. “The (Neighborhood Advisory

In October of 2014, Soroptimist International of Stuart hosted a fundraiser for Shared Hope International, an organization that fights sex trafficking worldwide and which has a major presence in Nepal. Four young Nepalese who had been rescued from lives in the horrific trade appeared at that event. PALM CITY — Christian Birkett credits his mother, Christine, with inspiring his love for fantasy and graphic design. “She introduced my brother and me to a lot of fiction as a kid,” he said. “She read Tolkien and C.S. Lewis. The fantasy aspect took with me more than my brother. I’m the nerdy one and I drew a lot. My imagination seems like an entire separate entity from my mind. I had to get it out somehow, so I just kept drawing.” That imagination helped make Birkett, a digital media student at Indian River State College, one of two Martin County winners of Addy Awards. The awards for creativity and design are awarded by the American Advertising Federation and National Ad 2. Valerie Bullington of Stuart was the other Martin County winner.
Birkett was awarded a Gold Addy in the Single Poster category for his redesign of the cover of Mary Shelley’s “Frankenstein.” “My teacher, Walter Hines, brought us the assignment,” Birkett said. “It was to re-design a book cover. I begged him to do “Dracula’ or Frankenstein.” They’re two works I adore. I love the books and I was so very excited.” The idea for his design came from an unusual place. “It came from something I’d been thinking about for a long time,” Birkett said. “The character of Frankenstein struck me as stained glass, a beautiful creation stitched together from pieces. I saw the same concept in stained glass and my imagination put together the parts. I drew some concept sketches, threw it on the computer and there it was. It took awhile to get the details, like the mouth. I enjoyed the result. It was what I’d gone for. Franken-

“I think it’s an absolute slap in the fact of the (NAC),” member Tom Plymale said. He added, “I bet they just threw away $1.2 million in planning.” Plymale said he’s been a part of planning a Mapp Road project since about 2000. At its April 21 regular meeting, the commission nixed from the county’s five-year capital improvement plan the committee’s proposed $1.4 million Community Redevelopment Area project to resurface Mapp Road and improve drainage, along with adding bike lanes and sidewalks. Had the project been approved, work could have started later this year. Old Palm City Community Redevelopment Area funds would have paid for the roadwork. In a CRA, county taxes paid on property values higher than what they were the base year — when the area was established — stay in that district for economic development and blight elimination. It’s called Tax Increment Financing, TIF. The Old Palm City CRA was created in 2003, with 2002 serving as the base year. The CRA has about $1.4 million in its TIF account. The proposed work formed the basis for a modular approach to improving the roadway’s drainage and aesthetics. In a 3-2 vote, the commission opted to nix the Mapp Road project, and discussed using the CRA’s funds for an as-yet non-existent septic to sewer plan.
Kevin Freeman, the community redevelopment director, said that the Old Palm City CRA’s money could revert to the county’s general fund, because of the removal of Mapp from the capital improvement plan. “If there’s no project to allocate it to, it goes back to the general fund,” he said. Freeman added, “You have TIF, but nothing to spend it on.” In an interview before the NAC meeting, Smith said the commissioners who voted to remove Mapp from the capital improvement plan were ignoring the majority will of Palm City. “It was our No. 1 priority to get that road done,” he said. “The philosophy was if we get that road done, (businesses) will come.” He said additional tax revenue from economic development on Mapp Road would likely have done much more to extend sewer service into its surrounding neighborhoods than the CRA’s $1.4 million can without the roadwork. Mapp already has sewer available. “It would build our incremental tax base and it would increase our money to put sewers down side roads,” Smith said. “That was the theory behind doing Mapp Road first.” At the meeting, Playman picked up Landrum’s question. “I couldn’t agree more,” he said. “Why are we here? The Board of County Commissioners doesn’t care about (Palm City).”

County An open letter, re: AAF commission scoffs Palm City’s priorities Bill Spivey Executive Director Florida Development Finance Corp 800 N Magnolia Avenue Suite 1100 Orlando, Florida 32803 RE: All Aboard Florida’s request for $1.75 billion private activity bonds Mr. Spivey, As a banker and investor for over 40 years, I certainly understand the challenges and requirements of making sound economic and credit decisions. I don’t envy your politically sensitive policy decision and the complex economic and credit analysis faced by FDFC. Policy question: Does the AAF request even fit FDFC’s mission to finance projects that “diversify Florida’s economy and create better-paying jobs for its citizens”? From a credit perspective, even a financial conduit such as FDFC wants to avoid facilitating a failed FDFC-approved bond issue. As you know, sound economic and credit decisions require a complete understanding of the borrower’s business plan and the ability to repay. Question: Would an untested
AAF actually be the first and only private USA passenger rail service to operate profitably and be able to repay $1.75 billion of FDFC private activity bonds, plus the other financing required by AAF to operate? Unfortunately, accurate analysis is difficult as AAF has not been forthcoming with candid disclosure and has not submitted for independent analysis essential revenue and cost elements of their business plan to the Federal Railroad Administration [FRA], U.S. Coast Guard [USCG] or to the Florida communities that would be impacted by FEC’s increase in both freight and passenger rail traffic. Question: Even if AAF were profitable, would AAF passenger train traffic be a net positive benefit for the citizens of Florida [FDFC mission] along the FEC route? FEC’s proposed five-fold increase in total rail traffic [illustrate below] would occur on FEC tracks that cross numerous high traffic streets in urban areas and would require closing three navigable waterways for extended periods as trains transit these waterways.

Palm City, you got your priorities all wrong, then and now. Fortunately, commissioners Sarah Heard, Ed Fielding and Anne Scott are here to get you back to some sense. You thought you wanted improvements on Mapp Road to give it a chance to have a pedestrian-friendly downtown feel that would entice businesses to build attractive storefronts where there are available commercial parcels, or make substantial improvements on existing buildings, and pay more tax dollars. What you needed was sewer service in the heavily developed Old Palm City residential neighborhoods sometime out in some unspecified future somewhere. I’ve been in the news business for 21 years and thought I was past being startled, but the Martin County Commission managed to startle me. More specifically, Heard, of Port Salerno, startled me. At the commission’s capital improvement plan meeting on Tuesday, April 21, Kevin Freeman, the county’s community redevelopment director, presented a proposed Mapp Road project that developed from community discussions, Neighborhood Advisory Committee meetings — and charrettes — going back probably to the 1990s, if not earlier. If the commission had OK’d the plan, long-wanted work on Mapp could have started later this year. Enter Heard, Port Salerno, who said in no uncertain terms that Palm City got its priorities wrong. “The (Old Palm City Neighborhood Advisory Committee) could have prioritized extending sewer and water with these (community redevelopment funds), but chose not to,” Heard said as she led a charge to nix the proposed $1.4 million Mapp Road improvements project that would have been between Martin Highway and Martin Downs Boulevard. I had to go back and listen to the recording of the meeting to make sure I heard right. Translation: “The community should have been talking about septic to sewer instead of wasting time on Mapp.”
Patrick McCallister Frankly, I don’t recall ever, ever, seeing an elected body so brazenly snubbing a community’s input, let alone an elected official essentially scoffing a community’s sense of priorities. Normally this would be political suicide, but I suspect it’s not in Martin County. The commission, after the 3-2 vote that essentially killed the Mapp Road project, directed Freeman to go back to the Palm City advisory committee and help them get to work extending sewer into neighborhoods. With what? $1.4 million? Uh, OK. John Polly, director of utilities at the county, told me that it’ll cost about $13.5 million just to lay the lines for sewers in Old Palm City. Just to lay the lines. Getting the houses hooked up to them and decommissioning septic tanks, he told me, is going to be far more. By the way, Mapp Road already has water and sewer service businesses can connect to. Besides the impractically of thinking $1.4 million will do much in any septic-to-sewer program, the commission’s three-member majority bloc demonstrated they don’t really care what the Neighborhood Advisory Committee thinks anyhow. Why should any of the committee’s members think the commission is going to start caring what they think about a septic-to-sewer program? The money for the proposed

LETTER from page 7 The information provided to date by FEC/AAF is clearly designed to misrepresent the negative impact the proposed five-fold increase in combined rail traffic would have on public safety, auto traffic, marine traffic, marine industry employment, housing values and other additional costs incurred by local communities. For example: AAF’s October 2012 application to the FRA falsely claimed [below] that the projected addition of 32 AAF trains per day would have no impact on navigation on the New River in Fort Lauderdale. AAF: “Therefore, none of the alternatives considered within this EA, including the No-Build Alternative and the Preferred Build Project Alternative, would impact navigation.”
After public criticism, FEC was required to submit a Navigation Discipline Report [NDR] to the U.S. Coast Guard. As indicated on the table below, the NDR submitted by FEC now indicates that even after mitigation these waterways could be closed up to 56 minutes per daylight hour. Closing the waterways has a significant negative impact on navigation!

MARTIN COUNTY — It took three votes on the County Commission to indefinitely nix the proposed Old Palm City Community Redevelopment Area’s Mapp Road work that could have started later this year. But at the April 21 regular meeting, Sarah Heard, Port Salerno, was by far the most
vocal opponent. While commissioners must live in the districts they represent, they’re elected countywide. Your Voice News & Views spoke with Heard by phone, so she could explain her vote to indefinitely delay proposed roadwork on Mapp that’s been planned for more than 12 years, and is popular around Palm City. While two other commissioners — Ed Fielding, Stuart, and Anne Scott, Hobe Sound — also voted Mapp Road
off the five-year capital improvement plan, Heard was the most vociferous critic of the proposed project, and strongly advocated to allocate the Community Redevelopment Area’s $1.4 million to an as yet non-existent septic to sewer program. The Florida Legislature created community redevelopment areas with the Community Redevelopment Act in 1969. CRAs are special zones that keep some property-tax dollars to fund projects to
spur economic development for eliminating blight. In theory, this increases property values and tax collections. In a CRA, county taxes paid on property values higher than what they were the base year — when the area was established — stay in that district for economic development and blight elimination. In an interview after the meeting, Chuck Smith, chairman of the advisory committee, lamented the commission’s 3-2 vote to remove Mapp from the capital improvement plan. “It’s a shame,” Smith said. “It’s an absolute shame. We worked very hard to get to (recommending a Mapp project to the commission).” Smith said Mapp Road improvements would have generated property-value increases that could go further in helping the county to convert Old Palm City to sewer than the $1.4 million that’d been spent on the roadwork. “It would build our incremental tax base and it would increase our money to put sewers down side roads,” he said. “That was the theory behind doing Mapp Road first.” The Florida Legislature created community redevelopment areas with the Community Redevelopment Act of 1969. CRAs are special zones that keep some property-tax dollars to fund projects to spur economic development for eliminating blight. In theory, this increases property values and tax collections. In a CRA, county taxes paid on property values higher than what they were the base year — when the area was established — stay in that district for economic development and blight elimination. It’s called Tax Increment Financing, or TIF. The Old Palm City CRA was created in 2003, with 2002 serving as the base year. According to emails sent to Your Voice News & Views, residents are attempting to organize a large turnout at an April 28 meeting — at which the commission will be acting as the Community Redevelopment Agency — to get Mapp and Bridge roads, Hobe Sound Community Redevelopment Area projects, back on the capital improvement plan. That meeting will happen between press time and publication. Commissioner John Haddox, Palm City, joined Doug Smith, Jensen Beach, in voting for the failed Mapp Road project. Smith the commissioner is not related to Smith the advisory committee member. In an interview after the meeting, Haddox questioned whether shifting CRA funding away from roadwork to septic-to-sewer conversion is justifiable under the Community Redevelopment Area Plan the commission adopted in 2003. He said commissioners who voted against the Mapp Road

project were acting tone deaf to the community. “The Palm City Neighborhood Advisory Committee formed a plan that has existed it for 12 years,” he said. “Now the (County Commission) has reconfigured it to be the board’s plan, not the neighborhood’s plan.” Commissioners Anne Scott, Hobe Sound, and Ed Fielding, Stuart, joined Heard in striking the proposed Mapp project from the capital improvement plan. This doesn’t forever kill any Mapp Road projects, but makes their future uncertain. Haddox said the commission is proposing to take money from an established roadwork and streetscape plan and put it toward a septic-to-sewer plan that doesn’t yet exist. “Without neighborhood involvement or recommendation,” Haddox said. In an interview after the meeting, Heard said she can’t and won’t speak for Scott or Fielding, but defended her vote. “The purpose of a CRA is to encourage redevelopment,” she said. “One way we can encourage redevelopment is to convert septic to sewer.” The ability to connect to sewer already exists along Mapp Road between Martin Highway and Martin Downs Boulevard, John Polley, director of utilities, said. He said there are about 1,078 residential parcels east of Mapp between Martin Downs and All American boulevards that don’t have sewer available. Additionally, 629 don’t have water service available. He said the department is working to create a septic-to-sewer plan for 24 areas in the county, including Palm City. The commission would have to review and approve any septic-to-sewer plan the staff recommends. Polley said getting sewer service to Old Palm City’s residential areas will cost about $13.5 million. He said it’ll likely cost much more for residents to hook up to it and de-commission septic tanks properly. It’ll cost about $3.3 million to make water available to those who don’t have it in Old Palm City, along with the cost of residents hooking up. Heard said that when sewer and water is available in all the residential sections, Old Palm City will see increased economic activity. She said when housing developers see the CRA and county investing in the infrastructure, they’ll want to build in the older section of Palm City. “If the purpose of a CRA is redevelopment, then that’s the investment we need to make to get developers to move in,” she said. Heard was unable to cite locations of eyesore vacant lots or

Advisory committee chairman Smith said what few blighted areas exist are being sold without septic to sewer. “They’re taking the old houses that are cracker boxes and tearing them down and rebuilding,” he said. “There’s new money and new blood all over the place in Old Palm City.” Haddox said that the septic-tosewer plan, while needed to curb pollution of the St. Lucie River, simply holds no promise for economic development, the purpose of a CRA. “I don’t see a lot of opportunities for additional residential development in the Old Palm City CRA,” he said. “There’s not significant opportunity for residential development in the CRA. The potential is for commercial development on Mapp Road.” However, Haddox said that extensive commercial development and redevelopment is unlikely until Mapp starts getting a makeover. In some counties and cities, commissions and councils act at the community redevelopment agencies; in others they’re separate boards. The commission disbanded the Community Redevelopment Agency — and its neighborhood advisory committees — and assumed its role shortly after all the current members were seated in 2012. A little more than a year later, the commission voted to form new neighborhood advisory committees. The neighborhood advisory committees, which take public comment, evaluate and suggest project priorities and proposals. The commission acting as the Community Redevelopment Agency must approve them. The Old Palm City CRA has about $1.4 million available, the amount that was slated for the initial Mapp Road makeover. The taxable value of included properties in Palm City’s CRA’s base year, 2002, was about $93.6

million. The primary goal of Palm City’s 30-year CRA was construction of the Mapp Road Town Center Design, which was first crafted in 2003, to give the road a small-downtown feel. The design has undergone numerous changes. The design and redesign work has cost about $1 million. Palm City resident Michael DiTerlizzi, who’s now a school board member, was the District 5 commissioner when the Old Palm City CRA was formed. He said there was — and remains — much public demand for turning the commercial section of Mapp, between Martin Downs and Martin Highway, into a downtown-like, pedestrian-friendly shopping and dining area. He said that idea arose and has been loudly repeated through numerous charrettes. “The whole idea of creating a downtown was spurring growth,” he said in a phone interview. “The CRAs were crated because of blight. People were not investing money in Old Palm City. There were a lot of general problems in the area. We created the CRA to spur investment in Old Palm City. All that investment hinged on the creation of the downtown corridor. Now (the county commission is) saying it’s not going to happen.” DeTerlizzi, is a frequent critic of what many dub the “commission majority,” Heard, Scott and Fielding. The three have strengthened the Martin County Comprehensive Growth Management Plan, most often with Haddox’s votes. The three often vote en bloc on other issues as well. Critics decry them as “no-growthers,” people opposed to any commercial or new residential development. DiTerlizzi, who owns property on Mapp Road, is among them. “The people, they designed Mapp Road,” he said. “We’re almost 15 years into this and now they’ve stuck a knife in the heart of Old Palm City. This whole thing stinks of not listening to the community, but having their own personal agenda.”

road project would have come from the Old Palm City Community Redevelopment Area’s Tax Increment Financing fund, which is about $1.4 million. In a CRA, some county taxes paid on property values higher than what they were in a base year — when the area was established — stay in that district for economic development and blight elimination. It’s called Tax Increment Financing, TIF. The Old Palm City CRA was formed in 2003. In other words, Old Palm City would have been footing the bill for the Mapp project with a split of its property taxes with the aim of spurring economic activity. I was at the Old Palm City Neighborhood Advisory Committee meetings since they resumed in February last year. I saw Commissioner John Haddox, Palm City, at several meetings listening to the public comments. He enthusiastically voted for the Mapp Road project, as did Doug Smith, Jensen Beach. I never saw Heard, Fielding or Scott at any of those meetings. Palm City folks talked at them about getting work done on Mapp Road. Then they talked about improving Mapp Road. And finally they talked about Mapp Road. Extending sewer service into Old Palm City neighborhoods — well, that just didn’t come up. But it came up at the commission meeting as the core reason to nix the Mapp Road project that the community generally wanted. Yes, there were a handful of sometimes noisy detractors to the proposed road work — there always are. But it’s pretty safe to say that getting those Mapp Road improvements going is very popular around Palm City. It’s true that the about 1,100 homes in the Palm
City CRA need to get sewer service to get rid of septic tanks that are contributing to the fouling of the St. Lucie and Indian rivers. But getting that done is not central to economic development or blight elimination, the reason for the CRA’s outlined 30-year period of existence. There simply aren’t that many eyesore vacant lots — or dilapidated homes to tear down and replace with new ones — in Old Palm City to see a housing boom spurred by new sewer service. Indeed, the construction of new homes is generally hated in Old Palm City. Many complain about new residential construction to the Neighborhood Advisory Committee at its meetings. In a conversation after the vote, Heard told me that she believes septic to sewer on the residential streets will spur new construction and economic activity in Old Palm City, but offered no evidence for the claim. I asked her where the eyesore vacant lots and dilapidated homes to replace are to see a surge of economic activity. All over the place in Old Palm City, she answered, but didn’t tell me where. Mapp Road, however, forms the backbone of the Old Palm City Community Redevelopment Area Plan. Getting the project done was the top priority for creating the CRA back in 2003. For all practical purposes, the commission narrowly voted to revise the 12-year-old community redevelopment plan, indefinitely delaying the Mapp Road Town Center Design project and making a non-existent septic-to-sewer plan without public hearings, without public input, the CRA’s top priority without explaining how it’ll meet its purpose to spur economic activity in Old Palm City. Heard’s reasons rested largely with three things: slowing pollution of the St. Lucie River; the county’s about $250 million infrastructure maintenance backlog’ and a belief the septic to sewer will spur economic development in the Old Palm City CRA, which stretches along Mapp Road east to the St. Lucie River, from All American to Martin Downs boulevards. “Palm City is a chronic polluter into the St. Lucie River,” Heard said. That is a matter of proximity and hydrography. Palm City is simply not a good place to have septic tanks. When they leak or flood, their decomposed contents head for the St. Lucie and Indian rivers. Few would debate the necessity to get septic tanks off the St. Lucie River. “If we need to provide infrastructure and meet federal guideline to decrease pollution, then extending sewer in (Old Palm City) is the right investment of our dollars,” Heard said. John Polley, the county’s utility and solid waste manager, said it’ll cost about $13.5 million to get sewer extended from Mapp Road, where it’s now available, east to residential areas in the Old Palm City CRA. It’ll cost about $3.3 million to get water to about 650 homes that don’t have it in the CRA. He said it makes economic sense to do both at once. Heard explained how a sep-
tic-to-sewer program will bring economic development to Old Palm City. “If the purpose of a CRA is to redevelopment, then that’s the investment we need to make to get developers to move in,” she said. John Haddox — who represents Palm City — said in a separate phone interview that the Mapp Road Town Center Design is the founding reason for the Old Palm City CRA, and a septic-to-sewer program isn’t likely to spur any economic activity in the area. He said there are few lots available to attract developers to Old Palm City’s residential areas. “I don’t see a lot of opportunities for additional residential development in the Old Palm City CRA,” he said. “There’s not significant opportunity for residential development in the CRA. The potential is for commercial development on Mapp Road.” Haddox said he agrees that it’s important for a lot of reasons to get sewer into Old Palm City. County staff is working on developing a plan to get 24 areas connected to the county’s sewer system. However, he said septic to sewer is beyond the scope of the CRA. He said the CRA is supposed to redevelop Mapp Road, and that benefits the county. “We have a potential tax revenue increase of $1 million a year forever,” he said. Heard said she’s certain the proposed Mapp Road project is important to the community, and a good idea. “We just have a difference of opinion about which priorities go first,” she said.

STUART – The summer camp season is almost here and the Lyric’s Awesome Summer Camp is gearing up for the new season. This year’s summer camps are “All You Need is Love,” from June 8-26 and “Imagine That” from July 6-24. Karin Leone is the Lyric Theatre’s director of education and operations coordinator. “Our goal is to use the performing arts to reinforce positive life lessons,” she said. “The nice thing about our camp is our focus is not on training the next big star. We want every kid to feel like a star in their own right and find their voice. It’s about self-confidence and teamwork. I find, having grown up in theater, that we’re often a gang of misfits. We take these kids and nurture their uniqueness and what makes them different. It’s a safe place to grow in their own skin.”

Some may have a background in theater; others do not. “A few kids are really into performing,” Leone said. “Other kids have never set foot in a theater. I am especially fond of taking kids that are especially shy and timid and watching their growth. Parents reach out (to us) during the school year and say their children are more confident. We stress skills they’ll take through life.” The camp takes place at Flagler Place in downtown Stuart. Campers learn about drama, inclduoing basic acting principles, creative writing, staging, improvisation and stage presence. In music, they learn fundamentals of singing, rhythm, terminology and vocal performance. For dance, they are introduced to a variety of styles, including jazz, ballet and hip hop. “We have great teachers and they learn about lighting, sets and props,” Leone said. “Kids that don’t want to be on stage can be on the tech crew and help with props and scenery. Everyone finds a way to work toward a common goal. They learn that the whole is greater than the sum of the parts.” While performing is an important element of the camps, it is
not the only one. “We are well-balanced,” Leone said. “In addition to singing, acting and dancing, there is outdoor recreation. We have a field day with events like balloon races,” The two camps have themes that underpin the message of the camps. For the first camp, the theme of love is about love of self, family, country, friends and the planet. For the second camp, the theme of imagination allows camper to contemplate unlimited possibilities when they dream about the future. The camp is open to both boys and girls and Leone noted that there is a good balance of the two. Sometimes boys are nervous about an “arts camp” but Leone said that everyone feels welcome at the Lyric’s Awesome Summer Camp. The Lyric’s Awesome Summer Camp will take place at Flagler Place, 201 S.W. Flagler Ave., Stuart. The first session, “All You Need is Love,” will take place June 8-26. The second camp. “Imagine That,” will take place July 6-24. Camp runs from 9 a.m.4 p.m. Tuition is $375 with a $25 registration fee that is waived for returning campers.
