County Commission set aside $500,000 to combat the proposed high-speed passenger train slated to run 32 trips a day between Miami and Orlando. “St Lucie County was the first community to come out publicly opposing the project,” Commis-

MARTIN COUNTY — The Martin County

Metropolitan Planning Organization, MPO, is looking for help deciding how folks will get around for the next few decades. “This is their opportunity to share what they want the transportation network to look like in 25 years,” Beth Beltran, administrator, said. The MPO is forming its long range transportation plan, which federal laws require every five years. The plan includes a wide array of

transportation, from roads and light rail to pedestrian walkways and bicycle lanes. “For the first time waterways will be a component to our long range transportation plan,” Beltran said. “We wanted to look at the waterways as a mode of transportation. At one time, it was the primary mode of trans-

portation here.” Indeed, Stuart is the eastern end of the Okeechobee Waterway, which stretches from Fort Myers to Martin. Every population center in the county is connected by water. “We’re at a unique crossroads here.” Darrell Brand, Palm City boater, said. Brand said that many boats can travel the St. Lucie as far north as White City, the southern side of Fort Pierce. He said the Indian River Lagoon stretches to Daytona Beach. Brand said adding waterways to the county’s longrange transportation plan makes a lot of sense. “It’s a great boating area,” Brand said. “That’s why you’re seeing the boating industry growing and growing.” Beltran said that the MPO is doing public workshops to tell people about the transportation planning, and to gather their transportation priorities with “Martin Mobility Bucks.” That is, workshop attendees get five “$20 bills” to put into boxes representing 10 transportation priorities. Waterways, by the way, rank fifth place in the workshop attendees’ priorities so far. New roads was below that, sixth place. The top

The Martin County Commission jumped onboard the lawsuit train on April 27. It tapped the $1.4 million opposition fund it created to file suit against the U.S. Department of Transportation challenging the private activity bonds it OK’d late last year for All Aboard Florida to raise capital. Last year the company submitted an Environmental Impact Statement to the Federal Railroad Administration as part of the process for securing an about $1.5 billion Railroad Rehabilitation & Improvement Financing loan from the federal government. In late December, the U.S. Department of Transportation gave All Aboard Florida permission to sell about $1.75 billion in bonds that would be issued through Florida Development Finance Corp. The FDFC will have a public hearing about whether to issue the bonds on May 28 in Orlando. St. Lucie Commissioner Chris Dzadovsky requested $1 million from the general fund’s reserves. He said the commission set aside half that much now and can increase it at later meetings.

“We know this fight is important to the people and we’ll continue to fight it,” he said. K.C. Traylor, co-founder of opposition group Florida Not All Aboard, said the counties’ funds are likely giving potential investors pause. “It shows that the Treasure Coast will not be steamrolled by All Aboard Florida,” she said. Mowery and Dzadovsky said St. Lucie and other counties communicate with each other about All Aboard Florida, but aren’t planning legal strategies together. Dzadovsky said each county will have their own legal issues with the project, although there’s bound to be some overlapping ones. “I respect my colleges in the counties north and south of me,” he said. “I think they’ll take the appropriate action for their constituents.” All Aboard Florida is projecting to run from 6 a.m. to 9 p.m. The company plans on starting limited service between West Palm Beach and Miami by next year. By 2017 the company hopes to have trains going the entire proposed 235-mile route, mostly on existing Florida East Coast Industry rails along the Indian River.

TREASURE COAST — Russell “Rusty” Roberts told the 9/12 Tea Party group there’s a lot of misinformation about All Aboard Florida, and once it’s running, everybody will benefit. Roberts spoke at the group’s May 7 meeting. He met a lot of skepticism. “The people do not want you here,” a woman in the audience told Roberts. “Trains have been here for 100 years,” he answered. Roberts turned to a silhouette of Florida showing the proposed route for the high-speed train from Miami to Orlando. “People don’t like it here,” he said, pointing to the Treasure Coast. “But they like it here, and they like it there,” he continued, pointing to Central and South Florida. The audience never warmed up. In an interview after the meeting, Roberts said that opposition

Environmentalist icon urges County Commission to nix road work for extending sewer D

ear Commissioners,

I understand that you are being accused of driving a stake through the heart of (Community Development Areas) because you are carefully looking at spending priorities. The somewhat hysterical attacks by Barbara Clowdus and the anonymous emailer “D Bell” seem aimed more at deriding, discrediting, and derailing the current commission majority rather than addressing the larger issues surrounding the CRAs. TIF money is county taxpayers money. It would be part of the general fund if it were not sequestered for CRAs. The vast majority of county residents live in neighborhoods where they do not get a pot of tax money returned to them to do as they choose. Keep those taxpayers in mind. Reining in spending cannot allow sacred cows. You have made some harsh and necessary decisions about cutting back county services. Fancy improvements for seven small areas when you can’t afford to fill pot holes in the rest of the county, doesn’t make fiscal sense. It doesn’t have to be a question of killing the CRAs or coddling them. I think there are two big

Maggy Hurchalla issues you need to address. The original purpose of the CRAs was to provide basic urban services to the old downtown areas that grew up around railroad stations. They need sewer and water and parking. Those are projects that existing small businesses and owners of small lots can’t afford to do by themselves.Those are big capital items that are much more important than signs and streetlights. Tax increment financing funds are not sufficient on a yearly basis to support those big capital projects. You do NOT want to bond TIF funds. crement financing cannot survive a housing recession. That means that the big capital projects that are needed to bringing those areas up to speed can’t be funded. If sewer and water are the top priority, then make them a priority. Don’t do it for one or two property owners. You have a plan for providing sewer and water to each of the core areas of the CRA. Make those your capital projects and get them done. Then review the CRA “bonuses” that allow intense development and make sure your build out projections fit your service levels and sewer and water capacity. The second issue is the suburban areas around the core of the CRAs. Almost everyone agrees most of these areas aren’t blighted. They are clearly not slums. They are similar to neighborhoods all over the county that are not part of a CRA. Somewhere along the line there has to be a better explanation of why they are included in the CRA. For those neighborhoods, being in the CRA brings two concerns. One is the fact that the zoning and the intensity of use has been increased without the full understanding of most of the residents. The modular-trailer home controversy in Hobe Sound demonstrates what the problem is. Two is the restrictions on new building and rebuilding that go along with being part of a CRA. Do you really want to tell people

in happy suburban neighborhoods that they have to have a front porch and the garage needs to be behind the house? Isn’t that big government? Doesn’t it cost a lot of money to pay planners to tell individual homeowners what to do? Is it necessary? I hope you will stay the course in spite of criticism. The fact that there is lots of money involved that can be channeled to a few property owners means that there will be loud objection to a rigorous spending review. Be brave and fiscally conservative. Maggy Hurchalla Editor’s note: The Martin County Commission in a 3-2 vote nixed proposed Old Palm City Community Redevelopment Area Mapp Road improvements from the county’s five-year capital improvement plan at its April 21 meeting. That seemed to be the end of the Mapp Road Town Center Design — created in 2003 — for the foreseeable future. However, at an April 28 meeting of the Community Redevelopment Agency, which has the same members as the commission, Michael Durham, county attorney, said the capital improvement plan meeting was continued, so no decisions made so far are final, and the commission is free to replace the proposed $1.4 million Mapp improvements to the capital improvement plan.

groups have done a good job getting their messages to the Treasure Coast. “The Florida Not All Aboard and (Citizens Against Rail Expansion in Florida) people have put out a lot of what I characterize as misinformation designed to evoke emotions,” he said. He added, “Major infrastructure projects — opponents tend to overstate the problems and underestimate the benefits.” He points west and back to the 1920s to the Golden Gate Bridge. Roberts said the now iconic bridge faced fierce opposition, including litigation, from quarters ranging from the federal government to area residents. The Golden Gate Bridge Highway & Transportation District’s website reads that there was an eightyear period of intense opposition and litigation. Today it’s so hard to imagine San Francisco without the bridge that the “Star Trek” television and movie franchise has the Golden Gate next to Star Fleet Command 350 years from now. All Aboard Florida isn’t the Golden Gate Bridge, however. It’s not a historic landmark, and it’s still facing a lot of skepticism and opposition on the Treasure Coast, which it will cut through without stopping. On May 5, the St. Lucie County Commission joined Martin and Indian River counties in setting up an opposition fund. St. Lucie set aside $500,000 to battle All Aboard Florida. Construction on the 60,000-square-foot West Palm Beach station started in November. The station is on Quadrille Boulevard, bounded by Datura and Evernia streets. The 60,000-square-foot Fort Lauderdale station was started in October. The other station is in Miami. Michael Reininger, All Aboard Florida’s president, has told Your Voice News & Views that by the end of 2016 All Aboard Florida will have its first phase taking passengers between and the Magic and Orchid cities with a stop in between them in Fort Lauderdale. Plans are to start service to Orlando by 2017. At the 9/12 Tea Party meeting, Roberts got numerous questions about the company’s ridership and financial projections and proposed ticket pricing. Roberts declined to give information that, for now, is available to qualified investors, those who’ve shown the ability to invest $100,000 or more. “When any business comes to town, be it a Walmart of bicycle repair shop, do you demand to know if they’ll make money,” he said. He added, “You don’t invest this kind of money without researching the market.” Roberts said there are about 500 million trips a year between South and Central Florida and the company only needed a small fraction of that traffic to sustain itself. “We think we spotted a trend and have a market,” he said. He rebuffed suggestions of going no farther north than West Palm Beach. “We need to go to Orlando to make this viable,” he said. Additionally, Roberts said All Aboard Florida isn’t moving to tracks toward the state’s interior for several reasons. Primarily because the parent company, Florida East Coast Industries, owns tracks along the Indian River. In the interview after the meeting, Roberts said that Fort Pierce

MARTIN COUNTY — As graduation approaches, the Project Graduation Foundation is hard at work planning this year’s celebrations May 27, 28, and 29 for all of the graduating seniors in Martin County. Project Graduation was developed in 1996 to keep graduates safe the night of graduation. Over the past 19 years, more than 13,000 seniors from the public high schools in Martin County have participated in Project Graduation. This year, Project Graduations will be held on May 27 for Jensen Beach High School, May 28 for Martin County High School, and May 29 for South Fork High School. After each high school’s graduation, graduating seniors flock to the YMCA Sportsworld to check-in to the “locked down” event, where they remain until 4 a.m. the next morning. There, they enjoy a night with their classmates, with catered meals, a D.J., skating, an activity zone, and the chance to win one of the many prizes donated by community sponsors. The primary goal of the event is to keep students safe, but the experience is much more for the students who attend. “Project Graduation was a great way to end my high school experience,” said South Fork High School graduate Lily Tysinger. “It gave everyone a chance to celebrate and hang out before we went our separate ways. There is no other setting where your entire senior class can get together to just enjoy the last part of high school.” The Project Graduation Foundation Board of Directors works year-round to plan and raise funds to host these events each

year. At their recent annual meeting, the Lyric Theatre welcomed three new directors to the board of directors. Priscilla Baldwin, Stephen McGovern and Olene Stuart joined the 18 other directors. A Palm City resident, Baldwin moved to Stuart in 1990. She has been involved in real estate development, owned her own real estate business and is currently a Realtor. She served on the Library Foundation of Martin County for eight years, recently ending a two-year term as president of the board. Baldwin has served as a Realtor Association of Martin County board director and is actively involved with equestrian groups in Martin County. McGovern is senior vice president – Wealth Management, Merrill Lynch, Bank of America Corporation in Stuart. He has held Financial Services positions in Palm Beach, Tampa and was a financial analyst for the Walt Disney Company. He is a graduate of the University of Florida and currently is a member and volunteer at Christ Fellowship Church and a Trustee of St. Lucie Regional Medical Center Board. McGovern previously served on the finance committee of the First United Methodist Church in Stuart, the board of directors of the Boys and Girls Club in Tampa and was a loaned executive for United Way. Working her way south from the Buffalo, N.Y. area, Stuart earned her degrees in Pennsylvania and accepted a position as a secondary instructor in Uniontown, Penn. She was responsible for establishing and overseeing a federally funded, “Project Intercept: Student at Risk.” She served as president of the Southwestern Pennsylvania Arts Council. She moved to Stuart in 2003 and in November 2014, Stuart concluded a second term on the board of directors for the Library Foundation of Martin County.

MARTIN COUNTY – Concert-goers will have a chance to hear three popular Treasure Coast singers as the Barn Theatre presents “Divas of Song” May 17 at 2 p.m. Amaya Crichton, Mary Murphy and Sharon Owens will present music that spans genres from classical to Broadway to contemporary Jim Docter is overseeing the concert but says he isn’t the director. “I’m assisting them and helping them,” he said. “It’s their vision. These girls are so unique in their talent and they have so much respect for each other. There’s no competition. That’s how comfortable they are in their talent. Recent exhibitions include artwork by abstract artists in all media, a yearly Florida juried art show, and the summer “Color” show by local art groups. The current exhibition featuring local area high school students, Marvin S. Cone 29th Annual Juried Art Show, continues through May 23. Treasure Coast Hospice receives Hospice Honors recognition TREASURE COAST — Treasure Coast Hospice recently received two Hospice Honors recognitions for 2015. Recipients of this prestigious honor include: Treasure Coast Hospice St. Lucie Home Team and Treasure Coast Hospice Martin Hospice House. The Hospice Honors were established by Deyta, a healthcare data management service, and recognize hospices that continuously provide the highest level of satisfaction through their care as measured from the caregiver’s point of view. Deyta used the Family Evaluation of Hospice Care survey results from more than 1,700 partnering hospice agencies around the country contained in Deyta’s survey database with an evaluation period of October 2013 through September 2014. Deyta identified Hospice Honors recipients by evaluating hospices’ performance on a set of eighteen satisfaction indicator measures. Individual hospice performance scores were collected for the evaluation period and were compared on a question-by-question basis to a national average score calculated from Deyta’s database. The next training session is scheduled for June 11 when the new “Color” exhibition by local art leagues opens to the public on June 12. Over 1,600 visitors have stopped by to view artwork in the galleries and attended opening receptions in the last year. Admission is free to view the shows and donations are greatly appreciated. She’ll sing light opera as well as Broadway from the ‘50s and ‘60s and newer soprano diva songs.” Sharon Owens, a staple of musical theater on the Treasure Coast, completes the triumvirate. “She does it all,” Docter said. “She loves everything from the belt songs to ballads. You can put her in any time period and she would feel comfortable. She’ll sing from ‘Jekyll and Hyde,’ ‘Man of La Mancha,’ and traditional belt or torch songs. She’ll do comedy numbers. She’s my comedy person.” The three will perform solo, but will also sing duets, group numbers and, when called for, do back-up for solo numbers.
