She said the district’s busses carry about 8,000 students and cross train tracks around 350 times a day. “Busses do not move fast enough to get out of the way of a train going 110 mile per hour,” she said at the press conference co-hosed by Citizens Against Rail Expansion in Florida. In a telephone interview after the press conference, Russell “Rusty” Roberts, All Aboard Florida’s vice president of government affairs, said he met with Gaylord about a month ago and they discussed school-bus crossings. PALM CITY — The Humane Society of the Treasure Coast is celebrating its 60th anniversary this month. Back in 1955 there were lots of pets that needed homes. Sadly, there still are. “We have almost 500 pets in all of our programs and services,” Candice Veach, director of operations, said. She added, “Right now we have over 160 that are available for adoption.” Generally the society has about 400 animals in its care. Veach said at press time the society had about 50 dogs, 85 cats and 25 critters ready for homes. “Critters” is the society’s term for all the animals it accepts at the shelter that are not dogs or cats. In a nod to its sexagennial, the society has reduced the fees this month for adopting cats to $19.55, and dogs to $60. That’s about half the usual adoption

rates. The society had a similar adoption drought last summer, and resolved it with discounts. During summer months there’s always an increase in the number of cats at the shelter. Cats are polyestrous in Florida’s subtropical climate, but still tend to have more intense estrous cycles as days lengthen. In other words, summer is kitten season. After six decades in the business, the society knows its trends pretty well, but the recent animal overloads elude explanation. “It could be some competition with other rescues,” Veach said. “Some down south are doing specials.” She said it seems that with expanding social media it’s getting easier for people to know about particular animals available at rescues and shelters. A person seeking, say, a Bombay cat can learn about one at a shelter that’s a 50-mile drive. The cat lover is more inclined to make a journey if the shelter with that cat is also

offering a discount rather than visit local ones hoping to spot an animal. Veach said that whatever the reasons the Humane Society of the Treasure Coast will likely always get pet gluts on occasion. “We are open admissions, so we never turn any pet away,” she said. “We have no time limits here, which is why we get over full sometimes.” And — “We don’t euthanize animals because of timeframe.” The best way to help the society get back to its routine is to responsibility adopt animals. There are several benefits to adopting animals from the society. All the pets have had checkups. They come spayed or neutered. Those too young come with certificates for later spaying and neutering. Additionally, the pets all have their rabies and first vaccinations, along with microchips. “We call it an adoption package,” Veach said.

Caring for a loved one at home?

The pets also come with a 30day health insurance policy. Those who can’t adopt can also be heroes. One way is by keeping pets who need time before going up for adoption. “By fostering you open space for other animals to come into our facility,” Veach said. Cash donations are always helpful, as is volunteering. “Then we can reach out and do more events to promote our adoptions,” Veach said. There’s another way to help the society — put its adoptable pets on your friends’ phones, tablets and computers by sharing posts. “Social media really helps our adoptions,” Veach said. “On Monday, we put a dog on Facebook and two hours later it was adopted.” The society has five locations for folks to visit adoptable animals. Help save monarch butterflies from extinction released when the stem is cut. It can be identified by its clus-

hroughout Palm City, logos of the monarch butterfly and its name are everywhere, but where are the monarch butterflies? Once there was an abundance of these beautiful creatures fluttering throughout the sky, now our gardens are silent. Bright yellow milkweed flowers, vital to the Monarch’s survival, covered the road medians and wild fields — now where are they? In the mid-1990s there was a recorded high of 1 billion monarch butterflies. However, last year there were only 35 million, the lowest number ever. The reason for the decline of the monarch butterfly population is the destruction of milkweed, the only plant upon which the monarch will lay its eggs. The milkweed has organically poisonous leaves which do not affect monarch lava, which eat them. Once absorbed into its system, the poison deters predators, especially birds, from eating the lava, caterpillar, giving the future monarchs a fighting chance at adult life. The critical plant’s name is derived from the milky white juice

ters of tiny yellow or red flowers as well as by pea-like pods that split open to release seeds with downy tufts to be carried off by the wind. One of the principal causes of the dramatic reduction in the number of milkweed plants is the widespread planting of genetically engineered vegetables designed to resist Monsanto’s Roundup herbicide, a weed killer. Indeed, the surge in Roundup usage has nearly killed all the milkweed plants in our nation’s corn and soybean fields where the bulk of them previously grew. Another reason is our desire for a well-manicured environment. Professional landscapers regularly spray pesticides to eliminate destructive insects and unsightly weeds. These poisons are absorbed into the milkweed leaves,

and kill monarch eggs and precluding the larva from metamor-

phosing into beautiful butterflies. The Center of Biological Diversity, a national organization, which employs science and media to protect the environment for endangered species, had recently petitioned the federal government to act. Given the 96% decline in the Monarch’s population, the U.S. Fish and Wildlife Service will complete a one-year review with the intention to add the monarch butterfly to the endangered species list. Meanwhile, the government is encouraging residents to plant milkweed in their backyards to save the monarch from extinction. I have recently learned the typical rate of survival for the monarch butterfly, even at its earlier levels, is unfortunately a mere 5 percent. Other predators, not affected by the poison from milkweed — wasps, snakes and lizards — regularly consume these defenseless caterpillars and their chrysalis. When a monarch butterfly is one of the lucky ones to survive, sadly it lives for only six weeks. During this short life span, the monarch spends its time laying and fertilizing eggs allowing us to enjoy their beauty in our gardens and communities. GUNS from page 1 book on May 13. The gun thefts come at a time when the department is watching Palm City’s western side. As of press time, there have been three burglaries along Citrus Boulevard within a week. Guns were taken in two of those burglaries — two revolvers and a shotgun. Snyder said none of the crimes seemed to be “pillowcase burglaries.” “My concern is a gun taken in a burglary presents significant danger to the community,” Martin’s top cop said. “It presents a danger to the public when they have to face the business end during a burglary.” Lt. Mike Sheelar, St. Lucie Sheriff’s Office, said he has plenty of anecdotal evidence that stolen guns end up at crime scenes. “A good number of the guns we get off the street are reported stolen,” he said. Among weapons stolen in Palm City the last month are at least two 9mm pistols, two .45s, and two shotguns. Snyder said that not only are stolen guns a danger in the hands of criminals, but they’re likely to make their ways to irresponsible homes where there’s an above-average chance children and people with mental illnesses that include suicidal thoughts will have access to them. “There’s nothing but bad that

On Thursday, Feb. 26, the Sheriff’s Office had a Gun Lock & Safety Event with numerous local gun shops and related businesses participating. The event got more locks into gun owner’s hands, along with presentations about other gun-securing technologies. Palm City’s Robbie Abell — owner of Lotus Gunworks, 3558 N.W. Federal Highway, Jensen Beach — participated. He said there have been many advances in gun-security technology in the last decade.

“There are so many ways to make the gun accessible (to you), but locked up,” Abell told Your Voice News & Views. According to the Department of Justice, about 230,000 guns are stolen annually. More than 80 percent remain missing six months after their thefts. “The average burglar who doesn’t want to spend a lot of time (in a home) is completely stymied by a gun safe,” Snyder said. He added “Anywhere else (a gun is stored) is an invitation for someone to steel it.” Sheelar said in or out of safes, unsupervised guns should be secured with locks that thwart their use, and ammunition should be stored separately. “Unless it’s for immediate personal defense, there’s no reason to leave a gun loaded,” he said. The Martin Sheriff’s Office has locks to give away at the department’s office — the Martin County Public Safety Complex, 800 S.E. Monterey Road, Stuart. Officers from the training unit will show recipients how to properly use the locks. Snyder said Palm City isn’t in the grips of a crime wave, but urged vigilance to keep it that way. The Sheriff has repeatedly said that he’s “made all of Martin County his posse.” He said residents who feel anyone or any vehicle is acting suspiciously should call 911.

Tri Rail and SunRail are commuter services that travel slower than All Aboard Florida will. “I think it’s our job to educate and inform and make sure that people understand that what we’re doing is not unique,” Roberts said. “Systems like ours are running all over the country.” While no speakers at the press conference mentioned the May 12 derailment of an Amtrak train in Philadelphia, there were allusions to it. Multiple reports say the train was going more than 100 mph on a curve requiring half that speed. Roberts, however, went straight to the Amtrak derailment to highlight safety features All Aboard Florida will have that many passenger trains don’t, including computerized GPS systems to prevent speeding and relay warnings to engineers. Additionally, he noted that while AAF trains will go as fast at 110 mph in some places on the path between Miami and Orlando, they’ll be regulated to much lower speeds through most if not all of Martin County. Nevertheless, the county’s first responders have many concerns. The Sheriff said few things worry him enough to disturb his sleep. “If I were to think of a nightmare scenario that would keep me up

Roberts said the county’s first responders and school system will have contact information to quickly let All Aboard Florida managers know about any track issues and the trains will stop until they’re cleared. Local governments are working to keep All Aboard Florida cleared from the tracks. Indian River County — which set up a $2.7 million fund to oppose All Aboard Florida — has filed a lawsuit against the U.S. Department of Transportation and one or its undersecretaries for giving All Aboard Florida the green light to sell up to $1.75 billion in bonds through the Florida Development Finance Corp. before the agency had completed evaluation of the impact statement. The Martin County Commission jumped onboard the lawsuit train on April 27. It tapped the $1.4 million opposition fund it created to also file suit against the U.S. Department of Transportation challenging the private activity bonds it OKed late last year for All Aboard Florida to raise capital. There’s going to be an initial hearing on May 29. All Aboard Florida projects to start service between West Palm Beach and Miami next year, and aims to be running its proposed 235-mile length the year after. PALM CITY— Every day, Felix Martinez drives from his home in Palm City to his art studio in Stuart, where he sculpts, paints, does stained glass and makes jewelry. His friends may stop in during the day for an art lesson or just to visit. At the age of 82, Martinez has tremendous creative energy and an infectious positive attitude. But just three years ago, a sudden stroke threatened to diminish his speech, movement and memory. On April 13, 2012, Martinez was taken to Martin Medical Center

following the stroke. After a twoweek hospital stay that included speech, occupational and physical therapies, Felix returned home. Due to the disruption in blood flow to his brain during the stroke, he had aphasia (the loss of ability to understand and express speech) and daily tasks became a major challenge. He was unable to drive and his food had to be pureed due to problems with swallowing; many of the things he enjoyed were beyond his abilities. It’s not surprising that many

MAPP from page 8 County Commission narrowly nixed a proposed $1.4 million Community Redevelopment Area, CRA, project to resurface Mapp Road and improve swales, along with adding bike lanes and sidewalks, from the county’s five-year capital improvement plan. The proposed work would form the base for modular additions of divided service roads with onstreet parking on some sections, landscaping, and 8-foot sidewalks that allow water to seep right through into underground reservoirs that start sediment collection before water reached the St. Lucie River. However, in subsequent meetings the county attorney, Michael Durham, told the commission that it hadn’t really nixed the proposed CRA project in a 3-2 vote, because the capital-improvement meetings are really one split up over several weeks, and no decision is final until the end of them. At a special meeting on Monday, May 18, the neighborhood committee discussed approaching the three commission members who voted to remove the Palm City project from the capital-improvement plan to convince them that the Mapp Road Town Center Design is much more than a road beautification project — as some commissioners dubbed it — and is integral to efforts to reduce pollution to the St. Lucie River. Commission members suggested that the $1.4 million available for projects in the Old Palm City CRA would be better spent on efforts to run municipal sewer in the area to reduce fouling of the St. Lucie. A handful of Palm City residents and Mapp Road property owners showed up at the advisory committee meeting, including former commissioner Michael DiTerlizzi. He owns property on Mapp Road, the Treasure Isle Plaza. “I’m one of the five people who instituted the CRAs in Martin County,” he said. DiTerlizzi said that about 15 years ago, the commission created the 30-year Old Palm City CRA in response to community

CRAs are special zones that keep some property-tax dollars to fund projects to spur economic development for eliminating blight. In theory, this increases property values and tax collections. In a CRA, county taxes paid on property values higher than what they were the base year — when the area was established — stay in that district for economic development and blight elimination. It’s called Tax Increment Financing, TIF. The Old Palm City CRA was created in 2003, with 2002 serving as the base year. It runs along Mapp Road from Martin Downs to All American Boulevard. There’s a western extension along Martin Highway to High Meadow Avenue that is likely to soon be removed from the CRA. DiTerlizzi said some, including current commissioners, opposed the county’s seven CRAs from the start claiming that they were an attempted end run around the Martin County Comprehensive Growth Management Plan. “I don’t think their intention is to (add sewer lines) in Old Palm City,” DiTerlizzi said. “I think they just want to take this project away.” The advisory committee members agreed for some to meet with commission members to explain the environmental, and other, benefits of the proposed Mapp Road work. “It’s a very innovative stormwater system, if they ever built it,” member Tom Plymale said. Additionally, the neighborhood committee members agreed to launch a public-awareness campaign to develop more support for the proposed Mapp project. The committee will have a special meeting on Monday, June 8, at 6 p.m. at the Palm City Community Center, 2701 S.W. Cornell Ave. It’ll be open to the public.

Stroke survivior Felix Martinez has hasn’t let the life-threatening incident keep him down.

Martinez never let it get him down. “Felix is remarkable,” said Kristin Winter, lead speech/language pathologist with Martin Health System who worked with Martinez at the Raub Rehab Center in Stuart after his discharge from the hospital. “He has progressed really well with his therapies and he is still able to continue to pursue his true passion —creating art and sculpture.” Just as remarkable is that Mar-

tinez never lost his good nature and zest for life. “He doesn’t get frustrated — he just finds a way to get things done,” said his wife, Holly Martinez. “He drives to his studio every day — I think that’s what has kept him alive.” As the leader of a weekly Aphasia/Stroke Support Group, Winter understands how difficult it can be for stroke survivors to find acceptance and remain positive in the face of such physical and mental challenges. “It’s hard to be out in the community where people may not

understand why you have trouble getting words out or have other deficits,” Winter said. “That’s when many individuals get frustrated.” The support group provides a safe place where stroke survivors can socialize with others and participate in speech and cognitive exercises. Martinez attends the support group regularly and often brings his art projects to show the group. “When Felix shares his art, it creates a great social exchange among the members,” Winter said. “Everyone loves him — we miss him when he’s not able to come.” Martinez has made great gains from both the inpatient and outpatient speech therapy he received since his stroke. The early interventions in those first six months following the stroke were critical to his ability to regain communication functioning. He still has trouble finding the right words and frequently uses his fingers to express numbers. Still, his life is full. His art, 9-year-old granddaughter Kaylee, and his gardens bring him joy on a daily basis. just beginning. For Katie Rodgers, applying and auditioning for theater arts programs throughout the country were the first steps, taken last summer and through the beginning of the year. Visiting the schools at the top of her list came next. Now it’s May and Katie, a senior at the Pine School, has had to consider the many schools that accepted her, weigh the pros and cons of each program and campus and up come with a decision as to where she’ll spend the next four years. The decision involved urban versus rural campuses, large programs versus smaller ones, the value of a prestigious

Writer’s note: This is the final installment in a series following Palm City’s Katie Rodgers as she applies to musical theater programs for college. PALM CITY — One journey is almost over and the next one is

name and the way the campus and faculty affected her. It’s a lot to consider. The three schools she decided to visit, all in New York State, were Ithaca College, Pace University and New York University’s Tisch School of the Arts. “The truth is when I applied, I didn’t think I’d get in to so many,” she said. “I applied to so many as a security blanket. How do you eliminate?” At Ithaca, she was accepted into the acting program. It is a rural campus where you fly into Syracuse and drive for an hour. “At first I thought it was too small, but I loved the campus

and the people were great. It was so beautiful. I loved it. If I didn’t like Pace or NYU, I’d be happy at Ithaca. I didn’t want a huge, huge school. I went to a smaller high school. I went to classes (at Ithaca) and could see myself there.” The next stop was New York City, where she visited Pace and NYU. “I loved Pace as well,” she said. “It has an urban, city campus. It has a great dance program and is a good mix of dancing, acting and singing. I was there with other musical theater students and the head of the program, Amy Rogers,

and I had a great time. It was all day and I sat in on some classes. I could totally be happy there, too. “ NYU had a different process. There was a weekend for accepted students at all of NYU. “There were so many kids,” she said. “I didn’t feel I got attention. I went to Tisch’s presentation of dance, visual arts, film. I loved that. Then I went to the Tisch theater presentation and went to the musical theater section. “That sold me,” she said. “It’s a beautiful theater with an open feeling. It’s in a perfect location. We sat around with the administrators and the heads of singing, dancing and acting and had a Q-and-A. It allayed fears and concerns. I fell in love with the philosophy. They believe in the program 100 percent. “The working faculty is in the know, in the heart of the business. I love the innovation. I want to be part of that. They want to train smart actors to sing and dance. There’s nothing like getting an amazing education. I get to study abroad. They have a London program where you can

study Shakespeare at the Globe Theatre. It’s the best of every world. It’s the place where I need to be.” In the end, as with real estate, a good part of the decision was location, location, location. “I’ve always loved New York City,” she said. “The city is my playground. I love the sights, the smells, the sounds. People in shows teach master classes. They bring in agents and directors to see shows, to see you working and in class. It creates a great working relationship. “Coming from a small town, living in the city as a student is unlike anything I’ve ever done. I want to be a sponge and take in everything. I’ll go through every single day with open arms. I’m so excited to close this chapter and start a whole new book.” The chapter isn’t quite closed as she still has graduation. The speaker will be Russell Wilson, quarterback of the Seattle Seahawks. Her father, Mark Rodgers, is Wilson’s agent, but it was Katie who wrote the letter to Wilson, asking him to speak. Wilson knows the entire Rodgers family and he accepted. It’s hard to say no to Katie Rodgers’ enthusiasm.
