Haddox aims to be peacemaker in Martin feud MARTIN COUNTY — June 30 is a red-circled date on some Martin County calendars. That’s when the county is supposed to make its next payment to the Business Development Board

of Martin County under a 2009, $643,000-a-year contract. The board essentially serves as the county’s economic-development agency. It was established

in 1991. If the day comes and goes without the payment, it’ll be the latest salvo in what’s becoming something of a Martin County smackdown. In a contentious vote at its April 23 regular meeting, the county commission narrowly nixed the

PALM CITY — Felice Firestone has twin 7-year-olds. They are both considered gifted, but her son, in particular, struggled in school. “My son struggled with the curriculum in kindergarten and first grade,” she said. “It was too easy. Instead of our son learning wonderment and excitement, he was learning to shut down.” In her efforts to help her own children, Firestone found that gifted children who are not given the opportunity to challenge themselves have a high drop-out and failure rate. By Patrick McCallister Staff writer pmccallister@yourvoiceweekly.com PALM CITY — Megan Davis took a long trip to be honored as one of the Martin County Schools’ two business partners of the year. “The award came as quite a surprise,” she told Your Voice News & Views. Davis owns a mobile veterinarian clinic. She lives in and works out of Palm City. Davis volunteers time and talents at South Fork High School’s Veterinarian Assistant program. She grew up in Zimbabwe where she became fascinated with animals. “I was raised on a game reserve and grew up with wildlife around me,” she said. “My grandfather was a dairyman.” Wildlife as in lions. Students who attend South Fork’s career program graduate from high school with the chance to get certificates to be veterinarian assistants. “It’s a vocational program that has the kids leaving school with a skill that is useful,” Davis said. Stacy Lynn Hickman runs the school’s program. She said Davis’ good nature and mobile clinic are major assets to the program. “Her, being a mobile vet, she is able to come in and share cases with the kids,” Hickman said. “It lets them get into a real-life clinic setting without me having to take them to an office clinic.” Hickman said Davis is proving to be a very good

2012. Hendry, Flagler and Putnam counties had the three highest unemployment rates respectively. Martin’s unemployment rate in April was 6.7 percent, down from 6.9 in March. In April 2012, Martin was at 8.1 percent unemployment. The Port St. Lucie MSA came in with an 8.2 percent unemployment rate for April, down from 8.3 in March. In April 2012, it was at 9.8 percent unemployment. “Overall, the region has recovered over the year 1,900 jobs,” Victorio said. The state added about 17,000 private-sector jobs in April. Over the year, it’s added close to 119,000.

Commissioner Anne Scott, Hobe Sound, made the motion. “This is clearly a totally dysfunctional, broken partnership, if it ever was a partnership, and we should step away from it,” she said at that meeting. Commissioner John Haddox, Palm City, joined Doug Smith, Jensen Beach, in dissenting against the other three commissioners. No one from the board was visibly on hand to make any comments or answer any questions the commission had. “At the last and most important meeting, they were not there, which was not a wise decision,” Haddox said in a recent phone interview. Haddox was, at the time of the vote, a member of the BDB’s board of directors. He’s since resigned and is looking to build a compromise between the commission and board. Such a compromise could head off legal wrangling. He told Your Voice News & Views the resignation was to prevent accidental violations of Florida’s broad public-record laws, commonly called “Sunshine Laws.” A 2010 open-records lawsuit ended with a judgment that the BDB essentially served as a public body and was therefore subject to Sunshine Laws. Oh, and the county commission also voted in April to demand that the board

beyond five years, longer than the county’s contract with the board. Haddox said Tim Dougher, executive director, deserves some criticism for the board’s overreliance on public funding. He said Dougher is responsible for developing private funding. “It’s part of the executive director’s job,” Haddox said. “It’s not solely on him, but it is part of his job to assist with that, for sure.” According to reports, the Business Development Board’s board of directors recently removed Dougher from negotiating with the county. Dougher didn’t respond to requests for an interview. In previous interviews, Dougher staunchly defended the performance of the BDB. “In the last three years, we’ve announced 2,400 new jobs,” he said in a phone interview. “Those jobs are being filled over three years as we speak.” He added, “The county is getting a lot for their money.” The board recently hired a Boca Raton public-relations firm, TransMedia Group, for $3,000 a month, in addition to requesting bids for auditing services. pay back $50,700 it claims the suit cost the county — along with returning $250,000 the board has in reserve funds. “There are a lot of very reasonable board members on the BDB,” Haddox said in the telephone interview. “I’m trying to get with them about a renegotiation on the BDB contract. I’ve laid out to them what I’d like in a contract.” Haddox said the term of the 2009 contract, 10 years, was too long. Additionally, he said the contract has a 30-month termination clause. He’d like it shortened to three. Most importantly, Haddox said, was finding a way to get more private support for the board. “The ratio of private-sector and public-sector (funding) needs to be brought in line with BDBs around the state,” he said. Haddox said about 85 percent of the board’s income is from the county. Haddox said only about 40 to 60 percent of the board’s funding should be public dollars. “I believe that the BDB has become solely reliant on public-sector funding — taxpayer dollars,” Haddox said. That funding was supposed to come from the county’s occupational license fees. In a separate phone interview, Michael Durham, county attorney, said that collections of those fees haven’t kept pace with the contract and forced the county to find funding from other sources, which creates a quandary. He said Florida law prohibits committing property taxes

Last fall, Firestone founded the Advocacy Group for the Gifted of Martin County. Its aim is to be a resource for parents and teachers in an effort to provide quality gifted education. The Martin County School District website states that a student is eligible for special instructional programs for the gifted if the student has a majority of characteristics of gifted students according to a standard checklist and superior intellectual development as measure by an intelligence quotient of two standard deviations or more above the mean. In practice, Firestone said that translates to an IQ of 130. The website lists characteristics of gifted children that include being highly curious, having wild, silly ideas, showing strong opinions and feelings, prefers the company of adults, initiating projects, has intensity, enjoys learning, thrives on complexity and is highly self-critical. Many of these characteristics can cause discipline problems in a general education classroom. “My son could read before he walked into kindergarten, do subtraction and all basic skills,” Firestone said. “My son was the only one in his class who performed at that level. The kids hated going to school. They’re supposed to love school in kindergarten. That’s when I got involved.” Martin County schools offer full-time gifted services for grades three to five at Crystal Lake, Felix A. Williams, J.D. Parker and Palm City elementary schools. Palm City offers a district-wide program for second-graders. Gifted students from k-5 may participate in enrichment programs where they are taken out of the classroom for a period of enrichment. “I got involved because I felt there was so much more that could be done for younger students,” Firestone said. “That’s when the difference between the academic skills in the gifted and their peers is most dramatic. They’re trying to teach the ABCs and your child is already reading.” Firestone’s children participated in the full-time gifted children’s second grade and she is grateful for that opportunity. Many eligible students were unable to participate because parents deemed Palm City too far for their youngsters to travel each day. “Both of my children have blossomed, love learning, have friends and feel like a community within their classroom,” she said. “There is a passion in gifted teachers. It’s been super.” I feel

badly that first-graders won’t have the same opportunity.” Gifted education is under the umbrella of exceptional student education. Firestone has worked with program specialist Kathy Considine on programs for the gifted. “She is a wealth of information,” Firestone said. “She helped distribute information (about our group) to teachers to give to families to make a choice about being involved.” Firestone hopes her organization will also be an advocate for gifted children. “We want to support students and teachers,” she said. “We can improve programming. One for our goals is to increase communication. A lot of parents don’t know how to have their children tested and what opportunities are available. We’re trying to create a pamphlet to help parents make good decisions.” The group also wants to help teachers. It is getting ready to apply for nonprofit status so that it can fundraise and help provide extra supplies and materials that the school district can’t afford. Firestone has high praise for the teachers who work with the gifted students, but said that her group will provide support for them. “I’m a realistic person,” Firestone said. “Teachers can’t do it on their own. They need help. We can be hands where they don’t have hands.” Firestone said that many parents of first-graders are upset at the end of the full time gifted program for second graders. Students will only have a oneday-a-week enrichment program, or pull-out program, available to them. In a written email response to submitted questions, Cathleen Brennan, public information officer for the Martin County School District, said that ending the program was a matter of equity and budget. “To provide equity among elementary schools, align gifted services across the District and ensure cost effectiveness, in the 2013-2014 school year all of the District’s elementary schools will provide a pull-out enrichment program for kindergarten- 5th grade students identified as gifted. “In addition, gifted students in grades 3-5 may choose to participate in either the pull-out enrichment program or enroll in a full-time gifted program at one of the District’s four cluster school sites, which are Palm City, Crystal Lake, Felix A. Williams and J.D. Parker elementary schools. “This represents one change for Palm City Elementary School. The school’s full-time gifted program will now begin in third

Folks go nuts over tiny Palm City celebrity PALM CITY — Al Bino is becoming a bit of a Palm City celebrity sought after by some amateur paparazzi. He doesn’t seem to mind. So long as he gets bread or nuts out of the deal. Al’s an eastern gray squirrel. You wouldn’t know it looking at him. He looks more like a … well, like a towhead. Palm City man Eric Loomer said he was taken aback the first time he spotted Al. He remembers his thoughts exactly. “Oh, wow, white squirrel,” he said. Loomer said his son, Thomas, mentioned seeing a white squirrel at Jock Leighton Park, 3755 S.W. Mapp Rd. Loomer was a bit skeptical of his 15-year-old’s ability to make out finer details of woodland creatures, such as, say, color. David Hitvig, executive director of the Busch Wildlife Sanctuary at Loxahatchee River District in Jupiter, said there’s a word for Al, and it’s not albino. “This one seems to be what we refer to as leucistic,” he said in a phone interview after looking at a

photo of Al. Leucism is reduced pigmentation caused by a recessive allele. That’s the same reason some folks have blue eyes. The word is derived from the Greek term leukos, or white. That’s also where the name Luke comes from. “With leucistic, you don’t see red eyes,” Hitvig said. “That’s when you’re getting into albino.” Although Loomer recalls Al having tinted eyes when he was younger. “He had pink eyes at first,” he said. Hitvig, too, said Al’s eyes seem a bit different than what he’d expect. “The interesting thing with your squirrel is the eyes are a little lighter than what you’d typically see,” he said. Leucistic critters, Hitvig said, usually don’t last very long in the wild. They lack good camouflage for either sneaking up on prey, or avoiding the watchful eyes of predators. However, Al’s living in a park where he has some Darwinian advantages over his largely uniform gray-and-white siblings and cousins — he’s so cute. People seek out the towhead squirrel to feed him, and take a few photos while they’re at it.

Hitvig said while Al’s a rarity in these parts, there are some substantial populations of leucistic squirrels in the Panhandle and Big Bend. “In some parts of North Florida, you see as many white squirrels as gray squirrels,” he said. Additionally, Hitvig said there’s a pocket population of leucistic squirrels that moved from Florida to Maryland. An owner took a pair of them from the Sunshine State in the 1950s and they got loose. Apparently they were a bit of a hit with squirrels in the Old Line State, since their decedents are still around. Loomer remembers seeing a much younger and smaller Al back around November. He’s likely less than a year old. Al’s habituated, meaning he’ll freely mingle and interact with humans. However, as with all wildlife, it’s best if only qualified experts with cause ever handle Al. Nevertheless, Hitvig said it’s worth taking children on a trip to the park to see Al. “It’s cool when you see something different,” he said. Additionally, the Busch Wildlife Sanctuary sometimes gets leucistic critters in. Possums are a common one. The sanctuary is

patient with them. They look forward to their time with her.” This is the fourth year that the signature program has been at the school; its first graduating class is heading into the world. Hickman said of the 18 who qualified to take the certification exam to become veterinarian assistants, 13 have. About half are already working at area animal clinics and businesses. Several plan to go to college to advance their veterinarian studies. Davis has helped with the program for three years, which included doing discounted shots and exams clinics at the school. Hickman said Davis teaches the students the essence of all sciences — walking facts backward to their cores. “She’ll let them know why, and the why behind the why,” Hickman said. Davis graduated from North Carolina State University and became a vet in 1996. She moved to Martin County a year later. Her husband, Roy Davis, and she wanted a rural life. Davis worked out of an office until going mobile in 2004. “I’m a bit of a free spirit and working in a building doing the same thing day after day doesn’t appeal to me,” Davis said. While about 70 percent of her critter clients are dogs and cats,

Davis has some more exotic critters on her list, too. Say, lions and tigers at a nearby rescue facility. “It’s some large cats that most vets never see in their careers,” Davis said. When she’s not working, Davis enjoys getting saddle sores. Well, maybe she doesn’t like the sores, but she and her Arabian gelding Shamwari are an accomplished endurance team, ranked at the top in the American Endurance Ride Conference’s Southeast region. “He went to the World Equestrian Games,” Davis said. Additionally, Davis raises money to help an orphaned elephant named Dojiwe in her native Zimbabwe. “My parents are involved in a non-governmental organization, a NGO, in Zimbabwe,” she said. “It’s about a 7,000-acre ranch my family donated to the NGO.” She said Dojiwe was found lost and confused at a young age. “She was found seven or eight years ago,” Davis said. “She was just walking around, so they took her in.” Davis said that attempts to reintroduce Dojiwe into a herd were unsuccessful. Aunt gallops to help niece recover from catastrophic illness PALM CITY — When Palm City native Melissa Feinberg needed physical therapy, her aunt jumped to action. Donna Marasco, owner of Marasco Ranch, hosted Family Fun Day on Sunday, May 19. “I have been here since the ‘60s,” Marasco said. “I’m a local girl. I’ve been around a very long time, and so has Melissa.” Almost three years ago, Feinberg was a healthy, happy 35-year-old

enjoying a Friday evening with friends. Then came a sudden and odd headache that portended her new life. Feinberg’s friends wisely rushed her to Martin Memorial Medical Center, where a team of medical professionals quickly realized she had a life-threatening brain aneurysm. That started a gallop to airlift the dying girl to a trauma center in West Palm Beach. The trip for medical care and therapy eventually took Feinberg, and her parents, to New Hampshire for

Molly’s House needs your help MARTIN COUNTY — Robert and Deborah were in the process of moving from south Florida to Colorado to be closer to their daughter. They stopped at a restaurant on the Treasure Coast where Robert slipped and hit his head. Paramedics took him to Martin Memorial Hospital. Whether she is teaching yoga or dance, choreographing a ballet or helping those with disabilities perform onstage, she gives full measure. The dancer and choreographer grew up in Vancouver, British Columbia and studied with the prestigious Royal Winnipeg Ballet. She eventually found her way to Japan, where she made a name for herself as a choreographer and dancer and worked with Madonna and Diana Ross. She also studied Zen meditation and yoga.

Very Special Arts, a national program that helps people with disabilities participate in and enjoy the arts. “The performances are based on waking people up,” Tasha Patterson said. “There’s a way to look at life that creates peace. My shows are like a big yoga class in the shape of a show.” This year’s theme, “Life,” starts with life’s beginning. “You start with cosmic energy,” Patterson said. “There’s a video of the galaxy. There’s a piece called ‘Mystical Childhood,’ where we’ve harnessed children with cerebral palsy to another person, ‘giving them legs.’ We stand and give them movement.” Performers from the ARCs of Martin and St. Lucie counties will participate in the event, as will singers Lorrianna Colozzo and Gigi King and a fleet of dancers. Among the dancers will be Anthony Flores, a guest artist from Los Angeles, and Gen LaGratta’s Tappers. “Gen is one of our main inspirations,” Patterson said. “Her son, Chris will be tapping and playing an awesome ‘John Travolta.’ She is extremely supportive.” Patterson said that she has struggled for several years to describe what these performances mean. The answer came to her a few weeks ago. “We are working with people’s souls and spirits,” she said. “We

allow their spirits to shine. It’s ego-less. When you’re an audience member, you can’t explain why you’re laughing and crying. It’s life-changing for all of us. “My sister has been dancing with one girl for 13 years. She’s an older woman with cerebral palsy. Her mother told my sister, ‘This is what she lives for. She watches the video all year.’ The joy of sharing the arts does wonderful things for this community.” Singer Lorrianna Colozzo said that watching those who cannot walk find movement was a special experience. “It was breathtaking,” she said. “It was a really beautiful night. You have to bring tissues.”

STUART — Classic musicals, French farces and murder mysteries are staples of community theater. They are crowd-pleasers and are fun for both the cast and the audience. Once in a while, it’s nice to see a community theater spread its artistic wings a bit. The Barn Theatre is doing just that from May 31-June 16, with a production of Jonathan Tolins’ play “The Twilight of the Golds.” The production, directed by Ed

Wilhelms, was written in the early 1990s, but it couldn’t be more topical. It deals with several controversial issues: genetic testing to determine the sexual orientation of an unborn child, abortion and homosexuality. The phrase ‘ripped from the headlines’ comes to mind, even though the play was written some 20 years ago. Wilhelms noted that the selection of the play was unusual. “It’s a departure,” he said. “Last year our Black Box Theatre did a controversial one-act play about bisexuality, ‘Beyond Therapy.’ This is a departure for the Main Stage. It was Mr. Marelli who was instrumental in choosing the play. “Dante Marelli was the theatrical vice president and he recommended it,” Wilhelms said. “He wanted more interesting and varied dramas.” The play centers on Suzanne, who discovers though genetic testing that her unborn son will be gay. She considers abortion, even though she has a gay brother, David. His homosexuality has not been accepted by the family. In an interesting twist, “The Twilight of the Golds,” ran on Broadway with one ending. When Tolins adapted his play for a television movie, the ending was completely different. The movie, starring Jennifer Beals, Brendan Fraser, Garry Marshall, Faye Dunaway and Jon Tenney, aired in 1997. This production uses the theatrical ending. Wilhelms said that drama is always a challenge for a cast. “It’s a drama, not a comedy,” he said. “A drama is a drama is a drama. The approach is different from

We’re looking at in a respectful, serious manner, because it may be controversial to some people.” Wilhelms bring extensive acting and directing credits to the production. He studied contemporary and classic acting at the prestigious American Theatre Wing in New York City and has experience off-Broadway and in summer stock. He was a co-founder of the Actors Company, a Shakespeare training and performance group on Cape Cod, and runs the American Classics Theatre in Jensen Beach. “Twilight of the Golds,” by Jonathan Tolins, will be presented at the Barn Theatre, 2400 S.E. Ocean Blvd., Stuart, from May 31-June 16. Performances are Wednesday-Saturday at 8 p.m. and Sunday at 2 p.m. Tickets are $20 for adults and $10 for students.
