MARTIN COUNTY — Tinted windows are as Florida as wearing athletic shoes without socks. But the Martin County Sheriff’s Office is keeping an eye out for tint jobs that are too dark. “We warned about 120 people,” Sheriff William Snyder said in a recent phone interview. “We stopped them and determined that the window tinting was too dark.” The push for checking tinting didn’t come from the desk of a bored cop. COURT from page 1 illegally. “I had a friend who had some,” Boyle said. “It was my first time doing it.” A routine traffic stop for a non-moving violation that day turned into a felony drug arrest. But it was her first, so Boyle got an opportunity from the prosecutor to avoid having a felony conviction on her record, and get off the opioids at the same time. Nolle prosequi, “do not prosecute,” means that the state’s attorney’s office has decided a crime happened, but opted not to prosecute. That’s what awaits drug-court participates such as Boyle when they reach what’s called graduation, typically in one to two years. That and an above-average opportunity to stay off drugs and out of trouble awaits them. Chief Judge Steven J. Levin started many of the drug-court programs in the state’s 19th Circuit courts — which includes Indian River, St. Lucie, Martin and Okeechobee counties — around 2001. Former Chief Judge Paul Kanarek asked the 2000 Gov. Boyle was on hand for the largest graduating group from Martin’s adult-felony program in memory. On Friday, May 24, 12 graduated from the program. Stuart’s Edwin Torres was one. “When I was a young kid, I started drinking early and it escalated from there,” the 23-yearold said. Escalated to a variety of drugs, and a lifestyle that came with them. His mother, Myra Torres, stood beside Torres his last day in drug court. It was a big change from before. “I threw him out,” she said. “I couldn’t take it anymore.” Torres went through rehabilitation programs twice. Neither worked. He got arrested for drugs, and shortly thereafter his mother demanded he leave her house. That arrest, however, got him into drug court. Torres did an 11-month stint in it. During that time, he was subject to regular drug tests, mandatory counseling, requirements to get and keep employment, and, and, and, and … Torres said there were times that he questioned whether accepting a state attorney’s offer to do drug court was the right call — so many rules, so many expectations, so many chances to fail. Levin said it’s common for participants to feel that way at times. “Day to day, we watch them,” the judge said. He added, “People cut (drug court) down sometimes, because they think it’s a soft program. Other people put it down, because they think it’s too hard.” Drug court, he said, is all about judges and participants going extra miles for one another to ensure success. For example, Levin said he often makes phone calls to hesitant employers for drug-court participants. He’s convinced many to hire them. “I tell them that so-and-so gets drug tested every week,” he
said. “I ask them, ‘Can you say the same for your other 300 employees?’” If participants either fail random and scheduled drug tests, or fail to take them, jail or community-service time awaits each time. Levin said judge’s have wide latitude with drug-court participants and often tailor their sanctions based on treatment teams’ recommendations. On the recent graduation day, the judge started his work day sitting with about a dozen treatment team members discussing cases before the court doors opened. One fellow came up positive on a drug test days before graduation. That was after a doctor changed a longstanding prescription. Treatment team members looked into the new medication and discovered that it could cause false positives on certain drug tests. Such as the one the drugcourt participant failed. So, did he violate the terms of drug court by doing drugs again? Was it a false positive? Was Levin going to graduate him from drug court, or keep him in for a while longer to make sure he was clean? Team members and the judge discussed it, offered opinions, tossed out what-ifs, and played devil’s advocates with one another. Then the judge made his decision. At his request, Your Voice News & Views is withholding what it was. “Our system is designed to slow things down,” Levin said. “Drug court slows things down, and that’s what’s needed.” Diane O’Neal, court program specialist, said there are 52 active adult drug-court participants in Martin County. The program is largely self-supporting. Participants pay $30 a week for drug testing, and another $25 to $50 for mandatory counseling. Additionally, participants must

pay $20 a month for their supervision, along with one-time fees to the court and state’s attorney’s office, $255 and $100 respectively. Boyle was one of 28 new participants that entered the program last year. In 2012, 16 graduated. “We average around 40 to 50 people at any one time,” O’Neal said. Like Boyle, many are there for prescription drug abuse and addiction the judge said. “(Oxycodone) is the most prevalent drug in drug court now,” he said. The rise of prescription drug addiction is changing societal norms. Gone are the days when it was easy to imagine stereotypes about drug addicts being uneducated, homeless, or near homeless, small-time criminals with few positive prospects in life. Levin said an increasing number of those going into drug court these days are respected professionals whose drug addictions started with routine prescriptions. “Doctors, teachers, students, firemen,” he said. Graduating drug court isn’t the end of its involvement. O’Neal said her office regularly monitors state arrest records. “We do track graduates for arrest records within two years of graduation,” she said. “We have 22.8 (percent) recidivism rate. It’s the opposite of probation.” Boyle said she now looks at her first felony drug arrest as one of the best things that’s ever happened to her. “I probably would still be using,” she said. “I’m grateful I got in trouble.” She hopes and believes it’ll be her last drug arrest. Since Boyle is in Martin County’s Drug Court, the odds are 77.2 percent in her favor.
called pillowcase burglars. The burglars often rent late-model cars to drive to crime scenes and sometimes add temporary tinting and bumper stickers to give them the appearance of owned vehicles. They remove the props before returning them. The tinting also appears to be for obscuring identities. There seems to be an organized operation of pillowcase burglars working in the area mostly out of Broward County. Snyder said it’s not just the pillowcase burglars that has his officers looking for overly tinted windows. “It’s a problem for officer safety,” he said. And driver safety. The sheriff said that under state law, tinting must allow at least 28 percent of light to penetrate. He said reputable tinting shops seem to abide by that standard. However, he said there are numerous amateur tinters who don’t. He said at a recent traffic stop, he saw a car with tinting that only allowed 2 percent of light to pass through. “It’s like tinting your window with paint,” he said. Snyder said most with overly dark windows are simply unaware of the state requirements, and he believes most will remove the tinting after deputies educate them. The pillowcase burglars operate during the day, typically from about 9 to 11:30 a.m. looking for vacant houses to burglarize while owners are working. They aim for neighborhoods with homes valued at around $175,000 or more. The Martin Sheriff’s Office has made 33 arrests of individuals it believes are part of the pillowcase-burglary schemes. There’ve been 92 burglaries in the county since 2011 suspected to be part of it.

STUART — There are big acts of philanthropy and there are smaller ones. Businessman Todd Harris understands the importance of both. Harris is the owner of two Crown Car Care locations, in Palm City and Stuart, and of Crown Collision Center in Palm City. He is known for his sponsorship of the Stop the Tears Golf Tournament, benefiting United for Families; as the primary sponsor of Stuart’s fireworks display on July 4th; and as a supporter of veterans. At last year’s Stuart Air Show, he gave away a minivan to a disabled vet. Harris recently undertook the sponsorship of the Riverwalk Concert Series in downtown Stuart. Less well-known is the fact that his business, which includes airbrush work, will customize a prosthetic limb at no charge. It’s a smaller act of philanthropy but it means a great deal to the person who receives it. It’s just an idea he came up with. “They want to put a tattoo or picture of someone they love on it,” Harris said. For Harris, each of these sponsorships and acts of giving are a way of being part of the community. “All three of my businesses are in Martin County,” he said. “I feel that my success in life and in my world is attributable to the customers that come to my shops. Robert Harris served in the Korean War, and his son has always been interested in veterans’ issues. He raises money for the Honor Flight that takes veterans to see the WWII Memorial in Washington, D.C., and he worked with the Road to Victory Museum to donate the van last year at the Air Show. He will be donating another vehicle this year. His concern comes from another deeply held belief. “I love my country,” he said. “Period.” Harris’ philanthropy in one area often leads to another. His sponsorship of the free Riverwalk Concert Series grew out of his sponsorship of the fireworks display. “My relationship with the Downtown Business Association and Ron Hart started two years ago,” he said. “He’s involved with the fireworks and with the music. He approached me about sponsoring the series and I told him I would.” Harris has a goal of giving away 1/3 of what he makes. He works hard, but work is not his sole priority. “Lately my world has been my family and my business,” he said. “It’s country, God and family.” It’s a formula that has served him and the community well.

PALM CITY — The lessons learned as a football player with Martin County High School helped Lyle Dankenbring earn a football scholarship at the University of Central Florida. Shortly after receiving a master’s degree in social science education in May from Central Florida, Dankenbring decided to give back to the school and coach that helped mold him into the man he is today. Dankenbring this spring has been helping the Martin County coaching staff as the Tigers prepare for their May 24 spring game against Rockledge. Working primarily with the defensive backs, the former UCF safety couldn’t pass up the opportunity offered by head coach Chuck Kenyon. “This was the first time in the last five years that I’ll be home for more than a month,” Dankenbring said. “So this was a great

opportunity for me to give back to the school that helped me get to where I’m at today. “Coach Kenyon sent me a text a couple months ago asking if I was interested in helping him out with spring football and I said I’d love to.” After redshirting his freshman year in 2008, Dankenbring got his first taste on the field in 2009, playing in seven games. Dankenbring played in all 14 games during his senior season, collecting 47 tackles and two interceptions, including a 78-yard interception return for a touchdown on Nov. 24 against the University of Alabama-Birmingham. In December, Dankenbring was named a Capital One Academic All-American after carrying a 4.0 grade point average in each of the last four semesters of his playing career. “With the things that he’s accomplished here and at Central Florida, he brings so much to the table,” Martin County head coach Chuck Kenyon said. “The scenario is that he’s someone who the kids can look up to and say if I’m going to pattern my game after someone, why not him?”

PALM CITY — John Gallagher’s days as a junior at Martin County High School are coming to a close. Like many other student-athlete returning next year, Gallagher intends to tinker with his craft over the summer to come back a better bowler than ever. But for Gallagher, his focus during his senior season is primarily on intangibles. In a sport where muscle memory and consistent rolls are everything, Gallagher plans on working on ways to be influential to the younger bowlers and continue the recent success Martin County has had in the lanes. “The biggest thing I want to work on over the summer honestly isn’t me,” Gallagher said. “The fact that I’m one of the few seniors on this team, I want to give

You learn where to put your guide arm, how to out your arm swing straight and gaining a sense of how the ball should feel as it comes off your hand. “But what separates the good players from the great players is that mental game. You can’t out-muscle the bowling ball. You can’t overpower your odds, you

The elements of strategy, detail-orientation and the act of competition are the most exciting part.” On an individual level, Gallagher has accomplished just about everything he has wanted to as a member of the bowling team. As a sophomore in 2011, he was a member of a Tiger bowling team that won the state championship. The girls followed suit, capturing a state championship of their own in 2011. Last season, both the girls and boys were able to return to states. When he’s not in the bowling lanes, Gallagher is rolling strikes in the classroom, holding a 3.8 unweighted cumulative grade-point average and a 5.0 weighted cumulative grade-point average. “John is the epitome of what student-athlete should be,” Martin County athletic director Mark Cowles said.

Walking back onto the practice fields and campus five years later, his thoughts are nostalgic. “The pep rallies, practices and all the good times are the things that come to mind whenever I’m back,” Dankenbring said. Children were also treated to a goodie bag that included a variety of small toys. “We are thrilled that the community came out to help us celebrate our grand opening,” Evelyn Duah, administrator of Martin County PPEC, said. “Everyone appeared to enjoy the festivities, and we are looking forward to hosting our anniversary party next year!” PPEC is a medical day care center for special needs children with complex and fragile medical needs in conjunction with the celebration, Martin County PPEC accepted approximately $700 worth of canned goods and clothing donations to benefit House of Hope, an important local resource for the Martin County community. Donations poured into Martin County PPEC during the weeks leading up to the event with some patrons giving additional donations of diapers and clothes to the families of Martin County PPEC. “Many of our families whose children attend the Martin County PPEC program have gone to House of Hope for help,” Duah said. “Giving back to this won-

Without resources like this, many families in our community wouldn’t receive the assistance they need.” In addition to event attractions, two raffle prizes featuring a variety of kids’ activities including games, beach toys, Silly Putty, jump rope, bubbles and more were up for grabs. The winners, Isabella Garman and Maureen Vaillancourt, were announced at 1:30 p.m. Throughout the day, Martin County PPEC gave tours to guests interested in learning more about its services for the families of special needs children in Martin and St. Lucie Counties. Guests learned that as a medical daycare center, Martin County PPEC is staffed by pediatric nurses and a variety of therapists including occupational, physical, speech, and respiratory. The facility is open Monday through Friday, 6 a.m. to 6 p.m., and currently serves almost 20 children. School age children receive education provided by local school districts. A physician’s order is required to be able to attend the program. Bus transportation is available for children who qualify in both counties. STUART — The Lyric Theatre has announced a new Broadway Series for 2013-2014 and revealed the artists who will perform in the select Ovation Series. The Broadway Series kicks off in grand style with “The Best of Broadway,” a tribute to the music of Andrew Lloyd Webber. The composer is known for some of Broadway’s

It was created by Gerald Alessandrini, who created “Forbidden Broadway.” The show pokes fun in song at the prententious and the silly in film, with updates periodically to include newer works like “Lord of the Rings” and “Harry Potter.” No Hollywood icon is untouchable and everyone from Liz to Liza comes in for some kidding. Show dates for “Forbidden Hollywood” are Feb. 26 at 7 p.m. and Feb. 27 at 4 and 7 p.m. The classic “Sweet Charity” comes to the Lyric on March 9 at 7 p.m. and March 10 at 4 and 7 p.m. The show has an impeccable pedigree, with music by Cy Coleman, lyrics by Dorothy Fields and a book by Neil Simon. The story about the dancer-forhire in Times Square who never gives up hope and helps everyone she meets starred Gwen Verdon and was directed by Bob Fosse. It features show-stoppers like “Big Spender” and “If My Friends Could See Me Now.”

The Ovation Series brings esteemed performers from the worlds of classical music, jazz and dance to the Lyric. Cellist Nina Kotova and guitarist Angel Romero perform Jan. 18 at 7 p.m. Kotova, who was accepted into the adult cello class at the Moscow Conservatory when she was 7, moved to the United States at 19. She has performed at Carnegie Hall and Buckingham Palace and has been a soloist with orchestras around the world. Angel Romero is a Spanish classical guitarist and conductor. At 16, he became the Los Angeles Philharmonic’s first guitar soloist. He also studied conducting with Eugene Ormandy, famed conductor of the Philadelphia Orchestra. The John Pizzarelli Quartet takes the stage on Jan. 25 at 7 p.m. Pizzarelli is a guitarist, vocalist, songwriter and bandleader and is also well-known as a recording artist. He and his quartet will perform jazz standards as well as his own work. The modern dance company Pilobolus performs on Feb. 6 at 7 p.m. The company was found-

ed in 1971 and has toured the world. Its extraordinary name comes from a fungus that the father of Jonathan Wolken, a company founder, was studying at the time. The Ahn Trio performs on Feb. 24 at 7 p.m. The trio is made up of three sisters who play the violin, pianos and cello. Born in South Korea, they came to New York to study at Juilliard and formed the trio while they were graduate students. Conrad Tao is a young composer, pianist and violinist. He comes to the Lyric on March 25
at 7 p.m. He is the winner of eight consecutive ASCAP Morton Gould Young Composer awards and studied at Juilliard and Columbia University.
