PALM CITY — There’s only one way to put the news best. “The project was completed six months earlier than the contract time,” Kathleen Dempsey, public information officer at the Florida Department of Transportation, said. On Friday, April 29, Martin County and the Florida Department of Transportation hosted a
ribbon cutting for the now fourlane Southwest Martin Highway. Commissioner John Haddox said credit for the swift starting and finishing of the expanded roadway goes largely to one man. “At the opening ceremony, I thanked Hal Smith, a resident at Whispering Sound,” Haddox said. “He worked with me and legislators to get the bonus in there for getting the project done quickly.” That bonus is up to $800,000 that the contractor J.W. Cheatham, West Palm Beach, qualifies for receiving under terms in the project contract. Dempsey said at press time the amount of the bonus that the contractor

PALM CITY — Since last December, when Martin County’s specially designated CRA (Community Redevelopment Area) committee was dissolved and director Kevin Freeman flew back to England, the fate of the county’s seven CRAs has been a question on everyone’s mind. In the next few months, the Martin County Board of Commissioners who currently oversees the CRAs, along with the coordination of community and strategic director Kate Parmelee and Growth
Management, will be looking at the priorities and structure of each CRA with a view to update. Many of the CRAs, like Old Palm City which was adopted in 2003, have been on the books for over a decade, and a lot has changed since they were drafted. The last time Old Palm City’s CRA plan was revised was in 2009. Particularly with Palm City, the opening of the Veteran’s Memorial Bridge in Dec. 2013, and the Martin Highway widening project have had a deep impact on the area. Last Friday, a ribbon-cutting com-

MARTIN COUNTY — Driving by the YMCA of the Treasure Coast campus on Monterey Rd. in Stuart, you miss a lot of what goes on there. Nonprofit gets a LIFT from volunteer
T
hese days Dewey Vinaya, a retired US ARMY paratrooper of 23 years, has it all together. The married father juggles a successful career as the Marketing and Public Relations Coordinator at The Children’s Museum of the Treasure Coast and even finds time to volunteer for organizations such as United Way and the Stuart Air Show. Yet Vinaya’s road to success was not without its challenges. Like many teenage boys, he veered off path during his youth. Thankfully for Vinaya, his community came together and created opportunities for a young man with untapped potential, and he was able to turn his life around. That’s why when Vinaya heard about Project LIFT during his volunteer experience with United Way’s Leaders United program; he saw it as the perfect way to “pay it forward.” Project LIFT is a Palm-City based nonprofit with an innovative program that combines vocational training and mentoring with substance abuse prevention and intervention. Founded by licensed psychotherapist Bob Zaccheo, this program helps hundreds of

Nancy McCarthy young men each year overcome mental health and substance abuse issues while also teaching them skilled trades, such as automotive repair, carpentry and boat building. Many times, the young men that complete the 14-week program are able to find paid jobs using the vocational skills they’ve learned. “Project LIFT is the type of program that was needed when I was going through this phase in my life and I am here to tell you the immediate impact on these young minds and the community as a whole is

remarkable,” Vinaya said. Being able to be a part of Project Lift is something dear to my heart and I encourage others to come out and see how this program is affecting change in the future of these kids.” Each time the young men gather for the program, they spend part of their time in a group therapy counseling session. They eat family-style meals together too. Dewey and his co-workers from the museum and several other members of United Way’s Leaders United group have signed up to cook and deliver a family-style meal once per month. In addition to providing the meals, he plans to share his story, hopefully serving as a role model for the young men, who just like him, are eager for the opportunity to succeed. “This is a small way for me to give back, but it is just one example of how members of the commu-
nity can support programs that are doing amazing things for our youth,” Vinaya said. Project LIFT is one of the organizations supported by United Way of Martin County to promote good health. With support of United Way and its many partners, more than 10,000 hours of substance abuse counseling were provided to children and teens in our community last year. United Way’s Leaders United program is a new affinity group of United Way of Martin County. These passionate professionals have committed to give, advocate and volunteer to advance the mission of United Way. Experts say that a balanced market is around 6 to 7 months of inventory, less than that would indicate a “seller’s market” more than that a “buyer’s market.” You may be saying to yourself “Great — it’s a seller’s market, so I can ask top dollar for my home.” I would say slow down a second, and keep reading. At this time, 1 in 4 homeowners in the state of Florida are still underwater, meaning they owe more

Housing values in Florida are increasing across the board at an average rate of around 6 percent or so year over year, some areas much more than that. This is due in part to low inventory, strong buying power and low interest rates. Knowing this, many homeowners are waiting it out, building their equity before they make the move. Now, these are not the only factors. There has also been a slowdown in short sales and foreclosures — all this coupled together has put the squeeze on the housing supply and put us where we are now with low inventory. seller? Let’s get back to that top dollar comment from earlier. We are in a “seller’s market,” yes. This does mean you can get top dollar for your home. This does not mean you should overprice your home. Homes that are put on the market today and are fairly priced are fetching top dollar, and are selling extremely quickly. This means that an average of 97 percent of asking price or more, with some in just a matter of hours! What I as a real estate professional have seen recently is numerous homes placed on the market with asking prices well above what the market dictates. I can only imagine that these sellers must figure there is so little inventory for the buyer that they will have to pay this much. This can cause a problem. Even if someone does decide to purchase one of these overpriced homes, there is always the issue of it appraising if that offer is financed. Another issue with this is the fact that today’s consumer is much more sophisticated. Today’s average buyer has been working with an agent or at least doing quite a bit of research online. Today’s buyer on average has shopped for at least 3 months before getting serious about a purchase. They have seen the recent sales, current listings, and have most likely been shopping around viewing the competition to your listing. Zillow and Trulia and Realtor. com provide today’s buyers with AVM (automated value markers) so they have a mathematical proximity of what the home is worth, though in some cases these are inaccurate. They know what their dollar will buy, and as this is the most important investment they or anyone will make in their life, they obviously do not want to overpay. Nobody wants to buy the most expensive home in the neighborhood, unless of course it really is the nicest house in the neighborhood. So these overpriced listings

So as a home seller, my advice is to consult with a Realtor and make sure they have an in-depth knowledge of the local market. Have a comparative market analysis done for your home and see where it stands based upon recent and pending sales and also current listings, also known as your competition. Be realistic about what you have and what you are asking, and try to get past the emotional attachment, even though it may be tough. The most exposure a home gets is when it is first placed on the market. That is when the most buyers are available. Once those buyers have moved on, you are then waiting for a new buyer to enter the market. It is best to have your home priced fairly from the start, so that all those buyers are attracted to it right away. Some of you may be thinking “I don’t want to leave any money on the table. I want to get all I can.” If one home is priced fairly and has several offers, and then sells for $10,000 more than asking price the first day — and another is put on the market for $30,000 more than it is worth and never sells — then who has really gotten all they can out of the sale of their home? Are you going to be disappointed if your home has not sold after 60 or 90 or 120 days? Homes that sell in the first 30 days on average sell for a higher percentage of asking price. Which would you rather be? When it all comes down to it you need to ask yourself “Do I want sell? MARTIN COUNTY — The Martin County Sheriff’s Office continues to receive concerns from citizens receiving fraudulent Internal Revenue Service phone calls. At first, the call sounds official. The caller insists you owe thousands of dollars in back taxes, and “agrees” to negotiate a settlement. The caller then threatens to have you arrested if you do not pay the debt immediately. THIS IS A SCAM. The IRS does not work like this, and neither does the Martin County Sheriff’s Office. They are not debt collectors, and will never come to your home to arrest you for a civil debt obligation. Even though the calls appear to come from a local phone number, it is believed they are being generated from outside the country. Sheriff William Snyder says it is very important for him to know that these despicable acts of fraud are targeting our citizens. If you receive such a call, hang up. If the calls continue, report them to your phone company. If you feel frightened by threats that are being made by the caller, hang up and call the Martin County Sheriff’s Office. It is also very important that you share this information with your friends, family, and neighbors. Phone scams being reported to Martin County Sheriff’s Office include: IRS SCAM – Caller claims you owe back taxes. The caller negotiates a settlement, and asks you to pay that debt with a credit card, via wire transfer, or a Green Dot money card. GRANDCHILD IN CRISIS SCAM – Caller claims they are your grandchild, niece or nephew, and

They ask you to wire money to help them, but insist that you contact no one to prevent any further trouble for them. MISSED JURY DUTY SCAM – Caller will say you missed jury duty and now have an outstanding warrant for your arrest. Caller will attempt to get you to pay a fine over the phone to clear the warrant, or threaten to have deputies come over to your home and arrest you. They may even follow up with a call from someone who claims they are a police officer. UTILITY BILL SCAM – Caller claims you are behind on a power bill and threatens to shut the utility down within the hour if you do not pay immediately. Hang up and call the utility company yourself, using a phone number out of the phone book or directly from your bill. COMPUTER VIRUS SCAM – Caller claims that they have access to your computer files and they are corrupted. Caller tries to get you to pay over the phone to service those files, or all of your files and photos will be lost forever. The Martin County Sheriff’s Office team works very hard to combat every type of crime, from street level offenses to white collar criminal activity. Crimes that generate via the Internet or telephone from other states, or other countries are very difficult for us to investigate and solve. We can however, work together as a community to form a strong citizen alert network that provides key information to make you aware of these scams. Sheriff Snyder says if we continue to build a strong informational network against these criminals, we can reduce, or stop, the number of people being victimized.

Here are some tips: Talk to your family •Make sure they know if you’re nervous, excited, curious-whatever. •What are you worried about? (Making friends? Feeling homesick? A health problem?) •What are you excited about? (Making friends? Trying new things? Having fun?) •Ask questions about their own summer camp experiences. Did they go? What was fun, and what was challenging? Do they have photos, videos, or scrapbooks they can share with you? •Remember: Your parents might need some time to deal with their own feelings, especially if this is the first time they’ve sent you to camp. Some grown-ups can be nervous or even afraid of being separated from their kids. Get used to being away from home If you’ve never been away from home or your parents, you might be nervous. One way to get used to the idea is to plan a trip away
from home alone -- maybe to a grandparent’s house -- a few months or weeks before camp. Get organized •Make a list of things you need to buy and things you need to pack. Your camp will probably send or e-mail you a list of musthave supplies. •Pack things that you want to have with you, but consider leaving anything that’s truly valuable or irreplaceable at home. If there’s something really special that you’d like to bring but don’t want to lose, consider taking a picture of it and just bringing that! •Put your name on everything
you bring-in permanent marker! This will help you avoid arguments about what belongs to who, and help your stuff get back to you if you misplace it. memorated the near completion of the widening project, which is slated to wrap up in the next week or so, well ahead of schedule. The Old Palm City CRA extends from Martin Downs Boulevard to All American Boulevard eastward to the river, including a stretch of Martin Highway on one side of the street that is bordered by Palm City Elementary in the west. Like all CRAs, Old Palm City was originally designed to improve the substandard conditions of the area by focusing on elements like storm-water management, streetside beautification, and roadway improvement. As some of the landscape has changed, so have the needs for the CRA. The volunteer-based NAC (Neighborhood Advisory Committee) will help offer input in the revision process, and there will also be a public review element of the process. Brian Bols, a Palm City small-business owner and former NAC member, says that he is interested in seeing the Martin Highway extension taken out of the plan, now that the widening is complete and more commercial businesses are seeking rezoning along the highway. “In my opinion, the design regulations of the CRA are kind of restrictive for developing the corridor,” says Bols. “I do not believe

I know we don’t want to look like Broward or anything like that, and I live here too, so I also don’t want a lot of sprawl. But I also believe that development’s going to come, and if it looks lousy and doesn’t work for retailers, what’s going to happen is it’s going to go belly-up, and there will be no tax revenues.” Bols says that he feels the Martin highway extension in the CRA was never a blighted area like Mapp Road has been over the years, and development along it has been plagued by unnecessary strictures. Leaving the extension in or taking
it out could be one of the many topics of discussion when the county meets to revise the plan, says Parmelee. “Through the redevelopment plan update there will be opportunities to evaluate the boundaries, and the Martin County Community Redevelopment Agency has discussed modifying the boundaries of the CRAs in the future.” Such a change would require amendment to the county’s Comprehensive Growth Management Plan; however, since the CRA falls within the urban services distict. CRA from page A24 extension could be to just loosen the regulations for that particular segment while allowing it to persist in the CRA — an idea that Bols is also behind. At an April 18 NAC meeting, chairman Mark Palazzo pointed out that it would be most effective to look at all the CRA boundaries as an integrated issue, rather than on an individual basis. “We’re all extremely sensitive of opening up any part of the CRA to individual piecemeal action without having it done on a comprehensive basis,” he said. “The point about the boundaries probably does need to be addressed, but my suggestion is to do it in the context of the overall comprehensive plan and not just a one-off that could open us up to other one-off actions that we may not want.” Currently 100 percent of the CRA’s budget — derived from a portion of property tax revenue called TIF (Tax Increment Financing) funds — is locked in for septic to sewer conversion for the next four years, which will help contribute to the project in concert with homeowner fees and possible grants through the county’s engineering department. While the NAC does not consider septic to sewer the highest priority for development, the project was ranked highly by the commission. Bols worries that if the funds are

already allocated until 2020 and the lifespan of the CRA only extends to 2033, any future development directly affecting the Martin highway extension may never be realized. Thomas Plymale, a 15-year member of the NAC, said that while he is open to reviewing the extraction of the highway extension, he is reluctant to remove any component from the CRA that will drastically impact their TIF revenue. If a large portion of TIF comes from the extension, he would rather keep it in the plan, he says. “We’ve already lost millions of dollars in funding over the years, and we can’t stand to lose much more.” Plymale is referring to an unfortunate distribution error within the county property appraiser’s office, discovered in 2013, that had for more than a decade deprived Martin County CRAs of some of their TIFs. While officials apologized for the mix-up, the funds had already been spent by the time of discovery. Parmelee says that the discussion of redrafting the CRA plans is a timely one, considering that most of the CRAs have reached their halfway point. “The redevelopment plan is a living document,” she says, “that should be updated to meet the changing needs within the CRAs. Through that process, we will have the opportunity to reflect the changes each area has experienced and its opportunities moving forward.”

love — something she’s always enjoyed doing. “I started here because of the programs and the things that the Y offers families and children. I do this because I have a passion for kids,” she explained. Melnick started five years ago as the preschool director and worked her way up. Now as one of the heads of YMCA’s Sportsworld, she can focus her attention to providing activities that are as diverse as the kids who enjoy them. From hockey to hip-hop to gymnastics and cheer, she says there’s something for everyone in every age group. The real benefit, Melnick points out, is that with all the different programs within Sportsworld, parents find something that not only gets their kids up and moving, but sparks their interests as well. “We hope that they’re going to be picking fun and healthy camps and that the YMCA can provide fun and healthy things for them to do all day,” she said. This year marks the 25th annual YMCA’s Healthy Kids Day. It’s a national initiative to improve health and well-being for kids and families. The event was one of 1,300 held at YMCAs all over the country, with about 1.2 million people participating nationwide. The focus is on the ramp-down
to summer when it’s most crucial for kids to keep active. As school winds down and school-related activities start to decrease, the YMCA says kids can face hurdles that prevent them from reaching their full potential. “The Y believes in the potential of all children, and we strive to help kids find the Wow! factor inside themselves. A child’s development is never on vacation and Healthy Kids Day is a great opportunity to educate families and motivate kids to stay active in spirit, mind and body throughout the summer,” said Elisha Stoecklin, Executive Director, YMCA of the Treasure Coast. The day was well received. Every kid’s favorite party favor, the bounce house, was wiggling and wobbling with the perpetual motion of dozens of young bouncers. Would-be carpenters built wooden helicopters and YMCA kids learning Tae-Kwon-Do split boards and sparred against each other under the supervision of instructor Nicolas Cocoves. Healthy Kids Day has come and gone, but the spirit of it has not. The YMCA continues its work, and Palm City resident Jami Melnick still fights Palm City bridge traffic every day for a chance to change a kid’s life. “I want to see them grow up safe, happy and healthy,” she says.

MARTIN COUNTY — For the last concert of the Barn season, Jeanette Mazzella didn’t look for a producer, a director or a writer to put together a program. She took on all three roles and the result is “That’s Life: A Musical Journey,” which will be presented at the Barn May 15. Proceeds will benefit the theater’s capital improvement campaign. “For the last concert, I wanted something poignant,” she said. “We were doing ‘Guys and Dolls’ and we were in the Green Room. Carlos (Rivera-Navas), who played Nathan, is a very cheery person and he came in singing ‘That’s Life.’ I looked at (my husband) Chris and said ‘that’s the name of my next concert.’’” The show features five vocalists: Chris Mazzella, Carlos Rivera-Navas, Kim Moebus, Donna Roselli and Josephine LoVaglio, as they take the songs of Frank Sinatra to illustrate the journey that is life. The Treasure Coast Tappers, under the direction of Bette Cushman, will also perform. “I assembled the performers and tried to get people who have not been on the Barn stage in concert before,” she said. “We copy life, when we’re little, we’re teens, growing up, marriage, hitting rough times, being middle age and older, having a second time around and being young-at-heart.”

MARTIN COUNTY — The 29th Annual Dancin’ in the Streets returns to Historic Downtown Stuart on Sat., Aug. 20. The largest music festival on the Treasure Coast will take place on five stages with more than 20 bands and a national headliner (to be announced) from 3 p.m. - midnight. Tickets will be available in July at Seacoast Bank. Every year, the streets of Downtown Stuart shut down and the community comes out for a day of live musical performances, food, drinks, vendors, kids activities and of course — dancin’ in the streets! It all began in the Summer of 1987, when a call was made to community leaders from the Stuart/Martin Chamber of Commerce to brainstorm a fundraising event that would keep the newly established Stuart Main Street program alive. Twenty-nine years later, Downtown Stuart is still Dancin’ in the Streets! Today, the event continues to be Downtown Stuart’s biggest fundraising event, and draws more people downtown than

Funds from Dancin’ in the Streets support free community events year-round, including Hobgoblins on Main Street, Rock’n Riverwalk and Christmas on Main Street. In the past decade alone, Dancin’ has brought nearly 65,000 people downtown and raised almost a
half-million dollars. In 2015, funds were also raised for the Humane Society of the Treasure Coast, the Stuart Police Explorers Program, Road to Victory Military Museum, Martin Volunteer, and House of Hope. “Every year Dancin’ in the Streets brings incredible energy and fun
to historic downtown Stuart,” said event chair Bill Moore. “This year promises to continue the tradition and deliver an amazing evening of live music, dancing, talent and community spirit.” Dancin’ in the Streets is sponsored by Courthouse Commons, Seacoast Bank and Budweiser.

CONCERT from page B3 The different times of our lives have medleys of songs to illustrate them. “For middle age and older, when it’s time to have fun, we have a travel section,” Mazzella said, “We sing songs like ‘The Girl from Ipanema,’ ‘Chicago,’ ‘Come Fly with Me,’ ‘South of the Border’ and ‘New York, New York.’ When I started researching the show, there were so many songs Sinatra did.” Other Sinatra songs in the show include “My Way,” “High Hopes,” “Serenade in Blue,” “Young at Heart,” “The Tender Trap” and, of course, “That’s Life.” The Tappers do a dance routine to “Baby Face” and Mazzella promised that there will be a surprise. The director, producer and writer noted that the show, on May
15, is sandwiched between Mother’s Day and Father’s Day. She couldn’t let those events, so central to the family, pass unnoticed. Two special songs, O My Papa” in English and “Mamma,” the song made famous by Connie Francis, in Italian, will be performed. Mazzella, who is something of a force of nature, has appeared on the Barn stage and is also a member of the Treasure Coast Tappers. She added them to the show for the pizzazz factor. “Everyone loves the sights and sounds of tapping to the great American standards,” she said. She’s right. “That’s Life: A Musical Journey,” will take place May 15 at 2 p.m. at the Barn Theatre, 2400 S.E. Ocean Blvd., Stuart. Tickets are $15.
